American Steel First Act of 2008 - Prohibits heads of the Department of Homeland Security (DHS), the Department of Defense (DOD), and the Department of Transportation (DOT) from obligating or expending funds or providing financial assistance for projects for the construction, alteration, maintenance, or repair of a public building or public work unless all of the iron and steel used in such project is produced in the United States. Waives such prohibition in cases where: (1) the prohibition would be inconsistent with the public interest; (2) iron and steel are not produced in the United States in sufficient and reasonably available quantities of a satisfactory quality; or (3) inclusion of iron and steel produced in the United States will increase the cost of the overall project contract by more than 25%. Prohibits waivers by a department head for products produced in a foreign country that is determined by the U.S. Trade Representative to have violated the terms of an agreement with the United States by discriminating against products covered by the agreement that are produced in the United States. Prohibits such department heads from imposing financial assistance restrictions on: (1) states that impose more stringent requirements on the use of iron and steel in foreign countries in projects carried out with such assistance; or (2) recipients that comply with such state imposed requirements. Makes any person who intentionally labels or represents a product used in a project under this Act as "Made in America" when it is not ineligible for another department contract from for six years. Requires the Secretary of Transportation to: (1) publish a justification for a waiver of the prohibition against obligating funds to carry out the Surface Transportation Assistance Act of 1982, highway projects, public transportation projects, or aviation programs unless the steel, iron, and manufactured products used are produced in the United States; and (2) provide for public notice and comment for such waiver.

Emergency Neighborhood Reclamation Act of 2008 - Requires the Secretary of Housing and Urban Development (HUD) to make grants to eligible units of general local government for neighborhood reclamation. Specifies grant applicant eligibility requirements, including a comprehensive plan for the demolition of all vacant and abandoned housing and other structures within the local government's jurisdiction that will increase the stability of neighborhoods, or promote the rational utilization of land within that jurisdiction. Requires the use of such grant to fund: (1) the demolition of vacant and abandoned housing, and other vacant and abandoned structures, located in areas that are primarily residential in character; (2) the abatement, before demolition, of any health and safety hazards within such housing or structures, or on the site upon which such housing or other structures are located; and (3) the capping or removal, after demolition, of utility connections and public infrastructure, including street pavements and sewer lines, and the rehabilitation of a site for use as public open space, inclusion in a land bank, or for sale. Prohibits the use of funds made available under this Act to demolish public housing.

FHA Housing Stabilization and Homeownership Retention Act of 2008 - Amends the National Housing Act to create the Refinance Program Oversight Board, charged with establishing program and oversight requirements for the programs established under this Act. Instructs the Secretary of Housing and Urban Development (HUD) to insure any (homeownership retention) mortgage covering a one- to four-family residence made to pay or prepay outstanding obligations under an existing mortgage on the residence. Declares that all penalties for prepayment of the existing mortgage, and all fees and penalties related to default or delinquency on all existing mortgages, shall be waived or forgiven. Sets forth terms for: (1) reduction of indebtedness under an existing senior mortgage; and (2) extinguishment of debt by refinancing. Requires any debt service payments due under a mortgage insured under this Act to be substantially reduced from the debt service payments due under the existing mortgage or mortgages. Requires the mortgage to provide that the HUD Secretary shall retain a lien on the residence which shall: (1) be subordinate to the mortgage insured under this Act but senior to all other existing mortgages on the residence; and (2) secure the repayment. Authorizes the Oversight Board to prohibit borrowers from granting a new second lien on the mortgaged property during the first five years of the term of the mortgage insured under this Act. Requires the mortgagee to document and verify the income of the mortgagor. Requires a mortgage insured under this Act to: (1) bear interest at a single fixed rate for the entire mortgage term; and (2) involve a principal obligation that does not exceed the limitation on the amount that would be allowable for a mortgage insured pursuant to the Economic Stimulus Act of 2008. Requires the Oversight Board to establish specified underwriting standards for mortgages insured under this Act, including a limitation on origination fees. Prohibits the aggregate original principal obligation of all mortgages insured under this Act from exceeding $300 billion. Directs: (1) the Oversight Board and the HUD Secretary to monitor independent quality reviews of designated underwriters and risk; and (2) the Inspector General of HUD to conduct an annual compliance audit of the mortgage insurance program under this Act. Requires the HUD Secretary to ensure that securities based on and backed by a pool or trust composed of mortgages insured under this Act are available to be guaranteed by the Government National Mortgage Association (GNMA) for timely payment of principal and interest. Makes the insurance of each mortgage under this Act the obligation of the Special Risk Insurance Fund. Directs the Board of Governors of the Federal Reserve System to study and report to specified congressional committees on the need for and efficacy of an auction or bulk refinancing mechanism to facilitate refinancing of existing residential mortgages that are at risk for foreclosure into mortgages insured under the National Housing Act.

