Pension Protection Act - Amends the Internal Revenue Code to prohibit 401 (k) plans (relating to cash or deferred arrangements) from using employee contributions to acquire or hold more than ten percent of their value in employer securities.

Calls for: (1) U.S. support for efforts to facilitate the establishment and development of trans-frontier conservation areas in the Southern African Development Community countries; and (2) non-governmental organizations and foundations in the United States to support and promote sustainable economic development and benefits through the preservation of wildlife in peace parks on an expanded and inclusive basis to the benefit of the countries concerned and their people.

Health Care Safety Net Improvement Act - Amends the Public Health Service Act (PHSA) to increase the authorization of appropriations for health centers for FY 1997 through FY 2002 and authorize such appropriations as may be necessary for such centers for FY 2003 through FY 2006. Includes within: (1) "required primary health services" appropriate cancer screening (currently, screening for breast and cervical cancer), specialty referral when medically indicated, and specified housing-related services; and (2) "additional health services" behavioral and mental health substance abuse services. Permits grants to health centers for the planning and development of management networks. Rewrites PHSA provisions regarding rural health. Provide grants for expanded delivery of health care services in rural areas, for the planning and implementation of integrated health care networks in rural areas, and for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Provides for the establishment: (1) of telehealth network and telehealth resource centers grant programs; and (2) an Office for the Advancement of Telehealth. Provides for grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Provides for a community access demonstration program to improve the effectiveness, efficiency, and coordination of services for uninsured and underinsured individuals. Expands the availability of dental health services.

Public Health Security and Bioterrorism Response Act of 2001 - Amends the Public Health Service Act to add provisions directing the Secretary of Health and Human Services, building upon core public health capabilities, to carry out health-related activities to prepare for and respond to bioterrorism and other public health emergencies. Requires collaboration with States and local governments to ensure a national bioterrorism and public health emergency preparedness plan. Establishes within the Department of Health and Human Services the position of Assistant Secretary for Emergency Preparedness. Expands the role of the Centers for Disease Control and Prevention. Directs the Secretary to provide for the establishment of a coordinated network of public health laboratories. Provides for: (1) the education of health care personnel regarding recognition and identification of bioweapons; and (2) grants to train health professionals and register volunteers. Requires the maintenance of a national stockpile or stockpiles of drugs, vaccines and other biological products, medical devices, and other supplies adequate to meet the health security needs of the United States in the event of a bioterrorist attack or other public health emergency. Provides for countermeasure research, development, and evaluation. Provides for the waiver of certain Medicare, Medicaid, and SCHIP requirements during national emergencies. Provides for enhanced regulatory control of dangerous biological agents and toxins. Amends the Federal Food, Drug, and Cosmetic Act to provide for the protection of the food and drug supply against intentional adulteration. Amends the Safe Drinking Water Act to protect the water supply against terrorist and other intentional acts.

TANF Recipients' Lifeline Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA) to: (1) repeal the five year limit on TANF benefits; (2) require a State to which a TANF grant is made to use appropriate bilingual personnel and printed material in the administration of the State program in those portions of the State in which a substantial number of TANF recipients speak a language other than English; and (3) provide for inflation adjustment of the TANF block grant. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to exempt TANF benefits from the ban on Federal means-tested public benefits for qualified aliens for the first five years after lawful entry into the United States.

Stroke Treatment and Ongoing Prevention Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to carry out a national education and information campaign promoting stroke prevention and immediate treatment. Directs the Secretary to: (1) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse, including conducting and/or making available research concerning best practices for prevention, treatment, and rehabilitation; (2) make grants to States to establish statewide stroke prevention, treatment, and rehabilitation systems; and (3) develop a model curriculum for training emergency medical services personnel. Sets forth requirements for the State grant program, including matching funds, standards for care and facilities, central data reporting and analysis, special consideration for geographic areas with high rates of disability from stroke or significant need, and technical assistance. Authorizes the Secretary to make grants to develop and implement education programs for appropriate medical personnel with regard to newly developed diagnostics, technologies, and therapies for stroke prevention and treatment.

