Formerly Owned Resources for Veterans to Express Thanks for Service Act of 2012 or FOR VETS Act of 2012 - Authorizes the transfer of federal surplus property to a state agency for distribution through donation within the state for purposes of education or public health for organizations whose membership comprises substantially veterans and whose representatives are recognized by the Secretary of Veterans Affairs (VA) in the preparation, presentation, and prosecution of claims under laws administered by the Secretary.

Condemns the senseless attack at Sandy Hook Elementary School in Newtown, Connecticut, on December 14, 2012. Offers condolences to all of the students, teachers, administrators, and faculty of Sandy Hook Elementary School, as well as their families, and recognizes that the healing process will be long and difficult for the entire community. Honors the selfless, dedicated service of: (1) the teachers, school administrators, school support staff, medical professionals, and others in the greater Newtown community; (2) the emergency response teams and law enforcement officials who responded; and (3) the law enforcement officials who continue to investigate the attack. States that the Senate remains committed to working together to help prevent such tragedies from ever happening again.

Urges European governments and the European Union (EU) to: (1) designate Hizballah as a terrorist organization so that Hizballah cannot use EU territories for fund raising, recruitment, and propaganda; and (2) impose sanctions on Hizballah for providing material support to Bashar al Assad's violent repression against the people of Syria. Supports Bulgaria's investigation into the July 18, 2012, terrorist attack in Burgas, and urges the President to provide related diplomatic, intelligence, and law enforcement support. Supports Bulgaria as a member of the North Atlantic Treaty Organization (NATO) and urges the United States, NATO, and the EU to work with Bulgaria to safeguard its territory and citizens from terrorism. Urges the President to make available to European allies and the European public information about Hizballah's terrorist activities and material support for Bashar al Assad's campaign of violence in Syria.

Military Commercial Driver's License Act of 2012 - Revises certain commercial driver's license (CDL) requirements with which a state must comply in order to avoid the administrative penalty of a withholding by the Secretary of Transportation (DOT) of a percentage of the state's apportionment of certain federal-aid highway program funds. Permits a state to issue a CDL to an individual who operates or will operate a commercial motor vehicle and who: (1) is an active duty member of the Armed Forces, including the military reserves, National Guard, U.S. Coast Guard, or Coast Guard Auxiliary; and (2) is not domiciled in the state, but whose temporary or permanent duty station is located there.

Common Sense Nutrition Disclosure Act of 2012 - Amends the Federal Food, Drug, and Cosmetic Act to revise the nutritional information that restaurants and retail food establishments must disclose. Requires the nutrient content disclosure statement on the menu or menu board to include: (1) the number of calories contained in the whole product; (2) the number of servings and number of calories per serving; or (3) the number of calories per the common unit division of the product, such as for a multi-serving item that is typically divided before presentation to the consumer. Permits such information to be provided by a remote-access menu, such as through the internet, for food establishments where the majority of orders are placed by customers who are off-premises at the time the order is placed. Defines “reasonable basis” for a restaurant or similar food establishment’s nutrient content disclosures to mean that the nutrient disclosure is within acceptable allowances for variation in nutrient content, which shall include allowances for variations in serving size, inadvertent human error in formulation of menu items, and variations in ingredients. Sets forth the methods a restaurant or similar food establishment may use to determine nutritional content for disclosure, including ranges, averages, individual labeling of flavors or components, or labeling of one preset standard build. Defines "preset standard build" as the finished version of a menu item most commonly ordered by consumers. Applies the nutritional disclosure requirements to retail food establishments that derive more than 50% of their total revenue from the sale of food.

Recalcitrant Cancer Research Act of 2012 - Amends the Public Health Service Act to require the Director of the National Cancer Institute (NCI) to develop a scientific framework for research on recalcitrant cancers (cancer with a 5-year relative survival rate below 50%), which includes: (1) a review of the status of research, such as a summary of findings, identification of promising scientific advances, a description of the availability of qualified scientific researchers, and the identification of resources available to facilitate research; (2) identification of research questions that have not been adequately addressed; and (3) recommendations for actions to advance research and for appropriate benchmarks to measure progress on achieving such actions. Requires the Director to develop the framework within 18 months and review and update it every 5 years. Requires the Director to identify within 6 months 2 or more recalcitrant cancers that have a 5-year relative survival rate of less than 20%, and are estimated to cause the death of at least 30,000 individuals in the United States per year. Authorizes the Director to identify additional such cancers and to consider additional metrics of progress (such as incidence and mortality rates) against such cancer. Requires the Director to convene a working group for each identified cancer to provide expertise on, and assist in developing, a scientific framework under this Act. Requires the Director to consider each relevant scientific framework developed under this Act when making recommendations for exception funding for grant applications.

