Broad-Based Stock Option Plan Transparency Act of 2003 - Directs the Securities and Exchange Commission (SEC) to require that certain mandatory periodic reports include detailed information regarding stock option plans, stock purchase plans, and other arrangements involving an employee acquisition of an equity interest in the publicly traded company, particularly with respect to the dilutive effect of such plans. Requires such reports to include: (1) a discussion, written in "plain English" of the dilutive effect of stock option plans, including tables or graphic illustrations; (2) expanded disclosure of the dilutive effect of employee stock options upon the earnings per share number of the company; (3) prominent placement and increased comparability of all stock options related information; and (4) a summary of the stock options granted to the five most highly compensated executive officers of the company, including any outstanding stock options of those officers. Directs the SEC to study and report to Congress on the effectiveness of the enhanced disclosures in increasing transparency to investors. Prohibits the SEC from recognizing as generally accepted accounting principles for purposes of enforcing the securities laws any accounting standards related to the treatment of stock options that it did not recognize for that purpose before April 1, 2003. Instructs the Secretary of Commerce to report to Congress on a study and analysis of broad-based employee stock option plans, particularly in the high technology and any other high growth industries.

Jamestown 400th Anniversary Commemorative Coin Act of 2003 - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins, which shall be emblematic of the settlement of Jamestown, Virginia (the first permanent English settlement in America). Provides for a $35 per coin surcharge for the $5 dollar coins and $10 per coin for the $1 dollar coins. Directs the Secretary to distribute: (1) 50 percent of the surcharges to the Jamestown-Yorktown Foundation of Virginia to support programs to promote the understanding of the legacies of Jamestown; and (2) 50 percent to sustain the ongoing mission of preserving Jamestown, to enhance national and international educational programs, to improve infrastructure and archeological research activities, and to conduct other programs to support the commemoration of the 400th anniversary of the settlement of Jamestown. States that entities specified for such purposes are the Secretary of the Department of the Interior, the President of the Association for the Preservation of Virginia Antiquities, and the Chairman of the Jamestown-Yorktown Foundation.

Amends the Federal Law Enforcement Pay Reform Act of 1990 to revise the special pay adjustments for (percentage differentials payable to) Federal law enforcement officers in specified consolidated metropolitan statistical areas. Includes Capitol Police as law enforcement officers under such Act. Directs the Office of Personnel Management: (1) to study and report to Congress on the need for, and the potential benefits to be derived from, the establishment of a separate pay, evaluation, and promotion system for Federal law enforcement officers; (2) if it considers it to be appropriate, to implement a demonstration project to determine whether a separate system for such officers would result in improved Federal personnel management; and (3) to submit to Congress its evaluation of the system tested under the demonstration project and recommendations as to whether that system should be continued or extended to other Federal law enforcement officers. Eliminates the limitation on the aggregate of basic pay and premium pay with respect to availability pay for Federal criminal investigators.

Volunteer Pilot Organization Protection Act - Amends the Volunteer Protection Act of 1997 to exempt from liability a nonprofit volunteer pilot organization that flies for public benefit, its staff members, and its volunteers for harm caused by a volunteer while flying, in furtherance of the purpose of the organization, an aircraft for which the volunteer was properly licensed and individually insured.

American LIFE Trust Fund for the Medical Treatment of the Uninsured in Honor of the Victims and Families of September 11, 2001, Act - Amends the Internal Revenue Code to permit an individual to designate a portion of any tax overpayment for the American LIFE Trust Fund for the Medical Treatment of the Uninsured in Honor of the Victims and Families of September 11, 2001, which shall use such funds to provide injury and catastrophic illness protection to individuals without health coverage. Establishes in the Treasury the American LIFE Trust Fund for the Medical Treatment of the Uninsured in Honor of the Victims and Families of September 11, 2001.

Marine Corps 230th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 500,000 one dollar coins which shall be emblematic of the warrior ethos of the United States Marine Corps. Requires all surcharges from the sale of the coins to be paid to the Marine Corps Heritage Foundation for construction of the Marine Corps Heritage Center.