State Budget Relief Act of 2001 - Requires the Federal medical assistance percentage (FMAP) under title XIX (Medicaid) of the Social Security Act (SSA) for: (1) a State for FY 2001 to be substituted for the State's FMAP for FY 2002 if the FY 2002 FMAP would otherwise be less than the FY 2001 FMAP; and (2) each eligible State for each calendar quarter in FY 2002 to be increased by two percentage points. Mandates specified FMAP increases for States with high unemployment rates, and a specified Medicaid payment cap increase for territories. Prohibits application of the FMAP increases for a State under this Act with respect to: (1) disproportionate share hospital payments under Medicaid; and (2) payments under SSA titles IV and XXI (State Children's Health Insurance) (SCHIP).

National Sea Grant College Program Act Amendments of 2001 - Amends the National Sea Grant College Act to include an emphasis on ocean and coastal resources conservation and management and collaboration between academia and the scientists and programs of the National Oceanic and Atmospheric Administration. Excludes grants to assist coastal and ocean research from the two-thirds limitation otherwise applicable. Revises and expands the terms of membership for the sea grant review panel. Authorizes appropriations for zebra mussel, oyster, harmful algal bloom, and coastal ocean research.

Embassy Employee Compensation Act - Directs the Attorney General to provide compensation for American citizens who were victims of the bombings of the United States Embassy in Nairobi, Kenya and of the United States Embassy in Dar es Salaam, Tanzania on August 7, 1998. Authorizes payments for physical harm, economic losses and noneconomic losses such as physical and emotional pain or loss of enjoyment of life for individuals present at either of the bombings or their immediate aftermath. Allows relatives of an individual killed to collect on behalf of the deceased. Declares that individuals filing claims waive the right to participate in civil suits in any Federal or State court for damages sustained in the bombings, except for suits that involve recovery of "collateral source" obligations such as life insurance, pension funds, death benefit programs and payments by Federal, State and local governments. Declares that only one claim may be filed by an individual or on behalf of a deceased person and that there will be no punitive damages awarded.

Firefighters Affordable Housing Act - Authorizes the Secretary of Housing and Urban Development to provide mortgage assistance to qualified volunteer firefighters. Ends such assistance upon termination of: (1) use as primary residence; or (2) firefighter duties within ten years of the mortgage's execution. Amends the National Housing Act to provide for one percent downpayments (and deferral and reduction of up-front premium) for Federal Housing Administration mortgage loans for qualified professional firefighters to purchase homes within the jurisdictions of their employing public fire service or rescue or ambulance agency. (Requires the mortgagor to not have had an ownership interest in a principal residence within such jurisdiction during the 12-month period ending upon the mortgage's insurance.)

Protect Victims of Identity Theft Act of 2001 - Amends the Fair Credit Reporting Act, with respect to the statute of limitations on actions, to provide that an action to enforce a liability may be brought not later than two years after the date on which the violation is discovered or should have been discovered by the exercise of reasonable diligence. Tolls such limitation period during any period during which a defendant has materially and willfully misrepresented information statutorily required to be disclosed where such misrepresentation is material to establishment of liability.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

American Travel Promotion Act of 2001 - Directs the Secretary of Commerce to provide grants, based on a specified formula, to qualified State agencies for advertising to promote travel and tourism. Caps the Federal share of costs for such activities at 50 percent.

Cancer Testing, Education, Screening, and Treatment Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants to qualifying health centers for programs providing cancer information, education, screening, counseling, and treatment. Targets service populations with significant numbers of low-income minority individuals who are at-risk for cancer, requiring programs to provide outreach and culturally sensitive services (including same language) to such populations. Requires the Secretary to designate the type(s) of cancer covered by a grant.

Attorney Fee Payment System Improvement Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) increase from $4,000 to $5,200 the maximum allowable attorney fee; and (2) cap the amount of attorney assessments at $100. Amends SSA title XVI (Supplemental Security Income) to prescribe a fee payment system for attorneys representing individuals filing claims for past-due benefits in the SSI program. Caps attorney fees at 25 percent of such past-due benefits. Requires the Commissioner of Social Security to assess such an attorney up to $100.

