DHS Better Ballistic Body Armor Act This bill requires ballistic resistant body armor issued to agents and officers of the Department of Homeland Security (DHS) to meet certain requirements related to fit, coverage, and testing on female body shapes. Ballistic resistant body armor means ballistic protection for the torso worn over or under clothing (e.g., bulletproof vests).  (Testing by the Federal Bureau of Investigation found that certain soft body armor, when worn by women, allowed projectiles to skip off the armor panel in the chest area and project into the unprotected throat area. New body armor models that mitigate this issue are now available and in use by some federal agencies.) Under the bill, ballistic resistant body armor procured by DHS for agents and officers whose body shapes are most closely associated with female must be made to conform and provide the best possible coverage to individual wearers, allowing for either flat or shaped front panels; have enhanced and advanced fit technology that stops bullets from skipping off the chest at an upward angle; and have passed certain testing by the National Institute of Justice, including testing on female-shaped molds.  Within three years of the bill’s enactment, all DHS agents and officers whose body shapes are most closely associated with female must be issued body armor that meets these requirements.

Essential Caregivers Act of 2024

Essential Caregivers Act of 2024 This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods. Essential caregivers are individuals who are designated by facility residents to provide them with daily living assistance or emotional support or companionship.  Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

Shirley Chisholm Congressional Gold Medal Act

Shirley Chisholm Congressional Gold Medal Act This act provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Shirley Chisholm, in recognition of her activism, independence, and groundbreaking achievements in politics, including election as the first African American woman in Congress. The act provides that the gold medal shall be given to and displayed at the Smithsonian Institution.  The act also authorizes duplicate medals to be cast in bronze and made available for sale.

The resolution also urges the Department of Education to take necessary actions to ensure that IHEs are complying with Title VI of the Civil Rights Act of 1964 and that students, including Jewish students, are not experiencing discrimination in violation of Title VI. (Title VI prohibits discrimination based on race, color, or national origin in federally funded programs or activities.)

Kids Off Social Media Act

Kids Off Social Media Act This bill limits children’s access to social media platforms and requires both platforms and schools to implement certain restrictions on children’s social media usage and screen time.  Specifically, the bill prohibits social media platforms from knowingly allowing children under the age of 13 to create or maintain accounts. Platforms must delete existing accounts held by children and any personal data collected from child users. Platforms are also generally prohibited from using automated systems to suggest or promote content based on personal data collected from users under the age of 17. The bill directs the Federal Trade Commission to enforce these provisions. States may also bring civil actions against platforms whose violations of these provisions have adversely affected residents of the state.  Further, as a condition of receiving discounted telecommunications service under the Schools and Libraries Universal Service Support (E-Rate) program, schools must use blocking or filtering technology to prevent students from accessing social media platforms on school networks and devices. Schools receiving E-Rate support must also implement policies that specify permitted device usage and screen time by grade. Schools must submit copies of their internet safety and screen time policies to the Federal Communications Commission, and the commission must make those policies publicly available in a database.  Under the bill, social media platforms are defined as consumer-facing sites that function primarily as forums for user-generated content. Some categories of online platforms are explicitly excluded, including sites that provide primarily videoconferencing, emailing, and educational services.

Antisemitism Awareness Act of 2024 This bill provides statutory authority for the requirement that the Department of Education’s Office for Civil Rights take into consideration the International Holocaust Remembrance Alliance's (IHRA's) working definition of antisemitism when reviewing or investigating complaints of discrimination based on race, color, or national origin in programs or activities that receive federal financial assistance. According to the IHRA's working definition, antisemitism is a certain perception of Jews, which may be expressed as hatred toward Jews.

Clergy Act This bill establishes a two-year window for certain members of the clergy and Christian Science practitioners to revoke their exemption from Social Security and Medicare taxes on ministerial earnings. Under current law, such individuals who object to participation in public insurance programs on religious or conscientious grounds may apply to the Internal Revenue Service for an irrevocable exemption and will not receive Social Security or Medicare benefits in retirement unless they have qualifying credits from other employment. The Internal Revenue Service must develop a plan to inform members of the clergy and Christian Science practitioners of their eligibility to revoke prior exemptions, pursuant to the bill's changes.

DeOndra Dixon INCLUDE Project Act of 2024 This bill provides statutory authority for a National Institutes of Health (NIH) research program on Down syndrome. (Down syndrome is a genetic condition in which a person is born with an extra copy of chromosome 21, which can affect mental and physical development.) Specifically, the bill provides statutory authority for the NIH's Investigation of Co-occurring Conditions Across the Lifespan to Understand Down Syndrome Project (known as the INCLUDE Project). The project was initially established in 2018 to investigate the co-occurring conditions that affect those with Down syndrome (e.g., Alzheimer's disease) and their quality-of-life needs, particularly through (1) targeted research on chromosome 21, (2) assembling a large study population of individuals with Down syndrome, and (3) conducting clinical trials that include those with Down syndrome.

Bus Rolling Stock Modernization Act of 2024 This bill allows a state or local authority (e.g., a transit authority) to use public transportation grants to make a partial advance payment for bus rolling stock (e.g., transit buses). Specifically, a public transportation grant recipient may use grant funds to make an advance payment of not more than 20% of the total purchase order value of a bus rolling stock vehicle without obtaining preapproval or requiring the vehicle manufacturer to provide a performance bond (or other form of security). In order to make an advance payment, the recipient must meet certain requirements. For example, the recipient must have a signed purchase order and an executed contract with a vehicle manufacturer that includes advance payment provisions.
