Law Enforcement Officers Safety Act of 2003 - Amends the Federal criminal code to authorize qualified law enforcement officers (including certain qualified retired officers) carrying the photographic identification issued by their governmental agency, notwithstanding State or local laws, to carry a concealed firearm. Provides that such authorization shall not supersede State laws that: (1) permit private entities to prohibit the possession of concealed firearms on their property; or (2) prohibit the possession of firearms on State or local government property. Excludes from the definition of "firearm" any machine gun, firearm silencer, or destructive device.

Telecommunications Ownership Diversification Act of 2003 - Amends the Internal Revenue Code to allow an electing taxpayer to treat a qualified telecommunications business sale to an eligible purchaser as an involuntary conversion. Places limits on the ensuing tax benefit. Defines an eligible purchaser as: (1) an economically and socially disadvantaged business; or (2) a corporation or partnership which, following the purchase, has substantially all of its assets in the telecommunications business and is at least five percent owned by the Telecommunications Development Fund. Provides a limited tax credit to a local exchange carrier that is not a Bell operating company and is headquartered in an empowerment zone. Provides for the exclusion from income of 50 percent of the gain on any sale or exchange of stock in an eligible purchaser engaged in a telecommunications business held for more than five years. Directs the Comptroller General to biennially audit the administration of the provisions of this Act and issue a report.

Transportation Tax Equity and Fairness Act - Amends the Internal Revenue Code to repeal the special fuel excise tax on railroads and inland waterway transportation. Subjects diesel fuel used in trains to the additional tax for the Leaking Underground Storage Tank Trust Fund.

Authorizes the Secretary of State to: (1) initiate a U.S. plan to endorse and obtain observer status for Taiwan at the annual week-long summit of the World Health Assembly (of the World Health Organization) in May 2003 in Geneva, Switzerland; and (2) instruct the U.S. delegation to Geneva to implement such plan.

Liberty Bill Act - Amends Federal law to mandate that (1) the design of the reverse side of the lowest denomination of Federal reserve notes ($1) shall incorporate the preamble to the Constitution of the United States, a list describing the Articles of the Constitution, and a list describing the Amendments to the Constitution. and (2) the reverse side of $1 Federal reserve notes shall feature, in specified format, the preamble to the Constitution, and lists describing the Articles and Amendments of the Constitution.

Loan Forgiveness for Certified Teachers Act of 2003 - Amends the Higher Education Act of 1965 (HEA) to increase from $5,000 to $10,000 the maximum amount of student loan cancellation for certified or licensed teachers who teach for five years at low-income elementary or secondary schools. Establishes a HEA grants program for promoting teacher certification and licensing. Authorizes the Secretary of Education to make such grants to institutions of higher education for programs, projects, and activities to encourage professionals and other interested persons to become certified or licensed teachers. Includes among authorized activities developing curricula and support programs and recruitment strategies.

Charitable IRA Rollover Act of 2003 - Amends the Internal Revenue Code to exempt from inclusion as income individual retirement account (IRA) distributions used for qualified charitable purposes. Sets forth related rules for charitable remainder trusts, pooled income funds, and charitable gift annuities.

Reserve Component Tax Assistance Act of 2003 - Amends the Internal Revenue Code to allow as a business or trade deduction the expenses of a member of the reserve component of the U.S. armed forces in connection with such service. Makes such deduction available to itemizers and non-itemizers. Establishes related reserve component business-related employment and self-employment credits.

Digital and Wireless Network Technology Program Act of 2003 - Establishes within the National Science Foundation (NSF) an Office of Digital and Wireless Network Technology to: (1) award grants, contracts, or cooperative agreements (assistance) to eligible institutions to provide educational instruction in digital and wireless network technologies; and (2) strengthen the national digital and wireless infrastructure by increasing national investment in telecommunications and technology infrastructure at eligible institutions. Requires the NSF Director to establish an advisory council on the best approaches for involving eligible institutions in supported activities. Makes the following institutions eligible for such assistance: (1) a historically Black college or university; (2) a Hispanic-, Alaska Native-, or Native Hawaiian-serving institution; (3) a tribally controlled college or university; or (4) an institution determined to have enrolled a substantial number of minority, low-income students who received assistance under the Higher Education Act of 1965. Provides a matching funds requirement. Prohibits an institution that receives assistance exceeding $2.5 million from receiving further assistance until every other eligible institution has received assistance under this Act.