Neighborhood Stabilization Act of 2008 - Requires the Secretary of Housing and Urban Development (HUD) to make grants and loans to qualified states, in accordance with HUD-approved plans, to carry out eligible housing stimulus activities. Allows such loans to be used by a state, a unit of local government or its entity, or a nonprofit organization. Limits the use of such loans to: (1) purchasing or financing the purchase of qualified foreclosed housing for resale as housing for homeownership to families having incomes of up to 140% of the median income for the area in which the housing is located; (2) rental of such housing only by families whose incomes do not exceed 100% of such median income in the area; and (3) rehabilitation of such property for the purpose of reselling it within three months at a price as close as possible to its acquisition price. Limits the use of grants to: (1) property holding and operating costs; (2) property-related acquisition costs; and (3) state-related administrative and planning costs. Requires the Secretary, by regulation, to prohibit the use of such grants or loans for: (1) political activities; (2) advocacy; (3) lobbying, whether directly or through other parties; (4) counseling services; (5) travel expenses; and (6) preparing or providing advice on tax returns. Requires the use of such grants to provide housing only for families with: (1) very low-income; and (2) extremely low-income. Prohibits a loan or grant recipient from discriminating against a prospective tenant because the individual holds a voucher or certificate of eligibility under section 8 (public housing rental assistance) of the United States Housing Act of 1937. Conditions the use of such loans or grants on a shared appreciation agreement between the federal government and the owner of such housing regarding the federal share of proceeds from its sale or disposition. Directs the Secretary to require a state to reimburse the Treasury for amounts of any misused funds.

Hubbard Act - Amends federal employment, armed forces, military pay, and veterans' benefits law to authorize the provision of the following benefits to a member of the Armed Forces who is discharged at the member's request pursuant to a Department of Defense (DOD) policy permitting the early discharge of a member who is the only surviving child in a family in which the father or mother, or one or more siblings, served in the Armed Forces and, incident to such service, was killed, died as a result of wounds, accident, or disease, is in a captured or missing in action status, or is permanently disabled: (1) continued payment, through the original agreed-upon service period, of any bonus, incentive, or similar benefit to which the member was entitled during service; (2) separation pay, even though the member has completed less than six years of active service before discharge; (3) transitional health care, on the same basis as an active-duty member, for 180 days after discharge; (4) transitional commissary and exchange benefits, on the same basis as an active-duty member, for two years after discharge; (5) veterans' housing loan, employment and training, and basic educational assistance; (6) federal unemployment compensation; and (7) veteran's preference for federal employment purposes. Makes this Act effective with respect to any such discharge granted after September 11, 2001.

Expresses the sense of the House of Representatives that: (1) U.S. funding to the government of Iraq for reconstruction, training for Iraqi security forces, and fuel for U.S. operations in Iraq should be provided as loans; and (2) the U.S. government should work with the government of Iraq to ensure that the government of Iraq obligates its own budget surplus for reconstruction projects before U.S. reconstruction aid is obligated.

Science and Technology Innovation Act of 2008 - Amends the Small Business Act to: (1) extend through FY2010 the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs; (2) increase SBIR and STTR set-asides and award levels; (3) prohibit a small business from being excluded from SBIR or STTR program participation due to being owned by more than one equity provider, as long as no single equity provider owns more than 49% of such business; (4) require agency database updates in order to support SBIR and STTR program evaluation and technology utilization; (5) establish an Interagency SBIR/STTR Policy Committee; (6) allow federal agencies to use up to 3% of their SBIR funds for the payment of administrative costs; (7) allow SBIR technical assistance to include the implementation of manufacturing processes and production strategies for utilization; (8) allow federal agencies participating in the SBIR program to enter into agreements with the technical extension or assistance programs of other federal agencies in order to provide small business technical assistance; and (9) increase expenditure limits for the provision of such technical assistance.

