Supplemental Security Income Equality Act This bill extends the Supplemental Security Income (SSI) program to Puerto Rico, the Virgin Islands, and Guam. This is a federal program designed to help aged, blind, and disabled individuals with limited income and resources meet basic needs. When Congress created the SSI program in 1972, it excluded these territories. The Social Security Administration may waive or modify statutory requirements relating to the provision of benefits as necessary to adapt the SSI program to each territory. This bill also eliminates a limit on payments from the Temporary Assistance for Needy Families (TANF) program and other Department of Health and Human Services programs to the territories.

STOP Bullying Act This bill requires the Department of Education to make grants for each state to establish a task force to study, address, and reduce bullying in elementary and secondary schools.

Flood Resiliency and Taxpayer Savings Act of 2021 This bill requires federal agencies to take specified actions to evaluate and mitigate the risk of floods to federally funded projects. Specifically, the bill directs federal agencies to evaluate the potential for flooding throughout the planned lifetime or duration of a federally funded project to reduce the risk of financial and property losses and prevent the disruption of critical services during floods. Further, federal agencies must consider certain data and information (e.g., the most recent flood insurance rate map published by the Federal Emergency Management Agency) when evaluating whether a federally funded project is in a floodplain. If the agency determines the data and information are not adequate for understanding the flood risks to the project, then the agency must use an alternative design standard outlined by the bill. Finally, the bill directs the Federal Interagency Floodplain Management Task Force to issue guidelines for federal agencies related to flood risk management.

Medicare Economic Security Solutions Act This bill modifies provisions relating to enrollment periods for Medicare medical services. Among other things, the bill establishes a late enrollment penalty of 15% of monthly premiums and applies the penalty for a period equal to twice the number of months in each 12-month period during which the individual was not enrolled. Currently, the late enrollment penalty is 10% of monthly premiums for each 12-month period during which the individual was not enrolled, and the penalty continues to apply for as long as the individual is enrolled in Medicare medical services. The bill also expands the special enrollment periods to individuals who have health insurance coverage other than through their employer.

Comprehensive Breast Reconstruction Act of 2021 This bill provides for Medicare, Medicaid, and private health insurance coverage of certain tattooing services in connection with post-mastectomy breast reconstruction, and aligns the scope of Medicare and Medicaid coverage of such breast reconstruction with that of private health insurance. Specifically, the bill provides for coverage of reconstructive tattooing services that are performed by a health care practitioner or state-licensed tattoo artist pursuant to a physician prescription, and expands Medicare and Medicaid coverage to include all stages of reconstruction, surgery to produce a symmetrical appearance, and prostheses and physical complications of mastectomies (e.g., lymphedemas).

Transit Security Grant Program Flexibility Act This bill establishes periods of performance for the use of public transportation security assistance grant funds. Funds provided pursuant to such a grant for a specified authorized use, including for tunnel protection systems and surveillance equipment, shall remain available for use by a grant recipient for at least 36 months. However, any such funds used for security improvements for public transportation systems or security improvements for stations and other public transportation infrastructure, including those owned by state or local governments, shall remain available for at least 55 months. The Government Accountability Office shall conduct a review of the public transportation security assistance grant program, including an assessment of the manner in which projects under the program address threats to public transportation infrastructure.

Veterans' True Choice Act of 2021 This bill allows covered veterans to receive coverage under TRICARE Select, a health care program of the Department of Defense (DOD). Veterans covered by this bill include those with service-connected disabilities, former prisoners of war, Purple Heart recipients, Medal of Honor recipients, those discharged from service due to disability, and those entitled to disability compensation. The Department of Veterans Affairs (VA) must reimburse DOD's costs of enrolling eligible veteran beneficiaries in the program. A covered veteran may not concurrently receive medical care from DOD and the VA.

Territorial Judgeship Retirement Equity Act of 2021 This bill lowers the age and service requirements for a district court judge in Guam, the Northern Mariana Islands, or the Virgin Islands to receive a retirement annuity and be eligible to serve as a senior judge. Under the bill, a district court judge in one of these territories may receive a retirement annuity after having served for at least 10 years and reaching 50 years of age, along with meeting other requirements. A retiring judge may serve as a senior judge if the judge (1) has served for at least 15 years, or (2) has served for at least 10 years and is at least 65 years old. Current law generally requires a higher age and, in certain cases, a longer length of service before a district court judge in one of these territories may receive an annuity and obtain senior status. The bill also lowers various requirements for such a district court judge to receive an annuity if the judge retired, or was removed, due to a disability.

