Christa McAuliffe Commemorative Coin Act of 2019 This bill directs the Department of the Treasury to mint and issue not more than 350,000 $1 silver coins in commemoration of Christa McAuliffe, a teacher tragically killed in the Space Shuttle Challenger Disaster. The design of the coins shall bear an image and the name of Christa McAuliffe on the obverse side and a design on the reverse side that depicts the legacy of McAuliffe as a teacher. Treasury may issue the coins from January 1-December 31, 2020. All surcharges received by Treasury from the sale of the coins shall be paid to the FIRST robotics program for the purpose of engaging and inspiring young people, through mentor-based programs, to become leaders in the fields of science, technology, engineering, and mathematics.

Preserving America's Battlefields Act This bill reauthorizes through FY2028 the Battlefield Acquisition Grant Program and expands the purposes of the American Battlefield Preservation Program to include the preservation and protection of nationally significant battlefields of not only the Civil War but also the American Revolution and the War of 1812, and the enhancement of visitors' experiences at those battlefields.

No Work Without Pay Act This bill provides appropriations to pay the salaries and expenses of federal employees who are working during the lapse in appropriations that began on or about December 22, 2018, and resulted in a partial government shutdown.

This bill expands the boundary of the Fort Frederica National Monument on St. Simons Island, Georgia, and increases the maximum number of acres that may be included in the monument from 250 to 305 acres.

FairTax Act of 201 9 This bill imposes a national sales tax on the use or consumption in the United States of taxable property or services in lieu of the current income taxes, payroll taxes, and estate and gift taxes. The rate of the sales tax will be 23% in 2021, with adjustments to the rate in subsequent years. There are exemptions from the tax for used and intangible property; for property or services purchased for business, export, or investment purposes; and for state government functions. Under the bill, family members who are lawful U.S. residents receive a monthly sales tax rebate (Family Consumption Allowance) based upon criteria related to family size and poverty guidelines. The states have the responsibility for administering, collecting, and remitting the sales tax to the Treasury. Tax revenues are to be allocated among (1) the general revenue, (2) the old-age and survivors insurance trust fund, (3) the disability insurance trust fund, (4) the hospital insurance trust fund, and (5) the federal supplementary medical insurance trust fund. No funding is authorized for the operations of the Internal Revenue Service after FY2023. Finally, the bill terminates the national sales tax if the Sixteenth Amendment to the Constitution (authorizing an income tax) is not repealed within seven years after the enactment of this bill.

Bipartisan Budget and Appropriations Reform Act of 2018 This bill amends the Congressional Budget Act of 1974 to require biennial congressional budget resolutions, instead of the annual budget resolutions required under current law. The bill retains the existing annual process for budget reconciliation and appropriations bills.

Efficient Drug Disposal Act of 2018 This bill amends the Clean Air Act to exempt certain solid waste incinerators from performance standards, including emission requirements. Specifically, incinerators used by federal, state, and local law enforcement agencies to destroy contraband or household pharmaceuticals are exempt from these requirements.

Vietnam Human Rights Act This bill urges the Department of State to prompt Vietnam to: (1) repeal laws and administrative decrees restricting freedom of expression (including the Internet), association, and peaceful assembly; and (2) release political and religious prisoners. The bill states that: (1) it is U.S. policy to prioritize religious freedom in bilateral relations with Vietnam, (2) Vietnam should be designated as a country of particular concern for religious freedom, and (3) Vietnamese officials guilty of gross violations of human rights should be investigated by the United States and sanctioned if warranted. The State Department may establish programs to: (1) monitor and halt bride and sex trafficking of girls and women in Vietnam and other Asian countries, including China; and (2) address Vietnam's growing sex-ratio disparity. The President may provide assistance to ethnic minority groups in Vietnam affected by severe human rights violations. The bill expresses the sense of Congress that: (1) military assistance to Vietnam should be conditioned upon human rights progress, and (2) trade and foreign assistance benefits will be contingent upon whether Vietnam has illegally expropriated properties of U.S. citizens.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

