Department of Veterans Affairs Management Accountability Act of 2014 - Authorizes the Secretary of Veterans Affairs to: (1) remove any employee of the Department of Veterans Affairs (VA) from a Senior Executive Service position upon determining such individual's performance warrants removal, and (2) remove such individual from the civil service or appoint the individual to a General Schedule position at any grade that the Secretary deems appropriate. Requires: (1) the Secretary to notify the House and Senate Veterans' Affairs committees within 30 days after removing such an individual, and (2) such removal to be done in the same manner as the removal of a professional staff member employed by a Member of Congress.

Stop Targeting of Political Beliefs by the IRS Act of 2014 - Requires the Internal Revenue Service (IRS) standards and definitions in effect on January 1, 2010, for determining whether an organization qualifies for tax-exempt status as an organization operated exclusively for social welfare to apply to such determinations after enactment of this Act. Prohibits the Secretary of the Treasury, or any delegate of the Secretary, from issuing, revising, or finalizing any regulation (including proposed regulations), revenue ruling, or other guidance not limited to a particular taxpayer relating to such standards and definitions. Terminates this Act one year after its enactment.

Bipartisan Sportsmen's Act of 2014 - Title I: Regulatory Reforms - Grants the Secretary of the Interior permanent authority to authorize any state to issue electronic duck stamps. Sets forth state electronic duck stamp application requirements. Allows the Secretary to determine the number of new states permitted per year to participate in the electronic duck stamp program. Instructs the Secretary to require electronic stamp revenue and customer information collected by each state to be transmitted in accordance with a written agreement between the Secretary and the state. Amends the Toxic Substances Control Act (TSCA) to exclude from the definition of "chemical substance" for purposes of such Act: (1) any component of any pistol, revolver, firearm, shell, or cartridge the sale of which is subject to federal excise tax, including shot, bullets and other projectiles, propellants, and primers; and (2) any sport fishing equipment the sale of which is subject to federal excise tax and sport fishing equipment components. Amends the Pittman-Robertson Wildlife Restoration Act to: (1) authorize a state to pay up to 90% of the costs of acquiring land for, expanding, or constructing a public target range; (2) authorize a state to elect to allocate 10% of a specified amount apportioned to it from the federal aid to wildlife restoration fund for such costs; (3) limit the federal share of such costs under such Act to 90%; and (4) require amounts provided for such costs under such Act to remain available for expenditure and obligation for five fiscal years. Shields the United States from any civil action or claim for money damages for injury to or loss of property, personal injury, or death caused by an activity occurring at a public target range that is funded by the federal government pursuant to such Act or located on federal land, except to the extent provided under the Federal Tort Claims Act with respect to the exercise or performance of a discretionary function. Urges the Chief of the Forest Service and the Director of BLM to cooperate with state and local authorities and other entities to carry out waste removal and other activities on any federal land used as a public target range to encourage its continued use for target practice or marksmanship training. Amends the Fish and Wildlife Improvement Act of 1978 to exempt an authorized taking of migratory birds and collection of their eggs by indigenous inhabitants of Alaska from the prohibition on taking under the Migratory Bird Hunting and Conservation Stamp Act. Amends the Marine Mammal Protection Act of 1972 to direct the Secretary of the Interior to issue a permit for the importation of any polar bear part (other than an internal organ) from a polar bear taken in a sport hunt in Canada to any person who submits proof that the polar bear was legally harvested before May 15, 2008 (currently by February 18, 1997), when polar bears were listed as a threatened species by the Department of the Interior. Amends the Migratory Bird Treaty Act to permit the taking of any migratory game bird, including waterfowl, coots, and cranes, on or over land that: (1) is not a baited area; and (2) contains a standing crop (including an aquatic crop), standing, flooded, or manipulated natural vegetation, flooded harvested cropland, or an area on which seed or grain has been scattered solely as the result of a normal agricultural practice or is land on which a crop during the current or immediately preceding crop year was not harvestable due to a natural disaster that is declared a major disaster by the President in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act. Requires a federal public land management official, in cooperation with the respective state and fish and wildlife agency, to exercise the authority of the official under law, including regarding land use planning, to facilitate the use of, and access to, federal public land for hunting, recreational fishing, and recreational shooting, except as described in this Act. Requires the heads of federal public land management agencies to exercise their discretion in a manner that supports and facilitates hunting, recreational fishing, and recreational shooting opportunities, to the extent authorized under applicable law. Requires that Bureau of Land Management (BLM) and Forest Service land, excluding land on the Outer Continental Shelf, be open to hunting, recreational fishing, or recreational shooting unless the managing agency acts to close lands to such activity. Permits closures or restrictions on such