Equitable Access to Care and Health Act or the EACH Act - Amends the Internal Revenue Code, with respect to minimum essential health care coverage requirements added by the Patient Protection and Affordable Care Act, to allow an additional religious exemption from such requirements for individuals whose sincerely held religious beliefs would cause them to object to medical health care provided under such coverage. Defines "medical health care" to mean voluntary health treatment by or supervised by a medical doctor that would be covered under minimum essential coverage that: (1) includes voluntary acute care treatment at hospital emergency rooms, walk-in clinics, or similar facilities; and (2) excludes treatment not administered or supervised by a medical doctor, physical examinations or treatment required by law or third parties, and vaccinations.

Justice for All Reauthorization Act of 2013 - Amends the federal criminal code to: (1) grant crime victims the right to be informed of their rights and of services available to them, (2) expand eligibility for post-conviction DNA testing in criminal proceedings other than death penalty cases, and (3) eliminate the waiver of the right to request DNA testing of biological evidence. Amends the Justice for All Act of 2004 to extend through FY2018 the authorization of appropriations for grant programs for: the enforcement of crime victims' rights; DNA training and education for law enforcement officers; sexual assault forensic exams; DNA research and development; DNA programs of the Federal Bureau of Investigation (FBI); identification of missing persons; improving the quality of legal representation for indigent defendants in capital cases; providing incentives to states to establish a reasonable process for resolving claims of actual innocence; and the Kirk Bloodsworth Post-Conviction DNA Testing Grant Program to help states defray the costs of post-conviction DNA testing. Amends the Victims of Crime Act of 1984 to extend through FY2018 grants for notification to crime victims of dates and developments in criminal proceedings. Amends the DNA Analysis Backlog Elimination Act of 2000 to extend the authorization of appropriations through FY2018 for the Debbie Smith DNA Backlog Grant Program.. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) extend (until three years after enactment of this Act) the period for compliance by governmental entities with requirements for payment of the full cost of forensic medical exams for victims of sexual assault, and (2) extend (through FY2018) the authorization of appropriations for the Paul Coverdell forensic sciences improvement grant program. Requires the Director of the National Institute of Justice to: (1) establish best practices for evidence retention to focus on the preservation of biological evidence; and (2) assist state, local, and tribal governments in adopting and implementing such best practices. Effective Administration of Criminal Justice Act of 2013 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to require grant applicants under the Edward Byrne Memorial Justice Assistance Grant Program to include in grant applications a comprehensive state-wide plan for the improvement of the administration of the criminal justice system. Makes all grants awarded by the Department of Justice (DOJ) under this Act subject to audits beginning in FY2014 to prevent waste, fraud, and abuse of funds by grantees.

Dependable Air Service Act of 2013 - Directs the Secretary of Transportation (DOT) to ensure that flight delays and cancellations do not result from furloughs of Federal Aviation Administration (FAA) employees that are implemented as a result of any rescission, sequestration, or reduction of federal funding for FY2013. Authorizes the Secretary, in order to prevent such delays and cancellations, to: (1) use amounts available for FAA operations for FY2013; or (2) increase the amount available for FAA operations for FY2013 by an amount necessary to ensure that flight delays and cancellations do not result from the furloughs, as well as reduce amounts available for other Department of Transportation (DOT) programs for FY2013 by an amount equal to the increase in funding for FAA operations.

Commends employees of the Senate Post Office, employees of the Sergeant at Arms of the Senate, members of the Capitol Police, and members of the Capitol Hill community for their courage, professionalism, and dedication to serving the public in response to the biochemical attack against the Senate on April 16, 2013. Recognizes the congressional leadership and employees, the Capitol Police, and the Office of the Attending Physician for establishing effective screening methods and response plans that prevented injury and death within the U.S. Capitol Complex. Requests that the President recognize the courage and professionalism of the employees of the Senate Post Office, employees of the Sergeant at Arms of the Senate, members of the Capitol Police, and members of the Capitol Hill community for their steadfast service to the public in defiance of those who seek to disrupt the constitutional duties of the legislative branch.

Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the award, on behalf of Congress, of a gold medal to the First Special Service Force (a joint American-Canadian volunteer unit), collectively, in recognition of their World War II service. Requires the awarded medal to be given to the First Special Service Force Association in Helena, Montana, for display or temporary loan for display elsewhere, including at Fort William Henry Harrison in Helena. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates with proceeds deposited in the U.S. Mint Public Enterprise Fund. Declares that medals struck under this Act are national medals for purposes of specified coins and currency provisions.

