Budget Enforcement Legislative Tools Act of 2006 - Amends the Congressional Budget and Impoundment Control Act of 1974 to provide for expedited consideration of certain rescissions proposed by the President of discretionary budget authority in an appropriation Act. Prohibits funds made available for obligation under this procedure from being proposed for rescission again. Sets forth requirements for: (1) the President's transmittal to Congress of a special message regarding a proposed rescission; (2) a maximum 25% ceiling on amounts subject to rescission; and (3) expedited congressional consideration of such proposal. Makes it out of order in the Senate to consider any direct spending or revenue legislation that would increase the on-budget deficit or cause an on-budget deficit for: (1) the first year or first five fiscal years covered by the most recently adopted concurrent resolution on the budget; or (2) the five fiscal years following such fiscal years. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to retain (by eliminating the expiration of) pay-as-you-go requirements. Extends specified budget enforcement mechanisms through FY2011.

Expresses the sense of the Senate that the United States: (1) should continue to demonstrate international leadership regarding the conservation and sustainable use of high seas living marine resources by promoting adoption of a resolution at this year's U.N. General Assembly calling on all nations to prohibit destructive fishing activity in areas where there are no applicable conservation or management measures or in areas with no applicable international fishery management organizations or agreements until conservation and management measures consistent with the Magnuson-Stevens Act, the United Nations Fish Stocks Agreement, and other relevant instruments are implemented; and (2) calls upon U.N. member nations to adopt a resolution to protect the living resources of the high seas from destructive fishing practices.

Domestic Partnership Benefits and Obligations Act of 2006 - Entitles federal employees and their domestic partners to benefits available to federal married employees and their spouses. Specifies certifications required for benefit eligibility, filing requirements regarding partnership dissolution, and confidentiality requirements.

Compassionate Assistance for Rape Emergencies Act - Prohibits any federal funds from being provided to a hospital unless the hospital meets certain conditions related to a woman who is a victim of sexual assault, including that the hospital: (1) provides the woman with accurate and unbiased information about emergency contraception; (2) offers emergency contraception to the woman; (3) provides the woman such contraception at the hospital on her request; and (4) does not deny any such services because of the inability of the woman to pay. Prohibits any federal funds from being provided to a hospital unless the hospital provides to survivors of sexual assault, regardless of ability to pay: (1) an assessment of the individual's risk of contracting sexually transmitted infections; (2) advice concerning significantly prevalent infections for which effective post-exposure prophylaxis exists and for which the deferral of treatment either would significantly reduce treatment efficacy or would pose substantial risk to the individual's health; and (3) such prophylactic treatment for infections, upon request.

Securing Effective and Necessary Individual Outpatient Rehabilitation Services (SENIORS) Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act with respect to the temporary process for obtaining an exception from the uniform dollar limitation on Medicare payment for medically necessary physical therapy services (Medicare therapy cap exceptions process). Extends the exceptions process period from the beginning of calendar 2006 through calendar 2007.

Keep Children Covered Act of 2006 - Amends title XXI (State Children's Health Insurance Program) (SCHIP) to: (1) establish a special rule for redistribution of unspent FY2004 allotments; (2) provide for additional allotments to eliminate FY2007 funding shortfalls remaining after redistribution of unspent FY2004 allotments; and (3) extend authority through FY2006 for qualifying states to use certain SCHIP funds for Medicaid expenditures.

