Space Policy Act

Space Policy Act - Establishes a national space policy and program to enable the United States to maintain leadership in space science and technology. Declares such policy, including that the United States: (1) is committed to space exploration for peaceful purposes and the benefit of mankind; (2) rejects claims of sovereignty over outer space and celestial bodies; and (3) will continue to participate in cooperative international space activities. Directs the President to assure the space program proceeds toward enumerated goals in space and terrestrial application and in space science. Details the goals to be achieved within ten years, including: (1) design of prototype electric power generation transmission systems; (2) design of space technologies determining the feasibility of space-based manufacturing; (3) establishment of a remote-sensing system of earth's resources; and (4) the pursuit of planetary and lunar science and exploration. Requires the President to submit to Congress a five-year schedule, with annual revisions, identifying missions, projects, and programs to achieve the objectives of this Act.

Amends the National Housing Act to extend the Federal riot reinsurance program and the Federal crime insurance program for 30 days.

National Credit Union Central Liquidity Facility Act - Establishes the National Credit Union Central Liquidity Facility to provide funds to meet the liquidity needs of credit unions. Vests management of the Facility in the National Credit Union Administration. Declares the initial capitalization of the Facility shall be by stock subscription consisting of shares having par value of $50 each. Entitles any member of the Facility to apply on a form prescribed by regulations for advances. Authorizes the Administration to deny or grant any application upon such terms as it may prescribe by regulations. Authorizes the Secretary of the Treasury to lend the Facility up to $500,000,000 to enable it to meet the obligations arising under this Act. Directs the Administration to prepare and submit to the President and to the Congress annually a full report on the activities of the Facility for the previous year. Directs the Comptroller General to audit the Central Liquidity Facility.

Interest Rate Control Act Amendments

Extends the authority of the Board of Governors of the Federal Reserve System to regulate interest rates on deposits and share accounts in depository institutions from December 15, 1980. Prohibits the establishment, by State or Federal law, of interest rate differentials between: (1) banks, other than savings banks, the deposits of which are insured by the Federal Deposit Insurance Corporation; and (2) savings and loan, building and loan, or homestead associations (including cooperative banks) the deposits of which are insured by the FSLIC, or mutual savings banks, on savings deposits or accounts from which transfers to the depository institution itself, or to a demand or other deposit account of the same depositor or account holder may be made automatically or as a normal practice pursuant to the authorization of such a depositor or account holder.

Amends the Federal Reserve Act to require every member bank to maintain reserves against its demand deposits at a rate between three and ten percent as determined by the Federal Reserve Board. Requires member banks to maintain reserves against savings deposits from which transfers to third parties may be made at a rate between two and seven percent as determined by the Board. Imposes reserve requirements for all other time and savings deposits at a rate between one and seven percent as determined by the Board. Requires the Board to establish uniform reserve ratios applicable to all member banks. Directs that the required reserves held by any depository institution be in the form of balances maintained in a Federal Reserve Bank and in the currency and coin held by such institution. Permits such balances to be used in their entirety to purchase non-transferable and nonassignable certificates of deposit issued by the appropriate Federal Reserve Bank. Requires such certificates to pay interest at a rate of one-half of one percent below the average return on the Federal Reserve System portfolio.

Disaster Relief Amendments - Amends the Small Business Act to cancel $5,000 of the principal of a loan made in connection with the snow storms in Massachusetts on February 6 or 7, 1978, upon proof of loss and a bona fide estimate of the cost to rectify such loss. Limits the total amount cancelled plus the total amount of any grant under the Disaster Relief Act of 1974 to change eligibility for direct grants for disaster related expenses. Increases the Federal share in the matching grant program from 75 to 80 percent. Increases the amount of Federal loans available to a local government for disaster relief from 25 to 30 percent of such government's annual operating budget. Shortens from three to two years the period of time before repayment of such loans can be cancelled in the event of the inability of such local governments to meet their expenses.