Careers for Veterans Act of 2012 - Directs the head of each federal agency to develop a plan for exercising, during the five-year period beginning on the enactment of this Act, current Department of Defense (DOD) and Department of Veterans Affairs (VA) authority to hire qualified veterans for positions within the federal government. Includes as qualified veterans those who: (1) are disabled or recently separated; (2) served on active duty during a war or in a campaign or expedition for which a campaign badge has been authorized; or (3) while serving on active duty, participated in a military operation for which an Armed Forces service medal was awarded. Requires the Director of the Office of Personnel Management (OPM) to ensure that, under such plans, agencies shall appoint no less than 10,000 qualified veterans during the five-year period. Requires a state, as a condition for receipt of a grant or contract from the VA for support of disabled veterans' outreach specialists and local veterans' employment representatives, to establish a program which issues a license or credential to a veteran without requiring any training or apprenticeship if such veteran: (1) receives a satisfactory score on completion of an examination administered by that state, and (2) has at least 10 years of experience in a military occupational specialty that is similar to the civilian occupation for which such license or credential is required. Directs the Secretary of Labor to: (1) furnish each one-stop (job search) center with a list of all Internet websites and applications identified as beneficial for veterans in pursuit of employment; and (2) coordinate with public and private entities to identify websites and applications not included on such list that match veterans seeking employment with available jobs based on skills acquired as members of the Armed Forces, and allow employers to post information about available jobs. Expands VA small business contracting goals to include small businesses fully, but conditionally, owned by one or more veterans. Treats the surviving spouse of a service-disabled veteran who acquires the ownership interest in a small business of the deceased veteran as such veteran, for purposes of eligibility for VA service-disabled small business contracting goals and preferences, for a period of: (1) 10 years after the veteran's death, if such veteran was either 100% disabled or died from a service-connected disability; or (2) 3 years after such death, if the veteran was less than 100% disabled and did not die from a service-connected disability. Treats a small business acquired by the surviving spouse or dependent from a member killed during active duty as a small business owned and controlled by a service-disabled veteran, for purposes of VA small business contracting goals and preferences. Continues such treatment for the period beginning on the date of the member's death and ending on the earlier of the date on which the surviving spouse remarries or relinquishes, or the date on which the surviving dependent relinquishes, such ownership interest or ten years after the member's death. Provides that if the Secretary determines, for purposes of VA small business contracting goals, that an individual would have had a greater degree of ownership of a small business in a state other than a community property state, then the Secretary shall treat such small business as licensed in a non-community property state. Directs the Secretary of Labor, during the three-year period beginning on the enactment of this Act, to provide the Transition Assistance Program (TAP) to veterans and their spouses at locations other than military installations in at least three, and up to five, states selected by the Secretary based on the highest rates of veteran unemployment.

Big Cats and Public Safety Protection Act - Amends the Lacey Act Amendments of 1981 to prohibit any person from importing, exporting, transporting, selling, receiving, acquiring, purchasing, breeding, possessing, or owning any prohibited wildlife species (current law prohibits importing, exporting, transporting, selling, receiving, acquiring, or purchasing such a species in interstate or foreign commerce). Includes among exemptions to such prohibition the: (1) breeding of such species by authorized persons; and (2) transportation, possession, or ownership of such species by authorized persons. Defines "breeding" as facilitating the reproduction of prohibited wildlife species (any live species of lion, tiger, leopard, cheetah, jaguar, or cougar or any hybrid of such species) for commercial use. Removes from the list of persons authorized to import, export, transport, sell, receive, acquire, breed, possess, own, or purchase such species a person that is licensed or registered, and inspected, by the Animal and Plant Health Inspection Service (APHIS) or any other federal agency with respect to such species. Includes in such list: (1) a zoo accredited by the Association of Zoos and Aquariums; (2) a wildlife sanctuary that cares for such species, is a tax exempt corporation, does not commercially trade in or propagate such species, does not allow direct contact between the public and animals, and does not allow the transport and display of such species off-site; and (3) a person that is in possession of animals of such species that were born before the date of this Act's enactment and that are registered with APHIS within six months after such regulations are promulgated. Establishes civil and criminal penalties and forfeiture requirements for violations of this Act.

