Amendment· HAMDTHAMDT 894 (103rd)failed

An amendment to eliminate the new Agricultural Service Agency established in the bill. The amendment thus would leave Agricultural Stabilization and Conservation Service programs, FmHA agricultural lending, and the federal crop insurance program within the separate agencies that now administer them. The amendment would, however, require that these agencies' field offices, along with the Soil Conservation Service field offices be "co-located"- combined into a single office in each area-in order to provide "one-stop shopping" for farmers.

The audit would also include a detailed assessment of all major Federal expenditures made by the National Park Service and the Lowell Historic Park Commission. Finally, a report would have to be submitted to Congress on the audit.

Amendment· HAMDTHAMDT 850 (103rd)failed

An amendment to limit the authorization for development of the Presidio to the amount provided for the development of the Golden Gate National Recreation Area (GGNRA) in the 1972 law that established the recreation area. That law limited the authorization of appropriations for development of the GGNRA to $58 million, of which approximately $8 million has already been used. The amendment also requires that beginning in FY 1996, any funds appropriated for management of visitor programs or development of visitor facilities at the Presidio must be matched by non-federal entities on a 1-to-1 basis. Finally, the amendment bars appropriations for the operation or development of any facilities at the Presidio which are not directly related to administration of the GGNRA or general public use programs.

An amendment to specify that nothing in the bill is to be construed as affecting the operation of federally owned dams on the Colorado River in the Lower Basin; or as amending, superseding, or preempting any state or federal law, interstate compact, or international treaty pertaining to the Colorado River in the Upper Basin. The amendment also specifies that the bill does not establish any reserved water rights for the Colorado River with respect to its designation of wilderness areas in two national wildlife refuges located along the river.