Museum and Library Services Act of 2003 - Amends the Museum and Library Services Act (MLSA) to replace the National Museum Services Board with a National Museum and Library Services Board, established in the Institute of Museum and Library Services (IMLS). Requires the IMLS Director to: (1) ensure coordination with certain activities under the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001, and other Federal activities; and (2) conduct and publish analyses of the impact of museum and library services. Revises requirements for annual national awards to outstanding libraries and museums that have made significant contributions in service to their communities. Entitles subchapter C of MLSA as the Museum Services Act. Amends the Library Services and Technology Act to provide for: (1) an increased portion for administrative costs; (2) an increased alternative minimum allotment to States under certain conditions; (3) State plans once every five years, as determined by the IMLS Director; (4) additional uses of grants to States for library programs; and (5) recruitment of library and information science personnel under the program of national leadership grants, contracts, and cooperative agreements. Amends the National Commission on Libraries and Information Science Act with respect to contributions and membership. Amends the Arts and Artifacts Indemnity Act to increase maximum limits on liability amounts. Renames the Capital Children's Museum in Washington, D.C., the National Children's Museum.

National Naval Force Structure Policy Act of 2003 - States that it is U.S. policy to rebuild as soon as possible the size of the U.S. Navy fleet to no fewer than 375 vessels in active service, including 15 aircraft carrier battle groups and 15 amphibious ready groups.

Sickle Cell Treatment Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to include primary and secondary preventative medical strategies, treatment, and services, including genetic counseling and testing, for individuals who have Sickle Cell Disease as medical assistance under the Medicaid program. Directs the Administrator of the Health Resources and Services Administration to conduct a demonstration program for the development and establishment of systemic mechanisms, including a National Coordinating Center, to improve the prevention and treatment of Sickle Cell Disease.

Consumer Rental Purchase Agreement Act of 2003 - Amends the Consumer Credit Protection Act to prescribe guidelines for rental-purchase transactions, including: (1) the determination of rental-purchase cost; (2) disclosure requirements; (3) prohibitions against confessions of judgment, wage assignments, and waiver of consumer claims or defenses, and other specified types of provisions; (4) furnishing of statements of account; (5) point-of-rental disclosures; and (6) rental-purchase advertising disclosures. Declares that an action for civil liability may be brought against a merchant's assignee only if the violation is apparent on the face of a rental-purchase agreement to which it relates, including, but not limited to, a disclosure that can be determined to be incomplete or inaccurate from the face of the agreement. Authorizes the Board of Governors of the Federal Reserve System to promulgate implementing regulations. Provides for Federal and State enforcement of this Act. Subjects to criminal penalties any willful and knowing violation of the information disclosure requirements of this Act.

Child Custody Protection Act - Amends the Federal criminal code to prohibit transporting a minor across a State line to obtain an abortion and thereby abridging the right of a parent under a law in force in the State where the minor resides requiring parental involvement in a minor's abortion decision. Makes an exception if the abortion was necessary to save the life of the minor. Specifies that neither the minor transported nor her parent may be prosecuted or sued for a violation of this Act. Makes it an affirmative defense to a prosecution for, or to a civil action based on, such a violation that the defendant reasonably believed that before the minor obtained the abortion, the parental consent or notification or judicial authorization that would have been required had the abortion been performed in the State where the minor resides, took place. Authorizes any parent who suffers harm from a violation to obtain appropriate relief in a civil action. Defines "parent" to include a guardian, legal custodian, or person standing in loco parentis who has care and control of the minor, and with whom the minor regularly resides, who is designated by such law as a person to whom notification, or from whom consent, is required.

Community Development Homeownership Tax Credit Act - Amends the Internal Revenue Code to permit a community homeownership tax credit based upon an applicable percentage of each qualified residence's eligible basis. Makes such credit available to residences (including factory built homes) located: (1) in a census tract with a median gross income not exceeding 80 percent of the greater area or statewide median gross income; (2) in a rural area; (3) on an Indian reservation; or (4) in an area of chronic economic distress. Prohibits a buyer's income from exceeding 80 percent (70 percent for families of less than three) of the area gross median income and requires owner occupancy. Specifies that the aggregate homeownership credit dollar amount which a homeownership credit agency (an "agency") may disburse is the portion of the "State homeownership credit ceiling" (the "ceiling") allocated to such agency. Allows "unused homeownership credit carryovers" to be allocated among qualified States. Sets aside up to 90 percent of a State's ceiling for certain housing projects in which a qualified nonprofit organization owns an interest and materially participates in the given project's development and operation throughout the credit period. Requires allocation of credit to residences to be in accordance with a "qualified allocation plan" of the agency issuing credit. Lists certain specified criteria such a plan must include and specifies that the plan must be approved by the governmental unit of which such agency is a part.