land for purposes including resource conservation, public safety, energy or mineral production, energy generation or transmission infrastructure, water supply facilities, national security, or compliance with other law. Allows agencies to: (1) lease or permit use of federal public land for recreational shooting ranges, and (2) designate specific land for recreational shooting activities. Excepts from such use or designation land including a component of the National Wilderness Preservation System, land designated as a wilderness study area or administratively classified as wilderness eligible or suitable, and primitive or semiprimitive areas. Requires annual reports on closures of federal public lands to hunting, recreational fishing, or recreational shooting. Sets forth requirements for specified closures or significant restrictions involving 1280 or more contiguous acres of federal public land or water to hunting or recreational fishing or related activities. Instructs federal public land agencies to consult with the advisory councils specified in Executive Orders 12962 (relating to recreational fisheries) and 13443 (relating to the facilitation of hunting heritage and wildlife conservation) in carrying out this Act. Requires the Secretary and the Secretary of Agriculture (USDA), for any film crew of five persons or fewer, to require a permit and assess an annual fee of $200 for commercial filming activities or similar projects on federal land and waterways administered by the Secretary. Makes such a permit valid for such activities or projects that occur in areas designated for public use during public hours on all federal land and waterways administered by the Secretary for a one-year period. Allows an applicable land management agency to deny access to a film crew if: (1) there is a likelihood of resource damage that cannot be mitigated, (2) there would be an unreasonable disruption of the public use and enjoyment of the site, (3) the activity poses public health or safety risks, and (4) the filming includes the use of models or props that are not part of the land's natural or cultural resources or administrative facilities. Title II: Habitat Conservation - Amends the Land and Water Conservation Fund Act of 1965 to direct the Secretary and the Secretary of Agriculture (USDA) to ensure, from amounts requested for the Land and Water Conservation Fund per fiscal year, that not less than the greater of 1.5% of the requested amounts or $10 million be made available for certain projects identified on an annual priority list to be developed pursuant to this Act. Requires projects identified on such a list to secure, through rights-of-way or the acquisition of lands or interests from willing sellers, recreational public access to existing federal public lands that have significantly restricted access to hunting, fishing, and other recreational purposes. Amends the Federal Land Transaction Facilitation Act (FLTFA) to revoke provisions that terminate: (1) the authority provided under such Act, and (2) the Federal Land Disposal Account. Makes the FLTFA inapplicable to land eligible for sale under specified public land laws. Transfers to the Treasury for budget deficit reduction, for each of FY2014-FY2023, $1 million of the amounts deposited in the Federal Land Disposal Account. Amends the North American Wetlands Conservation Act to extend through FY2019 the authorization of appropriations for allocations to carry out approved wetlands conservation projects. Reauthorizes and revises the National Fish and Wildlife Foundation Establishment Act. Requires the Secretary of the Interior to appoint 28 directors (currently, 23) who are knowledgeable and experienced in matters relating to conservation of fish, wildlife, or other natural resources and represent a balance of expertise in ocean, coastal, freshwater, and terrestrial resource conservation. Removes limitations on the appointment of such Foundation's officers and employees. Requires the Foundation's Executive Director to be appointed by and serve at the direction of the Board as the chief executive officer and to be knowledgeable and experienced in matters relating to fish and wildlife conservation. Gives the Foundation the power to receive and administer restitution and community service payments, amounts for mitigation of impacts to natural resources, and other amounts arising from legal, regulatory, or administrative proceedings, subject to the condition that the amounts are received or administered for purposes that further the conservation and management of fish, wildlife, plants, and other natural resources. Repeals provisions authorizing the Foundation to establish a national whale conservation endowment fund. Authorizes appropriations for the Foundation for FY2014-FY2019. Authorizes the Foundation to: (1) assess and collect fees for the management of amounts received from federal agencies; and (2) use such federal funds for matching contributions made by private persons, state and local agencies, and other entities (current law requires such use).

Honor Our Promise Act - Repeals the provision of the Bipartisan Budget Act of 2013 that reduces the cost-of-living adjustment to the retirement pay of members of the Armed Forces under age 62. Amends the Internal Revenue Code to require taxpayers who are claiming the refundable portion of the child tax credit to include the name and taxpayer identification number (e.g., social security number) of their qualifying child on their tax returns.

Government Publishing Office Act of 2014 - Redesignates the Government Printing Office (GPO) as the Government Publishing Office and the Public Printer and the Deputy Public Printer as the Director of the Government Publishing Office and the Deputy Director of the Government Publishing Office, respectively. Eliminates as a requirement for such positions that such officers be practical printers and versed in the art of bookbinding.

