Protect Medicaid Act This bill prohibits federal payment under Medicaid for the administrative costs of providing health benefits to noncitizens who are ineligible for Medicaid based on their immigration status. The Department of Health and Human Services must report on specified information regarding states that provide health benefits to such individuals.

Child Custody Protection Act of 2019 This bill establishes new criminal offenses related to the transportation of a minor across state lines for an abortion. Specifically, the bill makes it a crime to knowingly transport a minor across a state line to obtain an abortion without satisfying a parental involvement law in the minor's resident state. A parental involvement law requires parental consent or notification, or judicial authorization, for a minor to obtain an abortion. A violator is subject to criminal penalties—a fine, up to one year in prison, or both. The bill provides an exception for an abortion that is necessary to save the life of a minor whose life is endangered by a physical disorder, illness, or condition. Additionally, the bill imposes criminal penalties on an individual who commits incest with a minor and knowingly transports the minor across a state line to receive an abortion.

Developing the National Security Workforce Act This bill requires the Department of Defense (DOD) to develop investment incentives for a contractor that implements a qualified training program to develop its workforce in a manner consistent with DOD needs. The system used to record contractor past performance shall include an analysis of the availability, quality, and effectiveness of a training program as part of a contractor's past performance rating.

Richard Lugar Nonproliferation and Arms Control Legacy Resolution This concurrent resolution (1) specifies that the United States should encourage all parties to the Treaty on Non-Proliferation of Nuclear Weapons to comply with it fully, (2) encourages the United States to engage with Russia on strategic stability issues and other arms control and nonproliferation issues, and (3) condemns Russia's nonadherence to its treaty obligations regarding intermediate-range and shorter-range missiles.

Sergeant Daniel Somers Network of Support Act This bill provides a means of disseminating information to personal contacts of Armed Forces members about the experiences and challenges of military service. Specifically, it requires the Department of Defense (DOD) to seek an agreement with the American Red Cross for the conduct of a pilot program to encourage new Armed Forces members to designate up to 15 persons with whom certain information regarding their military service would be shared. This includes information concerning aspects of daily life in the military and its challenges, particularly during and after deployment in a contingency operation; availability of services to help members and dependents to cope with experiences; and benefits provided by DOD. The bill provides privacy protections and mechanisms to modify the contact information or opt out of the program.

New START Treaty Improvement Act of 2019 This bill prohibits extending the Measures for the Further Reduction and Limitation of Strategic Offensive Arms (New START treaty) or any successor agreement unless the agreement (1) includes and is signed by China, and (2) covers all Russian strategic and non-strategic nuclear forces. (The New START treaty between the United States and Russia is set to expire in February 2021 but may be extended to February 2026.)

This bill addresses the process of business registration by a spouse accompanying a service member deployed away from the state of residence. The accompanying spouse shall not be deemed to have (1) lost a residence or domicile in the state, (2) acquired a residence or domicile in another state, or (3) become a resident in or of any other state. The spouse may elect to use the same residence as the member regardless of the date of marriage. The bill authorizes the Department of Defense to enter into an agreement with the Council of State Governments to assist with funding for interstate compacts on licensed occupations in order to alleviate burdens associated with relicensing when members make a permanent change of duty station to another state.

National Right-to-Work Act This bill repeals those provisions of the National Labor Relations Act and the Railway Labor Act that permit employers, pursuant to a collective bargaining agreement that is a union security agreement, to require employees to join a union as a condition of employment (including provisions permitting railroad carriers to require, pursuant to such an agreement, payroll deduction of union dues or fees as a condition of employment).

Child Safety Accounts Act This bill creates child safety accounts (CSAs) in the District of Columbia for students experiencing safety issues at school (e.g., incidents of bullying, sexual misconduct, fighting or physical assaults on the student, gang activity or drug usage, or food safety needs). Once the Office of School Security determines that an issue exists, parents are given the opportunity to enroll in CSAs for tuition and fees at qualified schools, tutoring services, textbooks, transportation costs, therapy costs to cope with safety incidents, and college courses. The bill sets forth procedures for scholarship granting organizations to accept donations for CSAs and pay out scholarships for students. CSA donors must be taxpayers, individuals, or corporations who file District income tax returns, cannot be claimed as a dependent on another taxpayer return, has donated to a scholarship granting organization, and has been certified by the Chief Financial Officer of the District to make the donation. Finally, this bill establishes a District program to provide tax credits against income tax imposed by the District on (1) certified donors to CSAs, and (2) parents for eligible expenses above the amount provided by the CSA.

