Department of Defense Survivor Benefits Continuing Appropriations Resolution, 2014 - Makes appropriations, out of any money in the Treasury not otherwise appropriated, for death gratuities and related benefits for survivors of deceased military service members of the Department of Defense (DOD) for FY2014, and for other purposes, such amounts as may be necessary, at a rate for operations as provided for FY2013 in the Department of Defense Appropriations Act, 2013 (division C of P.L. 113-6), for "Operation and Maintenance" and "Military Personnel" accounts for continuing the following projects and activities that are not otherwise specifically provided for in this joint resolution or the Pay Our Military Act (P.L. 113-39), and for which appropriations, funds, or other authority were made available by the Department of Defense Appropriations Act, 2013: payment of death gratuities to certain survivors of deceased military service members, including for the death of members on active duty or inactive duty training, the death of members after discharge or release from duty or training, members and employees dying outside the United States while assigned to intelligence duties, and other eligible survivors; funeral and burial expenses; authorized funeral travel and travel related to the dignified transfer of remains and unit memorial services; and temporary continuation of a basic allowance of housing for certain dependents of members dying on active duty. Requires the rate of operations to be calculated to reflect the full amount of any reduction required in FY2013 pursuant to: (1) the Consolidated and Further Continuing Appropriations Act, 2013 (P.L. 113-6), and (2) the presidential sequestration order dated March 1, 2013, except as attributable to budget authority made available by the Disaster Relief Appropriations Act, 2013 (P.L. 113-2). Makes appropriations and funds made available and authority granted under this joint resolution available until whichever of the following first occurs: (1) enactment into law of an appropriation for any project or activity provided for in this joint resolution, (2) enactment into law of the applicable appropriations Act for FY2014 without any provision for such project or activity, or (3) December 15, 2013. Requires implementation of this joint resolution so that only the most limited funding action be taken in order to provide for continuation of projects and activities. Expresses the sense of Congress that this joint resolution may also be referred to as the Honoring the Families of Fallen Soldiers Act.

National Intelligence Program Operations Continuing Appropriations Resolution, 2014 - Makes appropriations, out of any money in the Treasury not otherwise appropriated, for national intelligence program operations for FY2014, and for other purposes, such amounts as may be necessary, at a rate for operations provided for in the Department of Defense Appropriations Act, 2013 (division C of P.L. 113-6), for payment of personnel compensation and benefits for civilian employees whom the Director of National Intelligence (DNI) determines necessary to continue the following projects or activities conducted in FY2013, for which appropriations, funds, or other authority were made available under such Act, as set forth under the heading "National Intelligence Program" in the classified annex accompanying such Act: producing finished intelligence for the President or senior military or civilian officials of the federal government; collecting human, signals, or technical intelligence; conducting a covert action under the National Security Act of 1947, as directed by the President; providing analytic support to critical ongoing intelligence operations and military combat operations; and maintaining the capability to provide warnings of counterterrorism and international terrorist threats to protect the life, safety, and security of U.S. interests. Makes further appropriations for continuing contracts for compensation of contract employees whom the DNI determines necessary to support such projects and activities. Requires the rate of operations for each such project or activity to be calculated to reflect the full amount of any reduction required in FY2013 pursuant to: (1) the Consolidated and Further Continuing Appropriations Act, 2013 (P.L. 113-6), and (2) the presidential sequestration order dated March 1, 2013, except as attributable to budget authority made available by the Disaster Relief Appropriations Act, 2013 (P.L. 113-2). Flood Insurance Fairness Act of 2013 - Prohibits the taking effect of specified flood insurance premium changes under the Biggert-Waters Flood Insurance Reform Act of 2012 and the National Flood Insurance Act of 1968 (which prohibit the estimating of flood insurance premium rates for severe repetitive loss and other specified properties or extending premium subsidies to new or lapsed flood insurance policies, and which also require certain flood insurance risk premium rate adjustments) until 180 days after both chambers of Congress have completed consideration of a qualified joint resolution providing for legislative changes to ensure that risk premium rates for flood insurance coverage under the national flood insurance program are substantially affordable for all homeowners. Directs the Administrator of the Federal Emergency Management Agency (FEMA) to submit to Congress and make publicly available a determination of whether the risk premium rates for flood insurance coverage under the national flood insurance program resulting from such legislative changes are substantially affordable for all homeowners. Sets forth procedures for expedited congressional consideration of the proposed joint resolution.