Comprehensive Energy Conservation Act for the 21st Century - Amends the Low-Income Home Energy Assistance Act of 1981, the Energy Conservation and Production Act, and the Energy Policy and Conservation Act to provide increased funding for the Low Income Home Energy Assistance Program, weatherization assistance, and State energy grants, respectively. Increases funding for the Energy Star program. Raises average fuel economy standards for passenger automobiles and light trucks. Amends the Public Utility Regulatory Policies Act of 1978 to set forth a Federal renewable portfolio standard that requires every retail electric supplier to submit Renewable Energy Credits to the Secretary of Energy according to prescribed annual percentages of the total electric energy sold by the supplier to electric consumers during the calendar year. Amends Federal transportation law to mandate: (1) certain tire rating standards; and (2) a national tire fuel efficiency program. Amends the Internal Revenue Code of 1986 to allow credits against the income tax for specified percentages of: (1) purchases of Energy Star products; and (2) the purchase of fuel-efficient American-made passenger vehicles. Imposes an excise tax upon the windfall profit on sale of any electricity, fuel oil, natural gas, coal, or other taxable product. Establishes the Windfall Profits Fund as the depository for such tax. Establishes the Reasonable Profits Board to make profit determinations relating to windfall profit on the sale of electricity, fuel oil, natural gas, coal, and products thereof.

Bioterrorism Protection Act (BioPAct) of 2001 - Amends the Public Health Service Act to provide for grants, scholarships, and loans in order to strengthen the nursing profession. Establishes the National Nursing Service Corps Scholarship Program. Authorizes appropriations to: (1) increase hospital and provider capacity, training, and resources for treating bioterrorism victims; (2) increase and improve vaccine and antibiotic supplies for attack victims; and (3) provide for the coordination, training, and equipping of bioterrorism emergency responders. Authorizes appropriations for Department of Agriculture activities to: (1) reduce agricultural pathogen and insect pest threats; and (2) increase Department information systems security. Directs the Secretary of Health and Human Services to expand the Food and Drug Administration's capacity to ensure the safety of the food supply system, including imported food, and protect against the threat of bioterrorism. Amends the Federal Food, Drug, and Cosmetic Act to: (1) permit debarment for repeated or serious food import violations; (2) deem as misbranded imported food without country-of-origin labeling; (3) deem as adulterated a food item imported by a debarred person; and (4) require registration of food manufacturing, processing, and handling facilities. Directs the Administrator of the Environmental Protection Agency to: (1) undertake public water systems vulnerability assessments and review related emergency response plans; and (2) provide such systems with assistance for basic security enhancements and information systems protection. Amends the Federal criminal code to set penalties for possessing a select agent known to be a biological agent, with reckless disregard for the public health and safety. Authorizes appropriations for neutron scanner technology and technology to detect biological or chemical agents and for increased numbers of border patrol and immigration officers. Directs the Attorney General to develop or carry out various programs, including programs to improve identification of those appearing on law enforcement "watch lists" and to mandate better tracking of visas. Requires the Assistant to the President for Homeland Security to: (1) assess terrorist threats within the United States and its territories and possible responses to such threats; (2) implement a public education campaign concerning appropriate response to a terrorist attack; and (3) coordinate the deployment of chemical and biological detection capabilities. Requires the President to: (1) establish a database of information concerning terrorist activity; and (2) reduce barriers to the sharing of such information among Federal law enforcement agencies and the intelligence community. Requires the Secretary of Defense to: (1) increase military capability to respond to domestic crises involving chemical or biological weapons; (2) implement interagency crisis response and consequence management; and (3) accelerate response research and development. Requires the Secretary of Energy to increase efforts relating to nonproliferation verification of chemical and biological materials in countries other than the United States. Urges the President to seek to establish a United States-Russian Federation Biological-Chemical Working Group.

Spirit of America Commemorative Coin Act of 2001 - Directs the Secretary of the Treasury to mint and issue $50 gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the tragic events that occurred at the Pentagon, in New York City, and in Pennsylvania, on September 11, 2001. Establishes the Victims of September 11th Fund which shall consist of amounts from surcharges received from the sale of such coins transferred to the Office for Victims of Crime for individuals who were injured, and to the families of individuals who were killed or injured, in the terrorist attacks against the United States on September 11, 2001.

Anthrax Victims Assistance Act - Directs the Attorney General to expand the September 11th Victim Compensation Fund of 2001 (title IV of the Air Transportation Safety and System Stabilization Act) to include individuals diagnosed with anthrax between September 11, 2001, and December 31, 2001.