Requires the Comptroller General (GAO) to: (1) review Department of Defense (DOD) programs and organizations related to, and resourcing of, renewable energy research, development, and investment in pursuit of meeting mandated renewable energy goals for DOD facilities; (2) specify programs, costs, and estimated and expected savings; and (3) report to Congress with descriptions of current renewable energy initiatives and resulting savings, assessments of coordination and challenges, and recommendations regarding the need for a new DOD energy strategy.

Driver Privacy Act - Declares that any data in an event data recorder required to be installed in a passenger motor vehicle (as provided for under Department of Transportation [DOT] regulations concerning the collection, storage, and retrievability of onboard motor vehicle crash event data) is the property of the owner or lessee of the vehicle in which the recorder is installed, regardless of when the vehicle was manufactured. Prohibits a person, other than the owner or lessee of the motor vehicle, from accessing data recorded or transmitted by such a recorder unless: (1) a court or other judicial or administrative authority authorizes the retrieval of such data subject to admissibility of evidence standards; (2) all owners or lessees consent in writing to such retrieval for any purpose, including vehicle diagnosis, service, or repair; (3) the data is retrieved pursuant to certain authorized investigations or inspections of the National Transportation Safety Board (NTSB) or DOT; (4) the data is retrieved to determine the appropriate emergency medical response to a motor vehicle crash; or (5) the data is retrieved for traffic safety research. Prohibits, when data is retrieved in connection with traffic safety research or an NTSB or DOT investigation or inspection, the disclosure of: (1) personally identifiable information of the vehicle owner or lessee, and (2) the vehicle identification number. Directs the National Highway Traffic Safety Administration (NHTSA), after completing a study and submitting a report to Congress, to promulgate regulations concerning the amount of time event data recorders installed in passenger motor vehicles should capture and record vehicle-related data in conjunction with an event in order to provide sufficient information to investigate the cause of crashes.

Directs the Secretary of State, in coordination with the Secretary of Defense (DOD) and the Director of National Intelligence, to report to Congress regarding information and intelligence sharing with North Atlantic Treaty Organization (NATO) and NATO countries on compliance issues related to the Treaty Between the United States of America and the Union of Soviet Socialist Republics on the Elimination of their Intermediate-Range and Shorter-Range Missiles (INF Treaty).

Small Business Mergers, Acquisitions, Sales, and Brokerage Simplification Act of 2014 - Amends the Securities Exchange Act of 1934 to exempt from its registration requirements certain merger and acquisition (M&A) brokers and associated persons. Denies such registration exemption, however, to brokers who: (1) receive, hold, transmit, or have custody of any funds or securities to be exchanged by parties to a transfer of ownership of an eligible privately held company; or (2) engage on behalf of an issuer in a public offering of securities that are either subject to mandatory registration, or with respect to which the issuer must file periodic information, documents, and reports. Prohibits the construction of this Act to limit any other authority of the Securities and Exchange Commission (SEC) to exempt any person, or any class of persons, from any provision of this Act, including any related rule or regulation.

Constitutional Concealed Carry Reciprocity Act of 2014 - Amends the federal criminal code to authorize a person who is not prohibited from possessing, transporting, shipping, or receiving a firearm under federal law, who is entitled and not prohibited from carrying a concealed firearm in his or her state of residence or who is carrying a valid state license or permit to carry a concealed weapon, and who is carrying a government-issued photographic identification document, to carry a concealed handgun (which has been shipped or transported in interstate or foreign commerce, other than a machine gun or destructive device) in any state in accordance with the restrictions of that state. Provides that in a state that allows the issuing authority for licenses or permits to carry concealed firearms to impose restrictions on the carrying of firearms by individual license or permit holders, an individual carrying a concealed handgun under this Act shall be permitted to carry it according to the same terms authorized by an unrestricted license or permit issued by such state.

Health Exchange Security and Transparency Act of 2014 - Requires the Secretary of Health and Human Services (HHS) to notify an individual within two business days after discovery of any breach of security of any system maintained by a health care exchange established under the Patient Protection and Affordable Care Act which is known to have resulted in the theft of or unlawful access to the individual's personally identifiable information.

Health Insurance Accountability Act of 2013 - Repeals the Patient Protection and Affordable Care Act (PPACA) and the health care provisions of the Health Care and Education Reconciliation Act of 2010, effective on the date on which a study reported by the Comptroller General (GAO) determines that the number of individuals who are uninsured exceeds the number of individuals who were uninsured on the date of enactment of the PPACA. Requires subsequent studies and reports every 60 days until the Comptroller General makes such a determination. Directs the Secretary of Health and Human Services (HHS), if a determination is made on the basis of the last such report submitted during a fiscal year that the number of uninsured has decreased as compared to the number on the date of PPACA enactment, to reduce the unobligated funding for the following, according to a specified ratio: health insurance consumer information, assistance to states for health care exchanges, and the Health Insurance Reform Implementation Fund. Deems such amounts to rescinded and permanently cancelled for purposes of debt reduction.