Clarifying Lawful Overseas Use of Data Act or the CLOUD Act This bill amends the federal criminal code to specify that an electronic communication service (ECS) or remote computing service (RCS) provider must comply with existing requirements to preserve, backup, or disclose the contents of an electronic communication or noncontent records or information pertaining to a customer or subscriber, regardless of whether the communication or record is located within or outside the United States. An ECS or RCS provider may challenge a domestic warrant that compels disclosure of the contents of an electronic communication if: the customer or subscriber is not a U.S. citizen or national, lawful permanent resident, corporation, or other unincorporated entity; the customer or subscriber does not reside in the United States; and the required disclosure creates a material risk that the provider violates the laws of a foreign government with which the United States has in effect an executive agreement on data access. In response to an order from a foreign government with which the United States has an executive agreement on data access, an ECS or RCS provider may: intercept or disclose the contents of an electronic communication, and disclose the contents of a stored electronic communication or noncontent records or information pertaining to a subscriber or customer. It establishes a framework to allow the United States to enter into executive agreements with foreign governments to govern data access. To be valid, an executive agreement must meet certain requirements, including that the foreign government affords robust procedural privacy protections and adopts minimization procedures. This bill does not preclude a foreign authority from obtaining assistance in a criminal investigation or prosecution.

Born-Alive Abortion Survivors Protection Act This bill amends the federal criminal code to require any health care practitioner who is present when a child is born alive following an abortion or attempted abortion to: (1) exercise the same degree of care as reasonably provided to any other child born alive at the same gestational age, and (2) ensure that such child is immediately admitted to a hospital. The term "born alive" means the complete expulsion or extraction from his or her mother, at any stage of development, who after such expulsion or extraction breathes or has a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, regardless of whether the umbilical cord has been cut. Also, a health care practitioner or other employee who has knowledge of a failure to comply with these requirements must immediately report such failure to an appropriate law enforcement agency. An individual who violates the provisions of this bill is subject to a criminal fine, up to five years in prison, or both. An individual who commits an overt act that kills a child born alive is subject to criminal prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

Sugar Policy Modernization Act of 2017 This bill amends the Federal Agriculture Improvement and Reform Act of 1996 and other agricultural laws to modify the Department of Agriculture (USDA) sugar program. The bill modifies the sugar program to: reduce the rates for price support loans to processors of domestically grown sugarcane and sugar beets; require USDA to recover the net cost of the program from domestic sugar processors; extend through 2019 and then terminate the Feedstock Flexibility Program under which USDA purchases surplus sugar from domestic processors for resale to ethanol producers; extend through 2020 and then repeal the flexible marketing allotments which limit the amount of sugar that domestic processing companies may sell for domestic human use; require USDA to administer the program to provide adequate supplies of sugar at reasonable prices; require USDA to adjust sugar tariff-rate quota imports to achieve specified ratios of sugar stocks to total sugar use; and allow the transfer of quotas between countries.

Save American Workers Act of 2017 This bill amends the Internal Revenue Code to change the definition of "full-time employee" for purposes of the employer mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act from an employee who is employed on average at least 30 hours of service a week to an employee who is employed on average at least 40 hours of service a week.

Spending Safeguard Act This bill requires the Office of Management and Budget (OMB) to establish spending limits for direct spending programs that: (1) are enacted or reauthorized after enactment of this bill, and (2) do not have a specific level of authorized spending expressed as a dollar amount. The spending limits must be equal to: (1) 120% of the cost of the program for defense, health, Medicare, income security, Social Security, and veterans benefits and services programs; and (2) 110% of the cost for any other program. The OMB must maintain a publicly available scorecard that displays the spending level for any program that is subject to the limits. The OMB and the President must submit specified reports to Congress comparing current spending to the limits. The bill prohibits obligations for programs that have reached the applicable spending limit. Agencies implementing programs listed on the OMB's scorecard must ensure that any contract, offer of benefits, or other material provided to program participants specifies that the program is subject to a spending limit that may impact future availability of funds to pay benefits.

