Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 or the JUSTICE Act This bill addresses policies and issues regarding policing practices and law enforcement accountability. The bill funds state and local grants, incentivizes state and local reporting on the use of certain policing practices, creates new federal offenses for certain misconduct, establishes a commission to study the conditions affecting Black men and boys, and establishes best practices and training requirements.

One Federal Decision Act of 2020 This bill provides statutory authority for the policy that requires federal agencies to coordinate environmental reviews and authorization decisions for major infrastructure projects. It also sets a goal for completing environmental reviews within two years. The Department of Transportation (DOT) must review existing practices, procedures, programmatic agreements, and applicable laws to identify potential changes that would facilitate an efficient environmental review process for projects. All authorization decisions for construction of a major project must be completed within 90 days of the issuance of a record of decision for the project, although the lead agency could extend the deadline in some cases. The lead agency must develop an environmental review schedule with the project sponsor that is consistent with an agency average of not more than two years for the completion of the environmental review process for major projects. DOT must also (1) establish a performance accountability system to track each major project, and (2) provide other relevant federal agencies with a list of categorical exclusions under the National Environmental Policy Act that are applicable to highway projects and that would accelerate project delivery.

Coronavirus Provider Protection Act This bill generally exempts health care professionals and related health care entities (e.g., hospitals and medical clinics) from liability for harm caused in the course of arranging or providing health care services during the COVID-19 public health emergency.

This resolution expresses support for the goals and ideals of Polycystic Ovary Syndrome (PCOS) Awareness Month. PCOS is caused by a hormone imbalance. Symptoms can include infertility, weight gain, excess hair growth, and acne. It recognizes the need for further research, improved treatment and care options, and a cure for PCOS. It also acknowledges the struggles affecting all women and girls afflicted with PCOS.

Equitable Nutrition Assistance for the Territories Act of 2020 This bill allows Puerto Rico, American Samoa, and the Northern Mariana Islands to participate in the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) after submitting a plan of operation that is approved by the Department of Agriculture (USDA). (Under current law, the three territories receive block grants instead of participating in SNAP.) Such territories may request from USDA a one-time grant to pay the cost of the technology infrastructure necessary to implement SNAP, including the cost of information technology, information technology personnel, and training relating to program implementation.

Medicare Accelerated and Advance Payments Improvement Act of 2020 This bill establishes and otherwise modifies requirements for the Medicare Accelerated and Advance Payment Program during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). The program provides Medicare payments in advance to eligible providers experiencing claims or cash flow disruptions, such as during national emergencies; the program was specifically expanded in response to COVID-19 to encompass more types of providers, subject to certain recoupment and repayment provisions. Under the current program, recoupment of advance payments (through claims offsets) begins up to four months after the payment is made. Additionally, certain hospitals have one year to repay the full amount; other types of providers have seven months. Repayments made after this period are subject to the prevailing interest rate set by the Department of the Treasury (generally around 10% in FY2020). The bill delays recoupment for one year and caps the recoupment at 25% of a claim. The bill also gives all providers up to two years for full repayment and caps the interest rate at 1%. Additionally, the Centers for Medicare & Medicaid Services (CMS) may waive repayment entirely upon a demonstration of extreme hardship, among other factors. The bill also requires the CMS to continue to make the program available to providers of Medicare medical services for the duration of the public health emergency. (The CMS suspended the program for such providers on April 26, 2020.)

Wise Investment in Children Act of 2020 or the WIC Act of 2020 This bill expands eligibility for children to receive benefits under the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). Specifically, the bill allows states to extend eligibility for the program until the period that ends on the earlier of the sixth birthday of a child or when the child enters kindergarten; extends the certification period under the program for infants to two years, instead of the current one year; and authorizes states to increase the certification time under the program for breastfeeding and non-breastfeeding women to two years postpartum.

Jumpstarting Our Businesses' Success Credit Act of 2020 or the JOBS Credit Act of 2020 This bill increases the employer tax credit for the retention of employees and coordinates such credit with the Payroll Protection Program. Specifically, it increases the rate of the employee retention credit to 80% of up to $15,000 in employee wages per calendar quarter with an increased annual wage cap of $45,000 for all calendar quarters. The bill increases the maximum credit amount to $36,000. The bill expands the definition of large employer, for credit eligibility purposes, to include employers with more than 1,500 employees and more than $41.5 million in gross receipts in 2019, and requires employers to show a significant decline in gross receipts. It also extends eligibility for the credit to state governmental agencies and Indian tribal governments. The bill also coordinates the credit with the Paycheck Protection Program to allow employers to claim both programs subject to certain restrictions.

