Strengthening Manufactured Appliance Requirements towards Thoughtful Energy Efficiency Standards Act or the SMART Energy Efficiency Standards Act This bill modifies the date that regional energy efficiency standards established under the Energy Policy and Conservation Act (EPCA) apply to furnaces, central air conditioners, and heat pumps. EPCA applies the standard on the date such products are installed. The bill applies the standard on the date such products are manufactured or imported.

Consensual Donation and Research Integrity Act of 2023 This bill requires certain entities that acquire human bodies and sell for profit a whole human body or human body part to register with the Department of Health and Human Services. Registered entities must comply with record-keeping, labeling, packaging, and disposition requirements. The registration and related requirements do not apply to the Organ Transplantation Network (a public-private partnership that links the professionals involved in the U.S. donation and transplantation system) or its members; the preparation, transportation, and final disposition of human bodies or body parts by funeral service professionals; and schools of medicine, dentistry, and mortuary science and other research and training entities that do not sell whole human bodies or body parts for profit.

Creating Opportunities Now for Necessary and Effective Care Technologies for Health Act of 2023 or the CONNECT for Health Act of 2023 This bill expands coverage of telehealth services under Medicare. Among other provisions, the bill permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary) and allows the home of the beneficiary to serve as the originating site for all services; permanently allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner); and allows the Centers for Medicare & Medicaid Services (CMS) to generally waive coverage restrictions during any public health emergency. Additionally, the CMS must post certain information about the effects of Medicare telehealth services on its website, including information about utilization, costs, and the outcome of services. The CMS must also (1) provide resources to health care professionals about the requirements for furnishing telehealth services under Medicare, including with respect to payment, patient privacy, and support for underserved populations; and (2) ensure certain quality measures are applied to telehealth services.

Protecting America's Distribution Transformer Supply Chain Act This bill prohibits the Department of Energy (DOE) from revising existing energy conservation standards for distribution transformers in electric power systems for the next five years. During that time, DOE may not propose, finalize, implement, administer, or enforce any rule under the Energy Policy and Conservation Act that establishes requirements that are different than the requirements for distribution transformers under the 2013 final rule titled Energy Conservation Program: Energy Conservation Standards for Distribution Transformer s.

Rebuilding Economic Prosperity and Opportunity for Ukrainians Act or the REPO for Ukrainians Act This bill requires or authorizes various actions related to the confiscation and disposition of Russian sovereign assets (which include funds and other property of Russia's central bank, direct investment fund, or ministry of finance). Under the bill, the President must require U.S. financial institutions to notify the Department of the Treasury of any Russian sovereign assets located at such institutions. The President may confiscate any such assets subject to U.S. jurisdiction. Confiscated funds and the proceeds of liquidated property must be deposited into the Ukraine Support Fund established by the bill. The Ukraine Support Fund shall be used by the Department of State to compensate Ukraine for damages caused by the Russian invasion. The Ukraine Support Fund may also support an international body or mechanism for (1) reconstruction and rebuilding efforts in Ukraine, (2) humanitarian assistance to the Ukrainian people, or (3) other purposes which support the recovery of Ukraine and the welfare of the Ukrainian people. The bill also directs the President to seek to establish, with foreign partners, an international mechanism to provide compensation to Ukraine using the Ukraine Support Fund and Russian sovereign assets confiscated by foreign partners. Additionally, the bill sets policy on related topics, such as specifying that the United States should lead an international sanctions regime to freeze Russian sovereign assets in conjunction with allies and partners.

Federal Assistance to Initiate Repayment Act or the FAIR Act This bill makes various changes to the federal student loan system, including by establishing a new income-driven repayment plan and limiting the authority of the Department of Education (ED) to propose or issue regulations and executive actions related to federal student aid programs. The bill directs ED to provide at least 12 notices to each borrower of a federal student loan indicating (1) the date on which the borrower is required to make monthly loan payments; (2) the borrower's options for repayment; and (3) the options available to a borrower who is in default, including the option to consolidate or rehabilitate loans. ED must also conduct additional outreach to at-risk borrowers. Additionally, the bill replaces existing federal student loan repayment plans with one standard 10-year repayment plan and one income-driven repayment plan. The bill outlines the terms of this new income-driven repayment plan. The bill provides deferment options for borrowers with loans made on or after July 1, 2024. The bill prohibits ED from authorizing additional deferment options or periods of deferment other than those authorized by this bill. The bill allows borrowers to rehabilitate a defaulted loan twice (currently, only once). The bill also prohibits ED from issuing a proposed rule, final regulation, or executive action related to federal student aid programs if ED determines that the rule, regulation, or action (1) is economically significant, and (2) would result in an increase in a subsidy cost.