Emergency Extended Unemployment Compensation Act of 2008 - Provides for federal-state agreements under which a state will make emergency unemployment compensation payments to individuals who: (1) have exhausted all rights to regular compensation under state or federal law with respect to a benefit year (excluding any benefit year that ended before May 1, 2007); (2) have no rights to regular compensation or extended compensation with respect to a week under such law or any other state or federal unemployment compensation law; and (3) are not receiving compensation for such week under the unemployment compensation law of Canada. Requires federal payments to states to cover 100% of such emergency unemployment compensation payments. Provides for handling of fraud and overpayments of such compensation.

Post-9/11 Veterans Educational Assistance Act of 2008 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

National Association of Registered Agents and Brokers Reform Act of 2008 - Amends the Gramm-Leach-Bliley Act to reestablish the National Association of Registered Agents and Brokers as a nonprofit corporation whose purpose is to provide a mechanism through which licensing, continuing education, and other insurance producer qualification requirements and conditions can be adopted and applied on a multi-state basis, while preserving the right of states to: (1) license, supervise, and discipline insurance producers; and (2) prescribe and enforce laws and regulations regarding insurance-related consumer protection and unfair trade practices. Sets forth membership requirements, including a mandatory criminal background check applicable to state-licensed insurance producers. Sets limits upon permissible uses of such criminal background information, and imposes a criminal penalty for improper use. Authorizes the Association to deny membership to a state-licensed insurance producer on the basis of the criminal history information obtained. Establishes classes and categories of membership. Declares that membership authorizes an insurance producer to sell, solicit, negotiate, effect, procure, deliver, renew, continue, or bind insurance in any state for any line or lines of insurance specified in such producer's home state license, and exercise all such incidental powers, including claims adjustments and settlement, risk management, employee benefits advice, retirement planning, and any other insurance-related consulting activities. Preserves state consumer protection and market conduct regulation powers. Grants the Association membership probation, suspension and revocation powers. Requires the Association to establish an office of consumer complaints, including a toll-free telephone number. Creates a Board of Directors to govern and supervise the Association and its members. Preempts specified state actions. Permits judicial review over litigation involving the Association.

Improper Payments Elimination and Recovery Act of 2008 - Amends the Improper Payments Information Act of 2002 to require the head of each federal agency to: (1) annually review all agency programs and identify those programs and activities that may be susceptible to significant improper payments; and (2) report on agency actions to reduce and recover improper payments. Defines "improper payment" as any payment that should not have been made, that was made in an incorrect or duplicate amount, or that was made to an ineligible recipient. Requires the Director of the Office of Management and Budget (OMB) to: (1) provide guidance to agencies for reducing improper payments, addressing risks, and establishing appropriate prepayment and postpayment internal controls; and (2) prepare an annual report with an identification of the compliance status of each agency in identifying improper payments and the delinquent programs responsible for the agency's status. Requires federal agencies with outlays of $1 million or more to conduct a recovery audit of all programs and activities to assist in recouping improper payments. Requires: (1) each agency's Inspector General to report each fiscal year on agency compliance with the Improper Payments Information Act of 2002 and this Act; (2) the head of an agency determined not to be in compliance for two consecutive fiscal years to reprogram available funds to achieve compliance; and (3) an agency determined not to be in compliance for three consecutive fiscal years, with a delinquent program reported for two of those years consecutively, to transfer 5% of the appropriations for each of delinquent program to the Treasury. Suspends appropriations to agencies that have a program that reports an improper payment rate greater than 15% for three consecutive fiscal years until the agency's Inspector General certifies that sufficient changes have been implemented to warrant resumed authorization of appropriations.

Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to require the President to establish a grant program for the revitalization of waterfront brownfield sites. Authorizes such grants to be used for reuse planning, site characterization and assessment, or remediation at waterfront brownfields sites, including the integration of activities related to the design and implementation of water quality improvements, low impact development approaches, green infrastructure, remediation and management of sediments, or flood damage prevention associated with brownfields remediation and reuse. Authorizes the Administrator of the Environmental Protection Agency (EPA) to provide training, research, and technical assistance to individuals and organizations to facilitate waterfront brownfields revitalization. Authorizes funding for brownfields revitalization for FY2008-FY2012. Requires the Administrator to establish and serve as chairperson of a task force on waterfront brownfields revitalization that shall identify: (1) funding and technical assistance resources; (2) barriers to and solutions for revitalization; and (3) methods to coordinate interagency efforts.