Securing America's Medicine Cabinet Act of 2020 This bill encourages the development and approval of advanced pharmaceutical manufacturing technologies and designates certain university research centers to assist in developing such technologies. The Food and Drug Administration (FDA) must continue to evaluate and approve new drug manufacturing technologies included in an application for drug approval and expedite the development and implementation of such technologies. The FDA must designate such a technology as an advanced manufacturing technology if it is likely to (1) prevent or resolve a drug shortage, (2) maintain an adequate supply of critical medications for national emergencies, or (3) promote the adoption of innovative approaches to drug design and manufacturing. The sponsor of such a designated technology must provide the FDA with certain related scientific evidence. After receiving this evidence, if the FDA validates the technology for a proposed use, then the sponsor may use the validated technology across multiple manufacturing product lines within the same use context without obtaining additional FDA validation. The FDA must designate certain institutions of higher education as National Centers of Excellence in Advanced Pharmaceutical Manufacturing. Among other requirements, such centers must demonstrate the ability to provide federal agencies with technical assistance and to train a future workforce in such technologies.

FEMA Empowering Essential Deliveries Act or the FEED Act This bill authorizes the Federal Emergency Management Agency (FEMA) to approve state, local, and Indian tribal government plans to partner with small and mid-size restaurants and nonprofit organizations to provide nutritious meals to individuals in need. Specifically, during the period following the President's emergency declaration of March 13, 2020, and under any subsequent major disaster declaration that supersedes it, FEMA may approve plans from state, local, and Indian tribal governments that (1) establish contracts with small and mid-sized restaurants and nonprofits, including faith-based organizations and soup kitchens, to prepare healthy meals for people in need; and (2) provide for partnerships with nonprofit organizations to purchase directly from food producers and farmers. FEMA shall waive federal matching requirements under the Robert T. Stafford Disaster Relief and Emergency Assistance Act during such period.

Bring Entrepreneurial Advancements To Consumers Here In North America Act This bill allows accelerated depreciation of nonresidential real property acquired to relocate facilities for the manufacture of pharmaceuticals and medical devices or supplies in the United States. It also allows an exclusion from gross income of gain from the sale or exchange of relocation property that was used to manufacture medical products in a foreign country.

National Oceanic and Atmospheric Administration Sexual Harassment and Assault Prevention Improvements Act of 2020 This bill addresses sexual harassment and sexual assault involving personnel of the National Oceanic and Atmospheric Administration (NOAA). Specifically, the bill expands coverage of NOAA's sexual harassment prevention and response policy to include personnel such as observers and at-sea monitors, and voting members and executive and administrative staff of regional fishery management councils; directs NOAA to provide a mechanism for anonymous reports of sexual harassment to its Office of Inclusion and Civil Rights and sexual assault to its Workplace Violence Prevention and Response Program; requires NOAA to ensure that allegations of sexual assault and sexual harassment are investigated thoroughly and promptly; provides for a restricted reporting structure that allows survivors of sexual assault to receive services without triggering an investigative process; revises reporting requirements on sexual harassment, sexual assault, and equal opportunity employment; and removes the requirements that acts of assault, resistance, opposition, intimidation, sexual harassment, bribery, or interference with a fishery observer be forcible in nature and occur on a vessel to be unlawful.

Domestic Violence Public Health Emergency Guidance Act This bill requires the Department of Justice to issue guidance to law enforcement agencies on best practices for addressing domestic violence and protecting the safety of law enforcement officers during the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

This bill requires a specific jury instruction in civil actions in federal court that include a claim alleging negligence arising from the transmission of COVID-19 (i.e., coronavirus disease 2019) and a request for damages. Specifically, a court must instruct the jury that negligence may not be found solely on the basis of holding oneself open for business.

Protecting Our Pharmaceutical Supply Chain from China Act of 2020 This bill requires the federal government to maintain a registry of certain foreign-sourced drugs, prohibits federal health care programs from purchasing drugs containing Chinese ingredients, requires drugs to be labeled for country of origin, and offers domestic manufacturing facility tax incentives.