Chesapeake Bay Environmental Education Pilot Program Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to establish a Chesapeake Bay Environmental Education Grant Pilot Program of matching grants for developing, demonstrating, or disseminating information on practices, methods, or techniques relating to environmental education and training in the Chesapeake Bay watershed. Makes eligible for such grants public elementary or secondary schools and nonprofit environmental or educational organizations located in the District of Columbia, Delaware, Maryland, New York Pennsylvania, Virginia, or West Virginia.

Amends the Water Resources Development Act of 1996 to modify the Chesapeake Bay Environmental Restoration and Protection Program. Permits the non-Federal share to include or be totally comprised of in-kind services. Directs the Secretary of the Interior to establish a grant program for technical and financial assistance to local governments and organizations implementing cooperative tributary basin strategies which address habitat issues of the Chesapeake Bay ecosystem.

Commission on the Accountability and Review of Federal Agencies Act - Establishes the Commission on the Accountability and Review of Federal Agencies to: (1) evaluate executive agencies and their programs; and (2) submit to Congress a plan recommending agencies and programs that should be realigned or eliminated and proposing implementing legislation. Directs the President to: (1) establish a systematic method for assessing the effectiveness and accountability of agency programs; and (2) submit to the Commission assessments of not less than half of the programs that use such method. Prohibits the implementation of such method until it has been reviewed and accepted by the Commission, which shall consider such assessments submitted. Requires the President to identify common performance measures for programs having similar functions and provide the Commission with data on such measures.

Chesapeake Bay Watershed Forestry Program Act of 2003 - Directs the Secretary of Agriculture, through the Forest Service, to establish a Chesapeake Bay watershed forestry program of grants and technical assistance for: (1) forest conservation in urban, suburban, and rural areas; (2) National Forest System management; (3) research, education, and planning activities; and (4) achievement of Chesapeake Bay Agreement goals. Sets forth grantee and project eligibility criteria. Authorizes a Bay State (Maryland, Delaware, Pennsylvania, New York, Virginia, West Virginia, and the District of Columbia) to use funds to hire a State watershed forester to carry out watershed projects. Directs the Secretary to conduct a study of watershed urban and suburban forests. Directs the Secretary to establish for the watershed a: (1) forestry research program; and (2) a forestry research strategy.

Chesapeake Bay Watershed Nutrient Removal Assistance Act - Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency to provide grants to States and municipalities to upgrade municipal wastewater treatment plants of a specified capacity and located within the Chesapeake Bay watershed with nutrient removal technologies.

NOAA Chesapeake Bay Watershed Education, Training, and Restoration Act - Requires the Director of the Chesapeake Bay Office, within the National Oceanic and Atmospheric Administration, to establish a Coastal Prediction Center. Directs the Center to develop an Internet-based information system for integrating, interpreting, and disseminating coastal information and predictions concerning the Bay and its tributaries. Requires the Director to establish programs for: (1) watershed education and training; (2) watershed stock enhancement and habitat restoration; and (3) shallow water monitoring. Authorizes the Director to award grants to support education and training projects as well as aquaculture education.

Independent Office of Advocacy Act of 2003 - Amends the Small Business Act regarding the establishment of the Office of Advocacy to: (1) require each annual budget submitted by the President to include a separate statement of the amount of appropriations requested for such Office; (2) require the Office to recommend methods for the delivery of financial assistance to women-owned businesses, businesses owned and controlled by socially and economically disadvantaged individuals or veterans, and businesses designated as HUBZone small businesses, and evaluate the efforts of Federal agencies and the private sector in assisting such businesses; (3) require the Office to make recommendations and submit specified reports concerning issues and regulations affecting small business and any necessity for corrective action; and (4) require the Office to evaluate the efforts of the Federal Government and private industry to assist small businesses owned by veterans and service-disabled veterans. Requires the SBA to provide appropriate administrative support to the Office. Requires the Chief Counsel to report annually to the President and specified congressional committees on agency compliance with Federal regulatory analysis requirements.

