Amends rule XXI of the Rules of the House of Representatives to prohibit appropriations in continuing resolutions for any program, project, or activity not previously authorized by law. Prohibits appropriations in continuing resolutions for all or part of a fiscal year for funding any program, project, or activity at a level greater than its level of funding for the immediately preceding fiscal year.