21st Century Nanotechnology Research and Development Act - Directs the President to establish a National Nanotechnology Research Program. Requires such Program, through appropriate Federal agencies, councils, and the National Coordination Office, to: (1) establish goals, priorities, grand challenges (fundamental problems in science and engineering that will require the application of nanotechnology), and metrics for evaluating Federal nanotechnology research, development, and other activities; (2) invest in Federal research and development (R&D) programs in nanotechnology and related sciences to achieve those goals; and (3) provide for coordination of Federal nanotechnology activities. Requires the Program, through its participating agencies, to develop, fund, and manage Federal research programs concerning: (1) long-term basic nanoscience and engineering research; (2) essential grand challenges and interdisciplinary research and education teams; (3) interdisciplinary nanotechnology research centers; (4) research infrastructure and equipment; (5) the Center for Ethical, Societal, Educational, Legal, and Workforce Issues Related to Nanotechnology to be established by the Director of the National Science Foundation (NSF); (6) technology transition; and (7) research areas identified by the National Science and Technology Council (NSTC) which are not being adequately addressed by the agencies' current research programs. Directs NSTC to: (1) oversee the planning, management, and coordination of the Program; (2) establish an Information Services and Applications Council; and (3) submit an annual report to Congress on the Program.. Directs the President to establish a National Nanotechnology Advisory Panel and a National Nanotechnology Coordination Office. Provides for the National Research Council of the National Academy of Sciences to conduct a triennial evaluation of the Program. Requires the NSF Director to: (1) collect and disseminate studies on the societal, ethical, educational, and workforce implications of nanotechnology; and (2) collect data on the size of the anticipated nanotechnology workforce needed and assess the adequacy of the trained talent pool to fill such needs.

Clean Water Infrastructure Financing Act of 2003 - Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under the Act. Requires revolving funds to be used only for providing assistance for activities that have as a principal benefit the improvement or protection of water quality of navigable waters. Provides for an extended repayment period and additional subsidization with respect to loans made to financially distressed communities from revolving funds. Reauthorizes appropriations for FY 2003 through 2007 for the revolving fund program.

DNA Sexual Assault Justice Act of 2003 - Directs the Attorney General to: (1) survey Federal, State, local, and tribal law enforcement jurisdictions to assess the amount of DNA evidence from sexual assault crimes that has not been subjected to testing and analysis; (2) review national, State, local, and tribal government protocols on the collection and processing of DNA evidence at crime scenes; and (3) make grants for sexual assault examiner programs, examiner training and certification, acquisition or improvement of forensic equipment, and other training. Amends the DNA Analysis Backlog Elimination Act of 2000 to: (1) ensure that DNA testing and analysis of samples from rape kits and non-suspect cases are carried out in a timely manner; (2) reauthorize grants; (3) make local governments eligible for grants; (4) direct the Attorney General to give priority to a State or local governmental unit that has a significant rape kit or non-suspect case backlog; and (5) expand the scope of DNA samples subject to privacy protections. Amends: (1) the Federal criminal code and the Federal Rules of Criminal Procedure to authorize "John Doe" DNA indictments for sexual abuse (allows describing a person as an unknown individual who has a particular DNA profile if the identity of the accused or defendant is unknown); and (2) the DNA Identification Act of 1994 to authorize appropriations to the Federal Bureau of Investigation to carry out a redesign of the Combined DNA Index System.

Jumpstart Broadband Act - Requires the Federal Communications Commission (FCC) to allocate no less than an additional 255 megahertz of contiguous spectrum in the 5 gigahertz band for unlicensed use by wireless broadband devices while ensuring that Department of Defense devices and systems are not compromised. Directs the National Telecommunications and Information Administration to establish standards for interference protection which enable incumbent Federal government agency users of such allocated spectrum to continue such use. Directs the FCC to: (1) adopt minimal technical and device rules for efficient use of such allocated spectrum by wireless broadband devices; and (2) amend its rules to require that all wireless broadband devices manufactured after such rules amendment that operate in such allocated spectrum be capable of two-way digital communications and meet the interference protection standards.