Rural STEM Education Research Act This bill directs the National Science Foundation (NSF) to support research regarding STEM (science, technology, engineering, and mathematics, including computer science) education in rural schools. The NSF must award grants to institutions of higher education or nonprofit organizations for (1) research and development to advance innovative approaches to support and sustain high-quality STEM teaching in rural schools, (2) research and development of programming to identify the barriers rural students face in accessing high-quality STEM education, (3) development of innovative solutions to improve the participation and advancement of rural students in grades Pre-K through 12 in STEM studies, and (4) research on online STEM education courses for rural communities. The NSF may establish a pilot program of regional cohorts in rural areas to provide peer support, mentoring, and hands-on research experiences for rural STEM educators of students in grades Pre-K through 12 in order to build an ecosystem of cooperation among educators, researchers, academia, and local industry. The NSF shall enter into an agreement with the National Academy of Sciences under which the National Academy agrees to evaluate aspects of STEM education and workforce development in rural areas. The National Institute of Standards and Technology must award prizes to stimulate research and development of creative technologies in order to deploy affordable and reliable broadband connectivity to underserved rural communities. The Office of Science and Technology Policy must establish a broadband research and development working group to address national research challenges and opportunities for improving broadband access and adoption across the United States.

STEM Opportunities Act This bill provides for guidance, data collection, and grants for groups historically underrepresented in science, technology, engineering, and mathematics (STEM) education at institutions of higher education (IHEs) and at federal science agencies. Specifically, the bill requires the Office of Science and Technology Policy (OSTP) to provide specified guidance related to such groups to federal science agencies and IHEs. Each federal science agency must collect comprehensive demographic data on recipients of merit-reviewed research and development grants given to IHEs and federal laboratories supported by that agency. Each agency must also implement recommendations from the OSTP report titled Reducing the Impact of Bias in the STEM Workforce . In addition, each agency must carry out a pilot program and implement evidence-based policies and practices to minimize the effect of implicit bias in the grant review process. The National Science Foundation (NSF) must carry out and publish a survey to collect data on the demographics of STEM faculty, by broad fields of STEM, at different types of IHEs. The NSF must also carry out a variety of grant programs, including grants for increasing (1) the recruitment, retention, and advancement of individuals from underrepresented minority groups in STEM careers; (2) the recruitment and retention of minority students who are underrepresented in STEM fields; and (3) student participation in computer science and computational thinking education programs at tribal colleges and universities.

Restoring Resilient Reefs Act of 2021 This bill addresses the conservation and sustainability of coral reef ecosystems. Among other things, the bill reauthorizes through FY2024 and revises the Coral Reef Conservation Program; directs the National Oceanic and Atmospheric Administration (NOAA) to provide block grants to states to support state coral reef management and restoration; requires NOAA to establish standards for the formation of partnerships among government and community members for the stewardship of coral reefs; provides statutory authority for the U.S. Coral Reef Task Force to lead, coordinate, and strengthen federal government actions to preserve, conserve, and restore coral reef ecosystems; requires the Department of the Interior to provide grants upon the declaration of a coral reef emergency to implement emergency plans; authorizes Interior to provide scientific expertise, technical assistance, and financial assistance for the conservation and restoration of coral reefs; and establishes a National Coral Reef Management Fellowship Program.

Social Security Fairness Act of 2021 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security survivors' benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2021.

Venezuela TPS Act of 2021 This bill permits nationals of Venezuela to qualify for temporary protected status, which prevents their removal from the United States and allows them to obtain employment and travel authorization. Such status shall be available to qualifying nationals of Venezuela for 18 months starting from this bill's enactment.

Concealed Carry Reciprocity Act This bill establishes a federal statutory framework to regulate the carry or possession of concealed firearms across state lines. Specifically, an individual who is eligible to carry a concealed firearm in one state may carry or possess a concealed handgun (other than a machine gun or destructive device) in another state that allows its residents to carry concealed firearms. It sets forth requirements for the lawful concealed carry across state lines. The bill preempts most state and local laws related to concealed carry and establishes a private right of action for a person adversely affected by interference with a concealed-carry right established by this bill.

Nationally Enhancing the Well-being of Babies through Outreach and Research Now Act or the NEWBORN Act This bill establishes a pilot program through which the Health Resources and Services Administration must award grants to territorial, tribal, and local health departments in areas with the highest rates of infant mortality to address birth defects, premature births, and other leading causes of infant death.

Child Tax Credit Equity for Puerto Rico Act of 2019 This bill (1) allows residents of Puerto Rico to claim the refundable portion of the child tax credit on the same basis as U.S. taxpayers, and (2) allows such residents with one or two children to claim the refundable portion of the credit on the same basis as residents with three or more children.