Stronger Child Abuse Prevention and Treatment Act This bill reauthorizes through FY2025 and revises the Child Abuse Prevention and Treatment Act and the Child Abuse Prevention and Treatment and Adoption Reform Act of 1978 to expand services for preventing and treating child abuse. Specifically, the bill establishes requirements concerning collecting and exchanging data about child abuse and neglect. For instance, the bill requires the Department of Health and Human Services (HHS) to (1) establish uniform national standards for tracking and reporting child fatalities and near-fatalities resulting from maltreatment, and (2) develop an electronic interstate data exchange system that allows states to share information from their child abuse and neglect registries with other states. In addition, the bill addresses child abuse and neglect related to families impacted by substance use disorders, racial bias in the child protective services system, and child sexual abuse. Finally, the bill requires HHS to examine unregulated custody transfers and make recommendations for preventing, identifying, and responding to such transfers.

Firearms Interstate Commerce Reform Act This bill removes certain restrictions on interstate firearms transactions. Among other things, the bill does the following: permits a licensed firearms dealer to sell firearms at an out-of-state gun show, subject to compliance with state laws; and specifies the particular states in which a member of the Armed Forces, or his or her spouse, is a resident for purposes of federal firearms laws.

Women's Suffrage Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 400,000 $1 silver coins that are emblematic of the women who played a vital role in rallying support for the 19th Amendment to the U.S. Constitution. Such coins may be issued during the period beginning on January 1, 2020, and ending on December 31, 2020. All surcharges received from the sales of such coins shall be paid to the American Women's History Initiative of the Smithsonian Institution.

Prenatal Nondiscrimination Act of 2019 or the PRENDA Act of 2019 This bill creates new federal crimes related to the performance of sex-selection abortions (i.e., abortions based on the sex or gender of an unborn child). It subjects a violator to criminal penalties—a fine, a prison term of up to five years, or both. It also authorizes civil remedies, including damages and injunctive relief. A woman who undergoes a sex-selection abortion may not be prosecuted or held civilly liable.

Regulatory Oversight Barring Obnoxious Calls and Texts Act of 2019 or the ROBO Calls and Texts Act of 2019 This bill requires the Federal Communications Commission (FCC) to establish a Robocall Division within the Enforcement Bureau. The Robocall Division shall be tasked with (1) ensuring consumer protection and compliance with federal laws relating to robocalls; (2) serving as a line of communication between the federal government and the communications industry, as well as between the FCC and related federal agencies, to coordinate efforts to eliminate robocalls; and (3) managing and addressing consumer complaints regarding robocalls. Additionally, the bill requires the FCC to compel telecommunications providers to adopt technological standards for preventing robocalls.

Support for Suicide Prevention Coordinators Act This bill requires the Government Accountability Office to report on the responsibilities, workload, training, and vacancy rates of suicide prevention coordinators at the Department of Veterans Affairs.

Child Tax Credit for Pregnant Moms Act of 2019 This bill expands the child tax credit to allow a credit for an unborn child. The bill defines an "unborn child" as a member of the species homo sapiens, at any stage of development, who is carried in the womb. The credit may be claimed for the year immediately preceding the year of the child's birth, if the child is born alive on or before the due date for tax returns for the year. In certain cases in which a child is not taken into account for the credit for the year immediately preceding the year of the child's birth, the bill doubles the amount of the credit allowed for the year of the birth.

