Benefit Rating Acceleration for Veteran Entitlements Act of 2007 - Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act to treat as a disability for OASDI and SSI disability payment purposes any service-connected total disability, as rated and certified by the Secretary of Veterans Affairs. Applies the same treatment to related child's insurance and widow's and widower's insurance benefits.

Currency Reform for Fair Trade Act of 2007 - Amends the Tariff Act of 1930 to expand the authority of the administering authority or the International Trade Commission (ITC) to impose countervailing duties on products from a nonmarket economy country that have been provided a countervailable subsidy. Requires, when measuring subsidy benefits, the use of benchmarks outside of a nonmarket economy country when benchmarks in such a country are not available or are inappropriate. Includes fundamental and actionable misalignment of a currency (undervaluation of a foreign currency) by a foreign country as a countervailable subsidy. Directs the Secretary of the Treasury (Secretary) to: (1) report annually to Congress on international monetary policy and currency exchange rates (including fundamentally misaligned currencies); (2) analyze semiannually the prevailing real exchange rates between the U.S. dollar and foreign currencies and to designate fundamentally misaligned foreign currencies for priority action; and (3) seek bilateral consultations with fundamentally misaligned currency countries designated for priority action to eliminate such misalignment. Requires the United States to inform the Managing Director of the International Monetary Fund (IMF) of countries that fail to eliminate fundamentally misaligned currencies designated for priority action and to request the IMF Managing Director to consult with such countries regarding their observance of the IMF Articles of Agreement and to report the results of such consultations to the IMF Executive Board. Prohibits the Overseas Private Investment Corporation (OPIC) from, and instructs multilateral banks to oppose, financing projects in countries that issue fundamentally misaligned currencies designated for priority action. Requires: (1) the Secretary to take certain actions with respect to countries that fail to eliminate fundamentally misaligned currencies designated for priority action; and (2) the United States Trade Representative (USTR) to request consultations in the World Trade Organization (WTO) with such countries regarding the consistency of their actions with regard the WTO Agreement. Establishes an Advisory Committee on International Exchange Rate Policy. Repeals the Exchange Rates and International Economic Policy Coordination Act of 1988.

Revises corporate average fuel economy standards (CAFE standards) provisions for non-passenger and passenger automobiles to: (1) provide for increased average fuel economy standards for non-passenger and passenger automobiles; (2) permit separate average fuel economy standards for non-passenger and passenger automobiles based on vehicle attributes related to fuel economy; (3) establish a a corporate average fuel economy credit transferring program within a manufacturer's fleet; (4) establish an account to fund domestic commercialization and production of advanced technology vehicles and vehicle components; and (5) extend for 10 years provisions providing manufacturing incentives for alternative fuel automobiles. Establishes a national tire fuel efficiency consumer information program. Provides for the establishment of a public education campaign to provide information to U.S. drivers about immediate measures that may be taken to conserve transportation fuel.

Middle Class Opportunity Act of 2007 - Amends the Internal Revenue Code to: (1) increase the child tax credit for the first year in which a child is claimed as a qualifying child; (2) expand eligibility for the dependent care tax credit and allow such credit for expenses to care for parents (and ancestors of such parents) not residing with the taxpayer; and (3) provide for an increased alternative minimum tax exemption amount through 2008 Replaces the Hope and Lifetime Learning tax credits with an expanded education tax credit which provides for a 100% education tax credit for qualified tuition and related expenses (including a certain allowance for books) up to $1,000, 50% for such expenses between $1,000 and $3,000, and 20% of such expense between 3,000 and $5,500. Reduces credit amounts for taxpayers with modified adjusted gross incomes over $70,000 ($140,000 in the case of a joint tax return). Allows an inflation adjustment to credit amounts beginning after 2008. Limits such credit to three eligible students per taxpayer in any taxable year and for four taxable years. Denies such credit for certain part-time students and for students convicted of a felony drug offense. Repeals the tax deduction for qualified tuition and related expenses.