Energy Savings and Industrial Competitiveness Act of 2013 - Amends the Energy Conservation and Production Act to direct the Secretary of Energy (DOE) to: (1) support the development and updating of national model building energy codes for residential and commercial buildings to enable the achievement of aggregate energy savings targets established by this Act, (2) encourage and support the adoption by states and local governments of building energy codes that meet or exceed the national codes, and (3) support full compliance with state and local codes. Directs the Secretary to provide grants to establish building training and assessment centers at institutions of higher learning to identify and promote opportunities, concepts, and technologies for expanding building energy and environmental performance. Requires the Secretary to establish the Commercial Building Energy Efficiency Financing Initiative to provide grants to states to establish or expand programs to promote the financing of energy efficiency retrofit projects for private sector and commercial buildings. Amends the Energy Independence and Security Act of 2007 to replace references to the energy-intensive industries program with references to the future of industry program. Requires the Administrator of the Small Business Administration (SBA) to expedite consideration of applications from eligible small businesses for loans under the Small Business Act to implement recommendations of industrial research and assessment centers. Amends the Energy Policy and Conservation Act to require the Secretary: (1) as part of the Office of Energy Efficiency and Renewable Energy, to conduct on-site technical assessments at the request of a manufacturer to identify opportunities for maximizing the energy efficiency of industrial processes and cross-cutting systems, preventing pollution and minimizing waste, improving efficient use of water in manufacturing processes, and conserving natural resources; and (2) as part of DOE's industrial efficiency programs, to carry out an industry-government partnership program to research, develop, and demonstrate new sustainable manufacturing and industrial technologies and processes that maximize the energy efficiency of industrial systems, reduce pollution, and conserve natural resources. Establishes within DOE a Supply Star program to identify and promote practices, recognize companies, and recognize products that use highly efficient supply chains that conserve energy, water, and other resources. Directs the Secretary to establish rebate programs for expenditures: (1) for the purchase and installation of a new constant speed electric motor control that reduces motor energy use by at least 5%; and (2) made by owners of industrial or manufacturing facilities, commercial buildings, and multifamily residential buildings for the purchase and installation of new energy efficient transformers. Directs the Secretary to issue guidance for federal agencies to employ advanced tools promoting energy efficiency and energy savings through the use of information and communications technologies. Authorizes the Administrator of the General Services Administration (GSA), for any building project for which congressional approval has been received and the design has been substantially completed, but the construction of which has not begun, to use appropriated funds to update the building's design to meet energy efficiency and other standards for new federal buildings. Amends the National Energy Conservation Policy Act to include a measure to support the use of electric vehicles or the fueling or charging infrastructure necessary for such vehicles as an "energy or water conservation measure" eligible for energy savings performance contracts. Requires the Administrator for the Office of E-Government and Information Technology within the Office of Management and Budget (OMB) to develop and publish a goal for the total amount of planned energy and cost savings and increased productivity by the government through the consolidation of federal data centers during the next five years.

Basel III Commonsense Approach for Small Entities Act or Basel III CASE Act - Directs the Board of Governors of the Federal Reserve System, the Federal Deposit Insurance Corporation (FDIC), and the Office of the Comptroller of the Currency, before issuing any final rule in relation to proposals they have issued for the International Basel III agreement on general risk-based capital requirements, to conduct an empirical study that includes: (1) a quantitative analysis of the rule's impact on the U.S. financial services sector, specifically community, mid-size, and regional financial institutions; and (2) a determination of the long-term impact of the rule, including changes to the current risk weight framework. Allows any financial institution to provide information for the study voluntarily upon agency request, but prohibits agencies from requiring it. Requires the study to be made available to the public for notice and comment.

Financial Institutions Examination Fairness and Reform Act - Amends the Federal Financial Institutions Examination Council Act of 1978 to require a federal financial institutions regulatory agency to make a final examination report to a financial institution within 60 days of the later of: (1) the exit interview for an examination of the institution, or (2) the provision of additional information by the institution relating to the examination. Sets a deadline for the exit interview if a financial institution is not subject to a resident examiner program. Sets forth examination standards for financial institutions. Prohibits federal financial institutions regulatory agencies from requiring a well capitalized financial institution to raise additional capital in lieu of an action prohibited by the examination standards. Establishes in the Federal Financial Institutions Examination Council an Office of Examination Ombudsman. Grants a financial institution the right to appeal a material supervisory determination contained in a final report of examination. Requires the Ombudsman to determine the merits of the appeal on the record, after an opportunity for a hearing before an independent administrative law judge. Declares the decision by the Ombudsman on an appeal to: (1) be the final agency action, and (2) bind the agency whose supervisory determination was the subject of the appeal and the financial institution making the appeal. Amends the Riegle Community Development and Regulatory Improvement Act of 1994 to require: (1) the Consumer Financial Protection Bureau (CFPB) to establish an independent intra-agency appellate process in connection with the regulatory appeals process; and (2) appropriate safeguards to protect an insured depository institution or insured credit union from retaliation by the CFPB, the National Credit Union Administration (NCUA) Board, or any other federal banking agency for exercising its rights.