Honoring the Fort Hood Heroes Act - Directs: (1) the Secretary of the military department concerned to award the Purple Heart to members of the Armed Forces (members) who were killed or wounded in the attack at Fort Hood, Texas, on November 5, 2009; and (2) the Secretary of Defense (DOD) to award the Secretary of Defense Medal for the Defense of Freedom to civilian employees and contractors of DOD who were killed or wounded in such attack. Deems, for purposes of all applicable federal benefit laws, regulations, and policies: (1) such members to have been killed or wounded in a combat zone as the result of an enemy act; and (2) such employees to have been killed or wounded by hostile action while serving with the Armed Forces in a contingency operation and to have been killed or wounded in a terrorist attack. Excludes any member whose death or wound was the result of willful misconduct. Applies such provisions to post-traumatic stress disorder (PTSD) or other psychological injuries that were a a result of such attack.

Nuclear Workers Compensation Act - Amends the Energy Employees Occupational Compensation Program Act of 2000 to replace the current requirements for occupational illness compensation to the survivors of a Department of Energy (DOE) contractor employee. Requires payment to a survivor of the compensation the deceased contractor employee would otherwise have been paid, if the employee dies after applying for the compensation but before receiving it. Requires payment of the compensation, if no survivors exist, to a claimant's surviving family members. Requires a survivor eligible for contractor employee compensation under this Act as well as survivor compensation under the regular compensation schedule for survivors to elect one or the other. Prohibits any payment to a survivor of both kinds of compensation.

United States Coast Guard Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue in commemoration of the United States Coast Guard: (1) $5 gold coins, (2) $1 silver coins, and (3) half-dollar clad coins. Requires the design of such coins to be emblematic of the traditions, history, and heritage of the Coast Guard, and its role in securing our nation since 1790. Prescribes design requirements. Restricts the issuance of such coins to the one-year period beginning on January 1, 2017. Prescribes the sale price of the coins and coin surcharges. Requires such surcharges to be paid by the Secretary to the National Coast Guard Museum Foundation to help finance the design and construction of the National Coast Guard Museum.

Nuclear Workers Health Advisory Board Act - Amends the Energy Employees Occupational Illness Compensation Program Act of 2000 to require the President to establish an Advisory Board on Toxic Substances and Worker Health. Requires the Board to provide advice to the President on the review and approval of the Department of Labor site exposure matrix (SEM) used to determine the eligibility of Department of Energy (DOE) employee contractor claims for compensation for lung disease resulting from exposure to toxic substances.

Save American Workers Act of 2013 - Amends the Internal Revenue Code, as amended by the Patient Protection and Affordable Care Act, to redefine "full-time employee," for purposes of the mandate requiring employers to provide health care coverage for their employees, as an employee who is employed on average at least 40 hours of service a week (currently, at least 30 hours of service a week).

Department of Defense Appropriations Act, 2014 - Appropriates funds for FY2014 for the Department of Defense (DOD) for: (1) military personnel; (2) operation and maintenance (O&M), including for the United States Court of Appeals for the Armed Forces, environmental restoration, overseas humanitarian, disaster, and civic aid, former Soviet Union cooperative threat reduction, and the DOD Acquisition Workforce Development Fund; (3) procurement, including for aircraft, missile, weapons, tracked combat vehicles, ammunition, shipbuilding and conversion, and purchases under the Defense Production Act of 1950; (4) research, development, test, and evaluation (RDT&E); (5) Defense Working Capital Funds and the National Defense Sealift Fund; (6) the Defense Health Program; (7) chemical agents and munitions destruction; (8) drug interdiction and counter-drug activities; (9) the Office of the Inspector General; (10) the Central Intelligence Agency Retirement and Disability System Fund; (11) the Intelligence Community Management Account; and (12) overseas deployments and related activities, including military, reserve, and National Guard personnel, O&M, the Afghanistan Infrastructure Fund, the Afghanistan Security Forces Fund, procurement, RDT&E, and the Joint Improvised Explosive Device Defeat Fund. Specifies authorized, restricted, and prohibited uses of appropriated funds. Rescinds specified funds from various accounts under prior defense appropriations Acts.