Darfur Peace and Accountability Act of 2006 - Sets forth the sense of Congress with respect to the situation in Darfur, Sudan, including the sense of Congress that the atrocities unfolding in Darfur are genocide, and the need for U.S. and international involvement in Darfur. Amends the Comprehensive Peace in Sudan Act of 2004 to direct the President, with waiver authority upon congressional notification, to block the assets and deny visas and entry to any individual complicit in or responsible for acts of genocide, war crimes, or crimes against humanity in Darfur, including certain family members or associates of such individual. Authorizes the President to provide assistance to reinforce an expanded African Union Mission in Sudan (AMIS). States that the President should take steps to deny the government of Sudan access to oil revenues, including prohibiting U.S. port entry to cargo ships or oil tankers engaged in trade activities in Sudan's oil sector or involved in the shipment of goods for the Armed Forces of Sudan until the government of Sudan has honored its commitments to cease attacks on civilians, demobilize and demilitarize the Janjaweed and associated militias, grant access for humanitarian assistance, and allow for the safe and voluntary return of refugees and internally displaced persons. Exempts from such prohibition cargo ships or oil tankers involved in: (1) an internationally recognized demobilization program or the shipment of economic assistance; or (2) the shipment of certain military assistance. Prohibits, with national interest waiver authority, U.S. assistance to a country in violation of U.N. Security Council Resolutions 1556 and 1591 (embargo on military assistance to Sudan). States that certain restrictions against the government of Sudan shall remain in place until the President makes specified certifications to the appropriate congressional committees regarding the government of Sudan. Amends the Assistance for International Malaria Control Act to repeal provisions authorizing the President to provide additional assistance to, and exempting prohibitions on exports from, areas outside the control of the government of Sudan. Amends the Comprehensive Peace in Sudan Act of 2004 to repeal the provision authorizing the President to provide additional nonmilitary assistance to areas outside the control of the government of Sudan. Authorizes the President, subject to congressional notification by the Secretary of State, to provide economic assistance for Southern Sudan, Southern Kordofan/Nuba Mountains State, Blue Nile State, and Abyei. Authorizes the President to provide specified military assistance to the government of Sudan. Waives prohibitions concerning Sudan in Executive Order No. 13067 regarding activities with respect to Southern Sudan, Southern Kordofan/Nuba Mountains State, Blue Nile State, and Abyei.

Commemorates the life of each individual who died as a result of the attacks of September 11, 2001. Extends deepest condolences to the victims, as well as to their families, friends, and loved ones. Condemns the attacks, the terrorists who perpetrated them, and their sponsors. Commits to support the necessary steps to defeat terrorists who plot to harm the American people. Recommits the Senate and the Nation to bringing the perpetrators of the attacks and their sponsors to justice. Honors members of the Armed Forces, law enforcement personnel, first responders, members of the intelligence community, and others who have bravely participated in the War on Terrorism since September 11, 2001. Declares September 11, 2006, to be a National Day of Remembrance, in commemoration of the September 11, 2001, terrorist attacks against the United States. Declares that when the Senate adjourns today (September 11, 2006), it stand adjourned as a further mark of respect to each individual who died as a result of the attacks of September 11, 2001.

Recognizes the Reverend Waitstill Sharp and Martha Sharp as genuine American heroes, and pays tribute to them as their names are added to the Wall of Rescuers in the permanent exhibition of the U.S. Holocaust Memorial Museum on September 14, 2006. Commends the organization founded to support the Sharps' work, the Unitarian Universalist Service Committee, for its efforts to rescue Jews and opponents of the Nazi regime in Europe and for carrying on the Sharps' legacy by working to save the lives of the people of Darfur, Sudan, and to protect human rights worldwide.

Calls for Congress to support: (1) efforts to promote awareness of cancer in children; (2) investment in childhood cancer research; (3) medical trainees and investigators in the field of pediatric oncology; (4) incentives to encourage the development of drugs and biologics designed to treat pediatric cancers; (5) policies that encourage participation in clinical trials; (6) medical education curricula designed to improve pain management for cancer patients; and (7) enhanced education, services, and other resources related to late effects from treatment.

Condemns the government of Sudan's: (1) military offensive in Darfur in violation of the terms of the Darfur Peace Agreement (2006) and the N'Djamena cease-fire accord (2004); and (2) rejection of U.N. Security Council Resolution 1706 (2006). Commends the African Union Mission in Sudan (AMIS) for its monitoring of the N'djamena cease-fire agreement and encourages the African Union (AU) to leave the AMIS force in place until a U.N. peacekeeping mission is deployed to Darfur. Calls upon the government of Sudan to: (1) cease its military offensive in Darfur; and (2) comply with the deployment of U.N. peacekeepers to Darfur. Calls upon the United Nations to: (1) deploy as quickly as practicable well trained and equipped peacekeeping troops as authorized by Security Council Resolution 1706; and (2) begin considerations of sanctions as called for by Security Council Resolution 1556 (2004) and Security Council Resolution 1564 (2004). Urges the President to help improve the security situation in Darfur by: (1) pursuing the imposition of a "no-fly zone" in Darfur in cooperation with the United Nations, the North Atlantic Treaty Organization (NATO), or NATO allies; (2) garnering support for NATO assistance with the AU handover of AMIS to the United Nations; (3) obtaining the support of China, Russia, and U.S. allies in the Arab League to secure Sudan's compliance with U.N. peacekeeper deployment; (4) supporting full funding for the U.N. peacekeeping mission in Sudan; (5) securing U.N. member state support for a special session on Sudan in the U.N. Human Rights Council; and (6) appointing a Special Envoy to Sudan to head the Office of the Presidential Special Envoy. Urges the international community to: (1) support the deployment of U.N. peacekeepers to Darfur financially, with logistical and equipment support, or through troop contributions; (2) fulfill financial obligations to U.N. and international humanitarian aid agencies for responding to the crisis in Darfur or addressing humanitarian needs throughout Sudan; (3) impose targeted sanctions against members of the National Congress Party responsible for human rights violations, war crimes, and crimes against humanity; and (4) impose sanctions consistent with Security Council Resolutions 1556 and 1564.