Save Local Business Act This bill amends the National Labor Relations Act and the Fair Labor Standards Act of 1938 to provide that a person may be considered a joint employer in relation to an employee only if such person directly, actually, and immediately, and not in a limited and routine manner, exercises significant control over the essential terms and conditions of employment (including hiring employees, discharging employees, determining individual employee rates of pay and benefits, day-to-day supervision of employees, assigning individual work schedules, positions, and tasks, and administering employee discipline).

Moving Obstructed Trains In-between Openings Now (MOTION) Act This bill allows railroad employees to remain or go on duty for a period in excess of hours-of-service limits for such employees in order to clear a blockage of vehicular traffic at a grade crossing.

Online Safety Modernization Act of 2017 This bill amends the federal criminal code to establish new crimes for using the mail or another facility of interstate or foreign commerce to knowingly engage in the following conduct: coercion of sexual acts, of sexual contact, or of the production of sexually explicit visual depictions; coercion or extortion involving threats to publish sexually explicit visual depictions; reporting of false or misleading information to cause an emergency law enforcement response; or publication of personally identifiable information of another person to threaten, intimidate, harass, or cause other harm. Additionally, the bill directs the Department of Justice (DOJ) to: develop a national strategy to reduce, investigate, and prosecute cybercrimes against individuals; publish statistics on cybercrimes against individuals; add operational agents, designate federal prosecutors, and implement training to improve the investigation and prosecution of cybercrimes against individuals; make state and local grants to prevent, enforce, and prosecute cybercrimes against individuals; and make a grant to establish and maintain the National Resource Center on Cybercrimes Against Individuals. The Federal Bureau of Investigation (FBI) must create a category, in the Uniform Crime Reports, for an offense that constitutes a cybercrime against individuals. Finally, the bill authorizes additional funding for the FBI and DOJ to hire and train law enforcement officers to investigate and assist in the prosecution of cybercrimes against individuals.

Justin Smith Morrill Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to posthumously award a Congressional Gold Medal to Justin Smith Morrill, a United States Senator from Vermont, for his lasting contributions to higher education opportunity for all Americans.

21st Century Aviation Innovation, Reform, and Reauthorization Act or the 21st Century AIRR Act This bill reauthorizes and modifies Federal Aviation Administration (FAA) programs. It also establishes the American Air Navigation Services Corporation as a federally chartered, not-for-profit corporation to assume operational control of FAA air traffic services on October 1, 2020. The bill revises requirements for the pilot program for passenger facility charges at nonhub airports and the airport improvement program. The bill extends the authorization for airport development at Midway Island Airport. The Department of Transportation (DOT): shall carry out an environmental mitigation pilot grant program for sponsors of public-use airports; and may make grants to such sponsors for environmental mitigation projects to reduce or mitigate aviation impacts on noise, air quality, or water quality at the airport or within five miles of the airport. DOT shall establish a Safety Oversight and Certification Advisory Committee. The FAA must establish: the FAA Task Force on Flight Standards Reform, a Regulatory Consistency Communications Board, and a safety workforce training strategy. DOT shall take appropriate actions to promote U.S. aerospace standards, products, and services abroad. DOT shall modify regulations regarding flight duty limitations and rest requirements to ensure that: (1) a flight attendant scheduled for a duty period of 14 hours or less is given a scheduled rest period of at least 10 consecutive hours, and (2) the rest period is not reduced under any circumstances. The bill prescribes certain requirements for improving passenger air service. The bill also reauthorizes the essential air service program and the small community air service development program. DOT shall: develop a comprehensive plan to accelerate the integration of civil unmanned aircraft systems (drones) into the national airspace system, establish a regional air transportation pilot program to provide operating assistance and grants to provide and maintain air service to communities not receiving sufficient air service, and establish a remote air traffic control tower pilot program for rural or small communities. The FAA shall initiate a review of its strategic aviation cybersecurity plan.

