Older Americans Home Repair Assistance Act - States that the purpose of this Act is to promote work opportunities for unemployed or underemployed persons who are at least fifty-five years of age and who have poor employment prospects and to assist eligible homeowners to repair their homes. Authorizes the Secretary of Labor to enter into contracts with public or private nonprofit agencies or organizations for the conduct of home repair projects by eligible individuals. Specifies the criteria to be met before the Secretary enters into any contract under this Act. Directs the Secretary to establish criteria designed to achieve an equitable distribution of assistance among the States and between urban and rural areas under this Act. Limits Federal financial assistance to any program carried out under this Act to not exceeding ninety percent of the cost of such program. Provides that the Secretary shall consult and cooperate with the Administration on Aging and any other related Federal agency administering related programs, with a view to achieving optimal coordination with such other programs and shall promote the coordination of projects under this Act with other public and private programs or projects of a similar nature. States that such Federal agencies shall cooperate with the Secretary in disseminating information about the availability of assistance under this Act and in promoting the identification and interests of individuals eligible for employment in projects funded under this Act.

Small Business Emergency Relief Act - Declares it to be the policy of Congress to provide equitable relief to small business concerns which have fixed-price Government contracts where such concerns encounter difficulties during performance because of the energy crisis or rapid and unexpected escalations of contract costs. Empowers the head of any agency to make modifications in the terms of existing fixed-price contract or contracts completed after December 31, 1972, with a small business concern which demonstrates specified performance difficulties.

Directs the Administrator of Veterans' Affairs to pay a pension to each veteran who served in the active military, naval, or air service at any time during World War I and who is not eligible for other pension benefits. Defines World War I as meaning the period beginning on April 5, 1917, and ending on July 2, 1921. Provides for a schedule of pension payments under this Act. Provides that if the veteran is married and living with or reasonably contributing to the support of his spouse, or has a child or children, the monthly rate of pension under this Act shall be $150. Provides that if the veteran is unmarried (or married but not living with or reasonably contributing to the support of his spouse) and has no child, the monthly rate of pension shall be $135. Provides that if the veteran has a disability by reason of which he is permanently housebound, the monthly rate hereunder shall be increased by $50. Provides that veterans in need of regular aid and attendance shall have their monthly rates increased by $125. Directs the Administrator to pay to widows of veterans, receiving benefits under this Act at time of death, pension benefits at a schedule provided in this Act.

Foreign Investment Control Act - Declares that the Congress finds that recent international economic and monetary changes have stimulated investment by foreign persons in industries and real property in the United States. Establishes the National Foreign Investment Commission. Specifies the duties, powers, and composition of the Commission. States that, within ninety days after the date of enactment of this Act, and at the end of each six-month period thereafter, the Commission shall determine and notify each issuer which is substantially involved in any area essential to the United States national security and/or economic security and each issuer which is substantially involved in any area important to the United States national security and/or economic security as defined and described in this Act. Requires the Commission to publish in the Federal Register the names of all issuers so determined under this Act. Requires each such issuer to submit to the Commission (within sixty days after receiving notification from the Commission) the names and nationalities of all individuals not citizens of the United States, and the names of all persons other than individuals who own voting securities of such issuers. States that such list shall also be transmitted to the Securities Exchange Commission which shall, in turn, require each broker, dealer, and bank registered under the Securities Exchange Act of 1934: (1) not to sell to any individual who is not a citizen of the United States any right, title, or interest in any security of an issuer on the list which is substantially involved in any area essential to our national security and/or economic security; (2) to contact the Commission for approval before it sells to any person who is not an individual (or to any individual acting as an agent for such a person) any right, title, or interest in any security of an issuer on the list which is substantially involved in any area essential to our national security and/or economic security; and (3) to inform the Commission immediately after it sells to any person any right, title, or interest in any security of an issuer on the list which is substantially involved in any area important to our national security and/or economic security. States that the Commission shall order (1) each individual whose name was submitted under this Act and (2) each person which the Commission determines is owned or controlled by a person not a citizen of the United states, who owns any right, title, or interest in any voting security of any issuer substantially involved in any area essential to our national security and/or economic security; to sell (within a period of sixty days after such order) all such securities to any citizen of the United States, or (with the Commission's prior approval) to any person not included in the prohibitions of this Act. Provides that, within a period of one hundred and eighty days after the enactment of this Act, the Commission shall determine which minerals, fertile realty for agriculture, timber lands, and other resources are to be included in a list of resources which are strategic to the national security and/or economic security of the United States. States that after such list is so published, if any seller or lessor of real estate located in the United States, or his agent, knows or has reason to know that such real estate contains resources on such list in commercially exploitable amounts, he shall not sell or lease such real estate to any individual who is not a citizen of the United States, or to such individual's agent. States that whoever fails to comply with specified requirements of this Act shall be fined not more than $10,000 for each such failure.

