Electricity Reliability and Fuel Security Act This bill amends the Internal Revenue Code to allow a tax credit through 2022 for a portion of the expenses for the operation or maintenance of a coal-powered electric generation unit, excluding expenses for coal. The credit applies to taxpayers who own or lease an electric generation unit that uses coal to produce at least 75% of the electricity produced by the unit. Taxpayers and certain public entities may transfer the credit to an eligible project partner. An "eligible project partner" is a person who: is responsible for operating, maintaining, or repairing the unit; participates in the provision, including transportation, of coal or other materials and supplies to the unit; provides financing for the construction, expansion, repair, or operation of the unit; or leases the unit.

Agriculture Creates Real Employment Act or the ACRE Act This bill reduces environmental requirements for agricultural producers, including requirements concerning the takings of certain birds at farms or aquaculture facilities, exports of certain sea urchins and sea cucumbers, discharges of pesticides, the use of information and data collected in accordance with certain environmental laws, or oil pollution on farms.

Safe Disposal of Unused Medication Act This bill amends the Controlled Substances Act to allow a hospice employee or emergency medical services professional to handle controlled substances in the residence of a hospice patient to assist with the disposal of controlled substances: (1) that are expired, or (2) that are unused after the patient's death.

Collectively Achieving Recovery and Employment Act of 2018 or the CARE Act This bill directs the Department of Labor, in collaboration with the Substance Abuse and Mental Health Services Administration of the Department of Health and Human Services, to establish a pilot program to award grants during FY2019-FY2024 to counties (or other equivalent entities) and tribal entities to administer combined workforce training and drug addiction treatment and recovery programs.

Utilizing Significant Emissions with Innovative Technologies Act or the USE IT Act This bill amends the Clean Air Act to require the Environmental Protection Agency (EPA) to establish: (1) a competitive prize program for certain technology projects that capture carbon dioxide directly from the air, and (2) a Direct Air Capture Technology Advisory Board to advise the EPA on carrying out the program. The EPA must: (1) carry out a research and development program for carbon dioxide utilization to promote technologies that transform carbon dioxide generated by industrial processes into a product of commercial value, and (2) support activities relating to carbon dioxide utilization by providing technical and financial assistance. The bill amends the Fixing America's Surface Transportation Act to apply the Act's accelerated environmental review and permitting procedures to the construction of infrastructure that captures, utilizes, or sequesters carbon dioxide and the construction of carbon dioxide pipelines. The Council on Environmental Quality (CEQ) must publish guidance to: (1) facilitate reviews associated with the deployment of carbon capture, utilization, and sequestration projects and carbon dioxide pipelines; and (2) identify activities that transform captured carbon dioxide into a product of commercial value. The CEQ must also establish at least two task forces to identify permitting challenges that permitting authorities and project developers and operators face.

The rule provides guidance for compliance with fair lending requirements for third-party auto lenders.

Preventing Overdoses While in Emergency Departments Act of 2018 This bill requires the Department of Health and Human Services to establish a grant program to: (1) develop protocols for discharging patients who are treated for a drug overdose, and (2) enhance the integration and coordination of postdischarge care and treatment options for individuals with a substance use disorder.

Recovery Coaches Offer Addiction Counseling and Healing Act or the Recovery COACH Act This bill amends the Public Health Service Act to require the Substance Abuse and Mental Health Services Administration to award three-year grants to state alcohol and drug agencies for: (1) developing, expanding, and enhancing the use of recovery coaches in hospital emergency departments through a recovery community organization; and (2) supporting recovery community organizations that recruit, train, and supervise recovery coaches for hospital emergency departments. A recovery coach refers to a person who has knowledge of or experience with recovery from a substance use disorder and has completed training from a recovery community organization.

Reducing Opioid Risk Act This bill amends the Federal Food, Drug, and Cosmetic Act to expand the authority of the Food and Drug Administration to require a drug manufacturer to inform health care providers about state and federal regulations for controlled substances, including the partial fill option.

Opioid ECHO Act This bill requires the Department of Health and Human Services to award grants to train health professionals to treat opioid addiction and other substance abuse disorders, including by providing medication-assisted treatment, through the use of technology-enabled models. (Technology-enabled models are distance health education models that connect specialists with other health professionals through interactive videoconferencing to facilitate case-based learning, disseminate best practices, and evaluate outcomes.)