Stop Abuse, Violence, and Exploitation of Elders Act of 2012 or the SAVE Elders Act of 2012 - Amends the Victims of Crime Act of 1984 to designate specified funds from the Crime Victims Fund for grants for compensation and assistance to victims of elder abuse. Defines "elder abuse" under that Act: (1) to mean the abuse, exploitation, or neglect of an individual who is age 65 or older and lawfully present in the United States; and (2) with respect to a state that receives a grant, to include any other conduct that is defined as such under the laws of the state. Requires the Director of the Office of Victims of Crime to use such funds to make grants to states to support: (1) eligible crime victim assistance programs that provide assistance to victims of elder abuse; and (2) programs that improve the investigation, handling, and prosecution of cases of elder abuse. Apportions specified percentages of grant amounts among the states, the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands and requires the amounts remaining after such apportionment to be distributed among the states based on: (1) the population of individuals age 65 or older in a state relative to the population of such individuals in all states, (2) the population of individuals age 65 or older in a state in relation to the population of the state, and (3) the overall rate of crime in a state.

Good Neighbor Social Security Office and Community Protection Act of 2012 - Directs the Commissioner of Social Security to develop and publish: (1) financial guidelines that may be used to identify Social Security Administration field offices for possible closure, and (2) standardized closure procedures that meet certain requirements. Requires such guidelines and procedures to provide that identification of an Administration field office for possible closure shall not require the Commissioner to begin closure procedures for it. Requires the Commissioner to: (1) develop an office closure and service continuity proposal for any office so identified which the Commissioner decides to close that contains, among other specified items, the estimated cost of the closure; (2) notify state and local chief executive offices and the public before closure; (3) require the Commissioner to hold at least one hearing to take public comments before making a final decision to close a field office; (5) issue a final closure decision only after review of such comments and evaluation of any alternatives to closing the office; and (6) continue to operate an office proposed for closure in good faith and with the assumption of continued service until the notice of the Commisioner's final closure decision is made.

Audit the Pentagon Act of 2012 - Amends the National Defense Authorization Act for Fiscal Year 2010 to require the financial improvement and audit readiness plan of the Department of Defense (DOD) to ensure that: (1) a complete and validated statement of DOD budgetary resources is ready by the end of FY2014, and (2) the full set of DOD consolidated financial statements for each of FY2017 and thereafter are ready in a timely manner and in preparation for audit. Provides that DOD financial statements shall cease to be covered by specified DOD financial reporting requirements upon the issuance of an unqualified audit opinion (UAO) on such statements. Directs the Under Secretary of Defense (Comptroller) to report to Congress on each DOD report required to be submitted to Congress that: (1) would no longer be necessary if their financial statements were audited with a UAO, and (2) interferes with DOD capacity to achieve such an audit. Provides specified DOD program thresholds for reprogramming of funds without prior notice to Congress if a military department obtains an audit with a UAO on its statement of budgetary resources for any fiscal year after 2013. Provides that, if a military department obtains such an audit, then a specified amount shall be available for the payment of certain bonuses for DOD civilian employees determined to have made beneficial contributions to the achievement of the department mission. Outlines bonus exclusions and limitations. Requires additional qualifications and responsibilities of the Comptroller and certain other DOD financial management officials upon the failure to obtain an audit with a UAO on its statement of budgetary resources for FY2014. Provides that if a military department fails to obtain such an audit for FY2017, then the following shall not be available to such department for such fiscal year and thereafter: (1) the program thresholds and bonus payments authorized under this Act, and (2) the expenditure of funds for major defense acquisition program activities beyond Milestone B. Requires, in addition and upon such failure, the reorganization of the position of DOD Chief Management Officer, with added qualifications and responsibilities. Directs the Secretary of Defense to amend the acquisition guidance of DOD to place specific limits on the procurement of any enterprise resource planning business system, including a three-year limit on its total procurement time from initial obligation of funds to full deployment and sustainment.

