Save Lives First Act of 2008 - Amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to allocate FY2009-FY2013 HIV/AIDS assistance as follows: (1) at least 55% for therapeutic medical care of individuals infected with HIV; and (2) at least 5% percent to expand the use of rapid HIV/AIDS testing, of which at least 25% shall be expended for assistance to countries that have adopted a national policy of universal rapid HIV/AIDS diagnosis of all patients of publicly funded facilities, including pregnant women and newborns. Requires the President to ensure that, by the end of FY2013, specified HIV/AIDS treatment, testing, and intervention goals have been met.

Financial Security Accounts for Individuals with Disabilities Act of 2008- Amends the Internal Revenue Code to establish tax-exempt financial security accounts for individuals with disabilities to pay certain expenses of such individuals, including expenses for education, medical care, and employment training. Allows individual taxpayers a tax deduction, up to $2,000 per year, for cash contributions to such an account. Amends title XIX (Medicaid) of the Social Security Act to permit the disregard of financial security accounts for disabled individuals in determining eligibility for Medicaid benefits. Permits the disregard of amounts in such accounts for purposes of determining eligibility for certain means-tested federal programs.

Declares Executive Order 13166, "Improving Access to Services for Persons with Limited English Proficiency," to be null and void. Prohibits the use of funds for the promulgation or enforcement of an executive order that creates an entitlement to services provided in a language other than English.

National Language Act of 2008 - Requires: (1) English to be the national language of the federal government; and (2) the federal government to preserve and enhance the role of English as the national language. Provides that no person has a right, entitlement, or claim to have the federal government act, communicate, perform or provide services, or provide materials in any language other than English, unless specifically provided by statute. Makes the English language version of a government form issued in a language other than English the sole authority for legal purposes. Declares that this Act does not prohibit the use of a language other than English.

Effective Immigration Enforcement Partnerships Act of 2008 - States that state and local law enforcement personnel are fully authorized in the normal course of their duties to investigate, apprehend, or transfer to federal custody aliens in the United States (including interstate transportation of such aliens to detention centers) in order to assist in the enforcement of U.S. immigration laws. Provides for the listing of immigration violators in the National Crime Information Center database. Amends the Immigration and Nationality Act with respect to illegal aliens apprehended by state or local authorities to provide for: (1) federal custody upon state or local enforcement entity request; and (2) state or local compensation for related incarceration and transportation costs. Directs the Secretary of Homeland Security to establish immigration-related training for state and local personnel. Provides: (1) personal liability immunity to the same extent as corresponding federal immunity for state or local personnel enforcing immigration laws within the scope of their duties; and (2) civil rights money damage immunity for state or local agencies enforcing immigration laws unless their personnel violated criminal law in such enforcement. Authorizes a state or locality to: (1) detain an illegal alien after completion of such alien's state prison sentence for up to 14 days to facilitate federal transfer; and (2) issue a detainer that would allow the detention of aliens who have served such a sentence until taken into federal custody. States that nothing in this Act may be construed to require state or local law enforcement personnel to: (1) report the identity of a victim of, or a witness to, a criminal offense for immigration enforcement purposes; (2) arrest such victim or witness for an immigration violation; or (3) enforce U.S. immigration laws.

Safe Roads Enhancement Act of 2008 - Amends the Immigration and Nationality Act to include within the definition of "aggravated felony" a third conviction for driving while intoxicated (including any conviction for driving while under the influence of, or impaired by, alcohol or drugs), without regard to whether the conviction is classified as a misdemeanor or felony under state law. Makes inadmissible or deportable an alien who has been convicted of driving while intoxicated (including any conviction for driving while under the influence of, or impaired by, alcohol or drugs), without regard to whether the conviction is classified as a misdemeanor or felony under state law, for which the term of imprisonment is at least one year.

Code Talkers Recognition Act of 2008 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals in recognition of the service of Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in miliatary communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify Native American code talkers eligible for a gold medal.