Comprehensive Opioid Recovery Centers Act of 2018 This bill amends the Public Health Service Act to require the Department of Health and Human Services to award grants to establish or operate comprehensive opioid recovery centers. Priority for grants must be given to entities located in states or Indian country with a high per capita drug overdose mortality rate. Each center must carry out specified outreach activities and specified treatment and recovery services.

Appalachia Opportunity Grants Act of 2018 This bill amends the Consolidated Farm and Rural Development Act to authorize the Department of Agriculture to award grants for units of local government in the Appalachian region of the eastern United States to convene groups of public and private entities to collaborate in carrying out regional projects to accomplish positive economic and community impacts in the region. A regional project carried out by a collaborative group must: (1) involve at least two municipalities that share a border; and (2) complete a specific activity that has a goal of job creation, expansion of the capacity of post-secondary education, growth of tourism, improving public health, or upgrading regional infrastructure.

Stopping Suspicious Orders of Opioids Act This bill amends the Controlled Substances Act (CSA) to modify enforcement authorities of the Drug Enforcement Administration (DEA). Currently, the DEA may deny, revoke, or suspend a registration for a CSA violation. It must first issue an order to show cause which, among other things, notifies an applicant or registrant of the opportunity to submit a corrective plan (CAP). This bill specifies that if the DEA does not approve a CAP, or if an applicant or registrant fails to implement a DEA-approved CAP within 30 days, then the DEA must: (1) reinstate administrative proceedings to deny, revoke, or suspend the registration; and (2) immediately suspend the registration, in the case of a registrant. Additionally, the bill modifies the standard of review to immediately suspend a registration. Currently, the DEA may immediately suspend the registration of a controlled substances manufacturer, distributor, or dispenser to prevent imminent danger to the public health and safety. This bill lowers the standard for determining imminent danger to the public health and safety—from substantial likelihood of an immediate threat to likelihood of a threat.

Patient Right to Know Drug Prices Act (Sec. 2) This bill amends the Public Health Service Act to prohibit a health insurance plan or pharmacy benefits manager from restricting a pharmacy from informing an enrollee of any difference between the out-of-pocket cost of a drug under the plan and the cost of the drug without health insurance coverage. (Such restrictions are commonly referred to as gag clauses.) (Sec. 3) The bill also amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to apply certain antitrust filing requirements for generic drug applicants to biosimilar biological product applicants. (Biosimilar biological products, commonly referred to as biosimilars, are biological products approved by the Food and Drug Administration based on their similarity to an already-approved biological product.) Under current law, generic drug applicants that make agreements with brand name drug companies or other generic drug applicants regarding the manufacture, marketing, or sale of their drugs must file such agreements with the Federal Trade Commission and the Department of Justice. The bill subjects biosimilar biological product applicants to the same filing requirements.

Substance Use Disorder Workforce Loan Repayment Act of 2018 This bill amends the Public Health Service Act to create a loan repayment program for individuals who complete a period of service in a substance use disorder treatment job in a mental health professional shortage area or a county where the drug overdose death rate is higher than the national average. The substance use disorder treatment job must be a full-time position where the primary intent and function is the direct care of patients with or in recovery from a substance use disorder. Individuals must enter into an agreement of service of up to six years with the Health Resources and Services Administration. The repayment program shall pay one-sixth of the principal and interest on any eligible loan for each year of service; the maximum total amount of repayment by the program is $250,000 per individual.

Alternatives to Opioids (ALTO) in the Emergency Department Act This bill requires the Department of Health and Human Services to carry out a three-year demonstration program awarding grants to hospitals and emergency departments to develop, implement, enhance, or study alternative pain management protocols and treatments that promote limited use of opioids in emergency departments.

