Biennial Budgeting and Appropriations Act of 2011 - Amends the Congressional Budget Act of 1974 to require: (1) biennial (instead of annual) budget resolutions, (2) biennial appropriations Acts, and (3) biennial government strategic and performance plans. Makes conforming amendments to the Rules of the House of Representatives. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Requires: (1) a federal agency, upon request by a congressional committee, to provide appropriate information regarding its appropriations requests and program administration, (2) the Comptroller General to furnish to such committee summaries of any audits or reviews of such program which the Comptroller General has completed during the preceding six years, and (3) the Comptroller General, Director of the Congressional Budget Office (CBO), and the Director of the Congressional Research Service (CRS) to furnish such committee appropriate information, studies, analyses, and reports. Requires the Director of the Office of Management and Budget (OMB) to determine and report to Congress on the impact and feasibility of changing the definition of a fiscal year, and the budget process based on that definition, to a two-year fiscal period with a biennial budget process based on such period. Requires the President's budget submission for FY2014 to include: (1) an identification of the budget accounts for which an appropriation should be made for each fiscal year of the FY2014-FY2015 biennium, and (2) budget authority that should be provided for each such fiscal year for the budget accounts. Directs: (1) the House and Senate committees, during the first session of the 113th Congress, to work with the Comptroller General to develop plans to transition program authorizations to a multi-year schedule, and (2) the Comptroller General, during such Congress, to continue to provide assistance to Congress with respect to programmatic oversight, and in particular to assist the congressional committees in designing and conforming programmatic oversight procedures for FY2014-FY2015 biennium.

American Energy Independence and Price Reduction Act - Directs the Secretary of the Interior to implement a competitive leasing program for the exploration, development, and production of the oil and gas resources on the Coastal Plain of Alaska. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Deems any oil and gas leasing programs and activities authorized by this Act to be in compliance with ANWR purposes. Authorizes the Secretary to designate up to 45,000 acres of the Coastal Plain as a Special Area, after consultation with the state of Alaska, the city of Kaktovik, and the North Slope Borough. Permits directional drilling in the Special Area. Prescribes procedures governing Coastal Plain lease sales, as well as terms and conditions, including: (1) environmental protection; (2) federal and state distribution of revenues; (3) rights-of-way; and (4) local government impact aid and community service assistance. Sets forth: (1) a "no significant adverse effect" standard to govern Coastal Plain activities; and (2) guidelines for expedited judicial review of complaints. Establishes the ANWR Alternative Energy Trust Fund.

Robo Calls Off Phones Act or the Robo COP Act - Directs the Federal Trade Commission (FTC) to revise the do-not-call registry provisions of the Telemarketing Sales Rule to prohibit politically-oriented recorded message telephone calls to telephone numbers listed on that registry. Defines a "politically-oriented recorded message telephone call" as an outbound telephone call that plays a recorded message the purpose of which is to promote, advertise, campaign, or solicit donations, for or against any political candidate or regarding any political issue or that uses any political candidate's name.

Free Industry Act - Amends the Clean Air Act to: (1) exclude from the definition of the term "air pollutant" carbon dioxide, water vapor, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, or sulfur hexafluoride; and (2) declare that nothing in the Act shall be treated as authorizing or requiring the regulation of climate change or global warming.

Internet Freedom Act - Prohibits the Federal Communications Commission (FCC) from proposing, promulgating, or issuing any regulations with regard to the Internet or IP-enabled services. Makes such prohibition non-applicable to regulations that are determined necessary to: (1) prevent damage to U.S. national security; (2) ensure public safety; or (3) assist or facilitate any actions taken by federal and state law enforcement agencies.

Repealing the Job-Killing Health Care Law Act - Repeals the Patient Protection and Affordable Care Act, effective as of its enactment. Restores provisions of law amended by such Act. Repeals the health care provisions of the Health Care and Education and Reconciliation Act of 2010, effective as of the Act's enactment. Restores provisions of law amended by the Act's health care provisions.

