Imagery, Mapping, and Geospatial Enhancement Act of 2006 - Amends the Technology Administration Act of 1998 to include among the functions of the Office of Space Commercialization promoting growth and advancement in U.S. space and airborne remote sensing technologies and related value-added services by: (1) examining the role of, and federal agency use of, commercial remote sensing firms, facilitating a reduction in the use of government remote sensing products and services, and increasing the use of commercial remote sensing firms; (2) promoting the objectives of the U.S. Commercial Remote Sensing Space Policy, particularly provisions on relying on U.S. capabilities and developing a long-term relationship between the government and the U.S. commercial remote sensing community; (3) creating an environment in which all such firms have the opportunity to compete and expand; (4) evaluating federal and private sector efforts to assist such firms and making recommendations to promote their establishment and growth; (5) serving as the focal point for complaints and suggestions concerning federal activities that affect such firms; (6) counseling such firms on government relations; (7) proposing needed changes in federal policies; (8) representing such firms before government agencies; (9) involving such firms in developing federal procurement strategies; (10) disseminating information about the use of remote sensing and the capabilities of such firms; (11) making recommendations to assist the development and strengthening of such firms.

Amends the Energy Policy Act of 2005 to direct the President to establish an Energy Security Working Group to develop an inventory of worldwide energy reserves to assist the federal government to: (1) prioritize potential alliances between the United States and foreign countries; (2) recognize undue influences, if any, on strategically important foreign countries; and (3) develop a strategic plan for the United States to identify and support strategic energy alliances with foreign countries.

Pigford Claims Remedy Act of 2006 - States that any Pigford claimant (relating to a racial discrimination action against the Department of Agriculture) who has not previously obtained a determination on the merits of a Pigford claim may, in a civil action, obtain that determination. States that it is Congress' intent that this Act be liberally construed so as to effectuate its remedial purpose of giving a full determination on the merits for each denied Pigford claim. Defines: (1) "Pigford claimant" as an individual who previously submitted a late-filing request under the consent decree in the case of Pigford v. Glickman (1999); and (2) "Pigford claim" as a discrimination complaint as defined and documented by such consent decree.

Federal Employee Combat Zone Tax Parity Act - Amends the Internal Revenue Code to exclude from the gross income of civilian federal employees compensation for active service in a combat zone or for periods of hospitalization for wounds, diseases, or injuries incurred while serving in a combat zone.

National Competitiveness Investment Act - American Innovation and Competitiveness Act of 2006 - Directs the President to: (1) convene a National Science and Technology Summit; (2) establish a President's Council on Innovation and Competitiveness; and (3) establish the Innovation Acceleration Research Program. Directs the Administrator of the National Aeronautics and Space Administration (NASA) to: (1) establish an Aeronautics Institute for Research; (2) coordinate basic and fundamental research activities related to physical sciences, technology, engineering, and mathematics; and (3) establish a Basic Research Executive Council. Authorizes appropriations for the National Institute of Standards and Technology (NIST) for the Hollings Manufacturing Extension Partnership Program. Requires the NIST Director to: (1) establish the Standards and Technology Acceleration Research Program; and (2) reestablish the Experimental Program to Stimulate Competitive Technology. Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to: (1) establish a program of ocean and atmospheric research and development; and (2) develop an ocean, coastal, and atmospheric science education plan. Protecting America's Competitive Edge Through Energy Act or PACE-Energy Act - Directs the Secretary of Energy to: (1) appoint a Department of Energy (DOE) Director of Mathematics, Science, and Engineering Education, and establish a Mathematics, Science, and Engineering Education Fund; (2) award grants for establishing specialty schools for mathematics and science; (3) establish a national laboratories summer internship program for middle and secondary school students; (4) establish Centers of Excellence in Mathematics and Science at schools in regions of national laboratories; (5) establish or expand programs to strengthen mathematics and science teaching skills of public school teachers; (6) establish a program to expand and enhance higher education nuclear science educational capabilities; (7) award grants to outstanding DOE early-career researchers; and (8) establish a program to support the appointment of distinguished scientists by institutions of higher education and national laboratories. Establishes the Advanced Research Projects Authority-Energy. Authorizes the Secretary of Education to award grants to: (1) develop and implement programs to provide courses of study in mathematics, science, engineering, or critical foreign languages with concurrent teacher certification or to enhance teacher knowledge and teaching skills; (2) increase the number of teachers and students teaching or enrolled in advanced placement or international baccalaureate courses in mathematics, science, or critical foreign languages; (3) help low-income students performing below grade level in mathematics; (4) establish programs of study in critical foreign languages; (5) promote content knowledge requirements for secondary school graduation and establish or improve a statewide P-16 education data system. Requires the Director of the National Science Foundation (NSF) to: (1) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program; (2) establish a clearinghouse and pilot programs relating to the creation or improvement of professional science master's degree programs; (4) establish a program to provide mentors for women interested in careers in science, technology, engineering, and mathematics; and (5) establish a program of basic research in advanced information and communications technologies.

