Voting Rights Improvement Act of 1992 - Amends the Voting Rights Act of 1965 to extend the termination date on the prohibition of covered States and political subdivisions providing voting materials only in English. Modifies criteria for determining whether a State or subdivision is covered.

Stewart B. McKinney Homeless Assistance Amendments Act of 1992 - Title I: General Provisions - States that the provisions of this Act shall not be construed to provide new budget authority. Title II: Interagency Council on the Homeless - Amends the Stewart B. McKinney Homeless Assistance Act (McKinney Act) to extend: (1) authorization of appropriations for the Interagency Council on the Homeless; and (2) the Council's sunset date. Title III: Federal Emergency Management Food and Shelter Program - Amends the McKinney Act to extend the authorization of appropriations for the Federal emergency management food and shelter program. Title IV: Housing Assistance - Subtitle A: Existing FEMA and HUD Programs - Amends the McKinney Act to extend the authorization of appropriations for: (1) the emergency shelter grants program; (2) the supportive housing demonstration program; (3) supplemental assistance for facilities to assist the homeless; and (4) the shelter plus care program (rental housing and rental housing for the elderly or handicapped). Increases budget authority for single room occupancy assistance. Amends the Cranston-Gonzalez National Affordable Housing Act to extend the transition period for homeless housing programs under title IV of the McKinney Act. Subtitle B: New FmHA Programs - Amends the McKinney Act to direct the Secretary of Agriculture to carry out programs: (1) for disposing of single family Farmers Home Administration properties to house homeless individuals and families; and (2) of rural homelessness grants. Authorizes appropriations for such grants. Title V: Health Care for the Homeless - Subtitle A: Categorical Grants for Primary Health Services and Substance Abuse Services - Amends the Public Health Service Act to extend the authorization of appropriations for health care grants for the homeless. Authorizes the Secretary to make grants for programs of substance abuse prevention and treatment among the homeless. Authorizes appropriations. Subtitle B: Formula Grants to States for Assistance in Transition from Homelessness - Amends the Public Health Service Act to extend the authorization of appropriations for State formula grants for homelessness transition. Subtitle C: Authorization of Appropriations for Community Demonstration Projects - Amends the McKinney Act to extend the authorization of appropriations for mental health services for homeless persons with chronic mental illness. Title VI: Education, Training, and Community Services Program - Amends the McKinney Act to extend the authorization of appropriations for: (1) adult education for the homeless; (2) education for homeless children and youth; (3) the emergency community services homeless grant program; (4) family support centers; and (5) job training for the homeless, including homeless veterans' reintegration projects. Title VII: Veterans Programs - Amends the Stewart B. McKinney Homeless Assistance Amendments Act of 1988 to extend the authorization of appropriations for veterans' medical care. Provides for disposition of single family Department of Veterans Affairs properties to house homeless individuals and families. Title VIII: National Homeless Advocate Demonstration Grant Program - Amends the McKinney Act to direct the Secretary of Health and Human Services to establish a homeless advocate demonstration grant program. Authorizes appropriations.

Expresses the sense of the House of Representatives that the United States should: (1) continue discussions with the other permanent members of the United Nations (UN) Security Council and other arms sellers on setting strict limits and guidelines on all international arms transfers; (2) reduce military assistance programs by 25 percent by 1995 and direct the savings to UN and international peacekeeping operations, economic conversion assistance programs in regions of the United States adversely affected by defense budget cuts, and bilateral development assistance to foreign countries which suffer from widespread hunger and poverty; (3) eliminate the self-financing three percent administrative fee that the Defense Security Assistance Agency adds to the costs of weapons it transfers to foreign countries; (4) seek to expand the number of signatories to the 1987 Missile Technology Control Regime beyond the original seven countries; (5) encourage the World Bank and the International Monetary Fund to discontinue loans to countries which devote more than three percent of their gross national product (GNP) to military expenditures; (6) prohibit sales of offensive arms to countries which devote more than six percent of their GNP to military purposes and phase out sales of offensive arms by 1996 to countries which devote between three and six percent of their GNP to military purposes; (7) prohibit the Export-Import Bank from extending credit for the sale of military articles and services to any country; (8) reduce all foreign aid, except emergency humanitarian assistance, by 25 percent each year to countries which devote more than three percent of their GNP to military purposes; and (9) encourage the UN Security Council to assist in the negotiation of peaceful solutions to territorial and other disputes in the world and to guarantee the security of countries threatened by other countries.

