Justice for Servicemembers Act of 2016 This bill amends the Uniformed Services Employment Rights Act of 1994 to: (1) consider procedural protections or provisions under such Act concerning employment and reemployment rights of members of the uniformed services to be a right or benefit subject to the protection of such Act, and (2) make any agreement to arbitrate a claim under such provisions unenforceable unless all parties consent to arbitration after a complaint on the specific claim has been filed in court or with the Merit Systems Protection Board and all parties knowingly and voluntarily consent to have that particular claim subjected to arbitration. Consent shall not be considered voluntary when a person is required to agree to arbitrate an action, complaint, or claim alleging a violation of such provisions as a condition of future or continued employment, advancement in employment, or receipt of any right or benefit of employment.

Stamp Out Invasive Species Act This bill directs the U.S. Postal Service to issue and sell a Combating Invasive Species Semipostal Stamp. Proceeds from the sale of the stamp must be transferred in equal proportion to the Department of the Interior and the Department of Agriculture for combating invasive species. (Invasive species are nonnative species whose introduction poses a serious threat to natural ecosystems and causes detrimental economic damage to local communities.) The stamp must be made available to the public for two years.

Expresses the commitment of the House of Representatives to create a comprehensive solution to the threat of invasive, nonnative species throughout the United States by controlling and eradicating established invasive species populations, and preventing the further introduction of nonnative species into native ecosystems. (An invasive species is an organism that is not native to an ecosystem and is ecologically or economically harmful in the new environment where it is not native.)

Air Traffic Controller Hiring Improvement Act of 2016 This bill directs the Federal Aviation Administration (FAA), in appointing air traffic controllers, to give preferential consideration to qualified individuals maintaining 52 consecutive weeks of experience involving the active separation of air traffic after receipt of an air traffic certification or facility rating within 5 years of application while serving at an FAA air traffic control facility, a civilian or military air traffic control facility of the Department of Defense, or a tower operating under contract with the FAA. The FAA shall consider additional applicants by referring an approximately equal number of employees for appointment among two applicant pools. The number referred from each group shall not differ by more than 10%. Pool one shall consist of applicants who: have successfully completed air traffic controller training and graduated from an institution participating in the Collegiate Training Initiative program and have received an appropriate recommendation or endorsement from such institution, are eligible for a veterans recruitment appointment and provide a Certificate of Release or Discharge from Active Duty within 120 days of the announcement closing, are veterans eligible for veterans' benefits who maintain aviation experience obtained in the course of the individual's military experience, or are preference eligible veterans. Pool two shall consist of applicants who apply under a vacancy announcement recruiting from all U.S. citizens. The FAA: (1) may not use a biographical assessment when hiring, (2) must provide an individual who applied in response to a specified 2014 vacancy announcement and was disqualified as the result of a biographical assessment an opportunity to reapply under the revised hiring practices, and (3) must waive any maximum age limit for such reapplying applicants who met such requirement when they applied under such announcement. Otherwise, the maximum age limit for an original appointment as an air traffic controller under this bill shall be 35 years of age. The FAA shall consider directly notifying secondary schools and institutes of higher learning of a vacancy announcement for pool one applicants.

Urges finalization of a new Memorandum of Understanding between the United States and Israel. Supports a long-term Memorandum of Understanding between the United States and Israel that increases the amount of aid from previous agreements and enhances Israel's military capabilities.

Biodiesel Tax Incentive Reform and Extension Act of 2016 This bill amends the Internal Revenue Code to modify and extend: (1) the income tax credit for biodiesel and renewable diesel used as fuel, and (2) the excise tax credit for biodiesel fuel mixtures. The bill: (1) makes the credits available to domestic producers of the fuels rather than the policy under current law of providing a mixture credit to the blender of the fuel, (2) increases the income tax credit for certain small biodiesel producers, and (3) extends the credits through 2019.

ALS Disability Insurance Access Act of 2016 This bill amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to eliminate the five-month waiting period for disability insurance benefits for individuals with amyotrophic lateral sclerosis, and require their payment starting the first month during all of which the individual is under a disability and in which the individual becomes entitled to the benefits.

