Community Health Investment, Modernization, and Excellence Act of 2017 This bill amends the Patient Protection and Affordable Care Act to extend through FY2022 and make appropriations for enhanced funding for the community health centers program.

Federal Firefighter Pay Equity Act This bill adjusts the method of determining the average pay of a federal firefighter by adding one-half of a firefighter's basic hourly rate multiplied by the number of overtime hours included as part of such firefighter's regular tour of duty for purposes of computing retirement and annuity benefits.

This joint resolution condemns the racist violence and domestic terror attack in Charlottesville, Virginia, and rejects white nationalism, white supremacy, and neo-Nazism sentiments as antithetical to U.S. values. Congress offers condolences to the families of those who died in Charlottesville and sympathy and support for those injured, and expresses support to the Charlottesville community. Congress urges the President and the Administration to speak out against hate groups and use all available resources to address the growing prevalence of domestic hate groups.

Condemns North Korea's threats against Guam. Reaffirms the U.S. commitment to Guam's security and its U.S. territorial waters. Supports evaluating needed investments in defensive capabilities to further safeguard Guam, the Northern Mariana Islands, American Samoa, Alaska, and Hawaii. Reaffirms U.S. support for forward deployment of missile defense systems to protect the territorial integrity of the United States and its Asia-Pacific allies. Sportsmen's Heritage and Recreational Enhancement Act or the SHARE Act This bill revises existing programs and establishes new programs to expand access to, and opportunities for, hunting, fishing, and recreational shooting on federal lands.

Free File Permanence Act of 2017 This bill requires the Department of the Treasury to continue to operate the Internal Revenue Service (IRS) Free File Program. The program must work with state government agencies to enhance and expand the use of the program, while continuing to: provide free commercial-type online individual income tax preparation and electronic filing services to the lowest 70% of taxpayers by income; provide all taxpayers (regardless of income) with a basic, online electronic fillable forms utility; and work with the private sector to provide the free tax preparation and electronic filing services. Treasury must work with the private sector through the program to identify and implement innovative new program features to improve and simplify the taxpayer's experience with completing and filing individual income tax returns. The IRS and members of the tax software and electronic industry involved in the program must support and promote improvements within the program by mutually testing, piloting, and offering innovative solutions to: simplify the tax system, reduce compliance and reporting burdens, increase tax return accuracy through financial data authentication, strengthen the tax system against fraud through cybersecurity collaboration, avoid duplication, and maximize the use of electronic technology. The Electronic Tax Administration Advisory Committee must report annually to Congress regarding the program, including website statistics, cybersecurity standards, demographic information, marketing and education efforts, simplifications and innovations, and state and local participation.

Border Security for America Act of 2017 This bill directs the Department of Homeland Security (DHS) to: (1) construct and operate infrastructure and technology to deter and detect illegal border activity in high traffic areas, (2) deploy the most practical and effective technology to achieve situational awareness and operational control of the border, (3) deploy additional capabilities to specified border sectors or regions, (4) submit a plan for evaluating and using independent verification and validation resources for border security technology, (5) establish a National Border Security Advisory Committee, (6) submit a southern border threat analysis, (7) implement the Border Security Deployment Program, (8) establish a biometric exit data system, and (9) begin eradicating the carrizo cane plant and any salt cedar along the Rio Grande River. The bill provides for: (1) U.S. Border Patrol personnel increases and infrastructure improvements, including forward base upgrades along the southern border; and (2) National Guard and Department of Defense border assistance. The bill: (1) prohibits federal agency restrictions on U.S. Customs and Border Protection activities on federal land within 100 miles of the border, (2) requires increases in immigration and law enforcement personnel and agricultural specialists, (3) authorizes appropriations for specified immigration purposes, and (4) requires electronic passport screening and biometric matching at airports of entry. The Anti-Border Corruption Act of 2010 is amended to provide for hiring flexibility. Operation Stonegarden is established as a DHS program to provide border security grants. This bill authorizes DHS to construct new ports of entry along the northern and southern borders.

