Recognizes that African American spirituals are a poignant and powerful genre of music that have become one of the most significant segments of American music in existence. Requests that the President issue a proclamation that reflects on the important contribution of African American spirituals to American history and that names the African American spiritual as a national treasure.

Expresses the sense of the House of Representatives (the Senate concurring) that: (1) Joey Cheek is a great American who espouses the principles of democracy and support for human rights; and (2) Joey Cheek represents the best that the United States has to offer in its citizenry through his accomplishments as an athlete and through his principles and respect for human life. Recognizes: (1) the difficulties the displaced and orphaned children of the Darfur region of Sudan encounter and supports the actions of Joey Cheek in bringing their suffering to the attention of the international community; and (2) the need to work with international partners to help bring an end to the ongoing genocide in Darfur and the suffering of children in Chad.

Prevent Unfair Manipulation of Prices Act of 2006 - Amends the Commodity Exchange Act to extend its jurisdiction to certain: (1) "included energy transactions" traded on an electronic trading facility; and (2) energy commodities involved in over-the-counter transactions. Sets forth reporting and recordkeeping requirements for: (1) certain contract participants that enter into or execute "included energy transactions;" and (2) electronic trading facilities for energy commodities. Extends prohibitions against fraudulent transactions to: (1) filling an order by offset against the other person's order; and (2) knowingly and willfully becoming the buyer in respect to another person's selling order, or the seller in respect to another person's buying order, without the other person's prior consent. Empowers the Commodities Futures Trading Commission to impose civil and criminal penalties for price manipulation and other violations of such Act.

National Defense Enhancement and National Guard Empowerment Act of 2006 - Expands the: (1) authority of the Chief of the National Guard Bureau (Bureau) to include membership on the Joint Chiefs of Staff (JCS) (and raises the grade of the Chief from lieutenant general to general); and (2) functions of the Bureau to include facilitating and coordinating, with other federal agencies and the states, the use of Guard personnel and resources for, and in, contingency operations, military operations other than war, natural disasters, and support of civil authorities. Directs the Chief to: (1) identify gaps between federal and state capabilities to prepare for and respond to emergencies; and (2) make recommendations to the Secretary of Defense on Guard programs and activities to address such gaps. Requires annual Department of Defense (DOD) budget justification documents to include separate amounts for Guard training and equipment for military assistance to civil authorities and other domestic operations. Establishes within the JCS an Assistant to the Chairman of the Joint Chiefs of Staff for Reserve Matters. Expresses the sense of Congress calling for consideration of eligible reserve officers for promotion to the grades of lieutenant general or vice admiral on the active duty list. Requires the position of Deputy Commander of the U.S. Northern Command to be filled by a qualified Guard officer eligible for promotion to the grade of lieutenant general.

Expresses the sense of Congress that it: (1) recognizes the importance of preserving the constitutional right to vote of citizens displaced by Hurricane Katrina and other natural disasters or states of emergency; and (2) asserts that every election in Louisiana must be fair, free, transparent, and satisfy the requirements of the Voting Rights Act. Encourages the state of Louisiana and the Department of Justice to establish satellite voting outside the state of Louisiana for the New Orleans elections scheduled for April 22, 2006.

Homeowners Preservation of Equity Act of 2006 - Directs the Secretary of the Treasury, in consultation with federal banking agencies, the National Credit Union Administration, and the appropriate state bank supervisors of each state contained in whole or in part in the GO Zone (as defined by the Internal Revenue Code), to establish a program to provide temporary emergency mortgage payments on behalf of an eligible individual whose principal residence was significantly damaged or made uninhabitable by Hurricane Katrina or related flooding.

