Affordable Housing Credit Improvement Act of 2017 This bill amends the Internal Revenue Code, with respect to the low-income housing credit, to rename the credit "the affordable housing credit" and make several modifications to the credit. The bill increases state allocations for the credit and modifies the cost-of-living adjustments. It also revises tenant eligibility requirements, with respect to: the average income test, income eligibility for rural projects, increased tenant income, student occupancy rules, and tenant voucher payments that are taken into account as rent. The bill revises various requirements to: establish a 4% minimum credit rate for certain projects, permit relocation costs to be taken into account as rehabilitation expenditures, repeal the qualified census tract population cap, require housing credit agencies to make certain determinations regarding community revitalization plans, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, increase the population cap for difficult development areas, and eliminate the basis reduction for affordable housing properties that are allowed the credit and receive certain energy-related tax credits and deductions. The bill also modifies requirements regarding the reconstruction or replacement period after a casualty loss, rights related to building purchases, the prohibition on claiming acquisition credits for properties placed in service in the previous 10 years, foreclosures, and projects that assist Native Americans.

Nuclear Energy Innovation and Modernization Act This bill directs the Nuclear Regulatory Commission (NRC) to modify the licensing process for commercial advanced nuclear reactor facilities. In addition, the bill amends the Omnibus Budget Reconciliation Act of 1990 to revise how the NRC preserves budgeted funds for conducting and accelerating license reviews of commercial advanced nuclear reactor facilities. The NRC must implement a licensing process that is designed to be predictable and efficient while conforming to existing NRC regulatory guidelines. The Department of Energy (DOE) must provide cost sharing grants to license applicants for the purpose of funding a portion of the NRC review fees. The NRC must also develop a new technology-inclusive, regulatory framework by the end of 2024 that encourages greater technological innovation for the advanced nuclear reactor program. The NRC must publish necessary revisions to the guidance on the baseline examination schedule and any subsequent examinations for baffle-former bolts in pressurized water reactors with down-flow configurations. The NRC must: (1) report to Congress on the safety and feasibility of extending the duration of uranium recovery licenses from 10 to 20 years, and (2) complete a voluntary pilot program to determine the feasibility of establishing a flat fee structure for routine licensing matters relating to uranium recovery. DOE must issue a long-term federal excess uranium inventory management plan at least every 10 years that details the management of DOE excess uranium inventories.

Small and Rural Community Clean Water Technical Assistance Act This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to authorize the Environmental Protection Agency to provide grants or cooperative agreements to qualified technical assistance providers for assisting publicly owned treatment works (POTWs) serving 10,000 individuals or fewer in complying with the Act or obtaining financing under the Act for eligible projects. Assistance may be provided to POTWs through onsite technical assistance, circuit rider technical assistance programs, regional technical assistance programs, and onsite and regional training.

This bill nullifies the Federal Highway Administration's and the Federal Transit Administration's rule published on December 20, 2016, that revises transportation planning regulations with regard to the alignment of planning regulations with statutory provisions relating to the establishment of metropolitan planning area boundaries and the designation of metropolitan planning organizations.

Health Care Safety Net Enhancement Act of 2017 This bill amends the Public Health Service Act to deem a hospital or an emergency department and a physician or physician group of a hospital or emergency department to be an employee of the Public Health Service with liability protection provided by the United States for purposes of any civil action that may arise due to providing emergency or post-stabilization services on or after January 1, 2018.

Lymphedema Treatment Act This bill amends title XVIII (Medicare) of the Social Security Act to cover certain lymphedema compression treatment items as durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

Protecting Beneficiary Access to Complex Rehab Technology Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to prohibit the application of Medicare competitive acquisition rates to complex rehabilitative wheelchairs and accessories. (A competitive bidding program has replaced the use of established fee schedule amounts to determine payments under Medicare for certain durable medical equipment such as wheelchairs.)

Personal Health Investment Today Act of 2017 or the PHIT Act of 2017 This bill amends the Internal Revenue Code to allow a medical care tax deduction for up to $1,000 ($2,000 for a joint return or a head of household) of qualified sports and fitness expenses per year. The bill defines "qualified sports and fitness expenses" as amounts paid exclusively for the sole purpose of participating in a physical activity, including: (1) fitness facility memberships, (2) physical exercise or activity programs, and (3) equipment for a physical exercise or activity program.

