Affirms the support of the people of the United States for a secure Republic of Korea through its commitment to the Mutual Defense Treaty and other measures to deter North Korean aggression. Congratulates President Park Geun-Hye on her historic election to the presidency of the Republic of Korea.

Partner with Korea Act - Amends the Immigration and Nationality Act to create an E-4 treaty trader visa category for up to 15,000 nationals of the Republic of Korea (South Korea) each fiscal year who are coming to the United States solely to perform specialty occupation services and with respect to whom the Secretary of Labor has certified to the Secretary of Homeland Security (DHS) and the Secretary of State that the intending employer has filed an attestation concerning U.S. worker protections with the Secretary of Labor.

Mustafa Akarsu Local Guard Force Support Act - Amends the Immigration and Nationality Act to provide special immigrant status for the surviving spouse or child of a U.S. government employee killed abroad in the line of duty, provided that: (1) the employee had performed faithful service for at least 15 years; and (2) the principal officer of a Foreign Service establishment (or, in the case of the American Institute of Taiwan, the Director) recommends, and the Secretary of State approves, the granting of such status. States that this Act shall be effective beginning on January 31, 2013, and shall have retroactive effect.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal in honor of the 65th Infantry Regiment, known as the Borinqueneers, in recognition of its pioneering military service, devotion to duty, and many acts of valor in the face of adversity. Requires the medal to be given to the Smithsonian Institution (Smithsonian) for display. Expresses the sense of Congress that the Smithsonian shall make the medal available for display elsewhere, particularly at appropriate locations associated with the 65th Infantry Regiment, including locations in Puerto Rico.

Employment Non-Discrimination Act of 2013 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations, and (2) the relationship between the United States and members of the Armed Forces. Declares that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Prohibits this Act from being construed to: (1) prohibit an employer from requiring an employee to adhere to reasonable dress or grooming standards, or (2) require the construction of new or additional facilities. Prohibits the Equal Employment Opportunity Commission (EEOC) from compelling collection or requiring production of statistics from covered entities on actual or perceived sexual orientation or gender identity. Provides for enforcement, including giving the EEOC, the Librarian of Congress (LOC), the Attorney General (DOJ), and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings, subject to exception, against the United States and the states.

America Votes Act of 2013 - Amends the Help America Vote Act of 2002 to permit an individual required to present identification as a condition for voting in a federal election to meet the requirement by presenting the appropriate state or local election official with a sworn written statement, signed by the individual under penalty of perjury, attesting to the individual's identification and that he or she is registered to vote in the election. Allows an individual desiring to vote by mail to submit such a statement with the ballot. Requires any state subject to this identification requirement to: (1) prepare a pre-printed version of the statement which includes a blank space for an individual to provide a name and signature, (2) make copies of the pre-printed version available at polling places for election officials to distribute to individuals who desire to vote in person, and (3) include a copy of the pre-printed version with each blank absentee or other ballot transmitted to an individual who desires to vote by mail. Prohibits a state from requiring an individual who presents or submits such a sworn written statement to cast a provisional ballot in the election. Excepts first-time voters registering by mail from application of this Act. Requires states requiring an individual to present identification as a condition of receiving and casting a ballot in a federal election to include the use of a sworn written statement in voting information posted at polling places.

American Opportunity Tax Credit Act of 2013 - Amends the Internal Revenue Code to replace the Hope Scholarship and Lifetime Learning tax credits with a new American Opportunity Tax Credit that: (1) allows an income tax credit of up to $2,500 of the qualified tuition and related expenses of a student who is carrying at least one half of a normal course load, (2) increases the income threshold for reductions in the credit amount based upon modified adjusted gross income, (3) allows a lifetime dollar limitation on such credit of $15,000 for all taxable years, and (4) makes 40% of the credit refundable. Allows an exclusion from gross income of any amount received as a Federal Pell Grant.

Child Protection Act of 2013 or Hazel's Law - Amends federal criminal code provisions prohibiting sex trafficking of children or by force, fraud, or coercion to eliminate the requirement that the defendant had a reasonable opportunity to observe the victim in order to relieve the government of the need to prove that the defendant knew that the victim had not attained age 18.