Directs such inspectors to label, mark, stamp or tag as "inspected and condemned" all carcasses of animals which were not slaughtered by a humane method. Forbids the importation of meat into the United States unless the livestock from which it was produced was slaughtered by a humane method.

Older Americans Act Amendments

Older Americans Act Amendments - Title I: Amendments to the Older Americans Act of 1965 - Authorizes appropriations through fiscal year 1981 for the National Information and Resource Clearing House for the Aging. Authorizes a recipient of a grant under the Older Americans Act of 1965 to enter into an agreement with a profitmaking organization to carry out the provisions of such Act. Declares it to be the purpose of Title III of such Act (Grants for State and Community Programs on Aging) to encourage and assist State and local agencies to concentrate resources to serve older persons by entering into new cooperative arrangements with providers of social or nutrition services, multipurpose senior centers, or legal services, for the planning and provision of social services, nutrition services, multipurpose senior centers, or legal services. Defines terms used in such Title. Authorizes appropriations for fiscal year 1979, 1980, and 1981 for grants approved under such Title. Requires each State, to be eligible to receive a grant under such Title, to designate a State agency as the sole State agency: (1) to develop and administer a State plan formulated pursuant to this Act; and (2) to divide the State into areas and to designate as a planning and service area any unit of general purpose local government which has a population of 50,000 or more individuals aged 60 or over which contains 15 percent or more of the State population aged 60 or over. Requires each such area agency on aging to prepare and develop an area plan. Sets forth specified material to be included in such plan. Requires each State, in order to be eligible for grants under such Title, to submit to the Commissioner on Aging a State plan. Sets forth specified material to be included in such plan. Requires the Commissioner to make grants to States for any of the following social services: (1) health, continuing education, welfare, informational, recreational, homemaker, counseling, or referral services; (2) transportation services to facilitate access to social services or nutrition services, or both; (3) services to assist older persons to use the services available to them; (4) services to assist older persons to obtain adequate housing; including residential repair and renovation projects; (5) services designed to assist older persons in avoiding institutionalization, including preinstitution evaluation and screening and home health services, homemaker services, shopping services, escort services, reader services, letter writing services, and other services to assist independent living in a home environment; (6) services to provide legal and counseling assistance; (7) services to enable older persons to attain and maintain physical and mental well-being through programs of regular physical activity; or (8) any other services meeting standards prescribed by the Commissioner and necessary for the general welfare of older persons. Requires the Commissioner to make grants to States for: (1) the establishment and operation of nutrition projects for older persons which, five or more days a week, provides, in a congregate setting, at least one meal per day each of which assures a minimum of one- third of the daily recommended dietary allowances; (2) the establishment and operation of multipurpose senior centers for the organization and provision of a broad spectrum of social services or nutrition services, or both, for older persons; (3) the provision of legal services for the elderly; and (4) the conduct of projects under which a State long-term care ombudsman receives and investigates complaints made by or on behalf of older persons who are residents of long-term care facilities relating to administrative action which may adversely affect the health, safety, welfare, or rights of such residents. Declares that, under the Act, a national manpower policy shall be developed for the field of aging which will reflect the present and future needs for training personnel in all programs serving the elderly. Authorizes the Commissioner to make grants for the purpose of conducting studies on: (1) the utilization of services under this Act and other programs for the elderly, with special attention to accessibility to low-income and minority elderly; (2) the problems of State and area agencies on aging and other service providers in operating transportation services, (3) the impact of this Act and other programs in meeting the long-range needs of the elderly population; and (4) the differences in unit costs, service delivery and access between rural areas and urban areas for services assisted under this Act and the special needs of the elderly residing in rural areas. Authorizes the Commissioner to make grants to develop and operate statewide, regional, metropolitan area, county, city, or community model projects which will demonstrate methods to expand or improve social services and promote the well-being of older persons. Requires the Commissioner in making such grants to give special consideration to projects designed: (1) to assist in meeting the housing needs of older persons; (2) to provide continuing education to older persons; (3) to provide preretirement education information; (4) to provide services to assist in meeting the particular needs of physically and mentally impaired older persons; (5) to meet the special needs of, and improve the delivery of services to older persons who are not receiving adequate services under other provisions of this Act; and (6) to assist older persons to remain within their communities and out of institutions. Authorizes the Commissioner to make grants to and enter into contracts with appropriate bodies to support programs of legal services and ombudsman programs established under provisions of this Act. Authorizes the Commissioner to make grants to support the development of comprehensive, coordinated systems of community long-term care for older persons. Requires such grants to be used for the development of programs which provide a full continuum of services supporting alternatives to institutional living, including: (1) adult day health; (2) individual assessment of need, service plan development, monitoring, and evaluation of service effectiveness; (3) supported living in public and private, nonprofit housing; (4) family respite services; (5) preventative health services; (6) home health, homemaker, and other rehabilitative and maintenance in-home services; (7) geriatric health maintenance organizations; and (8) other services which the Commissioner determines are appropriate. Redesignates Title IV (Training and Research) of the Act "Training, Research, and Demonstration. Authorizes appropriations through fiscal year 1981 for multidisciplinary centers of gerontology. Redesignates Title V of the Act "Grants for Indian Tribes. Authorizes the Commissioner, under the Act, to make grants to eligible tribal organizations, as defined in this Act, to pay all of the costs for the delivery of social and nutritional services for Indians who are older persons. Sets forth criteria for applications for such grants. Authorizes the Commissioner to delegate to the Secretary of the Interior or to the head of the Bureau of Indian Affairs any functions under this title. Redesignates Title VI of the Act "Community Service Employment for Older Americans." States that such Title may be cited as the Older American Community Service Employment Act. Authorizes the Secretary of Labor to estabLish an older American community service employment program to promote part-time opportunities in community service activities for unemployed, low-income persons 55 years old who have poor employment prospects. States that eligible individuals employed in such projects shall not be considered to be Federal employees. Provides that in awarding grants or contracts for such projects the Secretary shall give special consideration to national organizations which have a proven ability to provide older persons with employment. Sets forth the definitions of terms used in this Title. Title II: White House Conference on Aging - States that this Title may be cited as the 1981 White House Conference on Aging Act. Declares it the policy of the Congress that the Federal Government should work with the States and citizens to develop recommendations and plans to meet the needs of older persons. Requires that programs developed under this Act place emphasis upon the right of older persons to free choice and self-help in planning their futures. Authorizes the President of the United States to call a White House Conference on Aging in 1981 to develop recommendations for research and action in the field of aging. Requires the Conference to include representatives of Federal, State, and local governments, professional and lay people working in the field of aging including older persons. Directs that a final report of the White House Conference, containing a comprehensive statement of a coherent national policy on aging and the recommendations of such Conference, be submitted to the President and Congress within a specified time. Sets forth the responsibilities and duties of the Secretary of Health, Education, and Welfare in administering this Act. Directs the Secretary to establish an advisory committee to the Conference and such other technical committees as may be necessary to carry out such Conference. Title III: Study of Racial and Ethnic Discrimination in Programs for Older Americans - Directs the Commission on Civil Rights: (1) to undertake a comprehensive study of discrimination based on race or ethnic background in any federally assisted programs and activities which affect older persons; and (2) to identify any federally assisted activity in which persons or organizations who are otherwise qualified being, on the basis of race or ethnic background, excluded from participation in, denied the benefits of, refused employment or contracts with, or subject to discrimination under, such activity.