Commemorates the life of each individual who died as a result of the attacks of September 11, 2001. Extends deepest condolences to the victims, as well as to their families, friends, and loved ones. Condemns the attacks, the terrorists who perpetrated them, and their sponsors. Commits to support the necessary steps to defeat terrorists who plot to harm the American people. Recommits the Senate and the Nation to bringing the perpetrators of the attacks and their sponsors to justice. Honors members of the Armed Forces, law enforcement personnel, first responders, members of the intelligence community, and others who have bravely participated in the War on Terrorism since September 11, 2001. Declares September 11, 2006, to be a National Day of Remembrance, in commemoration of the September 11, 2001, terrorist attacks against the United States. Declares that when the Senate adjourns today (September 11, 2006), it stand adjourned as a further mark of respect to each individual who died as a result of the attacks of September 11, 2001.

Authorizes the President to compensate a U.S. national, or his or her estate, who: (1) has a claim pending in U.S. court against a foreign state seeking compensation for injuries caused by an act of hostage-taking, or has obtained a judgment on such a claim that has not been fully satisfied; (2) on or after August 2, 1990, and while not serving on active duty in the U.S. Armed Forces, was taken hostage by a terrorist party; or (3) was a representative plaintiff or class member in Case Number 1:00CV03110(EGS) in the U.S. District Court for the District of Columbia. Bars a person who has accepted compensation under this Act from commencing or maintaining a U.S. civil action seeking compensation for such injuries or damages associated with such hostage taking against a foreign state or its agencies or instrumentalities. Funds compensation under this Act from the Hostage Victims Fund, into which the President shall direct deposits from: (1) blocked assets of terrorist parties; (2) amounts received against any person in connection with the U.N. Oil for Food Program; or (3) amounts received as a result of any fine or forfeiture in connection with a violation of the International Emergency Economic Powers Act, the Trading With the Enemy Act, the USA PATRIOT Act of 2001, the Bank Secrecy Act, or the Export Administration Act. Provides additional compensation for victims of the 1979 Iranian hostage taking in Tehran, including spouses and children of persons taken captive.

Amends the Animal Health Protection Act to prohibit the Secretary of Agriculture from implementing or carrying out (and prohibits use of federal funds to implement or carry out) a National Animal Identification System or similar requirement that mandates the participation of livestock owners. Sets forth requirements governing disclosure of information obtained through a voluntary animal identification system established by the Secretary to identify and trace animals.

Calls for Congress to support: (1) efforts to promote awareness of cancer in children; (2) investment in childhood cancer research; (3) medical trainees and investigators in the field of pediatric oncology; (4) incentives to encourage the development of drugs and biologics designed to treat pediatric cancers; (5) policies that encourage participation in clinical trials; (6) medical education curricula designed to improve pain management for cancer patients; and (7) enhanced education, services, and other resources related to late effects from treatment.

Court and Law Enforcement Officers Protection Act of 2006 - Amends the federal criminal code to: (1) impose mandatory minimum terms of imprisonment for homicide, manslaughter, and kidnapping crimes against federal judges and law enforcement officers; (2) allow federal judges, U.S. attorneys, and Justice Department employees to carry firearms; (3) increase penalties for assaults against U.S. employees and officers and impose mandatory minimum terms of imprisonment for assaults against federal judges or law enforcement officers; and (4) impose mandatory minimum penalties for retaliating against a federal judge or law enforcement officer on account of the performance of official duties by murdering, kidnapping, assaulting, or threatening a family member. Places limits on the award of civil damages and attorney's fees against judicial officers for injuries incurred by an individual during the commission of a felony or crime of violence. Police Officer Daniel Faulkner Act of 2006 - Amends the federal judicial code to place limits on habeas corpus petitions for review of a state conviction for the murder of a public safety officer or judge engaged in the performance of official duties.

