Amends the Fair Labor Standards Act of 1938 to revise its application. Revises minimum wage and maximum hours provisions (as well as provisions for special industry committees for American Samoa) to apply such requirements specifically to employers of employees who in any workweek are engaged in industrial homework and who are either engaged in commerce or in the production of goods in commerce. Revises the scope of the application of requirements relating to wage rate orders for employers in American Samoa, prohibition of sex discrimination in wage rates, and handicapped workers.

Publicly Owned Treatment Works Biomonitoring Use Act - Amends the Federal Water Pollution Control Act to provide that if the Administrator of the Environmental Protection Agency determines that, in the control of toxicity it is necessary to include biological monitoring, testing, or assessment methods as a condition of a permit issued to a publicly owned treatment works, the failure of a single whole effluent toxicity test shall not result in a finding of violation. Makes it a violation of this Act if the treatment works fails to comply with a schedule or other permit condition to identify and control toxic discharges.

Recognizes the important part the Alaska Highway played in the defense of our Nation and the settling of Alaska and the ever-important role it will inevitably play in our future. States that this highway should be maintained in a condition that encourages people throughout the Nation to travel it.

Expresses the sense of the Congress that the President should declare November 2, 1990, a national day of prayer for: (1) members of American military forces and American citizens stationed or held hostage in the Middle East, and for their families; and (2) American and Iraqi authorities to bring about a just resolution of the Persian Gulf crisis.

Expresses the sense of the Senate that any proposal to increase the Federal-aid highway program's minimum allocation percentage from 85 to 95 percent should be addressed as part of the legislative process to reauthorize surface transportation programs in 1991.

Authorizes the Secretary of Education to make grants to State and local educational agencies and consortia of such agencies to plan for innovative demonstration projects. Authorizes the use of such funds to plan for the development of: (1) State or local policies and procedures for open enrollment among public schools or programs, and for assisting parents, particularly those of disadvantaged or minority children, to become more involved in their children's education; and (2) improved methods for advancing equity in State and local systems of financing public elementary and secondary education and for involving businesses and communities in public education. Gives priority in planning grants (other than those for open enrollment) to projects with the greatest potential to improve education of disadvantaged students and minority students. Gives equal priority in open enrollment planning grants to projects for such students and those for rural students. Authorizes the Secretary, through the Office of Educational Research and Improvement, to: (1) conduct research on open enrollment systems, parental involvement, school finance equalization, and business involvement in public education; and (2) disseminate such research results. Directs the Secretary to coordinate identification and dissemination of exemplary projects through the National Diffusion Network.

Amends the Internal Revenue Code to extend the credit for producing fuel from a nonconventional source to gas produced from shale. Places a three-year moratorium (from December 31, 1990, until December 31, 1993) on the pollution control bond and energy investment offsets against the nonconventional fuels credit. Eliminates the requirement that gas produced from oil shale be sold to unrelated parties. Ensures that any taxpayer is able to take such credit regardless of whether the taxpayer is paying regular or alternative minimum tax.

Amends the Federal judicial code to authorize the appointment of additional bankruptcy judges for the following districts: (1) Arizona; (2) Colorado; (3) the middle and southern districts of Florida; (4) the northern district of Georgia; (5) the eastern district of Maryland; (6) the eastern district of Pennsylvania; (7) Puerto Rico; (8) South Carolina; (9) the middle district of Tennessee; and (10) the eastern district of Virginia.