Emergency Community Development Act of 1991 - Title I: Temporary Assistance for Community Development Activities - Authorizes the Secretary of Housing and Urban Development to make grants to States, local governments, and Indian tribes for community development assistance. Authorizes appropriations. Title II: Housing Programs - Authorizes funds, in addition to other specified authorizations, for: (1) public housing vacancy reduction; (2) the National Homeownership Trust; and (3) the Flexible Subsidy Fund. Title III: Single Family Mortgage Insurance - Amends the National Housing Act with regard to single family mortgage insurance to prohibit a limitation on financed closing costs. Directs the Secretary to establish single premium payments for refinanced mortgages. Title IV: Rural Housing - Authorizes and increases funding for: (1) insured or guaranteed rural housing loans; (2) supplemental grants for remote rural housing; (3) housing improvement loans; (4) rural housing loans for elderly, handicapped, or low-income persons; (5) housing for rural homeless and migrant farmworkers; and (6) rental assistance payment contracts. Title V: Homeless Assistance - Authorizes and increases funding for: (1) Federal Emergency Management Agency emergency food and shelter grants; (2) emergency shelter grants; (3) the supportive housing demonstration program; (4) supplemental assistance for facilities to assist the homeless; and (5) section 8 assistance for single room occupancy dwellings. Title VI: Department of Housing and Urban Development Administration - Exempts multifamily project assistance from certain certification of limitation provisions under specified circumstances. Authorizes appropriations for multifamily housing mortgage insurance regional, field, or zone staff. Title VII: Financial Institutions Housing Provisions - Authorizes appropriations for the Federal Home Loan Banks' affordable housing program.

Higher Education Access Act - Amends the Higher Education Act of 1965 to direct the Secretary of Education to carry out, by contract, an advanced placement test fee payment program for low-income individuals who are enrolled in an advanced placement class and plan to take an advanced placement test. Requires the Secretary to disseminate information on the availability of test fee payments under such program to eligible individuals through secondary school teachers and guidance counselors. Authorizes appropriations.

Low-Income Housing Revitalization Act - Amends Internal Revenue Code (IRC) provisions relating to the low-income housing credit to increase the credit from four percent to nine percent with respect to new buildings that are federally subsidized. Extends the low-income housing credit permanently. Amends IRC accounting provisions to exempt low-income housing credit activities from limitations on passive losses. Revises the accelerated cost recovery system in connection with low-income residential rental property to reduce the applicable recovery period from 27.5 to 20 years. Disallows an income tax deduction for any expense relating to residential rental units unless such units are suitable for occupancy. Excludes deductions for business expenses, interest on indebtedness, and taxes from calculations to determine the passive loss limitation in connection with rental real estate activity relating to a qualified low-income housing project in which a noncorporate taxpayer actively or materially participates.

Expresses the sense of the Congress that: (1) the President should suspend all International Military Educational Training Program funds to the Government of Indonesia, request a report by the United Nations (UN) Rapporteur on Torture on the November 12, 1991, massacre of civilians in East Timor by Indonesia security forces to the UN General Assembly, support the introduction of a resolution in the General Assembly instructing the UN Commission on Human Rights to appoint a Special Rapporteur for East Timor, and request that the Indonesian Government permit an investigation by the UN Special Rapporteur on Summary and Arbitrary Executions of the situation in East Timor and elsewhere in Indonesia and establish an independent commission to investigate the cause of the atrocity and to assist the prosecution of those responsible; (2) the American Ambassador to Indonesia should visit East Timor to investigate reports of the atrocity and of additional repression by Indonesian authorities; and (3) the American policy of de facto acceptance of Indonesia's incorporation of East Timor should be reassessed.

Calls on President Mobutu of Zaire to step down and permit the transitional government to return the country to democratic rule. Condemns all violations of human rights in Zaire. Supports the aspirations of the Zairean people for democratic change. Invites the international community of nations to express their concern with respect to the repression and corruption of the Mobutu regime and to support the Zairean democratic forces' desire for peaceful change. Calls upon the administration to: (1) urge the Belgian and French Governments to keep their troops in place until an international peacekeeping force can be brought into Zaire to ensure stability during the political transition period; and (2) express its willingness to offer appropriate assistance to help implement any future international peacekeeping arrangement.

Budget Process Reform Act of 1991 - Amends the Congressional Budget Act of 1974 to: (1) eliminate the division of discretionary appropriations into three categories (defense, international, and domestic) for purposes of discretionary spending limits for FY 1993; and (2) consolidate them into a single limit for budget authority and outlay. Directs the Office of Management and Budget to recalculate any adjustments made to such spending limits before enactment of this Act under the sequestration provisions of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Requires the President to report revised discretionary spending limits for FY 1993 to the Congress by the fifth day after enactment of this Act.