Title II: Senate Fair Employment Relations Office - Establishes as an office of the Senate, the Senate Fair Employment Relations Office which shall develop procedures to implement the policies of the Board, gather information relating to Senate employment practices, and review procedures for the hearing and settling of complaints. Title III: Complaints of Violations of Equal Employment Opportunity - Provides for counseling and assistance through the office, to any individual who believes that he or she has been discriminated against in violation of rule L. Sets forth the procedure for filing informal complaints based on employment discrimination, and for the informal settlement of such claims. Sets forth the procedure for filing formal complaints, and for conducting hearings on such claims. Provides for an appeal to the Senate Select Committee on Ethics from an adverse decision or order of the Board. Authorizes appropriations to carry out this Act. Title II: Role of the Secretary - Requires the Secretary of the Interior to submit a park management plan to Congress. Provides for consultation with the Lowell city manager, the Lowell Historic Preservation Commission, established by this Act, and the Commonwealth of Massachusetts in setting preservation, restoration, and use standards. Sets requirements for acquisition of specified property within the park and preservation district. Directs the Secretary to provide technical assistance in preservation, restoration, and other use of park properties. Permits withholding of park management plan funds by the Secretary if the city of Lowell fails to meet specified criteria. Title III: Role of the Commission - Establishes within the Department of the Interior the Lowell Historic Preservation Commission to administer the preservation district. Requires the Commission to file park preservation plans with the Secretary. Directs the Secretary to publish notice of the approval of park preservation plans in the Federal Register. Authorizes the Secretary, prior to the approval of a park preservation plan to acquire property within the park which: (1) is identified in the report of the Lowell Historic Canal District Commission as property which should be preserved and restored; (2) is listed in the National Register of Historic Places; and (3) is determined by the Secretary to be of national significance. Directs the Commission to make loans, grants, and technical assistance for the preservation, restoration, or development of the park. Provides for the acquisition and disposition of property by the Commission. Enumerates the powers of the Commission, including the holding of hearings, and provides for the staff of the Commission.