Protecting Small Business Information Act of 2023 This bill requires the Department of the Treasury to ensure all rules issued under the Corporate Transparency Act have the same effective date. Any final rules already issued must not take effect until all final rules under the act have been issued. The act requires companies to report beneficial ownership information (i.e., the identity of individuals behind a corporate entity) to the Financial Crimes Enforcement Network (FinCEN).

This bill provides for the reliquidation of certain golf cart tires imported into the United States during specified time periods. U.S. Customs and Border Protection (CBP) defines liquidation as the final computation or ascertainment of duties on entries for consumption or drawback entries. Within 90 days of this bill's enactment, CBP must reliquidate each entry of K389 Hole-N-One golf cart tires at the rate of duty applicable to such tires under subheading 4011.69.00 of the Harmonized Tariff Schedule of the United States (the general rate of duty for this subheading is free) on the date of entry, and refund with interest any duties previously paid with respect to the entry.

This resolution condemns Iran's state-sponsored persecution of the Baha'i religious minority and Iran's continued violation of international human rights treaties. The resolution calls on Iran to (1) immediately release Baha'is and others imprisoned or detained solely on account of religion, (2) end its state-sponsored campaign of hate propaganda against the Baha'is, and (3) reverse certain policies that discriminate against Baha'is and other religious minorities. The resolution also urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

Jackie Walorski Enhancing Necessary Data on Illegal School Bus Passing Act This bill addresses various issues related to illegal passing of stopped school buses. For example, the bill requires the National Highway Traffic Safety Administration to establish a grant program for demonstration projects to monitor and collect data on illegal passing of stopped school buses, produce and distribute a national public safety messaging campaign concerning the dangers of illegal passing of stopped school buses, and modify certain educational materials to include more information on the dangers of illegal passing of stopped school buses and the importance of enforcing laws against it. The bill also requires the Department of Transportation, in consultation with the National Conference of State Legislatures, to develop model legislation to address incidents of illegal passing of stopped school buses.

U.S.-Israel Partnership and Abraham Accords Enhancement Act of 2023 This bill modifies and extends certain authorities related to Israel. For example, the bill extends the authorization for the Department of Defense (DOD) to transfer certain defense items to Israel; extends the authorization to finance cooperative projects among the United States, Israel, and developing countries related to water resources, agriculture, and energy storage; extends energy cooperation and authorizes the Department of Energy to make grants to Israel to support advanced nuclear technologies, as well as for carbon capture, utilization, and storage; requires the U.S. Agency for International Development to ensure that applicants from Abraham Accord countries are eligible for Middle East Regional Cooperation grants; and requires the Department of State to report to Congress on U.S. diplomatic efforts to oppose politically motivated investigations against the United States and Israel at the International Criminal Court.

This joint resolution nullifies the final rule issued by the Consumer Financial Protection Bureau titled Small Business Lending under the Equal Credit Opportunity Act (Regulation B) and published on May 31, 2023. The rule requires financial institutions to collect and report to the bureau credit application data for small businesses. On July 31, 2023, the U.S. District Court for the Southern District of Texas ordered the bureau not to implement or enforce the rule until a related pending case is resolved.

Stop Harboring Iranian Petroleum Act or the SHIP Act This bill requires the President to impose visa- and property-blocking sanctions against foreign persons that knowingly transport, process, refine, or otherwise deal in petroleum and petroleum products originating in Iran. These sanctions also extend to certain foreign persons associated with the sanctioned individual, such as adult family members and any entities owned or controlled by the sanctioned individual.

Midwives for Maximizing Optimal Maternity Services Act of 2023 or the Midwives for MOMS Act of 2023 This bill establishes grants within the Health Resources and Services Administration (HRSA) for establishing or expanding midwifery programs at institutions of higher education and nursing schools. In awarding grants, HRSA must give special consideration to institutions that focus on increasing the number of midwife professionals from underrepresented groups and promote practicing in areas with limited access to professional health care.