Transparency and Accountability in Medicare Bidding Act of 2013 - Directs the Secretary of Health and Human Services (HHS) to delay from July 1, 2013, to a date no earlier than December 31, 2013, the implementation of: (1) round 2 of the durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) competitive bidding program under title XVIII (Medicare) the Social Security Act; and (2) the Medicare single payment amounts under the national mail order competition for diabetic supplies. Directs the Secretary to delay the start of round 1 recompete of such DMEPOS competitive bidding program from January 1, 2014, to a date no earlier than six months after the initial implementation of round 2. Requires the Secretary, acting through the Office of the Assistant Secretary for Planning and Evaluation, to contract three auction experts, a health economist, and an econometrician to work collectively as an auction expert team, led by the auction experts, to independently review and assess all aspects of round 1 re-bid and round 2 of the DMEPOS competitive bidding program, including its design, development, implementation, adequacy of support for Medicare beneficiaries with chronic illness or disabilities, market fairness, sustainability, and functioning.

World War I American Veterans Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to: (1) mint and issue $1 silver coins in commemoration of the centennial of America's involvement in World War I, and (2) hold a competition and provide compensation for its winner to design the obverse and reverse of the coins. Requires the design of such coins to be emblematic of the centennial of America's involvement in World War I. Permits the Secretary to issue such coins only during calendar year 2018. Subjects the coin sales to a surcharge of $10 per coin, payable by the Secretary to the World War I Centennial Commission.

Wireless Tax Fairness Act of 2013 - Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property (i.e., cell phones) for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate, unless such tax was imposed and actually enforced prior to the date of enactment of this Act. Amends the federal judicial code to grant jurisdiction to federal district courts to grant injunctive and other appropriate relief to prevent, restrain, or terminate any acts in violation of this Act. Requires the Comptroller General (GAO) to conduct a study of the impact of state and local taxes on mobile services, providers, or property on the costs consumers pay for mobile services.

Hospice Evaluation and Legitimate Payment Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act with respect to the face-to-face encounter framework in hospice care. Allows a clinical nurse specialist, physician assistant, or other health professional (in addition to a hospice physician or a nurse practitioner, as under current law) to conduct the face-to-face encounter with the individual to determine continued eligibility for hospice care before the first 60-day (currently 180-day) recertification period and each subsequent recertification. Directs the Secretary of Health and Human Services (HHS) to establish a Medicare Hospital Payment Reform demonstration program to test any revisions to the methodology for determining payment rates for routine home care and other hospice care services. Sets at every three years the frequency of surveys of certified hospice programs.

Pet Safety and Protection Act of 2013 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer, (2) from a publicly owned and operated pound or shelter that meets specified requirements, (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year, or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements, or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Marine Gunnery Sergeant John David Fry Scholarship Improvements Act of 2013 - Expands the eligibility of children for educational assistance under the Department of Veterans Affairs (VA) post-9/11 educational assistance program to include the child of a person who, on or after September 11, 2001, is awarded the Purple Heart for an injury and dies as a result of that injury within 60 days after discharge or release from active-duty service.

Supply Our Soldiers Act of 2013 - Directs the Secretary of Defense (DOD) to provide for a program under which postal benefits are provided to a member of the Armed Forces who is on active duty and who is either: (1) serving in Iraq or Afghanistan, or (2) hospitalized at a military medical facility as a result of such service. Provides the postal benefits in the form of coupons or other evidence of credit (vouchers) to use for postal-free mailings. Makes the benefits program applicable during FY2014-FY2019.