Savannah Hope Stillbirth Child Tax Credit Act This bill amends the Internal Revenue Code, with respect to the child tax credit, to allow an additional $2,000 refundable tax credit for each birth by the taxpayer of a stillborn child during the taxable year.

Cyber Valuing Individual Cybersecurity Through Interagency Measures Act or the Cyber VICTIM Act This bill requires the President to designate a federal official as the interagency cyber victim response coordinator. The interagency cyber victim coordinator must respond to data breaches and other cyber attacks on federal employees. Additionally, the coordinator must: (1) coordinate activities of the federal government relating to incidents of data breaches; (2) chair an interagency working group, consisting of appropriate personnel of the federal government and responding to cyber attacks against federal employees; (3) ensure sufficient representation of each federal agency at the interagency working group; and (4) develop processes and procedures to inform victims of efforts to mitigate damage from data breaches and prosecute perpetrators. The President must develop a comprehensive plan for the U.S. response to data breaches of personal information of federal employees.

529 Opening Paths To Invest in Our Nation's Students Act or the 529 OPTIONS Act This bill amends the Internal Revenue Code to allow distributions from qualified tuition programs (known as 529 plans) to be used for certain expenses associated with registered apprenticeship programs. The bill expands the definition of "qualified higher education expenses" for which tax-free distributions are allowed to include: (1) books, supplies, and equipment required for the enrollment or attendance of a designated beneficiary in an apprenticeship program registered and certified with the Department of Labor; (2) child care at a licensed day care center, and transportation, in connection with such enrollment or attendance; and (3) costs associated with obtaining an industry certification or other credential in connection with an apprenticeship program.

Wounded Officers Recovery Act of 2017 This bill authorizes the Capitol Police Board to make payments from the United States Capitol Police Memorial Fund to employees of the U.S. Capitol Police who have sustained serious line-of-duty injuries. The board is required to issue specific regulations governing the fund's use for making such payments. These regulations shall ensure that the payments are in addition to, and do not otherwise affect, other forms of compensation payable to the employee, including worker's compensation benefits. The bill requires amounts received by the board in response to the shooting incident at the practice for the Congressional Baseball Game for Charity on June 14, 2017, to be deposited into the fund.

ELD Extension Act of 2017 This bill delays for an additional two years the effective date of regulations implementing the requirement that a commercial motor vehicle involved in interstate commerce and operated by a driver subject to federal hours of service (HOS) and record of duty status regulations be equipped with an electronic logging device to improve vehicle operator compliance with HOS regulations.

Veteran Education Empowerment Act This bill requires the Department of Veterans Affairs to make grants to institutions of higher education (IHEs) or consortia of IHEs for the establishment, maintenance, improvement, and operation of veteran student centers. A veteran student center is a dedicated space on a campus that provides students who are veterans or members of the Armed Forces with: (1) a lounge or meeting space for themselves, their spouses or partners, and veterans in the community; (2) a centralized office for veteran services that serves as a single point of contact to coordinate veterans support services; and (3) comprehensive academic and tutoring services to veterans.

Harry W. Colmery Veterans Educational Assistance Act of 2017 This bill revises education and related benefits provided to veterans, service members, dependents, and survivors. The bill amends the Post-9/11 veterans' educational assistance program to: remove certain time restrictions on program use; increase assistance for reservists, guardsmen, dependents, and surviving spouses and dependents; provide full eligibility for Post-9/11 Purple Heart recipients and certain reservists and guardsmen; provide an extra academic years' worth of benefits for STEM (science, technology, engineering, or mathematics) degree candidates; establish a five-year pilot program for high technology courses; restore eligibility for service members whose school closes in the middle of a semester; authorize funding to improve claims processing; permit assistance to be used at certain institutions that are not institutions of higher education; and pro-rate the housing stipend for reservists called to active duty. The bill authorizes the Edith Nurse Rogers STEM Scholarship to help veterans complete STEM degrees. The Yellow Ribbon program is extended to Fry Scholarship recipients (surviving dependents of service members who died on active duty) and certain Purple Heart recipients. (The Yellow Ribbon program helps veterans pay for higher education tuition and fee costs not covered by the Post-9/11 program.) The bill: (1) extends the Advisory Committee on Education, (2) increases survivors' and dependents' educational assistance, and (3) extends funding for state educational program approving agencies.