Expresses the sense of the Congress that: (1) the leaders of Armenia, Azerbaijan, Byelorussia (a.k.a. Belarus), Georgia, Kazakhstan, Kyrgyzstan (a.k.a. Kirghizia) Moldavia (a.k.a. Moldova), Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan should accept and implement all commitments on human rights, fundamental freedoms, and humanitarian cooperation contained in the Helsinki Final Act, the Charter of Paris for a New Europe, or any other document of the Conference on Security and Cooperation in Europe; and (2) the President should convey to the leaders of these republics that respect for human rights and fundamental freedoms is a vital element in achieving genuine security and cooperation in Europe and should keep the Congress informed of the status of human rights and fundamental freedoms in each of these republics.

Directs the President to transfer to the Demobilization and Transition Fund for El Salvador (established pursuant to the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1991) a specified amount of funds allocated for foreign military financing for El Salvador for FY 1992 under any joint resolution making continuing appropriations. Requires the transfer to the Fund of 50 percent of funds for such financing for El Salvador provided under such a joint resolution or the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1992 (excluding the funds released by the President) if a pardon (other than a pardon pursuant to an agreement between the parties to the conflict in El Salvador) is granted to any of the army officers convicted of the November 1989 murders at the University of Central America.

Amends the Public Health Service Act to give, to States adopting measures relating to medical malpractice liability that give incentives to health care providers to provide services to individuals unable to pay, priority for assistance under provisions relating to: (1) migrant and community health centers; and (2) health services for the homeless and residents of public housing. Amends the Stewart B. McKinney Homeless Assistance Act to give priority to such States for assistance under provisions relating to: (1) comprehensive homeless assistance plans; and (2) discretionary allocations for urgent needs of homeless persons.

Federal Employee Fairness Act of 1991 - Amends title VII (Equal Employment Opportunities) of the Civil Rights Act of 1964 to provide for coverage and administrative determination by the Equal Employment Opportunity Commission (EEOC) of Federal employee discrimination claims under title VII. Requires Federal agencies to make voluntary counseling and a voluntary alternative dispute process available to Federal employees to resolve complaints. Prohibits such agencies from: (1) requiring Federal employees to participate in such counseling or dispute process; or (2) discouraging them from filing title VII discrimination complaints. Entitles the Federal employee, if a settlement agreement has not been reached with the respondent, to either: (1) file with the EEOC a request for determination of the title VII claim by an EEOC administrative judge or, under certain conditions, by the Merit Systems Protection Board (MSPB), or under certain administrative and judicial procedures under Federal law relating to Federal employees; or (2) commence a civil action in an appropriate U.S. district court for de novo review of such title VII claim. Amends the Age Discrimination in Employment Act (ADEA) with respect to nondiscrimination on account of age in Federal Government employment and EEOC enforcement of the prohibition. Allows aggrieved individuals to either: (1) file a complaint with the Commission in accordance with, and in the same manner as claims under, title VII of the Civil Rights Act of 1964; or (2) commence a civil action, within a specified period, in an appropriate U.S. district court for de novo review of the violation. Requires the EEOC to: (1) notify promptly all persons named in the notice as prospective defendants in such action; and (2) take any appropriate action to eliminate any unlawful practice. Allows individuals with a complaint pending before the EEOC during a specified period the opportunity to commence a civil action within a specified period. Amends Federal law relating to Federal employees with respect to grievance procedures and actions involving discrimination. Allows a Federal employee to commence, within 120 days after a final decision in a grievance procedure, a civil action in an appropriate U.S. district court for de novo review of a complaint of discrimination prohibited by any law administered by the EEOC. Allows a Federal employee or applicant for Federal employment to file a complaint with the EEOC in accordance with title VII of the Civil Rights Act of 1964 and select specified administrative and judicial procedures under title VII or other Federal law relating to Federal employees for grievance procedures or actions involving discrimination. Directs the agency (including the EEOC and the MSPB) that carries out such selected procedures to apply the appropriate substantive law. Allows a Federal employee who elected specified procedures, if the EEOC dismisses the claim under title VII, to raise the action within a certain time period under other specified procedures relating to Federal employees, except that no allegation of a kind involving specified Federal laws against discrimination cited in the dismissed complaint may be thus raised. Entitles a Federal employee to file within a specified period a civil action in the appropriate U.S. district court for de novo review of the action raised under specified procedures if there is no judicially reviewable action at the end of a specified period. Directs the EEOC, within one year after enactment of this Act, to issue rules to: (1) assist Federal Government entities to comply with this Act; and (2) establish a uniform written notice and requirements applicable to collecting and preserving documents and information.