Court Efficiency Act of 2013 - Directs the President to appoint, by and with the advice and consent of the Senate, one additional circuit judge for the second circuit court of appeals and one additional circuit judge for the eleventh circuit court of appeals. Reduces from 11 to 8 the number of circuit judges appointed to the District of Columbia circuit court of appeals.

Never Contract With the Enemy Act - States that it shall be the policy of the United States that executive agencies shall not contract with the enemy or with any person or entity that provides funds received under a contract, grant, or cooperative agreement to an enemy of the United States or that otherwise supports those actively opposing the United States or coalition forces in a contingency operation. Authorizes the termination or nullification of contracts, grants, and cooperative agreements valued in excess of $20,000 (currently, $100,000) with persons or entities identified as enemies of the United States. Requires the Secretary of Defense (DOD) and each senior procurement executive to use available intelligence to identify persons and entities who receive U.S. funds through contracts, grants, and cooperative agreements and who are: (1) providing such funds to an enemy or to a person or entity who is actively supporting an enemy of the United States, or (2) otherwise supporting those who are actively opposing U.S. or coalition forces in a contingency operation. Requires the Secretary and the Administrator for Federal Procurement Policy to jointly carry out a program for providing information to senior procurement executives and commanders of the geographic combatant commands relating to persons or entities who may be providing funding under contracts, grants, or cooperative agreements to enemies of the United States.

Mental Health Awareness and Improvement Act of 2013 - Achievement Through Prevention Act - Amends part A of title I of the Elementary and Secondary Education Act of 1965 (ESEA) to allow states, local educational agencies (LEAs), and schools to use school improvement funds to implement schoolwide positive behavioral interventions and supports and early intervening services and coordinate them with similar activities carried out under the Individuals with Disabilities Education Act. (Early intervening services are a set of coordinated services for students in kindergarten through grade 12 who are not currently identified as needing special education or related services, but who need additional academic and behavioral support to succeed in a general education environment.) Amends part D of title I of the ESEA to require states that receive funds for the education of neglected or delinquent children or youth to use positive behavioral interventions and supports, early intervening services, and school-based mental health programs to improve such students' academic performance and reduce their need for discipline. Requires an LEA to use subgrant funds to carry out in-service training for school personnel in: (1) the techniques and supports needed to identify early any children with trauma histories and children with, or at risk of, mental illness; and (2) the use of mechanisms to refer such children to appropriate treatment and intervention services. Authorizes programs to prevent the illegal use of drugs and violence among students to include development of school-based mental health programs. Amends the Public Health Service Act to reauthorize and revise requirements for a youth interagency research, training, and technical assistance resource center to expand its focus from youth suicides to suicides among all ages, particularly among groups at high risk for suicide. Reauthorizes a program of grants for the development of state or tribal youth suicide early intervention and prevention strategies. Reauthorizes and revises a grant program to enhance services for students with mental health or substance use disorders at institutions of higher education. Renames mental illness awareness training grants "mental health awareness training grants." Authorizes the use of grant funds for evidence-based programs for the purpose of the safe de-escalation of crisis situations involving individuals with a mental illness. Revises requirements for grants to address the problems of persons who experience violence-related stress to specify their use for the continued operation of the National Child Traumatic Stress Initiative focusing on the mental, behavioral, and biological aspects of psychological trauma response. Directs the Comptroller General (GAO) to report to specified congressional committees on federal requirements that impact access to treatment of mental health and substance use disorders related to integration with primary care, administrative and regulatory issues, quality measurement and accountability, and data sharing. Authorizes the Secretary of Health and Human Services (HHS), acting through the Administrator for the Substance Abuse and Mental Health Services Administration, to advance, through existing programs as appropriate, the education and awareness of providers, patients, and other appropriate stakeholders regarding all products approved by the Food and Drug Administration (FDA) to treat opioid use disorders. Directs the Comptroller General to evaluate the utilization of mental health services for children, including the usage of psychotropic medications. Amends the Public Health Service Act to require Secretary to provide technical assistance to grantees regarding evidence-based practices for the prevention and treatment of geriatric substance use and mental health disorders, as well as disseminate information about such practices to states and nongrantees. Encourages the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to improve, particularly through the voluntary inclusion of additional states, the National Violent Death Reporting System. Directs the Comptroller General to evaluate the status of implementation of recommendations made in the report to the President, "On Issues Raised by the Virginia Tech Tragedy."

Rescinds $380.9 million from the amount appropriated under the Consolidated and Further Continuing Appropriations Act, 2013 for the Medium Extended Air Defense System of the Department of Defense (DOD). Increases by $205 million the aggregate amount appropriated under such Act for DOD operation and maintenance, to be allocated among accounts as determined by the Secretary of Defense. Requires the Secretary to submit to Congress a description of such allocations.