Improving Cancer Treatment Education Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to extend Medicare coverage to comprehensive cancer patient treatment education services, including a one-hour patient treatment education session delivered, in advance of treatment, by a registered nurse to an individual diagnosed with cancer (or whose course of treatment has been materially modified). Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to expand, intensify, and coordinate research programs to: (1) improve the treatment and management of symptoms and side effects associated with cancer and cancer treatment, and (2) evaluate the role of nursing interventions in the amelioration of such symptoms and side effects.

Student Non-Discrimination Act of 2013 - Prohibits public school students from being excluded from participating in, or subject to discrimination under, any federally-assisted educational program on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. Considers harassment to be a form of discrimination. Prohibits retaliation against anyone for opposing conduct they reasonably believe to be unlawful under this Act. Authorizes federal departments and agencies to enforce these prohibitions by cutting off the educational assistance of recipients found to be violating them. Allows an aggrieved individual to assert a violation of this Act in a judicial proceeding and recover reasonable attorney's fees should they prevail. Deems a state's receipt of federal educational assistance for a program to constitute a waiver of sovereign immunity for conduct prohibited under this Act regarding such program.

Cyber Warrior Act of 2013 - Directs the Secretary of Defense (DOD) to establish in each state and the District of Columbia a separate team of National Guard members to be known as the Cyber and Computer Network Incident Response Team to perform analysis and protection in support of programs to prepare for and respond to emergencies involving an attack or natural disaster impacting a computer, electronic, or cyber network. Authorizes National Guard members to assist the combatant commands in developing and expanding their capacity to prepare for and respond to such events. Prohibits members from performing such duties unless the Secretary certifies to Congress that the members possess the requisite skills, training, and equipment to be proficient in all mission requirements. Requires the homeland defense activities for which the Secretary is authorized to provide funds to a governor for National Guard units to include: (1) the National Guard's provision of cyber emergency education and training for state and local law enforcement and governmental personnel; and (2) upon a governor's order, the National Guard's performance of activities undertaken by state and local governments to prepare for and respond to such emergencies. Sets forth requirements for the Secretaries of the Army and the Air Force to provide appropriate cyber training to members of the Army National Guard and Air National Guard.

Sexual Assault Training Oversight and Prevention Act or STOP Act - Establishes a Sexual Assault Oversight and Response Council, composed mainly of civilians, as an independent entity from the chain of command of the Department of Defense (DOD). Directs the Council to: (1) appoint personnel to the Sexual Assault Oversight and Response Office, and advise such Office; (2) appoint the Director of Military Prosecutions (Director); (3) review each request of the Director with respect to a case stemming from a sexual-related offense that has been referred to a military appellate court or to the Department of Justice (DOJ); and (4) submit to the Secretary of Defense, Congress, and the Attorney General a report on each Director request for referral to a higher court. Requires the Council to advise on the development of sexual assault reporting protocols, risk-reduction and response training, and policy. Establishes within DOD the Sexual Assault Oversight and Response Office, headed by an Executive Director, to undertake specified duties and responsibilities relating to the investigation, prevention, and reduction of sexual assault incidents within the Armed Forces. Requires the Office to establish protocols to ensure that all reports of sexual assault are taken out of the chain of command and reported directly to the Office. Establishes the position of Director of Military Prosecutions, appointed by the Council, to have independent and final authority to oversee the prosecution of all sexual-related offenses committed by a member of the Armed Forces, and to refer such cases to trial by courts-martial.

Public Safety and Second Amendment Rights Protection Act of 2013 - Amends the Brady Handgun Violence Prevention Act to reauthorize for FY2014-FY2017 the grant program for improvements to the criminal history record system. Amends the NICS Improvement Amendments Act of 2007 to: (1) establish a four-year implementation plan to ensure maximum coordination and automation of reporting of records or making records available to the National Instant Criminal Background Check System; (2) direct the Attorney General to make grants to states, Indian tribal governments, and state court systems to improve the automation and transmittal of mental health records and criminal history dispositions; (3) provide for reductions in grant funding to states that have not implemented a relief from disabilities program; (4) make federal court information available for inclusion in the System; and (5) allow the submission to the System of mental health records that would otherwise be protected by the Health Insurance Portability and Accountability Act (HIPAA). Provides that nothing in this Act shall be construed to: (1) expand the enforcement authority or jurisdiction of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF); (2) allow the establishment, directly or indirectly, of a federal firearms registry; or (3) extend background check requirements to transfers of firearms other than those made at gun shows or over the Internet, or to temporary transfers for purposes including lawful hunting or sporting, or to temporary possession of a firearm for purposes of examination or evaluation by a prospective transferee. National Commission on Mass Violence Act of 2013 - Establishes the National Commission on Mass Violence to study the availability and nature of firearms, including the means of acquiring firearms, issues relating to mental health, and the impacts of the availability and nature of firearms on incidents of mass violence or in preventing mass violence. Requires the Commission to conduct a comprehensive factual study of incidents of mass violence, including incidents not involving firearms, to determine the root causes of such mass violence.

