Amends the Commercial Motor Vehicle Safety Act of 1986 to declare that its requirements do not apply to: (1) motor vehicles registered for farm use which are driven less than 15,000 miles per year; or (2) motor vehicles used solely for fire fighting purposes.

Establishes the National Park System Review Board to maintain a continuing review of National Park Service programs and of existing and proposed National Park System units. Requires the Board to transmit annually to the President and the Congress: (1) a report containing the results of such review, together with recommendations for the management of the National Park System or any proposed additions to such System; and (2) budget recommendations for the Service and the Board. Establishes a Director of the National Park Service within the Department of the Interior, to be appointed by the President, by and with the advice and consent of the Senate. Sets forth the functions of the Director. Mandates a five-year term of office.

Amends the Department of Defense Appropriations Act, 1988 to increase from $1,500,000,000 to $4,000,000,000 the maximum amount authorized to be transferred by the Secretary of Defense between working capital funds of the Department of Defense (DOD) and appropriations made available under such Act for military functions of DOD. Requires the Secretary, in determining the proper amounts to be so transferred, to ensure that an appropriate portion of such authority is used to transfer to operation and maintenance accounts of DOD for FY 1988 sufficient funds for depot maintenance activities and civilian personnel pay. Amends the National Defense Authorization Act for Fiscal Years 1988 and 1989 to increase from $2,000,000,000 to $4,000,000,000 the amount authorized under such Act to effect such transfers.

Radon Gas Tax Relief Act of 1988 - Amends the Internal Revenue Code to permit a 40 percent nonrefundable income tax credit of up to $4,000 for expenditures made for radon testing in or below the taxpayer's principal residence and for the installation of property designed to reduce radon levels inside the residence. Permits an income tax deduction (both individual and corporate) for radon prevention expenditures in connection with: (1) the development of real property; (2) the construction or enlargement of any building or dwelling unit; or (3) a dwelling required to be purchased by the taxpayer under a contract with an employer covering employee relocation services (the deductible expenses must be incurred by the taxpayer-employee). Makes the tax credit and the tax deduction mutually exclusive with respect to the same expenditures. Amends Federal law to make funds available for the reimbursement of Federal employees for radon protection expenditures necessary to overcome a substantial obstacle to the salability of a principal residence being sold in conjunction with a transfer to a new location.

Amends rule XXI of the Rules of the House of Representatives to prohibit appropriations in continuing resolutions for any program, project, or activity not previously authorized by law. Prohibits appropriations in continuing resolutions for all or part of a fiscal year for funding any program, project, or activity at a level greater than its level of funding for the immediately preceding fiscal year.

Child Protection and Obscenity Enforcement Act of 1988 - Title I: Child Pornography - Amends the Federal criminal code to make it illegal to use a computer to transport information in interstate or foreign commerce concerning the visual depiction of minors engaging in sexually explicit conduct (child pornography). Establishes criminal penalties for buying, selling, or transferring the custody of a minor: (1) knowing that, as a consequence of the sale or transfer, the minor will be used in child pornography; or (2) with the intent to promote child pornography. States that such sale or transfer must involve: (1) the minor or other actor traveling in interstate or foreign commerce; (2) communications in interstate or foreign commerce; or (3) conduct in a territory or possession of the United States. Requires any person who produces a book, magazine, periodical, film, videotape, or other matter which contains any visual depiction of sexually explicit conduct (which is shipped or intended for shipment in interstate or foreign commerce, or contains material shipped in interstate or foreign commerce) to maintain certain records regarding the performers portrayed in such conduct. Directs the Attorney General to issue regulations regarding the maintenance and availability of such records. Includes the sexual exploitation of children as a predicate offense to the Racketeer Influenced and Corrupt Organizations (RICO) statute. Title II: Obscenity - Makes it a Federal criminal offense to receive or possess, with the intent to distribute, obscene matter which has been transported in interstate or foreign commerce. Makes it a Federal criminal offense to knowingly use a facility or means of commerce to sell or distribute obscene matter in interstate or foreign commerce. Establishes a rebuttable presumption, with respect to Federal criminal offenses involving obscene matter, that obscene matter produced in one State (or outside the United States) which is subsequently located in another State (or in the United States) was transported, shipped, or carried in interstate (or foreign) commerce. Establishes criminal and civil forfeiture procedures with respect to Federal offenses involving obscene material and child pornography. Includes communications by means of cable or subscription television within the prohibition against broadcasting obscene language. Amends the Communications Act of 1934 to modify the penalty provisions of such Act with respect to obscene telephone communications. Amends the Federal criminal code to establish criminal penalties for the possession or sale of obscene matter on Federal property. Adds obscenity offenses to the list of crimes for which the Government may obtain wiretaps.

