Advancing Innovation and Reinvigorating Widespread Access to Viable Electromagnetic Spectrum Act or the AIRWAVES Act This bill requires the Federal Communications Commission to establish a bidding marketplace for the use of commercially licensed spectrum in lower-frequency bands and to make additional unlicensed spectrum available in higher-frequency bands. From the proceeds of transactions conducted under the bill, 10% shall be allocated for the placement of wireless infrastructure in rural areas with limited or no wireless internet service.

Trauma-Informed Modernization of Eldercare for Holocaust Survivors Act or the TIME for Holocaust Survivors Act This bill includes matters concerning Holocaust survivors in federal grants and programs that serve older adults. Specifically, the bill includes an individual's status as a Holocaust survivor within the scope of the greatest social needs for purposes of such programs. Under current law, these programs must target populations with the greatest economic and social needs. Additionally, among other activities, the Administration on Aging must establish a national center to provide resources, training, and technical assistance related to delivering services to older individuals who experience the long-term and adverse consequences of trauma. In addition, the administration may designate within it a person responsible for implementing and coordinating services for individuals who are Holocaust survivors.

Equal Pay for Team USA Act of 2019 This bill requires that all athletes representing the United States in international amateur athletic competitions receive equal compensation and benefits for their work, regardless of gender. Each national governing body for a sport must report annually on compliance with this requirement. The bill requires full compliance by January 31, 2022.

Affordable Insulin Approvals Now Act This bill requires the continued review and approval, as appropriate, of certain pending applications for generic insulin beyond the March 23, 2020, cutoff date previously established by the Food and Drug Administration. Beginning March 23, 2020, these approved generic insulin drugs also are deemed licensed biological products.

Never Again Education Act This bill creates the Holocaust Education Assistance Program Fund for the Department of Education (ED) to (1) award grants to eligible entities to carry out Holocaust education programs, and (2) conduct periodic regional workshops to provide teachers with technical assistance on how to incorporate Holocaust education within state and local education standards. The fund may accept donations and in-kind contributions. ED shall (1) create and maintain a Holocaust education program website containing resources for middle grades and high schools; and (2) establish the Holocaust Education Advisory Board to advise on developing application criteria for the fund's grants, to advise on content for the Holocaust education program website, and to lead efforts to solicit donations for the fund.

Palliative Care and Hospice Education and Training Act This bill requires the Department of Health and Human Services (HHS) to take a series of actions relating to palliative-care training. Specifically, HHS must provide support for Palliative Care and Hospice Education Centers. The centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced-education nursing degrees, social-work degrees, or advanced degrees in physician-assistant studies in palliative care. HHS may provide support to medical schools, teaching hospitals, and graduate medical-education programs for training physicians who plan to teach palliative medicine. HHS must (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development, (2) support entities that operate a Palliative Care and Hospice Education Center, (3) support individuals in specified fields who are pursuing an advanced degree in palliative care or related fields, and (4) award grants to nursing programs to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.

Justice for Victims of Sanctuary Cities Act of 2019 This bill provides a private right of action against state and local jurisdictions with certain policies that limit cooperation with federal immigration enforcement efforts, and contains additional provisions related to such jurisdictions. Currently, such cooperation is generally not required. An individual (or certain relatives of such an individual) who is the victim of any felony for which an alien has been arrested, convicted, or sentenced to a prison term of at least one year may sue a state or local jurisdiction if the jurisdiction failed to comply with (1) certain Department of Homeland Security (DHS) requests related to arresting and detaining aliens, and (2) a DHS request to detain the alien in question or provide a notification about the release of the alien. A jurisdiction that accepts certain federal grants may not assert immunity in such a civil action. A jurisdiction (or employee of a jurisdiction) that complies with certain DHS detainer requests shall be deemed to be acting as an agent of DHS. A complying jurisdiction or employee of the jurisdiction shall not be liable in any lawsuit relating to compliance with such requests. In a lawsuit against an employee of the jurisdiction, the United States shall be substituted in as the defendant, and remedies shall be limited to provisions for bringing tort claims against the federal government.

This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to commemorate Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith, four Americans killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya. (Stevens was the U.S. Ambassador to Libya at the time, Smith was an officer in the Foreign Service, and Doherty and Woods were both government contractors and former Navy SEALs.) After the medal has been awarded, it shall be given to the Central Intelligence Agency Museum.