Congressional Budget Accountability Act - Requires any amounts remaining of House Members' Representational Allowances after all payments are made for the year to be deposited in the Treasury and used for deficit reduction or, in fiscal years for which there is no federal budget deficit, to reduce the federal debt.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

American Recovery and Reinvestment Rescissions Act - Rescinds all unobligated balances remaining available as of November 15, 2010, of the discretionary appropriations provided by division A of the American Recovery and Reinvestment Act of 2009 (ARRA) (P.L. 111-5). Prohibits federal agencies administering ARRA funds from providing funding or reimbursement to any entity awarded such funds for the cost associated with physical signage or other advertisement indicating that a project is funded by the ARRA.

Recognizes the shootings that occurred at Fort Hood, Texas, on November 5, 2009, as a tragic event in the history of the Army and the United States. Extends the deepest sympathies of Congress to the families and friends of the shooting victims. Honors the civilian law enforcement personnel of the Department of Defense (DOD) for implementing their training to eliminate the threat promptly, thereby limiting additional loss of life or injury. Commends the Fort Hood command team for its timely response and situational control. Expresses gratitude to the Fort Hood communities, military personnel stationed at Fort Hood, military service organizations, and the American people for promptly extending comfort and assistance to the victims of the shootings and their families.

Stem Cell Therapeutic and Research Reauthorization Act of 2010 - Amends the Stem Cell Therapeutic and Research Act of 2005 to revise the National Cord Blood Inventory Program, including to: (1) remove the cap of 150,000 new units of cord blood to be made available for transplantation under the Program; and (2) require an application under the Program to include a plan for, and demonstration of, ongoing measurable progress toward achieving self-sufficiency of cord blood unit collection and banking operations. Extends financial support provided under the Program for an additional five years. (Current law allows financial support for a maximum of ten years.) Sets forth requirements for such an extension, including that a qualified cord blood bank demonstrate a superior ability to satisfy the requirements of such Program and achieve the overall goals for which the contract was awarded. Redefines the term "first-degree relative" to exclude a parent. Reauthorizes appropriations for FY2011-FY2015 for the collection or maintenance of cord blood. Amends the Public Health Service Act to revise the requirements of the C.W. Bill Young Cell Transplantation Program to: (1) require studies and projects under such Program to include exploring novel approaches or incentives to expand the number of cord blood unit collection sites partnering with federally-supported cord blood banks; and (2) revise privacy provisions to protect the privacy of patients and donors in accordance with federal and state law. Reauthorizes appropriations for such Program for FY2011-FY2015. Directs the Comptroller General to submit a report to the relevant congressional committees and the Secretary of Health and Human Services (HHS) that reviews studies, demonstration programs, and outreach efforts to increase cord blood unit donation and collection.