Health Care Access and Rural Equity (H-CARE) Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to: (1) the Medicare disproportionate share hospital (DSH) adjustment for rural hospitals; (2) payment for clinical laboratory tests furnished by critical access hospitals; (3) rebasing for sole community hospitals; (4) establishment of a rural community hospital program; (5) hold harmless provisions for small rural hospitals and sole community hospitals under the Medicare prospective payment system (PPS) for hospital outpatient department services; (6) coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance); (7) permanent treatment of certain physician pathology services; (8) extension of the Medicare incentive payment program for a physician scarcity area; (9) proportional representation of rural area interests on the Medicare Payment Advisory Commission (MEDPAC); and (10) additional payments for providers furnishing ambulance services in rural areas and prompt payment of clean claims by Medicare prescription drug plans and MedicareAdvantage-Prescription Drug (MA-PD) plans under the Medicare part D (Voluntary Prescription Drug Benefit Program). Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to extend: (1) certain Medicare hospital wage index reclassifications and the disregarding of certain hospital reclassifications for purposes of group reclassifications; (2) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas; and (3) the temporary Medicare payment increase for home health services furnished in a rural area. Amends the Public Health Service Act to: (1) authorize the Secretary of Health and Human Services to award competitive grants to eligible entities in rural areas for qualified health information technology systems; (2) direct the Secretary to establish a Rural Health Quality Advisory Commission; (3) provide for Delta Region rural disparities and health systems development, as well as small rural health care provider quality improvement grants; and (4) provide for expanded application of the 340B program of limited drug prices to drugs provided in rural hospitals, including hospital provision to states of Medicaid credits on certain inpatient drugs. Directs the Secretary to encourage and facilitate the adoption of telehealth provisions allowing for multistate practitioner access across state lines.

Ledbetter Fair Pay Act of 2007 - Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when a discriminatory compensation decision or other practice is adopted when an individual becomes subject to the decision or practice, or when an individual is affected by application of the decision or practice, including each time compensation is paid. Allows a person filing an action to challenge similar or related instances of compensation discrimination after an aggrieved person filed a charge without filing another charge. Accrues liability, and an aggrieved person may obtain relief including recovery of back pay for up to two years preceding the filing of the charge, where the unlawful employment practices that have occurred during the charge filing period are similar or related to practices that occurred outside the time for filing a charge. Applies the amendments of this paragraph to claims of compensation discrimination under the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973. Amends the Age Discrimination Act of 1967 to declare that an unlawful practice occurs when a discriminatory compensation decision or other practice is adopted, when a person becomes subject to the decision or other practice, or when a person is affected by the decision or practice, including each time compensation is paid. Allows a person filing an action to challenge similar or related instances of compensation discrimination after an aggrieved person filed a charge without filing another charge with the Secretary.

Directs the Secretary of Veterans Affairs to designate, establish, and operate at least six Department of Veterans Affairs (VA) health-care facilities as locations for epilepsy centers of excellence. Requires the Under Secretary for Health of the Veterans Health Administration (VHA) to establish a peer review panel to assess the scientific and clinical merit of proposals for the designation of such centers. Requires a VHA national coordinator for epilepsy programs to: (1) supervise the operation of the centers; (2) coordinate and support throughout the VA health-care system better access to diagnosis, research, care, and education for epilepsy and traumatic brain injury; and (3) conduct regular evaluations of the centers.

Television Freedom Act of 2007 - Requires statutory licensing for a satellite carrier's secondary transmission into a television broadcast station's adjacent market if the satellite carrier also makes secondary transmissions into that adjacent market of the adjacent market's television broadcast stations. Defines "adjacent market," for both commercial and noncommercial television broadcast stations, as a market area adjacent to, and at least partially in the same state as, the designated market area in which the station is located. Amends the Communications Act of 1934 to allow such secondary transmissions. Requires the Federal Communications Commission (FCC) to revise related regulations concerning network nonduplication protection, syndicated exclusivity protection, and sports blackout protection to permit such retransmission.

Airline Flight Crew Technical Corrections Act - Amends the Family and Medical Leave Act of 1993 with respect to hours-of-service requirements airline flight crews must meet to qualify for leave under such Act. Declares that a flight attendant or flight crewmember will be considered to meet such requirements if he or she has been paid for or has worked 60% of the employer's monthly hour or trip guarantee, or the equivalent annualized over the preceding 12-month period.