Federal Death Penalty Abolition Act - Repeals death penalty provisions for a wide range of specified offenses under the Immigration and Nationality Act, the federal criminal code, the Controlled Substances Act, and other statutes, including for murder relating to the smuggling of aliens, murder during a hostage-taking, and certain non-homicide-related offenses (espionage and treason). Repeals procedural provisions relating to the imposition of the death sentence. Prohibits sentencing to death or putting to death any person for any violation of federal law. Commutes death penalty sentences imposed prior to the enactment of this Act to life imprisonment without the possibility of parole.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, no more than 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Amends rule XXV (Limitations on Outside Earned Income and Acceptance of Gifts) of the Rules of the House of Representatives to require Members, Delegates, Resident Commissioners, officers, or employees of the House, before accepting payment of travel expenses, to obtain a written certification from the sponsoring organization or person: (1) stating that no registered lobbyist has been invited to participate in the transportation, lodging, or any associated meetings; and (2) disclaiming specified lobbying activities and connections. Amends rule IV (The Hall of the House) to deny floor privileges to any former Member, Delegate, or Resident Commissioner, former Parliamentarian, former elected officer or former minority employee of the House, and to heads of departments and state governors, unless the individual signs a lobbying disclaimer each time he or she is admitted to such location. Amends rule XVIII (The Committee of the Whole House on the State of the Union) to make it out of order to consider any reconciliation legislation which has the net effect of reducing the surplus or increasing the deficit compared to the most recent Congressional Budget Office (CBO) estimate for any fiscal year. Amends rule XX (Voting and Quorum Calls) to limit recorded electronic votes to 20 minutes, except that the time may be extended with the consent of both the majority and minority floor managers of the legislation involved or both the majority and minority leaders. Amends rule XXIII (Code of Official Conduct) to prohibit a Member, Delegate, or Resident Commissioner from conditioning the inclusion of language to provide funding for a district-oriented earmark, a particular project which will be carried out in a Member's congressional district, or a limited tax benefit in any bill or joint resolution (or accompanying report) or in any conference report on such measure (or accompanying joint statement of managers) on any vote such individual casts. Requires a Member, Delegate, or Resident Commissioner to disclose in writing to the chairman and ranking member of the relevant committee certain information about any district-oriented earmark such individual advocates in any measure or accompanying report or managers' joint statement. Requires each committee to make such information available to the general public for any earmark included in any reported measure. Requires the Joint Committee on Taxation to review any revenue measure, reconciliation bill, or joint resolution for limited tax benefits, and identify them and their beneficiaries, including their sponsors. Amends rule XV (Business in Order on Special Days) to make it out of order to consider a resolution providing for adjournment sine die unless, during at least 20 weeks of the session, a quorum call or recorded vote was taken on at least four of the weekdays (excluding legal public holidays). Amends rule XIII (Calendars and Committee Reports) to make it out of order, with certain exceptions, for the House to consider a bill or joint resolution until 24 hours, or in the case of legislation containing a district-oriented earmark or limited tax benefit, until three days after copies of such measure (and any accompanying report) are available (excluding Saturdays, Sundays, or legal holidays when the House is not in session). Makes a motion to request or agree to a conference on a general appropriation bill in order only if the Senate expresses its disagreements with the House in the form of numbered amendments. Requires all provisions on which the two chambers disagree to be open to discussion at any meeting of a conference committee. Amends rule XXV (Limitation on Outside Earned Income and Acceptance of Gifts) to exempt from the restrictions on gifts to Members of Congress or Senators, officers, or employees of the House the market value for a flight taken in connection with official duties (charter flight fair market value) on an airplane not licensed by the Federal Aviation Administration (FAA) to operate for compensation or hire. Requires the individual to publish certain flight related information in the Congressional Record within 10 days of such a flight.

Leave All Blades Behind Act - Prohibits the Assistant Secretary of Homeland Security (Transportation Security Administration) from modifying the list of items prohibited aboard a passenger aircraft in interstate or intrastate air transportation in order to permit any item on the list as of December 1, 2005, to be carried aboard such an aircraft.