Rural Jobs Act This bill allocates an additional $500 million in 2019 and 2020 for new markets tax credit investments in the Rural Jobs Zone (an area comprised of low-income communities with populations not greater than 50,000 that are not adjacent to an urbanized area). The bill also requires that not less than 25% of such investments be made in areas that are persistent poverty counties, high migration rural counties, or both.

FAST Fix Act of 2019 This bill modifies provisions governing the administration of the Federal and State Technology Partnership (FAST) program. Specifically, the bill encourages FAST program grants to be awarded to small businesses in underperforming states by (1) requiring the Small Business Administration to give priority and special consideration to such applicants, and (2) authorizing the SBA to provide additional assistance to such applicants. The bill defines underperforming states as being the 18 states that receive the fewest Small Business Innovation Research and Small Business Technology Transfer awards. Additionally, the bill removes the limit on the number of proposals that may be submitted for inclusion in the FAST program to provide services in any one state. The bill also lowers the matching requirements for the bottom tier of FAST recipients, sets limits on the amount of each award, and extends the period for distribution of grants to two years.

Federal Prohibition of Female Genital Mutilation Act of 2019 This bill modifies the general prohibition on female genital mutilation. Specifically, the bill prohibits this conduct when it occurs in or affects interstate or foreign commerce. (A 2018 court ruling held the criminal offense of female genital mutilation to be unconstitutional because the statute did not include any jurisdictional elements, such as a requirement that the charged offense have a connection to or effect on interstate commerce.)

Suicide Prevention by Eliminating Excessive Digits Act of 2019 or the SPEED Act This bill requires the Federal Communications Commission to designate a three-digit dialing code that veterans may use to reach a national suicide prevention and mental health crisis hotline system.

Dollar-for-Dollar Deficit Reduction Act The bill establishes a framework to require legislation that increases or suspends the public debt limit to include spending reductions that are equal to or greater than the projected increase in debt that will occur under the legislation. The bill allows the spending reductions to be phased in over a 10-year period.

Small Business Investment Improvement Act of 2019 This bill directs the Small Business Administration to approve or decline an applicant seeking a license to operate as a small business investment company (SBIC) within certain specified timelines, and it requires an applicant to successfully pass a Federal Bureau of Investigation background check before it may become an SBIC.

Integration of Baseball Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins in recognition and celebration of the 75th anniversary of the integration of the game of baseball. All sales of such coins shall include specified surcharges. All surcharges received by Treasury shall be distributed to the National Baseball Hall of Fame, with the understanding that the Hall of Fame shall work with the Jackie Robinson Foundation to develop and operate education programs about the integration of the game of baseball and to preserve artifacts related to the integration of the game.

Protecting Access to Lifesaving Screenings Act of 2019 or the PALS Act This bill makes a series of changes relating to health insurance coverage of screening mammography. Specifically, the bill requires that any provision of law referring to current recommendations of the U.S. Preventive Services Task Force (USPSTF) with respect to breast cancer screening mammography be administered as if (1) the provision referred to USPSTF recommendations last issued before 2009; and (2) those recommendations applied to any screening mammography modality, including any digital modality of such a procedure. This requirement shall also apply to the Veterans Health Administration's policy on mammography screening for veterans. In addition, the bill preserves Medicare coverage for screening mammography, without a requirement for coinsurance, and expands the definition of screening mammography to include any digital modality of such a procedure. Further, the Centers for Medicare & Medicaid Services may not decrease the frequency with which screening mammography may be paid by Medicare for a woman over 39 years of age. In 2009, the USPSTF updated its guidelines to recommend against routine screening mammography for women between 40 to 49 years of age and to recommend biennial, instead of annual, screening mammography for most women between 50 to 74 years of age. In 2015, through the appropriations process, a three-year moratorium was placed on implementing the guidelines; the moratorium was subsequently renewed until January 1, 2020.

Hunger-Free Summer for Kids Act of 2019 This bill revises the Summer Food Service Program to direct the Department of Agriculture to establish electronic benefit transfer (EBT) cards and off-site consumption as two alternative delivery options for certain children through schools and service institutions in the program. These options shall be available to a child only if (1) the child lives in a rural area or outside of an area in which poor economic conditions exist, and (2) the child is eligible for a free or reduced price lunch and breakfast. In the case of off-site consumption, the option is also available if the summer program is available to the child at a congregate feeding site but (1) the site is closed due to extreme weather conditions, (2) violence or other public safety concerns in the area prevent the child from traveling safely to the site, (3) the site is open not more than four days a week, or (4) the site provides only one meal per day. A state may not operate the EBT card option and the off-site consumption option simultaneously in the same area. Each state desiring to participate in the summer food service program shall include in its annual management and administration plan the state's plans for using one or both of these alternative delivery options.