Prohibits the Administrator of the Federal Aviation Administration (FAA), during FY2013 or FY2014, from suspending or terminating the operation of any air traffic control tower in operation on March 1, 2013, without regard to whether the tower is operated by the FAA or a contractor. Directs the Administrator, as soon as practicable after enactment of this Act, to provide for resumed operation of any such tower that was suspended or terminated after March 1, 2013.

Animal Fighting Spectator Prohibition Act of 2013 - Amends the Animal Welfare Act to prohibit any person from knowingly attending an animal fighting venture or causing a minor (a person under the age of 18) to attend such a venture. Subjects any person who: (1) knowingly attends such venture to a fine and/or imprisonment for up to a year for each violation, and (2) knowingly causes a minor to attend such venture to a fine and/or imprisonment for up to three years for each violation.

Privacy Notice Modernization Act of 2013 - Amends the Gramm-Leach-Bliley Act to exempt from its annual written privacy policy notice requirement any financial institution which: (1) provides nonpublic personal information only in accordance with specified requirements, (2) has not changed its policies and practices with respect to disclosing nonpublic personal information from those disclosed in the most recent disclosure sent to consumers, and (3) otherwise provides customers access to such most recent disclosure in electronic or other form permitted by specified regulations.

Access to Independent Health Insurance Advisors Act of 2013 - Amends the Public Health Service Act to exclude remuneration paid for licensed independent insurance producers from administrative cost calculations for purposes of calculating the medical-loss ratio of a health insurance plan. Defines "independent insurance producer" to mean an insurance agent or broker, insurance consultant, benefit specialist, limited insurance representative, and any other person required to be licensed under the laws of the particular state to sell, solicit, negotiate, service, effect, procure, renew, or bind policies of insurance coverage or offer advice, counsel, opinions, or services related to insurance.

Diagnostic Imaging Services Access Protection Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act, with respect to payments for physician services, to prohibit the Secretary of Health and Human Services (HHS) from applying a multiple procedure payment reduction policy to the professional component of imaging services until the Secretary publishes in the Federal Register: (1) an analysis of the information used in the final rule to implement the physician fee schedule in 2013 to determine what, if any, efficiences exist within the professional component of imaging services when two or more studies are performed on the same patient on the same day; and (2) detailed information on which activities in the vignettes in such rule were assigned specified reduction percentages, how such percentage reductions for the pre-, intra-, and post-service work were determined and calculated, and the clinical aspects that went into those decisions.

Family Health Care Flexibility Act - Repeals provisions of the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010 that: (1) restrict payments from health savings accounts, medical savings accounts, and health flexible spending arrangements for medications to prescription drugs and insulin only (thus allowing payments for over-the-counter medications); and (2) impose a $2,500 limitation on salary reduction contributions to a health flexible spending arrangement under a cafeteria plan.

Medication Therapy Management Empowerment Act of 2013 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to direct the Chief Actuary of the Centers for Medicare and Medicaid Services to report to the Secretary of Health and Human Services (HHS) and to Congress on whether or not the expansion of the definition of targeted beneficiary, with respect to medication therapy management, would, if implemented, reduce spending under Medicare. Requires the report to include a certification of any determination by the Chief Actuary that such expansion would reduce such spending. Specifies such an expansion as targeted beneficiaries with a single chronic disease that accounts for high Medicare spending, including diabetes, hypertension, heart failure, dyslipidemia, respiratory disease (such as asthma, chronic obstructive pulmonary disease, or chronic lung disorders), bone disease-arthritis (such as osteoporosis or osteoarthritis), rheumatoid arthritis, and mental health (such as depression, schizophrenia, or bipolar disorder). (Currently a targeted beneficiary must have multiple chronic diseases.) Requires such an expansion to take place if the report contains the certification indicated.

Biennial Budgeting and Appropriations Act - Amends the Congressional Budget Act of 1974 to require: (1) biennial (currently annual) budget resolutions, (2) biennial appropriations Acts, and (3) biennial government strategic and performance plans. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Requires the Director of the Office of Management and Budget (OMB) to: (1) determine the impact and feasibility of changing the definition of a fiscal year and the budget process based on that definition to a two-year fiscal period with a biennial budget process based on such period, and (2) report the findings to the House and Senate Budget Committees.

Expresses the sense of Congress that: (1) the President should not sign the Arms Trade Treaty, and that, if he transmits the Treaty with his signature to the Senate, the Senate should not ratify it; and (2) until the Treaty has been signed by the President, received the advice and consent of the Senate, and has been the subject of implementing legislation by Congress, no federal funds should be appropriated or authorized to implement the Treaty, or any similar agreement, or to conduct activities relevant to the Treaty, or any similar agreement.