Diesel Emissions Reduction Act of 2017 This bill amends the Energy Policy Act of 2005 to reauthorize through FY2022 a diesel emissions reduction program. The program authorizes the Environmental Protection Agency to provide grants, rebates, or loans for reducing diesel emissions from certain diesel vehicles or fleets by retrofitting or replacing their engines.

TSP Modernization Act of 2017 This bill modifies the rules relating to withdrawals from the Thrift Savings Plan accounts of former federal employees and Members of Congress. Under current law, such employees and Members may make only one partial withdrawal upon reaching age 59-1/2 while employed or one withdrawal after retirement. The bill permits an unlimited number of such withdrawals. The bill also eliminates: (1) the automatic annuity as a default option if the plan participant does not make an election to establish an annuity, and (2) the limitation on age-based in-service withdrawals.

Promoting Value Based Procurement Act of 2017 This bill declares that it shall be U.S. government policy to avoid using lowest price technically acceptable source selection criteria in circumstances that would deny the government the benefits of cost and technical trade-offs. The Federal Acquisition Regulation shall be revised to require that such criteria shall be used for solicitations only when: an executive agency is able to comprehensively describe the minimum requirements in terms of performance objectives, measures, and standards that will be used to determine acceptability of offers; the agency would realize no, or minimal, value from a contract proposal exceeding the minimum technical or performance requirements set forth in the request for proposal; the proposed technical approaches will require no, or minimal, subjective judgment by the selection authority as to the desirability of one offeror's proposal versus a competing proposal; such authority has a high degree of confidence that a review of technical proposals of offerors other than the lowest bidder would not result in identifying factors that could provide value or benefit to the agency; the contracting officer has included a justification for the use of a lowest price technically acceptable evaluation methodology in the contract file; and the agency has determined that the lowest price reflects full life-cycle costs. The use of such criteria shall be avoided for a procurement that is predominately for the acquisition of: information technology, cybersecurity, systems engineering and technical assistance, advanced electronic testing, or audit or audit readiness services or other knowledge-based professional services; personal protective equipment; or knowledge-based training or logistics services in operations outside the United States. The Government Accountability Office shall report annually for four years on the number of instances in which such criteria is used for a contract exceeding $2 million.

Military Retiree Survivor Comfort Act This bill requires the United States to forgive any overpayment of military retired or retainer pay for any period after the death of the recipient through the last day of the month in which such death occurs, if such payment is electronically deposited to a joint account bearing the name of the decedent and the decedent's designated beneficiary. The bill provides a special effective date for the first annuity payment to a survivor under the Survivor Benefit Plan when an overpayment is so forgiven.

Supplemental Nutrition Assistance Program Reform Act of 2017 This bill amends the Food and Nutrition Act of 2008 to modify the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) work requirements that apply to able-bodied adults without dependents (ABAWDs). The bill modifies the work requirements to: terminate the authority of the Department of Agriculture to waive the requirements, upon the request of a state agency, for individuals residing in an area that has an unemployment rate of over 10% or does not have a sufficient number of jobs to provide employment for the individuals; shorten from three months to one month the time limit for receiving benefits in a three-year period without meeting the requirements; decrease from 15% to 5% the portion of ABAWDs that a state may exempt from the requirements; allow participation in a supervised job search to satisfy the requirements; require states receiving SNAP funds to provide ABAWDs with opportunities to participate in a work program, a workfare program, or a supervised job search; and reduce SNAP allotments for states that fail to comply with requirements regarding eligibility disqualifications. The bill also modifies the congressional declaration of policy to specify that the purpose of SNAP is to increase employment, to encourage healthy marriage, and to promote prosperous self-sufficiency (maintaining an income above the poverty level without services and benefits from the federal government).