Delivering Optimally Urgent Labor Access for Veterans Affairs Act of 2020 or the DOULA for VA Act of 2020 This bill requires the Department of Veterans Affairs (VA) to establish a five-year pilot program to furnish doula services to pregnant veterans who are enrolled in the VA health care system. The program must furnish doula services through eligible entities by expanding the VA's Whole Health model to measure the impact that doula support services have on birth and mental health outcomes of pregnant veterans. The Whole Health model is a holistic approach that looks at the many areas of life that may affect health in order to make a health plan suited for each individual based on his or her health goals.

Coronavirus Assistance for American Families Act This bill allows individual taxpayers an additional 2020 recovery rebate in the amount of $1,000 ($2,000 for joint returns), plus $1,000 for each dependent of the taxpayer. The amount of such rebate is phased out for taxpayers whose adjusted gross income exceeds $75,000 ($150,000 for joint returns). A recovery rebate is a stimulus payment for taxpayers and their dependents who are adversely affected by COVID-19 (i.e., coronavirus disease 2019).

Set Sail Safely Act This bill establishes a Maritime Task Force to address the health and safety of passengers, crew, and associated workers, logistical issues relating to the continuation of maritime travel, and the resumption of cruise operations in United States waters during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The task force must consist of members from several federal agencies, including the Department of Homeland Security, the U.S. Coast Guard, and the Department of Transportation. It must work together with input from private sector stakeholders to develop a plan about policies and procedures that need to be adopted for the safe resumption of the cruise line industry during and after the COVID-19 public health emergency.

Visit America Act This bill implements measures to support the U.S. travel and tourism industry and to address the declining percentage of international visitors to the United States. Specifically, the bill requires the Department of Commerce to develop a 10-year travel and tourism strategy with the goal of achieving, by 2028, 116 million annual international visitors to the United States and $445 billion in travel exports. The bill also establishes the role of Assistant Secretary of Commerce for Travel and Tourism, whose responsibilities shall include (1) setting an annual goal for the number of international visitors to the United States, (2) providing support for improved visitor visa processing, and (3) promoting travel exports abroad. Further, the assistant secretary must develop and implement a COVID-19 (i.e., coronavirus disease 2019) pandemic recovery strategy to assist the recovery of the U.S. travel and tourism industry from travel restrictions necessitated by the pandemic. The bill also provides statutory authority for the United States Travel and Tourism Advisory Board, which shall aid the assistant secretary in developing and implementing the COVID-19 pandemic recovery strategy.

Coronavirus College Access and Completion Emergency Relief Act This bill provides additional appropriations to the Department of Education for TRIO programs. (These outreach and student services programs identify and provide services to students from disadvantaged backgrounds.) The bill provides the funding to (1) expand program capacity to serve more low-income, first-generation students, students with disabilities, veterans, unemployed adults, and other qualified individuals; and (2) provide such students with technology support.

Air Carrier Worker Support Extension Act of 2020 This bill extends authority for the Department of the Treasury to provide financial assistance to passenger air carriers, cargo air carriers, and contractors of passenger air carriers for the continuation of payment of employee wages, salaries, and benefits. The maximum amounts of financial assistance that may be provided by Treasury for this purpose are $25.5 billion for passenger air carriers, $300 million for cargo air carriers, and $3 billion for contractors . The bill provides specific deadlines and procedures under which Treasury must provide financial assistance to air carriers and contractors. To be eligible for financial assistance, an air carrier or contractor must (1) agree not to reduce pay and benefits or conduct involuntary furloughs until March 31, 2021; and (2) agree, through March 31, 2022, not to repurchase stock, pay dividends, or make other capital distributions. Additionally, Treasury may require carriers that receive assistance to maintain service to points served before March 1, 2020. Such authority terminates on April 1, 2022. The bill limits the maximum allowable compensation of an officer or employee of an air carrier or contractor that receives assistance.

I Am Vanessa Guillen Act of 2020 This bill addresses the response of the Department of Defense to sex-related offenses committed against members of the Armed Forces, including allowing a member to confidentially allege a complaint of sexual harassment to an individual outside the immediate chain of command of that member.

This resolution declares that Congress and the President will have a duty to act in 2021 on the self-determination choice of the people of Puerto Rico if the territory's plebiscite chooses statehood. The resolution (1) recognizes that implementation legislation will need to include measures to phase-in the equal treatment of the territory and its residents in federal laws, and (2) states that such measures should implement equality for Puerto Rico and Puerto Ricans as expeditiously as possible.