Physical Activity Guidelines for Americans Act - Requires the Secretary of Health and Human Services (HHS) to publish a "Physical Activity Guidelines for Americans" report at least every 10 years that contains physical activity information and guidelines for the general public, based on the preponderance of current scientific and medical knowledge, and including guidelines for identified population subgroups, as needed. Requires any federal agency that proposes to issue any physical activity guidance for the general population or identified subgroups to submit the text of the guidance to the Secretary for review. Prescribes review procedures.

National Association of Registered Agents and Brokers Reform Act of 2013 - Amends the Gramm-Leach-Bliley Act to repeal the contingent conditions under which the National Association of Registered Agents and Brokers (NARAB) shall not be established. Establishes the NARAB without contingent conditions as an independent nonprofit corporation to prescribe, on a multi-state basis, licensing and insurance producer qualification requirements and conditions. Requires the NARAB, without affecting state regulatory authority, to provide a mechanism for the adoption and multi-state application of requirements and conditions pertaining to: (1) licensing, continuing education, and other qualifications of non-NARAB insurance producers; (2) resident or nonresident insurance producer appointments; (3) supervision and disciplining of such producers; and (4) the setting of licensing fees for insurance producers. Makes any state-licensed insurance producer eligible to join the NARAB, except during a period of license suspension or revocation. Requires an individual insurance producer to undergo a criminal history record check by the Federal Bureau of Investigation (FBI). Requires the NARAB to submit to the FBI identification information obtained from the insurance producer, upon producer request, as well as a request of its own for the criminal history record check. Authorizes the NARAB to: (1) establish membership criteria; and (2) deny membership to an individual state-licensed insurance producer on the basis of the criminal history information obtained, or where the producer has been subject to certain disciplinary action. Prescribes procedures governing a criminal history record check, including the rights of applicants denied membership. Authorizes NARAB to establish membership criteria, including separate classes of membership and membership criteria for business entities; but prohibits it from establishing criteria that unfairly limit the ability of a small insurance producer to become a member of NARAB, including discriminatory membership fees. Authorizes NARAB to establish separate categories of membership for insurance producers and for other persons or entities within each class, based on the types of licensing categories that exist under state laws. Prohibits NARAB from establishing special categories of membership, including distinct membership criteria for members that are depository institutions or for their employees, agents, or affiliates. Prohibits NARAB from adopting any qualification less protective to the public than that contained in the National Association of Insurance Commissioners (NAIC) Producer Licensing Model Act. Authorizes the NARAB to deny membership to any state-licensed insurance producer for failure to meet membership criteria. States that NARAB membership authorizes an insurance producer to engage in the business of insurance in any state for any lines of insurance specified in the producer's home state license, including claims adjustments and settlement, risk management, and specified insurance-related consulting activities. Makes NARAB membership equivalent to a nonresident insurance producer license for specified purposes. Retains state regulatory jurisdiction regarding consumer protection and market conduct. Directs the NARAB to establish, as a condition of membership, continuing education requirements comparable to those under the licensing laws of a majority of the states. Requires NARAB to receive and refer any consumer complaints to state insurance regulators. Requires the NARAB to maintain a toll-free number and, as practicable, other alternative means of communication with consumers, such as an Internet webpage. Authorizes the NARAB to establish: (1) a central clearinghouse through which NARAB members may disclose their intent to operate in one or more states and pay their licensing fees, and (2) a database for the collection of regulatory information concerning the activities of insurance producers. Requires the President, by and with the consent of the Senate, to appoint the 13 members of the NARAB Board of Directors from among current or former state insurance commissioners. Requires the NARAB to coordinate with the Financial Industry Regulatory Authority (FINRA) in order to ease any administrative burdens that fall on NARAB members subject to FINRA regulation.

National Diabetes Clinical Care Commission Act - Establishes within the Department of Health and Human Services (HHS) the National Diabetes Clinical Care Commission to evaluate and make recommendations regarding better coordination and leveraging of federal programs that relate in any way to supporting appropriate clinical care for people with pre-diabetes and diabetes. Sets forth the duties of the Commission, which shall include: (1) evaluating HHS programs, (2) identifying current activities and critical gaps in federal efforts to support clinicians in providing care to people with pre-diabetes and diabetes, (3) recommending how an outcomes-based registry may be developed and then used to evaluate various care models and methods, (4) evaluating and expanding education and awareness to health care professionals regarding clinical practices for the prevention of diabetes and the precursor conditions of diabetes, and (5) reviewing and recommending appropriate methods for outreach and dissemination of educational resources related to diabetes prevention and treatments. Requires the Commission to submit an operating plan to the Secretary and Congress within 90 days of its first meeting.