Patients' Access to Treatments Act of 2017 This bill amends the Public Health Service Act to establish cost sharing limits for health plans that cover prescription drugs and use a formulary or other tiered cost sharing structure. Such health plans may not impose higher cost sharing requirements, including copayment and coinsurance, for specialty drugs than for other prescription drugs in a nonpreferred brand name drug tier. If a health plan's formulary contains more than one nonpreferred brand name drug tier, the tier with the lowest cost sharing applies.

Securing the Homeland by Increasing our Power on the Seas Act or the SHIPS Act This bill declares that it shall be the policy of the United States to have available, as soon as practicable, at least 355 battle force ships, comprised of the optimal mix of platforms, with funding subject to the annual authorization and appropriation of funds.

National Museum of the American Latino Act This bill establishes the National Museum of the American Latino in the Smithsonian Institution. The purposes of the museum are to: (1) illuminate Latino contributions to the story of the United States; (2) provide for the collection, study, research, publication, and establishment of exhibitions and programs related to Latino life, art, history, and culture; and (3) provide for collaboration with Smithsonian Institution museums and research centers and other museums and educational institutions in the United States and abroad to promote the study and appreciation of Latino life, art, history, culture, and its impact on society in the United States. The bill establishes a Board of Trustees for the museum to advise and assist the Board of Regents of the Smithsonian on all matters related to the administration and preservation of the museum. The Director of the museum shall manage the museum and may carry out educational and liaison programs in support of its goals. The Board of Regents shall designate a site for the museum and is authorized to design and construct it.

Federal Employee Combat Zone Tax Parity Act This bill amends the Internal Revenue Code to exclude from gross income, for income tax purposes, the compensation of a federal employee who served in a combat zone or was hospitalized as a result of wounds, disease, or injury incurred while serving in a combat zone. The bill terminates the exclusion two years after the end of combatant activities in such combat zone.

Preserving Patient Access to Compounded Medications Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to expand the circumstances under which a drug may be compounded (manufactured at small scale) to allow pharmacists and physicians to compound drugs for administration to patients in an office or clinical setting, in accordance with state law. (Drugs that are compounded do not need to meet certain federal requirements regarding manufacturing, labeling, or approval.) Dietary supplements may be used in the compounding of a drug. The bill exempts from interstate distribution limits the dispensing of a compounded drug from the facility where it is compounded to a patient or health facility. The scope of Food and Drug Administration (FDA) inspections of compounding pharmacies is limited to pertinent equipment, materials, containers, and labeling, which is the same scope as inspections of pharmacies. (Currently, the scope of inspections of compounding pharmacies is the same scope as inspections of drug manufacturers.) The bill eliminates the requirement for compounding pharmacies to register with the FDA as drug manufacturers.

Gigabit Opportunity Act This bill amends the Internal Revenue Code to authorize the designation of qualified gigabit opportunity zones in low-income communities and to provide tax incentives for investments in the zones. Governors may submit nominations for a limited number of qualified gigabit opportunity zones in low-income communities to the Department of the Treasury for certification and designation. Governors must give particular consideration to areas that: are facing obstacles to economic development due to a lack of geographic broadband coverage or speed; are the focus of mutually reinforcing state, local, or private economic development initiatives; are poised for economic growth that requires access to high speed broadband for commercial purposes; and represent the areas of a state where such service would result in the highest return on investment. For eligible taxpayers that sell certain broadband services, the bill allows: (1) deferrals, reductions, or exemptions from taxes on capital gains invested in certain property used to provide broadband services in a zone (depending on how long the property is held), and (2) immediate expensing of the costs of the property. The bill also allows tax-exempt private activity bonds to be used for certain broadband projects in the zones. Within one year of enactment of this bill, the Federal Communications Commission must publish a Uniform Model Broadband Deployment Act containing laws for the state regulation of the deployment of broadband services. Qualified zones must adopt either the Act or laws comparable to the Act.