Extending Incentives for Exporting American Textiles Act of 2013 - Extends duty-free treatment, subject to specified quantitative limitations, for certain imported Nicaraguan woven trousers, breeches, or shorts. Requires those articles to be accompanied by an earned import allowance certificate indicating the use of fabric and yarns wholly formed in the United States. Extends such duty-free treatment for 10 years beginning on January 1, 2015.

Nuclear Weapon Free Iran Act of 2013 - Expresses the sense of Congress that: (1) Iran must not be allowed to develop or maintain nuclear weapon capabilities; (2) Iran does not have an inherent right to enrichment and reprocessing capabilities under the Treaty on the Non-Proliferation of Nuclear Weapons; (3) the imposition of sanctions under this Act is triggered by Iran's violations of any interim or final agreement regarding its nuclear program; (4) if Israel takes military action in self-defense against Iran's nuclear weapons program the United States should provide Israel with diplomatic, military, and economic support; and (5) the United States should continue to impose sanctions on Iran and its terrorist proxies. States that it is U.S. policy to seek to ensure that all countries reduce their purchases of crude oil, lease condensates, fuel oils, and other unfinished oils from Iran or of Iranian origin to a de minimis level within one year. Amends the National Defense Authorization Act for Fiscal Year 2012 to authorize a country that purchased petroleum from Iran or of Iranian origin during the one-year period preceding enactment of this Act to continue to receive a sanction exception only if the country reduces its purchases of Iranian or Iranian origin petroleum: (1) to a de minimis level within one year; or (2) by at least 30% during the one-year period beginning on the date of enactment, if it also is expected to reduce such purchases to a de minimis level within two years, or the President determines that the country has reduced its purchases to a de minimus level. Amends the Iran Freedom and Counter-Proliferation Act of 2012 to include the construction, engineering, and mining sectors of Iran within the scope of sanctions. Designates as entities of proliferation concern entities that operate special economic zones, free economic zones, and entities in strategic sectors (in lieu of certain current entities). Directs the President to block the property of: (1) entities in strategic sectors, and (2) entities that operate special economic zones or free economic zones. Defines "strategic sector" as: (1) the energy, shipping, shipbuilding, and mining sectors of Iran; (2) the construction and engineering sectors of Iran with exceptions for schools and hospitals; and (3) any other sector the President determines to be of strategic importance to Iran. Amends the Iran Threat Reduction and Syria Human Rights Act of 2012 to exclude from U.S. entry: (1) an individual who engages in sanction evasion activities for or on behalf of the government of Iran, (2) an individual acting on behalf of the government of Iran who is involved in corrupt activities of that government or the diversion of humanitarian goods, or (3) a senior official who was involved in the activities of an entity designated for sanctions in connection with Iran's proliferation of weapons of mass destruction or Iran's support for international terrorism. Expands the list of designated senior officials of the government of Iran. Directs the President to block the U.S. or U.S.- controlled property and property transfers of: (1) specified senior officials, and (2) family members who received such property from a listed official. Directs the President to prohibit the opening, and prohibit or impose strict conditions on the maintaining in the United States, of a correspondent account or a payable-through account by a foreign financial institution that knowingly conducted or facilitated a significant currency transaction (or did so through another person) with or on behalf of the Central Bank of Iran or another Iranian sanctioned financial institution, or with a person that is involved in the strategic sectors or economic zones of Iran. Authorizes the President to impose sanctions pursuant to the International Emergency Economic Powers Act against any other person that knowingly conducts or facilitates such a currency transaction. Excludes from such sanctions any transactions for: (1) the sale of agricultural commodities, food, medicine or medical devices to Iran; or (2) the provision of humanitarian assistance to the people of Iran. Expresses the sense of Congress that, if sanctions are imposed pursuant to this Act and Iran continues to pursue an illicit nuclear weapons program, Congress should pursue additional sanctions against Iran. Expresses the sense of Congress that: (1) the President has been engaged in diplomatic efforts to ensure that sanctions are imposed multilaterally to restrict Iran's access to the global financial system; (2) the European Union (EU) is to be commended for strengthening the multilateral sanctions regime against Iran; (3) the President and the EU must continue to address any judicial, administrative, or other decisions in their respective jurisdictions that might weaken the sanctions regime; and (4) restrictions on Iran's access to global specialized financial messaging services should be maintained. Amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to include goods, services, and technologies that will be sold or transferred to a strategic sector of Iran in the list of goods, services, or technologies diverted to Iranian end-users or Iranian intermediaries. Authorizes the President to: (1) impose restrictions on U.S. foreign assistance or measures authorized under the International Emergency Economic Powers Act with respect to a country designated as a Destination of Diversion Concern if the President determines that such restrictions would prevent the diversion of goods, services, and technologies to Iranian end-users or Iranian intermediaries; or (2) prohibit the issuance of an export license to such a country for certain defense articles or services. Expresses the sense of Congress that: (1) the President's FY2015 budget should prioritize resources for the Office of Foreign Assets Control and the Department of State dedicated to the enforcement of sanctions against Iran, and (2) the appropriate Senate and House of Representatives committees should prioritize such resources during consideration of authorization and appropriations legislation in future fiscal years. Authorizes the President to suspend the application of sanctions under this Act for a 180-day period if the President certifies to Congress every 30 days during such period that: (1) Iran is complying with and verifiably implementing the Joint Plan of Action, (2) Iran is engaged in good faith negotiations toward a final agreement to terminate its non-civilian use nuclear activities, (3) the United States is working toward a final agreement to dismantle Iran's illicit nuclear infrastructure and permit verification and inspections of suspect facilities, (4) any sanctions relief is reversible and proportionate to Iranian measures to terminate its illicit nuclear program and related weaponization activities, (5) Iran has not directly or through a proxy carried out an act of terrorism against the United States or U.S. persons or property, (6) Iran has not conducted certain ballistic missile tests, and (7) suspension of sanctions is vital to U.S. national security interests. Authorizes and sets forth the conditions with regard to such suspension of sanctions for: (1) renewal of sanction suspensions, (2) termination of sanction suspensions, and (3) presidential waiver of sanctions reinstatement. Authorizes the President, unless a joint resolution of disapproval is enacted, to suspend the application of sanctions imposed under this Act for a one-year period if the President certifies to Congress that the United States and its allies have reached a final and verifiable agreement with Iran that will: (1) dismantle Iran's illicit nuclear infrastructure, (2) bring Iran into compliance with all United Nations (U.N.) Security Council resolutions related to Iran's nuclear program and resolve all issues of concern with the International Atomic Energy Agency (IAEA), (3) permit continuous on-site inspection and monitoring of all suspect facilities in Iran, (4) require Iran's full compliance with the Agreement between Iran and the International Atomic Energy Agency for the Application of Safeguards in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons, and (5) require Iran's implementation of measures that include IAEA verification of Iran's centrifuge manufacturing facilities and uranium mines and mills. Authorizes and sets forth the conditions for renewal of such sanction suspensions. Authorizes the President to make an exception from the imposition of sanctions for reconstruction assistance or economic development for Afghanistan if in the U.S. national interest and if notice is provided to Congress. States that nothing in this Act: (1) authorizes or requires the President to impose sanctions relating to the importation of goods, (2) shall apply to authorized U.S. intelligence activities, (3) shall be construed to apply to certain natural gas projects, or (4) shall be construed as a declaration of war or an authorization of the use of force against Iran. Eliminates specific refugee set-asides for nationals of the former Soviet Union, Estonia, Latvia, or Lithuania who are current, active members of the Ukrainian Catholic Church or the Ukrainian Orthodox Church. Extends the period of eligibility for refugee status determinations for certain aliens from the former Soviet Union, Estonia, Latvia, Lithuania, Vietnam, Laos, Cambodia, and the Islamic Republic of Iran. Extends the period of eligibility for status adjustment from a parolee who was denied refugee status to a lawfully admitted permanent resident for certain aliens from the former Soviet Union, Estonia, Latvia, Lithuania, Vietnam, Laos, or Cambodia.