National Park Restoration Act This bill establishes the National Park Restoration Fund in the Treasury to be made available to the Department of the Interior for priority deferred maintenance needs that support critical infrastructure and visitor services of the National Park Service. Funds deposited through FY2027 are calculated according to a formula that uses as a factor the total amount of energy development revenues due and payable to the federal government. Interior may not use amounts in the fund to acquire lands. Interior shall submit to Congress a list of the projects for which amounts from the fund are allocated, including a summary of each project.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends security assistance to Israel. Specifically, it extends: foreign military financing assistance to Israel through FY2028, loan guarantees through FY2023, and authority for the war reserves stockpile through FY2023. The President may: enter into a cooperative agreement with Israel for research and joint production of anti-drone defense articles; conduct a joint assessment with Israel regarding which precision guided munitions Israel needs in a sustained armed confrontation with Hezbollah, Hamas, or other groups; and transfer precision guided munitions and defense articles to such stockpile. The bill directs the Department of Defense to provide for the rapid acquisition and deployment of precision guided munitions for U.S. counterterrorism missions or to assist an ally under missile threat from a terrorist organization or a country that supports international terrorism. The President shall report to Congress describing the steps taken to include Israel in the list of countries eligible for the strategic trade authorization exception. Such exception allows a controlled item to be exported without a transaction-specific license. The National Aeronautics and Space Administration shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The bill also requires the periodic reports on Israel's qualitative military edge to include information about Israel's ability to defend itself from regional state and non-state actors and from drone, cyber, and asymmetric threats.

Blocking Regulatory Interference from Closing Kilns Act of 2018 This bill delays required compliance with specified emission rules applicable to kilns. Specifically, the bill delays national emission standards for hazardous air pollutants for brick and structural clay products manufacturing or clay ceramics manufacturing until the earlier of: two years after final judicial review, or December 26, 2020.

CARA 2.0 Act of 2018 This bill reauthorizes through FY2023 and revises several programs relating to opioid- and substance-use disorder prevention and treatment, including awareness campaigns and training programs for first responders; the bill also establishes several requirements relating to opioid prescribing practices, such as an initial three-day supply limit for certain opioids.

Families of Fallen Servicemembers First Act This bill provides a permanent appropriation for the payment of death gratuities and related benefits to survivors of deceased members of the uniformed services during a period of lapsed appropriations. The bill provides the appropriations at the rate and under the conditions provided for the most recent fiscal year for which an Act making appropriations for the uniformed services has been enacted. The appropriations are provided during a period of lapsed appropriations, in which appropriations are unavailable due to the absence of the timely enactment of an Act or joint resolution providing appropriations or continuing appropriations for the death gratuity and related benefits.

Rural Reasonable and Comparable Wireless Access Act of 2018 This bill directs the Federal Communications Commission (FCC) to develop regulations that would establish a national standard for determining whether mobile service, mobile data service, and broadband Internet service in rural areas are reasonably comparable to the services provided in urban areas. The FCC shall gather data about the average signal strengths and speeds of mobile services and the average speeds of broadband Internet services from the 20 most-populated urban areas. The services provided in rural areas shall be deemed reasonably comparable to urban area if the average signal strengths and speeds meet or exceed the averages in the most-populated areas.

National Guard and Reserves Benefits Parity Act This bill makes reserve component members who are deployed to support pre-planned operations of a combatant command eligible for: (1) non-reduction in pay while serving in the uniformed services or National Guard, (2) consideration of active duty service to reduce the age for retired pay , and (3) the high-deployment allowance for lengthy or numerous deployments and frequent mobilizations.

Streamlining and Investing in Broadband Infrastructure Act This bill requires the National Telecommunications and Information Administration to issue best practices relating to broadband infrastructure and installation for state broadband coordination offices, with an emphasis on rural areas. The Department of Transportation (DOT) must require states to install broadband conduits, which support broadband or wireless facilities for broadband service, in certain highway construction projects. DOT must ensure that: (1) standards are established that apply to all areas, including rural and remote areas with low population density; and (2) any requesting broadband provider has access to such installed conduits on a competitively neutral and nondiscriminatory basis, for a charge not to exceed a cost-based rate. The bill amends the Middle Class Tax Relief and Job Creation Act of 2012 to require federal agencies and other entities to grant real property interests necessary for the installation, construction, or modification of a communications facility installation, as defined by this bill.