Douglas "Mike" Day Psychedelic Therapy to Save Lives Act of 2023 This bill requires the Department of Defense (DOD) to award grants to eligible entities to research the treatment of certain members of the Armed Forces through the use of specified psychedelic substances (e.g., MDMA). Specifically, the research must focus on members of the Armed Forces who are serving on active duty and have been diagnosed with post-traumatic stress, a traumatic brain injury, or chronic traumatic encephalopathy. Under the bill, eligible entities include federal or state government entities, academic institutions, and nonprofit entities.

Rural Health Clinic Burden Reduction Act This bill makes a series of changes to requirements that apply to rural health clinics under Medicare. For example, the bill allows rural health clinics that are not directed by physicians to enter into arrangements with physician assistants or nurse practitioners that generally comply with state laws (regarding scope of practice), rather than other specific requirements. It also specifies that rural health clinics (1) need only have prompt access to clinical laboratory services (as opposed to having to directly provide these services); (2) must be located in a non-urban area with a population that is less than 50,000; (3) may contract with (as opposed to employ) physician assistants or nurse practitioners; and (4) may primarily provide mental health services if located in a designated mental health professional shortage area.

Travel Trailer and Camper Tax Parity Act This bill modifies the tax deduction for floor plan financing interest to include in the term motor vehicles eligible for such financing any trailer or camper that is designed to provide temporary living quarters for recreational, camping, or seasonal use and is designed to be towed by, or affixed to, a motor vehicle.

Middle Class Borrower Protection Act of 2023 This bill rolls back changes made by the Federal Housing Finance Agency (FHFA) to the fees charged by Fannie Mae and Freddie Mac for a conventional single-family mortgage (i.e., loan-level pricing adjustments) and restricts future fee adjustments. These changes, effective May 1, 2023, revised the fee charts that provide percentage adjustments based on a mortgagor's credit score and down payment. The bill reinstates the fee structure that was in place prior to May 1, 2023. The Government Accountability Office (GAO) must report on the changes made by the FHFA. Further adjustments to the fee structure by FHFA are prohibited until 90 days after the publication of the GAO report. After this period, FHFA must follow Administrative Procedure Act requirements when proposing adjustments to the fee structure. The bill also requires that, to the greatest extent feasible, revisions to the fee schedule must be based on risk. Further, FHFA, Fannie Mae, and Freddie Mac are prohibited from imposing any loan-level pricing adjustment fee that is based on the ratio of the debt of the mortgagor to the income of the mortgagor.

Increasing Competitiveness for American Drones Act of 2023 This bill establishes and extends certain rules and authorities related to unmanned aircraft systems (UAS) and operations. Specifically, the bill requires the Federal Aviation Administration (FAA) to establish a regulatory pathway for certification or approval of UAS to enable commercial beyond visual line of sight (BVLOS) operations, including a risk assessment methodology. Additionally, the bill establishes the Office of Associate Administrator of UAS Integration within the FAA. Among other duties, the office must (1) ensure and oversee the safe integration of UAS into the national airspace system, and (2) encourage and facilitate a commercially viable UAS industry and the leadership of the United States in UAS. The bill also establishes the UAS Certification Unit to develop and implement the UAS certification or approval processes for BVLOS operations. The bill extends the FAA's UAS Test Site Program, which provides verification of the safety of public and civil UAS, operations, and related navigation procedures before their integration into the national airspace system. The bill also modifies the program to require the FAA to use modeling and simulation tools to assist in the testing, evaluation, verification, and validation of UAS. Further, the bill extends the special authority for the Department of Transportation to provide exemptions from some requirements for UAS by using a risk-based approach to determine if certain UAS may operate safely in the national airspace system.

Safeguarding American Value-added Exports Act or the SAVE Act This bill directs the Department of Agriculture (USDA) to secure foreign markets for goods using common names. In general, the bill defines common name as a name that USDA determines (1) is ordinarily or customarily used for an agricultural commodity or food product, (2) is typically placed on the packaging and product label of the agricultural commodity or food product, and (3) the use of which is consistent with standards of the Codex Alimentarius Commission. Specifically, USDA must coordinate efforts with the Office of the U.S. Trade Representative (USTR) to secure the right of U.S. agricultural producers, processors, and exporters to use common names for agricultural commodities or food products in foreign markets. Through the negotiation of bilateral, plurilateral, or multilateral agreements, memoranda of understanding, or exchanges of letters, USDA and the USTR must assure the current and future use of each common name identified by USDA in connection with U.S. agricultural commodities or food products.