America's Wounded Warriors Act - Amends federal armed forces provisions to add new provisions concerning the retirement for disability of members of the Armed Forces (members) following the implementation of an enhanced Department of Veterans Affairs (VA) disability compensation system (implemented under this Act). Authorizes the Secretary of Defense to continue after discharge or separation from active duty respite care and aid and other extended care benefits for members who incur a serious injury or illness while serving on such duty. Directs the Secretary of Defense to conduct a study to determine the number of retired members who will be eligible for medical and dental care following implementation of the enhanced VA disability compensation system. Directs the Secretary of Veterans Affairs (Secretary) to conduct a study to determine the appropriate: (1) amount of compensation for service-connected disability payable to veterans for each assigned rating of disability; and (2) amounts and duration of transition payments and rehabilitation transition allowances payable to veterans participating in a rehabilitation program. Requires the Secretary to conduct a study on measures to assist and encourage veterans in the completion of their vocational rehabilitation plans. Directs the Secretary to submit to Congress a proposal on the purposes and amounts of veterans' disability compensation and veterans' transition benefits. Provides for congressional consideration (by way of a joint resolution) of such proposal. Makes the effective date of implementation of the enhanced VA disability compensation system the date on which the authority of Congress to disapprove the Secretary's proposal expires, as long as Congress does not disapprove the proposal before such date. Revises the current VA schedule of disability ratings to take into account losses of earning capacity and quality of life as a result of the disability. Provides revised compensation and transition payments in connection with service-connected disabilities. Allows a retired veteran entitled to compensation for a service-connected disability to elect to provide a monthly supplemental survivor benefit to the veteran's surviving spouse and/or children. Authorizes such election by veterans: (1) at the time of award of the disability compensation; (2) not married at the time of award of the compensation who later marry; and (3) married at the time of award of the compensation who later remarry. Allows a veteran to revoke the election of a benefit to a surviving spouse. Provides for the receipt of such benefit on the first day of the first month after the veteran dies. Requires the: (1) reduction of disability compensation due to the election of the supplemental survivor benefit; and (2) offset of the supplemental survivor benefit by the amount of dependency and indemnity compensation received.

Veterans' Benefits Enhancement Act of 2008 - Revises veterans' insurance benefits matters to: (1) direct the Secretary of Veterans Affairs (Secretary) to grant level-premium term life insurance to certain service-disabled veterans; (2) increase the maximum amount of supplemental service disabled veterans' insurance for totally disabled veterans; (3) provide retroactive traumatic injury coverage under the Servicemembers' Group Life Insurance (SGLI) program for certain members of the Armed Forces who incurred a traumatic injury in the line of duty; (4) provide for the designation of a recipient of funds for traumatic injury coverage when the member is mentally incapacitated or experiencing an extended loss of consciousness; and (5) increase the maximum loan guarantee amount under the veterans' mortgage life insurance program. Revises veterans' housing benefits matters to: (1) allow home improvements and structural alterations for totally disabled members likely to be discharged or released from service; (2) make eligible for specially adapted housing benefits and assistance members with certain severe service-connected disabilities and veterans with such disabilities residing outside the United States; (3) authorize the provision of such assistance for veterans with a severe burn disability and disabled veterans residing temporarily in housing owned by a family member; and (4) increase specially adapted housing benefits for disabled veterans. Revises veterans' employment and education matters to: (1) require coordination of veterans' educational course approval activities with those performed by the Departments of Labor and Education and other appropriate entities; (2) enhance the authority for reimbursing expenses of state approving agencies; (3) waive the residency requirement for a Director for Veterans' Employment and Training; (4) extend through 2009 an increase in benefits for veterans pursuing apprenticeships or on-job training; and (5) increase supplemental educational assistance for members of the Selected Reserve with certain skills or specialties. Deems certain service performed with the military forces of the Philippines and the Philippine Scouts as active U.S. military service for purposes of eligibility for veterans' benefits. Entitles children of such Filipino veterans to the same rate of educational assistance entitlement as children of other veterans. Revises provisions concerning the U.S. Court of Appeals for Veterans Claims to: (1) eliminate the service limit for retired judges who voluntarily return to the Court; (2) remove the annual limit on Court registration and practice fees; and (3) require reports on Court workloads and expansion of Court facilities. Revises veterans' compensation and pension matters to: (1) add osteoporosis to the disabilities presumed to be service-connected in former prisoners of war with post-traumatic stress disorder; and (2) provide an annual cost-of-living adjustment to temporary dependency and indemnity compensation (DIC) payable to surviving spouses with dependent children under 18 years old. Provides an annual adjustment for veterans' burial benefits. Increases eligibility for, and the amount of, assistance provided to disabled veterans for the purchase of automobiles and adaptive equipment. Allows for the termination or suspension of cellular phone contracts for members undergoing deployments of 90 days or more outside the United States. Provides for the maintenance, management, and availability for research of assets of the Air Force Health Study. Requires: (1) a study on the risk of developing multiple sclerosis as a result of certain military service; and (2) a report on the adequacy of DIC to support survivors of veterans who die from service-connected disabilities.