Methamphetamine Trafficking Prevention Act of 2006 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to make grants to states and private entities to use technology or aerial surveillance to detect methamphetamine (and its chemical precursors) on the U.S. border (Border Technology Grants Program). Authorizes appropriations to the Drug Enforcement Administration (DEA) in FY2007-FY2011 to deploy trace chemical detectors for detecting narcotics and explosive devices along the U.S. border. Expresses the sense of Congress that the U.S. Trade Representative should consider ways to curb illicit use and shipment of pseudoephedrine, ephedrine, and similar chemicals in any multilateral or bilateral negotiations. Directs the DEA Administrator to establish an exchange program with foreign law enforcement officers from countries that traffic methamphetamine into the United States. Directs the Attorney General to report to Congress on methamphetamine trafficking and abuse on Indian reservations on or near the U.S. border.

Cuba Transition Act of 2006 - Authorizes the Secretary of State to designate specified funds to be provided to the Organization of American States (OAS) for: (1) Inter-American Commission on Human Rights activities relating to the situation of human rights in Cuba; and (2) the funding of an OAS emergency fund for the deployment of human rights observers, election support, and election observation in Cuba. Expresses the sense of Congress that the President should begin consultation with: (1) governments of other Western Hemisphere countries regarding a transition in Cuba; and (2) international partners and governments regarding a multilateral diplomatic and financial support program for response to a transition in Cuba. Authorizes the President to furnish assistance and provide other support for individuals and independent nongovernmental organizations to support specified democracy-building efforts for Cuba. Authorizes appropriations to the President to establish a fund to provide assistance to a transition government in Cuba.

Washington-Rochambeau Revolutionary Route National Historic Trail Designation Act - Amends the National Trails System Act to designate a corridor of approximately 600 miles following the route taken by the armies of General George Washington and Count Rochambeau between Newport, Rhode Island, and Yorktown, Virginia, in 1781 and 1782, as the "Washington-Rochambeau Revolutionary Route National Historic Trail."

Screening for Health of Infants and Newborns Act or the SHINE Act - Amends the Public Health Service Act to require the Director of the Centers for Disease Control and Prevention (CDC) to develop guidelines that states may follow in reporting data from newborn screening tests. Requires the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to develop guidelines to: (1) monitor and evaluate newborn screening activities; and (2) coordinate the results of surveillance activities. Requires the Secretary, acting through the Director of CDC and the National Center on Birth Defects and Developmental Disabilities, to develop a surveillance system for newborn screening. Directs the Advisory Committee on Heritable Disorders and Genetic Diseases in Newborns and Children to advise the Secretary on the guidelines and on monitoring and evaluating newborn screening and surveillance activities. Requires the Secretary to: (1) direct the Maternal and Child Health Bureau of HRSA to establish a central clearinghouse of current education and family support and services information, materials, resources, research, and data on newborn screening; (2) award grants for demonstration projects that increase state capacity to screen for all of the core conditions; (3) award Hunter Kelly Newborn Screening grants for demonstration projects that develop screening tests for additional newborn conditions or develop multiple markers to increase the specificity of such tests; and (4) appoint an Interagency Grant Review Panel to select grant applications and provide oversight on the grant program.

Pool and Spa Safety Act - Establishes swimming pool and spa safety requirements. Authorizes state and local governments to enforce such requirements. Subjects violators to the same penalties that would apply for violations of related state and local laws. Requires the Consumer Product Safety Commission (CPSC) to establish recommended minimum state law standards for swimming pools and spas with respect to: (1) enclosure of the pool or spa by barriers to entry that will prevent small children from gaining unsupervised and unfettered access; and (2) systems designed to prevent entrapment of children by drains. Directs CPSC to require that: (1) any outdoor swimming pool or spa is enclosed by an appropriate fence or other barrier; and (2) any swimming pool or spa with a main drain is equipped with at least one anti-entrapment device. Directs CPSC to require, at a minimum, one or more of the following: a safety vacuum release system; a suction-limiting vent system; a gravity drainage system; an automatic pump shut-off system; or a device or system that disables the drain. Requires the CPSC to establish: (1) a state swimming pool safety grant program to provide assistance to states in hiring and training state and local government employees in implementing and enforcing state swimming pool standards, educating the public, and administering safety programs; and (2) an education program to inform the public of methods to prevent drownings and entrapment in swimming pools and spas.