Expresses the the sense of the Senate that: (1) the governments of Syria and Iran should end material and logistical support for Hezbollah and use their influence to disarm Hezbollah and release all kidnapped prisoners; (2) the U.S. government and the international community must work with the governments of Israel and Lebanon for a cessation in the hostilities between Hezbollah and Israel based on the return of Israeli soldiers held in Lebanon, the disarmament of Hezbollah, the removal of all Hezbollah forces from southern Lebanon and their replacement with army and security forces of the government of Lebanon, and an agreement to fully implement United Nations Security Council Resolution 1559; (3) the U.S. government and the international community must work with the governments of Israel and Lebanon to organize an international donors conference to ensure international resources for the reconstruction of Lebanon's civilian infrastructure; (4) the U.S. government and the international community must work with the governments of Israel and Lebanon to promote sustainable peace and security for Israel and Lebanon and the greater Middle East and to assist the government of Lebanon on its path to democracy; and (5) Lebanon's territorial integrity, sovereignty, unity, and political independence should be strongly supported.

Victim-Activated Landmine Abolition Act of 2006 - Expresses the sense of Congress that the government should continue to set an example for other countries by banning procurement of victim-activated landmines and other weapons designed to be victim-activated. Prohibits the federal government from procuring such landmines or weapons in any circumstance.

Abraham Lincoln Study Abroad Act of 2006 - Authorizes the Secretary of State to establish an Abraham Lincoln Study Abroad Program to facilitate undergraduate study abroad for academic credit. States that the Program shall consist of: (1) undergraduate fellowships (Lincoln Fellowships); and (2) grants to institutions of higher education (Lincoln Institutional Leverage Grants).

Washington-Rochambeau Revolutionary Route National Historic Trail Designation Act - Amends the National Trails System Act to designate a corridor of approximately 600 miles following the route taken by the armies of General George Washington and Count Rochambeau between Newport, Rhode Island, and Yorktown, Virginia, in 1781 and 1782, as the "Washington-Rochambeau Revolutionary Route National Historic Trail."

Commends the efforts of former Deputy Secretary of State Robert Zoellick in Darfur and the contributions of White House Policy Advisor Michael Gerson, Ambassador Cindy Courville, and Ambassador Michael Ranneberger. Expresses the sense of the Senate that: (1) the United States needs an individual of Ambassadorial rank and high stature to devote exclusive attention to Darfur and related issues concerning peace and stability in Sudan; (2) such individual should formulate and coordinate policy, lead negotiations, engage with parties to the conflict to monitor their compliance with the May 2006 Darfur Peace Agreement, gather donor resources, and ensure that this crisis remains a top U.S. government priority; and (3) the President should appoint a Presidential Special Envoy for Sudan with the rank of Ambassador and should provide not less than $250,000 to support the Presidential Special Envoy.

Brownfields Redevelopment Enhancement Act - Amends the Housing and Community Development Act of 1974 to authorize the Secretary of Housing and Urban Development to make competitive grants only to eligible public entities and Indian tribes for carrying out projects and activities to assist the development and redevelopment of brownfield sites, including mine-scarred lands.

