Directs that the containers of such products bear labels indicating the contents are donated by the people of the United States.

Interim Fisheries Zone Extension and Management Act - Extends the jurisdiction of the United States over specified ocean areas and fish for purposes of protecting the domestic fishing industry. Requires the Secretary of Commerce to conduct research in order to promote the conservation of fish originating in the United States territorial sea and contiguous fisheries zone. Authorizes the appropriation of up to $1,000,000 in any fiscal year to carry out the provisions of this Act.

Expresses the findings of Congress, including that Federal information reporting requirements have placed an unprecedented paperwork burden upon private citizens, recipients of Federal assistance, businesses, governmental contractors, and State and local governments. Establishes a Commission on Federal Paperwork to study procedures and practices of the Federal Government relating to information gathering, dissemination, and the management and control of information activities. Enumerates the areas to be considered by the Commission in its studies. Directs the Commission to make a final report to the Congress and the President within two years of the date of its first meeting. Sets forth the membership composition of the Commission and their compensation. Details the administrative powers of the Commission. Calls for cooperation between Federal agencies and the Commission. Authorizes to be appropriated to the Commission such sums as may be necessary to carry out the provisions of this Act.

Veterans' Housing Act - Authorizes increases in the amount limitations of the veterans home loan programs, and eliminates those provisions automatically guaranteeing dormant farm and business loans. Repeals the restriction on the guaranteeing or making of loans by the Administrator of Veterans Affairs for the purchasing of mobile homes or mobile home lots after July 1, 1975. Authorizes the Administrator to make expenditures to correct or compensate for structural defects in mortgaged homes with respect to any property improved by a one-to-four family existing dwelling as to which the Veterans' Administration issued a certificate of reasonable value.

Eastern Wilderness Areas Act - Designates specified lands in Alabama, Arkansas, Florida, Georgia, Tennessee, Kentucky, Michigan, Missouri, New Hampshire, North Carolina, South Carolina, Vermont, Virginia, West Virginia and Wisconsin for inclusion in the National Wilderness Preservation System. Livestock Producers and Feeders Act - Directs that, for a period of one year from the enactment of this Act, the Secretary of Agriculture shall insure loans made by a lender other than the United States, or made by the Secretary and sold to such lender, to a borrower in the United States who (1) is a citizen of the United States; (2) is or has been engaged in livestock producing and feeding operations to an extent and in a manner determined by the Secretary as necessary to assure reasonable prospects of success in livestock producing endeavors financed by loans insured under this Act; (3) is unable to obtain sufficient credit to finance his actual needs in the livestock producing business at reasonable rates and terms, as determined by the Secretary after considering prevailing private and cooperative rates and terms in the community in or near which the applicant resides for loans for similar purposes and periods of time; (4) has, if he has received previously a loan insured under this Act, performed successfully the terms of such loan; and (5) is not an operator of a commercial feedlot. Stipulates that, subject to the approval to the county committee, the amount of any loan isured under this Act shall be determined by the lender, but in no case shall such amount exceed $250,000. Sets forth requirements pertaining to the insurance of loans and to the rate of interest payments to be made. Establishes the Livestock Feeders Insurance Fund, which shall be used by the Secretary as a revolving fund for the discharge of obligations of the Secretary under the provisions of this Act. Directs the Secretary to utilize the fund: (1) to make loans which can be insured under this Act whenever he has reasonable assurance that they can be sold without undue delay, and he may sell and insure such loans; (2) to pay amounts to which the holder of insured notes is entitled on loans accruing between the date of any payments by the borrower and the date of transmittal of any such payments to the holder; and/or (3) to pay to the holder of insured notes any defaulted installment, or upon assignment of the note to the Secretary at the Secretary's request, the entire balance due on the loan.

Amendments Act to the Federal-Aid Highway Act - Declares it to be the intent of Congress to establish a national transportation policy recognizing the interdependence of the cities and the countryside, the interrelationships between various transportation modes, and the necessity to make use of the best available technology and transportation resources to meet the transportation needs of the Nation. Increases authorizations for primary and secondary highway systems, bridge replacement and reconstruction, and for projects to eliminate or reduce the hazards of high-accident sections of highways for fiscal years 1974, 1975, and 1976. Provides for a program to be administered at the county level with funds from the Highway Trust Fund to initiate an emergency bridge replacement program for non-Federal countryside roads and highways.

Provides, under the Social Security Act, for the establishment and revision of Professional Standards Review Organization areas, such establishment and revision to take into account the recommendations of the doctors of medicine or osteopathy. States that the final determination in the establishment or revision of any Professional Standards Review Organization area shall be subject to review in a civil action commenced by any interested person. Directs the National Professional Standards Review Council to conduct a study for the purpose of evaluating whether, and under what conditions, organizations other than professional associations shall be allowed to perform review functions. Requires each Professional Standards Review Organization to assume responsibility for professional standards review of health care services furnished by or in institutions operated by the Public Health Service and the Veterans Administration in the area which it serves. Requires, in conjunction with such reviews, that procedures be developed whereby deficiencies shall be brought to the attention of administrators of the hospitals and other Federal institutions concerned. Calls for the consolidation of data and reports compiled under these provisions. Directs that criteria of health care shall be identified or developed by each Professional Standards Review Organization, giving due consideration to such criteria of care identified or developed by national medical specialty organizations. States that such criteria of care shall be used by the Professional Standards Review Organization as guides of care. Requires the National Professional Standards Review Council to provide for the distribution to each Professional Standards Review Organization, and to each other agency performing review functions, of appropriate materials indicating various guides being utilized in other geographical areas. Provides for the protection of the confidentiality of medical records compiled under this Act. Empowers the Secretary of Health, Education, and Welfare to enter into a contract with any State medical society or private nonprofit organization (including medical foundations) designated by a State medical society for the provision of necessary technical and other assistance in the creation and operation of local professional standards review organizations.

