Condemns the gross human rights violations committed by the Cuban regime. Expresses support for the right of the Cuban people to exercise fundamental political and civil liberties. Calls on: (1) the Secretary of State to initiate an international solidarity campaign on behalf of all Cuban political prisoners; (2) the European Union (EU) to reexamine its current policy toward the Cuban regime before June of 2006; and (3) the U.S. Permanent Representative to the United Nations, and other international organizations, to work with United Nations Commission on Human Rights (UNCHR) member countries to ensure a resolution that strongly condemns the July 2005 measures of repression on opposition activists and of all the human rights violations committed by the Cuban regime.

State Defense Force Improvement Act of 2005 - Recognizes state defense forces as integral military components of the Nation's homeland security effort, while reaffirming that such forces remain entirely state regulated, organized, and equipped, and recognizing that they will be used for homeland security purposes exclusively at the local level under state law. Authorizes the Secretary of Defense to coordinate homeland security efforts with, and provide assistance (including the use of Department of Defense (DOD) property, arms, equipment, and facilities) to, a state defense force, upon request. Leaves participation by a state defense force in a DOD or Department of Homeland Security training program to state discretion. Requires a state to reimburse DOD for training assistance costs. Provides that funds available to DOD may not be made available to a state defense force. Makes the state liable for any injuries or damages incurred by a defense force member while engaged in training activities or state active duty.

Caribbean National Forest Preservation Act of 2005 - Authorizes the Secretary of Agriculture to acquire, by donation or purchase, from willing sellers tracts of land intended to assist in the consolidation of lands within or adjacent to the boundaries of the Caribbean National Forest in Puerto Rico. Requires the Secretary to adjust the boundaries of the Caribbean National Forest to include acquired lands.

Amends federal transportation law to extend the Department of Homeland Security's authority to compare passenger information for any international flight that overflies the United States against the consolidated and integrated terrorist watchlist maintained by the federal government before departure of the flight.

Free Flow of Information Act of 2005 - Prohibits a federal entity from compelling a "covered person" (i.e., a newspaper, television broadcast station, wire service, or other media outlet, and specified employees and contractors) to testify or produce any document unless a court determines that: (1) the party seeking to compel has unsuccessfully attempted to obtain such testimony or document from all other non-covered persons; (2) in a criminal matter, there are reasonable grounds to believe a crime has occurred and the testimony or document sought is essential to the investigation, prosecution, or defense of the crime; (3) in a non-criminal matter, the testimony or document is essential to a dispositive issue of substantial importance; and (4) in any matter in which testimony or a document could reveal the source's identity, disclosure is necessary to prevent imminent and actual harm to national security and such harm outweighs the public interest in protecting the free flow of information. Requires the content of compelled testimony or documents to be limited and narrowly tailored. Exempts certain commercial or financial information. Makes this Act applicable to testimony or documents that a third party or federal entity seeks from a communications service provider relating to business transactions with a covered person. Sets forth notice requirements. Permits a court to delay notice to a covered person upon determining that such notice would pose a substantial threat to the integrity of a criminal investigation.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each House to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each House by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Mandatory IDEA Full Funding Compromise Act - Amends the Individuals with Disabilities Education Act (IDEA) to reauthorize part B programs of education of all children with disabilities. Authorizes appropriations in specified amounts for part B for FY2006-FY2012 and thereafter, according to a certain formula. (Provides phased-in increases of such authorized funding designed to reach a promised 40% federal share by FY2011.) Makes appropriations in specified amounts (which are less than the amounts this Act authorizes to be appropriated) for part B for FY2006-FY2012 and thereafter.

Video Choice Act of 2005 - Amends the Communications Act of 1934 to prohibit a competitive video services provider (CVSP) from being required to obtain a franchise in order to provide any video programming, interactive on-demand services, other programming services, or any other video services in an area in which the CVSP has any right or authority to establish lines in or across public rights-of-way and such right or authority does not rely on, and is independent of, any cable franchise obtained by the CVSP. Allows the CVSP to be subject to the payment of fees (with limits) to a local franchising authority based on the gross revenue of the CVSP in that area. Provides for the regulatory treatment of CVSPs.