Budget Enforcement and Accountability Act of 2007 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to extend Pay-As-You-Go requirements through FY2012 and enforcement mechanisms through FY2016. Requires the Directors of the Congressional Budget Office (CBO) and of the Office of Management and Budget (OMB) each to report to the House Committee on the Budget on how to broaden the Pay-As-You-Go sequestration base and make it more fair and equitable. Makes it out of order in the House of Representatives or the Senate to consider any legislation or related motion that waives or suspends sequestration requirements of the Gramm-Rudman-Hollings Act or otherwise would alter the balances of the Pay-As-You-Go scorecard under it. Makes it out of order in the House or Senate to consider direct spending or receipts legislation, or a related motion, that would affect its treatment under such Act. Permits waiver or suspension of such requirements, or successful appeals from rulings of the Chair, only by an affirmative vote of three-fifths (60) of the Senate. Makes it out of order in the House to consider a rule or order that waives the application of this Act.

Fiscal Honesty and Accountability Act of 2007 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to extend Pay-As-You-Go requirements through FY2012 and enforcement mechanisms through FY2016. Requires the Directors of the Congressional Budget Office (CBO) and of the Office of Management and Budget (OMB) each to report to the House Committee on the Budget on how to broaden the Pay-As-You-Go sequestration base and make it more fair and equitable. Extends through FY2011 the spending limits (spending caps) for the discretionary categories in new budget authority and outlays. Amends the Congressional Budget and Impoundment Control Act of 1974 to address issues of emergency spending by requiring: (1) Committee on the Budget guidelines; (2) a separate House vote on an emergency designation; and (3) detailed reserve funds for emergencies in the President's budget request to Congress. Prescribes a procedure for adjustments in committee allocations resulting from such spending in joint budget resolutions. Amends the Congressional Budget Act of 1974 (CBA) to prohibit floor amendments to amendments reported by the Committee on the Budget (or from the consideration of which the Committee has been discharged) with respect to legislation for emergency reserve funds for certain military operations. Prohibits consideration of an amendment to a joint budget resolution which changes the amount of budget authority and outlays set forth in the CBA for the emergency reserve fund. Requires reports on legislation which provide new budget, spending, or credit authority, or otherwise provide an increase or decrease in revenues or tax expenditures, to include a CBO projection of the cost of debt servicing (interest). Amends the CBA concerning: (1) CBO cost analysis (scoring) for conference reports; (2) legislation which evades specified budget enforcement mechanisms; and (3) legislation which is unreported by committee (for purposes of budget point of order rules). Amends the Rules of the House of Representatives concerning: (1) budget compliance statements (permitting inclusion of budgetary implications); (2) requirements for budget act waivers (inclusion mandatory for bill consideration); and (3) a separate vote to waive a major budget act point of order.

Military Spouses Employment Act of 2007 - Amends the Internal Revenue Code to include spouses of members of the Armed Forces on extended active duty (more than 90 days or for an indefinite period) as members of a targeted group for purposes of the work opportunity tax credit (thus giving employers a tax incentive for hiring military spouses). Repeals certain restrictions on disposals to foreign nations of naval vessels in excess of 3,000 tons or less than 20 years of age.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Directs the President to submit a balanced budget to Congress annually. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict. Requires the appropriate congressional committees to report implementing legislation to achieve a balanced budget without reducing the disbursements of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund to achieve that goal.

