Protect Our Letter Carriers Act of 2024 This bill requires or authorizes certain actions related to the U.S. Postal Service (USPS). The bill requires the Department of Justice to appoint an assistant U.S. attorney in each judicial district to coordinate and supervise the investigation and prosecution of various crimes related to postal services (for example, assault on a postal service employee, breaking into a post office, or obstruction of mails). The bill also requires the U.S. Sentencing Commission to amend sentencing guidelines to provide that the assault or robbery of a postal employee shall be treated the same as the assault of a law enforcement officer. Additionally, the bill authorizes appropriations for the USPS to install high security collection boxes and replace older versions of the universal mailbox key with electronic versions.

Improving Law Enforcement Officer Safety and Wellness Through Data Act This bill requires the Department of Justice to report on (1) targeted attacks on law enforcement officers, (2) the feasibility of incorporating such attacks into existing crime reporting systems, and (3) the mental health resources that are available to law enforcement officers.

This joint resolution nullifies the final rule issued by the Department of Labor titled Employee or Independent Contractor Classification Under the Fair Labor Standards Act and published on January 10, 2024. The final rule addresses how to determine whether a worker is properly classified as an employee or an independent contractor for purposes of requirements of the Fair Labor Standards Act (FLSA) that address issues such as minimum wage and overtime compensation. The rights and protections provided by the FLSA apply only to employees.

Laken Riley Act This bill requires the Department of Homeland Security (DHS) to detain certain non-U. S. nationals ( aliens under federal law) who have been arrested for burglary, theft, larceny, or shoplifting. The bill also authorizes states to sue the federal government for decisions or alleged failures related to immigration enforcement. Under this bill, DHS must detain an individual who (1) is unlawfully present in the United States or did not possess the necessary documents when applying for admission; and (2) has been charged with, arrested for, convicted for, or admits to having committed acts that constitute the essential elements of burglary, theft, larceny, or shoplifting. The bill also authorizes state governments to sue for injunctive relief over certain immigration-related decisions or alleged failures by the federal government if the decision or failure caused the state or its residents harm, including financial harm of more than $100. Specifically, the state government may sue the federal government over a decision to release a non-U. S. national from custody; failure to fulfill requirements relating to inspecting individuals seeking admission into the United States, including requirements related to asylum interviews; failure to fulfill a requirement to stop issuing visas to nationals of a country that unreasonably denies or delays acceptance of nationals of that country; violation of limitations on immigration parole, such as the requirement that parole be granted only on a case-by-case basis; or failure to detain an individual who has been ordered removed from the United States.

Secure U.S. Leadership in Space Act of 2024 This bill allows the financing of spaceports with tax-exempt facility bonds. The bill defines spaceport as any facility located at or near a launch or reentry site used for (1) manufacturing, assembling, or repairing spacecraft, space cargo, or other facilities; (2) flight control operations; (3) providing launch services and reentry services; or (4) transferring crew, spaceflight participants, or space cargo to or from spacecraft.

Philippine Medicare Portability Study Act This bill requires the Government Accountability Office to report on the feasibility and financial effects of expanding Medicare coverage to include items and services that are provided in the Philippines. The report must include the estimated cost savings to Medicare from 2025 through 2034, as well as a description of any necessary legislative and administrative changes that would be required to expand coverage.

FIFA World Cup 2026 Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the FIFA World Cup 2026 to be held in the United States, Mexico, and Canada. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to FWC2026 US, Inc. (the U.S.-incorporated FIFA subsidiary operating the FIFA Men's World Cup 2026) for the purpose of aiding soccer programs and activities in the United States.

Pet Food Uniform Regulatory Reform Act of 2024 or the PURR Act of 2024 This bill establishes the Food and Drug Administration's Center for Veterinary Medicine (CVM) as the sole regulatory authority over pet food for dogs and cats. It also provides certain flexibilities for pet food manufacturers with respect to the types of ingredients they may use and the associated labeling and marketing requirements. The bill specifies that no state or local government may establish, implement, or enforce any authority or requirement relating to pet food marketing or labeling and instead provides for oversight by the CVM. Additionally, the bill provides a presumption that pet food ingredients are generally recognized as safe (GRAS) if they are recognized as acceptable per the Association of American Feed Control Officials and the CVM does not find otherwise. Manufacturers may voluntarily notify the CVM of ingredients that are considered GRAS but that have not yet been specifically recognized as such. The bill also allows manufacturers to state, without prior approval, that their products (1) sometimes, but not always, have certain ingredients (e.g., flavors); (2) have certain health benefits (e.g., tartar control); or (3) are human grade or natural, if certain conditions are met.