Veterinary Medicine Mobility Act of 2013 - Amends the Controlled Substances Act to prohibit a veterinarian who is registered to manufacture or distribute controlled substances from being required to have a separate registration in order to transport and dispense controlled substances in the usual course of veterinary practice at a site other than such veterinarian's principal place of business or professional practice, as long as the dispensing site is located in a state where the veterinarian is licensed to practice.

Prevent All Soring Tactics Act of 2013 or the PAST Act - Amends the Horse Protection Act (HPA) to replace the Designated Qualified Persons program responsible for inspecting horses for soring with a new inspection system. (The soring of horses is any of various actions taken on a horse's limb to produce a higher gait that may cause pain, distress, inflammation, or lameness.) Directs the Department of Agriculture (USDA) to prescribe regulatory requirements to license, train, assign, and oversee persons who are to be hired by the management of horse shows, exhibitions, sales, or auctions and are qualified to detect and diagnose sore horses or otherwise inspect horses at such events. Prohibits issuing a license to any person unless such person is free from conflicts of interest. Authorizes USDA to revoke a license for unsatisfactory performance. Requires USDA to give a preference to persons who are licensed or accredited veterinarians in issuing the licenses. Requires USDA to assign USDA-licensed inspectors after receiving notice that management intends to hire the inspectors. Directs an inspector to issue a citation for violations and notify USDA of the violations within five days of the citation being issued. Requires USDA to: (1) publish on the Animal and Plant Health Inspection Service's website information on violations of such Act; and (2) disqualify a horse that is sore for specified time periods that increase after the first, second, and third instance. Prohibits a person in any horse show, horse exhibition, or horse sale or auction from causing or directing a horse to become sore for the purpose of showing, exhibiting, selling, auctioning, or offering for sale the horse. Prohibits showing, exhibiting, selling, or auctioning a Tennessee Walking, a Racking, or a Spotted Saddle horse with: (1) an action device that causes friction by rotating around a horse's leg or sliding up and down the leg or strikes the hoof, coronet band, fetlock joint, or pastern of the horse; or (2) a weighted shoe, pad, wedge, hoof band, or other device or material if it is constructed to artificially alter a horse's gait and is not strictly protective or therapeutic. Increases the maximum criminal penalties and maximum civil liability penalties for certain HPA violations. Authorizes USDA to disqualify a violator from: (1) transporting or arranging for the transportation of a horse to or from a show, exhibition, sale, or auction; (2) personally giving instructions to an exhibitor; or (3) being knowingly present in a warm-up area, inspection area, or other area that spectators are not permitted. Permits USDA to permanently disqualify a person with at least three violations after notice and an opportunity for a hearing.

Coast Guard Academy Opportunity Act - Modifies the Coast Guard Academy cadet nomination process by requiring that half of each incoming class be composed of cadets nominated by: (1) the Vice President or, if there is no Vice President, the President pro tempore of the Senate; (2) a Senator; (3) a Member of the House of Representatives; and (4) the various delegates to Congress, including the Resident Commissioner from Puerto Rico. Entitles each Senator, House Member, Delegate, and Resident Commissioner to nominate three persons each year. Requires nominees to be citizens or nationals of the United States and meet any minimum requirements established by the Secretary of the respective department in which the Coast Guard is operating. Directs the Superintendent of the Academy to furnish any Member of Congress, upon written request, the name of the nominating authority responsible for the nomination of any named or identified person for appointment to the Academy.

Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award competitive grants to educational organizations to carry out proposed or existing Holocaust education programs. Prohibits such grants from being used to supplant nonfederal funds the grantees would otherwise have used for Holocaust education programs.

Military Mental Health Empowerment Act - Directs the Secretaries of the military departments to ensure that information concerning the availability of mental health services to members of the Armed Forces (members), as well as privacy rights related to the receipt of such services, is provided to: (1) each officer candidate during initial training, (2) each recruit during basic training, and (3) each other member at such time as the Secretary of Defense (DOD) considers appropriate. Requires each department Secretary to: (1) seek to eliminate perceived stigma associated with seeking and receiving mental health services, and (2) promote the use of such services on a basis comparable to the use of other medical and health services. Directs the Secretary of Defense to ensure that the above information is also provided to current members, including members of the reserve components.

Postal Employee Appeal Rights Amendments Act of 2013 - Extends federal employee protections against adverse personnel actions, including the right to appeal such actions to the Merit Systems Protection Board, to any career or noncareer U.S. Postal Service (USPS) employee who is not represented by a bargaining representative and is in a supervisory, professional, technical, clerical, administrative, or managerial position covered by the Executive and Administrative Schedule.

Wildlife Refuge System Conservation Semipostal Stamp Act of 2013 - Directs the United States Postal Service (USPS) to issue and sell, at a premium, a Wildlife Refuge System Conservation Semipostal Stamp. Requires the use of such stamp to be voluntary on the part of postal patrons. Requires proceeds from the sale of the semipostal stamp to be transferred to the United States Fish and Wildlife Service (USFWS) to help fund the maintenance backlog and operational shortfall of the National Wildlife Refuge System. Requires the stamp to be made available to the public for at least two years.

Public Lands Service Corps Act of 2013 - Amends the Public Lands Corps Act of 1993 to rename: (1) the Public Lands Corps Act of 1993 as the Public Lands Service Corps Act of 1993, and (2) the Public Lands Corps as the Public Lands Service Corps (the Corps). Permits Corps participants to work in the National Marine Sanctuary System, coral reefs, and other coastal, estuarine, and marine habitats, and other lands and facilities administered by the National Oceanic and Atmospheric Administration (NOAA). Requires the: (1) establishment of a department-level office within the Department of the Interior, Forest Service, and NOAA for the coordination of Corps activities; and (2) designation of a Corps coordinator for each agency within the Departments of the Interior, Agriculture, and Commerce that administers such activities. Establishes an Indian Youth Service Corps liaison. Expands those authorized to be in the Corps to permit the enrollment of consulting interns. Permits enrollment for a term of up to two years. Requires: (1) a recruitment program for the Corps, and (2) a training program at residential conservation centers or at other sites to provide training for Corps participants. Describes the types of natural and cultural resources conservation projects that may be carried out by the Corps. Authorizes: (1) the Corps to provide certain visitor and interpretation services, (2) establishing residential conservation centers, and (3) individual placements of consulting interns to perform management analysis activities for agencies under the Secretary's jurisdiction carrying out appropriate natural and cultural resources conservation projects. Authorizes cooperative agreements and competitive grants for Indian tribes and qualified youth or conservation corps to establish Indian Youth Service Corps programs. Requires the Secretary to issue management guidelines for programs of the Corps.

Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education Act or the Youth Promise Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to establish a PROMISE Advisory Panel to assist the Office of Juvenile Justice and Delinquency Prevention in: (1) assessing and developing standards and evidence-based practices to prevent juvenile delinquency and criminal street gang activity, and (2) collecting data in designated geographic areas to assess the needs and existing resources for juvenile delinquency and criminal street gang activity prevention and intervention. Authorizes the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award grants to local governments and Indian tribes to: (1) plan and assess evidence-based and promising practices for juvenile delinquency and criminal street gang activity prevention and intervention, especially for at-risk youth; and (2) implement PROMISE plans, developed by local PROMISE Coordinating Councils (PCCs), for coordinating and supporting the delivery of juvenile delinquency and gang prevention and intervention programs in local communities. Establishes a National Research Center for Proven Juvenile Justice Practices to provide PCCs and the public with research and other information about evidence-based practices related to juvenile delinquency and criminal street gang prevention or intervention. Directs the Administrator to award grants to institutions of higher education to serve as regional research partners with PCCs that are located in the same geographic region as the educational institution.