Women, Peace, and Security Act of 2012 - Expresses the sense of Congress that: (1) implementation of the United States National Action Plan on Women, Peace, and Security (NAP) is paramount in improving the lives of women around the world and increasing global stability and prosperity; (2) Congress supports the goals and ideals of NAP; and (3) the President should designate a person on the staff of the National Security Council (NSC) to be responsible for promoting NAP. States that: (1) it is U.S. policy to implement NAP; (2) the Secretary of State and the Administrator of the U.S. Agency for International Development (USAID) should integrate gender into diplomatic and strategic and planning processes; and (3) federal agencies shall ensure that the tenets of NAP are incorporated into programs for conflict prevention, humanitarian and disaster response, peacekeeping, and democracy promotion. Urges the Secretary, the Administrator, the Secretary of Defense (DOD), and representatives of other federal agencies to: (1) implement NAP and ensure relevant personnel training; and (2) facilitate partner government efforts to improve women's inclusion in peace and security processes, conflict prevention, peace-building and decision-making institutions in conflict-affected environments.

Declares that steps should be taken to: (1) raise awareness about prostate cancer screening and treatment; (2) increase research funding in an amount commensurate with the burden of prostate cancer; and (3) improve access to, and the quality of, health care services for detecting and treating prostate cancer.

Medicare Diabetes Prevention Act of 2012 - Amends title XVIII (Medicare) of the Social Security Act to cover items and services furnished under a diabetes prevention program to an eligible individual. Directs the Secretary of Health and Human Services (HHS) to establish criteria for a diabetes prevention program in accordance with the standards under the National Diabetes Prevention Program established by the Centers for Disease Control and Prevention (CDC). Expresses the sense of the Senate that the CDC's National Diabetes Prevention Program presents an opportunity for states to reduce the incidence of diabetes among individuals enrolled in their Medicaid programs.

National Diabetes Clinical Care Commission Act - Establishes within the Department of Health and Human Services (HHS) the National Diabetes Clinical Care Commission to evaluate and make recommendations regarding better coordination and leveraging of federal programs that relate in any way to supporting appropriate clinical care for people with pre-diabetes and diabetes. Sets forth the duties of the Commission, which shall include: (1) evaluating HHS programs, (2) identifying current activities and critical gaps in federal efforts to support clinicians in providing care to people with pre-diabetes and diabetes, (3) recommending how an outcomes-based registry may be developed and then used to evaluate various care models and methods, (4) evaluating and expanding education and awareness to health care professionals regarding clinical practices for the prevention of diabetes and the precursor conditions of diabetes, and (5) reviewing and recommending appropriate methods for outreach and dissemination of educational resources related to diabetes prevention and treatments. Requires the Commission to submit to the Secretary and Congress an operating plan for carrying out the activities of the Commission that may include specific activities the Commission plans to conduct, a plan for completing the activities, a budget for such activities, and a plan for evaluating the value and potential impact of the Commission's work and recommendations, including the possible continuation of the Commission for purposes of overseeing their implementation.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2012 - Amends the Public Health Service Act to require personnel who perform or plan the technical component of either medical imaging examinations or radiation therapy procedures for medical purposes to possess, effective 42 months after enactment of this Act: (1) certification in each medical imaging or radiation therapy modality and service they plan or perform from a certification organization designated under this Act; and (2) state licensure or certification where such services and modalities are within the scope of practice as defined by the state for such profession, if the state requires licensure, certification, or registration. Exempts physicians, nurse practitioners, and physician assistants from the requirements of this Act. Gives individuals who are enrolled in specified training or certification programs when the Secretary of Health and Human Services (HHS) publishes the list of approved certification organizations an additional six months from the date of completion of the training program to become fully qualified under this Act. Directs the Secretary to: (1) establish a program for designating certification organizations after consideration of specified criteria; (2) provide a process for individuals whose training or experience is determined to be equal to, or in excess of, that of a graduate of an accredited educational program in that specialty to demonstrate that their experience meets the educational standards for qualified personnel in their imaging modality or radiation therapy procedures; and (3) publish a list of designated certification organizations. Authorizes the Secretary to waive standards under this Act or to develop alternative standards for rural or health professional shortage areas as appropriate. Amends title XVIII (Medicare) of the Social Security Act to allow Medicare payment for medical imaging and radiation therapy services furnished on or after 42 months after enactment of this Act, only if the examination or procedure is planned or performed by an individual who meets this Act's requirements.

Declares that the Senate should observe a minute of silence to commemorate the 40th anniversary of the 1972 Munich Olympics terrorist attack and remember those who lost their lives. Urges the International Olympic Committee to: (1) take the opportunity afforded by that anniversary to remind the world that the Olympics were established to send a message of hope and peace through sport and athletic competition, and (2) recognize those who lost their lives at the 1972 Munich Olympics with a minute of silence at the 2012 Olympics Opening Ceremony in an effort to reject and repudiate terrorism as antithetical to the Olympic goal of peaceful competition.