Strategic Petroleum Reserve Fill Suspension and Consumer Protection Act of 2008 - Directs the Secretary of Energy to suspend, during calendar year 2008, petroleum acquisition for the Strategic Petroleum Reserve (SPR) through the royalty-in-kind program or any other acquisition method. Authorizes resumption of such acquisition during calendar 2008 not earlier than 30 days after the Secretary notifies Congress that the weighted average price of petroleum in the United States for the most recent 90-day period is $50 or less per barrel.

Recognizes: (1) the need to apply what is known about reducing the transmission of infections in hospitals and assuring appropriate use of antibiotics to meet patient and public health needs; (2) the need to pursue operational research on preventing hospital- and community-acquired Methicillin-resistant Staphylococcus aureus (MRSA) and developing new antibiotics for improving care for MRSA patients; and (3) the importance of raising awareness of MRSA and methods of preventing MRSA infections. Expresses support for the work of advocates, healthcare practitioners, and science-based experts in educating, supporting, and providing hope for individuals and their families affected by community and healthcare associated infections.

Provides that, if the federal medical assistance percentage (FMAP) determined under title XIX (Medicaid) of the Social Security Act without regard to this Act for a state for FY2008 is less than the FMAP as so determined for FY2007, the FY2007 FMAP shall be substituted for the FMAP for the third and fourth calendar quarters of FY2008, before the application of this Act. Provides that, if the FMAP determined without regard to this Act for a state for FY2009 is less than the FMAP as so determined for FY2008, the FY2008 FMAP shall be substituted for the FMAP for the first, second, and third calendar quarters of FY2009, before the application of this Act. Provides that, for each eligible state for the third and fourth calendar quarters of FY2008, and for the first, second, and third calendar quarters of FY2009, the FMAP shall be increased by 2.95 percentage points. Provides for an increase in the cap on Medicaid payments to Puerto Rico, the Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa. Declares that, only for FMAP computation purposes, any significant disproportionate employer pension or insurance fund contribution shall be disregarded in computing the per capita income of a state, but not in computing the per capita income for the continental United States (and Alaska) and Hawaii.

Paul D. Wellstone Muscular Dystrophy Community Assistance, Research, and Education Amendments of 2008 - Amends the Public Health Service Act to designate centers of excellence for research on various forms of muscular dystrophy as Paul D. Wellstone Muscular Dystrophy Cooperative Research Centers. Requires the Muscular Dystrophy Interagency Coordinating Committee to give special consideration to enhancing the clinical research infrastructure required to test emerging therapies for the various forms of muscular dystrophy. Requires the Secretary of Health and Human Services to ensure that any data on patients that is collected as part of the Muscular Dystrophy Surveillance, Tracking and Research Network (MD STARnet) is regularly updated to reflect changes in patient condition over time. Requires the Director of the Centers for Disease Control and Prevention (CDC) to: (1) report to the appropriate congressional committees on MD STARnet and data collection; and (2) provide prospective health outcome data on the health and survival of people with muscular dystrophy. Requires the Director of CDC, in carrying out a program to provide information and education on muscular dystrophy to health professionals and the general public, to: (1) partner with leaders in the muscular dystrophy patient community; and (2) widely disseminate the Duchenne-Becker muscular dystrophy care considerations. Requires the Director of the Agency for Healthcare Research and Quality to: (1) evaluate the available scientific evidence to develop and issue an initial set of care considerations for Duchenne-Becker muscular dystrophy and provide ongoing review and updates where appropriate; and (2) replicate the same methodology used to develop such care considerations as a model for other muscular dystrophies.

Delays until April 1, 2009, implementation of proposed changes to payment rules under title XIX (Medicaid) of the Social Security Act for case management and targeted case management services. Prohibits the Secretary of Health and Human Services, before such date, from taking any action to restrict coverage or payment under Medicaid if such action is more restrictive than the administrative action, policy, or practice that applies to coverage of, or payment for, such services under Medicaid on December 3, 2007. Makes null and void any such action taken by the Secretary between December 4, 2007, and March 31, 2009, that is based in whole or in part on such interim final rule.

Amends title XVIII (Administration) of the Social Security Act to: (1) require the Commissioner of Social Security to submit the annual budget of the Social Security Administration (SSA) directly to Congress and the President; (2) specify the general contents of the budget, including the amount of funds required to combat fraud committed by applicants and beneficiaries, the number of pending cases and the average processing time, as well as employment statistics for each hearing and field office; (3) prohibit the Commissioner from closing or otherwise limiting public access to an SSA field office until 180 days after submitting to specified congressional committees a detailed report outlining and justifying the process for selecting field offices to be closed or otherwise have limited access; and (4) require the Commissioner to submit to the same committees, 90 days before revising the comprehensive work force plan which must accompany any appropriations request for SSA staffing and personnel, a document setting forth the revision.