Marine Turtle Conservation Reauthorization Act of 2013 - Amends the Marine Turtle Conservation Act of 2004 to provide for its applicability to the United States (currently, the Act applies to foreign countries). Authorizes appropriations to the Marine Turtle Conservation Fund for FY2014-FY2018. Authorizes an increase in the amount available from the Fund for administrative expenses. Requires not less than 20% of amounts made available from the Fund for any fiscal year to be used for projects relating to the conservation of marine turtles in the United States.

Great Ape Conservation Reauthorization Amendments Act of 2013 - Amends the Great Ape Conservation Act of 2000 to authorize the Secretary of the Interior to award a multi-year grant to an eligible person to implement a great ape conservation project that the person demonstrates is an effective, long-term conservation strategy for great apes and their habitats. Requires the Secretary to convene a panel of experts to identify the greatest needs and priorities for the conservation of great apes within a year of this Act's enactment and every five years thereafter (current law authorizes the Secretary to convene a panel to consider the greatest conservation needs every two years). Requires the panel to include representatives from foreign range states with expertise in great ape conservation and to consider relevant great ape conservation plans or strategies, including scientific research and findings related to: (1) conservation needs and priorities of great apes, (2) regional or species-specific action plans or strategies, (3) applicable strategies developed or initiated by the Secretary, and (4) any other applicable conservation plan or strategy. Authorizes the Secretary to pay expenses of convening and facilitating meetings of the panel. Authorizes appropriations for the Great Ape Conservation Fund for FY2014-FY2018.

Puerto Rico Hospital HITECH Amendments Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to apply Medicare HITECH (Health Information Technology for Economic and Clinical Health Act) payments to subsection (d) hospitals in Puerto Rico to allow them to qualify for incentives for adoption and meaningful use of certified electronic health record (EHR) Technology. (Generally, a subsection [d] hospital is an acute care hospital, particularly one that receives payments under Medicare's inpatient prospective payment system [IPPS] when providing covered inpatient services to eligible beneficiaries.)

Palliative Care and Hospice Education and Training Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to award grants or contracts for the establishment or operation of Palliative Care and Hospice Education Centers. Requires such Centers to: (1) improve the training of health professionals in palliative care for individuals with serious or life-threatening illnesses; (2) develop and disseminate related curricula; (3) support the training and retraining of faculty to provide instruction in palliative care; (4) support continuing education of health professionals who provide palliative care; (5) provide students with clinical training in palliative care in long-term care facilities, home care, hospices, chronic and acute disease hospitals, and ambulatory care centers; and (6) establish traineeships for individuals preparing for advanced education nursing degrees in palliative care. Authorizes the Secretary to make grants to and enter into contracts with schools of medicine, schools of osteopathic medicine, teaching hospitals, and graduate medical education programs to provide support for projects that fund the training of physicians who plan to teach palliative medicine. Directs the Secretary to: (1) establish a program to provide Palliative Medicine and Hospice Academic Career Awards to eligible individuals; (2) award grants or contracts to entities that operate a Palliative Care and Hospice Education Center; (3) award incentive grants or contracts to advanced practice nurses, clinical social workers, pharmacists, chaplains, or students of psychology pursuing an advanced degree in palliative care or related fields; and (4) award grants to schools of nursing, health care facilities, or programs leading to certification as a certified nurse assistant to develop and implement programs and initiatives to train individuals in providing palliative care in health-related educational, hospice, home, or long-term care settings.