Technologies for Energy Security Act This bill amends the Internal Revenue Code to extend and modify the tax credits for residential energy efficient property and investments in energy property. The bill modifies the tax credit for residential energy efficient property to extend through 2021 the credits for expenditures for fuel cell property, small wind energy property, and geothermal heat pump property. For each extended credit, the bill phases out the current credit rate of 30% of expenditures by reducing it to 26% or 22%, depending on the date that the property is placed in service. The bill extends the tax credit for investments in energy property for the following property with construction that begins before January 1, 2022: fiber-optic solar energy property, fuel cell property, microturbine property, combined heat and power system property, small wind energy property, and thermal energy property. The bill phases out the current credit rate of 30% for investments in fuel cell property, small wind energy property, and fiber-optic solar energy property by reducing it to 26% or 22%, depending on the date that the property is placed in service.

Protection and Advocacy for Veterans Act This bill directs the Department of Veterans Affairs (VA) to establish a five-year grant program to improve the monitoring of VA mental health and substance abuse treatment programs. The VA shall award a grant to four protection and advocacy systems under which each recipient shall investigate and monitor VA facilities care and treatment of veterans with mental illness or substance abuse issues. Criteria for selecting recipients shall include whether the state in which the protection and advocacy system operates has low mental health, performance, and access scores. During each year in which a protection and advocacy system carries out a demonstration project, the VA shall award a joint grant to a national organization with extensive knowledge of the protection and advocacy system and a veterans service organization to: (1) coordinate training and technical assistance, and (2) provide for related data collection, reporting, and analysis. "Protection and advocacy system" means the state-established system to protect and advocate the rights of persons with developmental disabilities.

This bill authorizes the Department of Veterans Affairs (VA) to carry out a program under which it may enter into up to five partnership arrangements with a non-federal entity to conduct one or more: super construction projects (those for the construction, alteration, or acquisition of a medical facility involving a total expenditure of more than $100 million); major construction projects (those for the construction, alteration, or acquisition of a medical facility involving a total expenditure of more than $10 million, but not including an acquisition by exchange); or major construction projects to construct a new cemetery or to develop additional gravesites or columbarium niches at an existing cemetery. The selected projects may be ones for which: Congress has appropriated partial funding or the VA has identified a need for the project by listing it on the Major Construction Strategic Capital Investment Planning priority list, and a non-federal entity has entered or is willing to enter into a formal agreement with the VA to independently finance and/or donate acceptable project funds at no additional government cost. One of the non-federal entity partnership agreements shall be a project to design, finance, and construct a new ambulatory care center in Omaha, Nebraska.

Ensuring Useful Research Expenditures is Key for Alzheimer's Act or the EUREKA Act This bill amends the Public Health Service Act to require the National Institutes of Health (NIH) to establish EUREKA prize competitions to achieve high-priority breakthroughs in Alzheimer's disease and dementia prevention, diagnosis, treatment, and care. The NIH must: (1) convene an advisory council of nongovernmental experts in Alzheimer's disease and dementia to develop the EUREKA prize competitions, and (2) appoint a panel of judges to evaluate submissions. The council and panel are not subject to the Federal Advisory Committee Act. Support for EUREKA prize competitions may be provided by private organizations and individuals.

This bill provides FY2016 emergency supplemental appropriations to the Departments of State and Health and Human Services (HHS) to prevent, prepare for, and respond to the Zika virus and other infectious diseases. The bill specifies permissible uses for the funds and designates the funds as an emergency requirement, which exempts the funds from discretionary spending limits. The bill provides appropriations to HHS for: the Food and Drug Administration, the Centers for Disease Control and Prevention, the National Institutes of Health, and the Public Health and Social Services Emergency Fund. The bill amends the Public Health Service Act to permit Project BioShield to be used to support the advanced development and procurement of medical countermeasures to diagnose, mitigate, prevent, or treat harm from any infectious disease that may pose a threat to the public health. (Under current law, Project BioShield supports only countermeasures against specific chemical, biological, radiological, and nuclear terrorist threats.) The bill temporarily increases from 55% to 65% the Medicaid Federal Medical Assistance Percentage in the territories (Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands). The bill provides appropriations to the Department of State for: the Administration of Foreign Affairs, the U.S. Agency for International Development, Bilateral Economic Assistance, International Security Assistance, and Multilateral Assistance. Unobligated balances of specified funds provided for the Ebola virus may be used to respond to the Zika virus and other infectious diseases.