Internet Tax Non-discrimination Act of 2003 - Amends the Internet Tax Freedom Act to: (1) permanently ban taxes on Internet access and on multiple or discriminatory taxes on electronic commerce; and (2) repeal the ban exception for a tax on the sale or use of Internet services that was generally imposed and actually enforced prior to October 1, 1998.

Unborn Victims of Violence Act of 2003 - Provides that: (1) any person who engages in conduct that violates specified provisions of the Federal criminal code, the Controlled Substances Act of 1970, or the Atomic Energy Act of 1954, or specified articles of the Uniform Code of Military Justice (conduct constituting certain Federal violent crimes), and thereby causes the death of, or bodily injury to, a child who is in utero, shall be guilty of a separate offense (but prohibits imposition of the death penalty for such offense); and (2) the punishment for that separate offense shall be the same as that provided under Federal law for that conduct had that injury or death occurred to the unborn child's mother. Directs that if the person engaging in the conduct thereby intentionally kills or attempts to kill the unborn child, that person shall be punished as provided under the Federal criminal code for intentionally killing or attempting to kill a human being. Bars prosecution under this Act: (1) for conduct relating to an abortion for which the consent of the pregnant woman has been obtained or for which such consent is implied by law in a medical emergency; (2) for conduct relating to any medical treatment of the pregnant woman or her unborn child; or (3) of any woman with respect to her unborn child.

Loan Forgiveness for Head Start Teachers Act of 2003 - Amends the Higher Education Act of 1965 to extend to certain Head Start teachers student loan forgiveness under both the Federal Family Education Loan program and the William D. Ford Federal Direct Loan program.

Authorizes the Director of the Office of Management and Budget (OMB), in calculating the Federal cost for guaranteeing small business loans under the Small Business Act during FY 2003, to use the most recently approved subsidy cost model and methodology in conjunction with the program and economic assumptions, and historical data included in the FY 2003 budget. Requires the Small Business Administration, after written notification to Congress, to implement the validated, OMB-approved subsidy rate for FY 2003, using this model and methodology.

Marriage Penalty Relief Act of 2003 - Amends the Internal Revenue Code (IRC) to provide that the basic standard deduction on a joint return shall be equal to 200 percent of the dollar amount of an individual who is not married. Makes the maximum taxable income in the lowest joint bracket equal to double the maximum taxable income in the lowest single filer bracket. Increases the earned income credit phaseout amount on a joint return by $3,000.

Filipino Veterans' Benefits Improvements Act of 2003 - Authorizes: (1) payment of the full rate of compensation (currently, 50%) for the service-connected disability of members of the New Philippine Scouts (and their survivors) who served with U.S. armed forces during World War II and who now are U.S. citizens or lawfully reside in the United States; (2) full dependency and indemnity compensation for the surviving spouses of Filipino veterans who became U.S. citizens or lawfully resided in the United States; and (3) hospital and nursing home care and medical services for such veterans and new Philippine Scouts in the same manner as U.S. veterans. Limits the disability pension to $100 per month for such veterans who reside in the Philippines. Directs the Secretary of Veterans Affairs to furnish care and services to veterans of World War II, Commonwealth Army veterans, and new Philippine Scouts for the treatment of service-connected disabilities and non-service connected disabilities of such veterans and scouts residing in the Philippines on an outpatient basis at the Manila VA Outpatient Clinic. Limits to $500,000 the amount to be expended during a fiscal year for such services.

