Requires the initial report of the National Drug Enforcement Policy Board to include: (1) a comprehensive assessment of the current and potential contribution of synthetic narcotic analogs (designer drugs) to the illegal narcotics problem in the United States; (2) proposals for illegal drug law enforcement strategies to prevent the manufacture and distribution of synthetic narcotic analogs; and (3) recommendations to the Congress for necessary legislation to eliminate the manufacture and distribution of illegal synthetic narcotic analogs.

Federal Drug Law Enforcement Agent Protection Act of 1985 - Amends the Controlled Substances Act to authorize awards of up to $100,000 to any individual who provides original information which leads to the arrest and conviction of a person who kidnaps or kills a Federal drug law enforcement agent. Provides that the money for such rewards be taken from the forfeiture proceeds within the Department of Justice.

Amends title XVIII (Medicare) of the Social Security Act with respect to the effective dates of enrollments and disenrollments of Medicare beneficiaries in health maintenance organizations (HMO) and competitive medical plans (CMP). Provides that when an individual is receiving inpatient hospital services or post-hospital extended care services other than through an HMO or CMP, the HMO or CMP must provide reimbursement for necessary services furnished other than through the HMO or CMP after the date of the individual's HMO or CMP enrollment. Provides that a disenrollment from an HMO or CMP shall be effective as of the seventh day after the request is made.

Broadcast Licensing, Renewal, and Deregulation Act of 1985 - Amends the Communications Act of 1934 to establish new procedures for reviewing petitions to deny broadcast license applications. Requires the Federal Communications Commission (FCC) to grant a license renewal application by a radio or television broadcast station licensee unless the actions of the licensee evidence such serious disregard for the Communications Act and for the rules and policies of the FCC that denial of the application is justified. Prohibits the FCC from considering the applications of other persons for a broadcast station's facilities when the FCC is acting upon a license renewal application by a radio or television broadcast station. Permits persons holding construction permits or station licenses to transfer the permit or license without first obtaining an FCC finding that the transfer serves the public interest. Requires the FCC to be notified of such transfer. Provides for public notice of the transfer. Provides for disposition by the FCC of objections to such transfer. Prohibits the FCC from considering whether the public interest would be served by the transfer. Repeals certain provisions relating to the application of the antitrust laws to broadcast licensees. Prohibits the FCC from imposing requirements on radio or television licensees relating to: (1) types of programs; (2) programming formats; (3) ascertainment of the needs or interests of their service areas; (4) commercials; and (5) maintenance of program logs.

World War I Veterans' Service Pension Act - Directs the Administrator of Veterans Affairs to pay a monthly pension of $150 to each veteran of World War I who meets specified service requirements. Requires such veteran, if receiving another pension administered by the Veterans Administration (VA), to elect which pension he will receive. Provides for the payment of a monthly pension of $100 to surviving spouses of World War I veterans who meet certain marriage requirements. Requires such surviving spouses to choose between pensions if they are currently receiving another pension through the VA.

Deauthorizes the Cross-Florida Barge Canal project. Authorizes the Secretary of the Army, acting through the Chief of Engineers, to operate and maintain existing facilities and appurtenant lands of such project. Directs the Secretary to operate the Rodman Dam and assure the continuation of Lake Ocklawaha. Declares that the Secretary shall not operate the Eureka Lock and Dam in a manner which would create a reservoir on lands not flooded on January 1, 1984. Authorizes the acquisition of certain lands held by the State of Florida for the Canal project. Establishes the Lake Ocklawaha Federal Recreation District. Directs the Secretary to consult with the St. Johns River Water Management Board regarding the operation of the Rodman Dam. Directs the Secretary to request the transfer to the United States of easements held by Florida on project lands extending from the Eureka Lock and Dam to the St. Johns River. States that this Act shall not take effect until the State of Florida takes specified actions in conformity with the purposes of this Act. Authorizes appropriations for FY 1986 and following fiscal years.

Money Laundering Act of 1985 - Title I: Money Laundering Offense - Amends the Federal criminal code to establish money laundering as a Federal criminal offense. Sets forth fines and penalties to be imposed against anyone who conducts transactions involving monetary instruments through a financial institution engaged in or affecting interstate commerce: (1) with the intention of carrying out specified types of unlawful activity; or (2) with knowledge that such monetary instruments represent income derived from such unlawful activity. Requires investigation of such an offense by the Federal Bureau of Investigation, the Drug Enforcement Administration, and the Internal Revenue Service, as appropriate. Establishes extraterritorial jurisdiction over such prohibited conduct. Title II: Currency and Foreign Transactions Reporting Act Amendments - Amends the Currency and Foreign Transactions Reporting Act to authorize the Secretary of the Treasury, in order to investigate the compliance of financial institutions with Federal recordkeeping and reporting requirements with respect to monetary instruments transactions, to: (1) examine the books, papers, and records of such institutions; and (2) summon and take testimony from an institution officer or employee or other person possessing relevant reports or records. Prohibits the Secretary from delegating such authority. Title III: Wiretap Amendments - Amends the Federal criminal code to authorize wiretaps to investigate offenses involving prohibited monetary instrument transactions or failure to comply with recordkeeping and reporting requirements with respect to such transactions. Title IV: Right to Financial Privacy Act Amendments - Amends the Right to Financial Privacy Act to allow a financial institution or an officer, employee, or agent thereof to disclose to a Government authority any information in a customer's records which it believes may be relevant to a possible violation of any statute or regulation. Provides that an institution, employee, officer, or agent that discloses information based on such a good-faith belief shall not be liable to the customer for such disclosure or for any failure to notify the customer of such disclosure.

Readiness Enhancement of Air Force Reserve Special Operations Act of 1985 - Authorizes appropriations for FY 1986 for the operation and maintenance of: (1) a Special Operations Wing of the Air Force Reserve; and (2) the Directorate of the Department of Defense Task Force on Drug Law Enforcement. Directs the Secretary of Defense, not later than September 30, 1985, to report to specified congressional committees concerning the expenditure of funds authorized by this Act. Outlines information to be included in such report.

Amends the Federal criminal code with regard to the kidnapping of children under the age of 18. Provides for a minimum sentence of ten years. Imposes a life sentence (without the eligibility for parole for 20 years) if certain aggravating conduct is involved. Lists aggravating conduct as: (1) selling the victim of such offense; (2) sexually abusing the victim; (3) using the victim for pornography; (4) denying the victim food or medical care; (5) intentionally harming the victim physically to a life-threatening extent; or (6) causing the victim to be subjected to such conduct by another. Prohibits the granting of a probationary or suspended sentence.

Authorizes the Armored Force Monument Committee, the United States Armor Association, the World Wars Tank Corps Association, the Veterans of the Battle of the Bulge, the 11th Armored Cavalry Regiment Association, the Tank Destroyer Association, the 1st, 2nd, 3rd, 4th, 5th, 6th, 7th, 8th, 9th, 10th, 11th, 12th, 13th, 14th, and 16th Armored Division Associations, and the Council of Armored Division Associations to erect a memorial in or near Arlington National Cemetery, Virginia, to honor and commemorate the American Armored Force. Directs the Secretary of the Interior, with the approval of the National Commission of Fine Arts and the National Capital Planning Commission, to select the site and approve the design and plans. Obligates the United States to expenses of maintenance only. Requires the commencement of the erection of the memorial within five years with a certification of sufficiency of funds necessary before commencement.