Provides that the reduction in the annual adjustment to the retired pay of members of the Armed Forces under the age of 62 shall not apply to the retirement pay of members retired for a physical disability and to retirement pay used to compute benefit plan annuities of survivors of deceased members.

Monuments Men Recognition Act of 2013 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the presentation of a single congressional gold medal in commemoration of the Monuments Men (men and women who served in the Monuments, Fine Arts, and Archives [MFA] Section under the Allied Armies during World War II) in recognition of their heroic role in the preservation, protection, and restitution of monuments, works of art, and artifacts of cultural importance during and following the War. Requires the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the medal should be made available for display elsewhere, particularly at locations associated with the Monuments Men and that preference should be given to locations affiliated with the Smithsonian Institution. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Abortion Insurance Full Disclosure Act of 2013 - Amends the Patient Protection and Affordable Care Act, with respect to abortion coverage in qualified plans offered through a health care exchange in a state, to modify the notice rules to require that: in the case of services regarding abortions both for which public funding is prohibited and allowed, the extent of coverage shall be prominently displayed in any marketing or advertising materials, comparison tools, or summaries of benefits and coverage explanations made available by the issuer of the plan, by an exchange, or by the Secretary of Health and Human Services (HHS), including information made available through an Internet portal or exchange; and in the case of abortions for which public funding is prohibited and where the premium for the plan is disclosed, the surcharge attributable to such services, consisting of an amount equal to the actuarial value of the coverage, shall be disclosed and identified separately.