Removing Barriers to Colorectal Cancer Screening Act of 2017 This bill waives Medicare coinsurance requirements with respect to colorectal cancer screening tests, regardless of the code billed for a resulting diagnosis or procedure.

Constitutional Concealed Carry Reciprocity Act of 2017 This bill amends the federal criminal code to allow a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows its residents to carry concealed firearms. A qualified individual must: (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid state-issued concealed carry permit, or be eligible to carry a concealed firearm in his or her state of residence.

Ozone Regulatory Delay and Extension of Assessment Length Act of 2017 or the ORDEAL Act of 2017 This bill amends the Clean Air Act to lengthen from 5 years to 10 years the intervals at which the Environmental Protection Agency (EPA) is required to review and revise air quality criteria and primary and secondary national ambient air quality standards (NAAQS). This bill eliminates the EPA's authority to review and revise criteria or promulgate new standards for ozone concentrations earlier or more frequently than required. The EPA must delay until 2025 the enforcement and implementation of the rule entitled, "National Ambient Air Quality Standards for Ozone." No earlier than 2025, the EPA must initiate a new rulemaking to promulgate NAAQS for ozone concentrations. The intervals at which an independent scientific review committee is required to review air quality criteria and NAAQS and recommend any new standards or revisions to existing criteria and standards are lengthened from 5 years to 10 years. The bill delays the review by an independent scientific review committee of NAAQS for ozone concentrations until 2025.

Constitutional Amendment This joint resolution proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless Congress authorizes the excess by a two-thirds vote of each chamber. The prohibition excludes outlays for repayment of debt principal and receipts derived from borrowing. The amendment prohibits total outlays for any fiscal year from exceeding 18% of the U.S. gross domestic product, unless two-thirds of each chamber of Congress provides for a specific increase above this amount. The amendment requires a two-thirds vote of each chamber of Congress to impose a new tax, increase the statutory rate of any tax, or increase the aggregate amount of revenue. It requires a three-fifths vote of each chamber to increase the limit on the debt of the United States. The President must submit an annual budget in which total outlays do not exceed total receipts and 18% of the U.S. gross domestic product. The amendment prohibits a court from ordering a revenue increase to enforce the requirements. Congress may waive specified requirements when a declaration of war against a nation-state is in effect or the United States is engaged in a military conflict which causes an imminent and serious military threat to national security.

Furthering Access to Stroke Telemedicine Act This bill amends title XVIII (Medicare) of the Social Security Act to specify that certain siting requirements applicable under the Medicare program shall not apply to telehealth services that are furnished after 2017 for purposes of evaluating an acute stroke. The Centers for Medicare & Medicaid Services shall not pay an originating-site facility fee with respect to such telehealth services.

Advancing Care for Exceptional Kids Act of 2017 or the ACE Kids Act of 2017 This bill allows a state Medicaid program or child health plan to provide coordinated care through enhanced pediatric health homes (EPHHs) for children who have complex medical conditions. Pursuant to an agreement with a state, an EPHH offers: (1) comprehensive pediatric care management, (2) care coordination and health promotion, (3) comprehensive transitional care, (4) patient and family support, (5) referrals to community and social support services, (6) the use of health information technology to link services, and (7) coordination of access to the full range of pediatric specialty and subspecialty medical services. In general, an EPHH must enroll any eligible child who requests enrollment. A child who opts to enroll shall have the option to disenroll from the EPHH and instead receive covered services under the state Medicaid program or the Children's Health Insurance Program (CHIP). Each state shall develop a methodology for payment to EPHHs under the state plan. The bill establishes requirements related to data collection and quality assurance. The Centers for Medicare & Medicaid Services (CMS) shall issue guidance to states on best practices for ensuring that children with complex medical conditions receive prompt care from out-of-state providers when medically necessary. The Medicaid and CHIP Payment and Access Commission must report to Congress and the CMS on specified information related to children with complex medical conditions.