Declares that Congress joins the President, Israel, the Palestinian Authority, the United Nations, and the European Union in endorsing the Mitchell Committee Report of April 30,2001. Urges: (1) the Government of Israel and the Palestinian Authority to halt violence, rebuild confidence, and resume peaceful negotiations; (2) the political leaders in Israel and the West Bank, the Gaza Strip, and elsewhere in the region to act and speak against violence; and (3) the President to continue working with Israel and the Palestinian Authority to implement the recommendations of the Report.

Rebuild America: Financing Infrastructure Renewal and Security for Transportation Act of 2001 - Amends the Internal Revenue Code to allow a limited tax credit to holders of qualified Amtrak bonds. Requires Secretary of Transportation approval of qualified Amtrak projects funded by such bonds. Amends Federal rail transportation law to authorize appropriations to the Secretary for Amtrak capital expenditures, including specified tunnel life safety projects, bridges, tracks, and other improvements, and equipment, including acquisition of trainsets and rolling stock. Directs the Secretary to establish a program of capital grants to class II and class III railroads (or with the concurrence of such railroads, to a State or local government) to rehabilitate, preserve, or improve certain railroad track. Amends the Railroad Revitalization and Regulatory Reform Act of 1976 to set forth additional requirements with respect to cohorts of direct loans and loan guarantees for certain railroad rehabilitation and improvement projects. Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under this Act. Requires revolving funds to be used only for providing assistance for activities which have as a principal benefit the improvement or protection of water quality. Provides for an extended repayment period and additional subsidization with respect to loans from revolving funds to financially distressed communities. Amends the Transportation Equity Act for the 21st Century to increase the Federal-Aid Highway program obligation ceiling for FY 2002. Authorizes additional appropriations from the Mass Transit Account and the Highway Trust Fund for FY 2002 for certain formula grants for mass transportation projects, including projects for special needs of elderly individuals and individuals with disabilities and non-urbanized areas. Amends the Internal Revenue Code to raise the $100 transportation fringe benefit limitation (applicable to commuter highway vehicles and transit passes) to $175. Amends Federal aviation law to increase appropriations from the Airport and Airway Trust Fund for FY 2002 for airport planning and airport development, including airport noise compatibility planning and programs. Authorizes additional appropriations for FY 2002 and 2003 for guaranteed loans for ferries using a streamlined process. Authorizes the Secretary to make grants to U.S. port or maritime cargo terminal operators to acquire the best available technology, equipment, or infrastructure. Amends the Public Works and Economic Development Act of 1965, the Appalachian Regional Development Act of 1965, and the Consolidated Farm and Rural Development Act to authorize additional FY 2002 appropriations, respectively, for public works and economic development, Appalachian regional development, and Delta, Mississippi regional development. Authorizes additional FY 2002 appropriations to: (1) carry out construction, operation, and maintenance activities (including security measures) for Corps of Engineers projects; and (2) enhance the security of General Services Administration properties. Amends the John F. Kennedy Center Act to authorize additional appropriations for FY 2002 to enhance the security of: (1) the John F. Kennedy Center for the Performing Arts; and (2) the Smithsonian Institution.

Municipal Preparation and Strategic Response Act - Requires the Director of the Federal Emergency Management Agency (FEMA) to make grants to local governments and emergency response units for use for: (1) developing strategic response plans that provide for a unified, coordinated response to a terrorist attack or other catastrophe; (2) preparing and issuing reports to local governments, State legislatures, and Congress; and (3) conducting public forums or other appropriate activities to educate the public about potential threats and steps they can take to prepare for them, the contents of such plans, how to communicate with authorities in an emergency; and emergency shelters. Requires the Director to designate for each State a FEMA representative to: (1) assist local governments with the development of strategic response plans; (2) act as a liaison between such governments and the Federal Government; and (3) coordinate the sharing of information about Government initiatives and protocol. Amends the Federal Fire Prevention and Control Act of 1974 to authorize the Director to make grants to fire departments, and amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to make grants to States, local governments, Indian tribal governments, other public and private entities, and multi-jurisdictional or regional consortia thereof, to fund counterterrorism training and provide related equipment. Exempts such grants from matching requirements.