Made in America Emergency Preparedness Act This bill establishes in the legislative branch a National Commission on United States Preparedness for National Emergencies. Not later than 18 months after this bill's enactment, the commission shall report to the President and Congress regarding (1) which medical, pharmaceutical, and emergency preparedness products are determined to be essential; and (2) actions states should take to be better prepared, national federal stockpile requirements, and national surge capacity infrastructure deficiencies in hospitals and medical centers. States that fail to implement the findings of the commission's report by January 1, 2025, at the state and local level, will lose access to all federal funds for emergency preparedness unless the Department of Homeland Security exempts a state determined to be working to implement such findings in good faith. The bill (1) requires certain medical, pharmaceutical, and emergency preparedness products integral to the response to a national emergency to be manufactured and procured within the United States; and (2) provides for a temporary 100% expensing for firms that incur costs associated with pharmaceutical or medical device manufacturing within the United States, including personal protective equipment and other necessary items.

Securing the National Supply Chain Act of 2020 This bill provides various tax credits related to economically distressed zones, including a tax credit based on the amount of wages paid by an employer to employees in such a zone. The bill also establishes a procedure for state and local governments to apply for designation as an economically distressed zone.

Strengthening America's Supply Chain and National Security Act This bill requires the Department of Defense (DOD) and the Department of Health and Human Services (HHS) to take specified actions concerning the importation of pharmaceutical products from China and any other countries selected by DOD. DOD must submit to Congress a classified report that addresses, among other issues, the percentage of pharmaceutical products used by DOD that are made by such countries and recommendations related to the domestic manufacturing capacity and the resiliency of the supply chain for such products. An unclassified summary of this report must be published on a DOD website. A manufacturer of a pharmaceutical product that has received market approval must annually submit to HHS specified information about the product's active and inactive pharmaceutical ingredients, including the sources of such ingredients and the percentage of the aggregate amount of such ingredients from China and other countries selected by DOD. HHS shall provide such information to DOD. In addition, the bill revises certain statutory tests used to determine the country of origin of a pharmaceutical product. Specifically, a pharmaceutical product shall be deemed to have the same country of origin as the product's active pharmaceutical ingredient (API). (A recent court case held that a drug manufactured in the United States using an API from India is considered a U.S.-made product for procurement purposes.)

Repeal Existing Policies that Encourage and Allow Legal HIV Discrimination Act of 2020 or the REPEAL HIV Discrimination Act of 2020 This bill concerns the burdens that federal and state laws, policies, and regulations may place upon people living with human immunodeficiency virus (HIV). The bill directs the Department of Justice (DOJ), the Department of Health and Human Services (HHS), and the Department of Defense (DOD) to initiate a national review of federal (including military) and state laws, policies, regulations, and judicial precedents and decisions regarding criminal and related civil commitment cases involving people living with HIV. DOJ must transmit to Congress and make publicly available the results of such review with related recommendations. DOJ and HHS must (1) develop and publicly release guidance and best practice recommendations for states, and (2) establish an integrated monitoring and evaluation system to measure state progress. DOJ, HHS, and DOD must transmit to the President and Congress any proposals necessary to implement adjustments to federal laws, policies, or regulations. This bill shall not be construed to discourage the prosecution of individuals who intentionally transmit or attempt to transmit HIV to another individual.

Preventing Disaster Revictimization Act This bill requires the Federal Emergency Management Agency (FEMA) to waive certain debts owed to the United States related to disaster assistance provided to an individual or household. Specifically, FEMA must waive a debt owed to the United States related to disaster assistance provided to an individual or household if such assistance (1) was distributed based on an error by FEMA and such debt is construed as a hardship, and (2) is subject to a claim or legal action. FEMA must report to Congress on actions that it will take to reduce the error rate.

Resiliency Enhancement Act of 2020 This bill extends the provision of disaster assistance for critical services to solid waste management, stormwater management, public housing, transportation infrastructure, and medical care. Such assistance is also extended to any major disaster in Puerto Rico or the U.S. Virgin Islands subsequent to Hurricane Irma or Hurricane Maria on or before September 30, 2022.