Improving Transparency and Accuracy in Medicare Part D Spending Act This bill amends title XVIII (Medicare) of the Social Security Act to prohibit Medicare Prescription Drug Plan sponsors from retroactively reducing payment on clean claims submitted by pharmacies. (A "clean claim" is a Medicare claim that is free of defects such as incomplete documentation.)

Appalachian Forest National Heritage Area Act This bill establishes the Appalachian Forest National Heritage Area to include specified counties in the states of Maryland and West Virginia. The bill designates the Appalachian Forest Heritage Area, Inc., as the local coordinating entity for the area. The bill also requires the Appalachian Forest Heritage Area, Inc., to submit a management plan that provides for the protection, enhancement, and interpretation of cultural, natural, historical, educational, scenic, and recreational resources of the area.

New Markets Tax Credit Extension Act of 201 7 This bill amends the Internal Revenue Code to: (1) make permanent the new markets tax credit, (2) provide for an inflation adjustment to the limitation amount for such credit after 2016, and (3) allow an offset against the alternative minimum tax for such credit (determined with respect to qualified equity investments initially made after 2016).

ALS Disability Insurance Access Act of 2017 This bill amends title II (Old Age, Survivors, and Disability Insurance) of the Social Security Act to eliminate the five-month waiting period for disability insurance benefits for individuals with amyotrophic lateral sclerosis (a progressive neurodegenerative disease, also known as Lou Gehrig's disease, that affects nerve cells in the brain and spinal cord). Under current law, individuals must wait five months after becoming disabled before their disability insurance benefit payments can begin.

Concrete Masonry Products Research, Education, and Promotion Act of 2017 This bill directs the Department of Commerce to issue orders applicable to U.S. manufacturers of concrete masonry products. Any such order must provide for the establishment of a Concrete Masonry Products Board to carry out a program of generic promotion, research, and education regarding concrete masonry products. An order must also provide that assessments be paid by concrete masonry product manufacturers for concrete masonry products manufactured and marketed in the United States. At least 50% of the assessments paid by a manufacturer must be used to support research, education, and generic promotion programs and projects in support of the geographic region of the manufacturer. During the 60-day period preceding the proposed effective date of an order, Commerce shall conduct a referendum for order approval among manufacturers. The bill allows petition and review of an order, and order enforcement through U.S. district courts. The bill requires a study and a report by: (1) the Government Accountability Office on how the board spends assessments collected, the impact of board activities, and other matters relating to the demand for concrete masonry products; and (2) Commerce on the appropriateness and effectiveness of applying the commodity check-off program model to a nonagricultural industry.

Synthetics Trafficking and Overdose Prevention Act of 2017 or the STOP Act of 2017 This bill amends the Tariff Act of 1930 to make the Postmaster General the consignee (i.e., the entity financially responsible for the receipt of a shipment) for merchandise, excluding documents, imported through the mail into the United States. The Postmaster General must designate licensed customs brokers to file required documents or information for such shipments. The bill amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to impose a customs user fee on postal shipments or any other item valued at $2,000 or less arriving at an international mail facility. The bill amends the Trade Act of 2002 to direct the Department of the Treasury to require the Postmaster General to provide for the advanced electronic transmission to the U.S. Customs and Border Protection of certain information for all postal shipments by the U.S. Postal Service (USPS), including postal shipments it receives from foreign postal operators. The Postmaster General: shall be liable for civil penalties for postal shipment violations committed by a foreign postal operator or the USPS; may be directly or indirectly responsible for discrepancies resulting from omissions made or false information provided by a foreign postal operator or the USPS; and shall ensure that all costs and penalties associated with complying with this bill are recouped from foreign shippers, foreign postal operators, or U.S. ultimate consignees.

Workplace Advancement Act This bill amends the Fair Labor Standards Act of 1938 to prohibit discharging or retaliating against any employee because such employee has inquired about, discussed, or disclosed comparative compensation information for the purpose of determining whether the employer is compensating an employee in a manner that provides equal pay for equal work. The prohibition does not apply to instances in which an employee who has access to the wage information of other employees as a part of the employee's job functions discloses such wages to an individual who has no access to them, except in response to a charge or complaint or in furtherance of an investigation, proceeding, hearing, or action with respect to prohibited sex discrimination, including an investigation conducted by the employer. It is the sense of Congress that: (1) gender-based discrimination in wages or compensation violates existing law, and (2) Congress recommits itself to the principles of equal pay for equal work.