High-Performance Green Buildings Act of 2006 - Directs the Administrator of General Services to establish an Office of High-Performance Green Buildings. Requires the Office Director to: (1) establish a Green Building Advisory Committee; (2) carry out public outreach; (3) develop and recommend a high-performance green building research plan; (4) analyze current budget and contracting practices that affect achievement of high-performance green buildings; and (5) develop and implement a comprehensive indoor air quality program for federal facilities. Authorizes the Administrator of the Environmental Protection Agency (EPA) to provide grants to educational agencies for use in: (1) providing technical assistance for EPA's programs (including the Tools for Schools Program and the Healthy School Environmental Assessment Tool) to schools for use in addressing environmental issues; and (2) developing state school environmental quality plans. Authorizes the EPA to provide grants to nonprofit organizations to assist in community and public education on healthy school environments. Requires the EPA to develop school site acquisition guidelines that account for: (1) the special vulnerability of children to hazardous substances or pollution exposure where the potential for site contamination exists; (2) available modes of transportation; and (3) potential use of the school as an emergency shelter. Requires the EPA to issue guidelines for states in developing and implementing environmental health programs for schools. Requires the Director to identify incentives to encourage the use of green buildings and related technology in federal government operations. Requires the Director of the Office of Federal Procurement Policy to: (1) revise applicable acquisition regulations; and (2) issue guidance to federal procurement executives on renegotiating proposed facilities design, existing facilities renovations, and eased facilities improvements. Requires the Director to consult with the Committee to assist in the implementation of the Environmental Stewardship Scorecard announced at the White House Summit on federal sustainable buildings in 2006. Requires the Office to carry out specified demonstration projects at federal buildings and universities to contribute to its research goals.

Christen O'Donnell Equestrian Helmet Safety Act of 2006 - Authorizes the Secretary of Commerce to award grants to states, political subdivisions, Indian tribes and organizations, public organizations, and private nonprofit organizations for activities that encourage individuals to wear approved equestrian helmets. Requires the Secretary to report to the appropriate congressional committees on the effectiveness of such grants. Establishes an interim standard for equestrian helmets manufactured nine months after enactment of this Act pending establishment of a final standard. Directs the Consumer Product Safety Commission (CPSC) to begin rulemaking proceedings for development of a final standard. Excludes such proceedings from specified laws governing the CPSC's reliance on voluntary standards, the development of consumer product safety rules, and the CPSC's regulation of consumer products in accordance with other laws. Prohibits application of judicial review provisions to any standard issued pursuant to such proceedings. Requires any failure to meet the interim standard to be treated as a violation of a consumer product safety standard promulgated under the Consumer Product Safety Act (CPSA). Requires any final standard to be considered a CPSA consumer product safety standard.

Ten-in-Ten Fuel Economy Act - Amends federal transportation law to revise corporate average fuel economy standards (CAFE Standards) for automobiles to exclude light trucks (currently, only passenger automobiles are excluded) from such standards. Prescribes graduated increased average fuel economy standards for passenger automobiles and light trucks beginning in model year 2009 in order to achieve a combined average fuel economy standard of at least 35 miles per gallon (or such other number of miles per gallon as the Secretary may prescribe) beginning in model year 2017. Prohibits such regulations from making any distinction between passenger automobiles and light trucks by not later than model year 2011 (effectively eliminating the SUV loophole). Sets forth minimum CAFE standards for domestic and foreign passenger automobiles manufactured in a model year prior to enactment of this Act. Prescribes maximum CAFE standards for: (1) work trucks manufactured beginning in model year 2011; and (2) light trucks manufactured beginning in model year 2009. Directs the Secretary of Transportation to issue a motor vehicle safety standard to reduce vehicle incompatibility and agressivity between passenger vehicles and non-passenger vehicles. Revises federal test procedures used to determine fuel economy values for labeling purposes to require such process to take into consideration certain current factors like speed limits, acceleration rates, and driving patterns for passenger automobiles by model year 2015. Requires passenger automobiles and light trucks be equipped with fuel economy indicators and devices beginning with model year 2013. Establishes a CAFE credit trading program to allow manufacturers whose automobiles exceed CAFE standards to earn credits to be sold to manufacturers whose automobiles fail to achieve such standards. Revises fuel economy labeling requirements to require labels attached to passenger automobiles and light trucks to also include greenhouse gas and other emissions consequences information.