Improve Well-Being for Veterans Act This bill requires the Department of Veterans Affairs (VA) to award grants for a period of three years to eligible entities for the provision of suicide prevention services to veterans and their families. Under the bill, eligible entities include tribally designated housing entities, community-based organizations, and other private entities that meet certain requirements. Entities must submit an application to receive financial assistance that includes a description of the services they propose to provide, among other elements. The bill requires the VA to equitably distribute grants across geographic regions and areas with the most need. Additionally, the VA shall give preference to entities that are experienced in providing suicide prevention services. Entities receiving funding must notify service recipients that funding is wholly or partially from the VA.

Treatment Family Care Services Act This bill requires the Department of Health and Human Services (HHS) to issue guidance outlining opportunities for states to fund treatment family care services through Medicaid, the Payments for Foster Care and Permanency program, or other HHS programs. Treatment family care services are structured, daily emotional and behavioral services and interventions provided in a home-based setting for children less than 21 years old. Additionally, HHS must develop and issue guidance about best practices for states to establish treatment family care services programs.

Energy Security Cooperation with Allied Partners in Europe Act of 2019 This bill establishes requirements related to U.S. international energy strategy. Applications to export natural gas to North Atlantic Treaty Organization (NATO) member countries, Japan, and certain other countries shall be granted on an expedited basis without modification or delay. The President shall impose sanctions on a person that provides certain equipment, investment, or services to the Russian government or related entities for constructing or servicing Russian energy export pipelines. The Department of State shall report to Congress on a strategy to enhance the energy security of NATO member countries and increase U.S. energy exports to such countries.

Hong Kong Human Rights and Democracy Act of 2019 This bill directs various departments to assess whether political developments in Hong Kong justify changing Hong Kong's unique treatment under U.S. law. Hong Kong is part of China but has a largely separate legal and economic system. The Department of State shall report annually to Congress as to whether Hong Kong is sufficiently autonomous from China to justify its unique treatment. The report shall assess whether China has eroded Hong Kong's civil liberties and rule of law as protected by Hong Kong's Basic Law. The Department of Commerce shall report annually to Congress on China's efforts to use Hong Kong to evade U.S. export controls and sanctions. The President shall provide Congress an assessment as to whether to withdraw from the U.S.-Hong Kong extradition treaty, and what actions are needed to protect U.S. citizens and national security interests, if Hong Kong (1) amends its laws to allow the rendition of individuals to countries that lack defendants' rights protections, or (2) passes a national security law. The State Department shall allow otherwise qualified Hong Kong residents to obtain visas to work or study in the United States, even if the applicant had been arrested for participating in certain nonviolent protests supporting human rights or the rule of law. The President shall report to Congress a list of individuals responsible for abducting and torturing people for exercising internationally recognized human rights in Hong Kong. The bill bars such individuals from entering the United States and imposes sanctions on them.

Protecting Seniors Through Immunization Act of 2019 This bill specifies that certain deductible, coinsurance, initial coverage limit, and cost-sharing requirements that apply under the Medicare prescription drug benefit shall not apply with respect to vaccines that are recommended by the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention. The Centers for Medicare & Medicaid Services must provide to Medicare beneficiaries specified information regarding (1) coverage of vaccines for seniors, and (2) access to recommended vaccines without cost-sharing.

Smoke-Free Schools Act of 2019 This bill prohibits the use of any tobacco product (e.g., electronic nicotine delivery systems such as e-cigarettes) in an indoor facility that is regularly used for children's services, including health care, day care, early development, education, or library services. Current law prohibits smoking in such facilities.

Broadband Deployment Accuracy and Technological Availability Act or the Broadband DATA Act This bill requires the Federal Communications Commission (FCC) to change the way broadband data is collected, verified, and reported. Specifically, the FCC must collect and disseminate granular broadband service availability data (broadband maps) from wired, fixed-wireless, satellite, and mobile broadband providers. To do this, the FCC is required to establish the Broadband Serviceable Location Fabric (a dataset of geocoded information for all broadband service locations, atop which broadband maps are overlaid) as the vehicle for reporting broadband service availability data. Additionally, the FCC must put forth specified requirements for service availability data collected from broadband providers, and it must create a challenge process to enable the submission of independent data challenging the accuracy of FCC broadband maps.