Ensuring Access to General Surgery Act of 2016 This bill requires the Department of Health and Human Services (HHS) to study access by underserved populations to general surgeons, including whether the health professional shortage area designation under the National Health Service Corps program accurately assesses adequacy of access or whether another measure or designation would be more appropriate. HHS must consider potential methodologies for designating surgical health professional shortage areas.

Enhancing Advancement, Reducing Noncompliance, and Improving Trust Act or the EARN IT Act This bill amends the Internal Revenue Code to increase the Earned Income Tax Credit (EITC) for individuals with no qualifying children and to establish additional requirements for claiming the EITC and the child tax credit. The bill modifies the EITC for individuals with no qualifying children by: increasing the credit and phaseout percentages, increasing the earned income and phaseout amounts, reducing the minimum age to claim the credit, and modifying the formula for inflation adjustments. For a qualifying child to be taken into account for the EITC, a tax return must include a certification of the child's residency. The bill prohibits the refundable portion of the child tax credit (commonly referred to as the additional child tax credit) from being claimed for a qualifying child unless the tax return includes a valid social security number for the child. The bill increases from two to five years the disallowance period for taxpayers who improperly claim the EITC due to reckless or intentional disregard of rules and regulations.

Small Public Housing Agency Opportunity Act of 2016 This bill amends the United States Housing Act of 1937 to subject a small public housing agency (PHA) to the same requirements as a PHA. A small PHA is a PHA for which the sum of the number of public housing dwelling units and the number of vouchers under Section 8 (tenant-based assistance) it administers is 550 or fewer. The Department of Housing and Urban Development (HUD) shall: carry out physical inspections of a small PHA public housing project at least once every three years, unless it is a troubled small PHA; determine the financial condition of a small PHA public housing program solely on the basis of the ratio of current assets to current liabilities; and determine management condition of a small PHA public housing program solely on the basis of the ratio of vacant unit months to eligible unit months. A small PHA administering Section 8 tenant-based assistance under the housing voucher program must make physical inspections of assisted units at least once every three years. HUD shall evaluate the management of a small PHA's voucher program solely on the basis of its lease-up rate or the budget utilization rate, which must be at least 90% to be acceptable. HUD shall designate a small PHA as a high-performing agency if it exceeds acceptability criteria. HUD may designate a small PHA as a troubled small PHA with respect to its public housing program or housing voucher program only if it meets certain negative criteria. HUD shall establish an appeals process for a small PHA to dispute a determination of deficiency. HUD and a troubled small PHA shall enter into a one-year corrective action agreement (renewable at HUD option) under which the small PHA must undertake actions to correct deficiencies. The bill prescribes and/or revises requirements to reduce the administrative burden on small PHAs with respect to: certain reports; community service; economic opportunities for low- and very low-income persons; exemption of a small PHA administering not more than 400 public housing dwelling units, upon request, from any asset management requirement; exemption from environmental review for a development or modernization project involving new construction if the new construction portion of the total cost does not exceed $100,000; and streamlined HUD procedures for such reviews. Small PHAs shall also be exempt from Green Physical Needs Assessment requirements for any fiscal year for which a specified circumstance occurs. HUD shall carry out a demonstration project to examine how various methods of determining rent in public housing affect the administrative burden on small PHAs and public housing residents. The bill establishes rent-setting mechanisms for demonstration project participants based on: (1) a tiered system for initial rents for extremely low-income families, very low-income families, and low-income families; (2) a certain range of gross income percentages; or (3) the existing method for establishing rents. A small PHA may elect to be paid for its utility and waste management costs under a HUD assistance formula for a period, at its discretion, of up to 20 years based on its average annual consumption during the three-year period preceding the year in which the election is made. HUD shall develop and deploy all electronic information systems necessary to accommodate full consolidated reporting by PHAs electing to operate in consortia.