Revitalizing Underdeveloped Rural Areas and Lands Act of 2019 or the RURAL Act of 2019 This bill modifies the definition of income used to determine the tax-exempt status of a mutual or cooperative telephone or electric company to exclude certain government grants, contributions, and assistance. Specifically, the bill excludes from income (1) grants, contributions, and assistance provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act or by local, state, or regional governmental entities for disasters or emergencies; and (2) certain grants or contributions provided by a government entity for electric, communications, broadband, internet, or other utility facilities or services.

Empowering Students Through Enhanced Financial Counseling Act This bill modifies student loan counseling requirements applicable to institutions of higher education (IHEs). Currently, an IHE must provide entrance counseling to a student who is a first-time federal student loan borrower. This bill replaces required entrance counseling with required annual financial counseling concerning information on the terms, conditions, and responsibilities of the grant or loan. Also, it expands the required recipients of such annual counseling to include, in addition to student borrowers, Pell Grant recipients and parent PLUS Loan borrowers. In additional, the bill revises, expands, or establishes specific annual counseling information requirements for student borrowers, Pell Grant recipients, or parent PLUS Loan borrowers. The bill revises and expands exit counseling information requirements for borrowers to include an outstanding loan balance summary, the anticipated monthly payments under standard and income-driven repayment plans, an explanation of the grace period preceding repayment, the option to pay accrued interest before it capitalizes, the right to request an annual credit report, a cautionary statement about third-party student debt relief companies, and loan servicer contact information. It directs the Department of Education to maintain a consumer-tested online counseling tool that provides annual and exit counseling. The Institute of Education Sciences must study the impact and effectiveness of exit counseling, annual counseling, and the online counseling tool.

Eliminate From Regulators Opportunities to Nationalize The Internet in Every Respect Act or the E-FRONTIER Act This bill constrains the President and executive agencies from constructing, operating, or offering wholesale or retail service on a broadband network unless given authority to do so by Congress. The Government Accountability Office must study and report on potential threats facing U.S. broadband networks from China, Iran, Russia, and other foreign adversaries and the risks of using foreign equipment and services in U.S. broadband networks.

Early Detection to Stop Infant Abuse and Prevent Fatalities Act This bill establishes a three-year grant program to detect and prevent the abuse of infants under seven months old. Specifically, health services organizations, including multidisciplinary partnerships, receiving such grants must develop (1) best practices to assist medical professional in identifying, assessing, and responding to potential abuse and (2) strategies to improve communication between child protective services agencies and individuals that report infant abuse. Funding also may be used to address injuries resulting from infant abuse and to raise awareness about infant abuse within the health and child care community.

Ensuring a Secure Afghanistan Act This bill prohibits funds made available to the Department of Defense for FY2019 from being used to reduce the number of U.S. Armed Forces members deployed in Afghanistan to below 10,000 unless the Office of the Director of National Intelligence certifies that Taliban leaders have (1) rejected Al Qaeda by name, (2) committed not to fight alongside or have any affiliation with Al Qaeda, and (3) agreed to various conditions such as committing to protecting the rights of women and girls and supporting the Afghan Constitution. The Department of State shall provide briefings to Congress every 30 days regarding any ongoing talks with the Afghan government or the Taliban and the effect of such talks on Armed Forces in Afghanistan.

Conscience Protection Act of 2019 This bill provides statutory authority for certain restrictions prohibiting discrimination against health care providers that refuse to perform abortions. Specifically, the bill prohibits the federal government, as well as state and local governments that receive federal financial assistance for health-related activities, from penalizing or discriminating against a health care provider based on the provider's refusal to be involved in, or provide coverage for, abortions. Currently, similar provider nondiscrimination requirements apply to certain employment or personnel decisions (the Church Amendments), abortion services training (the Coats-Snowe Amendment), and qualified health plans offered through health insurance exchanges. Annual appropriations bills for the Department of Health and Human Services (HHS) and other federal agencies have also included similar language (the Weldon Amendment). The HHS Office for Civil Rights, in coordination with the Department of Justice (DOJ), must investigate complaints alleging discrimination based on an individual's religious belief, moral conviction, or refusal to be involved in an abortion. DOJ or any entity adversely affected by such discrimination may obtain equitable or legal relief in a civil action. Administrative remedies do not need to be sought or exhausted prior to commencing an action or granting relief. Such an action may be brought against a governmental entity and may include money damages against such entity.