Commercial Fisheries Development Act - Title I: Commercial Fisheries Development Fund - Authorizes the Secretary of Commerce to guarantee the payment of obligations for certain commercial fisheries facilities and fishing vessels. Permits the Secretary to charge a fee for any obligation guaranteed under this Act. Sets forth default procedures. Authorizes the Secretary to make long-term, low interest loans to citizens of the United States to provide capital (1) for fisheries facilities and fishing vessels used for harvesting underutilized species, (2) for fishing vessels and equipment used for experimental fishing, and (3) to enable fisheries facilities to comply with the mandatory fish and fish products inspection program. Authorizes the Secretary to make non- interest-bearing loans to commercial fishermen to alleviate forced economic distress. Amends the Merchant Marine Act, 1936 to extend the capital construction fund to fisheries facilities. Establishes within the Treasury of the United States a Commercial Fisheries Development Fund to be available to the Secretary to carry out the purposes of this Act. States that there shall be in the National Oceanic and Atmospheric Administration an Office of Commercial Fisheries Development headed by a Director to administer this Act and other laws relating to commercial fisheries designated by the Secretary. Amends the Fish and Wildlife Act of 1956 to abolish the loan program for commercial fishing vessels and gear. Transfers the existing Fishing Vessel Capital Construction Fund program from the National Marine Fisheries Service to the Office of Commercial Fisheries Development. Title II: Fisheries Research and Development Program - Directs the Secretary to establish a fisheries research and development program for commercial fisheries for the purpose of increasing markets for and yields of fish and fish products, and to encourage the marketing and processing of underutilized species. Directs the Secretary to establish a Fisheries Development Board composed of commercial fishermen and producers, handlers, and processors of fisheries products to assist the Secretary in carrying out the fisheries research and development program. Requires the Secretary to establish a long-range plan for the domestic development of underutilized fisheries resources. Directs the Secretary to conduct a study regarding the adequacy of existing Federal and State training programs designed to train individuals in the commercial fisheries industry. Amends the Saltonstall-Kennedy Act to direct that 75 percent of the duties collected on fishery products be appropriated and made available for carrying out the fisheries research and development program created under this Act. Title III: Mandatory Federal Fish and Fish Products Inspection Program - Directs the Secretary to establish a mandatory fish and fish products inspection program. Sets forth civil and criminal penalties for violations of this Act. Title IV: Fisheries Cooperative Service Assistance - Requires the Secretary in consultation with the Secretary of Agriculture to establish a pilot program of comprehensive service to assist fishing interests in forming cooperative organizations. Directs the Secretary to provide assistance and advice to fisheries cooperatives. Authorizes appropriations to carry out this Act.