Second Century of Flight Act - Establishes in the Department of Transportation an Office of Aerospace and Aviation Liaison (OAAL) to coordinate aviation and aeronautics research programs. Establishes within the Federal Aviation Administration (FAA) a National Air Traffic Management System Development Office, which shall develop a next generation air traffic management system plan for the United States. Directs the OAAL to report to specified congressional committees on market developments and government policies influencing the competitiveness of the U.S. jet transport aircraft industry. Directs the Administrator of the National Aeronautics and Space Administration (NASA) and the FAA Administrator to establish a joint aerospace workforce initiative of grants to increase the number of students in technical training and certificate programs, as well as studying for undergraduate and graduate degrees, in aerospace-related fields. Authorizes the NASA and FAA Administrators to provide loans (scholarships for service) of up to $5,000 per year to fulltime students enrolled in an undergraduate or post-graduate program leading to an advanced degree in an aerospace-related field. Directs the FAA Administrator to: (1) continue the research grant program to improve airfield pavements; (2) review whether its asphalt and concrete airfield pavement standards accord with its standard 20-year-life requirement; (3) arrange with the National Research Council (NRC) to assess the FAA wake turbulence research and development program; (4) establish a cabin air quality research program; (5) exercise leadership with its foreign counterparts in the International Civil Aviation Organization; (6) report to specified congressional committees on aviation and aeronautical safety, and research funding and technological actions in other countries; (7) conduct research to promote development of analytical tools to improve existing certification methods and reduce overall certification costs; (8) develop a Center for Excellence focused on applied research and training with respect to advanced materials in transport airframe structures; and (9) study and report to specified congressional committees on ways to reduce aircraft noise and emissions and increase aircraft fuel efficiency. Authorizes the FAA Administrator to conduct a limited pilot program of incentives to airspace users for deployment of new technologies. Amends Federal transportation law to provide for FAA issuance of design organization certificates authorizing design organizations to certify compliance with certain requirements and minimum standards for the type certification of aircraft, aircraft engines, propellers, or appliances. Directs the NASA Administrator to: (1) develop a a ten-year aeronautics research plan; (2) study and report to specified congressional committees on markets enabled by environmental technologies for future aircraft; (3) convert and expand the vehicle systems program into a vehicle-enabling technologies program; (4) develop innovative software-validation technologies; (5) increase research into weather sensors and prediction; (6) develop a National Center for Advanced Materials Performance; and (7) submit unified annual program budgets to specified congressional committees.

Chief Martin Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to Chief Phillip Martin in recognition of his leadership of the Mississippi Band of Choctaw Indians for over 45 years and for his contributions to the American Indian community, particularly to the native and non-native communities of Mississippi.

Amends the Elementary and Secondary Education Act of 1965 to entitle certain local educational agencies (LEAs) to receive specified Federal payment amounts under Impact Aid programs: (1) relating to Federal acquisition of real property; and (2) for basic support for eligible federally-connected children. (Current law makes such LEAs eligible for such payments up to specified maximum amounts.) Extends the authorization of appropriations for: (1) construction and school modernization payments for certain LEAs, including ones with high percentages of children living on Indian lands or children of military parents; and (2) facilities maintenance payments for certain schools located on military bases and serving military dependent children. Makes appropriations for payments in each fiscal year to LEAs under Impact Aid programs: (1) relating to Federal acquisition of real property; and (2) for basic support for eligible federally-connected children. Declares that provisions relating to payments for such programs constitute budget authority in advance of appropriations and represent the Federal obligation to pay such amounts to LEAs.

Amends the Internal Revenue Code to allow, through December 31, 2008, a limited credit for energy-efficient building property. Defines such property as a fuel cell power plant that: (1) generates electricity using an electrochemical process; (2) has an electricity-only generation efficiency greater than 30 percent; and (3) generates at least 0.5 kilowatt of electricity, using an electrochemical process. Allows, through December 31, 2008, a limited credit to an individual for nonbusiness energy-efficient building property (U.S. residential property) expenditures.