Montgomery GI Bill Second Chance Act of 2005 - Authorizes certain members of the Armed Forces to make an irrevocable election during October of any year beginning in 2005 to become entitled to basic educational assistance under the Montgomery GI Bill. Requires a reduction in basic pay of those members electing such educational assistance or, if the member is discharged or released from active duty prior to such reduction, the collection of specified amounts from the member or an equivalent reduction in retired or retainer pay. States that members who are enrolled in the post-Vietnam era veterans' educational assistance program shall be disenrolled from that program upon electing the educational assistance described in this Act. Requires the Secretary concerned, in conjunction with the Secretary of Defense, to provide notice of the opportunity created by this Act to elect educational assistance under the Montgomery GI Bill.

Pulmonary Hypertension Research Act of 2005 - Amends the Public Health Service Act to require the Director of the National Heart, Lung, and Blood Institute to expand, intensify, and coordinate the activities of the Institute with respect to research on pulmonary hypertension and to coordinate the Director's activities with related activities of other national research institutes and National Institutes of Health (NIH) agencies. Requires the Director to make grants to, or enter into contracts with, public or nonprofit private entities for the development and operation of centers to conduct research and programs on pulmonary hypertension, including: (1) basic and clinical research into the cause, diagnosis, early detection, prevention, control, and treatment of the disease; (2) training programs for scientists and health professionals; (3) programs to provide information and continuing education to health professionals; and (4) programs for the dissemination of information to the public. Requires the Director to establish: (1) a data system for the collection, storage, analysis, retrieval, and dissemination of data derived from patient populations with pulmonary hypertension; and (2) an information clearinghouse to facilitate and enhance knowledge and understanding of pulmonary hypertension by health professionals, patients, industry, and the public.

Families Learning and Understanding English Together Act of 2005 - Authorizes the Secretary of Education to make grants to providers of family literacy services to improve the literacy and English skills of limited English proficient individuals who are parents or children in families where each parent is at least 16 years old and where at least one child is under age eight. Directs the Secretary to reserve certain funds to: (1) provide technical assistance and training to such grantees through an experienced entity; and (2) evaluate and improve such grant program. Requires grantees to meet specified types of outcome measures.

Reverse Mortgages to Help America's Seniors Act - Amends the National Housing Act to remove the aggregate and insurance benefit limitations on the number of home equity conversion (reverse) mortgages for elderly homeowners that may be insured by the Federal Housing Administration (FHA).

Louis Braille Bicentennial--Braille Literacy Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the life and legacy of Louis Braille, whose design: (1) on the obverse shall bear a representation of the image of Louis Braille; and (2) on the reverse shall emphasize Braille literacy and include the word for Braille in Braille code. Authorizes the Secretary to issue such coins only during 2009. Subjects all coin sales to a surcharge of $10 per coin. Requires all surcharges to be promptly paid by the Secretary to the the National Federation of the Blind to further its programs to promote Braille literacy.

Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act or PREEMIE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to expand and coordinate NIH research on preterm labor and delivery, infant mortality, and low birthweight infants. Establishes the Maternal-Fetal Medicine Units Network and the Neonatal Research Units Network within NIH. Requires the Director of the Centers for Disease Control and Prevention (CDC) to: (1) expand and coordinate CDC activities on preterm labor and delivery and infant mortality; (2) conduct a study on the relationship between prematurity, birth defects, and developmental disabilities; and (3) review the Pregnancy Risk Assessment Monitoring Survey. Requires the National Institute of Child Health and Human Development's national longitudinal study of environmental influences on children's health and development to consider the impact of assisted reproduction technologies. Requires the Director of NIH to contract with the Institute of Medicine to study the health and economic consequences of preterm birth. Directs the Administrator of the Health Resources and Services Administration (HRSA) to assess certain core performance and outcome measures utilized under the Social Security Act for purposes of expanding such measures to include known risk factors of low birthweight and prematurity. Requires the Secretary of Health and Human Services to: (1) conduct a demonstration project to improve the provision of information on prematurity to health professionals and the public; (2) conduct projects to support the informational and emotional needs of families during the stay of an infant in a neonatal intensive care unit, during the transition of the infant to the home, and in the event of a newborn death; and (3) establish an Interagency Coordinating Council on Prematurity and Low Birthweight.