Expresses the sense of the Senate that: (1) retirees from the Armed Forces should not unfairly bear the burden of excessive government spending, (2) military retirees earned the benefits they were promised upon entering the military and it is the duty of the Senate to protect them, and (3) the Senate should seek alternatives to the provisions of the Bipartisan Budget Act of 2013 regarding the annual adjustment of retired pay and retainer pay amounts for retired members of the Armed Forces under age 62.

Pro Football Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5-gold coins, 400,000 $1-silver coins, and 750,000 half-dollar coins emblematic of the game of professional football. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the Pro Football Hall of Fame to help finance the construction of a new building and the renovation of existing Pro Football Hall of Fame facilities.

American Fighter Aces Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a congressional gold medal to the American Fighter Aces, collectively, in recognition of their heroic military service and defense of the nation's freedom.

Protecting Volunteer Firefighters and Emergency Responders Act - Amends the Internal Revenue Code to provide that a qualified emergency services volunteer shall not be counted in determining the number of full-time employees of an employer for the purpose of shared responsibility requirements for employers with respect to health coverage under the Patient Protection and Affordable Care Act. Defines "qualified emergency services volunteer" as a bona fide volunteer performing fire fighting and prevention services, emergency medical services, or ambulance services.

Iran Nuclear Compliance Act of 2013 - Prohibits the President, in connection with the ongoing nuclear negotiations with Iran and during the 240-day period beginning on the date of the enactment of this Act, from exercising a waiver of, suspending, or otherwise reducing any sanctions imposed on Iran unless the President certifies to Congress that: (1) it is in the U.S. national security interests to waive, suspend, or otherwise reduce such sanctions; and (2) Iran is in full compliance with the terms of any interim agreement between the United States, the United Kingdom, France, Russia, China, Germany, and Iran relating to Iran's nuclear program. Provides for reinstatement of sanctions upon noncompliance.

Amends the Energy Policy and Conservation Act (EPCA) to provide additional energy conservation standards applicable to grid-enabled water heaters (those intended for use as part of an electric thermal storage or demand response program). Requires annual reports from: (1) manufacturers of such water heaters regarding the quantity of the products shipped each year, and (2) utilities and other demand response and thermal storage program operators regarding the quantity of products activated for their programs. Requires the Secretary of Energy (DOE) to publish analyses of data collected from such reports and to establish procedures to prevent product diversion if sales of the products exceed by at least 15% the quantity activated for use in the demand response and thermal storage programs annually. Maintains the standards and publication procedures established by this Act until the Secretary determines that such water heaters do not require a separate efficiency requirement. Requires the Secretary to consider the impact of EPCA electric water heater standards on thermal storage and demand response programs, including on energy savings, electric bills, electric reliability, integration of renewable resources, and the environment. Makes unlawful, with respect to grid-enabled water heaters not used as part of an electric thermal storage or demand response program, the knowing and repeated distribution of activation keys, enabling of full operation of the products, or removing or making illegible their labels.

Obamacare Taxpayer Bailout Prevention Act - Repeals the provision of the Patient Protection and Affordable Care Act that directs the Secretary of Health and Human Services (HHS) to establish and administer a program of risk corridors for calendar years 2014, 2015, and 2016 under which a qualified health plan offered in the individual or small group market is required to participate in a payment adjustment system based on the ratio of the allowable costs of the plan to the plan's aggregate premiums.

Union Tax Fairness Act of 2013 - Requires that the payments to an applicable reinsurance entity for any plan year beginning in the three-year period beginning January 1, 2014, required under the Patient Protection and Affordable Care Act be applied equally to all health insurance issuers and third party administrators (on behalf of group health plans). Prohibits such payments from being waived on behalf of any such issuer, administrator, or group health plan.