United States-Israel Strategic Partnership Act of 2013 - Declares that Israel is a Major Strategic Partner of the United States. Amends the Israel Enhanced Security Cooperation Act of 2012 to extend authority to: (1) make additions to foreign-based defense stockpiles, and (2) transfer certain obsolete or surplus Department of Defense (DOD) items to Israel. Directs the Secretary of Commerce to take steps to make Israel eligible for the strategic trade authorization exception to the requirement for a license for the export, reexport, or in-country transfer of an item subject to certain export controls. Authorizes the President to carry out U.S.-Israel cooperative activities and to provide assistance for cooperation in the fields of energy, water, homeland security, agriculture, and alternative fuel technologies. Directs the President to report to Congress on the feasibility and advisability of establishing a joint United States-Israel Cyber Security Center. Includes Israel in the visa waiver program when Israel satisfies such program's inclusion requirements and provides, subject to security concerns, reciprocal travel privileges for U.S. citizens.

Courthouse Safety Act of 2013 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to permit the Director of the Department of Justice's (DOJ) Bureau of Justice Assistance to carry out a training and technical assistance program to teach employees of state, local, and tribal law enforcement agencies how to anticipate, survive, and respond to violent encounters during the course of their duties, including duties relating to security at state, county, and tribal courthouses. Requires the Director to give preference for any courthouse security training program to employees of jurisdictions that have magnetometers available at their courthouses. Amends the State Justice Institute Act of 1984 to require the State Justice Institute (a private nonprofit organization established to improve judicial administration in state courts) to include courthouse safety as a factor in the national assistance program under which it provides funding to state courts and related national and nonprofit organizations. Permits state and local courts and other organizations awarded funds pursuant to Institute grants, cooperative agreements, or contracts to use such funds to improve safety and security in state and local courts. Requires, if such a grant is awarded to state or local courts without magnetometers, that specified matching funds be used acquire a magnetometer. Directs the Administrator of General Services (GSA) to ensure that state or local courthouses having less security equipment than such courthouses require have an opportunity to request surplus security equipment (metal detectors, wands, baggage screening devices) before such equipment is made available to any other individual or entity. Requires that priority be given to courthouses that have no security equipment.

Short Line Railroad Rehabilitation and Investment Act of 2013 - Amends the Internal Revenue Code, with respect to the tax credit for railroad track maintenance, to: (1) expand the types of maintenance expenditures eligible for such credit, and (2) extend such credit through 2016.

American Job Protection Act - Repeals provisions of the Internal Revenue Code, as added by the Patient Protection and Affordable Care Act, that: (1) impose fines on large employers (employers with more than 50 full-time employees) who fail to offer their full-time employees the opportunity to enroll in minimum essential health insurance coverage, and (2) require such large employers to file a report with the Secretary of the Treasury on health insurance coverage provided to their full-time employees. Applies the Internal Revenue Code as if such provisions had never been enacted.

States that Congress: reaffirms the long-standing bonds of friendship and cooperation between the United States and Israel which enjoy bipartisan support in Congress and among the people of the United States; supports the close military, intelligence, and security cooperation that President Obama has pursued with Israel; condemns the statements and policies of the leaders of the Islamic Republic of Iran threatening Israel's security and existence; recognizes the tremendous threat posed to the United States, the West, and Israel by Iran's pursuit of a nuclear weapons capability; reiterates that U.S. policy is to prevent Iran from acquiring a nuclear weapon capability and to take necessary action to implement such policy; supports the full implementation of U.S. and international sanctions on Iran; declares that the United States has a vital national interest and commitment to ensuring Israel's existence and security; supports Israel's right to self-defense; and urges that if Israel is compelled to take military action in self-defense the U.S. government should provide Israel with diplomatic, military, and economic support. States that nothing in this resolution shall be construed as an authorization for the use of force or a declaration of war.

National Women's History Museum Commission Act of 2013- Establishes the Commission to Study the Potential Creation of a National Women's History Museum to submit to the President and Congress a report containing recommendations with respect to a plan of action for the establishment and maintenance of a National Women's History Museum in Washington, D.C. Requires the Commission to be composed of eight members. Directs the Senate Majority Leader, Speaker of the House of Representatives, Senate Minority Leader, and House Minority Leader to each appoint two Commission members. Directs the Commission to: (1) report on issues including potential locations for the Museum and whether it should be part of the Smithsonian Institution, and (2) develop a fundraising plan to support the establishment and maintenance of the Museum through contributions from the public. Authorizes the Commission to employ and compensate an executive director and other necessary personnel. Terminates the Commission within a specified period after it has submitted its final reports pursuant to this Act. Prohibits federal funds from being obligated to carry out this Act.