Supporting Education Recognition for Veterans during Emergencies Act or the SERVE Act This bill addresses opportunities for certain veterans with medical experience. The bill requires the Department of Veterans Affairs (VA) to update its web portals to allow the identification of veterans who had a medical occupation as a member of the Armed Forces. Specifically, the bill authorizes veterans to elect to provide their contact information and a history of their medical experience and trained competencies. The VA, the Department of Defense (DOD), and the Department of Labor must establish a program to share the veteran's provided information with specified entities (e.g., state credentialing bodies) for purposes of facilitating civilian medical credentialing and hiring of veterans seeking to respond to a national emergency, including a public health emergency. The VA must implement a program to train and certify veterans who served as basic health care technicians during their service to work as VA intermediate care technicians, specifically at VA medical center locations with staffing shortages. Additionally, the VA must prepare a communications campaign under the Transition Assistance Program to convey opportunities related to the intermediate care technician program to members of the Armed Forces who are separating from active duty. Finally, the bill requires the VA and DOD to notify veterans service organizations and members of the reserve components of the Armed Forces about the opportunities for veterans provided under this bill.

Eliminating the Provider Relief Fund Tax Penalties Act of 2020 This bill excludes from gross income, for income tax purposes, any grant or other assistance provided by the CARES Act Provider Relief Fund under the Coronavirus Aid, Relief, and Economic Security Act or the CARES Act.

Coronavirus Economic Relief for Transportation Services Act This bill requires the Department of the Treasury to provide grants and other forms of emergency assistance to certain providers of transportation services that have experienced a significant revenue loss as a direct or indirect result of COVID-19 (i.e., coronavirus disease 2019). Treasury must ensure equal access to the assistance for small, minority-owned, and women-owned businesses. As a condition of receipt of assistance, Treasury must require that a provider of transportation services agree to (1) use the funds, on a priority basis, to maintain through December 31, 2020, pay, paid administrative leave, and benefits to all employees after making any adjustments required for retirement or voluntary employee separation; and (2) recall or rehire any employee laid off, furloughed, or terminated because of reduced service as a result of COVID-19, to the extent warranted by increased service levels.

Drug-Free Communities Pandemic Relief Act This bill authorizes the Drug-Free Communities Support Program, subject to certain limitations, to waive matching funds requirements applicable to certain grants for reducing substance use among youth. Before waiving these requirements, the program must determine that a grantee is unable to raise funds because of the COVID-19 (i.e. coronavirus disease 2019) emergency. Currently, the Office of National Drug Control Policy administers this program, and community coalitions that receive the grants must match a specified percentage of the federal award amount with nonfederal funds, including in-kind contributions.

Medical Manufacturing, Economic Development, and Sustainability Act of 2020 or the MMEDS Act of 2020 This bill provides incentives for relocating medical manufacturing facilities in the United States and for manufacturing medical products (i.e., drugs and devices) in economically distressed zones. Specifically, the bill allows a income tax credit for 40% of the sum of wages paid in a medical manufacturing economically distressed zone, employee fringe benefit expenses, and depreciation and amortization allowances with respect to qualified medical manufacturing facility property, and a credit for economically distressed zone products and services acquired by domestic medical manufacturers. The bill increases the credit rate for minority businesses.

Surface Transportation Advanced through Reform, Technology, and Efficient Review Act or the STARTER Act This bill addresses provisions related to federal-aid highway, transit, highway safety, motor carrier, innovation, and resiliency programs of the Department of Transportation (DOT). Among other provisions, the bill extends FY2020 enacted levels through FY2025 for federal-aid highway, transit, and safety programs; requires DOT to provide competitive grants for projects to provide parking for commercial motor vehicles on the federal-aid highway system; authorizes DOT to modify loan interest rates under the transportation infrastructure finance and innovation (TIFIA) program for borrowers impacted by COVID-19 (i.e. coronavirus disease 2019); specifies that projects that provide access to hospitals and health care providers in areas of limited public transportation options are eligible to be carried out as public transportation research projects; creates a public awareness campaign to reduce instances of driving while under the influence of prescription and over-the-counter medications; directs DOT to promulgate regulations to implement an apprenticeship program for licensed commercial motor vehicle drivers under the age of 21; establishes new competitive grant programs to spur innovation of connected vehicle applications into practical and effective operational deployments, and to test the safe integration of automated driving system technologies into the on-road transportation system; and addresses projects to improve the resiliency of federal-aid highways and bridges on and off the National Highway System.