Amends the Rules of the House of Representatives to: (1) require conference reports to include Congressional Budget Office (CBO) cost estimates in their accompanying joint statements if such legislation provides for new budget, spending, or credit authority, or otherwise provides an increase or decrease in revenues or tax expenditures; (2) prohibit consideration of such conference reports if the cost estimates are not included; and (3) require roll call votes on legislation authorizing or providing new budget authority of at least $50 million. Amends Rule XXI (Restrictions on Certain Bills) to require that any lists of congressional earmarks or limited tax or tariff benefits (and the name of the requesting Member), required for legislation reported or not reported by a committee or included in a conference report, be made publicly available on the Internet in a searchable format at least 48 hours before a measure's consideration. Revises Rule XIII (prohibiting same-day consideration of Rules Committee reports) to: (1) specify same calendar day; and (2) extend the duration of the prohibition to 17 hours after the same calendar day. Prohibits the Rules Committee from reporting a rule or order without two-thirds of the Members voting, a quorum being present, to waive: (1) the layover requirement concerning the availability of reports; (2) the three-day layover requirement; (3) the three-day Internet availability requirement; or (4) the scope requirement. Prohibits consideration by the House of: (1) reported legislation until the third calendar day on which the underlying measure or matter has been made available by the Rules Committee on its Internet site; or (2) a conference report until the third calendar day on which both it and its joint explanatory statement have been made available on its Internet site. Requires: (1) the report accompanying any general appropriation bill to contain a separate written justification for each earmark; and (2) each committee to report at six-month intervals to the Speaker and the minority leader on its compliance with its oversight plan. Requires such biannual reports to be made available to the public.

Empowerment Zone and Renewal Community Enhancement Act of 2007 - Amends Internal Revenue Code provisions relating to tax-preferred empowerment zones, rural enterprise communities, and renewal communities to: (1) extend the period of designation for such areas through 2015; (2) provide a safe harbor standard for employee residency requirements in empowerment zones; (3) eliminate certain residency requirements for the empowerment zone employment tax credit; (4) grant authority to expand the boundaries of empowerment zones and enterprise communities, including those located in rural areas; (5) allow carryovers of unused expensing allowances for enterprise zone businesses; (6) allow certain empowerment zone businesses to elect to receive payments in lieu of tax benefits; (7) allow federal guarantees and tax exemptions for enterprise zones and renewal communities; and (8) allow the issuance of tax-exempt rural enterprise community bonds.

Inactive Reservists Foreclosure Prevention Act of 2007 - Instructs the Secretary of Housing and Urban Development (HUD) to implement a mortgage assistance program through grants and loans for direct mortgage payments for the primary residential property of designated eligible households. Requires such mortgage assistance to be paid monthly directly to the mortgage servicer during the period that a member of the eligible household is serving on active duty for a period of more than 30 days in the Armed Forces, including extensions in the period of such active duty. Sets forth requirements governing: (1) grant assistance, repayment, and repayment in cases of foreclosure; and (2) application procedures.

Expresses the sense of Congress that Congress and the President should: (1) increase basic pay for members of all military components by 3.5%, effective January 1, 2008; (2) increase basic pay for all such components during FY2009-FY2012 by at least one-half of 1% more than the raise calculated under the Employment Cost Index; and (3) provide a $40 special survivor indemnity allowance for persons affected by required Survivor Benefit Plan (SBP) annuity offsets for dependency and indemnity compensation.

Alien Smuggling and Terrorism Prevention Act of 2007 - Directs the Department of Homeland Security (DHS) to check against all available terrorist watchlists those alien smugglers and smuggled individuals who are interdicted at U.S. land, air, and sea borders. Revises alien smuggling and related criminal offense and penalty provisions. Provides extraterritorial jurisdiction over such offenses. Limits a defense of necessity for knowingly bringing an illegal alien into the United States from the high seas. Exempts from certain of such violations (transporting or harboring in the United States) a bona fide nonprofit, religious organization in the United States (or its agents or officers) that encourages, invites, or enables an alien who is present in the United States to serve as a volunteer minister or missionary for such organization in the United States, provided the minister or missionary has been a member of the denomination for at least one year. Directs the United States Sentencing Commission to review and amend as appropriate sentencing guidelines and policy statements applicable to persons convicted of alien smuggling offenses and criminal failure to heave to or obstruction of boarding.