Educational Opportunity and Success Act of 2019 This bill reauthorizes through FY2025 and revises TRIO programs. (These outreach and student-services programs identify and provide services to students from disadvantaged backgrounds.) Among other revisions to the programs, the bill prohibits the Department of Education (ED) from rejecting TRIO grant applications based on certain errors, requires ED to provide additional technical assistance to interested grant applicants, and allows program administrators to use a student's most recent Free Application for Federal Student Aid to determine TRIO program eligibility.

Federal Firearms Licensee Protection Act of 2019 This bill modifies criminal penalties for an offense involving the theft of a firearm from a licensed importer, manufacturer, or dealer, or from their business premises. Specifically, the bill does the following: increases from 10 to 20 years the maximum prison term, and creates a 3- or 5-year mandatory minimum prison term for an offense that occurs during the commission of a burglary or robbery. An attempt to commit an offense is subject to the same penalties as a substantive offense.

United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single gold medal to the U.S. Army Ranger veterans of World War II in recognition of their dedicated wartime service. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Resilience Investment, Support, and Expansion from Trauma Act or the RISE from Trauma Act This bill establishes and extends various programs to coordinate and support services for infants, children, youth, and families who have experienced, or may experience, trauma. These programs include grants to establish coordinating bodies to create strategic plans to address trauma based on community needs; extending through FY2024 the performance partnership pilot program for children who have experienced trauma; recruiting individuals from communities that have high levels of trauma into the AmeriCorps and the National Health Service Corps programs; grants providing comprehensive services and long-term case management to individuals who have been admitted to hospitals for drug overdoses, suicide attempts, or violent injury; grants to states to ensure that health insurance plans comply with mental health parity rules; grants providing arts programming for children who have experienced trauma; and reporting and guidance-issuing requirements for various agencies relating to how federal programs are addressing trauma. Additionally, the bill establishes (1) clinical and early childhood workforce development programs, (2) training and support programs, and (3) toolkits for front-line service providers. The bill also (1) provides grants for clinical training in institutions of higher education, (2) expands the Teacher Quality Partnership grants program, (3) provides grants to support and prevent childhood exposure to substance abuse and violence, and (4) establishes the National Law Enforcement Child and Youth Trauma Coordinating Center to assist local juvenile justice agencies.

Reach Every Mother and Child Act of 2019 This bill directs the President to establish and implement a five-year strategy to contribute toward ending preventable child and maternal deaths globally by 2030. The President shall designate a current U.S. Agency for International Development employee to serve as the Child and Maternal Survival Coordinator. The coordinator shall oversee (1) the five-year strategy, and (2) international maternal and child health and nutrition programs.

"Buzz" Aldrin, and Michael Collins; and commends the efforts of all individuals of the United States who contributed to the achievement of the Apollo 11 Moon landing.

This bill directs the U.S. Postal Service (USPS) to continue to sell the Alzheimer's disease semipostal stamp for an additional six years. The USPS must continue to transfer proceeds from the sale of the stamp to the National Institutes of Health to fund medical research relating to Alzheimer's disease.

New Markets for State-Inspected Meat and Poultry Act of 2019 This bill allows meat and poultry products inspected by State Meat and Poultry Inspection programs to be sold in interstate commerce. (Under the inspection programs, the Department of Agriculture Food Safety and Inspection Service allows states that meet certain requirements to inspect meat and poultry. The state-inspected products are currently limited to intrastate commerce, unless a state opts into a separate Cooperative Interstate Shipment Program.)

National Senior Investor Initiative Act of 2019 or the Senior Security Act of 2019 This bill establishes the Senior Investor Taskforce within the Securities and Exchange Commission. The taskforce must report on topics relating to investors over the age of 65, including industry trends and serious issues impacting such investors, and make recommendations for legislative or regulatory actions to address problems encountered by senior investors. The Government Accountability Office must report on the financial exploitation of senior citizens.

Affordable Housing Credit Improvement Act of 2019 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2019 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to establish a 4% minimum credit rate for certain housing projects, repeal the qualified census tract population cap, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, eliminate the basis reduction for properties that receive certain energy-related tax benefits, and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, acquisition credits, and foreclosures.