Newborn Screening Saves Lives Reauthorization Act of 2013 - Amends the Public Health Service Act to extend and revise a grant program for screening, counseling, and other services related to heritable disorders. Expands eligible grantees to include a health professional organization and an early childhood health system. Extends a grant program to evaluate the effectiveness of screening, counseling, or health care services in reducing the morbidity and mortality caused by heritable disorders in newborns and children. Expands the program to include evaluation of treatment and follow-up care for newborns and their families after screening and diagnosis. Extends for five years the operation of the Advisory Committee on Heritable Disorders in Newborns and Children. Authorizes the Secretary of Health and Human Services (HHS) to continue the Advisory Committee after such time. Requires the Advisory Committee to meet in person at least twice each year. Extends the clearinghouse for newborn screening information. Expands the duties of the clearinghouse to include: (1) maintaining current data on the number of conditions for which screening is conducted in each state; and (2) establishing or disseminating guidelines for services and personnel necessary for follow-up, diagnosis, counseling, and treatment of to conditions detected by newborn screening. Extends requirements for the Secretary to provide for quality assurance of laboratories involved in screening newborns and children for heritable disorders. Extends the Interagency Coordinating Committee on Newborn and Child Screening. Authorizes the Secretary to have the Hunter Kelly Newborn Screening Research Program to: (1) provide research and data for newborn conditions under review by the Advisory Committee to be added to the Recommended Uniform Screening Panel; and (2) conduct pilot studies on conditions recommended by the Advisory Committee to ensure that screenings are ready for nationwide implementation. Directs the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants to, or enter into cooperative agreements with, eligible entities to develop longitudinal followup and tracking programs for newborn screening.

Safe Schools Improvement Act of 2013 - Amends the Elementary and Secondary Education Act of 1965 to require states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying and harassment, that is sufficiently severe, persistent, or pervasive to: (1) limit students' ability to participate in, or benefit from school programs; or (2) create a hostile or abusive educational environment that adversely affects their education. Requires LEAs to also provide: (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their discipline policies; (2) students and parents with grievance procedures that target such conduct; (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level; and (4) discipline policies that minimize the removal of students from instruction and prevent disproportionate punishment. Requires: (1) the Secretary of Education to conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools; and (2) the Commissioner for Education Statistics to collect state data, that are subject to independent review, to determine the incidence and frequency of the conduct prohibited by LEA discipline policies.

Improving Access to Medicare Coverage Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to deem an individual receiving outpatient observation services in a hospital to be an inpatient with respect to satisfying the three-day inpatient hospital requirement in order to entitle the individual to Medicare coverage of any post-hospital extended care services in a skilled nursing facility (SNF).

Tsunami Forecasting and Warning Improvement Act of 2013 - Amends the Tsunami Warning and Education Act to direct the Administrator of the National Oceanic and Atmospheric Administration (NOAA), through the National Weather Service, to establish or maintain a Caribbean Tsunami Warning Center in Puerto Rico. (The responsibilities of tsunami warning centers include monitoring and evaluating earthquakes, disseminating forecasts and tsunami warning bulletins to federal, state, and local governments as well as the public, and ensuring information sharing between forecasters and emergency management officials.)

Iron Dome Support Act - Authorizes the President to provide assistance to the government of Israel for the procurement, maintenance, enhancement, and sustainment of the Iron Dome anti-missile defense system for purposes of intercepting short- and medium-range rockets, missiles, and projectiles launched against Israel.

Veterinary Medicine Loan Repayment Program Enhancement Act - Amends the Internal Revenue Code to exclude from gross income payments under the federal veterinary medicine loan repayment program or any other state loan repayment or forgiveness program that is intended to provide for increased access to veterinary services in such state.

Safeguard American Food Exports Act of 2013 - Amends the Federal Food, Drug, and Cosmetic Act to prohibit the sale or transport of equines (horses and other members of the equidae family) or their parts (including flesh, meat, and viscera), or the importing or exporting of equines or their parts into or out of the United States, by any person who knows or should have known that such equines are to be slaughtered for human consumption as food.

National Diabetes Clinical Care Commission Act - Establishes within the Department of Health and Human Services (HHS) the National Diabetes Clinical Care Commission to evaluate and make recommendations regarding better coordination and leveraging of federal programs that relate in any way to supporting appropriate clinical care for people with pre-diabetes and diabetes. Sets forth the duties of the Commission, which shall include: (1) evaluating HHS programs, (2) identifying current activities and critical gaps in federal efforts to support clinicians in providing care to people with pre-diabetes and diabetes, (3) recommending how an outcomes-based registry may be developed and then used to evaluate various care models and methods, (4) evaluating and expanding education and awareness to health care professionals regarding clinical practices for the prevention of diabetes and the precursor conditions of diabetes, and (5) reviewing and recommending appropriate methods for outreach and dissemination of educational resources related to diabetes prevention and treatments. Requires the Commission to submit an operating plan to the Secretary and Congress within 90 days of its first meeting.