Reaffirms that it is U.S. policy to support a two-state solution to the Israeli-Palestinian conflict negotiated between Israel and the Palestinian Authority. Commends: (1) Israel's efforts to improve bilateral relations with Arab and Muslim-majority states in the region, and (2) steps taken by such states to improve bilateral relations with Israel. Urges: (1) such states and the Palestinian Authority to engage in bilateral and multilateral negotiations with Israel to advance the Israeli-Palestinian peace process and support the normalization of bilateral relations, and (2) the resumption of bilateral negotiations between Israel and the Palestinian Authority.

Patient Choice and Quality Care Act of 2017 This bill requires the Centers for Medicare & Medicaid Services to create and test a new Medicare model for advanced illness and care management that would enable certain Medicare beneficiaries with serious, chronic progressive, or advanced illnesses, to voluntarily engage in a planning process to obtain specialized care consistent with their health care goals. At least one participant in this model must be a hospice program. The model requires an interdisciplinary team comprised of physicians, nurses, and social workers to work together to provide beneficiaries and their caregivers with information and services on disease trajectory, treatment options, and available care. Information on advance care planning must be included in the Medicare & You Handbook. The Department of Health and Human Services (HHS) must: (1) award grants to certain public or private entities to increase awareness of advance care planning and advanced illness care, (2) establish the Advance Care Planning Advisory Council to advise HHS on issues relating to advanced and terminal illnesses, and (3) issue an annual report analyzing the circumstances of deceased Medicare beneficiaries.

Employee Rights Act This bill amends the National Labor Relations Act to: (1) make it an unlawful labor practice for a labor organization to interfere (currently, restrain or coerce) with the rights of employees to organize and collectively bargain; (2) require union recertification after a turnover in the workforce exceeding 50% of the bargaining unit; (3) require the National Labor Relations Board (NLRB) to give 14 days advance notice before a hearing investigating an election petition; and (4) require an employer to provide the NLRB with a list consisting only of employee names and addresses of all eligible voters within seven days after an NLRB determination of the appropriate bargaining unit or an agreement on eligible voters. The bill: (1) grants union and nonunion employees the right to vote by secret ballot on whether to ratify a collective bargaining agreement or engage in a strike, (2) prohibits the use of union dues for any purpose not directly related to collective bargaining, (3) prohibits a strike without the consent of a majority of all represented employees determined by secret ballot, and (4) prohibits the use or threat of force or violence to obtain the right to represent employees. .

Strengthening the Department of Homeland Security Secure Mail Initiative Act This bill directs the Department of Homeland Security (DHS) to provide for an option under which a person to whom a document is sent under the Secure Mail Initiative may elect to have the U.S. Postal Service (USPS) use the Hold for Pickup service or the Signature Confirmation service in delivering the document. DHS shall require payment of a fee for such services, which shall be deposited into the Immigration Examinations Fee Account and used to cover DHS and USPS costs of providing such services. The USPS: (1) may promulgate regulations that minimize such costs and do not require it to incur additional expenses that are not recoverable, and (2) shall notify DHS of any changes to such services. If DHS determines that substantially similar services offered by a private carrier would provide better service and value than the USPS services, it may discontinue use of the USPS services and enter into a contract with the private carrier.

American Legion 100th Anniversary Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins in recognition and celebration of the 100th anniversary of the American Legion. Surcharges received from the sale of these coins shall be paid to the American Legion for costs related to promoting the importance of: (1) caring for those who have served, and those who are still serving, in the Armed Forces; and (2) maintaining patriotic values, strong families, and assistance for at-risk children.