Give Kids a Chance Act of 2023 This bill authorizes certain targeted clinical trials involving combinations of drugs to treat pediatric cancer. Specifically, the bill modifies requirements relating to molecularly targeted pediatric cancer investigations so as to authorize investigations of new drugs that are used in combination with active ingredients that have already been approved and that (1) have been determined to be the standard of care for treating a pediatric cancer, or (2) have been approved to treat an adult cancer and are directed at molecular targets for pediatric cancer. The Food and Drug Administration must issue guidance and report on the bill's implementation. The Government Accountability Office must report on the effectiveness of the bill's changes with respect to the development of pediatric cancer drugs.

AM Radio for Every Vehicle Act of 2023 This bill requires the Department of Transportation (DOT) to issue a rule that requires all new motor vehicles to have devices that can access AM broadcast stations installed as standard equipment. (AM broadcast stations are often used to deliver emergency alerts and news and entertainment programming; some newer vehicles do not include AM equipment.) Specifically, this bill applies to motor vehicles manufactured in the United States, imported into the United States, or shipped in interstate commerce after the rule's effective date. The DOT rule must require all such vehicles to have devices that can receive signals and play content transmitted by AM broadcast stations or digital audio AM broadcast stations installed as standard equipment. Prior to the effective date of the rule, manufacturers that do not include devices that can access AM broadcast stations as standard equipment must inform purchasers of this fact through clear and conspicuous labeling. DOT may assess civil penalties against any manufacturer that fails to comply with the mandate. The Department of Justice may also bring a civil action to enjoin a violation. Further, the Government Accountability Office must study and report on whether a reliable alternative communication system exists for delivering emergency alerts and consider the (1) cost to drivers and passengers of receiving communications through an alternative system, and (2) cost and time required to develop and implement an alternative.

National Law Enforcement Officers Remembrance, Support and Community Outreach Act This bill directs the Department of Justice (DOJ) to establish a National Law Enforcement Officers Remembrance, Support, and Community Outreach Program. The bill further directs DOJ to award a grant under the program to the National Law Enforcement Officers Memorial Fund for the expenses associated with community outreach, public education, and officer safety and wellness programs operated by the of the National Law Enforcement Officers Memorial Fund and National Law Enforcement Museum.

Protecting Children From Experimentation Act of 2023 This bill establishes a new federal criminal offense for health care professionals who perform or provide referrals for gender transition procedures on minors. A physical or mental health care professional who performs or provides a referral for a gender transition procedure on a minor is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill authorizes civil remedies for a minor who undergoes a gender transition procedure. A minor who undergoes a gender transition procedure may not be arrested or prosecuted for an offense under this bill.

Farm Operations Support Act This bill freezes the minimum wage for H-2A (temporary agricultural workers) through December 31, 2023. Specifically, the adverse effect wage rate that was in effect in a state on December 1, 2022, shall remain in effect through December 31, 2023. (Generally, the minimum wage for an H-2A worker is the highest of the adverse effect wage rate, the prevailing hourly wage or piece rate, the federal minimum wage, or the applicable state minimum wage.)

Ensuring Seniors' Access to Quality Care Act This bill repeals certain restrictions under Medicare and Medicaid that prohibit the approval of nurse-aide training and competency evaluation programs in skilled nursing facilities that have been subject to specified regulatory actions (e.g., civil penalties) for substandard quality of care. The Centers for Medicare & Medicaid Services (CMS) must still disapprove such programs for up to two years; however, the CMS must rescind the disapproval upon completion of corrective action and may require additional oversight of the program for purposes of rescission. The bill also allows Medicaid and Medicare providers (e.g., skilled nursing facilities) to access, through the National Practitioner Data Bank, disciplinary information for affiliated physicians and other health care practitioners, as reported by state licensing authorities.

