Lindsey O. Graham Sanctioning Russia Act of 2026 This bill imposes a variety of sanctions, tariffs, and prohibitions related to Russia. For example, under the bill, the President must  impose visa- and property-blocking sanctions on specified persons (individuals and entities) such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides goods or services relating to Russia's defense industrial base; increase the rate of duty on all goods imported into the United States from Russia to a rate of up to 500% ad valorem (i.e., relative to the value); increase the rate of duty up to 100% ad valorem on all goods imported into the United States from a country that was among the five largest importers of Russian-origin crude oil and natural gas if such country knowingly makes new purchases of such products after enactment of the bill; impose property-blocking sanctions on financial institutions organized under Russian law and owned wholly or partly by Russia; and  impose property-blocking sanctions on foreign vessels that knowingly transport certain products of Russian origin, including crude oil, uranium, and coal.  The bill prohibits (1) the export, reexport, or in-country transfer to or in Russia of U.S.-produced energy or energy product; (2) U.S. persons from making new investments in Russia or purchasing Russian sovereign debt; and (3) trading the securities of Russian government-owned, -controlled, or -affiliated entities on U.S. national securities exchanges. The President may waive requirements of the bill by certifying it is in the national interest.

Alice Cogswell and Anne Sullivan Macy Act This bill expands special education and related services for children and youth who are deaf, hard of hearing, deafdisabled, blind, visually impaired, or deafblind. For example, the bill requires states to more specifically identify and evaluate children who are deaf, hard of hearing, deafdisabled, blind, visually impaired, or deafblind to better allow for the provision of appropriate services. In addition, a state's closure of a specialized school serving children who are blind or deaf shall result in a reduction of its financial support for special education and related services. The bill also authorizes support, including grants for training special education personnel, to prepare individuals to become qualified teachers and early intervention specialists for children who are deaf, hard of hearing, deafdisabled, blind, visually impaired, or deafblind. Finally, the bill establishes within the Department of Education the Anne Sullivan Macy Center on Visual Disability and Educational Excellence to better support students with visual disabilities receiving special education and related services.

Protect College Sports Act of 2026

Protect College Sports Act of 2026 This bill establishes requirements for name, image, or likeness (NIL) agreements for college student athletes and provides a limited antitrust exemption for schools and conferences to pool and sell certain college sports media rights. The requirements address elements of the court-approved agreement to settle  In re College Athlete NIL Litigation (i.e., House settlement ). First, the bill statutorily prohibits institutions, conferences, or interstate intercollegiate athletic associations (e.g., the National Collegiate Athletic Association [NCAA]) from restricting student athletes from entering NIL agreements (subject to specified limitations). Students must report to their institution NIL compensation greater than $600. The bill requires agents to register with a state and caps agent endorsement contract fees at 5%. The bill also provides student athletes with one transfer without losing athletic eligibility and restricts football personnel from becoming the head football coach at a different institution during the same season. Further, the bill prohibits institutions, conferences, or specified entities acting for the benefit of an institution from providing athletes with compensation that circumvents the limit on sharing revenue with student athletes established under the House settlement. The bill also makes the limit permanent and provides for an annual inflation adjustment. Additionally, the bill establishes (subject to specified conditions) a limited antitrust exemption for institutions or conferences that form joint agreements to transfer their sports telecasting rights to a third party. Such an agreement requires participation from at least 75% of the institutions in the Football Bowl Subdivision.

Prevent Government Shutdowns Act of 2026 This bill provides continuing appropriations to prevent a government shutdown if the appropriations bills for a fiscal year have not been enacted before the fiscal year begins and continuing appropriations are not in effect. Specifically, the bill provides appropriations at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities that were funded in the preceding fiscal year. The bill also limits official travel, congressional recesses or adjournments, and the consideration of legislation that is unrelated to appropriations after the beginning of a fiscal year if the appropriations process has not been completed.

Improving Access to Medicare Coverage Act of 2026 This bill deems an individual receiving outpatient observation services in a hospital as an inpatient for purposes of satisfying the three-day inpatient hospital-stay requirement with respect to Medicare coverage of skilled nursing facility (SNF) services. (Generally, individuals must have been an inpatient at a hospital for at least three days in order to qualify for SNF services. An individual's time spent under observation at a hospital for purposes of determining whether the individual should be admitted does not count towards this requirement.)

Accelerating Access to Critical Therapies for ALS Reauthorization Act of 2026 This bill reauthorizes through FY2031 and revises programs that support research and development of drugs and other therapies to address amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease) and other neurodegenerative diseases. The bill reauthorizes grants from the National Institutes of Health (NIH) for scientific research on investigational drugs to prevent or treat ALS for individuals not otherwise eligible for clinical trials, grants from the Food and Drug Administration (FDA) for research and development of therapies to prevent and treat ALS and other neurodegenerative diseases, and a Public-Private Partnership including the FDA and NIH that supports development and regulatory review of treatments for neurodegenerative diseases.  Also, the bill revises the NIH grants to require (1) the NIH, in considering grant renewal, to assess available information on the safety and efficacy of the investigational drugs; (2) grantees to promptly report available safety data from ongoing clinical trials; and (3) the NIH to determine the timeframe for enrollment in clinical trials for the investigational drugs. Additionally, every five years, the FDA must publish a plan describing actions it will take over a five-year period to foster development of safe and effective drugs, and facilitate access to investigational drugs, for ALS and other rare neurodegenerative diseases. Each plan must include the FDA's previous actions and recommendations for improvements. Finally, the Government Accountability Office and the Department of Health and Human Services must report on the impacts of these grants.
