Milestones for Advanced Nuclear Fuel Act This bill directs the Department of Energy (DOE) to establish certain milestone-based development and demonstration projects that support the domestic supply chain for nuclear fuel, including high-assay low-enriched uranium (HALEU). Milestone-based demonstration projects require particular technical and financial milestones to be met before a project participant is provided an award through a competitive process. Specifically, DOE must carry out milestone-based demonstration projects under its Fuel Cycle Research and Development program. DOE must also complete and make publicly available a study that analyzes the practicability, potential benefits, and estimated lifecycle costs of recycling certain spent nuclear fuel into usable fuel for nuclear reactors. In carrying out the Nuclear Fuel Security Program and the HALEU for Advanced Nuclear Reactor Demonstration Projects Program, DOE must award funding for milestone-based advanced fuel cycle technologies development and demonstration projects, including uranium production, conversion, enrichment, deconversion, and waste reduction for advanced fuels. As part of its annual budget request, DOE must provide to specified congressional committees a briefing on the milestone-based projects, including information about the benefits and drawbacks of milestone-based projects as compared to traditional project structure funding models.

Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act This bill addresses various programs, benefits, and services provided by the Department of Veterans Affairs (VA), including those related to health care, educational assistance, home loans, homelessness, and disability and memorial affairs. Among other elements, the bill modifies the administration of the Veterans Community Care Program, including by providing protections for care agreements between veterans and clinicians; increases the expenditure cap for non-institutional care alternatives to nursing home care; provides certain support to family caregivers under the Program of Comprehensive Assistance for Family Caregivers; modifies the administration of certain educational assistance programs and benefits, including by removing the expiration on a surviving spouse’s entitlement under the Marine Gunnery Sergeant John David Fry Scholarship; expands the Native American Direct Loan program by allowing Native American veterans to refinance other existing mortgage loans on the same property if certain conditions are met; requires the VA to provide a burial and funeral allowance for certain veterans who die prior to October 1, 2026, in a home or other setting at which the veteran was receiving VA hospice care (if such care was directly preceded by VA hospital or nursing home care); temporarily increases the maximum rate of per diem payments provided by the VA to entities that furnish services and transitional housing to homeless veterans; authorizes a program to modernize the electronic health record and other relevant health information technology systems of the VA; and addresses various oversight and reporting matters.

Israel Security Assistance Support Act This bill specifies that no federal funds may be used to withhold, halt, reverse, or cancel the delivery of defense articles or defense services to Israel. Also, no funds may be used to pay the salary of any Department of Defense (DOD) or Department of State employee who acts to limit defense deliveries to Israel. Additionally, DOD and the State Department shall ensure prompt delivery of all defense articles and services expected to be delivered to Israel in FY2024 and FY2025. Unobligated funds for operation and maintenance for the Office of the Secretary of Defense, diplomatic programs for the Office of the Secretary of State, and the National Security Council may not be spent until each office certifies to Congress that any withheld defense articles or services are delivered to Israel. DOD and the State Department must obligate any remaining funds for assistance to Israel. DOD and the State Department must periodically report to Congress on defense articles and services provided to Israel.

Safeguard American Voter Eligibility Act or the SAVE Act This bill requires individuals to provide documentary proof of U.S. citizenship in order to register to vote in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process under which an applicant may submit other evidence to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by specified sources. Additionally, the bill requires states to remove noncitizens from their official lists of eligible voters. The bill allows for a private right of action against an election official who registers an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The bill also establishes criminal penalties for registering an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The Election Assistance Commission must, within 10 days, adopt and transmit guidance for implementing the bill's requirements to chief state election officials.

This bill requires a state Medicaid program to consider active-duty members of the Armed Forces and their dependents who are receiving home- and community-based services to be residents of that state even if they are temporarily relocated to another state. The requirement applies beginning in 2028.

Sultana Steamboat Disaster Commemorative Coin Act of 2024 This bill directs the Department of the Treasury to mint and issue not more than 100,000 $5 gold coins, 500,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the Sultana steamboat explosion that occurred on April 27, 1865, on the Mississippi River. All surcharges received by Treasury from the sale of such coins must be paid to the Sultana Historical Preservation Society Inc. for the purpose of establishing, operating, and maintaining a museum.

Rosie the Riveter Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue coins in recognition and celebration of the women who contributed to the U.S. home front during World War II. All sales of coins issued under this bill must include a surcharge to be paid to the Rosie the Riveter Trust to support the National Park Service in maintaining and repairing the Rosie the Riveter WWII Home Front National Historical Park.

Making Agricultural Products Locally Essential (MAPLE) Act This bill includes maple syrup as one of the eligible foods under the Senior Farmers' Market Nutrition Program (SFMNP). The Department of Agriculture's SFMNP provides grants to participating states to provide low-income seniors with coupons/vouchers that may be used at farmers’ markets, roadside stands, and community supported agriculture programs to purchase eligible foods (i.e., fresh, nutritious, locally-grown fruits, vegetables, herbs, and honey).