Commends the Magen David Adom Society for its long and distinguished record of humanitarian assistance to all in need, even those responsible for atrocities against Israeli civilians. Congratulates the Magen David Adom Society, and the government and people of Israel, for securing full membership in the International Red Cross and Red Crescent Movement. Thanks the President, the Secretary of State, U.S. diplomatic representatives, and the American Red Cross for their efforts that culminated in the Magen David Adom Society's acceptance as a full member in the International Red Cross and Red Crescent Movement. Thanks the government of Switzerland and officials of the International Committee of the Red Cross for helping to prepare the necessary consensus and carrying to completion the adoption of the Third Additional Protocol by the states parties to the Geneva Conventions and the rules for its implementation. Commends the President for: (1) submitting the Third Additional Protocol to the Senate for its advice and consent; and (2) preparing related legislation for congressional consideration and enactment.

Passenger Vehicle Loss Disclosure Act - Directs the Secretary of Transportation to require all insurers and self-insurers of passenger motor vehicles to disclose to the public, in a commercially reasonable, electronically accessible manner, for each passenger motor vehicle declared or determined to be a total loss: (1) the vehicle identification number and odometer reading; (2) the date of and primary reason for the total loss determination; and (3) whether the airbags deployed.

Requires the Administrator of the Environmental Protection Agency (EPA), through the Energy Star program, to analyze and report to Congress on the growth and energy consumption of computer data centers by the federal government and private enterprise. Expresses the sense of Congress that it is in the United States' best interest for purchasers of computer servers to give high priority to energy efficiency as a factor in determining best value and performance for purchases of servers.

Agricultural Protection and Prosperity Act of 2006 - Amends the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA) to: (1) include the definition of "manure"; and (2) exclude manure from the meaning of "hazardous substance" or "pollutant or contaminant" under that Act. Provides that such exclusion shall not: (1) impose liability under the Emergency Planning and Community Right-To-Know Act of 1986 with respect to manure; (2) affect any provision of the Air Quality Agreement entered into between the Administrator and operators of animal feeding operations; or (3) affect the applicability of any other environmental law as it relates to the definition of manure or the responsibilities or liabilities of any person regarding the treatment, storage, or disposal of manure. Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt releases associated with manure (as defined under CERCLA) from the emergency notification requirements under that Act.

Reaffirms steadfast support for Israel. Supports Israel's right of self-defense and its right to take appropriate action to deter aggression by terrorist groups and their state sponsors. Urges the President to continue to fully support Israel in exercising its right of self-defense in Lebanon and Gaza. Calls for the immediate and unconditional release of Israeli soldiers held captive by Hezbollah or Hamas. Condemns the governments of Iran and Syria for their continued support for Hezbollah and Hamas and holds these governments responsible for the acts of aggression carried out by Hezbollah and Hamas against Israel. Condemns Hamas and Hezbollah for exploiting civilian populations as shields and locating their military activities in civilian areas. Urges the President to use all available political and diplomatic means, including sanctions, to persuade the governments of Syria and Iran to end their support of Hezbollah and Hamas. Calls on the government of Lebanon to do everything in its power to free the kidnapped Israeli soldiers held in Lebanon and to fulfill its responsibility under U.N. Security Council Resolution 1559 to disband and disarm Hezbollah. Calls on the Security Council to: (1) condemn these unprovoked acts; and (2) demand compliance with Resolution 1559, which requires that Hezbollah and other militias be disbanded and disarmed and that all foreign forces leave Lebanon. Urges all sides to protect innocent civilian life and infrastructure and strongly supports the use of all diplomatic means to free the captured Israeli soldiers. Recognizes that thousands of American nationals reside peacefully in Lebanon and that those American nationals in Lebanon concerned for their safety should receive full U.S. government assistance.