States that the discretionary authority of the President to provide indemnification for government contractors in the interest of national defense shall include the authority to indemnify a contractor or subcontractor in connection with the procurement of an anti-terrorism technology or service for preventing, detecting, identifying, deterring, or recovering from acts of terrorism. Authorizes the President, under such authority, to provide for: (1) indemnification for economic damages not fully covered by private liability insurance; and (2) the applicability of such authority to procurements by the U.S. Postal Service. Authorizes the President to indemnify State and local contractors in the procurement of an anti-terrorism technology or service, with limitations. Requires the President to designate an official to establish a program under which States and local governments may procure, through contracts entered into by such official, anti-terrorism technologies or services. Requires the designated official to produce and maintain a catalog of anti-terrorism technologies and services suitable for such procurement. Outlines required procedures for participating States and local governments. Directs the President to ensure that an appropriate officer of the United States notifies specified congressional committees of each procurement contract providing such indemnification.

Expresses the sense of the Senate that: (1) the Pacific Maritime Association (PMA) and the International Longshore and Warehouse Union (ILWU) should enter into mediation to resolve their dispute, adopt 24-hour extensions of the expired collective bargaining agreement, and end the current lockout; and (2) if the PMA and the ILWU do not reach a settlement or reopen the ports through that mediation during a reasonable period, as determined by the President, the President should appoint a board of inquiry, to begin the emergency dispute-settling procedure under the Labor-Management Relations Act, 1947.

Civil War Battlefield Preservation Act of 2002 - Amends the American Battlefield Protection Act of 1996 to direct the Secretary of the Interior, acting through the American Battlefield Protection Program, to establish a battlefield acquisition grant program under which the Secretary may provide grants to a State or local government (eligible entity) to pay the Federal share of the cost of acquiring interests in eligible sites for the preservation and protection of those sites. Permits an eligible entity to acquire an interest in an eligible site using a grant in partnership with a nonprofit organization. Subjects acquired property to the prohibition against conversion to other than public outdoor recreation uses, without the Secretary's approval. Requires the Secretary to submit to Congress a report that updates the Report on the Nation's Civil War Battlefields to reflect preservation activities and changes in the condition of the 384 battlefields. Extends the American Battlefield Protection Program through FY 2008.

Aeronautics Research and Development Revitalization Act of 2002 - Directs the National Aeronautics and Space Administration (NASA) Administrator to develop technologies that would: (1) significantly reduce aircraft noise, harmful emissions, and fuel consumption; (2) make certain performance improvements to existing rotorcraft; and (3) enable overland flight of supersonic civil transport aircraft with certain performance characteristics. Directs the NASA Administrator to provide specified congressional committees a plan for the implementation of such initiatives. Directs the NASA Administrator to establish NASA aeronautics scholarships for U.S. citizens enrolled in accredited Masters degree programs in aeronautical engineering at institutions of higher education. Directs the Administrators of NASA and the Federal Aviation Administration (FAA) to participate in a national initiative to define and develop an air traffic management system that meets national long-term aviation security, safety, and capacity needs. Sets forth certain things that the system shall do, including that it ensure seamless global operations for system users. Provides for grants from the FAA Administrator for university-based Centers for Research on Aviation Training. Authorizes appropriations for certain FAA research and development projects and activities. Requires certain aviation-related studies and assessments.

Amends basic annuity computation provisions under the Federal Employees' Retirement System to provide that the percentage otherwise applicable for a computation that includes, in the aggregate, at least one year of credit for any period of receiving disability compensation benefits shall be increased by one percent.

Designates the month of September 2002 as National Prostate Cancer Awareness Month. Declares that the Federal Government has a responsibility to: (1) raise awareness about the importance of screening methods and treatment of prostate cancer; (2) increase research funding that is commensurate with the burden of the disease so that the causes of, and improved methods for screening, treating, and curing prostate cancer may be discovered; and (3) continue to consider ways for improving access to, and the quality of, health care services for detecting and treating prostate cancer.

Requires the Federal Communications Commission (FCC), within 15 days after the enactment of this Act, to return to the winning bidders of spectrum auction 35 the full amount of all deposits and down payments made for licenses that the FCC has not delivered by such date. Frees each winning bidder that elects within such period to relinquish a license not yet delivered of all license obligations such bidder would otherwise have had, including the obligation to pay the full amount of its winning bid upon license delivery.