Public Expression of Religion Act of 2005 - Amends the Revised Statutes of the United States to limit the remedy to injunctive relief and deny attorneys' fees in a civil action against a state or local official for deprivation of rights where the deprivation consists of a violation of a prohibition in the Constitution against the establishment of religion.

Recognizes and commends employers of members of the National Guard and other reserve components who have been mobilized during the Global War on Terrorism. Urges the Department of Defense to continue to develop long-term strategies to maintain a high level of support between such employers through: (1) the Civilian Employment Information Program database; (2) a more predictable system for the mobilization and demobilization of such members; and (3) opportunities to address employer groups on future mobilization plans and future roles of the reserve components.

Combating Autism Act of 2005 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish: (1) a program to provide information and education on autism and its risk factors to health professionals and the general public; and (2) the Autism Coordinating Committee to coordinate autism related activities within the Department of Health and Human Services (HHS). Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to award grants or cooperative agreements to develop statewide autism screening, diagnosis, and intervention programs and systems. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants or cooperative agreements to provide technical assistance to state agencies to conduct applied autism research.

Honor Our Fallen Prisoners of War Act - Requires the Secretary concerned to award the Purple Heart to members of the Armed Forces who die in captivity under circumstances not otherwise establishing eligibility for the Purple Heart. Makes this Act effective as to members of the Armed Forces who die on or after December 7, 1941, including those who die prior to enactment.

Respirator Access Assurance Act of 2005 - States that manufacturers or sellers of respirators shall not be subject to claims for defective design or warning, or any claims based on such allegations, if the respirator in question received National Institute for Occupational Safety and Health (NIOSH) approval and was manufactured in compliance with NIOSH-approved design and labeling. Preempts all State and local laws with regard to such claims. Makes this Act applicable to any civil action in Federal or State court for harm allegedly caused by a respirator, respirator manufacturer, or respirator seller. Applies this Act to any action than has not proceeded to trial as of the date of enactment.

School Readiness Act of 2005 - Amends the Head Start Act to revise and reauthorize Head Start programs. Authorizes the Secretary of Health and Human Services to provide financial assistance to Head Start agencies for five-year periods. Revises authorized uses of quality improvement funds to include outreach to homeless families, migrant and seasonal farmworker families, and families with children with a limited English proficiency. Directs the Secretary (who is currently authorized) to award collaboration grants for Head Start and other related-agencies within states. Includes community-based or faith-based organizations among the entities that may be designated as Head Start agencies. Requires Head Start grantees to establish and demonstrate they have met measurable goals for: (1) educational instruction in pre-reading, pre-mathematical, and language skills; (2) provision of health, educational, nutritional, social, and other services; and (3) school readiness standards aligned with state-developed K-12 academic standards. Revises the additional educational performance standards included as program quality standards, and performance measures for program monitoring. Revises requirements for local Head Start agencies, including designation qualifications, coordination and collaboration, and assessment. Requires each agency to enroll 100% of its funded enrollment, and to maintain an active waiting list and outreach to the community and underserved populations. Requires local and state integration of early childhood education, through: (1) Head Start agency partnerships with local educational agencies and state-funded preschool and other early childhood programs; (2) early learning collaboration grants for State Early Learning Councils; and (3) a State Director for Head Start Collaboration. Requires Head Start alignment with K-12 education. Requires Head Start agencies to undergo independent annual audits. Limits to ten percent of total enrollment the permissible participation of children in the area served who would benefit from Head Start programs, including children referred by child welfare agencies, but whose families do not meet prescribed low-income criteria. Exempts military housing from being counted as family income in determining a child's eligibility to enroll in a Head Start program. Revises Early Head Start programs, including requiring center-based staff to have specified qualifications. Requires Head Start agencies to obtain written parental consent before administration of any nonemergency intrusive physical examination of a child in connection with participation in a Head Start program. Revises training and technical assistance provisions. Revises staff qualification requirements for current and new Head Start teachers.