Supplemental Appropriations Act, 2010 - Makes emergency supplemental appropriations for FY2010. Appropriates supplemental FY2010 funds to the Department of Agriculture for the Farm Service Agency's Agricultural Credit Insurance Fund Program Account, the Emergency Forest Restoration Program, and the Foreign Agricultural Service's Food for Peace Title II Grants for emergency relief and rehabilitation for Haiti. Appropriates supplemental FY2010 funds to the Department of Commerce for: (1) the Economic Development Administration for disaster relief, recovery, and restoration of infrastructure in states that experienced damage from severe storms and flooding during March through May of 2010; and (2) the National Oceanic and Atmospheric Administration (NOAA) for expenses related to commercial fishery failures. Requires funds previously made available for the National Aeronautics and Space Administration (NASA) Exploration to be available to fund continued performance of Constellation contracts. Appropriates supplemental FY2010 funds to the Department of Defense (DOD) for: (1) military personnel, operation and maintenance (including for relief activities in Haiti), procurement, and research, development, test, and evaluation; (2) the Afghanistan Security Forces Fund; (3) the Iraq Security Forces Fund; (4) the Mine Resistant Ambush Protected Vehicle Fund; (5) Defense Working Capital Funds; (6) the Defense Health Program; and (7) Drug Interdiction and Counter-Drug Activities. Requires the Director of National Intelligence to submit to the congressional intelligence committees: (1) the charter and procedures for the interagency body established to carry out an interrogation pursuant to a recommendation of the report of the Special Task Force on Interrogation and Transfer Policies submitted under Executive Order 13491 (commonly known as the High-Value Detainee Interrogation Group); and (2) a report on lessons learned from such Group. Appropriates supplemental FY2010 funds to DOD for FY2010 to the Corps of Engineers for Investigations. Makes funds available for drought emergency assistance. Authorizes financial assistance under the Reclamation States Emergency Drought Relief Act of 1991 for the optimization and conservation of project water supplies to assist drought-plagued areas of the West. Authorizes the Secretary of the Army to use specified funds to make dredged material available from maintenance dredging of existing federal navigation channels located in the Gulf Coast region to mitigate the impacts of the Deepwater Horizon Oil spill in the Gulf of Mexico. Directs the Secretary to coordinate the placement of dredged material with appropriate federal and Gulf Coast state agencies. Appropriates supplemental FY2010 funds to the Department of the Treasury for emergency relief, rehabilitation, reconstruction aid, and other expenses and disaster-response activities related to Haiti following the earthquake of January 12, 2010. Appropriates supplemental FY2010 funds to: (1) the District of Columbia for the Federal Payment to the Public Defender Service; and (2) the Financial Crisis Inquiry Commission. Appropriates supplemental FY2010 funds to the Department of Homeland Security (DHS) for: (1) the Coast Guard, including for necessary expenses and other disaster-response activities related to the earthquake in Haiti; (2) the Federal Emergency Management Agency (FEMA) for disaster relief; and (3) United States Citizenship and Immigration Services (CIS) for necessary expenses and other disaster response activities related to the Haiti earthquake. Requires the Assistant Secretary for the Transportation Security Administration (TSA) to issue a security directive that requires a commercial foreign air carrier that operates flights in and out of the United States to check the list of individuals that TSA has prohibited from flying not later than 30 minutes after such list is modified and provided to such carrier, except for such carriers that are enrolled in the Secure Flight program or that are Advance Passenger Information System Quick Query compliant. Appropriates supplemental FY2010 funds to: (1) the Department of Labor for Departmental Management for mine safety activities and legal services related to the Department's caseload before the Federal Mine Safety and Health Review Commission; (2) the Department of Health and Human Services (HHS) for emergency relief, reconstruction aid, and other expenses and disaster-response activities related to Haiti following the earthquake; and (3) the Federal Mine Safety and Health Review Commission. Appropriates supplemental FY2010 funds for: (1) Military Construction, Army and Air Force; (2) Family Housing Operation and Maintenance, Air Force; and (3) the Department of Veterans Affairs (VA). Limits the obligation or expenditure of funds available to the VA until the expiration of the period for congressional disapproval under the Congressional Review Act of the regulations prescribed by the Secretary of Veterans Affairs to establish a service connection between exposure of veterans to Agent Orange during service in the Republic of Vietnam during the Vietnam era and hairy cell leukemia and other chronic B cell leukemias, Parkinson's disease, and ischemic heart disease. Appropriates supplemental FY2010 funds to the Department of State for: (1) Diplomatic and Consular Programs; (2) the Office of Inspector General for Oversight of operations and programs in Afghanistan, Pakistan, and Iraq; (3) Embassy Security Construction, and Maintenance for emergency needs in Haiti; (4) Contributions for International Peacekeeping Activities for emergency security in Haiti; (5) Migration and Refugee Assistance; and (6) International Narcotics Control and Law Enforcement, including assistance for Iraq, Afghanistan, Pakistan, and Haiti. Appropriates supplemental FY2010 funds for: (1) International Broadcasting Operations for emergency broadcasting support and other expenses related to Haiti; (2) the United States Agency for International Development (USAID) for the Office of Inspector General for necessary expenses for oversight of operations and programs in Afghanistan and Pakistan and oversight of emergency relief, rehabilitation, and reconstruction aid, and other expenses related to Haiti; (3) Global Health and Child Survival for necessary expenses for pandemic preparedness and response; (4) International Disaster Assistance for emergency relief and rehabilitation, and other expenses related to Haiti; (5) the Economic Support Fund, including for assistance for Afghanistan, Pakistan, and Jordan and for emergency relief, rehabilitation, and reconstruction aid and other expenses related to the Haiti earthquake; (6) the Department of the Treasury for International Affairs Technical Assistance for emergency relief, rehabilitation, and reconstruction aid, and other expenses related to Haiti following the earthquake; and (7) the Foreign Military Financing Program for assistance for Pakistan and Jordan. Places conditions on the availability of assistance for Afghanistan to support the work of the Independent Electoral Commission and the Electoral Complaints Commission. Authorizes the Secretary of State to award task orders for a limited term for police training in Afghanistan under current Department of State contracts. Makes funds available for human rights programs in Pakistan. Authorizes the transfer of specified funds for Afghanistan, Pakistan, and Iraq for activities related to security for civilian led operations in those countries. Places conditions on the availability of assistance to Haiti. Provides for debt relief for Haiti. Makes funds for Mexico for International Narcotics Control and Law Enforcement available only after the Secretary of State submits a report to the Appropriations Committees detailing a coordinated, multiyear, interagency strategy to address the causes of drug-related violence and other organized criminal activity in Central and South America, Mexico, and the Caribbean. Makes funds available for emergency relief and reconstruction for El Salvador related to Hurricane/Tropical Storm Ida. Makes funds available for emergency security and humanitarian assistance for civilians, particularly women and girls, in the eastern region of the Democratic Republic of the Congo. Makes funds available for reconstruction oversight in Afghanistan. Appropriates supplemental FY2010 funds to the Department of Housing and Urban Development (HUD) for the Community Development Fund for disaster relief, long-term recovery, and restoration of infrastructure, housing, and economic revitalization in areas affected by severe storms and flooding from March through May of 2010 for which the President declared a major disaster. Appropriates supplemental FY2010 funds to the Department of Commerce for Economic Development Assistance Programs to carry out planning, technical, and other assistance in states affected by the incidents related to the discharge of oil in connection with the explosion on, and sinking of, the mobile offshore drilling unit Deepwater Horizon. Makes funds available to NOAA for Operations, Research, and Facilities to respond to economic impacts on fishermen and fishery-dependent businesses once the Secretary of Commerce determines that resources provided, including by the responsible parties under the Oil Pollution Act, are insufficient to respond to such impacts following an incident related to a spill of national significance. Makes funds available for scientific investigations and sampling as a result of the incidents related to the discharge of oil and use of oil dispersants that began in 2010 in connection with the Deepwater Horizon. Appropriates supplemental FY2010 funds to: (1) HHS for the Food and Drug Administration (FDA) for food safety monitoring and response activities in connection with that oil spill; (2) the Department of the Interior for increased inspections and other activities related to emergency offshore oil spill incidents in the Gulf of Mexico; (3) the Department of Justice (DOJ) for litigation expenses resulting from incidents related to the oil discharge in connection with the Deepwater Horizon; and (4) the Environmental Protection Agency (EPA) for Science and Technology for a study of potential human and environmental risks and impacts of the release of crude oil and application of dispersants and other mitigation measures. Amends the Oil Pollution Act of 1990 to authorize advances from the Oil Spill Liability Trust Fund. Appropriates supplemental FY2010 funds to: (1) NOAA to provide fisheries disaster relief related to the Deepwater Horizon oil discharge and to conduct an expanded stock assessment of the fisheries of the Gulf of Mexico; and (2) the Department of Commerce for the National Academy of Sciences to conduct a study of the long-term ecosystem service impacts of that discharge. Designates amounts in this Act as emergency requirements. Requires the Director of National Intelligence, in coordination with the participants of the interagency review of Guantanamo Bay detainees, to fully inform the congressional intelligence committees concerning the basis for the disposition decisions reached by the Guantanamo Review Task Force. Requires the Director to provide those committees: (1) the written threat analyses prepared on each detainee by the Task Force; (2) access to the intelligence information that formed the basis of any such specific assessments or threat analyses; (3) any new threat assessment prepared by the intelligence community of a Guantanamo Bay detainee who remains in detention or is pending release or transfer; and (4) access to the information that formed the basis of such threat assessment. Amends the Outer Continental Shelf Lands Act to authorize the immediate disbursement of funds in response to a spill of national significance under the Oil Pollution Act of 1990, at the request of a producing state or coastal political subdivision, for certain projects specifically designed to respond to the spill.