St. Croix National Heritage Area Act This bill establishes the St. Croix National Heritage Area in St. Croix, U.S. Virgin Islands. The bill designates the Virgin Islands State Historic Preservation Office as the local coordinating entity. The preservation office shall prepare and submit a management plan for the heritage area for the protection, enhancement, and interpretation of its resources.

Blast Exposure Protection Act of 2020 This bill establishes a Department of Veterans Affairs presumption of service-connection for a veteran's injury or illness associated with a blast exposure during active military, naval, or air service in spite of there being no record of the injury or illness during a period of service. Under a presumption of service-connection, specific diseases or disabilities diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Documents for Continued Safety Act of 2020 This bill directs the Social Security Administration to pay the fees associated with obtaining certain identification documents required to replace a Social Security card if the person applying for the card (1) is a domestic violence victim, (2) receives support services related to domestic violence, or (3) is the dependent of such a person.

Fishery Failures: Urgently Needed Disaster Declarations Act This bill revises the review process for making fishery resource disaster determinations. Among other things, the bill maintains the authority of the Department of Commerce to determine the existence of a fishery disaster; sets forth requirements for initiating a request for a fishery resource disaster review; provides a 120-day time frame for Commerce to evaluate a request, beginning either upon receipt or at the close of the fishery season, if the fishery season closes; establishes criteria for Commerce to use when making a determination about whether a fishery resource disaster has occurred; lists eligible uses of fishery disaster relief funds, including for habitat conservation and restoration that reduce adverse impacts to a fishery; and revises reporting requirements for the biennial report on international compliance regarding foreign fishing and international fishery agreements.

Broadband Internet for Small Ports Act This bill requires the Department of Agriculture, when distributing funds for broadband deployment, to give priority to projects for small ports and projects on cropland or ranchland. In addition, a recipient of such rural broadband buildout funding must provide certain geolocation information as a condition of receiving the funds.

This bill delays the implementation of a ban on sponsoring or exhibiting live birds in fighting ventures (e.g., cockfights) in states and U.S. territories and possessions that do not ban such fights. Empowering Nonprofits Act This bill requires executive agencies to reduce by 25% cost-sharing requirements for grants made directly to nonprofit organizations located in a state with more than 20% of individuals living below the federal poverty line. State is defined to include the District of Columbia, each U.S. commonwealth, territory, or possession, and each federally recognized tribe.

This resolution (1) calls on Nicaragua to release all political prisoners and cease all acts of repression against dissenting voices, (2) urges the Nicaraguan government to respect its citizens' constitutional rights and implement electoral reforms, and (3) recognizes and encourages efforts to promote democracy in Nicaragua by holding corrupt actors and human rights abusers in the Nicaraguan government accountable for their actions.

Pipeline Safety Improvement Act of 2019 This bill addresses pipeline safety with respect to natural gas and hazardous liquid pipelines. Among other provisions, the bill reauthorizes appropriations through FY2023 for pipeline safety activities; allows for limited safety-enhancing testing programs to evaluate innovative technologies and operational practices testing the safe operation of natural gas or hazardous liquid pipeline facilities; authorizes the Department of Transportation (DOT) to establish a confidential and non-punitive voluntary information-sharing system to encourage collaborative efforts to improve inspection information feedback and information-sharing on best practices, processes, and technology deployments with respect to such facilities; establishes a Liquefied Natural Gas division within the Office of Pipeline Safety of the Pipeline and Hazardous Materials Safety Administration (PHMSA) to ensure the safety and oversight of liquefied natural gas (LNG) facilities, including small-scale LNG facilities, peak shaving facilities, and import or export facilities; creates a Center of Excellence for Liquefied Natural Gas Safety and Training; increases staffing levels in the PHMSA to hire additional personnel with safety expertise; and directs DOT to initiate a study on technologies and measures that reduce the amount of natural gas released during venting and blowdowns of natural gas distribution systems and transmission pipelines.