Food and Product Responsibility Act of 2008 - Applies this Act to replacement equipment, food, drugs, devices, cosmetics, biological products, consumer products, meat or meat food product, poultry or poultry products, and eggs or egg products (covered products). Prohibits a manufacturer from distributing a covered product unless the manufacturer holds a certification from the U.S. Customs and Border Protection that the manufacturer possesses sufficient means (through insurance or otherwise) to cover the entire cost of a recall of the product, including administrative costs, compensatory damages, and costs of any product liability or other lawsuit relating to that product. Amends the Federal Meat Inspection Act (regarding meat and meat food products), the Poultry Products Inspection Act (regarding poultry and poultry products), the Egg Products Inspection Act (regarding eggs and egg products), and the Federal Food, Drug, and Cosmetic Act (FDCA) (regarding food) to provide for voluntary and mandatory recalls of adulterated or misbranded articles, notice to consumers and health officials, and related procedures.

Emergency Unemployment Compensation Act of 2008 - Provides for federal-state agreements during a period of rising unemployment under which a state will pay emergency unemployment compensation to individuals who: (1) have exhausted all rights to regular compensation under state or federal law for a benefit year (excluding any benefit year that ended before March 1, 2007); (2) have no rights to regular compensation or extended compensation with respect to a week under such law or any other state unemployment compensation law or to compensation under any other federal law; and (3) are not receiving compensation for such week under the unemployment compensation law of Canada. Requires federal payments to states to cover 100% of such temporary extended unemployment compensation payments. Provides for federal-state agreements for increased regular unemployment compensation payments to certain individuals. Amends the Social Security Act to provide for special transfers to state accounts in the Unemployment Trust Fund for unemployment compensation modernization incentive payments and for administration.

Supports the goals and ideals of National Engineers Week and its aim to increase understanding of and interest in engineering and technology careers and promote literacy in science, technology, engineering, and mathematics. Declares that the House of Representatives will work with the engineering community to make sure that its creativity and contribution can be expressed through research, development, standardization, and innovation.

Josh Miller Helping Everyone Access Responsive Treatment in Schools Act of 2007, or the Josh Miller HEARTS Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award matching grants to local educational agencies (LEAs) to: (1) purchase automated external defibrillators (AEDs) for use in their schools; and/or (2) provide training to meet the requirement that at least five adult employees or volunteers at each school with an AED successfully complete training in its use and in cardiopulmonary resuscitation (CPR). Requires LEA grant applicants also to demonstrate that: (1) the AEDs are integrated into the schools' medical emergency response procedures; and (2) emergency services personnel are notified of their locations.

Virtual Screening for Cancer Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to: (1) provide Medicare coverage for screening computed tomography as a colorectal screening test; and (2) exclude screening computed tomography colonography from the meaning of "imaging services" for which there is a special rule regarding outpatient services department (OPD) fee schedule payments.

United States Fire Administration Reauthorization Act of 2007 - Amends the Federal Fire Prevention and Control Act of 1974 to authorize appropriations for the U.S. Fire Administration (USFA) for FY2009-FY2012. Authorizes the Superintendent of the National Academy for Fire Prevention and Control to include within fire service personnel training: (1) response, tactics, and strategies for dealing with non-terrorist-caused national catastrophes; (2) applying new technology and developing strategies and tactics for fighting wildfires; (3) response, tactics, and strategies for fighting large-scale or multiple fires in a general area that cross jurisdictional boundaries, fires occurring at the wildland-urban interface, and fires involving hazardous materials; and (4) advanced emergency medical services training. Requires the Administrator of USFA to include in triennial reports information about changes made to the National Fire Academy curriculum. Authorizes the Administrator to: (1) contract with a nationally recognized organization that meets specified requirements to facilitate the delivery of education and training programs directly to fire service personnel; and (2) assist the nation's fire services to sponsor and encourage research to improve fire prevention and control in the wildland-urban interface. Directs the Administrator to: (1) use specified funds during FY2009-FY2011 to update the National Fire Incident Reporting system to an Internet-based, real-time incident reporting database: (2) make available to the public information about fire-related research through a regularly updated Internet-based database; (3) promote adoption by fire services of voluntary national consensus standards for firefighter health and safety; and (4) provide liaison to assure coordination of fire service-based emergency medical services programs.