Federal Land Freedom Act of 2017 This bill authorizes a state with an established oil and gas leasing program to take responsibility from the federal government for leasing and regulating the exploration and development of oil, gas, and other forms of energy on federal land in the state. Any state actions to lease, permit, or regulate oil and gas exploration and development shall not be subject to federal action under certain laws, including the Administrative Procedure Act, the Endangered Species Act of 1973, and the National Environmental Policy Act of 1969. State-issued leases or permits shall provide for the collection and deposit of federal royalties and revenues. A state may collect and retain lease or permit application processing fees.

Fracturing Regulations are Effective in State Hands Act This bill gives states the sole authority to promulgate or enforce any regulation, guidance, or permit requirement regarding hydraulic fracturing on or under any land within their boundaries. Hydraulic fracturing or fracking is a process to extract underground resources such as oil or gas from a geologic formation by injecting water, a propping agent (e.g., sand), and chemical additives into a well under enough pressure to fracture the geological formation. Hydraulic fracturing on federal land must comply with the law of the state in which the land is located.

Expresses the Senate's commitment to strengthening the quality of care and expanding support for individuals with Alzheimer's disease and related dementias and family caregivers. Declares that: (1) achieving the primary goal of the National Plan to Address Alzheimer's Disease to prevent and effectively treat Alzheimer's by 2025 is an urgent national priority, and (2) bold action and considerable increases in funding are necessary to meet that goal. Encourages: (1) greater collaboration between governments to advance a global Alzheimer's and dementia research plan; (2) innovative public-private partnerships, financing tools, incentives, and other mechanisms to accelerate the pursuit of disease-modifying therapies. Calls for: (1) doubling the funding for Alzheimer's research in FY2017; and (2) developing a plan for FY2018-FY2021 to meet the target of the Advisory Council on Alzheimer's Research, Care, and Services for the United States to spend $2 billion each year on Alzheimer's research.

Investing in Opportunity Act This bill amends the Internal Revenue Code to authorize the designation of opportunity zones in low-income communities and to provide tax incentives for investments in the zones, including deferring the recognition of capital gains that are reinvested in the zones. Governors may submit nominations for a limited number of opportunity zones to the Department of the Treasury for certification and designation. Governors must give particular consideration to areas that: are currently the focus of mutually reinforcing state, local, or private economic development initiatives to attract investment and foster startup activity; have demonstrated success in geographically targeted development programs such as promise zones, the new markets tax credit, empowerment zones, and renewal communities; and have recently experienced significant layoffs due to business closures or relocations. Treasury must designate zones if a governor fails to submit nominations within a specified period of time. An "opportunity fund" is any investment vehicle organized as a corporation or a partnership to invest in opportunity zones that holds at least 90% of its assets in opportunity zone assets. Taxpayers may temporarily defer the recognition of capital gains that are invested in opportunity zones. Investments in opportunity zones or opportunity funds that are held for at least five years are eligible for capital gains tax reductions or exemptions, depending on how long the investment is held. Treasury must report to Congress on the opportunity zone incentives enacted in this bill, including an assessment of opportunity fund investments at the national and state levels.

Childhood Cancer Survivorship, Treatment, Access, and Research Act of 2017 or the Childhood Cancer STAR Act This bill amends the Public Health Service Act to authorize the National Institutes of Health (NIH) to provide support to collect the medical specimens and information of children, adolescents, and young adults with selected cancers that have the least effective treatments in order to achieve a better understanding of these cancers and the effects of treatment. The national childhood cancer registry is reauthorized through FY2022 and revised to authorize the Centers for Disease Control and Prevention to award grants to state cancer registries to improve tracking of childhood cancers. The Department of Health and Human Services (HHS) may: (1) support pilot programs to develop or study models for monitoring and caring for childhood cancer survivors throughout their lives, (2) establish a task force to develop and test standards for high-quality childhood cancer survivorship care, and (3) carry out a demonstration project to improve care coordination as childhood cancer survivors transition to adult care. HHS must convene a Workforce Development Collaborative on Medical and Psychosocial Care for Pediatric Cancer Survivors. The NIH may support research on: (1) outcomes for, and barriers faced by, pediatric cancer survivors within minority or medically underserved populations; and (2) follow-up care for pediatric cancer survivors, including research on the late effects of cancer treatment and long-term complications. The Government Accountability Office must make recommendations to address barriers to childhood cancer survivors obtaining and paying for adequate medical care.