National Enterprise Zone Act of 2005 - Amends the Internal Revenue Code to authorize: (1) the governor of a State or U.S. territory or the Mayor of the District of Columbia to nominate by written application one or more enterprise zones for consideration by the Secretary of the Treasury; and (2) any resident of an enterprise zone, including estates, trusts, and corporations (other than S corporations), to elect an alternative income tax based upon National Enterprise Zone taxable income. Sets forth: (1) procedures for applications and eligibility criteria for designating an enterprise zone, including population, poverty, and unemployment rate requirements; and (2) rules for determining National Enterprise Zone taxable income for individuals and corporations residing in such a Zone. Requires all jurisdictions seeking enterprise zone designations to be in substantial compliance with the No Child Left Behind Act of 2001 and certain tax laws.

Motor Vehicle Owners' Right to Repair Act of 2005 - Requires a manufacturer of a motor vehicle sold or introduced into commerce in the United States to disclose to the vehicle owner or to a repair facility of the motor vehicle owner's choosing the information necessary to diagnose, service, or repair the vehicle. Sets forth protections for trade secrets. Instructs the Federal Trade Commission (FTC) to prescribe a uniform methodology for manufacturer disclosure in writing and on the Internet. Prohibits the FTC from prescribing rules that interfere with the authority of the Administrator of the Environmental Protection Agency (EPA) regarding motor vehicle emissions control diagnostics systems. States that manufacturer noncompliance with this Act constitutes an unfair method of competition and an unfair or deceptive act or practice affecting commerce within the purview of the Federal Trade Commission Act.

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the United States Mint at West Point, New York, Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Breast Cancer Patient Protect Action of 2005 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group health plan or a health issuer offering group health insurance coverage that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan or issuer from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection; or (2) requiring that a provider obtain authorization from the plan or issuer for prescribing any such length of stay. Requires such a plan or issuer to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act; and (2) ensure that full coverage is provided for secondary consultations by specialists in the appropriate medical fields to confirm or refute a diagnosis of cancer. Applies such requirements to health insurance issuers offering coverage in the individual market.

Puerto Rico Medicare Reimbursement Equity Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to revise the formula for the Medicare inpatient hospital services payment rate for Puerto Rico hospitals to: (1) reduce the applicable Puerto Rico percentage from 25 percent to zero; and (2) increase the applicable Federal percentage from 75 percent to 100 percent.

Puerto Rico Karst Conservation Act - Authorizes the Secretary of Agriculture to make grants, enter contracts, and exercise specified authorities to acquire, protect, and manage land and forest resources in and adjacent to the Karst Region of Puerto Rico for the purpose of protecting and conserving the water quality and aquifers and the geological, ecological, fish and wildlife, and other natural values of the Region. Establishes the Puerto Rico Karst Conservation Fund which shall be available to the Secretary for purposes of this Act. Makes all lands in the Region eligible for inclusion in the Forest Legacy Program.

Obligation of Funds Transparency Act of 2005 - Prohibits a Federal agency from obligating funds made available in an appropriation Act to implement an earmark that is included in a congressional report accompanying such Act, unless the earmark is also included in that Act. Amends the Rules of the House of Representatives to prohibit waiver of the germaneness requirement for conference reports by a report by the Committee on Rules, unless approved by a vote of three-fifths of the Members voting, with a quorum being present. Limits debate on such a question to 20 minutes equally divided by a proponent and an opponent. States that the above also applies in the case of a special rule that waives all (or specified) points of order. Prohibits the Committee on Rules from reporting a rule or order waiving the above amendment to the rules.

Guam World War II Loyalty Recognition Act - Recognizes the suffering and the loyalty of the people of Guam during the Japanese occupation of Guam in World War II. Establishes in the Treasury the Guam World War II Loyalty Recognition Fund (which shall terminate on the later of three years after the date of enactment of this Act or one year after disbursement of all Fund payments). Directs: (1) the Secretary of the Interior to make specified payments to eligible family members as successor claimants to persons who were killed, injured, interned, or subjected to forced labor or marches resulting from, or incident to, such occupation and subsequent liberation; (2) the Foreign Claims Settlement Commission of the United States (FCSC) to establish the Guam World War II Loyalty Recognition Commission to adjudicate such claims; and (3) the Secretary to establish the non-profit Guam World War II Remembrance Trust Fund, which shall undertake educational, medical, and other endeavors to benefit the people of Guam.