Expresses the sense of the Senate that: (1) in order to preserve the integrity of the G-8 as a forum of the leading industrialized democracies of the world, President George W. Bush and other heads of state attending the G-8 Summit should engage Russian Federation President Vladimir Putin in a dialogue about the anti-democratic behavior of the government of the Russian Federation; (2) the United States and other democratic countries should reaffirm their support for civic and non-governmental organizations working to promote democracy and the rule of law in Russia; (3) the government of the Russian Federation should take action to ensure that it guarantees the full range of civil and political rights to its citizens, as it is obligated to do under the International Covenant on Civil and Political Rights; (4) consistent with its obligations under the International Covenant, the government of the Russian Federation should take steps to cease its interference with foreign news organizations, including the Voice of America and Radio Free Europe/Radio Liberty; (5) the government of the Russian Federation should take action to combat rising racism, anti-Semitism, and xenophobia in Russian society; and (6) the United States and countries of the G-8 should reaffirm their support for new democracies on the borders of Russia and, where applicable, expedite their integration into Euro-Atlantic institutions to provide a bulwark for democracy in eastern Europe and the Caucuses.

Federal Law Enforcement Pension Adjustment Equity Act of 2006 - Amends the Law Enforcement Pay Equity Act of 2000 to apply a prohibition against treatment as an increase in salary, for purposes of increased annuitant pension benefits, of the conversion of positions and members of the U.S. Park Police and the Secret Service Uniformed Division to a new salary schedule, and the associated initial adjustments in basic pay rates, with respect to any payment made prior to January 1, 2006. (Thus permits cost-of-living adjustments in pension benefits for annuitants of the U.S. Park Police and the U.S. Secret Service Uniformed Division for payments made in 2006 and in subsequent years.)

Bolster Our Energy Security for Tomorrow Act - Authorizes the Administrator of the Environmental Protection Agency (EPA), upon state request, to provide financial assistance to facilitate hiring additional personnel with expertise in fields relevant to consideration of federal refinery authorizations. Directs a federal agency responsible for federal refinery authorization, upon state request, to provide technical, legal, or other nonfinancial assistance to facilitate such consideration. Directs the President to: (1) appoint a federal coordinator to coordinate refinery authorization procedures; and (2) designate at least three closed military installations, or portions of them, as potentially suitable for the construction of a refinery. Requires that at least one such site be designated as potentially suitable for construction of a biomass refinery. Requires the appropriate redevelopment authority to consider the feasibility and practicability of siting a refinery on the closed military installation when preparing or revising the redevelopment plan for it. Prescribes guidelines for the management and disposal of real property. Amends the Energy Policy Act of 2005 to repeal its refinery revitalization authority.

Protection against United Nations Taxation Act of 2006, the PUNT Act of 2006, or the Helms-Biden Reauthorization Act of 2006 - Requires the withholding of 20% of U.S. contributions to the regular budget of the United Nations (U.N.) and other applicable international organizations until the President certifies that neither the United Nations (or U.N. agencies) nor any other international organization has authority under U.S. law to impose, or has imposed or proposed, taxes or fees on the U.S. government, states, or U.S. corporations or nationals. States that such provision shall not apply to: (1) fees for publications or other fees that are not tantamount to a tax on U.S. citizens; (2) the World Intellectual Property Organization; or (3) staff assessment costs of the United Nations and its agencies.

Expresses the sense of Congress that: (1) restrictions on U.S. visits by high-level elected and appointed officials of Taiwan, including the President of Taiwan, should be lifted; (2) the United States should allow direct Cabinet level exchanges in order to strengthen a policy dialogue with Taiwan; and (3) it is in the U.S. national interest to strengthen links with the democratically-elected government of Taiwan and demonstrate stronger support for democracy in the Asia-Pacific region.