Secure All Facilities to Effectively Guard the United States Against and Respond to Dangerous Spills Act of 2010 or the SAFEGUARDS Act of 2010 - Amends the Outer Continental Shelf Lands Act to: (1) prohibit the Secretary of the Interior (Secretary) from issuing a permit or other authorization for exploration for or production of oil and gas under a lease under such Act unless an oil spill response plan for the operations of the facility on which the activity is conducted has been approved by the Secretary of the department in which the Coast Guard is operating as meeting requirements for such a plan under provisions of the Federal Water Pollution Control Act (commonly known as the Clean Water Act); (2) require the Secretary to approve an oil and gas exploration plan within 90 (currently 30) days of submission, with a 60-day extension authorized if the Secretary certifies that it's necessary to allow adequate consideration of the plan; and (3) prohibit an exploration plan from being eligible for a categorical exclusion under the National Environmental Policy Act of 1969. Amends the Clean Water Act to require: (1) the President to issue regulations to require owners or operators of offshore facilities to have their plans for responding to a worst case discharge of oil or a hazardous substance approved by the Secretary of the Department in which the Coast Guard is operating; and (2) such worst case plans of owners and operators of tank vessels, nontank vessels, offshore facilities, or onshore facilities to include plans for responding to uncontrolled or uncontained discharges from wells. Requires the National Contingency Plan for removal of oil and hazardous substances to: (1) include water quality monitoring by the Administrator of the Environmental Protection Agency (EPA) of waters affected by discharges of oil or other hazardous substances that begins not later than 48 hours after such a discharge is reported; (2) include designation of the Commandant of the Coast Guard as the National Incident Commander for activities in response to a discharge that results in a substantial threat to the public health or welfare of the United States if such a discharge affects waters with respect to which the Coast Guard is responsible for response efforts under the Plan; and (3) be updated by the President every five years, including separate response plans for discharges of oil or other hazardous materials into or upon land and water.

