Fairness to Contact Lens Consumers Act - Requires a "prescriber" (a person permitted under State law to issue prescriptions for contact lenses) to provide to the patient a copy of the patient's contact lens prescription free of charge. Declares that a contact lens prescription shall expire one year after the date of completion of the contact lens fitting if a State's law regarding contact lens prescriptions specifies an earlier date or if the State has no such specified date. Permits an exception for a patient's ocular health. Prohibits advertising that lenses for which a prescription is required may be obtained without a prescription. Prohibits a prescriber from issuing certain waivers. States that any violation of this Act shall be treated as a violation of the Federal Trade Commission Act regarding unfair or deceptive acts or practices. Permits a State to bring a civil action in a district court of the United States for violations of this Act. Requires the attorney general of a State bringing suit to notify the Federal Trade Commission, unless such notification is unfeasible. Allows the Commission to intervene in cases in which it is notified, whereby it shall have the rights: (1) to be heard on any matter; and (2) to file a petition for appeal.

Rural Community Revitalization and Transition Act - Amends the Agricultural Adjustment Act of 1938 to direct the Secretary of Agriculture to make tobacco transition payments to qualifying quota owners and active growers of covered tobacco (Flue-cured tobacco, Burley tobacco, Fire-cured tobacco, dark-air cured tobacco, and Virginia sun-cured tobacco). Establishes in the Treasury a tobacco farmer trust fund to carry out such program. Expresses the sense of Congress that such payments should be afforded capital gains treatment. Sets forth payment determination provisions for tobacco investment protection payments, including: (1) historic quota production for Flue-cured and Burley tobacco, and for Fire-cured, dark air-cured, and Virginia sun-cured tobacco; (2) counter-cyclical payments for Flue-cured tobacco, and for Burley, dark-air cured, Virginia sun-cured, and Fire-cured tobacco; and (3) direct payments for Flue-cured tobacco, and Burley and other tobacco. Authorizes the establishment of the Center for Agricultural Innovation which shall be located at a land-grant college or university in a traditional quota State, and shall: (1) coordinate work among land-grant colleges and universities in the Southeast to facilitate development, evaluation, and implementation of new agricultural technologies and enterprises for rural communities; and (2) give priority to developing technologies and enterprises in tobacco-dependent communities. Establishes in the Department of Agriculture the Tobacco Advisory Board. Terminates marketing quotas for certain types of tobacco. Repeals provisions regarding: (1) Burley tobacco acreage allotment; (2) mandatory sale of Burley and Flue-cured tobacco acreage allotments and marketing quotas; (3) sale or lease of acreage allotments; and (4) farm poundage quotas for certain types of tobacco. Revises provisions regarding: (1) national marketing quota; (2) apportionment of national marketing quota; (3) lease and transfer of acreage allotments; and (4) acreage-poundage quotas.

Patient Safety and Quality Improvement Act - Amends the Public Health Service Act to make "patient safety work product" privileged information. Defines "patient safety work product" as a record concerning patient information either reported to a patient safety organization by a health care provider (doctor, hospital, etc.) or created by a patient safety organization. Defines a "patient safety organization" as an organization, certified under this Act, that collects such information with the goal of improving patient safety and the quality of health care delivery. Imposes a civil penalty on providers who violate the privileged status of patient safety work product. Directs the Secretary of Health and Human Services to establish and maintain a database to receive relevant nonidentifiable patient safety work product, consistent, if practicable, with the administrative simplification provisions of the Social Security Act. Permits the Secretary to provide to patient safety organizations and to States technical assistance with reporting systems for health care errors. Directs the Secretary to establish a process for the Secretary or another approved Federal or State governmental organization to certify patient safety organizations. Requires the Secretary to develop or adopt voluntary national standards promoting the interoperability of information technology systems involved with health care delivery. Authorizes the Secretary to make grants to practitioners for electronic prescription programs, with a matching requirement of not less than 50 percent of the costs. Directs the Secretary to make grants to hospitals and other health care providers for information technologies, and to provide technical assistance to applicants and grantees. Sets forth a matching requirement for the grants of not less than 50 percent of the costs. Requires the Secretary to issue and periodically revise regulations requiring the manufacturer of any drug or biological product that is subject to regulation by the Food and Drug Administration, or the packager or labeler of such a product, to include a unique product identifier on the packaging.