One Small Step to Protect Human Heritage in Space Act This bill requires a federal agency that issues a license for the conduct of a lunar activity in outer space to require that each license applicant agree to abide by recommendations, guidelines, or principles issued by the National Aeronautics and Space Administration (NASA) related to the protection and preservation of U.S. government lunar artifacts. A federal agency may exempt specific activities from such an agreement if the activities have legitimate and significant historical, archaeological, anthropological, scientific, or engineering value; assess a penalty fee for violations of such an agreement.

Ticks: Identify, Control, and Knockout Act or the TICK Act This bill establishes the Office of Oversight and Coordination for Vector-Borne Diseases within the Department of Health and Human Services (HHS). The office must develop a national strategy to address, and coordinate the federal response to, Lyme disease and other tick- and vector-borne diseases. The office must support research initiatives, tick- and disease-surveillance programs, and diagnostic-testing development, among other activities. HHS must also award grants to support the establishment of Regional Centers of Excellence in Tick and Vector-Borne Diseases. Additionally, the Centers for Disease Control and Prevention must form cooperative agreements with state, local, and tribal health departments to address such diseases.

Simplifying Outdoor Access for Recreation Act or the SOAR Act This bill sets forth and revises provisions regarding special recreation permits for use by individuals and groups to engage in recreational activities on federal recreational lands and waters.

This resolution designates June 2019 as National Post-Traumatic Stress Awareness Month and June 27, 2019, as National Post-Traumatic Stress Awareness Day. The resolution supports (1) the education of members of the Armed Forces, veterans, their families, and the public about post-traumatic stress; and (2) efforts by the Department of Veterans Affairs and the Department of Defense to foster cultural change around the issue of post-traumatic stress. The resolution also encourages officers of the Armed Forces to support treatment of members of the Armed Forces who suffer from post-traumatic stress.

Stop Dangerous Sanctuary Cities Act This bill prohibits a sanctuary jurisdiction from receiving grants under certain Economic Development Assistance Programs and the Community Development Block Grant Program. A sanctuary jurisdiction is a state or local government that has in effect a statute, policy, or practice that prohibits or restricts (1) information sharing about an individual's immigration status, or (2) compliance with a lawfully issued detainer request or notification of release request. The bill authorizes a state or local government to comply with a detainer and limits the liability of a state or local government for complying with the detainer.

Steel Industry Preservation Act This bill extends and modifies the production tax credit for steel industry fuel. (Under current law, steel industry fuel is a fuel which is: (1) produced through a process of liquefying coal waste sludge and distributing it on coal, and (2) used as a feedstock for the manufacture of coke.) The bill modifies the tax credit for steel industry fuel to extend the credit period and the placed-in-service date, revise the definition of "steel industry fuel" to allow blends of coal and petroleum coke or other coke feedstock in the fuel, set forth ownership requirements, and specify requirements for treating an owner as producing and selling steel industry fuel. A taxpayer that produces steel industry fuel may elect to accept an increased tax credit in lieu of certain deductions for expenses in connection with the production of steel industry fuel. The bill specifies the treatment of the credit for the purpose of the alternative minimum tax. It also exempts transactions related to steel industry fuel from rules that restrict deductions and other tax benefits for activities that are not engaged in for profit or that do not have economic substance.

United States 5G Leadership Act of 2019 This bill establishes U.S. policy for the commercial deployment and security of fifth generation (5G) networks and the development of the U.S. information and communications technology industry. Specifically, the bill prohibits the use of funds from a universal service support program to buy equipment or services from providers that pose a national security risk (i.e., Huawei Technologies Co. Ltd., Zhongxing Telecommunications Equipment Corporation, or their subsidiaries or affiliates). The bill establishes the Supply Chain Security Trust Fund, from which the Federal Communications Commission must make grants to U.S. communications providers to replace equipment from such entities. Additionally, the bill requires the National Telecommunications and Information Administration to report on steps the federal government is taking to secure deployment and availability of 5G networks, and it requires the Department of Homeland Security to establish an interagency program to share information regarding security, risks, and vulnerabilities with U.S. communications providers. Lastly, the bill prioritizes the use of federal funds to enhance U.S. representation at international 5G standard-setting forums.

Expanding Capacity for Health Outcomes Act of 2019 or the ECHO 2019 Act This bill requires the Department of Health and Human Services (HHS) to establish a grant program that supports the implementation of certain educational, specialty health care technology in rural or medically underserved areas. Specifically, HHS must award grants to health care entities serving rural areas, health-professional shortage areas, medically underserved populations, or Native Americans for specified videoconferencing technology that connects health professionals with specialists (e.g., chronic-disease, mental-health, and substance-use disorder specialists).