Modernizing the Pittman-Robertson Fund for Tomorrow's Needs Act of 2016 This bill amends the Pittman-Robertson Wildlife Restoration Act to make it one of the purposes of the Act to extend financial and technical assistance to the states for the promotion of hunting and recreational shooting. The bill also prescribes a formula for the allocation of funds apportioned to a state that may be used for any activity or project to recruit or retain hunters and recreational shooters. Amounts apportioned to the states from any taxes on pistols, revolvers, bows, and arrows may be used for hunter recruitment and recreational shooter recruitment. The funds apportioned to a state for wildlife restoration management may be used for related public relations. If a state has not used all of the tax revenues apportioned to it for firearm and bow hunter education and safety program grants, it may use its remaining apportioned funds for the enhancement of hunter recruitment and recreational shooter recruitment. Up to $5 million of the revenues covered into wildlife restoration fund in the Treasury from any tax imposed for a fiscal year on the sale of certain bows, arrows, and archery equipment shall be available to the Department of the Interior exclusively for making hunter recruitment and recreational shooter recruitment grants that promote a national hunting and shooting sport recruitment program, including related communication and outreach activities.

Political Intelligence Transparency Act of 2016 This bill amends the Lobbying Disclosure Act of 1995 (LDA) to require the disclosure of political intelligence activities, particularly relating to information useful for analyzing securities or commodities markets. Political intelligence consultants or their employing organizations must register with the Secretary of the Senate and the Clerk of the House of Representatives and make quarterly reports on political intelligence activities. Persons or entities that make an oral or written political intelligence contact with a covered legislative branch or executive branch official must, on the official's request: (1) state whether such person or entity is registered under the LDA, (2) identify the client on behalf of whom the contact is made, and (3) state whether such client is a foreign entity and make any related disclosures. The federal criminal code is amended to subject to a fine and/or imprisonment certain former officers, employees, and elected officials of the executive and legislative branches who knowingly make any communication to, or appearance before, any officer or employee of a federal or District of Columbia agency or court in violation of certain permanent or temporary restrictions and with the intent to gain information for use in: (1) analyzing securities or commodities markets, or (2) informing investment decisions in those markets. The bill excludes from such prohibition any communication made by a representative of a media organization to gather and disseminate news and information to the public.

Training Tomorrow's Doctors Today Act This bill amends title XVIII (Medicare) of the Social Security Act to require the Centers for Medicare & Medicaid Services (CMS) to increase, for purposes of Medicare payment, the otherwise applicable resident limit for qualifying hospitals. The bill establishes a process for distributing the new residency positions. The bill eliminates the use of three-year rolling averages with respect to calculating, for purposes of Medicare payment, specified limits on certain new or redistributed residency positions. With respect to specified hospitals, all of the time spent by an intern or resident in an approved medical residency training program, regardless of setting, shall be counted for purposes of determining a hospital's number of residents. The bill revises payment rules for graduate medical education (GME) costs with respect to a hospital that establishes a new medical residency training program. With respect to a hospital that has not entered into a GME affiliation agreement, CMS shall establish the hospital's resident amount only after determining that the hospital trains more a specified number of residents. Similarly, CMS shall adjust a hospital's limitation on allopathic and osteopathic residents only after determining that the hospital trains more than a specified number of residents. In specified cases, CMS shall provide a hospital an opportunity to have its resident amount reestablished and its limitation adjustment re-determined. The bill also revises provisions regarding: (1) aggregation rules relating to resident limits, and (2) the period of board eligibility for residents who change specialties. CMS shall establish and implement procedures for adjusting a hospital's indirect medical education payments based on specified performance measures.

Fairness for Veterans Act of 2016 This bill addresses medical evidence reviews in the case of: (1) a former member of the Armed Forces who was deployed in a contingency operation and subsequently diagnosed as suffering from post-traumatic stress disorder or traumatic brain injury as a consequence of such deployment, or (2) a former member whose application for relief from the terms of his or her military discharge is based in whole or in part on matters relating to post-traumatic stress disorder or traumatic brain injury related to combat or military sexual trauma. Any board of review shall: review medical evidence of the Department of Veterans Affairs or a civilian health care provider presented by the former member, and review the case with a rebuttable presumption in favor of the former member that post-traumatic stress disorder or traumatic brain injury materially contributed to the circumstances resulting in the discharge of a lesser characterization.