Makes a special rule for FY 2003 authorizing the Secretary of Transportation to make such grants from FY 2003 funds to finance the operating cost of equipment and facilities for use in mass transportation in an urbanized area with a population of at least 200,000 as determined under the 2000 Federal decennial census of population, if: (1) the urbanized area had a population under 200,000 in the 1990 census; (2) a portion of the area was a separate urbanized area with a population under 200,000 in the 1990 census; or (3) the area was not designated as a urbanized area in the 1990 census. Limits such amounts: (1) for the first two described areas to the amount apportioned in FY 2002 to such areas; and (2) for urbanized areas that, for the first time, exceeded 200,000 in population according to the 2000 census, to the amount apportioned for FY 2003.

Requires the Comptroller General to evaluate the Mammography Quality Standards Act, including the demonstration program's frequency of inspections, accessibility of services, and the role of States as both accreditation and certification bodies. Directs the Secretary to contract with the Institute of Medicine to study health professional training in the area of mammography.

Date Certain Tax Code Replacement Act - Prohibits the imposition of any tax by the Internal Revenue Code: (1) for any taxable year beginning after December 31, 2005; and (2) in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2005. Excepts the: (1) tax on self-employment income (chapter 2 of the Code); (2) Federal Insurance Contributions Act (chapter 21 of the Code); and (3) Railroad Retirement Tax Act (chapter 22 of the Code). Establishes the National Commission on Tax Reform and Simplification to review: (1) the present structure and provisions of the Code; (2) whether the tax systems of other countries could provide more efficient and fair methods of funding government revenue requirements; (3) whether the income tax should be replaced with a tax imposed in a different manner or on a different base; and (4) whether the Code can be simplified, absent wholesale restructuring or replacement. Requires a Commission report to Congress on review results, with recommendations for Code reform and simplification. Terminates the Commission 90 days after such report. Authorizes appropriations (with interim funding). Declares that any new Federal tax system should be approved by Congress in its final form before July 4, 2005, and, if not, Congress should be required to vote to reauthorize the Code.

Sports Agent Responsibility and Trust Act - Prohibits an agent from: (1) directly or indirectly recruiting or soliciting a student athlete to enter into an agency contract by giving false or misleading information or making a false promise or representation or by providing anything of value to the athlete before entering into such a contract; (2) entering into an agency contract with a student athlete without providing the required disclosure document; or (3) predating or postdating an agency contract. Requires an agent, in conjunction with the signing of an agency contract, to provide to the athlete a separate disclosure document that includes notice that if the athlete signs the contract he or she may lose eligibility to compete as a student athlete in that sport. Requires the student athlete to sign such document before signing the agency contract. Treats a violation of this Act as an unfair or deceptive act or practice under the Federal Trade Commission Act. Authorizes civil actions by State attorneys general under specified circumstances. Requires the agent and the athlete, within 72 hours after entering into an agency contract or before the next athletic event in which the athlete may participate, whichever occurs first, to provide notice to the educational institution that the athlete has entered into an agency contract. Grants an educational institution a right of action against an agent for damages caused by such agent's failure to provide such notice. Expresses the sense of Congress that States should enact the Uniform Athlete Agents Act of 2000 drafted by the National Conference of Commissioners on Uniform State Laws to protect student athletes and the integrity of amateur sports from unscrupulous sports agents.

Requires a suit to be brought within three years of the date of injury or one year after the claimant discovers or should have discovered the injury, whichever occurs first. Sets forth requirements and permissible recovery amounts for compensating patient injury, including: (1) the full amount of economic loss without limitation; (2) noneconomic damages as specified; and (3) a fair share rule. Requires the court to supervise payment-of-damage arrangements, limiting contingency fees. Permits the introduction of evidence of collateral source benefits. Limits the availability of punitive damages, requiring clear and convincing evidence of malicious intent to injure or a deliberate failure to avoid substantially certain, unnecessary injury. Prohibits their award for products that comply with Food and Drug Administration (FDA) standards, absent material and knowing misrepresentation by those submitting required approval or clearance information to the FDA. Authorizes periodic payment of future damages to claimants. Excludes suits for vaccine-related death or injury from the requirements of this Act if otherwise covered under the National Vaccine Injury Compensation Program. Preempts State law unless such law imposes greater protections for health care providers and organizations from liability, loss, or damages. .

Revises requirements for annual national awards to outstanding libraries and museums that have made significant contributions in service to their communities. Includes specified entities under the term museum, for MLSA purposes. Revises museum services activities. Amends LSTA to provide for: (1) an increased portion for administrative costs; (2) an increased alternative minimum allotment to States under certain conditions; (3) State plans once every five years, as determined by the IMLS Director; (4) additional uses of grants to States for library programs; and (5) recruitment of library and information science personnel under the program of national leadership grants, contracts, and cooperative agreements. Repeals requirements under the National Commission on Libraries and Information Science Act relating to Commission responsibilities to: (1) advise the IMLS Director; and (2) meet with the National Museum Services Board, which is eliminated by this Act.