Sequester Replacement and Spending Reduction Act of 2013 - Prohibits implementation of the sequester for discretionary spending for FY2013 under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Reduces by $10 billion in both the security and non-security categories the discretionary caps for FY2013 provided in the Gramm-Rudman-Hollings Act, as modified by the Budget Control Act of 2011 for enforcement of a specified budget goal. Amends the Food and Nutrition Act of 2008 with respect to the standard utility allowance used in computing the excess shelter expense deduction under household income eligibility standards for the supplemental nutrition assistance (SNAP, formerly known as the food stamp program). Eliminates the requirement that a state agency using a standard utility allowance that reflects heating or cooling costs provide the allowance to a household that receives payments under the Low Income Home Energy Assistance Act of 1981 or other energy assistance program if the household incurs out-of-pocket heating or cooling expenses exceeding such assistance. Amends the Internal Revenue Code (IRC) to require taxpayers who are claiming the refundable portion of the child tax credit to include their Social Security numbers on their tax returns. Prohibits the use of federal funds to make payments of unemployment compensation to any individual whose adjusted gross income in the preceding year was at least $1 million. Amends the IRC to repeal the limitation on the amount of advance payments of the tax credit for insurance premium assistance for coverage under a qualified health plan that must be recaptured for exceeding the allowable credit amount for a taxable year. Amends the Consumer Financial Protection Act of 2010 to repeal the requirement for an annual transfer of funds from the Board of Governors of the Federal Reserve System to the Consumer Financial Protection Bureau (CFPB). Repeals: (1) the Consumer Financial Protection Fund, (2) the Victims Relief Fund, and (3) the authority of the CFPB Director to determine the CFPB's funding needs. Amends the Congressional Budget Act of 1974 to make it out of order in both chambers to consider any legislation after April 15 and unless the concurrent budget resolution for a fiscal year has been adopted for the concerned budget year, except by a waiver or suspension for an emergency by a three-fifths vote of the Members. Amends Rule XXVI (Committee Procedures) of the Standing Rules of the Senate to require the report accompanying each public bill or joint resolution reported by any committee to contain: (1) an analysis by the Congressional Research Service (CRS) to determine if the legislation creates any new federal program, office, or initiative that would duplicate or overlap any existing federal entity with similar mission, purpose, goals, or activities, along with a listing of all such overlapping or duplicative programs, offices, or initiatives; and (2) an explanation by the committee as to why the creation of each new program, office, or initiative is necessary if a similar one exists. Amends Rule XVII (References to Committees; Motions to Discharge; Reports of Committees; and Hearings Available) to make it out of order in the Senate to consider such a measure unless the committee of jurisdiction has prepared and posted on its website an overlapping and duplicative program analysis and explanation for the legislation that contains the same CRS analysis and committee explanation. Requires the Director of the Office of Management and Budget (OMB) to coordinate with the heads of federal agencies to: use available administrative authority to eliminate, consolidate, or streamline federal programs and agencies with duplicative and overlapping missions as identified in the March 2011 Government Accountability Office (GAO) report entitled "Opportunities to Reduce Potential Duplication in Government Programs, Save Tax Dollars, and Enhance Revenue" and apply any savings towards deficit reduction; report to Congress any legislative changes required to further eliminate, consolidate, or streamline such programs and agencies; determine the total cost savings to each agency from the implementation of this Act; and rescind from appropriate accounts the greater of $10 billion or the total amount of such cost savings. Amends the Continuing Appropriations Act, 2011, as amended by the Continuing Appropriations Resolution, 2013, to extend through December 31, 2014: (1) the freeze on statutory pay adjustments for federal employees and officials, and (2) the prohibition against any member of the Senior Executive Service or any senior level employee in the executive branch from receiving an increase in his or her rate of basic pay absent a change of position that results in a substantial increase in responsibility or a promotion. Applies such extended pay freeze to legislative branch employees as well as Members of Congress. Prohibits a Member of Congress from receiving a cost of living adjustment under the Legislative Reorganization Act of 1946 for any fiscal year in which the Congressional Budget Office (CBO) determines there is a federal budget deficit. Reduces the discretionary spending caps of the Gramm-Rudman-Hollings Act, as modified by the Budget Control Act of 2011, in the security and non-security categories for FY2014-FY2021. Increases the retirement contributions of federal employees and Members of Congress (other than revised annuity employees) to the Federal Employees' Retirement System (FERS) and to the Civil Service Retirement System (CSRS). Prohibits FERS annuity supplement payments to certain individuals who first become subject to FERS after December 31, 2013. Amends the Foreign Service Act of 1980 and the Central Intelligence Agency Retirement Act to increase pension contribution rates for employees and employers as well as annuity calculations with respect to the Foreign Service Pension System and the Central Intelligence Agency (CIA) Retirement and Disability System. Amends the Patient Protection and Affordable Care Act to reduce from 400% to 300% of the poverty line the income ceiling for individuals enrolled in qualified health plans who qualify for reductions in cost-sharing for out-of-pocket expenses. Prohibits the budgetary effects of this Act from being entered on the House PAYGO scorecard or the Senate Pay-As-You-Go scorecard.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award, on behalf of Congress, of six gold medals in honor of the members of the 17 Bombardment Group (Medium), who became known as the Doolittle Tokyo Raiders, in recognition of their military service during World War II. Requires: (1) five of the medals to be given to the five surviving members of the April 18, 1942, Tokyo bombing mission; and (2) the remaining medal to be given to the National Museum of the United States Air Force for display. Expresses the sense of Congress that such Museum should make the medal available for display elsewhere, particularly at locations and events associated with the Doolittle Tokyo Raiders.