Ozone Standards Implementation Act of 2017 This bill amends the Clean Air Act by revising the National Ambient Air Quality Standards (NAAQS) program. The bill delays the implementation of the ozone NAAQS that were published in 2015. The bill extends until: (1) October 26, 2024, the deadline for states to submit designations to implement the 2015 ozone NAAQS; and (2) October 26, 2025, the deadline for the Environmental Protection Agency (EPA) to designate state areas as attainment, nonattainment, or unclassifiable areas with respect to the 2015 ozone NAAQS. States must submit a state implementation plan (SIP) by October 26, 2026, to implement, maintain, and enforce the 2015 ozone NAAQS. The bill also changes the review cycle for criteria pollutant NAAQS from a 5-year review cycle to a 10-year review cycle. The EPA may not complete its next review of ozone NAAQS before October 26, 2025. Prior to establishing or revising NAAQS, the EPA must obtain advice from its scientific advisory committee regarding potential adverse public health, welfare, social, economic, or energy effects which may result from attaining and maintaining NAAQS. The EPA must publish regulations and guidance for implementing NAAQS concurrently with the issuance of a new or revised standard. New or revised NAAQS must not apply to preconstruction permits for constructing or modifying a major emitting facility or major stationary source of air pollutants until those regulations and guidance have been published. The bill revises requirements concerning SIPs for extreme ozone nonattainment areas and particulate matter nonattainment areas.

Steel Industry Preservation Act This bill amends the Internal Revenue Code to extend and modify the production tax credit for steel industry fuel. (Under current law, steel industry fuel is a fuel which is: (1) produced through a process of liquefying coal waste sludge and distributing it on coal, and (2) used as a feedstock for the manufacture of coke.) The bill modifies the tax credit for steel industry fuel to: extend the credit period and the placed-in-service date, revise the definition of "steel industry fuel" to allow blends of coal and petroleum coke or other coke feedstock in the fuel, set forth ownership requirements, and specify requirements for treating an owner as producing and selling steel industry fuel. A taxpayer that produces steel industry fuel may elect to accept an increased tax credit in lieu of certain deductions for expenses in connection with the production of steel industry fuel. The bill specifies the treatment of the credit for the purpose of the alternative minimum tax. It also exempts transactions related to steel industry fuel from rules that restrict deductions and other tax benefits for activities that are not engaged in for profit or that do not have economic substance.

Protecting Seniors' Access to Medicare Act of 2017 This bill amends the Patient Protection and Affordable Care Act (PPACA) to terminate the Independent Payment Advisory Board (IPAB). Under PPACA, the IPAB is tasked with developing proposals to reduce the per capita rate of growth in Medicare spending.

Medicare Access to Rehabilitation Services Act of 2017 This bill repeals existing caps on Medicare payment for certain outpatient physical-therapy services and speech-language pathology services. Under current law, annual payment for such services is capped at $1,980 in 2017, with specified percentage increases to that limit in subsequent years.

This joint resolution initiates the process to terminate the Independent Medicare Advisory Board, which issues annual recommendations for reducing growth in Medicare expenditures. Under current law, the enactment of a such a joint resolution is required in order to terminate the board.

Craft Beverage Modernization and Tax Reform Act of 2017 This bill amends the Internal Revenue Code, with respect to the tax treatment of certain alcoholic beverages, to: exclude the aging period from the production period for beer, wine, or distilled spirits for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period; reduce excise tax rates on beer and distilled spirits; modify the small wine producer tax credit to increase the amount of the credit, expand the producers that are covered, and specify an adjustment for hard cider; modify the alcohol content limitations that apply to certain wines for tax purposes; specify definitions for "mead" and "low alcohol by volume wine;" modify requirements for records, statements, and returns for certain breweries; and permit the transfer of beer between bonded facilities without payment of tax. The Department of the Treasury must amend applicable regulations with respect to the use of wholesome products suitable for human consumption in the production of fermented beverages.