Hurricane Katrina Recovery, Reclamation. Restoration, Reconstruction and Reunion Act of 2005 - Hurricane Katrina Victim Restoration Fund of 2005 - Provides for the determination of eligibility for compensation for any individual (or relatives of a deceased individual) who sustained economic or noneconomic losses as a result of Hurricane Katrina so that the individual (or relatives) are restored as nearly as possible to their condition before Hurricane Katrina. Directs the Administrator of the Environmental Protection Agency to develop a Comprehensive Environmental Sampling and Toxicity Assessment Plan. Provides for federal and state government to notify hurricane survivors of health risks they may face upon returning to their domiciles. Provides for the offer of alternative land and/or housing as compensation to residents whose homes or businesses have been destroyed or terminally compromised. Revises the TANF Emergency Response and Recovery Act of 2005 to provide for reimbursement of states for Temporary Assistance to Needy Families (TANF) benefits provided under part A of title IV of the Social Security Act to families from other states affected by Hurricane Katrina. Sets forth requirements relating to emergency extended unemployment compensation. Requires the Secretary of Health and Human Services to establish a program of emergency health coverage continuation relief. Sets forth housing and education requirements. Displaced Citizens Voter Protection Provisions of 2005 - Prescribes requirements for the protection of voting rights of Katrina evacuees. Prescribes requirements for: (1) regulatory relief for financial services; and (2) disaster loans and small business relief. Amends the Internal Revenue Code to provide for: (1) a tax credit for an eligible homebuyer who purchases a principal residence in the Hurricane Katrina disaster area; (2) an increase in the housing credit dollar amount; and (3) tax-exempt bonds for qualified Gulf Coast recovery projects. Hurricane Katrina Bankruptcy Relief and Community Protection Act of 2005 - Amends the federal bankruptcy code to exempt victims of natural disasters, including small businesses, from certain requirements for debtors seeking relief. Directs the Director of the Federal Emergency Management Agency (FEMA) to establish a temporary flood insurance buy-in program. Expresses the sense of Congress that the President should present, within six months, a plan to eradicate poverty in the United States by 2015.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS); and (2) establish a national registry for the collection and storage of ALS data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to study and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for public access to an electronic national database that accepts data from state registries, health care professionals, and others as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Hurricanes Katrina and Rita Flood Insurance Buy-In Act of 2005 - Establishes a temporary flood insurance buy-in program. Instructs the Director of the Federal Emergency Management Agency to make flood insurance coverage available under such program for eligible structures (but not their contents) for flooding resulting from Hurricane Katrina or Hurricane Rita. Limits eligibility to structures located in an area not subject to the mandatory purchase requirements of the national flood insurance program, and which were not covered by such insurance at the time of the hurricanes. Prescribes a formula for determination of premiums, which may be paid by deduction from the amount of any claims payable under coverage by the buy-in program.

Hurricane Katrina Surviving Spouse Student Loan Relief Act - Directs the Secretary of Education to discharge or cancel the federal student loan indebtedness of spouses and parents of victims of Hurricane Katrina, with respect to any principal and accrued unpaid interest outstanding on student loans on behalf of such victims on the date of the injury causing their death or permanent and total disability.

Establishes in the legislative branch a bipartisan Katrina Commission to: (1) examine and report upon the federal, state, and local response to the devastation wrought by Hurricane Katrina in the Gulf Region of Louisiana, Mississippi, Alabama, and other affected areas; (2) evaluate and report on the information developed by all relevant governmental agencies related to Hurricane Katrina before it struck the United States and in the days and weeks following; (3) make a complete accounting of the circumstances surrounding the approach of Hurricane Katrina to the Gulf states, and the extent of the Government's preparedness for and response to it; (4) examine planning necessary for future cataclysmic events that will require a significant marshaling of federal resources, mitigation, response, and recovery to avoid significant loss of life; (5) analyze whether any decisions differed with respect to response and recovery for different communities and what problems occurred as a result of a lack of a common plan, communication structure, and centralized command structure; and (6) investigate and report to the President and Congress on immediate corrective measures that can be taken to prevent problems with federal response to future cataclysmic events.

Fair Wages for Hurricane Victims Act - Reinstates the application of the wage requirements of the Davis-Bacon Act to all federal contracts in counties affected by Hurricane Katrina, notwithstanding the President's proclamation dated September 8, 2005, or any other provision of law.