Securing Our Schools Act of 2024 This bill allows states, territories, tribal governments, metropolitan cities, and local governments to use unobligated Coronavirus State and Local Fiscal Recovery Funds to carry out school security measures (e.g., trainings and security assessments).

HUD Transparency Act of 2024 This bill requires the Office of Inspector General of the Department of Housing and Urban Development (HUD) to annually testify before Congress. Specifically, the office must testify regarding efforts to detect and prevent fraud, waste, and abuse; ability to conduct and supervise audits, investigations, and reviews; actions to identify opportunities for HUD programs to progress and succeed; and ongoing activities regarding any such additional work.

This joint resolution nullifies the final rule issued by the Federal Highway Administration (FHWA) titled National Performance Management Measures; Assessing Performance of the National Highway System, Greenhouse Gas Emissions Measure and published on December 7, 2023. Under current law, each state must set targets for and report on the progress of performance metrics related to the U.S. surface transportation system. The rule establishes a specific measure for assessing greenhouse gas (GHG) emissions associated with transportation (GHG measure). The rule also requires state departments of transportation and metropolitan planning organizations to establish declining carbon dioxide (CO2) targets for the GHG measure and report to the FHWA on their progress towards achieving these targets.

Israel Security Supplemental Appropriations Act, 2024 This bill provides FY2024 supplemental appropriations to the Department of Defense (DOD) and the Department of State for activities to respond to the attacks in Israel. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits. Specifically, the bill provides appropriations to DOD for Military Personnel; Operation and Maintenance; Procurement; Research, Development, Test and Evaluation; Defense Working Capital Funds; and the Defense Health Program. The funding is provided for purposes such as supporting current U.S. military operations in the region; replacing defense articles that were provided to Israel; reimbursing DOD for defense services and training provided to Israel; and procuring Israel's Iron Dome, David's Sling, and Iron Beam defense systems to counter short-range rocket threats. The bill also provides appropriations to the State Department for Diplomatic Programs, Emergencies in the Diplomatic and Consular Service, and the Foreign Military Financing Program. The funding is provided to the State Department for purposes such as (1) increasing security at U.S. embassies impacted by the attacks on Israel, and (2) conducting emergency evacuations of U.S. government personnel and citizens in the region. Finally, the bill includes provisions that expand the authorities of the President to transfer defense articles and services from DOD to Israel.

Ensure Funding for Our Environment Act This bill makes the Environmental Protection Agency, rather than the U.S. Army Corps of Engineers, responsible for allocating funds to the Susquehanna River Basin Commission, the Delaware River Basin Commission, and the Interstate Commission on the Potomac River Basin.

Autism Collaboration, Accountability, Research, Education, and Support Act of 2024 or the Autism CARES Act of 2024 This bill reauthorizes several programs that support autism education, research, and resources. Specifically, the bill reauthorizes through FY2029 (1) the Developmental Disabilities Surveillance and Research Program that is administered by the Centers for Disease Control and Prevention; (2) activities administered by the Department of Health and Human Services (HHS) to support autism education, early detection, and intervention; and (3) the Interagency Autism Coordinating Committee in HHS.

This resolution denounces Governor Kathy Hochul for reducing funding for schools across the state of New York. Additionally, the resolution condemns Governor Hochul for allowing the border crisis to displace students and harm their education. The resolution also urges Governor Hochul to rescind her 2025 state budget proposal and prioritize students over migrants by reversing the funding cuts to schools.

Next Generation Pipelines Research and Development Act This bill establishes programs for researching, developing, and demonstrating advanced materials and technologies applicable to pipelines and associated infrastructure, such as liquefied natural gas facilities and liquid fuel storage facilities. The Department of Energy (DOE) must establish a five-year initiative under which DOE awards financial assistance for carrying out demonstration projects—on low- to mid-technology readiness level subjects—to achieve deployment of technologies that (1) are applicable to pipelines and associated infrastructure; and (2) involve the development of next generation pipeline systems, components, and related technologies. DOE must select projects that (1) best advance research undertaken by DOE and the Department of Transportation (DOT), and (2) incorporate a range of technology focus areas. In consultation with DOT and the National Institute of Standards and Technology (NIST), DOE must establish a joint research and development program concerning advanced and innovative materials and technologies for pipeline transportation systems. DOE must enter into or update an existing memorandum of understanding with DOT and NIST to administer the joint program. DOE must also establish a National Pipeline Modernization Center, which must focus on collaborating with industry and stakeholders to coordinate and carry out research, development, and demonstration projects related to commercializing cost-effective products and procedures aligned with the goals and priorities set forth by DOE. Additionally, NIST must carry out a program of measurement research, development, demonstration, and standardization to (1) ensure the integrity of pipeline facilities; and (2) support pipeline safety, security, efficiency, sustainability, and resilience.