Interest for Others Act of 2016 This bill amends the Internal Revenue Code to allow individuals, trusts, or estates to exclude from gross income up to $50 of interest and money market fund dividend income that is contributed to charity using a program adopted by a financial institution or a money market fund. Details regarding the payments to charities must be reported to the Internal Revenue Service by any person that: (1) pays certain interest or dividends and has a charitable contribution program, or (2) is an aggregator that receives contributions and makes payments to charities under a program.

Outdoor Recreation's Economic Contributions Act of 2016 or the Outdoor REC Act of 2016 This bill directs the Bureau of Economic Analysis of the Department of Commerce to assess and analyze the outdoor recreation economy of the United States and the effects attributable to it on the overall U.S. economy. In conducting the assessment, the Bureau may consider employment, sales, contributions to travel and tourism, and other appropriate contributing components of the outdoor recreation economy.

Renewable Fuel Utilization, Expansion, and Leadership Act or the REFUEL Act This bill amends the Farm Security and Rural Investment Act of 2002 to direct the Department of Agriculture (USDA) to establish a competitive grant program for renewable and alternative energy fueling infrastructure projects. Projects may be new or for the retrofit of existing renewable and alternative energy infrastructure and must be capable of dispensing fuel or energy not widely available. USDA must prioritize awarding grants for projects located in rural areas. Entities that receive funding from USDA must contribute at least 30% of any allotted amount towards the project and are eligible to receive a maximum of $100,000.

Firefighter Cancer Registry Act of 2016 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary patient registry to monitor, collect, and make available epidemiological information related to cancer incidence and trends among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) encourage the inclusion in the registry of data on minority, female, and volunteer firefighters; and (2) seek feedback on the registry from nonfederal experts. The CDC must develop an approval process for making registry data available for research without a fee if findings or publications derived from the research are made public or available to stakeholders.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for its operations.

This bill makes eligible for TRICARE health care benefits certain National Guard members (and dependents) who are performing disaster response duty, if the performance of such a duty immediately follows a period in which the member served on full-time additional National Guard duty. "Disaster response duty" means duty performed by a member of the National Guard in state status pursuant to an emergency declaration by the state governor (or, for the District of Columbia, by the mayor) in response to a disaster or in preparation for an imminent disaster.

Protecting Our Security Through Utilizing Right-Sized End-Strength Act of 2016 or the POSTURE Act This bill expresses the sense of Congress that given the uncertain world and the need for trained and ready U.S. land force, the planned drawdown of land forces should be stopped. The bill sets forth: FY2016 Army, Marine Corps, and Selected Reserve strength levels; and Army, Navy, Marine Corps, and Air Force permanent active duty end strength minimum levels. Any proposal to lower the end strength levels established by this Act must first be approved by Congress through enactment of a law to that effect.

Lake Berryessa Recreation Enhancement Act of 2016 This bill establishes as the Lake Berryessa Recreation Area specified land administered by the Bureau of Reclamation that is underlying or adjacent to Lake Berryessa in California, including any improvements. The bill transfers the administrative jurisdiction over the area from the Bureau of Reclamation to the Bureau of Land Management (BLM) of the Department of the Interior. Interior shall develop a management plan for the area and may establish guidelines and restrictions on recreational uses to ensure the safety and security of recreational users. Interior may also issue recreation concession permits, including at the area, to allow a third party to provide facilities and services to visitors on lands and waters managed by the BLM in support of outdoor recreational opportunities. Reclamation shall continue to administer and operate the Monticello Dam and any related facility, including any power facility.

Justin Smith Morrill Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a Congressional Gold Medal in commemoration of Justin Smith Morrill's lasting contributions to higher education opportunity for all Americans.

Sound of Freedom Act This bill states that it shall be Department of Defense (DOD) policy that flyovers of public events in support of community relations activities may only be flown as part of an approved training mission at no additional expense to the federal government. The Adjutant General of a state in which an Army National Guard or Air National Guard unit is based shall be the approval authority for all Air National Guard and Army National Guard flyovers in that state, including any flyover request in any civilian domain at a non-aviation related event. DOD shall maintain records of flyover requests and approvals in a publicly accessible database updated annually. "Flyover" means aviation support: in which a straight and level flight limited to one pass by a single military aircraft, or by a single formation of four or fewer military aircraft of the same type, from the same military department over a predetermined point on the ground at a specific time; that does not involve aerobatics or demonstrations; and that uses bank angles of up to 90 degrees if required to improve spectator visibility of the aircraft.