Blind Empowerment Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to increase, by specified increments over five years, the level of earnings demonstrating the ability of a blind person to engage in substantial gainful activity for purposes of determining disability insurance benefit payments.

Expresses the outrage of Congress at the flagrant violations by the Government of Iraq of the customary international law of war and the Convention Relative to the Treatment of Prisoners of War, dated at Geneva August 12 1949, and entered into force October 21, 1950. Supports in the strongest terms the President's warning to Iraq that the United States will hold the Government of Iraq, its officials, and military personnel involved accountable for any and all such violations. Expects Iraq to comply with the requirements of the international law of war and the explicit provisions of the Convention Relative to the Treatment of Prisoners of War, which afford prisoners of war the proper and humane treatment to which they are entitled. Expects that Iraq will afford prisoners of war access to representatives of the International Committee of the Red Cross, as required by the Convention Relative to the Treatment of Prisoners of War.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to Prime Minister Tony Blair of the United Kingdom in recognition of his outstanding and enduring contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to: (1) strike such gold medal and to strike and sell duplicate bronze medals; and (2) deposit sums received from the sale of the bronze medals into the U.S. Mint Public Enterprise Fund.

Troops Phone Home Free Act of 2003 - Directs the Secretary of Defense to provide prepaid phone cards, or the equivalent telephone service benefit, to enable military personnel stationed outside the United States who are directly supporting military operations in Iraq or Afghanistan to call family and friends in the United States at no cost. Limits such benefit to $40 per month per person. Terminates the program 60 days after the end of Operation Iraqi Freedom. Directs the Secretary to work with telecommunications providers to facilitate the deployment of additional telephones for such use as quickly as practicable.

Amends the Internal Revenue Code with respect to non-taxed "combat zone" compensation to: (1) include "direct transit to the combat zone" within such definition; and (2) eliminate the enlisted personnel compensation ceiling for commissioned officers. Entitles military personnel eligible for special pay for hostile fire or imminent danger for services at Guantanamo Bay Naval Station, Cuba, and in the Horn of Africa in support of Operation Enduring Freedom or any successor operation to specified tax benefits as if such services were performed in a combat zone.

Expresses sincere gratitude to the Prime Minister of the United Kingdom, Tony Blair, the Prime Minister of Australia, John Howard, and the President of the Spanish Government, Jose Maria Aznar, for their courageous support and strong commitment to the Coalition to Disarm Iraq. Expresses sincere gratitude to other allied nations, including those in the Persian Gulf region, for their military support, logistical support, and other assistance in the current campaign against the regime of Saddam Hussein in Iraq. Welcomes and encourages the active involvement and participation of these countries, other nations, and key international organizations in the reconstruction and administration of Iraq after the current conflict in Iraq. Commends and expresses the gratitude of the United States to the military personnel and civilians of the member states of the Coalition to Disarm Iraq who are serving in operations against the regime of Saddam Hussein in Iraq, and to the family members of such personnel and civilians who have borne the burden of sacrifice and separation from their loved ones during the current conflict in Iraq.

Condemns the recent arrests and other intimidation tactics against democracy activists by the Castro regime. Calls on the Cuban Government to release immediately those imprisoned and held during this most recent crackdown for activities the government wrongly deems "subversive, counter-revolutionary, and provocative." Reaffirms Senate Resolution 272, 107th Congress, which was agreed to on June 10, 2002, without opposition and which called for, among other things, amnesty for all political prisoners. Praises the bravery of those Cubans who, because they practiced free speech and signed the Varela Project petition, have been targeted in this most recent government crackdown. Urges the President to demand the immediate release of these prisoners and to take all appropriate steps to secure their immediate release.

Civil Air Patrol Homeland Security Benefits Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include as a "public safety officer" for purposes of provisions governing death benefits a volunteer civilian member of the Civil Air Patrol engaged in: (1) active service rendered in performance or support of operational missions of the Patrol under the direction of the Department of the Air Force and performed consistent with written authorization that specifies a finite assignment; or (2) travel to or from such service.