Expresses the sense of the House of Representatives that (1) it most strongly condemns all acts of terrorism in the Middle East; (2) the President and the Secretary of State should and are hereby urged and requested to (a) call upon all governments to condemn this inhuman act of violence against innocent victims; and (b) strongly urge the governments who harbor these groups and individuals to take appropriate action to rid their countries of those who subvert the peace through terrorism and senseless violence; and (3) the President should request the American Ambassador to the United Nations to take appropriate action before that body in order to have introduced a Security Council resolution condemning this brutal act of violence.

Sugar Act Amendments - States that the Secretary of Agriculture shall determine for each calendar year the amount of sugar needed to meet the requirements of consumers in the continental United States, to maintain and protect the domestic sugar industry, and to attain on an annual average basis the price objective set forth in the Sugar Act of 1948. Establishes the total amount of apportioned raw values of sugar among domestic sugar producing areas at 6,685,000 short tons, and prescribes the apportionment of that amount. States that, whenever the production of sugar in any domestic sugar-producing area in any year results in there being available for marketing in the continental United States in any year sugar in excess of the quota for such area for such year established under this Act, the quota for the immediately following year established for such area under this Act shall be increased to the extent of such excess production up to specified limits. Provides that the quota for the mainland cane sugar area shall be prorated to Florida and Louisiana on the basis of 57.5 percent to Florida and 42.5 percent to Louisiana and each State shall be regarded as a sugar-producing area for such purposes. Provides that each State shall have the right to market the unfilled share of the other State in any year in which such other State is unable to fill its share of the quota. Authorizes the Secretary on a quarterly basis to set maximum or minimum limits on the importation of sugar within the annual quota for any foreign country. Provides that the Secretary is not authorized to limit the importation of sugar for any foreign country having a quota of fifteen thousand short tons, raw value, or less through the use of limitations applied on other than a calendar year basis. States that the failure of any foreign country, subject to such reasonable tolerance as the Secretary may determine, to fill a quarterly minimum quota shall operate to reduce the quantity of sugar permitted to be imported for such calendar year by the amount by which such country failed to fill such quarterly quota. Specifies the prorated amounts of the total quota to be allowed to listed foreign countries. Allows for quota increases to foreign countries when the Secretary determines that any domestic area or foreign country will not market its quota. Provides that direct-consumption sugar, produced from quota sugar in the continental United States of a grade, type, or specification determined by the Secretary not to be available in a domestic sugar-producing area outside the continental United States from raw sugar produced in such area, may be marketed within the local consumption quota for such area. Provides administrative and judicial review for any person adversely affected by the Secretary's determination in a wage rate proceeding. Provides that no employer may discharge an employee on the basis of such employee's action under this Act, including action to recover the liability of an employer who has not paid him wages at a rate determined to be fair and reasonable by the Secretary.

American Folklife Preservation Act - Creates an American Folklife Center in the Library of Congress. Provides that the center shall be subject to the supervision and direction of a board of trustees. Provides that such borad shall be composed of four members appointed by the President, eight members appointed by the Librarian of Congress, the Librarian of Congress ex officio and the director of the center ex officio. Authorizes the Center to establish and implement a program of contracts, grants, and scholarships to preserve, protect, revitalize and disseminate American folklife traditions and arts. Provides that no payment shall be made pursuant to this Act to carry out any research or training over a period in excess of two years. States that such research or training may be extended to a period not to exceed five years with the concurrance of at least two-thirds of the members of the board. Provides that no former employee of the Federal government shall be eligible to receive any grant or other assistance under this Act in the two year period following the termination of such employment. Requires the Center to submit to the Library of Congress, for inclusion in its annual report to the Congress, an annual report of its operations under this Act. Authorizes such sums as may be necessary to carry out this Act.

Directs the Secretary of the Interior, within 30 days after enactment of this Act, to transmit to the Federal Power Commission the rate schedules promulgated by him on November 1, 1973 for each of five Bureau of Reclamation projects (Central Valley, Colorado River storage, Parker-Davis, eastern and western divisions of the Pick-Sloan Missouri River Basin, and Rio Grande), and all pertinent documents, letters, memoranda, and other materials. Requires the Commission, with the assistance of the Comptroller General, to promptly conduct a thorough review of the promulgated schedules and the criteria and procedures followed by the Secretary in developing such schedules for the purpose of determining their reasonableness and adequacy and their consistency with applicable requirements of law and regulations. Provides that, upon completion of such review, the Commission shall issue a decision as to each project, approving the schedules or recommending modifications to the Secretary. States that each such decision shall be made on the record after an opportunity for public hearing pursuant to the Federal Power Act. Requires the Secretary to promptly publish proposed regulations providing for opportunity for an adequate public hearing and written decision on the record concerning any electric power rate increase hereinafter proposed by the Secretary.