Welfare Reform and Upward Mobility Act This bill requires the President to include in the annual budget proposal the total level of means-tested welfare spending by the federal, state, and local governments for the most recent fiscal year for which such data is available, and estimated levels for the current and 10 ensuing fiscal years. For each of FY2018-FY2028 each state that receives means-tested welfare spending by the federal government shall report annually to the Congressional Budget Office on the total amount of such spending by the state for the fiscal year. The Congressional Budget Act of 1974 is amended to define means-tested welfare spending as spending for any federal program designed specifically to give assistance or benefits exclusively to low-income Americans. The refundable portion of certain tax credits shall also be means-tested welfare spending, as well as the refundable portion of the premium and out-of-pocket health care subsidies to be paid under the Patient Protection and Affordable Health Care Act. The bill revises work eligibility requirements under the Supplemental Nutrition Assistance Program. Part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act is amended to create the work preparation program for TANF families. The bill eliminates separate participation rate requirements for two-parent families. No federal funds shall be made available to carry out any means-tested housing program, but states may receive grants to fund their own housing programs. The bill prohibits funding for abortions and for health benefits that cover abortion, including certain tax credits, except where the pregnancy results from rape or incest or in certain other health cases.

Rabbi Michoel Ber Weissmandl Congressional Gold Medal Act of 2017 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to Rabbi Michoel Ber Weissmandl in recognition of his acts of valor during World War II.

Employee Rights Act This bill amends the National Labor Relations Act to: (1) make it an unlawful labor practice for a labor organization to interfere (currently, restrain or coerce) with the rights of employees to organize and collectively bargain; (2) require union recertification after a turnover in the workforce exceeding 50% of the bargaining unit; (3) require the National Labor Relations Board (NLRB) to give 14 days advance notice before a hearing investigating an election petition; and (4) require an employer to provide the NLRB with a list consisting only of employee names and addresses of all eligible voters within seven days after an NLRB determination of the appropriate bargaining unit or an agreement on eligible voters. The bill: (1) grants union and nonunion employees the right to vote by secret ballot on whether to ratify a collective bargaining agreement or engage in a strike, (2) prohibits the use of union dues for any purpose not directly related to collective bargaining, (3) prohibits a strike without the consent of a majority of all represented employees determined by secret ballot, and (4) prohibits the use or threat of force or violence to obtain the right to represent employees. .

Horseracing Integrity Act of 2017 This bill establishes the Horseracing Anti-Doping and Medication Control Authority as an independent non-profit corporation with responsibility for developing and administering an anti-doping and medication control program for: (1) Thoroughbred, Quarter, and Standardbred horses that participate in horse races that have a substantial relation to interstate commerce, (2) such horse races, and (3) the personnel engaged in the care, training, or racing of such horses. The Federal Trade Commission (FTC) shall have exclusive jurisdiction over all horse racing anti-doping and medication control matters. The Authority and such FTC jurisdiction shall terminate if an interstate compact providing for services consistent with such program is established within five years after the program takes effect. The Authority may enter into agreements with state racing commissions to implement the program within their jurisdictions. Program elements shall include: anti-doping and medication control rules, lists of permitted and prohibited substances and methods, a prohibition on the administration of any such substance within 24 hours of a horse's next racing start, and testing and laboratory standards. The Authority shall: develop, maintain, and publish such lists; establish a list of anti-doping and medication control rule violations applicable to either covered horses or persons; establish standards and the process for laboratory accreditation and sample testing; and promulgate rules for anti-doping and medication control results management, for the disciplinary process for violation results management, and for imposing sanctions for violations. The bill sets forth civil enforcement provisions. Activities under this bill are funded by an assessment placed on state racing commissions based on the calculation of cost per racing starter.