Ocean and Coastal Observation System Act of 2005 - Directs the Committee on Ocean Policy, acting through the National Ocean Research Leadership Council, to establish and maintain an integrated system of coastal and ocean observations, data communication and management, analysis, modeling, research, and education designed to provide data and information for the timely detection and prediction of changes occurring in the coastal and ocean environment that impact the Nation's social, economic, and ecological systems. Requires the Council to establish an interagency program office (Oceanus) responsible for program planning and coordination of the system. Requires the National Oceanic and Atmospheric Administration (NOAA) to be the lead Federal agency for system implementation and operation. Makes regional associations responsible for the development and operation of regional coastal and ocean observing systems to meet the information needs of user groups in the region while adhering to national standards. Deems certified regional systems to be part of NOAA when carrying out this Act, and employees of such systems acting within the scope of their employment to be Federal Government employees, for purposes of civil liability under specified laws. Directs the Council to establish programs for research, development, and education for the system. Authorizes departments and agencies represented on the Council to participate in interagency financing and to share funds appropriated to any Council member.

Collegiate Housing and Infrastructure Act of 2005 - Amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure improvement grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) so long as all of the active members of such clubs are full-time students at the college or university with which such clubs are associated. Defines "collegiate housing and infrastructure grants" to include grants to provide, improve, operate, or maintain collegiate housing.

Renewing the Dream Tax Credit Act - Amends the Internal Revenue Code to allow homebuilders and investors a general business tax credit for building or substantially rehabilitating residences for low and moderate-income individuals in certain areas, including a rural area, an Indian reservation, or an area of chronic economic distress. Sets forth rules for the calculation of such credit and its administration and allocation by the States.

Supports the organizers and participants of the historic meeting of the Assembly to Promote the Civil Society in Cuba in May 2005 in Havana. Urges: (1) the international community to support the Assembly's mission to bring democracy to Cuba; and (2) the Administration and international community to oppose any attempts by the Castro regime to repress Assembly organizers and participants. Shares the Assembly's pro-democracy ideals.

Recognizes the importance of the men and women who have served or who currently serve in the Armed Forces of the United States. Supports the designation of an appropriate week as Hire a Veteran Week. Encourages the President to issue a proclamation calling upon employers, labor organizations, veterans service organizations, and federal, state, and local governmental agencies to lend their support to increase employment of the men and women who have served in the Armed Forces.

Human Cloning Prohibition Act of 2005 - Amends the Federal criminal code to prohibit any person or entity, in or affecting interstate commerce, from knowingly: (1) performing or attempting to perform human cloning; (2) participating in such an attempt; (3) shipping or receiving an embryo produced by human cloning or any product derived from such embryo; or (4) importing such an embryo or derived product. Sets forth criminal and civil penalties. Provides that nothing in this Act restricts areas of scientific research not specifically prohibited above, including research in the use of nuclear transfer or other cloning techniques to produce molecules, DNA, cells other than human embryos, tissues, organs, plants, or animals other than humans.

Child Predator Act of 2005 - Amends the Jacob Wetterling Crimes Against Children and Sexually Violent Offender Registration Act to: (1) expand the definition of "criminal offense against a victim who is a minor" to include every offense, whether Federal, State, local, tribal, foreign, or otherwise, that involves one or more of specified characteristics (such as kidnapping or sexual conduct), when committed against a minor; and (2) define "child predator" as a person who is convicted of such an offense that is sexual in nature, where the minor is age 13 or younger. Directs that State procedures require a child predator to: (1) report a change of residence within ten days; and (2) notify appropriate entities within that person's community, including schools, public housing, at least two media outlets, and law enforcement. Sets penalties of up to two years' imprisonment, a fine, or both, for violations. Requires the Federal Bureau of Investigation to disclose to the public, on a free-access Internet site, all information collected regarding each child predator, including a recent photograph. Requires the site to: (1) include a feature under which a member of the public can specify an address and be provided with registration information of all such predators within a radius of that address, as well as other searching and sorting capabilities; and (2) display the information in a manner that clearly indicates that the person is a child predator, along with the statutory definition of that term.