Families of Flint Act This bill provides support for Flint, Michigan in addressing lead in the city's drinking water and related issues. The bill amends the Safe Drinking Water Act by establishing a 10-year grant program to ensure that Flint's drinking water does not contain: (1) lead levels that threaten public health or the environment, or (2) other drinking water contaminants and pathogens that threaten public health. The bill also establishes specified grant programs for assisting Flint that are established within the Department of Labor, the Department of Health and Human Services (HHS), the Department of Education, the Department of Commerce, the Department of Justice, and the Department of Housing and Urban Development. The bill amends the Consolidated Appropriations Act, 2016, by allowing states to use more than 20% of funds from Drinking Water State Revolving Fund capitalization grants for addressing a threat to public health from heightened exposure to lead in a municipal drinking water supply if a federal or state emergency declaration has been issued for that threat. HHS must establish in Flint a Center of Excellence on Lead Exposure. The bill amends the Child Nutrition Act of 1966 to increase the allowable participation period in the Special Supplemental Nutrition Program for Women, Infants, and Children for children residing in areas that are in a state of emergency. A state may elect to allow those children to participate in the program for a period that ends on the earlier of: (1) the child's tenth birthday (currently fifth), or (2) five years after the emergency (currently children may participate for a one-year period).

Rural Guard Act of 2016 This bill authorizes the removal, on a case by case basis, of the $300 cap on travel expense reimbursements to certain members of the Selected Reserve of the Ready Reserve who: (1) live in a rural area in the same state as the inactive duty training location; and (2) are required to travel to the inactive training location using a boat or aircraft due to limited or nonexistent vehicular routes, or from a permanent residence more than 75 miles from that location.

Rail Safety Act This bill directs the Federal Emergency Management Agency (FEMA) to develop and preposition caches of emergency response equipment, which may include firefighting equipment and fire suppression agents, to facilitate the rapid deployment of resources needed to reduce damage to life, property, and the environment in the event of an accident involving rail tank cars transporting hazardous material, crude oil, or flammable liquids. Such caches shall be strategically prepositioned along rail routes over which a high volume of high-hazard trains operate in a manner that lowers the response time of firefighters to fight fires involving flammable liquids and to prevent such fires from spreading. FEMA may collect fees from railroad carriers to develop and preposition the caches.

Servicemember Retirement Improvement Act This bill amends the Internal Revenue Code to allow members of the Ready Reserve of a reserve component of the Armed Forces to make the maximum allowable contribution ($18,000 in 2016) to their Thrift Savings Plans without limiting the amount such members may contribute to a retirement plan based upon other employment. The bill also doubles the maximum allowable contribution amount to the Thrift Savings Plans of federal employees in the Ready Reserve.

Protecting Patient Access to Emergency Medications Act of 2016 This bill amends the Controlled Substances Act to direct the Drug Enforcement Administration to register an emergency medical services (EMS) agency as an entity authorized to dispense controlled substances, instead of registering the individual practitioners or medical directors of the agency. A registered EMS agency must be overseen by one or more medical directors. The bill specifies that an EMS practitioner who is employed by a registered EMS agency may administer controlled substances under a standing order issued by a medical director. The standing order does not have to be specific to an individual patient.

Expresses condolences for the victims of anti-Muslim hate crimes. Declares that the House of Representatives: confirms its dedication to the rights and dignity of all citizens; denounces the increase of hate speech and hate crimes targeted against mosques, Muslims, or those perceived to be Muslim; and recognizes the positive contributions made by the U.S. Muslim community to U.S. society. Declares that the civil rights and liberties of all U.S. citizens, including Muslims in the United States, should be protected. Urges law enforcement authorities to work to prevent hate crimes and to prosecute the perpetrators of such crimes. Reaffirms the inalienable rights of every citizen to live without fear and intimidation and to practice freedom of faith.

Guard and Reserve Equal Access to Health Act This bill directs the military department concerned to provide a physical examination to each requesting member of a reserve component who will not otherwise receive one through that department. The military department concerned shall: (1) provide such examination during the 90-day period before such member's scheduled date of separation, and (2) give the member a record of the examination. A member shall not be entitled to transitional health care benefits through his or her department solely by reason of being given such examination.