National Voter Registration Enhancement Act of 1990 - Title I: Voter Registration Enhancement - Authorizes appropriations to the Attorney General for block grants to States to enhance voter registration for elections for Federal office by providing for: (1) registration at State departments of motor vehicles; (2) registration by mail; (3) registration at State-related and Federal and appropriate private-sector locations; and (4) programs to ensure that official voter registration lists are accurate and current. Requires States to match Federal funds dollar for dollar to qualify for block grants. Directs the Attorney General to establish: (1) criteria for allocation of grants among States; and (2) administrative requirements for States to meet to be eligible for block grants. Directs the Attorney General, in promulgating criteria for such an allocation, to give special consideration to State-sponsored programs designed to improve registration in counties with voter registration percentages significantly lower than that for the State as a whole. Outlines provisions regarding State certifications to receive block grants. Makes the chief election official of each State responsible for coordination of State functions under this title. Makes the Attorney General responsible for coordination of Federal functions under this Act. Directs the Attorney General to provide information to States with respect to State responsibilities under this Act and to periodically report to the Congress on the impact of this Act on the administration of elections for Federal office, with recommendations for improvements in Federal and State procedures, forms, and other matters affected by this Act. Title II: Public Corruption - Amends the Federal criminal code to prescribe criminal penalties to be imposed against anyone who uses any facility of, or affects, interstate or foreign commerce to defraud the inhabitants of the United States, a State, a political subdivision of a State, or Indian country of: (1) the honest services of a government official or employee; or (2) a fair and impartially conducted election process through the use of fraudulent ballots or voter registration forms or the filing of fraudulent campaign reports to secure the election of an official who, if elected, would have authority over the administration of funds derived from an Act of Congress totalling $10,000 or more for a year before or after the election or offense. Prescribes criminal penalties to be imposed against anyone who defrauds the inhabitants of the United States of the honest services of a public official. Prescribes criminal penalties to be imposed upon any official who: (1) uses interstate commerce to defraud the inhabitants of the United States, a State, a political subdivision of a State, or Indian country of the right to have government affairs conducted on the basis of complete, true, and accurate information; or (2) in order to carry out or conceal any scheme or artifice to defraud, discriminates against, harrasses, or takes adverse action against any employee or official of the United States, any State or political subdivision, or an Indian tribal government. Amends mail fraud provisions to prohibit the use of any facility of interstate or foreign commerce in the execution of a scheme or artifice to defraud.

Employee Educational Assistance Act of 1990 - Amends the Internal Revenue Code to make permanent the income tax exclusion of amounts paid under employee educational assistance programs. (Under current law the exclusion expires for taxable years beginning after September 30, 1990.) Repeals provisions that deny assistance for graduate work.

Calls for the United States to: (1) continue to give the highest priority to accounting for Americans still missing or unaccounted for in Southeast Asia and to securing the return of Americans still held captive; (2) ensure cooperation with Vietnam and Laos to achieve credible answers for the families of such Americans, including primary-next-of-kin access to all records and information resulting from joint investigations, surveys, and excavations; (3) develop a means of accounting for Americans unaccounted for in Cambodia that is consistent with U.S. efforts to obtain a political settlement to the Cambodian situation; and (4) heighten responsible public awareness of Americans unaccounted for in Southeast Asia through the dissemination of factual data.

Economic Opportunity Act of 1990 - Amends part F (Job Opportunities and Basic Skills Training Program) of title IV of the Social Security Act to authorize States to assign participants in work supplementation programs to exiting unfilled jobs and to use sums that would otherwise be used to provide such participants with food stamp benefits under the Food Stamp Act of 1977 to subsidize jobs for such participants. Establishes a required minimum employer contribution to the wages paid to program participants. Provides financial incentives for State participation in work supplementation programs.

1992 Olympic Commemorative Coin Act - Directs the Secretary of the Treasury to issue 1992 Olympic Games commemorative five-dollar gold coins and one-dollar silver coins. Prescribes guidelines for the sale and pricing of such coins and directs the Secretary to ensure that their issuance will not result in any net cost to the United States. Mandates that surcharges be paid to the U.S. Olympic Committee.

Designates August 1, 1990, as Helsinki Human Rights Day. Authorizes and requests the President to: (1) reassert American commitment to the Helsinki Accords; (2) raise the issue of noncompliance with such Accords with any signatory nation which may be in violation; (3)convey to all signatories of such Accords that respect for human rights and fundamental freedoms is vital to progress in the ongoing Helsinki process; and (4) develop new proposals to advance the human rights objectives of the Helsinki process, including the self-determination of peoples.

Amends the Foreign Assistance Act of 1961 to declare that the Congress recognizes that prompt U.S. assistance is necessary to alleviate the emergency in Lithuania caused by the Soviet blockade. Directs the Administrator of the agency responsible for administering part I of such Act to: (1) furnish humanitarian assistance to Lithuania during such emergency; (2) solicit donations of humanitarian assistance for Lithuania and cooperate with private relief agencies attempting to provide such assistance; and (3) attempt to deliver such assistance by the most expeditious means available. Authorizes appropriations. Urges the President to seek permission from the Soviet Union to deliver humanitarian relief to Lithuania without delay.