Veterans' Compensation Cost-of-Living Adjustment Act of 2008 - Directs the Secretary of Veterans Affairs to increase, as of December 1, 2008, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children. Requires each such increase to be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Protecting Americans from Violent Crime Act of 2008 - Bars the promulgation or enforcement of any regulation that prohibits an individual from possessing a firearm, including an assembled or functional firearm, in any unit of the National Park System or the National Wildlife Refuge System if: (1) the individual is not otherwise prohibited by law from possessing the firearm; and (2) the possession of the firearm is in compliance with the law of the state in which the unit is located.

Transfers the rescinded amounts to the Operation and Maintenance, Marine Corps account of the Department of Defense (DOD) for FY2008, to be used for recruiting.

Forest Landscape Restoration Act of 2008 - Directs the Secretary of Agriculture to establish a Collaborative Forest Landscape Restoration Program to select and fund ecological restoration treatments for priority forest landscapes. Sets forth provisions concerning the eligibility criteria for, and nomination and selection of, collaborative forest landscape restoration proposals for carrying out such treatments. Requires the Secretary to establish a scientific advisory panel to evaluate, and provide recommendations on, any proposal with respect to: (1) the strength of the ecological case of the proposal for landscape restoration and the proposed restoration strategies; and (2) whether the proposal is likely to achieve reductions in long-term wildfire management costs. Authorizes the Secretary to establish a technical advisory panel to evaluate, and provide recommendations on, any proposal with respect to whether the proposal is likely to reduce the relative costs of carrying out treatments resulting from the use of woody biomass and small-diameter trees and to provide local economic benefit. Establishes the Collaborative Forest Landscape Fund, to be used for paying up to 50% of the cost of carrying out ecological restoration treatments on National Forest System land for each proposal selected. Requires: (1) creation of implementation work plans and budgets to implement proposals; (2) submission of annual reports on the accomplishments of selected proposals; (3) use of a multiparty monitoring, evaluation, and accountability process to assess the ecological, social, and economic effects of projects implementing proposals; and (4) submission of reports every five years on the Program.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

Veterans Mental Health Treatment First Act - Directs the Secretary of Veterans Affairs to carry out a program of mental health care and rehabilitation for veterans who: (1) are diagnosed by a Department of Veterans Affairs (VA) physician with post-traumatic stress disorder (PTSD) or depression, anxiety, or substance abuse that is either related to the PTSD or service-related; and (2) agree to participation conditions, including compliance with a treatment regimen and rehabilitation plan prescribed by the Secretary of Veterans Affairs. Requires each participant to be paid a stipend during successful program participation, limiting to $11,000 the total stipend paid to each individual.

Sales Tax Holiday Act of 2008 - Directs the Secretary of the Treasury to reimburse each state that elects to partipicapte in a sales tax holiday period (beginning after April 3, 2008, and ending before April 14, 2008) for 60% of the amount of state and local sales tax payable and not collected during such period.

Combat Veterans Debt Elimination Act of 2008 - Prohibits the Secretary of Veterans Affairs from collecting debts owed to the United States by certain members of the armed forces or veterans who die as a result of an injury incurred or aggravated on active duty in a war or a combat zone after September 11, 2001. Excepts any amounts owed the United States under federal housing and small business loan programs from such prohibition on debt collection.

Santa Fe 400th Anniversary Commemorative Coin Act of 2007 - Instructs the Secretary of the Treasury to issue $5 gold coins and $1 silver coins emblematic of the settlement of Santa Fe, New Mexico, the oldest capital city in the United States. Permits issuance of such coins only during calendar 2010. Requires the Secretary to pay 50% of surcharges received from such coin sales to: (1) the Santa Fe 400th Anniversary Committee, Inc.; and (2) the Secretary of the Interior to sustain the ongoing mission of preserving Santa Fe, including educational programs, infrastructure and archaeological research activities, and other programs to support commemoration of the 400th anniversary of Santa Fe.