Second Chance at Life Act of 2019 This bill requires abortion providers administering chemical abortions to provide specified information about the possibility of reversing the effects of such procedure. Specifically, a patient must be informed at least 24 in advance that (1) reversing a chemical abortion may be possible after administering the first drug of a two-drug procedure and (2) additional information about chemical abortions is available through the Department of Health and Human Services. Further, after the first drug is administered, the physician must provide written discharge instructions to the patient that state it may be possible to reverse the abortion procedure before the second drug is taken, among other information. Such information also must be conspicuously posted inside the office or waiting area of clinics that provide chemical abortions. Abortion providers are not required to provide such information in the event that an abortion is necessary to save the life of a patient who is endangered due to a complication resulting from a pregnancy.

Lymphedema Treatment Act of 2019 This bill includes certain lymphedema compression treatment items as covered durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

Improving HOPE for Alzheimer's This bill requires the Centers for Medicare & Medicaid Services (CMS) to conduct outreach to health care practitioners regarding comprehensive care planning services that are available under Medicare for individuals with Alzheimer's disease and related dementias. The CMS must report on its outreach efforts, as well as on the number of beneficiaries receiving such services and any barriers to access.

Enhancing Credit Opportunities in Rural America Act of 2019 or the ECORA Act of 201 9 This bill modifies the requirements for calculating taxable income to exclude from gross income interest received by a lender from real estate loans secured by agricultural real estate or by a leasehold mortgage (with a status as a lien) on agricultural real estate. Agricultural real estate includes real property that is substantially used for the production of one or more agricultural products. It also includes any single family residence that is (1) the principal residence of its occupant, (2) located in a rural area which is not within a Metropolitan Statistical Area and has a population of 2,500 or less; and (3) is purchased or improved with the proceeds of a loan secured by property used for the production of one or more agricultural products.

Restoring Investment in Improvements Act This bill confirms that the applicable recovery period for qualified improvement property (nonresidential real estate) for depreciation purposes is 15 years under the modified accelerated cost recovery system (MACRS) and 20 years under the alternative depreciation system (ADS).

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in the District of Columbia and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Federal Insurance Office Abolishment Act of 2019 This bill eliminates the Federal Insurance Office (FIO) within the Department of the Treasury. The bill also removes the FIO director as a nonvoting member of the Financial Stability Oversight Council.

Employee Rights Act This bill amends the National Labor Relations Act to (1) make it an unlawful labor practice for a labor organization to interfere (currently, also restrain or coerce) with the rights of employees to organize and collectively bargain; (2) require union recertification after a turnover in the workforce exceeding 50% of the bargaining unit; (3) require the National Labor Relations Board (NLRB) to give 14 days advance notice before a hearing investigating an election petition; and (4) require an employer to provide the NLRB with a list consisting only of employee names and addresses of all eligible voters within seven days after an NLRB determination of the appropriate bargaining unit or an agreement on eligible voters. The bill (1) grants union and nonunion employees the right to vote by secret ballot on whether to ratify a collective bargaining agreement or engage in a strike, (2) prohibits the use of union dues for any purpose not directly related to collective bargaining, (3) prohibits a strike without the consent of a majority of all represented employees determined by secret ballot, and (4) prohibits the use or threat of force or violence to obtain the right to represent employees. .