Korean War Veterans Memorial Thirty-Eighth Anniversary Commemorative Coin Act - Expresses the sense of the Congress that the United States should recognize the 38th anniversary of the Korean War by minting and issuing a silver dollar coin. Directs the Secretary of the Treasury to issue one-dollar silver coins to commemorate the 38th anniversary of the ending of the Korean War. Terminates such authority after December 31, 1991. Mandates that surcharges from the sale of such coins be used for the Korean War Veterans Memorial.

Amends the Foreign Assistance Act of 1961 to declare that the Congress recognizes that prompt U.S. assistance is necessary to alleviate the emergency in Lithuania caused by the Soviet blockade. Directs the Administrator of the Agency for International Development to furnish medical supplies and other humanitarian assistance to Lithuania. Requires the Administrator to solicit donations of medical supplies and medical assistance from the private sector. Authorizes the Commander-in-Chief of U.S. Transportation Command to provide all necessary airlift and sealift to transport such assistance as soon as an agreement between the United States and the Soviet Union has been concluded. Authorizes appropriations. Prohibits such assistance from being used to pay for, or coerce any person to practice, abortions or involuntary sterilizations. Urges the President to begin negotiations with: (1) the Soviet Union regarding the importation of humanitarian assistance; and (2) the governments of other Soviet republics to enlist their assistance in lifting the blockade.

Economic Growth and Venture Capital Act of 1990 - Amends the Internal Revenue Code to reduce the individual and corporate capital gains rate from 34 percent to 15 percent. Reduces such tax to 7.5 percent for low- and middle-income taxpayers. Requires indexing, based on the gross national product deflator, of the adjusted basis of certain assets (corporate stock and tangible property that is a capital asset of property used in a trade or business) that have been held for more than one year at the time of sale or other transfer, solely for the purpose of determining gain or loss. Provides for indexing the limitation on capital losses of noncorporate taxpayers.

Expresses the sense of the Senate that: (1) the accession of Taiwan to the General Agreement on Tariffs and Trade (GATT) is in the best interest of the United States and of the world trading system and should be achieved prior to the end of the Uruguay Round; and (2) the United States should take the necessary steps to assure such country's membership in the GATT.

Designates the week of June 17 through June 23, 1990, as National Week to Commemorate the Victims of the Famine in Ukraine, 1932-1933. Condemns the disregard for human rights characterized by the Soviet Union during the famine and expresses sympathy for victims of the famine. Requests the President to call attention to Soviet policies that caused the famine and have suppressed Ukrainian human rights and the expression of cultural and social heritage. Recognizes the reforms underway in the Ukraine and urges the Soviet Government to: (1) move forward toward democratization and restructuring; and (2) provide a framework for the realization of the rights and aspirations of the Ukrainian people.

Prohibits the issuance of a license to U.S.-owned firms to carry on certain trade activities with Cuba. Subjects U.S. vessels which enter a Cuban port to engage in trade to seizure, forfeiture, and sale by the United States. Authorizes the President, beginning October 1, 1991, to withhold economic support fund assistance under the Foreign Assistance Act of 1961 from any country equal to the value of sales of sugar from Cuba imported by such country in the preceding fiscal year. Expresses the sense of the Congress that the President should urge countries that import sugar from Cuba and do not receive such U.S. assistance to import it from other Central American or Caribbean countries with democratic governments. Amends the Trading With the Enemy Act to authorize the Secretary of the Treasury to impose civil penalties for violations of this Act.

Commends the Lithuanian people for holding free and fair elections, declaring an independent Republic of Lithuania, and asserting their right to self-determination peacefully and through the democratic process. Urges the Soviet Union to cease efforts to intimidate the Lithuanian Parliament and people. Declares that the use of force against the Lithuanian people would have severe repercussions for U.S.-Soviet relations. Urges the Soviet Union to begin discussions with the Lithuanian authorities to satisfy peacefully the expressed desire of the Lithuanian people for independence. Supports the President's commitment to the doctrine of non-recognition of the forced incorporation of territory. Urges the President to: (1) reaffirm and seek ways to actively demonstrate his commitment to an independent and democratic Lithuania; and (2) consider recognizing the elected Lithuanian Government.

Declares that Jerusalem must remain an undivided city in which the rights of every ethnic religious group are protected.