Servicemember Education Reform and Vocational Enhancement Act of 2013 or the SERVE Act of 2013 - Authorizes the Secretary of Veterans Affairs or a state approving agency (SAA) to approve, for purposes of veterans' educational assistance provided through the Department of Veterans Affairs (VA), a course that leads to an associate or higher degree only when such course is an eligible program offered by an institution of higher education that has entered into and is complying with a program approved by the Secretary of Education. Provides conditions under which the VA Secretary or an SAA may approve a course that does not lead to an associate or higher degree or is not approved by the Secretary of Education. Requires educational institutions that enroll veterans to: (1) provide, upon the request of the VA Secretary, information about their educational programs, including accreditation, tuition, and graduation rates for disclosure to veterans; and (2) provide academic or career counseling to such veterans. Requires each SAA, as a condition of receiving VA reimbursement for program approval activities, to conduct education and outreach activities to assist veterans in making well-informed choices about their education and successful transition into an educational environment. Requires: (1) SAAs to conduct annual audits of educational institutions that have VA program participants, and (2) the VA Secretary to conduct mandatory compliance reviews of such institutions. Requires the VA Secretary, in cooperation with specified federal officials and state agencies, to commence a five-state pilot program to assess the feasibility and advisability of developing policy, processes, and best practices to: (1) ensure the availability of educational assistance providing on-job or vocational training for military personnel who served on active duty on or after September 11, 2001, and (2) encourage veterans to pursue such educational assistance. Requires the VA Secretary, under such pilot program, to conduct outreach to members of the Armed Forces and veterans on the availability of such educational assistance, the benefits of such assistance, and the process for obtaining such assistance. Requires reports by the VA Secretary and the Secretary of Defense (DOD) under the post 9/11 educational assistance program to: (1) be disaggregated by for-profit and not-for-profit educational institutions; (2) include all substantiated reports of misrepresentation, waste, fraud, abuse by educational institutions at which veterans are enrolled in an educational program administered by VA or DOD; and (3) provide a list of all previously approved educational institutions serving veterans that are no longer in compliance with VA or DOD requirements for educational assistance programs.

Employee Rights Act - Amends the National Labor Relations Act (NLRA) to make it an unlawful labor practice for a labor organization or its agents to interfere with the rights of employees to organize and select representation to collectively bargain. Adds a requirement that representatives be selected by secret ballot in an election conducted by the National Labor Relations Board (NLRB) by a majority of the employees in a unit. Defines "majority" for purposes of determining the majority of employees in an election to mean the majority of all employees in the unit, and not the majority of employees voting in the election. Requires the NLRB, in cases where an existing certified or voluntarily recognized bargaining unit experiences turnover, expansion, or alteration by merger of more than 50% of the unit's employees, to conduct a secret paper ballot among the unit employees: (1) between the 120th day and 110th day before the collective bargaining agreement's expiration or before the end of three years, if there is an agreement between the labor organization and the employer; or (2) within 30 days, if there is no agreement between such parties. Requires the NLRB to decide, before the election of a labor organization as the exclusive collective bargaining representative of all employees of an appropriate unit, whether such unit shall be the employer unit, craft unit, plant unit, or subdivision unit. Requires the NLRB to give 14 days advance notice before a hearing when it is investigating an election petition if it has reasonable cause to believe that a question of representation affecting commerce exists. Revises the requirement that the NLRB direct an election by secret ballot, and certify its results, whenever it finds upon the record of such a hearing that a question of representation exists. Adds a requirement that the NLRB also review all post-hearing appeals before finding that such a question exists. Requires an employer to provide the NLRB a list consisting only of employee names and home addresses of all eligible voters within 7 days after an NLRB determination of the appropriate unit or following any agreement between the employer and the labor organization regarding eligible voters. Prohibits an election after the filing of a petition unless and until: (1) a hearing is conducted before a qualified hearing officer on any and all material, factual issues regarding jurisdiction, statutory coverage, appropriate unit, unit inclusion or exclusion, or eligibility of individuals; and (2) the issues are resolved by a regional Director, subject to appeal and review, or by the NLRB. Declares that election results shall not be final nor any labor organization be certified as a bargaining representative unless the NLRB has ruled on: (1) each pre-election issue not resolved before the election; and (2) the NLRB conducts a hearing and resolves each issue pertaining to the conduct or results of the election. Makes any labor organization found to have interfered with, restrained, or coerced employees in the exercise of their rights to form or join a labor organization or to refrain from forming or joining (including the filing of a decertification petition) liable for lost wages and unlawfully collected union dues and fees, if any, and an additional amount as liquated damages. Amends the Labor-Management Reporting and Disclosure Act of 1959 (Landrum-Griffin Act) to permit an election by secret ballot to be conducted through votes cast by electronic ballot cast in the privacy of a voting booth. Requires every employee in a bargaining unit represented by a labor organization, regardless of membership status, to have the same right as members to vote by secret ballot to ratify a collective bargaining agreement with, or to engage in, a strike or refusal to work of any kind against their employer. Prohibits the use of an employee's union dues for any purpose not directly related to the labor organization's collective bargaining, unless that employee authorizes such expenditure in writing. Prohibits a strike without the consent of a majority of all unit employees affected, determined by a secret ballot vote conducted by a neutral, private organization chosen by agreement between the employer and the labor organization. Requires each labor organization to make the independently verified annual audit report of its financial condition and operations available to all of its members and represented nonmembers. Makes it unlawful for a person to use force or violence, or threaten the use of force or violence, to restrain, coerce, or intimidate a person, or attempt to, in order to obtain from any person any right to represent employees, compensation, or other term or condition of employment. Subjects persons who willfully violate such prohibitions to both civil and criminal penalties.