Securing Required Funding for Water Infrastructure Now Act or the SRF WIN Act This bill amends the Water Infrastructure Finance and Innovation Act of 2014 (WIFIA) to allow the Environmental Protection Agency (EPA) to provide additional financial assistance (e.g., low-interest loans) through FY2023 to state infrastructure financing authorities for drinking water state revolving funds (SRFs) and clean water SRFs to carry out certain water and wastewater infrastructure projects. For projects funded under this bill, the EPA: (1) must expedite their application and review process, (2) may provide up to 100% of the project costs, and (3) must provide financial assistance based on need and give equal consideration to drinking water projects and wastewater projects. Total financial assistance provided under this bill may not exceed $7 billion per state. The bill authorizes the U.S. Army Corps of Engineers and the EPA to provide financial assistance under WIFIA to carry out projects for flood damage reduction, storm damage reduction, environmental restoration, or navigation improvement to certain waterways. Under current law, such financial assistance may be provided to only pilot projects.

Women and Lung Cancer Research and Preventive Services Act of 2018 This bill requires the Department of Health and Human Services to conduct an interagency study regarding research on lung cancer in women, access to lung cancer preventive services, and public awareness and education campaigns on lung cancer. The study must include a comprehensive report on research and knowledge gaps related to lung cancer in women in the federal government and recommendations for: (1) a research program that would encourage innovative approaches to eliminate knowledge gaps, (2) the development of a national lung cancer screening strategy with sufficient resources to expand access to screening, and (3) the development of a national public education and awareness campaign on lung cancer in women and the importance of early detection of lung cancer.

Music Modernization Act of 2018 This bill amends the copyright law to create a statutory blanket license for making and distributing nondramatic musical sound recordings, including through digital delivery. The blanket license allows digital music services to distribute sound recordings covered by the license without negotiating for the rights for each individual recording, as long as the music service complies with the license's requirements, such as paying the required royalties.

Protecting Veterans from Predatory Lending Act of 2018 The bill establishes mortgage loan protections for veterans. A refinanced home loan may not be guaranteed by the Department of Veterans Affairs (VA) unless: (1) a specified minimum time period has passed between the original loan and the refinancing; and (2) the lender complies with provisions related to fee recoupment, mortgage interest rates, and net tangible benefit tests. The National Housing Act is amended to prohibit the Government National Mortgage Association (Ginnie Mae) from guaranteeing a new refinanced VA loan until the later of: (1) 210 days after the first loan payment, or (2) the sixth monthly loan payment.

Calls on the government of Iran to respect the rights of the people of Iran to freedoms of speech, press, religion, association, and assembly. Condemns Iran's human rights violations. Warns Iran against any violence or retribution targeting peaceful protestors. Objects to acts of censorship, intimidation, and other restrictions on freedoms of speech, press, and expression. Encourages the President, the Department of State, and the U.S. Ambassador to the United Nations (U.N.) to work to convene emergency sessions of the U.N. Security Council and the U.N. Human Rights Council to condemn Iran's ongoing human rights violations and establish a related Security Council monitoring mechanism. Calls on Iran to cooperate with and allow visits of the U.N. Special Rapporteurs for Human Rights and the U.N. Office of the High Commissioner for Human Rights. Urges the President and State Department to work with the international community to ensure that human rights violations are part of all multilateral or bilateral discussions with and regarding Iran.

Nicaraguan Investment Conditionality Act (NICA) of 2017 This bill directs the President to instruct the U.S. Executive Director at each international financial institution to oppose a loan for budget support for the government of Nicaragua unless the Department of State reports that Nicaragua is taking effective steps to (1) hold free elections; (2) promote democracy; (3) strengthen the rule of law; (4) combat corruption; (5) protect the right to freedom of expression; (6) protect the rights of indigenous people; and (7) protect the rights of political opposition parties, journalists, and other civil society activists to operate without interference.

This bill directs the U.S. Postal Service to issue and sell an Alzheimer's Disease Research Semipostal Stamp. Proceeds from the sale of the stamp must be transferred to the National Institutes of Health for medical research relating to Alzheimer's disease. The stamp must be made available to the public for six years. Any limitation relating to whether more than one semipostal stamp may be offered for sale at the same time shall not apply to the stamp issued under this bill.

(Trauma-informed care takes into account a patient's history of trauma in the design of the patient's treatment.) Encourages the use of trauma-informed care within the federal government.