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill amends the Federal Meat Inspection Act to expand the exemption of custom slaughtering of animals from federal inspection requirements. Under current law, the exemption applies if the meat is slaughtered for personal, household, guest, and employee uses. The bill expands the exemption to include meat that is: slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning: (1) the slaughter of animals or the preparation of carcasses, parts thereof, meat and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

Strengthening Security in the Indo-Asia-Pacific Act This bill requires the Department of Defense (DOD) to report to Congress regarding: U.S. defense priorities and challenges emanating from the Indo-Asia-Pacific region, including challenges from North Korea and China; an assessment of the U.S. force posture and basing needs in such region; an assessment of the actions and resources necessary to retain an eleventh combat aviation brigade in South Korea; an assessment of the Air Force's ability to employ bombers and associated weapons while forward deployed in support of operations in such region; a plan for enhancing the sharing of commercial imagery and national technical means with South Korea and Japan; a plan for identifying areas of cyber security collaboration and partnership with Asian allies and enhancing information operations and strategic communication strategies to counter Chinese, North Korean, and Russian information warfare and propaganda activities; and an assessment of Freedom of Navigation Operation patrols in the South China Sea. FY2018 funds are authorized for DOD: (1) to address critical munitions shortfalls; (2) to procure area or missile defense interceptors; (3) for armed forces exercises with Japan, South Korea, and Australia; and (4) for joint training through the Combatant Commanders Exercise Engagement and Training Transformation Program.

Modernizing the Pittman-Robertson Fund for Tomorrow's Needs Act of 2017 This bill amends the Pittman-Robertson Wildlife Restoration Act to make it one of the purposes of the Act to provide financial and technical assistance to the states for the promotion of hunting and recreational shooting. The bill also prescribes a formula for the allocation of funds apportioned to a state that may be used for any activity or project to recruit or retain hunters and recreational shooters. In addition to other uses authorized under this bill, amounts apportioned to the states from any taxes on pistols, revolvers, bows, and arrows may be used for hunter recruitment and recreational shooter recruitment. The funds apportioned to a state for wildlife restoration management may be used for related public relations. If a state has not used all of the tax revenues apportioned to it for firearm and bow hunter education and safety program grants, it may use its remaining apportioned funds for the enhancement of hunter recruitment and recreational shooter recruitment. Up to $5 million of the revenues covered into the wildlife restoration fund in the Treasury from any tax imposed for a fiscal year on the sale of certain bows, arrows, and archery equipment shall be available to the Department of the Interior exclusively for making hunter recruitment and recreational shooter recruitment grants that promote a national hunting and shooting sport recruitment program, including related communication and outreach activities.

National Park Service Legacy Act of 2017 This bill: (1) establishes the National Park Service Legacy Restoration Fund, and (2) requires specified amounts of federal mineral revenues that are not otherwise credited, covered, or deposited pursuant to federal law to be deposited into such fund each fiscal year through FY2047. Amounts in the fund shall be used for meeting high-priority deferred maintenance needs of the National Park Service (NPS) as follows: 20% shall be allocated to transportation-related projects that may be eligible for funding made available to the NPS through the federal lands transportation program or any similar federal land highway program administered by the Department of Transportation; and 80% shall be allocated for the repair and rehabilitation of assets for certain projects that are not eligible for funding under such programs, including historic assets, nonhistoric assets related to visitor access, health and safety, and recreation, and visitor facilities, water and utility systems, and employee housing. No fund amounts may be used by the NPS to acquire land or to supplant discretionary funding made available for annually recurring facility operations and maintenance needs. As part of its annual budget submission, the NPS shall submit a prioritized list of deferred maintenance projects proposed to be funded by such fund during the fiscal year.

Commends the members of the Armed Forces who deployed from Camp Pendleton to fight in World War II and the Korean, Vietnam, Kuwait, Iraq, and Afghanistan wars.

American Legion 100th Anniversary Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins in recognition and celebration of the 100th anniversary of the American Legion. Surcharges received from the sale of these coins shall be paid to the American Legion for costs related to promoting the importance of: (1) caring for those who have served, and those who are still serving, in the Armed Forces; and (2) maintaining patriotic values, strong families, and assistance for at-risk children.