This joint resolution nullifies the rule submitted by the Bureau of Land Management titled "Waste Prevention, Production Subject to Royalties, and Resource Conservation." The rule published in the Federal Register on November 18, 2016, addresses waste generated during oil and gas production.

This joint resolution nullifies the Stream Protection Rule finalized by the Department of the Interior on December 20, 2016. The rule addresses the impacts of surface coal mining operations on surface water, groundwater, and the productivity of mining operation sites.

Trickett Wendler Right to Try Act of 2017 This bill requires the federal government to allow unrestricted manufacturing, distribution, prescribing, and dispensing of experimental drugs, biological products, and medical devices that are: (1) intended to treat a patient who has been diagnosed with a terminal illness, and (2) authorized by state law. The federal government must allow unrestricted possession and use of such treatments by patients certified by a physician as having exhausted all other treatment options. A manufacturer, distributor, prescriber, dispenser, possessor, or user of such a treatment has no liability regarding the treatment. The outcome of manufacture, distribution, prescribing, dispensing, possession, or use of such a treatment may not be used by a federal agency to adversely impact review or approval of the treatment. The treatment must: (1) have successfully completed a phase 1 (initial, small scale) clinical trial; (2) remain under investigation in a clinical trial approved by the Food and Drug Administration; and (3) not be approved, licensed, or cleared for sale under the Federal Food, Drug, or Cosmetic Act or the Public Health Service Act.

Recognizing the Protection of Motorsports Act of 2017 or the RPM Act of 2017 This bill amends the Clean Air Act to allow the modification of a vehicle's air emission controls if the vehicle is used solely for competition.

Senior$afe Act of 2017 This bill extends immunity from liability to certain individuals who, in good faith and with reasonable care, disclose the suspected exploitation of a senior citizen to a regulatory or law-enforcement agency. Specifically, this immunity shall apply to certain credit-union, depository-institution, investment-adviser, broker-dealer, insurance-company, and insurance-agency employees who have received specified training related to identifying and reporting the suspected exploitation of a senior citizen. Similarly, the employing financial institution shall not be liable with respect to disclosures made by such employees.

Jumpstart Our Businesses by Supporting Students Act of 2017 or the JOBS Act of 2017 This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to establish the Job Training Federal Pell Grant Program. The Department of Education must award job training Federal Pell Grants to eligible students. An eligible student is one who does not have a degree, attends an institution of higher education (IHE), is enrolled in a job training program at such IHE, and meets all other eligibility requirements for a Federal Pell Grant. The maximum job training Federal Pell Grant award is 50% of the discretionary base maximum award specified in annual appropriations law. Any period during which a student receives a job training Federal Pell Grant counts toward that student's Federal Pell Grant eligibility period.

Patient Freedom Act of 2017 This bill provides states with three options regarding title I (provisions on health insurance reform, exchanges, and subsidies) of the Patient Protection and Affordable Care Act (PPACA): (1) continue implementing PPACA, with a limit on total premium and cost sharing subsidies provided in the state; (2) waive the requirements of title I of PPACA, with specified exceptions; or (3) the second option plus implementation of a Roth health savings account (HSA) deposit system. Only residents of states continuing to implement PPACA are eligible for PPACA premium subsidies. The bill amends the Internal Revenue Code to set forth provisions regarding Roth HSAs, which have annual contribution limits and are not subject to taxes. Contributions to Roth HSAs are not tax deductible. In states implementing a Roth HSA deposit system, residents who are enrolled in health insurance coverage that meets state standards receive monthly deposits in their Roth HSAs. States that administer deposits are entitled to payments from the Department of Health and Human Services for population health initiatives. States with a Roth HSA deposit system must penalize residents who have a break in health coverage and may enroll residents in a default high deductible health plan that is continually available for enrollment. Contributions may no longer be made to non-Roth HSAs. HSAs and Roth HSAs may be used to pay monthly or prepaid amounts for physician services. These services are not considered to be health insurance. This bill amends SSAct title XVIII (Medicare) to require participating hospitals to limit costs to individuals for uncovered emergency medical care. Persons providing medical care must post prices.