Fair Minimum Wage Act of 2013 - Amends the Fair Labor Standards Act of 1938 (FLSA) to increase the federal minimum wage for employees to: (1) $8.20 an hour on the first day of the third month after the enactment of this Act; (2) $9.15 an hour after one year; (3) $10.10 an hour after two years; and (4) the amount determined by the Secretary of Labor (based on increases in the Consumer Price Index) after three years, and annually thereafter. Increases the federal minimum wage for tipped employees to $3.00 an hour for one year on the first day of the third month after the enactment of this Act. Provides a formula for subsequent annual adjustments of the wage increase to ensure that it remains equal to 70% of the wage in effect under FLSA for other employees. Directs the Secretary of Labor, 60 days before any increase in the minimum wage, to publish it in the Federal Register and on the Department of Labor's website.

Amends the Federal Election Campaign Act of 1971 to apply it specifically to American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, or the United States Virgin Islands. Amends the National Voter Registration Act of 1993 to cover these same territories plus the Commonwealth of Puerto Rico. Amends the Help America Vote Act of 2002 to cover the Commonwealth of the Northern Mariana Islands. Applies to such jurisdictions specified criminal penalties relating to the intimidation of voters, interference by government employees, and voting by aliens.

Safety And Fraud Enforcement for Seafood Act - Requires the Secretaries of Commerce and Health and Human Services (HHS) to execute a memorandum of understanding to improve interagency cooperation on seafood safety and fraud prevention, building upon any prior agreement, including those under the Federal Food, Drug, and Cosmetic Act. Includes in such a memorandum processes concerning efficient use of inspection personnel, intergovernmental cooperation, use of data, and utilization of the National Oceanic and Atmospheric Administration's (NOAA) Seafood Inspection Program as a third-party auditor to inspect imported seafood. Establishes coordination requirements for: (1) the use of the national sea grant college program for outreach activities, and (2) the collection of information to prevent seafood fraud. Defines "seafood fraud" as the mislabeling or misrepresentation of seafood information required under this Act or other applicable federal laws and regulations. Requires, of the fishery management plan data required to be submitted in the course of fish processing, certain minimum information, in addition to catch locations, to accompany seafood through final sale (on the packaging display or otherwise) including market and species names, harvest method, catch date, and product weight or number. Directs additional information to be provided for seafood that was: (1) previously frozen, treated with substances affecting weight, or processed in a country other than that in which it was landed or harvested; or (2) farm-raised, with details regarding the country and method of cultivation as well as the location of the aquaculture production area. Exempts importers, processors, distributors, or retailers from violations for unknowingly selling a product that was already mislabeled upon receipt, provided that such entities can produce the appropriate product traceability documentation. Provides standards for refusal of admission of imported seafood based upon findings that any shipment appears to be in violation of such seafood traceability requirements or other applicable federal laws or regulations. Provides procedures for import certifications and allowance of individual shipments in certain cases. Requires a public website to list exporters of seafood to the United States and track violations. Requires the Secretary of Commerce to increase the number of shipments inspected for seafood fraud by NOAA inspectors and authorized officers, prevent the percentage of seafood shipments inspected from declining in a subsequent year, and ensure that inspections for fraud prevention also collect seafood safety information. Allows civil actions by states for seafood fraud violations. Requires the Secretaries to report to Congress biennially on seafood safety and seafood fraud prevention measures.

United States Postal Service Stabilization Act of 2013 - Amends provisions concerning the Federal Employees' Retirement System (FERS), with respect to employees of the U.S. Postal Service (USPS), to: (1) provide a new formula for calculating employee pension contributions using the normal-cost percentage method multiplied by the aggregate amount of basic pay payable to employees of USPS and the Postal Regulatory Commission, and (2) provide for the use of excess FERS contributions to pay USPS debt obligations and make pension contributions.