Expanding American Homeownership Act of 2006 - FHA Modernization Act of 2006 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal housing loan obligation; (2) extend the mortgage term to 40 years; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Authorizes the Secretary of Housing and Urban Development to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term. Requires the Secretary to notify specified entities whenever the Secretary takes discretionary action to suspend or revoke approval of a mortgagee to participate in any mortgage insurance program. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain blanket mortgage insured by the Secretary. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Limits the Secretary's authority to enter into commitments for loan guarantees. Requires annual independent actuarial studies of the Fund. Declares that insurance of a Native Hawaiian or Indian reservation mortgage is the obligation of the MMI Fund (instead of the General Insurance Fund). Authorizes the Secretary to: (1) insure a home equity conversion mortgage for specified elderly mortgagors; and (2) enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area. Federal Housing Administration Manufactured Housing Loan Act of 2006 - Exempts a manufactured home (including its appurtenant lot) from the limitation placed upon federal insurance of financial institutions. Makes any mortgage insurance contract related to a manufactured housing loan conclusive evidence of the eligibility for such insurance of the financial institution involved. Authorizes the Secretary to establish a mortgage insurance single premium structure for manufactured homes. Increases the maximum dollar amounts of loan limits.

Amends the Burmese Freedom and Democracy Act of 2003 to extend from three years to six years after enactment of that Act the maximum duration of any renewal under it of import restrictions on Burmese products. Approves the renewal of import restrictions contained in the Act. Deems this resolution a renewal resolution.

Amends the Harmonized Tariff Schedule of the United States to include an additional U.S. Note regarding tariff treatment of textile parts of seats and other furniture. Classifies articles of cotton or other textile fibers, except for leather, as parts of seats or other furniture only if they have been both cut and sewn to shape and have been permanently attached to furniture framing parts or sections.

Medicare Late Enrollment Assistance Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act (SSA) to eliminate months in 2006 from the calculation of any late enrollment penalty under Medicare part D. Makes appropriations to the Secretary of Health and Human Services for FY2007 to: (1) make grants to states for state health insurance counseling programs receiving assistance under the Omnibus Reconciliation Act of 1990; and (2) enable the Assistant Secretary on Aging to provide grants to states for area agencies on aging to provide eligible Medicare beneficiaries with Medicare benefits information. Amends SSA title XVIII to set additional limitations on the total amount of expenditures from the Medicare Advantage Regional Plan Stabilization Fund for periods prior to October 1, 2007, and between October 1, 2007, and September 30, 2011.

The Fourteenth Dalai Lama Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro Tempore of the Senate to make appropriate arrangements for the presentation, on behalf of Congress, of a gold medal of appropriate design to Tenzin Gyatso, the Fourteenth Dalai Lama, in recognition of his many contributions to peace and religious understanding.

Wastewater Treatment Works Security Act of 2006 - Amends the Federal Water Pollution Control Act to authorize the Administrator of the Environmental Protection Agency (EPA) to provide grants for: (1) vulnerability assessments of publicly owned treatment works; (2) implementation of security enhancements; (3) the development, expansion, or upgrading of emergency response plans; and (4) the voluntary creation of mutual aid and emergency network preparedness agreements developed in accordance with the National Incident Management System. Prescribes disclosure limits and protections for vulnerability assessments. Limits the federal cost share of an activity funded by grant under this Act to 50%. Authorizes the Administrator to: (1) provide technical guidance to small publicly owned treatment works (serving fewer than 10,000 individuals) for conducting vulnerability assessments and implementing security enhancements; and (2) make grants to nonprofit organizations to improve assessment methodologies. Requires the Administrator to research and review: (1) means of providing alternative processes to convey, treat, and dispose of wastewater if a disruption of service event occurs; (2) how a collection system of a treatment works could be used to convey hazardous substances and how it could be secured in response to an intentional harmful act; (3) methods for monitoring a collection system for hazardous substances and unauthorized entry; and (4) treatment technologies.