Decrease Spending Now Act - Rescinds $45 billion of unobligated balances of current discretionary appropriations. Requires the Director of the Office of Management and Budget (OMB) to: (1) determine which appropriation accounts the rescission shall apply to and the amount that each such account shall be reduced, and (2) report to the Secretary of the Treasury and Congress a list of the accounts reduced by the rescission, including the amounts rescinded from each such account. Exempts from such rescission the Department of Defense (DOD), the Department of Veterans Affairs (VA), and the Social Security Administration (SSA).

Regulations From the Executive in Need of Scrutiny Act of 2013 or the REINS Act - States that the purpose of this Act is to increase accountability for and transparency in the federal regulatory process. Revises provisions relating to congressional review of agency rulemaking to require a federal agency promulgating a rule to include in its report to Congress and to the Comptroller General (GAO) a classification of the rule as a major or nonmajor rule. Requires a joint resolution of approval of major rules to be enacted before such rules may take effect. Provides that if a joint resolution of approval is not enacted by the end of 70 session days or legislative days, as applicable, after the agency proposing the rule submits its report on such rule to Congress, the major rule shall be deemed not to be approved and shall not take effect. Permits a major rule to take effect for one 90-calendar day period without such approval if the President determines it is necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, for national security, or to implement an international trade agreement. Sets forth the congressional approval procedure for major rules and the congressional disapproval procedure for nonmajor rules. Requires the introduction of a joint resolution addressing a report classifying a rule as a major rule within three legislative days in the House of Representative and three session days in the Senate. Prohibits any amendments to such a joint resolution at any stage of the legislative process. Provides for expedited consideration of a joint resolution of approval and requires a vote on such resolution in the Senate within 15 session days after it is reported by the committee to which it was referred, or after such committee has been discharged from further consideration of the resolution. Allows a court to review whether an agency has completed the necessary requirements under this Act for a rule to take effect. Limits the effect of a joint resolution of approval of a major rule. Prohibits an agency from allowing a major rule to take effect without the congressional review procedures set forth in this Act. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to provide that any congressional approval procedure set forth in this Act affecting budget authority, outlays, or receipts shall be assumed to be effective unless it is not approved in accordance with this Act.

Protecting Seniors' Access to Medicare Act of 2013 - Repeals sections of the Patient Protection and Affordable Care (PPACA) (and restores provisions of law amended by such sections) related to the establishment of an Independent Payment Advisory Board to develop and submit detailed proposals to reduce the per capita rate of growth in Medicare spending to the President for Congress to consider.

Sugar Reform Act of 2013 - Amends the Federal Agriculture Improvement and Reform Act of 1996 to make loans available to processors of domestically grown sugarcane (18 cents per pound) and sugar beet processors through FY2017. Amends the Agricultural Adjustment Act of 1938 to direct the Secretary of Agriculture (USDA) to make specified sugarcane and sugar beet quantity estimates through crop year 2017. Requires that sugar allotments be appropriate to maintain adequate supplies at reasonable prices, taking into account all domestic supply sources, including imports. Authorizes the Secretary to suspend or modify marketing allotments, taking into account: (1) the interests of consumers, food industry workers, businesses, and agricultural producers; and (2) the competitiveness of domestically produced and imported foods containing sugar. Revises sugar tariff-rate quota adjustment provisions to direct the Secretary to: (1) adjust tariff-rates to provide adequate domestic sugar supplies at reasonable prices, (2) establish and adjust tariff-rate quotas so that the ratio of sugar stocks to total sugar use at the end of the quota year will be approximately 15.5%, and (3) promulgate regulations that permit any country that has been allocated a quota share to temporarily transfer all or part of the share to any other country that has also been allocated a quota share. Extends flexible marketing sugar allotment authority through crop year 2017. Amends the Farm Security and Rural Investment Act of 2002 to repeal the feedstock flexibility program for bioenergy producers.