Arthritis Prevention Treatment, and Rehabilitation Act - Makes it the purpose of this Act to establish: (1) a long-range plan to expand and coordinate the national research, treatment, and control effort against arthritis and related musculoskeletal diseases; (2) centers for arthritis prevention, research, screening, early detection, training, treatment, and rehabilitation programs; and (3) programs to develop new and improved methods of arthritis screening and early detection and to establish a central arthritis screening and early detection data bank. Requires the Director of the National Institutes of Health to establish a National Commission on Arthritis and Related Musculoskeletal Diseases. Specifies the composition, duties, and powers of the Commission. States that the Commission shall formulate a long-range plan to combat arthritis and related musculoskeletal diseases with specific recommendations for the utilization and organization of national resources for that purpose. States that the plan shall include a plan for a coordinated research program encompassing existing and proposed Federal, non-Federal and local programs. Enumerates investigations, studies, and programs to be carried out under such plan. Authorizes to be appropriated $1,000,000 to carry out the above purposes. Establishes within the National Institute on Arthritis, Metabolism, and Digestive Diseases the position of Associate Director for Arthritis and Related Musculoskeletal Diseases. States that the Director of the National Institutes of Health shall establish an Inter-Institute Arthritis and Related Diseases Coordinating Committee to better coordinate research activities relating to arthritis and related musculoskeletal diseases. Provides for the development, establishment, construction, and operation of arthritis research and training centers. Specifies the purposes to be achieved by such research and training programs. Provides for the geographical distribution, operational support, and evaluation of such research and training centers. Authorizes specified appropriations for fiscal years 1975, 1976, and 1977 for the establishment of such centers. Authorizes the Secretary of Health, Education, and Welfare to establish and support arthritis screening, early detection, prevention, and control demonstration programs. Specifies the purpose of such programs. Authorizes specified appropriations for fiscal years 1975, 1976, and 1977 for the establishment and support of such programs. Requires the Secretary to establish the Arthritis Screening and Detection Data Bank as soon as practicable after the enactment of this Act. Provides that not less than $500,000 of the sums appropriated to the National Institutes of Health to carry out the purposes of this Act shall be obligated for basic and clinical orthopedic research conducted or supported by the National Institute on Arthritis, Rheumatism, and Metabolic Diseases.

National Commission on Epilepsy and Its Consequences Act - Directs the Secretary of Health, Education, and Welfare to appoint a National Commission to determine the most effective means of finding the cause and cures and treatments for epilepsy. Directs that such Commission shall develop a national plan for the control of epilepsy and its consequences. Provides for the membership of such Commission. Sets forth the duties of such Commission. Requires that it shall be a duty of the Commission to develop a comprehensive national plan for the control of epilepsy and its consequences based on the most thorough, complete, and accurate data available on the disorder. Requires the Commission to make recommendations concerning the proper roles of the Federal and State governments, and the national and local public and private agencies in research, prevention, identification and rehabilitation of persons with epilepsy. Requires the transmittal to the President and to the Congress of a final report under this Act.

Solar Energy Research, Development and Demonstration Act - Expresses the findings of Congress and declares that it is the policy of the United States to pursue a vigorous and adequately funded program with the objective of utilizing solar energy as a major source for our national energy needs. Defines the terms used in this Act. Establishes the Solar Energy Coordination and Management Project to have responsibility for management and coordination of a national solar energy research, development and demonstration program. Directs the Project to carry out its duties in cooperation with specified Federal agencies, including the Atomic Energy Commission and the Federal Power Commission. Makes conforming amendments to the National Science Foundation Act and the National Aeronautics and Space Act. Instructs the Project to initiate a solar energy resource determination and assessment program, emphasizing identification of promising areas for commercial exploitation and development. Enumerates the specific goals of the determination and assessment program. Directs the Project: (1) to initiate a research and development program for resolving the major technical problems inhibiting commercial utilization of solar energy in the United States; (2) to implement a research and development program to demonstrate the technical means for securing and utilizing the resource base; and (3) to initiate a program to design and construct facilities to demonstrate the feasibility of utilizing the various forms of solar energy. Details the goals of each such program. Authorizes the National Science Foundation to support, coordinate, and encourage the development of policies set forth in this Act. Establishes a Solar Energy Research Institute to perform research functions in connection with the Project's activities under this Act. Calls for the creation of a Solar Energy Information Data Bank, specifying the content of data to be collected and compiled. Transfers specified functions, documents, and personnel to the Energy Research and Development Administration. Authorizes to be appropriated to the National Science Foundation for fiscal year 1975, $2,000,000 for use in the preparation of the comprehensive program. Authorizes to be appropriated to carry out this Act, for fiscal years beginning after 1975, such sums as the Congress may hereafter authorize.

Small Business Emergency Relief Act - States that it is the policy of Congress to provide equitable relief to small business concerns which have fixed price Government contracts in cases where such concerns encounter significant and unavoidable difficulties during performance because of the energy crisis or rapid and unexpected escalations of contract costs. Authorizes the head of any agency of the Federal Government or his delegate to make appropriate modification in the terms of an existing fixed price contract or a fixed priced contract completed after December 31, 1972, with a small business concern which demonstrates that: (1) during the performance of the contract, it has experienced significant unanticipated cost increases directly related to the contract; and (2) the conditions which caused such increases were not peculiar to that particular small business concern and were generally experienced by other small business concerns in the market at that time. Directs each agency of the Federal Government to include in any fixed price contract with a small business concern an economic price adjustment clause which provides for upward or downward adjustments in the contract price based on cost increases or decreases experienced by the small business concern in the performance of the contract.