Affordable Housing Credit Improvement Act of 2023 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing tax credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2023 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments, and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to increase state allocations of the credit; repeal the qualified census tract population cap; prohibit consideration of local approval and local government contribution requirements for housing projects; increase the credit for certain projects designated to serve extremely low-income households; increase the credit for certain bond-financed projects designated by state agencies; eliminate the basis reduction for properties that receive certain energy-related tax benefits; and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, tax-exempt bond financing, and foreclosures.

Fight and Combat Rampant Iranian Missile Exports Act or the Fight CRIME Act This bill imposes sanctions pertaining to Iran's missile program. The President must impose visa- and property-blocking sanctions on foreign persons (i.e., foreign individuals, entities, and states) that are knowingly involved with Iran or Iran-aligned entities in certain missile-related activities, such as (1) acquiring, possessing, developing, transporting, transferring, or deploying missiles or related items and technology that are covered by the Missile Technology Control Regime (MTCR), or (2) developing missile or drone technologies. (The MTCR is an informal political understanding among states that seek to limit missile proliferation.) The President must also impose sanctions on (1) certain adult family members of those who are subject to the sanctions discussed above, and (2) foreign persons who knowingly provide significant support to or engage in a significant transaction with those subject to the sanctions discussed above. The bill also requires the Department of State to report to Congress on various topics, including (1) a diplomatic strategy to renew international restrictions on certain missile-related activities set forth in Annex B of U.N. Security Council Resolution 2231, which concerns restrictions on arms transfers to and from Iran; (2) the identities of foreign persons engaging in restricted activity under Annex B; and (3) an analysis of the foreign and domestic supply chains that facilitate Iran's missile or drone programs.

Special Envoy for the Abraham Accords Act This bill establishes the position of Special Envoy for the Abraham Accords within the Department of State. (The Abraham Accords are agreements to normalize or improve relations between Israel and four members of the Arab League: the United Arab Emirates, Bahrain, Morocco, and Sudan.) The Special Envoy shall serve as the primary advisor to the U.S. government for expanding and strengthening the Abraham Accords. The duties of the Special Envoy include (1) encouraging counties without diplomatic relations with Israel to establish formal diplomatic, economic, security, and people-to-people ties; (2) expanding and strengthening existing relationships between Israel and Muslim-majority countries; and (3) coordinating efforts across the US government and engaging diplomatically with foreign governments, nongovernmental organizations, and other stakeholders to expand and strengthen the Abraham Accords. The Special Envoy shall have the rank and status of ambassador.

Increased TSP Access Act of 2023 This bill directs the Department of Agriculture (USDA) to modify the certification process for Technical Service Providers (TSPs) at the Natural Resources Conservation Service (NRCS) by establishing an approval process for nonfederal certifying entities and a streamlined certification process for TSPs that hold certain specialty certifications. (TSPs are third-party service providers, such as private businesses, Indian tribes, and nonprofit organizations, who work on behalf of customers to offer planning, design, and implementation services that meet NRCS criteria.) The bill specifies that USDA must ensure, to the maximum extent practicable, third-party providers with expertise in the technical aspects of conservation practice design, implementation, and evaluation are eligible to become approved TSPs. USDA must provide a streamlined certification process for TSPs who hold appropriate specialty certifications (e.g., certified crop advisors). In determining the eligibility of a nonfederal certifying entity, USDA must consider the ability, experience, expertise, and history of the entity. USDA must decide whether to approve an application submitted by a nonfederal certifying entity to certify TSPs not later than 40 business days after receiving an application. USDA must review a TSP's certification by a nonfederal certifying entity not later than 10 business days after receiving a notification from the nonfederal entity. If the certification is satisfactory, USDA must include the TSP on a USDA-maintained registry of certified TSPs. The bill also specifies that TSPs must be paid at rates equivalent to technical assistance provided by USDA. Further, USDA must provide accessible public information on TSPs, including information on funding, contributions, certification results, and utilization rates.

Responsible Borrower Protection Act of 2023 This bill prohibits the Federal Housing Finance Agency, the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) from implementing their January 2023-announced changes to the single-family pricing framework for fees on purchase, rate-term refinance, and cash-out refinance loans. The changes revise the fee charts that provide percentage adjustments based on a borrower's credit score and other factors.