Prohibits imposition of the tax on the sale of these fuels to any purchaser (or purchaser for resale to a second purchaser) for use on a farm for farming purposes or for any other use not as a fuel in a diesel-powered highway vehicle or train. (Although fuel sold for these purposes is tax-exempt under current law, provisions of the Revenue Act of 1987 require purchasers to pay the tax and subsequently apply for a refund based on nontaxable uses of the fuel.)

Commends the President, Secretary of State, and Administrator of the Agency for International Development for their response to the drought and food emergency in Ethiopia and other nations of sub-Saharan Africa, and urges them to continue efforts to preclude the onset of famine and to ensure the timely delivery of medical and other emergency relief supplies. Declares that: (1) the Government response to these food emergencies should include initiatives to prevent the dislocation of large numbers of persons across national borders and/or into relief camps; and (2) the plight of the refugees or displaced should be addressed by emphasizing the provision of basic human needs, such as food, water, and shelter.

Farmer Fuel Tax Relief Act - Amends the Internal Revenue Code to prohibit imposition of the excise tax on the sale of diesel or aviation fuel to any purchaser (or purchaser for resale to a second purchaser) for use on a farm for farming purposes. (Although fuel sold for these purposes is tax-exempt under current law, provisions of the Revenue Act of 1987 require purchasers to pay the tax and subsequently apply for a refund based on nontaxable uses of the fuel.) Permits wholesale distributors of gasoline who have registered with the Secretary of the Treasury and posted the required bond to pay the gasoline tax (in lieu of the person otherwise liable for the tax.) Prohibits imposition of the gasoline tax on the sale or removal of gasoline by any person (or for resale to a second person) for use on a farm for farming purposes. Requires that the reduced gasoline tax rate (3.4 cents instead of 9.1 cents) be applied with respect to gasoline used to produce gasohol after the time of the relevant removal or sale.

Television Violence Act of 1988 - Exempts from the antitrust laws any joint discussion, consideration, review, action, or agreement by or among persons in the television industry for the purpose of, and limited to, developing and disseminating voluntary guidelines designed to alleviate the negative impact of violence in telecast material, provided the joint action does not result in a boycott of any person. Terminates such exemption three years after enactment of this Act.

Infant Mortality Reduction Act of 1987 - Directs the Secretary of Health and Human Services to provide for financial assistance to projects to provide comprehensive maternal and infant health care and related educational and social services to high-risk populations in areas of need. Authorizes the Secretary to make grants for planning for the establishment of the projects. Provides, in regard to the projects, for required services and programs, preference in providing assistance, uses of funds, and administrative and evaluation requirements. Provides a formula for required matching funds. Prohibits expending more than 15 percent of the amount appropriated under this Act in any year for projects in any one State. Authorizes appropriations for FY 1989 through 1993. Directs the Secretary to administer the assistance provided under this Act through the administrative unit designated in specified provisions of the Social Security Act.

Congressional Salary Act of 1987 - Amends the Federal Salary Act of 1967 to make the recommendations of the President relating to congressional salaries of an advisory nature. Amends the Legislative Reorganization Act of 1946 to declare the rate of pay for Members of Congress to be that which is payable for such positions on the date of enactment of this Act. Requires any bill or resolution which would adjust the rate of pay of Members to take effect at the beginning of the next Congress and to deal with no other subject matter. Requires a recorded vote on such bill or resolution.

Authorizes the Secretary of Agriculture to make competitive research grants to: (1) develop a statistical framework to measure the extent to which microbiological and chemical agents in agricultural products pose human health risks; (2) identify such agents; and (3) devise appropriate testing and control procedures. Creates a peer review committee to evaluate grant applications. Requires the Secretary to report to the appropriate congressional committees no later than one year after enactment of this Act, and annually thereafter. Authorizes FY 1988 through 1992 appropriations.