Direct Support Professionals Fairness and Security Act of 2005 - Amends title XIX (Medicaid) of the Social Security Act to provide funds to States to enable them to increase the wages paid to targeted direct support professionals in providing services to individuals with disabilities under the Medicaid program. Directs the Secretary of Health and Human Services, through the Inspector General of the Department of Health and Human Services, to audit a sample from among the States in order to assess the effectiveness of progress made in reducing or eliminating the wage gap between targeted and reference direct support professionals through funds under this Act. Requires the Comptroller General to study and report to Congress on the wage equalization and recruitment and retention of direct support professionals who are providing services and supports to individuals with disabilities.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the presentation, on behalf of Congress, of a gold medal collectively to the Tuskegee Airmen in recognition of their unique military record, which inspired revolutionary reform in the Armed Forces.

Union Member Information Enforcement Act - Amends the Labor-Management Reporting and Disclosure Act of 1959 to direct the Secretary of Labor to: (1) investigate any written complaint of a member alleging that a labor organization has violated requirements to inform its members of their rights; and (2) without disclosing the identity of the complainant, bring a civil action for relief upon determining that such violation has occurred and has not been remedied.

Labor-Management Accountability Act - Amends the Labor-Management Reporting and Disclosure Act of 1959 to authorize the Secretary of Labor, upon finding a violation of specified reporting and disclosure requirements (regarding constitution and bylaws, financial reports, securities, reports of the employer, and trusteeships), to require the person, labor organization, or employer responsible to pay a civil money penalty in an amount determined under a schedule that takes into account the nature of the violation involved, the existence of previous violations, and the responsible entity's revenues. Prohibits the Secretary from making any determination adverse to a person, labor organization, or employer until such person or entity has been given written notice and an opportunity to be heard. Specifies review procedures.

Amends the Internal Revenue Code to: (1) establish in the Treasury a World Trade Center Memorial Fund for the purpose of making grants to the World Trade Center Memorial Foundation for the construction of a memorial at the former site of the World Trade Center in New York City; and (2) permit taxpayers to designate on their tax returns $1.00 ($2.00 for joint returns) of their tax liability to the World Trade Center Memorial Fund.

Good Samaritan Volunteer Firefighter Assistance Act of 2005 - States that a person (including a governmental or other entity) who donates fire control or fire rescue equipment to a volunteer fire company shall not be liable for State or Federal civil damages for personal injuries, property damage or loss, or death caused by the equipment after the donation. Waives such liability protection if: (1) the person's act or omission causing the injury, damage, loss, or death constitutes gross negligence or intentional misconduct; or (2) the person is the manufacturer of such equipment. Preempts State law unless such law provides additional protection from liability.

Union Members Right-to-Know Act - Amends the Labor-Management Reporting and Disclosure Act of 1959 to require a labor organization to provide information on the Act to: (1) each new member within 90 days after the member has joined the labor organization; and (2) all members periodically in a manner which the Secretary of Labor determines will promote a fuller understanding of the member's rights and judicial remedies under the Act.

Child Health Care Crisis Relief Act of 2005 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to establish programs related to mental health services for children and adolescents, to include: (1) entering into contracts with qualified individuals to pay educational loans in exchange for providing mental health services to children and adolescents; (2) awarding scholarships to students who agree to work as child and adolescent mental health service professionals after graduation or completion of residency; (3) entering into contracts with higher education institutions to establish or expand internship or other field placement programs for students receiving specialized training or clinical experience in child and adolescent mental health; (4) awarding grants to State-licensed mental heath organizations to pay for programs for preservice or in-service training of paraprofessional child and adolescent mental health workers; and (5) awarding grants to higher education institutions to establish or expand graduate child and adolescent mental health programs. Amends Title XVIII (Medicare) of the Social Security Act to adjust the graduate medical education program to: (1) exclude a reasonable number of residents or fellows in child and adolescent psychiatry when calculating the maximum number of residents in the field of allopathic or osteopathic medicine for which the hospital may be paid; and (2) extend the period of board eligibility for residents and fellows in child and adolescent psychiatry. Directs the Administrator to study and report to Congress on the distribution of, and need for, child mental health service professionals.