This resolution calls on the Taliban to immediately release Ryan Corbett (an American citizen wrongfully detained by the Taliban in Afghanistan on August 10, 2022) and all other American detainees. The resolution also (1) urges the Taliban to respect Ryan Corbett's fundamental human rights and provide full, unfettered, and consistent health and welfare visits; and (2) condemns the Taliban’s practice of hostage-taking.

This resolution condemns acts of rape and sexual violence as weapons of war, including those acts committed by Hamas on and since October 7, 2023. The resolution also calls on all nations to criminalize rape and sexual assault and hold accountable all perpetrators of sexual violence, including state and non-state armed groups.

Affordable Connectivity Program Extension Act of 2024 This bill extends and provides FY2024 funding for the Affordable Connectivity Program, which provides a monthly benefit that allows eligible low-income households to receive discounted internet service. The program also provides a one-time discount that may be used to purchase a connected device, such as a computer.

This resolution commends Taiwan for its example of self-governance and regards Taiwan's democracy as a great strategic strength for the free world. The resolution also expresses concern about Chinese interference in Taiwan's 2024 elections and expresses commitment to continuing a strong partnership with Taiwan, regardless of the outcome of the elections.

Pregnant Students' Rights Act This bill requires each institution of higher education (IHE) that participates in federal student aid programs to provide certain information to prospective and enrolled students on the rights and resources for students who are pregnant or may become pregnant while enrolled at the IHE. In particular, this required information must include a list of community and on-campus resources that exist to help a pregnant student in carrying the baby to term and caring for the baby after birth, information about the accommodations available to help a pregnant student carry the baby to term and parent the baby after birth, and information on how to file a discrimination complaint related to the student's pregnancy or childbirth.

Passport System Reform and Backlog Prevention Act This bill addresses issues related to the passport issuance process, including by providing the Department of State with emergency hiring authorities. Under this bill, the State Department may hire additional personal services contractors to meet the exigent needs of the Bureau of Consular Affairs from FY2024 through FY2026. The State Department may have up to 100 such positions at any given time, and such positions may not be for longer than two years. Furthermore, the bureau must award or expand contracts to implement certain information technology (IT) programs. Specifically, these contracts shall be to (1) provide a digital dashboard to congressional offices to track individual passport applications; (2) establish a program to provide automated messages and notifications to passport applicants, such as notifications of application errors; (3) establish a mobile application to allow passport applicants to communicate with the State Department and submit documents; (4) expand the online passport renewal system to also accommodate routine first-time adult passport applications; and (5) provide rules-based tools to screen online passport renewal applications with no changed biographical information against commercial databases. The bureau must also solicit the private sector for proposals about commercially available technologies that may improve the passport issuance process. The Government Accountability Office (GAO) must report to Congress a comprehensive review of the passport issuance process, including opportunities to enhance the process. The bureau must periodically report to Congress on its progress in implementing the GAO's recommendations.

Immigration Visa Efficiency and Security Act of 2023 This bill addresses issues concerning family- and employment-based visas. The bill increases the annual per-country cap on family-based immigrant visas from 7% of the total number of such visas available to 15% and eliminates the per-country cap for employment-based immigrant visas. The bill establishes transition rules for employment-based visas such as (1) reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability) and EB-3 (skilled and other workers) visas for individuals not from the two countries with the largest number of recipients of such visas, and (2) allotting a number of visas for professional nurses and physical therapists. The bill imposes additional requirements for H-1B visas, such as prohibiting (1) an employer from advertising that a position is limited to H-1B applicants or that H-1B applicants are preferred, and (2) certain employers from having more than half of their employees as nonimmigrant visa workers. The Department of Labor shall create a publicly available website where an employer seeking an H-1B visa must post information about the open position. The bill also expands Labor's authority to investigate H-1B applications for fraud or misrepresentations. The bill also prohibits H-1B or H-3 (trainee or special education exchange) visas for nationals of a foreign adversary country for employment in any matter vital to U.S. national interests. The bill also allows certain nonimmigrant visa holders to obtain lawful permanent resident status if the individual (1) has an approved immigrant visa petition, and (2) has waited at least two years for a visa.

This joint resolution nullifies the final rule issued by the National Labor Relations Board titled Standard for Determining Joint Employer Status and published on October 27, 2023. The rule establishes a new joint employer standard for determining whether two employers simultaneously employ a particular employee or employees. Under the rule, an entity may be considered a joint employer of another employer's employees if the two share or codetermine the employees' essential terms and conditions of employment. The rule is currently scheduled to take effect on February 26, 2024.
