Commission to Study the Potential Transfer of the Weitzman National Museum of American Jewish History to the Smithsonian Institution Act This bill establishes a commission to study the potential transfer of the Weitzman National Museum of American Jewish History to the Smithsonian Institution.   Within two years of its first meeting, the commission must submit a report, fundraising plan, and legislative recommendations to Congress and the President. The report must address certain issues, including (1) the impact of the museum on educational and governmental efforts to study and counter anti-Semitism, and (2) financial and legal considerations associated with the potential transfer.

It also provides a high deductible health plan safe harbor for the absence of a deductible for certain primary care services provided in any plan year beginning on or before December 31, 2023. The Government Accountability Office must complete a study, and report on, the effects of the safe harbor for certain primary care services.

Save our Allies Congressional Gold Medal Act This bill provides for the presentation of a Congressional Gold Medal to Chad Robichaux, Sarah Verardo, Tim Kennedy, Kevin Rourke, Sean Gabler, Dave Johnson, and Dennis Price, in recognition of their exceptional efforts and selfless dedication during the Afghanistan evacuation in 2021, which led to the safe evacuation of over 17,000 people from Taliban-controlled Afghanistan. Following the presentation of the gold medal, the gold medal shall be given to the Smithsonian Institution for display and research.

(the U.S.-incorporated FIFA subsidiary operating the FIFA Men's World Cup 2026) for the purpose of aiding soccer programs and activities in the United States.

Pet Food Uniform Regulatory Reform Act of 2024 or the PURR Act of 2024 This bill establishes the Food and Drug Administration's Center for Veterinary Medicine (CVM) as the sole regulatory authority over pet food for dogs and cats. It also provides certain flexibilities for pet food manufacturers with respect to the types of ingredients they may use and the associated labeling and marketing requirements. The bill specifies that no state or local government may establish, implement, or enforce any authority or requirement relating to pet food marketing or labeling and instead provides for oversight by the CVM. Additionally, the bill provides a presumption that pet food ingredients are generally recognized as safe (GRAS) if they are recognized as acceptable per the Association of American Feed Control Officials and the CVM does not find otherwise. Manufacturers may voluntarily notify the CVM of ingredients that are considered GRAS but that have not yet been specifically recognized as such. The bill also allows manufacturers to state, without prior approval, that their products (1) sometimes, but not always, have certain ingredients (e.g., flavors); (2) have certain health benefits (e.g., tartar control); or (3) are human grade or natural, if certain conditions are met.

Under current law, each state must set targets for and report on the progress of performance metrics related to the U.S. surface transportation system. The rule establishes a specific measure for assessing greenhouse gas (GHG) emissions associated with transportation (GHG measure). The rule also requires state departments of transportation and metropolitan planning organizations to establish declining carbon dioxide (CO2) targets for the GHG measure and report to the FHWA on their progress towards achieving these targets.

Equal Representation Act This bill requires any questionnaire used in the decennial census to include a checkbox or other similar option for respondents to indicate whether the respondent and each household member is (1) a U.S. citizen, (2) a U.S. national but not a citizen, (3) a non-U.S. national ( alien under federal law) lawfully residing in the United States, or (4) a non-U.S. national unlawfully residing in the United States. The Department of Commerce must make public the number of persons in each state, disaggregated by each of these four categories. The bill also requires that the statement sent by the President to Congress indicating the number of persons in each state (related to the reapportionment of U.S. Representatives) exclude noncitizens.

BIOSECURE Act

BIOSECURE Act This bill prohibits federal contracting with certain biotechnology providers connected to foreign adversaries, with exceptions. Specifically, the bill prohibits executive agencies from (1) procuring or obtaining any biotechnology equipment or service produced or provided by a biotechnology company of concern, or (2) entering into a contract or extending or renewing a contract that uses such equipment or service or that will require the direct use of such equipment or services. Those agencies may not obligate or expend loan or grant funds for such purposes. A biotechnology company of concern includes BGI, MGI, Complete Genomics, WuXi AppTec, and any subsidiary, parent affiliate, or successor of such entities, and any entity that is subject to the jurisdiction, direction, control, or operates on behalf of the government of a foreign adversary; is involved in the manufacturing, distribution, provision, or procurement of a biotechnology equipment or service; and poses a risk to U.S. national security based on specified activities. Executive agencies may waive the prohibitions on a case-by-case basis under specified circumstances. The Office of Management and Budget must develop and periodically update a list of the entities that constitute biotechnology companies of concern.

Veterans’ Sentinel Act

Veterans' Sentinel Act This bill requires the Department of Veterans Affairs (VA) to implement a pilot program establishing a working group in the Office of Mental Health and Suicide Prevention to collect and analyze data regarding on-campus (i.e., on VA property) suicides and on-campus attempted suicides by veterans. The working group is authorized to implement improvements to the process by which the VA collects data related to on-campus suicides to unify the disparate sources of such data. The VA must annually brief Congress regarding the progress and findings of the working group. The bill requires the VA to (1) annually evaluate the statistical trends of suicides and attempted suicides by veterans that occur on VA property, and (2) determine recommendations for preventing such suicides and attempted suicides. Finally, the bill requires the Government Accountability Office to submit a report on (1) the actions the Office of Mental Health and Suicide Prevention has taken to meet the priority objective of the VA with respect to preventing veteran suicide, (2) the challenges the office has faced in making such actions, and (3) recommendations for improvements.