Amends the African Growth and Opportunity Act to extend through FY2015 the third-country fabric rule granting duty-free treatment of apparel articles wholly assembled, or knit-to-shape and wholly assembled, or both, in one or more lesser developed beneficiary sub-Saharan African countries, regardless of the country of origin of the fabric or the yarn used to make such articles. Revises the term "sub-Saharan African country" to include the Republic of South Sudan (South Sudan) under such Act. Amends the Harmonized Tariff Schedule of the United States to modify textile and apparel rules of origin for the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR). Amends the Burmese Freedom and Democracy Act of 2003 to renew, for three years, the President's authority to ban the import of Burmese products. Approves the renewal of certain import restrictions contained in the Act. Deems this resolution a renewal resolution which shall take effect upon its enactment or July 26, 2012, whichever occurs first. Amends the Internal Revenue Code to require estimated tax payments which are otherwise due in the third quarter of 2017 for corporations with assets of at least $1 billion to be 100.25% of such amount. Requires the next required installment to be appropriately reduced to reflect the amount of this increase. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend certain customs users fees for the processing of merchandise entered into the United States from August 2, 2021, to October 22, 2021, and other specified customs users fees from December 8, 2020, to October 29, 2021.

Mental Health First Aid Higher Education Act of 2012 - Authorizes the Secretary of Health and Human Services (HHS), acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to carry out a demonstration program awarding grants to 10 institutions of higher education (IHEs) to implement a mental health first aid training program. Directs that training toward: (1) on-campus counseling center personnel; (2) dormitory resident advisers; (3) members of threat assessment and disciplinary committees; (4) faculty members; (5) coaches and other athletic department employees; (6) members of threat assessment teams; and (7) other administrators and personnel of the IHE, as determined appropriate by the Secretary. Requires that the program be designed to train those individuals to: (1) safely ameliorate crisis situations, (2) recognize the signs and symptoms of mental illness, and (3) refer students to mental health services in the early stages of developing mental disorders so they can avoid more costly behavioral health care down the road and stay enrolled in school.

Housing for Families of Ill and Injured Veterans Act of 2012 - Authorizes the Secretary of Veterans Affairs (VA) to award a grant to Fisher House Foundation, Inc., for the construction, furnishing, and decorating of a Fisher House for the provision of temporary lodging for veterans and family members in connection with the examination, treatment, or care of a veteran at a VA medical facility.

Designates June 20, 2012, as American Eagle Day. Applauds the issuance of bald eagle commemorative coins by the Secretary of the Treasury as a means by which to generate critical funds for the protection of bald eagles. Encourages educational entities, organizations, businesses, conservation groups, and government agencies with a shared interest in conserving endangered species to collaborate and develop educational tools for use in the public schools of the United States.

Allows services for which a homeless veteran receives a grant under the Department of Veterans Affairs (VA) comprehensive service programs to include furnishing care for a dependent. Requires at least 15% of the total amount of grants awarded under the programs to be expended for a grant program for homeless veterans with special needs. Extends the special needs program permanently (under current law, terminates at the end of FY2013).

Stop Abuse, Violence, and Exploitation of Elders Act of 2012 or the SAVE Elders Act of 2012 - Amends the Victims of Crime Act of 1984 to designate specified funds from the Crime Victims Fund for grants for compensation and assistance to victims of elder abuse. Defines "elder abuse" under that Act: (1) to mean the abuse, exploitation, or neglect of an individual who is age 65 or older and lawfully present in the United States; and (2) with respect to a state that receives a grant, to include any other conduct that is defined as such under the laws of the state. Requires the Director of the Office of Victims of Crime to use such funds to make grants to states to support: (1) eligible crime victim assistance programs that provide assistance to victims of elder abuse; and (2) programs that improve the investigation, handling, and prosecution of cases of elder abuse. Apportions specified percentages of grant amounts among the states, the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands and requires the amounts remaining after such apportionment to be distributed among the states based on: (1) the population of individuals age 65 or older in a state relative to the population of such individuals in all states, (2) the population of individuals age 65 or older in a state in relation to the population of the state, and (3) the overall rate of crime in a state. Requires the Attorney General: (1) acting through the Inspector General of the Department of Justice (DOJ), to periodically review all DOJ grants to ensure the purposes of the grants are achieved in the most efficient manner possible; (2) to submit an assessment of each DOJ grant program to determine the extent of overlap and duplication; and (3) to direct any DOJ office that carries out a grant program to coordinate with other offices to review anticipated grant awards.