Displaced Citizens Voter Protection Act of 2005 - Extends to individuals evacuated from their residences as a result of Hurricane Katrina the right to use the absentee balloting and registration procedures available to military and overseas voters under the Uniformed and Overseas Citizens Absentee Voting Act. Requires each motor vehicle authority and each designated voter registration agency in a state to take necessary steps to notify individuals to whom services are provided of the protections provided by this Act and of the requirements for obtaining them, including the requirement to submit an affidavit stating that the individual intends to return to the place of residence where he or she is otherwise qualified to vote.

Hurricane Katrina Bankruptcy Relief and Community Protection Act of 2005 - Amends federal bankruptcy law governing cases commenced as of October 17, 2005 (the effective date of the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005). Excludes from the accounting of current monthly incomepayments to victims of a natural disaster on account of their status as victims of a natural disaster. Defines victim of a natural disaster as one: (1) whose financial condition is materially adversely affected by a natural disaster; and (2) whose domicile, residence, or principal place of business (including principal assets) in the United States is located in a natural disaster zone immediately preceding the event that caused the natural disaster. Permits debtor status for a debtor unable to complete credit counseling because of a natural disaster. Retains automatic stay protections for a debtor who is a victim of a natural disaster. Modifies requirements governing the statutory deadline for completion of debtor's duties. Authorizes the court to extend any such time period if: (1) the debtor is a victim of a natural disaster; and (2) the debtor's status as a victim of a natural disaster necessitates such extension of time. Includes within the permissible monthly expenses of a chapter 7 debtor the actual reasonably necessary expenses incurred as a result of being a victim of a natural disaster. Modifies requirements governing conversion or dismissal of either a Chapter 7 case, a Chapter 11 Reorganization case, or Chapter 13 case if the debtor is a victim of a natural disaster. Authorizes the court to grant an extension of time for filing small business bankruptcy documentation if the debtor is unable to meet the deadline because of a natural disaster.

Minority Diabetes Initiative Act - Amends the Public Health Service Act to allow the Secretary of Health and Human Services to make grants to public and nonprofit private health care providers for the purpose of providing treatment for diabetes in minority communities. Conditions grants on the recipient agreeing to provide: (1) services in the languages most appropriate for, and with consideration for the cultural backgrounds of, service recipients; (2) outreach activities; and (3) offsite information on diabetes.

Healthcare Equality and Accountability Act - FamilyCare Act of 2005 - Renames title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act as the FamilyCare Program and extends coverage to certain low-income adults. Establishes the National Commission for Expanded Access to Health Care. Amends the Public Health Service Act to provide limited English proficient individuals with improved access to health care, including by establishing the Robert T. Matsui Center for Cultural and Linguistic Competence in Healthcare. Provides for activities regarding: (1) health workforce diversity; (2) disparities in health and health care experienced by racial and ethnic minorities; and (3) data collection, analysis, and reporting by race, ethnicity, and primary language. Requires the Secretary of Health and Human Services to establish: (1) the Office of Health Disparities within the Office of Civil Rights to prevent discrimination in federal programs; and (2) the Office of Minority Affairs within the Office of the Commissioner of Food and Drugs. Restablishes the Indian Health Service as an agency of the Public Health Service to be administered by an Assistant Secretary of Indian Health. Minority Health and Genomics Act of 2005 - Establishes the Minority Health and Genomics Commission to study issues relating to genomics research as applied to minority groups. Establishes the Interagency Working Group on Environmental Justice and the Federal Environmental Justice Advisory Committee. Sets forth programs designed to improve the quality of and access to health care for minorities, including by establishing the Health Safety Net Infrastructure Trust Fund. Requires the Secretary to establish: (1) the Annie Dodge Wauneka and Susan Laflesche-Picotte Native American Health and Wellness Foundation; and (2) a Joint Working Group on Telehealth. Authorizes integrative eldercare, American Indian and Alaska Native, and oral health telehealth demonstration projects.

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.