Safe Highways and Infrastructure Preservation Act - Amends Federal transportation law to prohibit a State from prescribing or enforcing any regulation that allows a restricted property-carrying unit (any trailer, semi-trailer, container, or other property-carrying unit longer than 53 feet, except for a fire-fighting unit) to operate on the National Highway System (including the Interstate System), unless the operation of such unit is authorized by the State on August 1, 2001, and in actual and lawful operation on a regular or periodic basis (including seasonal operations) on or before that date. Prohibits a State from allowing the operation of a commercial motor vehicle combination on the National Highway System (except a vehicle or load that cannot be dismantled or divided easily, and that has been issued a special permit under State law) with more than one property-carrying unit (excluding the truck tractor) whose property-carrying units are more than: (1) the maximum combination trailer, semi-trailer, or other type of length limitation allowed by State law on August 1, 2001; or (2) the length of the property-carrying units of those commercial motor vehicle combinations, by specific configuration, in actual and lawful operation on a regular or periodic basis (including continual seasonal operation) in such State on or before August 1, 2001. Permits a commercial motor vehicle combination authorized in a State to continue to operate on System highways provided it is in compliance with State law, including routing-specific and configuration-specific designations and all other restrictions in force in the State on August 1, 2001. Amends Federal highway law to prohibit a State from allowing the operation of a vehicle or combination (other than a longer combination vehicle) exceeding Interstate weight limits on the Interstate System unless its operation was lawful: (1) on July 1, 1956; (2) in the case of the overall gross weight of any group of two or more consecutive axles, on the date of enactment of the Federal-Aid Highway Amendments of 1974; or (3) under a special permit pursuant to State (grandfather) law. Subjects such vehicles and combinations to all routing-specific, commodity-specific, and weight-specific designations in force in such State on August 1, 2001. Sets forth requirements with respect to: (1) the operation of vehicles and loads which cannot be easily dismantled or divided (nondivisible loads) on the Federal-aid highway system as they relate to Interstate weight limitations; and (2) waiver of weight limitations for vehicles that operate on the Federal-aid highway system during periods of national emergency. Declares that Interstate weight limitations on vehicles and combinations (other than longer combination vehicles) that operate on the Interstate System shall also apply to such vehicles and combinations that operate on non-Interstate segments of the National Highway System, unless: (1) such segments are subject to lower State weight limits; or (2) a State allows the operation of any vehicle or combination on an existing non-Interstate segment of the National Highway System that could be so operated lawfully on August 1, 2001. Requires establishment of a model schedule of fines for violations of this Act.

Home Equity Loss Prevention and Economic Recovery Act of 2001 - Amends the Internal Revenue Code of 1986 to allow a personal interest deduction (up to $10,000, adjustable for inflation) for individuals. Repeals restrictions on the deduction for education loans.

Displaced Workers Relief Act of 2001 - Authorizes certain groups of workers who have become totally or partially separated (or threatened with total or partial separation) from employment with the airline industry as a result of reductions in service by an air carrier or closure of an airport due to a terrorist action or security measures to petition the Secretary of Labor for a certification of eligibility to apply for adjustment assistance (similar to trade adjustment assistance under the Trade Act of 1974). Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

Alaska Rainforest Conservation Act of 2001 - Designates: (1) specified public lands in the Chugach National Forest, Alaska, as National Wilderness Preservation System components; and (2) specified public lands in the Tongass National Forest, Alaska, as wilderness areas or System components. Provides with respect to specified public lands in the Tongass National Forest, Alaska, for: (1) a wilderness designation study; (2) designation as Land Use Designation II lands; (3) designation as restoration lands; and (4) designation as special management areas. Amends the Wild and Scenic Rivers Act to designate, or study for designation, as wild, scenic, and recreational rivers specified waters in the Chugach and Tongass National Forests, Alaska.

Expresses the sorrow of Congress for the death and injuries suffered by first responders as they tried to save innocent people in the aftermath of the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001. Honors and commends the first responders who participated in evacuating and rescuing the innocent people in the World Trade Center and the Pentagon after the terrorist attacks. Encourages all levels of government to continue to work together to coordinate emergency preparedness effectively by providing the infrastructure, funding, and interagency communication and cooperation necessary to ensure that when another terrorist attack occurs, first responders will be as prepared as possible to respond to the attack effectively.

Victory Bonds Act of 2001 - Instructs the Secretary to issue Victory Bonds in response to the acts of terrorism perpetrated against the United States on September 11, 2001. Mandates that proceeds from the issuance of Victory Bonds be used to raise funds to: (1) assist in recovery and relief operations following the terrorist acts, including humanitarian assistance; and (2) combat terrorism.