Teacher Tax Relief Act of 2003 - Amends the Internal Revenue Code to increase from $250 to $500 the maximum above-the-line deduction allowed for classroom supply expenses incurred by elementary and secondary school teachers, effective after December 31, 2002. Expands such deduction to include qualified professional development expenses.

Commends and supports the efforts and leadership of the President, as Commander in Chief, in the conflict against Iraq. Commends, and expresses the gratitude of the Nation to all members of the United States Armed Forces (whether on active duty, in the National Guard, or in the Reserves) and the civilian employees who support their efforts, as well as the men and women of civilian national security agencies who are participating in the military operations in the Persian Gulf region, for their professional excellence, dedicated patriotism and exemplary bravery. Commends and expresses the gratitude of the Nation to the family members of soldiers, sailors, airmen, Marines, and civilians serving in operations against Iraq who have borne the burden of sacrifice and separation from their loved ones. Expresses the deep condolences of the Senate to the families of brave Americans who have lost their lives in this undertaking, over many years, against Iraq. Joins all Americans in remembering those who lost their lives during Operation Desert Shield and Operation Desert Storm in 1991, those still missing from that conflict, including Captain Scott Speicher, USN, and the thousands of Americans who have lost their lives in terrorist attacks over the years, and in the Global War on Terrorism. Expresses sincere gratitude to British Prime Minister Tony Blair and his government for their courageous and steadfast support, as well as gratitude to other allied nations for their military support, logistical support, and other assistance in the campaign against Saddam Hussein's regime.

Recognizes: (1) the 350th anniversary of the American Jewish community; and (2) the Commission for Commemorating 350 Years of American Jewish History (formed by the Library of Congress, the National Archives and Records Administration, the American Jewish Historical Society, and the Jacob Rader Marcus Center of the American Jewish Archives) and its efforts to plan, coordinate, and execute commemorative events. Supports designation of American Jewish History Month.

Protection of Lawful Commerce in Arms Act - Prohibits any qualified civil liability action from being brought in any State or Federal court and requires pending actions to be dismissed. Defines such an action to: (1) include an action brought against a manufacturer or seller of a firearm, ammunition, or a component of a firearm that has been shipped or transported in interstate or foreign commerce, or against a trade association of such manufacturers or sellers, for damages resulting from the criminal or unlawful misuse of a firearm; and (2) exclude an action brought against persons who transfer a firearm knowing that it will be used to commit a crime of violence or a drug trafficking crime; an action brought against a seller for negligent entrustment or negligence per se; an action in which a manufacturer or seller of a firearm willfully violated a State or Federal statute applicable to the sale or marketing of the firearm and the violation was a proximate cause of the harm for which relief is sought; an action for breach of contract or warranty in connection with the purchase of the firearm; or an action for physical injuries or property damage resulting directly from a defect in design or manufacture of the firearm when used as intended.

Investment in America Act of 2003 - Amends the Internal Revenue Code to make permanent the credit for increasing research activities. Increases the alternative incremental credit rates. Provides an alternative credit for qualified research expenses.

NASA Workforce Flexibility Act of 2003 - Adds new Federal employee provisions concerning National Aeronautics and Space Administration (NASA) workforce authorities. Provides the authority to: (1) pay recruitment, redesignation, and relocation bonuses; (2) make term appointments and related personnel actions; (3) fix basic rates of pay; and (4) extend intergovernmental personnel act assignments. Requires the NASA Administrator, before exercising any such authorities, to submit a written workforce plan to the Office of Personnel Management for approval. Requires such plan to be provided to all NASA employees at least 60 days in advance of its implementation. Outlines requirements for each of the authorities. Authorizes the Administrator to: (1) conduct employee exchanges with private entities; (2) carry out a program under which science and technology scholarships are provided to students in exchange for their agreement to be employed by NASA upon graduation; (3) appoint distinguished scholars as NASA employees; (4) pay travel, transportation, and relocation expenses of new appointees; (5) deem periods of certain non-Federal service as Federal service for annual leave qualification purposes; and (6) provide superior qualifications pay to certain employees. Limits the number of NASA limited emergency appointees to ten percent of the total number of Senior Executive Service positions allocated to NASA.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees. Sets an implementation deadline of the first open enrollment period beginning not less than 90 days following enactment.