Native American Child Protection Act This bill reauthorizes through FY2026 and otherwise revises certain programs related to the prevention, investigation, treatment, and prosecution of family violence, child abuse, and child neglect involving Indian children and families. Specifically, the bill revises the Indian Child Abuse Treatment Grant Program to encourage the use of grants for culturally appropriate treatment services and programs. The bill renames the Indian Child Resource and Family Services Centers as the National Indian Child Resource and Family Services Center. It also requires such center to (1) provide advice, technical assistance, and training to urban Indian organizations; (2) develop certain technical assistance materials for Indian tribes, tribal organizations, and urban Indian organizations; and (3) develop model intergovernmental agreements between tribes and states to prevent, investigate, treat, and prosecute incidents of family violence, child abuse, and child neglect involving Indian children and families. Additionally, the bill revises the Indian Child Protection and Family Violence Prevention Program to allow Indian tribes, tribal organizations, and intertribal consortia to use program funds for additional activities, such as operational costs for child protective services. It also revises the definition of child abuse to include psychological or verbal abuse that causes serious emotional or mental injury to a child.

Ensuring Linguistic Excellence and Vocational Aptitude by Teaching English Act or the ELEVATE Act This bill makes changes in the treatment of Puerto Rico with respect to allotments for English Language Acquisition grants, to allow students who have migrated from Puerto Rico to the states to be fully counted in the annual grant allocation that states receive under such program.

Puerto Rico Statehood Admission Act This bill (1) declares that Congress commits to deeming Puerto Rico to be a state of the United States if it chooses statehood; and (2) requires Puerto Rico to conduct a plebiscite, a vote of the people, on statehood in conjunction with the November 2020 election.

Threat Information Protocol for Sharing Act of 2019 This bill establishes several new reporting requirements related to information received by the Federal Bureau of Investigation (FBI) through the national tip line relating to an individual or threat. Specifically, the FBI must submit the following: monthly reports to state law enforcement agencies and fusion centers on all information received by the national tip line relating to an individual or threat in the state during the preceding month, annual reports to Congress on total reports received by the tip line and the total number submitted to state law enforcement agencies and fusion centers, and annual reports to Congress on criminal events involving an individual or threat that had been the subject of a report received through the tip line prior to the criminal event. Additionally, the Government Accountability Office must review and report on the operating processes and procedures of the tip line.

Countering Turkish Aggression Act of 2019 This bill directs the President to impose sanctions related to Turkey. The President shall impose property- and visa-blocking sanctions on (1) specified officials of Turkey's government, such as the president and vice president of Turkey; (2) any foreign person that knowingly sells to, provides support to, or conducts a transaction with Turkey's armed forces; and (3) any foreign person that supplies goods or services that support petroleum production for use by Turkey's armed forces. The President may temporarily stop the application of such sanctions upon certifying to Congress that Turkey (1) is not operating in certain parts of Syria without U.S. support, and (2) has withdrawn its troops and Turkey-supported rebel groups from occupied areas. The President shall impose additional sanctions on Turkey based on Turkey's purchase of a surface-to-air defense system from Russia. No funds may be obligated or expended to transfer to Turkey's armed forces any U.S. defense articles, services, or technology.

Protect Against Conflict by Turkey Act or the PACT Act This bill imposes sanctions and various restrictions related to Turkey's military invasion of northern Syria. The President shall impose visa- and asset-blocking sanctions on specific Turkish officials connected to the invasion, including Turkey's Minister of National Defense. The Department of State shall report to the President and Congress as to (1) other Turkish officials involved with the invasion; and (2) foreign persons that knowingly provided defense articles, services, or technology to Turkey that could be used in the invasion of northern Syria. Such foreign persons shall also be subject to visa- and asset-blocking sanctions. The President shall impose financial sanctions on the large Turkish state-owned bank known as Halk Bankasi or Halkbank and on any financial institutions that the State Department determines to have knowingly facilitated significant transactions for the Turkish Armed Forces or Turkey's defense industry related to the invasion. The President shall impose sanctions on Turkey's government pursuant to the Countering America's Adversaries Through Sanctions Act. A U.S. defense article, service, or technology may not be transferred to Turkey's government if it (1) is covered under the Arms Export Control Act, and (2) may be used by Turkey in military operations in northern Syria. The President may not exercise certain emergency waiver authority related to the Arms Export Control Act in relation to this prohibition. The bill calls for reports on (1) the national security impact of the invasion and, (2) the net worth of Turkish President Tayyip Erdogan and his family.

This bill establishes a Federal Medical Assistance Percentage of 100% with respect to a U.S. territory's use of specified federal funds to provide covered drugs to low-income individuals who are eligible for the Medicare prescription drug benefit.