Declares that in the quest to identify, bring to justice, and punish the perpetrators and sponsors of the terrorist attacks on the United States on September 11, 2001, the civil rights and civil liberties of all Americans, including Arab-Americans, American Muslims, and Americans from South Asia, should be protected. Condemns any acts of violence or discrimination against any Americans.

Peace Corps HIV/AIDS Training Enhancement Appropriations Act for Fiscal Year 2002 - Authorizes additional appropriations for FY 2002 for the Peace Corps for additional health volunteers working with HIV/AIDS treatment and prevention methodologies, particularly the training of local HIV/AIDS trainers.

General Shelton Congressional Gold Medal Act - Authorizes the President, on behalf of Congress, to present a congressional gold medal to General Henry H. Shelton in recognition of his exemplary performance as Chairman of the Joint Chiefs of Staff in coordinating the planning, strategy, and execution of the United States and NATO combat action and his invaluable contributions to the United States and to the successful return to peace in the Balkans.

Minimum Wage Restoration Act - Amends the Fair Labor Standards Act of 1938 to increase the minimum wage (currently $5.15 per hour): (1) to $6.65, for 2002; (2) to $8.15, for 2003; and (3) by indexing to the cost of living, in the same manner as benefits are indexed under the Social Security Act, for 2004 and thereafter.

Corporate Code of Conduct Act - Requires any national of the United States that employs more than 20 persons in a foreign country, either directly or through subsidiaries, subcontractors, affiliates, joint ventures, partners, or licensees (including any security forces), to take the necessary steps to implement the Corporate Code of Conduct specified by this Act with respect to the employment of those persons. States that such Corporate Code of Conduct requires that a U.S. national comply with certain principles regarding fair employment, international human rights, and the environment. Requires: (1) Federal agency heads to give preference in the award of contracts to entities adopting and enforcing such Code; (2) the Secretary of Commerce to give preference to such entities that are also U.S. exporters with introduction to contacts in foreign countries, and in coordinating trade missions; (3) the Overseas Private Investment Corporation and the Trade and Development Agency to give such entities preference in providing financing and issuing investment insurance, reinsurance, and guaranties under the Foreign Assistance Act of 1961; and (4) the Export-Import Bank to give such entities preference in providing guarantees, insurance, and credit, and in participating in extensions of credit. Establishes a private right of action to petition the appropriate Federal official to investigate alleged Code compliance violations. Requires the Secretary of Commerce and others, upon a determination of Code noncompliance, to terminate a contract entered into with the noncomplying entity, and withdraw, suspend, or limit the entity's preference under this Act.

Drug Access Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to authorize a charitable health care entity to receive a drug sample donated by specified individuals or by another such entity for dispensing to a patient of the charitable institution, and to donate a drug sample to another such entity for dispensing to its patients, if: (1) delivery of the sample is completed by mail or common carrier, collection by an authorized agent or employee of the recipient entity, or personal delivery by a licensed practitioner or an agent or employee of the donating entity; (2) the entity receiving the sample executes a written receipt upon its delivery and provides for the return of the receipt to the donating entity; (3) the donated drug sample received by the entity is in its original, unopened packaging with its labeling intact; and (4) before dispensing such sample to a patient, the sample is examined by a licensed practitioner or registered pharmacist to confirm that the sample is not adulterated or misbranded.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Clean Diamond Trade Act - Prohibits the importation of rough diamonds into the United States unless the exporting country is implementing a system of controls on the export or import of rough diamonds that: (1) meets specified requirements, consistent with United Nations General Assembly Resolution 55/56 adopted on December 1, 2000, or is functionally equivalent; or (2) meets the requirements of an international agreement which requires such controls and to which the United States is a party. Prohibits the importation of polished diamonds (including jewelry containing diamonds) into the United States unless the exporting country: (1) is implementing a system of controls on the export and import of rough diamonds, except such system shall not be required for countries that do not import rough diamonds; and (2) requires that its own imports of diamonds originate from countries that have implemented a system of controls on the export and import of rough diamonds. Provides a waiver of the requirements of this Act. Urges the President to negotiate an international agreement to eliminate trade in diamonds used to support conflict in the country or regions in which such diamonds are mined.