Requires the Director of the National Institute of Standards and Technology (NIST) to establish an initiative for advancing health care information enterprise integration within the United States. Allows the Director to assist health care representatives and organizations and federal agencies in the development of technical roadmaps that identify the remaining steps needed to ensure that standards will be in place. Requires the Director to develop or adopting existing technology-neutral information technology infrastructure guidelines and standards to enable federal agencies to effectively select and utilize health care information technologies in a manner that is: (1) sufficiently secure and provides adequate privacy to meet needs; and (2) interoperable, to the maximum extent possible. Requires the Undersecretary of Commerce for Technology to establish a Senior Interagency Council on Federal Healthcare Information Technology Infrastructure to coordinate: (1) the development and deployment of health care information technology solutions; (2) the associated technology transfer to and from the private sector; and (3) federal funding and participation in private, voluntary standards development organizations as related to electronic health care records system. Requires the Director to establish a program of assistance to institutions of higher education to establish multidisciplinary Centers for Healthcare Information Enterprise Integration in order to: (1) generate innovative approaches to health care information enterprise integration; and (2) develop and use information technologies and other complementary fields. Directs the National High-Performance Computing Program to coordinate federal research and development programs related to the development and deployment of health information technology.

Montgomery GI Bill Second Chance Act of 2007 - Authorizes certain members of the Armed Forces to make an irrevocable election during October of any year beginning in 2005 to become entitled to basic educational assistance under the Montgomery GI Bill. Requires a reduction in basic pay of those members electing such educational assistance or, if the member is discharged or released from active duty prior to such reduction, the collection of specified amounts from the member or an equivalent reduction in retired or retainer pay. Requires the Secretary concerned, in conjunction with the Secretary of Defense, to provide notice of the opportunity created by this Act to elect educational assistance under the Montgomery GI Bill.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Nuclear Waste Storage Prohibition Act - Prohibits the Secretary of Energy from using any funds made available for the Global Nuclear Energy Partnership initiative for the transfer or storage of spent nuclear fuel or high-level radioactive waste to any site that is not a site where facilities for reprocessing of that fuel or waste have been constructed or are under construction. Prohibits spent nuclear fuel or high-level radioactive waste from being retained for long-term storage at such a site where facilities for reprocessing of fuel or waste have been constructed or are under construction.

Coal Liquid Fuel Act - Amends the Energy Policy Act of 2005 to authorize the Secretary of Energy to enter into: (1) standby loan agreements with up to six qualifying CTL projects, at least one of which shall be owned by two or more small coal producers; and (2) a profit-sharing agreement with the project at the time the standby loan agreement is executed. Defines "qualifying CTL project" as: (1) a commercial-scale project that converts coal to liquid or gaseous transportation fuels; or (2) not more than one project at a facility that converts petroleum refinery waste products, including petroleum coke, into liquids or gaseous transportation fuels, and demonstrates the capture, sequestration, or disposition of carbon dioxide produced in the conversion process.

Veterans Suicide Prevention Hotline Act of 2007 - Directs the Secretary of Veterans Affairs to award a grant of not more than three years in duration to an eligible entity to establish, publicize, and operate a national toll-free telephone number to serve as a suicide prevention hotline targeted to and staffed predominately by veterans.

Hopewell Culture National Historical Park Boundary Adjustment Act - Modifies the boundary of the Hopewell Culture National Historical Park in Ohio to include certain lands marked for inclusion in the Park. Permits the acqusition of lands added under this Act only from willing sellers.

Kinship Caregiver Support Act - Authorizes the Assistant Secretary for Children and Families of the Department of Health and Human Services to make grants to eligible entities to pay for the federal share of the cost of carrying out kinship navigator programs. Amends part E (Federal Payments for Foster Care and Adoption Assistance) of title IV of the Social Security Act to authorize all states to opt to enter agreements to provide kinship guardianship assistance payments on behalf of children to grandparents and other relatives who have assumed legal guardianship of children for whom they have cared as foster parents and have committed to care for on a permanent basis. Provides that adoptive parents of children with special needs remain eligible for adoption assistance, even if they receive kinship guardianship assistance. Authorizes the use of foster care independence program funds to provide independent living services and education and training vouchers for children who exit foster care to kinship guardianship or adoption after age 14. Directs the Secretary to enter into agreements with eligible entities to conduct demonstration kinship guardianship assistance projects. Requires states to: (1) notify all adult grandparents and other adult relatives (with exceptions due to family or domestic violence) when a child is removed from custody of a parent or parents; and (2) explain the options the relative has to participate in the child's care and placement. Allows state agencies to establish separate standards for foster family homes in which a foster parent is a relative of the foster child. Expands the definition of family support services to include assisting kinship caregivers or guardians in locating and accessing needed services. Requires that states inform case workers and families considering guardianship of all permanency options and service eligibility.