Women Veterans and Other Health Care Improvements Act of 2013 - Includes fertility counseling and treatment within authorized Department of Veterans Affairs (VA) medical services. Directs the Secretary of Veterans Affairs to furnish such counseling and treatment, including the use of assisted reproductive technology, to a spouse or surrogate of a severely wounded, ill, or injured veteran who has an infertility condition incurred or aggravated in the line of duty and who is enrolled in the VA health care system, as long as the spouse and veteran apply jointly for such counseling and treatment. Authorizes the Secretary to pay to any such veteran an amount to assist in the adoption of one or more children. Directs the Secretary to: (1) report annually to the congressional veterans committees on the counseling and treatment provided under this Act; (2) prescribe regulations on the furnishing of such counseling, treatment, and adoption assistance; and (3) coordinate the furnishing of such counseling and treatment with that provided by the Department of Defense (DOD). Directs the Secretary to facilitate research conducted collaboratively by the Secretaries of Defense and Health and Human Services (HHS) in order to improve VA's ability to meet the long-term reproductive health care needs of veterans who have a service-connected genitourinary disability or a condition that was incurred or aggravated in the line of duty, such as a spinal cord injury, that affects the veterans' ability to reproduce. Requires the Secretary to enhance the capabilities of the VA women veterans contact center: (1) to respond to requests for assistance with accessing VA health care and benefits, and (2) for referral to community resources to obtain assistance with services not furnished by the VA. Amends the Caregivers and Veterans Omnibus Health Services Act of 2010 relating to a pilot program of group retreat reintegration and readjustment counseling for women veterans recently separated from service to: (1) increase from at least 3 to at least 14 the number of locations for such counseling, and (2) extend the pilot program for an additional 2 years. Directs the Secretary to carry out a pilot program of providing child care assistance to veterans receiving or in need of VA readjustment counseling and related mental health services. Directs the Secretary to impose, as a contract condition, a contractor user fee with respect to each contract entered into by the VA for a good or service. Provides for the determination of fee amounts. Authorizes the Secretary to waive such fee if the contractor is an individual or a small business. Establishes in the Treasury the Department of Veterans Affairs Fertility Counseling and Treatment Fund. Provides for the deposit into such Fund of all contractor user fee amounts.

Keep Our Commitment to Veterans Act - Authorizes the Secretary of Veterans Affairs (VA) to carry out specified major medical facility leases in FY2013-FY2014 in New Mexico, New Jersey, South Carolina, Georgia, Hawaii, Louisiana, Florida, Puerto Rico, Texas, Connecticut, and Massachusetts. Reduces lease amounts authorized in previous fiscal years for VA outpatient clinics in: (1) Johnson County, Kansas; (2) San Diego, California; and (3) Tyler, Texas.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture (USDA) to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Rural Housing Preservation Act of 2013 - Amends the Housing Act of 1949 to revise the requirements for consideration as rural areas with respect to assistance for farm housing. States that any area classified as "rural" or a "rural area" before October 1, 1990, and determined not to be "rural" or a "rural area" as a result of data received from or after the 1990, 2000, or 2010 (currently, only the 1990 or 2000) decennial census shall continue to be so classified until the receipt of data from the decennial census in the year 2020 (currently, 2010), if, as under current law, such area has a population of between 10,000 and 25,000, is rural in character, and has a serious lack of mortgage credit for lower and moderate-income families.

Fair Wages for Workers with Disabilities Act of 2013 - Directs the Secretary of Labor to discontinue issuing to any new profit or non-profit or governmental entity special wage certificates (which permit individuals with disabilities, including individuals employed in agriculture, to be paid at lower than minimum wages). Prescribes requirements for a three-year phase-out of all certificates. Amends the Fair Labor Standards Act of 1938 to repeal authority and requirements for the issuance of such certificates three years after enactment of this Act. Requires revocation of any certificates remaining at that time.

No Stolen Trademarks Honored in America Act - Amends the Department of Commerce and Related Agencies Appropriations Act, 1999 to prohibit U.S. courts from recognizing, enforcing, or otherwise validating any assertion of rights by an individual (under current law, by a designated Cuban national) of a mark, trade name, or commercial name that was used in connection with a business or assets that were confiscated by the Cuban government unless the original owner of such mark or name, or such owner's bona fide successor, has expressly consented. Applies such prohibition only if the individual asserting the rights knew or had reason to know at the time of acquiring the rights asserted that the mark or name was the same or substantially similar to the mark or name used in connection with the business or assets that were confiscated.
