International Trafficking Victims Protection Reauthorization Act of 2025 This bill reauthorizes programs and activities that combat international human trafficking and updates various elements of the federal framework to combat international human trafficking. Specifically, the bill reauthorizes through FY2029 programs and activities at various federal departments and agencies to combat international trafficking and reduce the prevalence of modern slavery. The bill also reauthorizes International Megan’s Law through FY2029. Among its provisions, the law requires sex offenders to provide certain information about their intended travel outside of the United States. Additionally, the bill updates the federal framework to combat international trafficking. First, with respect to country rankings for anti-trafficking efforts, the bill narrows the types of countries on the Tier 2 Watch List and increases the length of time a country may remain on the Tier 2 Watch List after being downgraded to the lowest ranking and then reinstated to the watch list. (The Tier 2 Watch List includes countries that are making significant efforts toward meeting the minimum standards to eliminate human trafficking but still have a significant or significantly increasing number of victims or fail to show improvement.) Second, the bill requires the Department of State to brief Congress on (1) countries that are downgraded or upgraded in the rankings, and (2) countries that receive a waiver from being downgraded. Third, the bill requires counter-trafficking strategies, activities, and efforts to be further incorporated into U.S. foreign assistance.

Financial Technology Protection Act of 2025 This bill establishes the Independent Financial Technology Working Group to Combat Terrorism and Illicit Financing. The working group must study and report on terrorist and illicit use of digital assets and other related emerging technologies and develop proposals to improve anti-money laundering and counterterrorist financing efforts. The working group terminates four years after the bill's enactment or after the working group completes any ongoing activities, whichever is later. In addition, the Department of the Treasury must (1) report on the potential use of digital assets and other emerging technologies by states, nonstate actors, and terrorist groups for the purpose of evading sanctions to threaten the national security of the United States; and (2) describe a strategy to mitigate and prevent this usage.

Rotorcraft Operations Transparency and Oversight Reform Act or the ROTOR Act This bill addresses aviation safety by increasing requirements for aircraft tracking and communication using Automatic Dependent Surveillance-Broadcast (ADS-B) technology and expanding oversight. As background, ADS-B for broadcasting (Out) and receiving (In) transmits information (e.g., location and weather information) between aircraft and air traffic control. Under the bill, aircraft must generally operate with ADS-B In equipment to provide the aircraft with location information of other aircraft and traffic advisories. Current law does not require this equipment. Current Federal Aviation Administration (FAA) regulations allow aircraft performing a sensitive government mission to be excepted from requirements for using ADS-B Out equipment. This bill limits which flights may be considered sensitive government missions (e.g., not training flights) and requires additional reporting and notifications for the exception. The Government Accountability Office must review the use of the ADS-B Out exception and the Office of the Inspector General (OIG) of the Department of Transportation must annually audit FAA oversight of operations that use the exception. Further, the bill repeals a 2025 law that exempts certain military helicopters from the ADS-B Out requirements for the Washington, DC, metropolitan area. The bill also requires the OIG of the Army to audit the Army’s coordination with the FAA, the FAA to establish an office to coordinate airspace usage of military aircraft and review the safety of flight operations and routes around airports, and the FAA to enter into memoranda of understanding with military agencies for safety information sharing.

Protecting Air Ambulance Services for Americans Act of 2025 This bill authorizes payment changes under Medicare for air ambulance services based on certain collected data and requires additional reporting from providers of these services. Current law requires providers of air ambulance services to report certain information regarding general costs and utilization to the Department of Health and Human Services; private health insurers are also required to report information relating to coverage of these services. The bill authorizes the Centers for Medicare & Medicaid Services to revise payment rates under Medicare for air ambulance services based on this data, and it requires providers of air ambulance services to specifically report information relating to costs and utilization under Medicare. The bill also requires the Government Accountability Office to report on the data that is collected under current law requirements and to recommend changes to Medicare payment rates accordingly.

Collision Avoidance Systems Act of 2025 This bill allows for the use of a pulsating light system for vehicle braking. Specifically, Federal Motor Vehicle Safety Standard Number 108 (Standard 108) must be deemed to allow for the use of a pulsating light system on covered vehicles (i.e., passenger cars, multipurpose passenger vehicles, trucks, buses, trailers, and motorcycles). The Department of Transportation must issue regulations to update Standard 108 to (1) include performance-based standards for pulsating light systems, and (2) allow for the use of the systems on motor vehicles. As background, Standard 108 regulates all automotive lighting, signaling, and reflective devices. Under the bill, a pulsating light system includes a system for a high-mounted stop lamp in which the lamp pulses rapidly no more than four times and for no more than 1.2 seconds when the brake of the vehicle is applied and then converts to a continuous light (as a normal stop lamp) until the brake is released.

Pilot and Aircraft Privacy Act This bill limits how Automatic Dependent Surveillance-Broadcast (ADS-B) data may be used by the Federal Aviation Administration (FAA) and government agencies. The bill also establishes disclosure requirements for certain user fees imposed on general aviation aircraft at public-use airports and limits the purposes for which the fees may be used. As background, ADS-B transmits information (e.g., location and weather information) between aircraft and air traffic control. The bill prohibits a person or government agency from using ADS-B data to identify an aircraft in order to assess a fee or otherwise impose a charge on the aircraft owner or operator. The bill also specifies that air traffic controllers may only use ADS-B data to assist in tracking aircraft and improving air traffic safety and efficiency, or for other purposes determined appropriate by the Department of Transportation after notice and public comment. Further, the bill prohibits any federal, state, local, territorial, or tribal official from initiating an investigation (excluding a criminal investigation) of a person based exclusively on ADS-B data. Under current law, this prohibition only applies to the FAA. In addition, owners and operators of public-use airports must publicly disclose financial information about certain expenses and cost estimates for airside safety projects (e.g., runway or taxiway safety improvements) prior to charging landing or takeoff fees for general aviation aircraft (e.g., aircraft used for personal, recreational, or flight training purposes). Further, any revenue from these fees may only be used for airside safety projects.

National Prescribed Fire Act of 2025 This bill directs the Department of Agriculture (USDA) and the Department of the Interior to increase the number and size of prescribed fires conducted on federal lands. For 10 years, Interior and USDA must annually conduct prescribed fires on federal land so that the total acreage where prescribed fires are conducted is 10% greater than the previous fiscal year. Interior and USDA must establish a collaborative prescribed fire program to provide financial assistance to eligible entities to conduct prescribed fires in priority landscapes. Interior and USDA may enter into cooperative agreements or contracts with states, Indian tribes, counties, municipal governments, fire districts, nongovernmental organizations, or private entities to coordinate prescribed fires on federal land. Interior and USDA must expand employment opportunities for prescribed fire practitioners, including by expanding hazard pay, supporting underrepresented groups, and establishing additional training centers. To address the public health and safety risk of the expanded use of prescribed fire, the Environmental Protection Agency must coordinate with state, tribal, and local air quality agencies to support the environmental review of wildland fires.