Veteran Improvement Commercial Driver License Act of 2023 This bill authorizes approval of certain commercial driver education programs for purposes of Department of Veterans Affairs (VA) educational assistance if the programs meet specified requirements. Under current law, the VA may not approve enrollment of a veteran in courses for programs that do not lead to a standard degree that are offered at a new branch (i.e., a branch that has been operating for less than 2 years) of an educational institution. Under the bill, a commercial driver education program offered at a new branch of an educational institution may be approved if it is appropriately licensed and uses the same curriculum as a commercial driver education program offered by the educational institution at another location that is already approved for purposes of VA educational assistance. The educational institution must submit a report demonstrating the curriculum at the new branch is the same as the curriculum at the primary location in order to be exempt from the current prohibition against course approval at new branches.

Limit, Save, Grow Act of 2023 This bill increases the federal debt limit and decreases spending. It also repeals several energy tax credits, modifies the permitting process and other requirements for energy projects, expands work requirements for the Supplemental Nutrition Assistance Program (SNAP) and other programs, and nullifies regulations for the cancellation of federal student loan debt. Specifically, the bill suspends the debt limit through March 31, 2024, or until the debt increases by $1.5 trillion, whichever occurs first; establishes discretionary spending limits for FY2024-FY2033 that include decreases in discretionary spending; rescinds certain unobligated funds that were provided to address COVID-19 and to the Internal Revenue Service; nullifies certain executive actions and regulations for cancelling federal student loan debt and implementing an income-driven repayment plan for student loans; repeals or modifies tax credits for renewable and clean energy, energy efficient property, alternative fuels, and electric vehicles; establishes new work requirements for Medicaid and expands the work requirements for SNAP and the Temporary Assistance for Needy Families (TANF) program; and requires major federal rules (e.g., rules likely to result in an annual economic effect of at least $100 million) to be approved by Congress before they take effect. The bill also includes various provisions related to the development of energy resources such as oil, natural gas, and minerals. For example, the bill requires additional federal oil and gas leasing, reduces or eliminates certain royalties and fees, and expedites the permitting process for various energy projects.

This joint resolution nullifies a Department of Labor final rule entitled Adverse Effect Wage Rate Methodology for the Temporary Employment of H-2A Nonimmigrants in Non-Range Occupations in the United States and published on February 28, 2023. This rule makes changes to the methodology used to set adverse effect wage rates for H-2A workers (temporary agricultural workers), including by using Bureau of Labor Statistics wage surveys in certain instances. (Generally, the minimum wage for an H-2A worker is the highest of the adverse effect wage rate, the applicable minimum wage, the prevailing wage for that occupation in that area, or any agreed-upon collective bargaining wage.)

Enhancing K-12 Cybersecurity Act This bill establishes resources and a program to address cybersecurity of elementary and secondary schools. First, the bill directs the Cybersecurity and Infrastructure Security Agency (CISA) to establish an information exchange to disseminate information, best practices, training, and resources to improve cybersecurity in elementary and secondary schools. In addition, CISA must establish a registry to track cyber incidents affecting information technology systems that are owned or managed by schools and educational agencies. Schools and educational agencies may voluntarily submit information to the registry. Finally, the bill requires CISA to establish a program to address cybersecurity threats to school information systems.

Save Local Business Act This bill provides that a person may be considered a joint employer in relation to an employee under federal labor law only if such person directly, actually, and immediately (and not in a limited and routine manner) exercises significant control over the essential terms and conditions of employment. Such control may by demonstrated by hiring and discharging employees, determining individual employee rates of pay and benefits, day-to-day supervision of employees, assigning individual work schedules, positions, and tasks, and administering employee discipline.

Uyghur Policy Act of 2023 This bill addresses human rights issues concerning the Uyghurs and other minority groups residing primarily in the Xinjiang Uyghur Autonomous Region in China. The bill authorizes the establishment of a Special Coordinator for Uyghur Issues position within the Department of State. The State Department's Bureau of Educational and Cultural Affairs may, subject to appropriations, make certain funds available to human rights advocates working on behalf of Uyghurs and members of other persecuted minority groups in China. The funds, if made available, shall be used to facilitate the presence of such human rights advocates at public diplomacy forums to speak on issues related to the human rights and religious freedoms of persecuted minority groups in China. The State Department must ensure that Uyghur language training is available to Foreign Service officers. It must also ensure that a Uyghur-speaking member of the Foreign Service is assigned to U.S. diplomatic and consular missions in China.