Directs the Authority to perform various functions, including: (1) formulating plans and programs to spur economic development, and approving grants to States and public and nonprofit entities toward that end; (2) establishing priorities in a development plan for the region; (3) working with State and local agencies to craft appropriate model legislation; (4) encouraging private investment in the region; (5) supporting local development districts, and creating them where they do not exist; and (6) making recommendations to Governors and State legislatures on means of interstate cooperation. Authorizes the Authority to hold hearings, take testimony, receive evidence and require oaths as it deems necessary. Requires Federal agencies to cooperate with the Authority. Permits the Authority to request and receive Federal, State and local government personnel as employees. Stipulates that Authority grants for infrastructure development may be made only to State or local governments. Permits other Authority grants for job training, employment-related education, business development, assisting severely distressed and poor areas in improving basic services, or for other purposes in accordance with the Act. Allows the Authority to annually designate: (1) distressed counties; and (2) isolated areas of distress in nondistressed counties. Directs the Authority to garner public participation in the development, revision and implementation of its plans and programs.

Revises or sets forth requirements concerning: (1) facility inspection by nongovernment inspectors; (2) outside expert review (accredited third parties) of applications for devices subject to premarket notification; (3) designating priority devices for the treatment of serious diseases or conditions; (4) manufacturers and importers reports only for types of devices requiring malfunction reporting; (5) labeling for intended use of devices found substantially equivalent to legally marketed devices; (6) notification of false or misleading proposed labeling: (7) approving supplements to approved applications seeking to add a specification of a subpopulation under an approved condition of use; (8) using the least burdensome scientific evidence required to demonstrate a device's effectiveness; (9) investigational plans examining the safety, effectiveness or substantial equivalence of a device; (10) notification of deficiencies; (11) the guidance development process utilizing nongovernment employees; (12) modular review of applications; (13) registration; and (14) electronic labeling.

Expands eligibility for the nursing loan repayment program to include service in private hospitals, State or local departments of public health, skilled nursing facilities, home health agencies, hospice programs, and ambulatory surgical centers, subject to certain restrictions. Authorizes the Secretary to provide nursing scholarships in exchange for nursing services in designated health facilities. Treats such scholarships as equivalent to those made under the National Health Service Corps Scholarship Program for repayment purposes, except as specified. Grants preference to applicants with the greatest financial need and/or a willingness to serve in geographic areas with nursing shortages and need. Requires the Comptroller General to study and report to Congress on: (1) any differences in nurse hiring practices between profit and nonprofit private entities because of the inclusion of for-profit privates in the loan repayment program; and (2) whether a nursing school faculty shortage exists.

Permits grants to health centers for the planning and development of management networks. Rewrites PHSA provisions regarding rural health. Provide grants for expanded delivery of health care services in rural areas, for the planning and implementation of integrated health care networks in rural areas, and for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Provides for the establishment: (1) of telehealth network and telehealth resource centers grant programs; and (2) an Office for the Advancement of Telehealth. Provides for grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Provides for a community access demonstration program to improve the effectiveness, efficiency, and coordination of services for uninsured and underinsured individuals. Expands the availability of dental health services.

Requires the maintenance of a national stockpile or stockpiles of drugs, vaccines and other biological products, medical devices, and other supplies adequate to meet the health security needs of the United States in the event of a bioterrorist attack or other public health emergency. Provides for countermeasure research, development, and evaluation. Provides for the waiver of certain Medicare, Medicaid, and SCHIP requirements during national emergencies. Provides for enhanced regulatory control of dangerous biological agents and toxins. Amends the Federal Food, Drug, and Cosmetic Act to provide for the protection of the food and drug supply against intentional adulteration. Directs the Secretary of Health and Human Services (HHS) to establish a demonstration program making certain technical assistance available, upon request on a voluntary basis, to small providers of services or suppliers to evaluate their billing and related systems for compliance with the applicable Medicare requirements. Outlines requirements with respect to provider appeals and recovery. Directs the Secretary to establish a process for expedited access to judicial review. Amends SSA title XVIII part D with respect to: (1) the Medicare Integrity Program to provide for the recovery of overpayments; and (2) agreements with service providers to direct the Secretary to establish a process for enrollment of Medicare service providers and suppliers. Prohibits the Secretary from implementing any documentation guidelines for evaluation and management physician services under Medicare unless the Secretary has, among other things, established a plan with specific goals and a schedule for improving the use of such guidelines.