Truth in Lending Simplification and Reform Act

Truth in Lending Simplification and Reform Act - Amends the Truth in Lending Act to eliminate (1) credit transactions for agricultural purposes and (2) mobile home purchases costing less than $25,000 from coverage under such Act. Directs the Board of Governors of the Federal Reserve System to issue model forms and clauses, for use in common transactions, describing the transaction in understandable language. Exempts creditors who use such forms from liability under such Act. Permits the Federal Trade Commission to respond to a violation of such Act as if it were a violation of a Federal Trade Commission regulation. Establishes guidelines for restitution by enforcement agencies when they discover understatements by creditors of annual percentage rates or finance charges. Revises disclosure requirements for "open-end" and "closed-end" transactions. Entitles any person whose principal residence is a mobile home to rescind any transaction which would result in a lien on such residence, within three days after receiving notice of his right to do so. Makes other changes to the right of rescission of consumers. Sets forth the liability of creditors and assignees for failure to disclose or inaccurate disclosure of information required by such Act. Requires the Board to publish annual percentage rates charged by all creditors in specified standard metropolitan statistical areas. Reduces disclosure requirements for credit advertising. Requires a creditor to make a good faith effort to refund a consumer's credit balance if it remains in the account for more than six months. Exempts any creditor participating in a credit program administered, insured, or guaranteed by any agency of the United States from civil or criminal penalties under this Act where the violation results from the use of an instrument required by such agency. Requires creditors to respond to oral inquiries about the cost of credit only in terms of an annual percentage rate unless the finance charge consists primarily of simple interest.

Housing Act - Title I: Amendments to Provide Additional Relief To Owners and Tenants of Multifamily Projects and to Insure Fiscal Responsibility in Their Management - Provides financial relief for subsidized multifamily projects including: (1) additional monthly assistance payments to project owners for operating expenses; (2) payments to owners of subsidized multifamily projects under section eight of the United States Housing Act of 1937; (3) mortgage interest reduction payments to a mortgagee on behalf of a project owner who has obtained a supplemental loan for his multifamily project which is insured under the National Housing Act; and (4) deferment or extension of mortgage payments by a project owner. Reduces rent for very low-income persons who are tenants of subsidized multifamily projects by authorizing the Secretary of Housing and Urban Development to make annual payments to owners of projects subsidized under the Housing and Urban Development Act of 1965. Sets forth procedures for rent increases in multifamily projects and relating to the rights of tenants in such projects. Title II: HUD Ownership and Disposition of Subsidized Multifamily Rental Housing Projects - Directs the Secretary to make or cause to be made all repairs and improvements necessary to achieve decent, safe, and sanitary conditions in HUD-owned subsidized multifamily housing projects. Requires the Secretary to employ and train tenants of such projects to perform repair and maintenance to the maximum extent feasible. Provides relocation assistance for tenants displaced by repairs and maintenance. Sets eligibility requirements for tenancy in HUD-owned subsidized housing. Provides criteria for the selection of managers and purchasers of HUD-owned property. Sets forth methods by which such property may be disposed of including: sale at reduced prices to nonprofit cooperatives and other nonprofit organizations, and continued HUD ownership with the possibility of eventual acquisition by a nonprofit cooperative. Title III: Disposition of HUD-Owned Nonsubsidized Projects - Directs the Secretary to dispose of any HUD-owned nonsubsidized project if at the time of the acquisition by HUD a majority of tenants are persons of low-income or if a majority of units in the project are rented for not more than 80 percent of the fair market rent. States that persons residing in such housing at the time of acquisition by HUD shall be permitted to remain in occupancy following disposition. Title IV: General Provisions - Defines terms used in this Act. Directs the Secretary to study the desirability of the establishment by Congress of a body corporate within the Department of HUD to own and manage HUD-owned subsidized Multifamily projects and nonsubsidized projects which are, or may be converted to lower income housing projects.