Amends the National Flood Insurance Act of 1968 to extend the National Flood Insurance Program (Program) from September 30, 2008, through May 31, 2011. Extends through May 31, 2011, the increased total amount of notes and obligations which the Director of FEMA may, with the approval of the President, issue to finance the Program.

Offshore Drilling Safety Improvement Act - Amends the Outer Continental Shelf Lands Act to direct the Secretary of the Interior to issue regulations requiring: (1) that all oil and gas drilling and production operations on the outer Continental Shelf have safety and environmental management systems in place, including blowout preventers and additional backup emergency shutoff equipment such as acoustic shut-off technology; and (2) that such equipment use the best available and safest technologies. Requires consideration of the need for different technology requirements in different environments and depths. Applies such regulations to: (1) all new oil and gas drilling and production operations, and (2) all existing drilling and production operations six months after the issuance of the regulations. Requires the Secretary, every five years thereafter, to review blowout preventer and emergency shutoff equipment technology and revise the regulations as necessary to require use of the best available technology. Amends the Department of Energy Organization Act to require the Department of Energy (DOE) Assistant Secretaries to identify the best available and safest technology for offshore oil and gas exploration and production.

Water Assistance from International Vessels for Emergency Response Act or WAIVER Act - Waives requirements for coastwise endorsements to a certificate of documentation in order to engage in coastwise trade for foreign vessels engaged in containment, remediation, or associated activities in connection with the mobile offshore drilling unit Deepwater Horizon oil spill in the Gulf of Mexico.

Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 - Amends the federal criminal code to revise provisions prohibiting knowingly creating, selling, or possessing a depiction of animal cruelty to prohibit knowingly and for the purpose of commercial advantage or private financial gain selling or distributing an animal crush video in interstate or foreign commerce. States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