Clean Air Planning Act of 2006 - Amends the Clean Air Act to establish national pollutant tonnage limitations for sulfur dioxide, nitrogen oxides, mercury, and carbon dioxide. Provides for review and revision of annual tonnage limitations. Directs the Administrator of the Environmental Protection Agency (EPA) to: (1) establish a nitrogen oxide allowance trading program; (2) promulgate regulations to ensure the equitable issuance of such allowances to facilities that use more than one energy source to produce electricity and facilities that produce electricity in addition to another service or product; (3) establish a reserve of such allowances to be set aside for use by new units that is not less than 5% of the total allowances allocated to affected units for the calendar year; (4) allocate a certain proportion of such allowances to affected units (certain fossil fuel-fired electric generating facilities) in a certain period; (5) establish a nitrogen oxide allowance transfer system; and (6) provide for the use and transfer of such allowances. Subjects specified units to annual emission limitations for inlet mercury. Directs the Administrator to: (1) establish a carbon dioxide allowance trading program; (2) promulgate regulations relating to offsets produced by agricultural sequestration practices; (3) establish a reserve of carbon dioxide allowances to be allocated to new affected units and to a clean coal technology reserve; and (4) allocate a specified amount of carbon dioxide allowances to certain units; and (5) promulgate regulations that provide for the issuance, certification, and use of offset allowances (and early reduction allowances) for greenhouse gas reduction or sequestration projects. Authorizes the use and transfer of allowances in other carbon dioxide allowance trading programs that are approved by the Administrator for the use of the allowances. Revises the new source review program to set forth performance standards for sulfur dioxide and nitrogen oxides for each affected unit that has been in operation 50 or more years as of January 1, 2020. Revises the sulfur dioxide allowance program to establish an allowance reserve for new units. Requires the Secretary of Commerce, acting through the Administrator of the National Oceanic and Atmospheric Administration (NOAA), to issue air quality forecasts and air quality warnings as part of the mission of the Department of Commerce. Requires the EPA Administrator to promulgate regulations limiting emissions from electric utility steam generating units of hazardous air pollutants, other than mercury.

Access to Emergency Medical Services Act of 2006 - Amends the Public Health Service Act to deem hospitals, emergency rooms, physicians (including on-call physicians), and physicians groups that provide emergency care to uninsured individuals to be employees of the Public Health Service for purposes of any civil action that may arise due to items and services furnished. Amends title XVIII (Medicare) of the Social Security Act to provide additional payments from the Federal Supplementary Insurance Trust Fund for physicians' services in the emergency department of a hospital or critical access hospital to a Medicare recipient. Provides for incentive payments to hospitals that certify to the Secretary that they meet established standards for prompt admission by a hospital of individuals presenting to the emergency department that need inpatient hospital services. Requires the Comptroller General to submit to the relevant congressional committees a report that evaluates whether such standards will achieve the stated objectives and recommends any changes. Sets forth civil monetary penalties for filing a false certification and engaging in a pattern or practice of failing to meet established standards.

Enhanced Energy Security Act of 2006 - Directs the Secretary of Energy and other specified cabinet officials to promulgate regulations to implement a national oil savings plan. Amends the Energy Policy and Conservation Act to set forth federal fleet conservation requirements to achieve reduced petroleum consumption. Provides assistance to states to: (1) retire fuel-inefficient motor vehicles; and (2) reduce school bus idling. Directs the Secretary of Energy to: (1) conduct a program of research, development, demonstration, and commercial application for electric drive transportation technology; and (2) establish a research and development program for lightweight materials research and vehicle weight reduction. Amends the Energy Policy Act of 2005 to: (1) provide loan guarantees for fuel-efficient automobile manufacturers and suppliers; and (2) require that the federal government consume specified amounts of renewable energy. Establishes the Alternative Fueling Infrastructure Trust Fund. Directs the Secretary to: (1) deploy new technologies to reduce oil use in transportation, including fuel from cellulosic biomass; (2) competitively award financial incentives for the manufacture of high-efficiency consumer products; and (3) conduct a national media campaign to decrease oil and natural gas consumption. Amends the Public Utility Regulatory Policies Act of 1978 to: (1) set forth a federal renewable portfolio standard; and (2) require state regulatory authorities to implement energy efficiency resource programs that include electric utilities and gas utilities. Amends the National Energy Conservation Policy Act to authorize a federal agency to: (1) enter into a separate contract for energy services and conservation measures; and (2) provide the financing necessary to implement such contract. Amends the Small Business Act to authorize the Administrator of the Small Business Administration to make disaster relief loans to small business concerns for substantial economic injury incurred because of a significant increase in heating oil prices. Amends the Energy Conservation and Production Act to direct the Secretary to establish, within the Weatherization Assistance Program, a program to assist in the replacement of unsafe or highly inefficient heating and cooling units in low-income households.