Children's Mental Health Accessibility Act of 2012 - Amends title XIX (Medicaid) of the Social Security Act to: (1) expand the Medicaid home and community-based services waiver to include youth in need of services provided in a psychiatric residential treatment facility; (2) limit, under the waiver, the total number of Medicaid inpatient bed days at psychiatric residential treatment facilities during each fiscal year to the total number for the previous fiscal year as increased by the estimated percentage increase (if any) in the population of individuals under 21 residing in the state over the preceding 12-month period; and (3) change references to mental retardation to references to an intellectual disability.

Expresses the sense of the Senate that the Attorney General (AG) should: (1) delegate to an outside special counsel (counsel) all AG authority relating to investigations by the Department of Justice (DOJ) of any and all unauthorized disclosures of classified and highly sensitive information related to various military and intelligence plans, programs, and operations as reported in recent publications; and (2) direct the counsel to exercise such authority independently of the supervision or control of any DOJ officer. Expresses the sense of the Senate that: (1) the counsel should investigate any and all such disclosures and, where appropriate, prosecute those responsible; and (2) the President should assess whether any such disclosures damaged the national security and how such damage can be mitigated.

Recognizes: (1) the critical importance of the Operational Reserve as a component of the Armed Forces, particularly as a means of preserving combat power during a time of budget austerity; and (2) the dual-status, state-federal National Guard as the foundation of the Operational Reserve and of military manpower. Expresses support for making the Operational Reserve permanent. Repudiates proposals to return the Reserve Components to a diminished or purely strategic role in national security. Affirms the growth of the Operational Reserve as circumstances warrant.

Ending Housing Discrimination Against Servicemembers and Veterans Act of 2012 - Amends the Fair Housing Act to prohibit housing discrimination against servicemembers or veterans with respect to: (1) the sale or rental of housing, (2) residential real estate-related transactions, and (3) the provision of brokerage services. Prohibits religious organizations engaging in housing transactions from giving preferences to persons of the same religion in cases where membership in such religion is restricted to persons who are not members of the uniformed services. Amends the Civil Rights Act of 1968 to impose a fine, imprisonment, or both on persons who violate prohibitions on housing discrimination under such Act against members of the uniformed services.

Master Limited Partnerships Parity Act - Amends the Internal Revenue Code, with respect to the tax treatment of publicly traded partnerships as corporations, to expand the definition of "qualifying income" for such partnerships to include income and gains from renewable and alternative fuels (in addition to fossil fuels), including renewable energy facilities used in the production of electricity, biodiesel, alcohol used as fuels, and renewable fuels used to reduce or replace fossil fuels present in transportation fuels.

Global Investment in American Jobs Act of 2012 - Expresses the sense of Congress that: (1) U.S. ability to attract inbound investment is directly linked to U.S. long-term economic prosperity, competitiveness, and security; (2) Congress and federal departments and agencies should consider potential impact upon U.S. ability to attract foreign direct investment when evaluating proposed legislation or regulatory policy; and (3) it is a top national priority to enhance U.S. competitiveness, prosperity, and security by removing unnecessary barriers to inward global investment and the U.S. jobs it creates and promoting policies to ensure the United States remains the premier destination for global companies to invest, hire, innovate, and manufacture their products. Amends the Foreign Direct Investment and International Financial Data Improvements Act of 1990 to direct the Secretary of Commerce to conduct an interagency review of U.S. laws and policies on foreign direct investment in the United States and develop recommendations to make the United States more competitive in attracting and retaining strong investment flows from abroad.

Youth Summer Jobs Act of 2012 - Establishes in the Treasury the Youth Summer Employment Success Fund, consisting of $2 billion of discretionary federal funds permanently rescinded in this Act. Rescinds permanently $15 billion in unobligated discretionary federal funds for each of FY2012 and FY2013. Requires the Secretary of Labor to make certain Fund allocations to states with approved modification plans, qualifying outlying areas (U.S. Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and the Republic of Palau), and Native American, Alaska Native, and Native Hawaiian program grantees to provide summer employment opportunities youth aged 16-24. Subjects activities funded under this Act to federal labor standards and nondiscrimination requirements.