Oil Spill Prevention Act of 2010 - Establishes in the Department of the Interior the Minerals Management Service with the following components: (1) an Office of Leasing and Permitting, which shall perform functions relating to the leasing of areas of the outer Continental Shelf (OCS) and the issuance of activity permits under such leases that were vested in the Minerals Management Service (MMS) (or its Director) on May 19, 2010; (2) an Office of Inspection, which shall perform functions relating to vessel and facility inspection that were vested in the MMS (or its Director) on that date; and (3) an Office of Revenue, which shall perform functions relating to the collection of OCS lease revenue that were vested in the MMS (or its Director) on such date. Requires the Secretary of the Interior to issue regulations that require each MMS employee to be subject to random testing for the use of a controlled substance at least twice a year. Prohibits, during the two-year period beginning on an individual's departure from MMS employment, the employment of such individual by any person conducting any activity under a lease or permit issued by MMS or subject to MMS regulation. Directs the Secretary, acting through MMS, to inspect monthly each vessel and facility used for OCS oil or gas drilling. Prohibits the Secretary from exempting any category of vessel or facility activity in OCS oil or gas drilling in waters deeper than 1,000 feet from any applicable federal requirement or restriction. Amends the Oil Pollution Act of 1990 to repeal the liability limits applicable to a responsible party for discharge of oil from an offshore facility.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Amends the Uniform Code of Military Justice (UCMJ) to state that an accused may retain private counsel before a general court-martial or special court-martial and will be reimbursed for such counsel if the accused is acquitted or the charges are dismissed or withdrawn with respect to cases involving the treatment of an insurgent, enemy combatant, detainee, or suspected or known terrorist, including cases in which charges were brought after September 11, 2001.

Florida Coastal Protection Act - Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from offering for oil and gas leasing or preleasing (including any related activity) any tract located in: (1) a specified area of the Eastern Gulf of Mexico; (2) the South Atlantic Planning Area; or (3) the Straits of Florida Planning Area.

American Self-Defense Protection Act of 2010 - Expresses the sense of Congress that: (1) the United States should not ratify, nor should the President submit for ratification, the Rome Statute of the International Criminal Court (ICC); (2) the President and the Secretary of State should not undertake actions that could legitimize the ICC; (3) the President and the Secretary should lead a diplomatic effort to encourage additional countries to enter into agreements with the United States preventing the ICC from proceeding against U.S. personnel present in such countries; (4) the President and the Secretary should lead a diplomatic effort to defend the right to self-defense of the United States and other democracies, including Israel, against efforts such as the Goldstone Report that seek to deny democracies that very right via entities like the ICC; and (5) the President and the Secretary should explore alternative forums to combat impunity for war crimes and other atrocities while respecting the sovereignty and right to self-defense of democracies. Prohibits funds made available to any U.S. government, state, or local department, agency, or entity, including any court, from being used for U.S. participation in the ICC or its attendant activities, including any review conference or meeting of the Assembly of States Parties.

Expresses the sense of the House of Representatives that: (1) states and state law enforcement personnel in the course of carrying out routine duties have the inherent authority to investigate, identify, arrest, detain, or transfer to federal custody aliens in the United States for purposes of U.S. immigration law enforcement; (2) state and local governments should be supported and reimbursed by the federal government for taking actions to discourage illegal immigration; (4) state and local governments that knowingly harbor illegal immigrants should be penalized; (5) current laws governing the enforcement of U.S. immigration laws should be enforced; (6) attrition through enforcement should be U.S. policy; and (7) legislation to enhance border security and enforcement of immigration laws should be passed quickly to ease state and local government burdens and increase national security.

Healthcare Truth and Transparency Act of 2010 - Prohibits any person from making any deceptive or misleading statement, or engaging in any deceptive or misleading act, that: (1) misrepresents whether such person holds a state health care license; or (2) misrepresents such person's education, training, degree, license, or clinical expertise. Requires any person who is advertising health care services provided by such person to disclose the applicable license under which such person is authorized to provide those services. Deems a violation of this Act to be an unfair or deceptive act or practice under the Federal Trade Commission Act. Directs the Federal Trade Commission (FTC) to study and report to Congress on health care professionals' misrepresentations under this Act. Declares that nothing in this Act shall be construed or have the effect of changing state scope of practice for any health care professional.

Recognizes: (1) National Missing Children's Day; (2) that one of the most important tools for law enforcement to use in the case of a missing child is an up-to-date, good quality photograph (and urges all parents and guardians to maintain such a photograph); and (3) the vital role of law enforcement and the criminal justice system in preventing kidnappings and the abduction of children and in locating missing children. Acknowledges that National Missing Children's Day should remind Americans not to forget the children who are still missing and not to waver in the efforts to reunite them with their families.