Expanding American Homeownership Act of 2006 - FHA Modernization Act of 2006 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal housing loan obligation; (2) extend the mortgage term to 40 years; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Authorizes the Secretary of Housing and Urban Development to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term. Requires the Secretary to notify specified entities whenever the Secretary takes discretionary action to suspend or revoke approval of a mortgagee to participate in any mortgage insurance program. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain blanket mortgage insured by the Secretary. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Limits the Secretary's authority to enter into commitments for loan guarantees. Requires annual independent actuarial studies of the Fund. Declares that insurance of a Native Hawaiian or Indian reservation mortgage is the obligation of the MMI Fund (instead of the General Insurance Fund). Authorizes the Secretary to: (1) insure a home equity conversion mortgage for specified elderly mortgagors; and (2) enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area. Federal Housing Administration Manufactured Housing Loan Act of 2006 - Exempts a manufactured home (including its appurtenant lot) from the limitation placed upon federal insurance of financial institutions. Makes any mortgage insurance contract related to a manufactured housing loan conclusive evidence of the eligibility for such insurance of the financial institution involved. Authorizes the Secretary to establish a mortgage insurance single premium structure for manufactured homes. Increases the maximum dollar amounts of loan limits.

Stop Over Spending Act of 2006 - Legislative Line Item Veto Act of 2006 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to transmit annually to Congress a maximum of four special messages that propose to rescind dollar amounts of discretionary budget authority, items of direct spending, and targeted tax benefits. Requires an analysis by: (1) the Congressional Budget Office (CBO) of an estimated savings in budget authority or outlays resulting from such rescission; and (2) the Joint Committee on Taxation of an estimated savings resulting from repeal of targeted tax benefits. Requires any rescinded budget authority, items of direct spending, or targeted tax benefit to be dedicated only to deficit reduction, and not to be used as an offset for other spending increases or revenue reductions. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under this Act. Sets forth procedures for expedited congressional consideration of a proposed rescission. Requires the: (1) President to issue an order fully implementing without change all sequestrations required by the Office of Management and Budget (OMB) in its Final Sequestration Report; and (2) the Government Accountability Office (GAO) to report to Congress and the President on the order's compliance with this Act. Prescribes requirements for discretionary sequestration reports by OMB and GAO, discretionary spending and maximum deficit limits, a federal tax gap initiative, executive and legislative branch sequestration procedures, and congressional response to low economic growth. Prohibits the President's budget from exceeding the maximum deficit amount for any fiscal year. Requires biennial budget resolutions, appropriations Acts, and government strategic and performance plans. Defines the budget biennium. Establishes the National Commission on Entitlement Solvency and the Commission on Congressional Budgetary Accountability and Review of Federal Agencies. Provides for expedited congressional consideration of the appropriate Commission's recommendations for legislative action or agency reform proposals. Amends the Congressional Budget Act of 1974 to revise budget resolution requirements. Authorizes the chairman of the Committee on the Budget to notify the Senate of a Medicare funding warning. Makes it out of order to consider any legislation that would cause any increase in direct spending, net of proposals to change direct spending receipts, or revenues contained in the measure if the Senate has been notified of such warning for two consecutive calendar years.

Requires the Director of the National Science Foundation to carry out a program of awarding grants to high-need local educational agencies to establish partnerships for access to laboratory science to improve laboratories and to provide instrumentation as part of a comprehensive program to enhance the quality of mathematics, science, engineering, and technology instruction at the secondary school level.

Internet Safety (Stop Adults Facilitating the Exploitation of Youth) Act of 2006 - Amends the federal criminal code to prohibit: (1) financial transactions that facilitate access to, or the possession of, child pornography; (2) the operation of a child pornography enterprise; and (3) the use of deceptive wording or images to deceive persons, including minors, into viewing obscene material on the Internet. Increases criminal penalties for: (1) registered sex offenders who commit a felony offense involving a child; (2) the sexual exploitation of children; (3) child pornography; and (4) child sex trafficking and sexual abuse. Amends the Victims of Child Abuse Act of 1990 to: (1) increase monetary penalties for willful failure of electronic communication service providers to report child pornography; and (2) impose new penalties for negligent failure to report. Requires commercial website operators to place warning marks prescribed by the Federal Trade Commission on web pages that contain sexually explicit material. Establishes in the Department of Justice an Office on Sexual Violence and Crimes against Children. Authorizes additional (not less than 200) U.S. attorneys in FY2007 to prosecute crimes relating to the sexual exploitation of children. Directs the Administrator of the Office of Juvenile Justice and Delinquency Prevention to increase the number of Internet Crimes Against Children Task Forces. Directs the Attorney General to make grants to states, local governments, Indian tribes, and nonprofit organizations to establish and maintain programs for the prevention of sexual offenses against minors.