Amends the Federal Financing Bank Act of 1973 to state that specified loan guarantee agreements between the Rural Electrification Administration and the Federal Financing Bank shall remain in effect, notwithstanding their effective dates, until superseded by other such agreements.

Expresses the sense of the Congress that, in celebration of the millennium of the Christianization of Kievan-Rus', the Soviet Union should: (1) comply with its international obligations and allow Christians to practice their faith without harassment; (2) grant a general amnesty for all Christians who have been imprisoned because of their religious beliefs; (3) allow religious believers to practice their faith freely; (4) permit unlimited publication, distribution, and importation of religious materials; and (5) allow closed churches to reopen, new churches to be built, and theological seminaries to open or expand.

Middle-Income Family Higher Education Savings Act of 1987 - Amends the Internal Revenue Code to allow an individual an income tax deduction for contributions to a savings account established to pay the educational expenses (tuition, supplies, meals, and lodging) of the taxpayer's child at an institution of higher education or a vocational school. Limits the deduction to $1,000 per year per child. Provides that no account may have more than one beneficiary. Permits a deduction with respect to only one account in cases of multiple accounts for the same beneficiary. Disallows the deduction for contributions made to an account after the beneficiary either attains age 25 or graduates from an eligible educational institution. Permits the exclusion from the gross income of the recipient beneficiary of payments and distributions from an education savings account as long as such amounts: (1) are used for the educational expenses of that individual; or (2) are rolled over into an education savings account established for a sibling of that individual. Exempts the education savings accounts themselves from taxation unless they cease to be proper education savings accounts because either the contributor taxpayer or the beneficiary engages in prohibited transactions or the beneficiary pledges the account as security. Establishes penalties in the form of additional tax when account funds or distributions are improperly used. Requires that the trustee of an education savings account report to the Secretary of the Treasury and to the account's benefactor on the maintenance of the account. Identifies the criteria and requirements applicable to an education savings account. Provides that contributions to an education savings account shall not be subject to gift tax. Establishes: (1) a five percent excise tax on amounts connected with any prohibited transaction with respect to an education savings account; and (2) a penalty for failure to file required reports concerning the education savings account.

Hazardous Materials Transportation Safety Amendments of 1987 - Amends the Hazardous Materials Transportation Act to authorize appropriations for FY 1988 and 1989. Amends the Surface Transportation Act of 1982 to direct the Secretary of Transportation to make grants to States and political subdivisions for the designation of: (1) hazardous materials transportation routes; and (2) hazardous materials parking sites. Authorizes appropriations. Amends the Hazardous Materials Transportation Act to require registered carriers of hazardous materials to maintain records of the routes followed in the transportation of certain hazardous materials to prepare an annual registration statement. Authorizes appropriations to make emergency response personnel (police and fire fighters) training grants available to States and local subdivisions for FY 1988 through 1992. Requires the Secretary to establish guidelines for emergency response training programs and to publish emergency response procedures. Requires the Secretary to: (1) conduct a hazardous materials flow study and to report the results of such study to the Congress; and (2) conduct a risks analysis regarding the transportation of high level nuclear waste and spent nuclear fuel to geologic repository sites and monitored retrievable storage sites and report the results to the Congress and the Secretary of Energy.

Adolescent Tobacco Education and Prevention Act - Amends the Drug-Free Schools and Communities Act of 1986 to include instruction relating to the use of tobacco products as an activity under drug and alcohol abuse prevention and education programs. Requires such instruction to include: (1) the variety of tobacco products available; (2) the physical and psychological effects on the human body of the inhalation of tobacco smoke, ingestion of tobacco products, and any other use of tobacco products; (3) the addictive nature of such products; and (4) the connection between use of tobacco products and other forms of substance abuse, specifically use of marijuana and alcohol abuse. Prohibits the sale of tobacco products to any person under the age of 18 or such other age as a State may establish. Requires such products to be sold over-the-counter by the legal owner, proprietor, or designated employee of an establishment. Requires the posting of a conspicuous sign in such establishment which states that the sale of cigarettes to minors is prohibited. Establishes fines for violations.