Protecting Taxpayers From Corruption Act This bill takes away workers' compensation benefits from Members of Congress who are convicted of an offense relating to abuse of the public trust. The Chief Administrative Officer of the House of Representatives shall submit a report to Congress listing each individual with respect to whom benefits and other payments were made from the Employees' Compensation Fund, on account of the injury or death of any current or former Member, officer, or employee of the House.

Veterans Equal Treatment Ensures Relief and Access Now Act or the VETERAN Act This bill amends the Internal Revenue Code to specify that, for the purpose of determining eligibility for the premium assistance tax credit, an individual may not be treated as eligible for coverage under certain Department of Veterans Affairs health insurance programs unless the individual is enrolled in the program. The bill applies to the premium assistance credit under current law beginning after 2017 and, if the American Health Care Act of 2017 is enacted, the modified premium assistance credit that would take effect under that bill after 2019. (Under current law, the premium assistance tax credit is a refundable tax credit provided to eligible individuals and families to subsidize the purchase of health insurance plans through an exchange established under the Patient Protection and Affordable Care Act. Individuals eligible for minimum essential health coverage from certain sources other than the individual insurance market are not eligible for the credit.)

Puppies Assisting Wounded Servicemembers Act of 2017 or the PAWS Act of 2017 This bill directs the Department of Veterans Affairs (VA) to carry out a five-year pilot program under which it provides grants to eligible nonprofit organizations to provide service dogs to veterans who suffer from post-traumatic stress disorder after completing other evidence-based treatment. An organization that receives a grant shall provide for each participating service dog and veteran: coverage by a commercially available veterinary health insurance policy, hardware clinically determined to be required by the dog to perform the tasks necessary to assist the veteran, payments for travel expenses to obtain the dog, and travel expenses required to obtain a replacement service dog. To be eligible for a grant, an organization must: (1) agree to cover all costs in excess of the grant amount to guarantee such benefits, (2) be certified by Assistance Dogs International, (3) provide one-on-one training for each service dog and recipient for 30 hours or more over 90 days or more, and (4) provide an in-house residential facility or other accommodations nearby in which service dog recipients stay for a minimum of 10 days while receiving at least 30 hours of training. The VA shall develop metrics to measure the improvement in psychosocial function and therapeutic compliance and changes independence on prescription narcotics and psychotropic medication of veterans participating in the program. The Government Accountability Office must report to Congress on the methodology used for the pilot program.

National Suicide Hotline Improvement Act of 2017 This bill requires the Federal Communications Commission (FCC) to coordinate with the Substance Abuse and Mental Health Services Administration and to consult with the Department of Veterans Affairs to examine: (1) the feasibility of designating a three-digit dialing code for a national suicide prevention and mental health crisis hotline system; and (2) the effectiveness of the current National Suicide Prevention Lifeline (1-800-273-TALK), including how well it addresses the needs of veterans. The FCC must submit to Congress a recommended dialing code, a cost-benefit analysis comparing the three-digit code to the current lifeline number, and cost estimates for service providers, states, and localities.

United States Coast Guard Commemorative Coin Act of 2017 This bill directs the Department of the Treasury to mint and issue in commemoration of the U.S. Coast Guard: (1) $5 gold coins, (2) $1 silver coins, and (3) half-dollar clad coins. The design of such coins shall be emblematic of the traditions, history, and heritage of the Coast Guard and its role in securing the United States since 1790. The bill prescribes certain design requirements. The issuance of such coins is restricted to the one-year period beginning on January 1, 2020. The bill prescribes the sale price of the coins and coin surcharges. Surcharges shall be paid by Treasury to the National Coast Guard Museum Association to help finance the design, construction, operations, and maintenance of this museum. Treasury shall ensure that minting and issuing coins under this bill will not result in any net cost to the federal government.