FHA Manufactured Housing Loan Modernization Act of 2007 - Amends the National Housing Act with respect to Federal Housing Administration (FHA) housing loan insurance for manufactured homes (or lots for such homes). Exempts such loans from certain financial institution portfolio limits, increasing an allowable claim for loss from 10% to 90% of an institution's total amount of such loans, credit advances, and purchases. Makes any new contract of insurance for such loans, credit advances, or purchases conclusive evidence of an institution's insurance eligibility. (Thus requires each loan to be insured individually instead of as part of a bundle of such loans.) Increases loan limits, requiring annual indexing. Sets forth borrower premium charges, including an up-front premium of up to 2.25% and an annual premium of up to 1%. Revises requirements for the handling and disposal of any real or personal conveyed to or acquired by the Secretary of Housing and Urban Development (HUD), and the pursuit of all claims against mortgagors assigned to the Secretary by mortgagees. Directs the Secretary of HUD to establish underwriting criteria that will ensure the manufactured housing program's financial soundness.

Feeding America's Families Act of 2007 - Amends the Food Stamp Act of 1977 with respect to: (1) inflation adjustments; (2) standard deduction increases; (3) combat pay, retirement account, and education account exclusions; (4) minimum benefit increases; (5) countable resource increases; (6) legal immigrant eligibility; (7) work requirements; (8) state option to provide food assistance to foster community reintegration; (9) program administration; (10) cash payment pilot projects; (11) food stamp program reauthorization; (12) block grants for Puerto Rico and American Samoa; (13) outreach; (14) food stamp use at farmers' markets; (15) community food projects, community food assistance, and food bank infrastructure; (16) creation of the national food for the hungry transportation, self-help, and job-training fund; and (17) hunger-free communities collaborative grants. Establishes in the Department of Agriculture the Bill Emerson National Hunger Fellowship Program and the Mickey Leland International Hunger Fellowship Program. Amends the Farm Security and Rural Investment Act of 2002 to repeal the hunger fellowship program. Amends the Agriculture and Consumer Protection Act of 1973 to extend the commodity supplemental food program.

Rural Health Services Preservation Act of 2007 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act to require Medicare Advantage organizations to provide for a payment rate for critical access hospital services and rural health clinic services that is: (1) at least the applicable payment rate established under Medicare part A (Hospital Insurance) or part B (Supplementary Medical Insurance) for such services; or (2) 103% of the otherwise applicable payment rate, if the critical access hospital or the rural health clinic determines appropriate.

New Markets Tax Credit Extension Act of 2007 - Amends the Internal Revenue Code to: (1) extend the new markets tax credit through 2013; and (2) provide for an inflation adjustment to the limitation amount for such credit after 2008.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Consumer Price Index for Elderly Consumers Act of 2007 - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years of age or older. Authorizes appropriations. Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVIII (Medicare) to provide for the use of such new CPI in the computation of cost-of-living increases for Social Security and Medicare benefits under such programs.

Part-time Student Assistance Act - Amends the Higher Education Act of 1965 to provide access and assistance to increase college attendance and completion by part-time students. Increases the earnings exempt from student aid need determinations for academic year 2007-2008 by exempting earnings of up to: (1) $9,000 for dependent students; and (2) $12,000 for independent students with no dependents (other than spouse). Establishes a revised table that increases the amount of earnings for independent students with dependents (other than spouse) that are exempt. Provides for inflationary adjustments to such earnings exemptions in subsequent academic years. Exempts earned income credits from the calculation of income. Revises and expands a program (child care access means parents in school) which provides grants to institutions of higher education for child care assistance for low-income students. Directs the Secretary of Education to establish a year-round Pell grant pilot program. Authorizes a demonstration program to create a holistic approach to addressing the needs of part-time students. Allows such program to: (1) be at up to 150 associate's and bachelor's degree-granting institutions; and (2) include grants, leveraging funds from nonfederal sources, comprehensive child care, and better tailored remedial course programs.