United States-Israel Cooperation Enhancement and Regional Security Act This bill authorizes various joint research and cooperation programs between the United States and Israel, reauthorizes security assistance to Israel, and establishes reporting requirements regarding various related issues. The bill authorizes the Department of State to work with Israel on research and development to establish directed energy capabilities. It authorizes through FY2024 cooperative projects involving the United States, Israel, and developing countries to identify and address sustainability challenges related to water resources, agriculture, and energy storage. The bill authorizes through FY2022 (1) activities of the U.S.-Israel Energy Center; (2) cooperation with and assistance to Israel related to security, explosives detection, and cybersecurity; (3) activities related to the U.S.-Israel Binational Agricultural Research and Development Fund; and (4) activities to establish a cooperative program with Israel to develop health technologies. The State Department shall establish a grant program to support cybersecurity research and development and commercialization of cybersecurity technology open to joint ventures involving U.S. and Israeli entities. The President shall establish contingency plans to provide Israel with necessary defense articles and services and assess plans to assist and supply Israel with munitions in the event of a sustained armed confrontation with Hezbollah. The bill authorizes the President to (1) waive export control requirements and immediately transfer defense articles to Israel in response to an existing or imminent military threat, and (2) transfer precision guided munitions to Israel as necessary for legitimate self-defense. The bill extends through FY2024 security assistance and loan guarantees for Israel.

This resolution opposes the Global Boycott, Divestment, and Sanctions Movement (BDS) and other efforts targeting Israel, and states that BDS undermines the possibility for a negotiated solution to the Israeli-Palestinian conflict. The resolution urges both sides to return to direct negotiations and expresses support for a solution resulting in the state of Israel existing alongside a democratic Palestinian state.

National Purple Heart Hall of Honor Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. The bill limits the issuance of such coins to the one-year period beginning on January 1, 2021. The bill prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to support the mission of such organization, including capital improvements to the National Purple Heart Hall of Honor facilities.

College Transparency Act This bill requires the National Center for Education Statistics to establish a secure and privacy-protected data system that contains information about postsecondary students. Specifically, the data system must evaluate student enrollment patterns, progression, completion, and postcollegiate outcomes, and higher education costs and financial aid; provide complete and customizable information for students and families making decisions about postsecondary education; reduce the requirements for reporting by institutions of higher education; and periodically match with other federal systems of data. The bill also establishes a postsecondary student data system advisory committee.

Jobs and Opportunity with Benefits and Services for Success Act This bill renames the Temporary Assistance for Needy Families (TANF) program as the Jobs and Opportunity with Benefits and Services (JOBS) program, reauthorizes the program through FY2024, and makes changes relating to work requirements for beneficiaries. States providing aid under the program shall create an individual opportunity plan for each beneficiary. States shall impose work requirements on all work-eligible beneficiaries, and shall reduce benefits for noncompliance. (Currently, individual plans are optional under TANF, and states have discretion as to whether to reduce benefits for noncompliant individuals.) States providing aid shall meet annual performance targets related to the number of beneficiaries who exit the program and find unsubsidized employment. The Department of Health and Human Services (HHS) shall reduce grants to states that fail to meet such targets. States shall provide data related to beneficiary employment and wages to HHS, which shall be publicly available. The bill modifies various limitations on the use of funds for various purposes, and establishes that at least 25% of funds from various grants shall be spent on core activities. Certain existing laws relating to monitoring and recovering improper benefits payments shall apply to the JOBS program. The bill eliminates programs providing (1) supplemental grants for population increases, (2) bonuses for high performance states, (3) welfare-to-work grants, and (4) contingency funds for state welfare programs.

Charitable Equity for Veterans Act of 2019 This bill allows a tax deduction for charitable contributions to certain federally chartered organizations of past or present members of the Armed Forces. (Under current law, donations to such an organization are only deductible if at least 90% of the organization's membership consists of war veterans. The bill expands the deduction to include organizations that do not meet the wartime service requirement and are federally chartered.)

Protect Our Universities Act of 2019 This bill restricts student participation in sensitive research projects and prohibits the use of certain technologies for such projects. The bill requires each student, prior to participating in a sensitive research project, to provide proof of citizenship to the institution of higher education where the project is being carried out. Specifically, it prohibits students who are citizens of certain countries, including China and Russia, from participating in such a project unless the student applies for and receives approval from the Office of the Director of National Intelligence. It prohibits certain technologies developed by listed entities, including Huawei Technologies Company and ZTE Corporation, from being used to carry out sensitive research projects. It also requires the Department of Education to establish a national security technology task force, which must maintain a list of sensitive research projects and provide guidance to the institutions of higher education where such projects are being carried out.