Cytology Proficiency Improvement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to revise national quality assurance standards to assure consistent performance by laboratories of valid and reliable cytology services, to include requirements that each clinical laboratory: (1) ensure that all individuals involved in screening and interpreting cytological preparations participate annually in an approved continuing medical education program in gynecologic cytology that provides each participant with gynecologic cytological preparations designed to improve locator, recognition, and interpretive skills; (2) maintain a record of program results; (3) require the laboratory director to consider such results and other performance metrics in reviewing the performance of individuals involved in screening and interpreting cytological preparations; and (4) submit the continuing education program results for each individual and plans for corrective action or remedial training in a timely manner to the laboratory's accrediting organization for purposes of review and ongoing monitoring. Requires the Secretary to terminate individual proficiency testing that was in effect before enactment of this Act.

Health Care Choice Act of 2007 - Amends the Public Health Service Act to provide that the laws of the state designated by a health insurance issuer (primary state) shall apply to individual health insurance coverage offered by that issuer in the primary state and in any other state (secondary state), but only if the coverage and issuer comply with the conditions of this Act. Exempts issuers from any secondary state's laws that would prohibit or regulate the operation of the issuer in such state, subject to certain restrictions imposed by such state. Specifies the notice that an issuer must provide in any insurance coverage offered in a secondary state and at renewal of the policy. Requires each issuer issuing individual health insurance coverage in both primary and secondary states to submit to: (1) the insurance commissioners of such states a copy of the plan of operation or feasibility study and written notice of any change in its designation of its primary state and of its compliance with all the laws of the primary state; and (2) the insurance commission of each secondary state a copy of the issuer's quarterly financial statement that was submitted to the primary state. Prohibits an issuer from offering, selling, or issuing individual health insurance coverage in a secondary state if the state insurance commissioner does not use a risk-based capital formula for the determination of capital and surplus requirements for all issuers. Gives sole jurisdiction to the primary state to enforce the primary state's covered laws in the primary state and any secondary state. Requires the Comptroller General to study and report to Congress on the effect of this Act on specified health insurance issues.

Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 1997 to extend by one year the moratorium on: (1) implementation of a specified rule relating to the federal-state financial partnership under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program (SCHIP)) of the Social Security Act; and (2) the finalization of a certain proposed rule regarding the authority of states to make payments related to graduate medical education (GME payments). Imposes a one-year moratorium on finalization or implementation of a certain proposed rule regarding the scope of permissible Medicaid payments that redefines outpatient hospitals and specifies methodologies for calculation of the outpatient services upper payment limit.

Medical Homes Act of 2007 - Directs the Secretary of Health and Human Services to establish a three-year demonstration project under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act for the implementation of a patient-centered medical home program to improve the effectiveness and efficiency in providing Medicaid and SCHIP assistance to an estimated 500,000 to 1 million targeted beneficiaries.

Good Government Contractor Act of 2007 - Repeals provisions of the Tax Increase Prevention and Reconciliation Act of 2005 requiring government agencies to withhold 3% of payments due contractors providing goods and services to such agencies. Requires the Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council to (1) amend the Federal Acquisition Regulation (FAR) to require prospective contractors to be free of any tax debt, to require contracting officers to access the national federal tax lien registry and the federal tax conviction database established by this Act in making a determination of responsibility with respect to any prospective contractor, and to establish as cause for contractor debarment and suspension the making of false statements regarding federal tax information; and (2) make final the proposed rule FAR Case 2006-011 (Representations and Certifications - Tax Delinquency). Amends the Internal Revenue Code to: (1) direct the Secretary of the Treasury to establish and maintain a federal tax lien registry, in lieu of filing tax liens in local jurisdictions, which would be accessible to and searchable by the public through the Internet at no cost; (2) establish the priority of a federal tax lien based upon the date and time of the filing of a notice of lien in the federal tax lien registry; and (3) reduce the period for releasing satisfied or unenforceable tax liens from 30 to 10 days. Requires the Attorney General to establish and maintain a database of individuals and entities with convictions for federal tax offenses.