Amends the Internal Revenue Code to increase the standard mileage rate for the tax deduction for the charitable use of passenger automobiles from 14 cents per mile to the standard mileage rate prescribed by the Secretary of the Treasury for business purposes (48.5 cents per mile in 2007).

Rural Veterans Health Care Improvement Act of 2007 - Authorizes the Secretary of Veterans Affairs to pay travel expenses for veterans receiving treatment at Department of Veterans Affairs (VA) facilities at the rate provided to federal employees in connection with the performance of official duties. Directs the Secretary to: (1) establish and operate at least one and up to five centers of excellence for rural health research, education, and clinical activities; (2) establish a grant program to provide innovative transportation options to veterans in remote rural areas; (3) carry out demonstration projects to examine alternatives for expanding care for veterans in rural areas; and (4) report annually to Congress on matters related to VA care for veterans residing in rural areas.

Decent Working Conditions and Fair Competition Act - Amends the Tariff Act of 1930 to revise the prohibition on importing convict-made goods into the United States to make it unlawful to: (1) import into, or export from, the United States any sweatshop good; or (2) introduce into commerce, sell, trade, or advertise in commerce, offer to sell, or transport or distribute in U.S. commerce, any sweatshop good. Grants the President, for reasons of national interest, authority to recommend waiver of the applications set forth in this Act in connection with the goods of any country with respect to one or more of the principles and rights defined in this Act as a core labor standard. Sets forth procedures for consideration of such a waiver. Makes it unlawful for persons to introduce into commerce, sell, trade, or advertise in commerce, offer to sell or transport or distribute in commerce any sweatshop good. Requires the Federal Trade Commission (FTC) to enforce this prohibition as if it were an unfair or deceptive act or practice proscribed under the Federal Trade Commission Act. Allows specified persons with standing to bring a civil action in U.S. district courts against sellers of goods, wares, articles, or merchandise on grounds of a violation of such prohibition. Prohibits executive agencies and the Armed Forces from entering into procurement contracts for sweatshop goods. Prohibits anything in this Act from being construed to preempt a state from regulating labor standards required in the mining, production, or manufacture of merchandise purchased by the state.

Veterans Traumatic Brain Injury Treatment Act of 2007 - Directs the Secretary of Veterans Affairs to: (1) establish a program to screen veterans eligible for Department of Veterans Affairs (VA) hospital, medical, and nursing home care for symptoms of traumatic brain injury (TBI); (2) develop and carry out a program of long-term care for post-acute TBI rehabilitation; (3) establish a TBI transition office at each VA polytrauma network site to coordinate the provision of health care and services to veterans who suffer from moderate to severe TBI and are in need of health care and services not immediately offered by the VA; and (4) establish and maintain the Traumatic Brain Injury Veterans' Health Registry.

Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or would be entitled to such pay except for being under 60 years of age. Prohibits recoupment by the Secretary of Defense of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member. Changes to October 1, 2007 (previously October 1, 2008) the effective date for paid-up coverage provisions under the SBP and the Retired Serviceman's Family Protection Plan.

National Health Service Corps Improvement Act of 2007 - Amends the Public Health Service Act to revise the definition of "primary health services" for purposes of the National Health Service Corps to include optometry health services. Includes optometrists within: (1) the fellowship program for the delivery of primary health services in health professional shortage areas; (2) the National Health Service Corps Scholarship Program; and (3) the National Health Service Corps Loan Repayment Program.

National Amniotic and Placental Stem Cell Bank Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish and maintain the National Amniotic and Placental Stem Cell Bank to obtain, store, and make available for research and treatment human stem cells derived from amniotic fluid or placenta. Requires the Bank to maintain not fewer than 100,000 samples of human stem cells. Allows the Bank to obtain a stem cell only if the woman providing the amniotic fluid or placenta makes a written statement of informed consent.