Secure America Through Verification and Enforcement Act of 2007 or SAVE Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) emergency deployment of Border Patrol agents; and (7) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Border Law Enforcement Act - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county within 25 miles of the southern border of the United States. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with the Department of Homeland Security (DHS); and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Secure America Through Verification and Enforcement Act of 2007 or SAVE Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) emergency deployment of Border Patrol agents; and (7) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Border Law Enforcement Act - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county within 25 miles of the southern border of the United States. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with the Department of Homeland Security (DHS); and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Human-Animal Hybrid Prohibition Act of 2007 - Amends the federal criminal code to prohibit and to set penalties for: (1) creating or attempting to create a human-animal hybrid (a being with human and non-human tissue as specified in this Act); (2) transferring or attempting to transfer a human embryo into a non-human womb, or a non-human embryo into a human womb; or (3) transporting or receiving for any purpose a human-animal hybrid.

Pisgah National Forest Boundary Adjustment Act of 2007 - Modifies the boundaries of the Pisgah National Forest in McDowell County, North Carolina, to provide for the inclusion of certain private land and Forest Service land in the Forest. Requires an owner's consent to acquire the private land.

Emergency Border Security Funding Act of 2007 - Directs the President, within two years, to ensure that: (1) operational control of the U.S.-Mexico border will be met; (2) the Border Patrol will have 23,000 full-time agents; (3) specified barriers will be installed along such border; and (4) specified detention capacities will be met. Authorizes appropriations.

Requires referral to the Select Committee on Intelligence of all proposed legislation and other matters relating to appropriations (currently, only authorizations of appropriations), both direct and indirect, for: (1) the Office of the Director of National Intelligence (ONI) and the Director of National Intelligence (DNI); (2) the Central Intelligence Agency (CIA) and the Director of the Central Intelligence Agency (DCI); (3) the Defense Intelligence Agency (DIA); (4) the National Security Agency (NSA); (5) the intelligence activities of other agencies and subdivisions of the Department of Defense, of the Department of State, and of the Federal Bureau of Investigation (FBI); and (6) any successor departments, agencies, or agency subdivisions, and their activities. Abolishes the Subcommittee on Intelligence of the Committee on Appropriations.

Amends the Higher Education Act of 1965 with respect to the meaning of economic hardship under the Federal Family Education Loan or Perkins Loan and related loan insurance programs. Considers borrowers under such programs to be suffering economic hardship if they are working full-time, have a federal educational debt burden equal to at least 20% of their adjusted gross income, and the difference between their adjusted gross income minus such debt burden is less than 220% of the greater of: (1) the annual earnings of an minimum wage earner; or (2) 150% of the poverty line applicable to their family size.

Honors the sacrifice of those born in the "notch" years of 1917 through 1926. Recognizes the differences in Social Security benefits calculated for those born in 1917 and the years following, as compared with those born between 1911 and 1916. Expresses regret that there has been no resolution to the satisfaction of millions of seniors born from 1917 through 1926. Calls for corrective legislation similar to bills introduced in the Senate in the 105th through 108th Congresses to address the "notch" benefit disparity.

Preserve America and Save America's Treasures Act - Establishes the Preserve America Program, under which the Secretary of the Interior, in partnership with the Advisory Council on Historic Preservation, shall provide competitive grants to specified entities to support preservation efforts through heritage tourism, education, and historic preservation planning activities. Sets forth provisions regarding the designation of communities, tribal areas, and neighborhoods as Preserve America Communities. Establishes the Save America's Treasures Program, under which the Secretary shall provide grants to eligible entities for projects to preserve nationally significant collections and historic properties. Provides for, of the amounts available for such grants, not less than 50% to be available for projects to preserve collections and historic properties, which shall be distributed through a competitive grant process. Requires a collection or historic property to be provided a competitive grant only if such collection or property is: (1) nationally significant; and (2) threatened or endangered. Requires historic properties, to be eligible for a grant, to be: (1) listed in the National Register of Historic Places at the national level of significance; or (2) designated as a National Historic Landmark. Sets forth the criteria under which grants shall be provided to projects for eligible collections and historic properties.