Office of Strategic Services Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a congressional gold medal to the members of the Office of Strategic Services (OSS) in recognition of their superior service and major contributions during World War II.

Public-Private Employee Retirement Parity Act - Excludes as creditable service under the Federal Employees Retirement System (FERS) any service performed by an federal employee or Member of Congress (including military service) after the date that is six months after enactment of this Act, if that individual did not perform any period of creditable service (including military service) before such date. Prohibits an employing agency from making any deduction or withholding from the basic pay of, or any contribution for, any employee or Member for such excluded service. Modifies the reporting requirements of the Board of Actuaries of the Civil Service Retirement System (CSRS) to require: (1) its annual reports on the actuarial status of CSRS and FERS submitted after the enactment of this Act to be made available online, and (2) all previous reports prepared on or after June 6, 1986, to be made available online.

Pain-Capable Unborn Child Protection Act - Amends the federal criminal code to prohibit any person from performing or attempting to perform an abortion except in conformity with this Act's requirements. Requires the physician to first determine the probable post-fertilization age of the unborn child, or reasonably rely upon such a determination made by another physician, by making inquiries of the pregnant woman and performing such medical examinations and tests as a reasonably prudent physician would consider necessary. Prohibits the abortion from being performed if the probable post-fertilization age of the unborn child is 20 weeks or greater, except: (1) where necessary to save the life of a pregnant woman whose life is endangered by a physical disorder, illness, or injury, excluding psychological or emotional conditions; or (2) where the pregnancy is the result of rape, or the result of incest against a minor, if the rape has been reported at any time prior to the abortion to an appropriate law enforcement agency, or if the incest has been reported at any time prior to the abortion to an appropriate law enforcement agency or to a government agency legally authorized to act on reports of child abuse or neglect. Permits a physician to terminate a pregnancy under such an exception only in the manner that provides the best opportunity for the unborn child to survive, unless that manner would pose a greater risk than other available methods would pose of the death or substantial and irreversible physical impairment of a major bodily function, excluding psychological or emotional conditions, of the pregnant woman. Subjects individuals who violate this Act to a fine, imprisonment for not more than five years, or both. Bars prosecution of a woman upon whom an abortion is performed in violation of this Act for violating or conspiring to violate this Act. Defines "abortion" to mean the use or prescription of any instrument, medicine, drug, or any other substance or device to intentionally kill an unborn child or to intentionally terminate a pregnancy with an intention other than: (1) after viability, to produce a live birth and preserve the life and health of the child; or (2) to remove a dead unborn child.

Article 32 Reform Act - Revises requirements relating to an Article 32 investigative hearing under the Uniform Code of Military Justice (UCMJ) to require a judge advocate to conduct a preliminary hearing prior to referring a charge or specification to a general court-martial for trial. Requires such judge advocate to have a grade equal to or higher than the grade of the trial counsel and any defense counsel who is representing the accused at the preliminary hearing. Limits the preliminary hearing to the purpose of determining whether there is probable cause to believe an offense has been committed and whether the accused committed it. Requires the judge advocate conducting the preliminary hearing to prepare a report that includes: (1) a determination as to the court-martial jurisdiction over the offense and the accused, (2) a determination as to probable cause, (3) a consideration of the form of charges, and (4) a recommendation as to the disposition of the case. Allows a victim of the alleged offense to decline to testify at the preliminary hearing. Requires the preliminary hearing to be recorded by a court reporter or by a suitable recording device.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award, on behalf of Congress, of a gold medal in commemoration of the contributions of Glen Doherty and Tyrone Woods, two former Navy SEAL members who sacrificed their lives on September 11, 2012, while serving as part of a U.S. diplomatic security detachment in Libya.

Recognizes the difficult healing and recovery process that lies ahead for the affected communities. Honors the courageous and professional service of: (1) the uniformed men and women of the Navy and other members of the U.S. Armed Forces; (2) all civilian employees who provide support for the Armed Forces; and (3) the law enforcement personnel, emergency responders, and medical professionals who responded to and assisted victims of that shooting. Remains committed to preventing the occurrence of similar tragedies.

Calls for the U.S. Preventive Services Task Force to: (1) reevaluate its recommendation against prostate-specific antigen-based screening for prostate cancer for men in all age groups, (2) seriously engage and consult with specialists as it reevaluates its recommendation, and (3) identify areas for additional research and evaluation of methods of treatment of, and screening procedures for, prostate cancer. Expresses the sense of the Senate that: (1) prostate cancer screening decisions should be made by each individual patient and his physician, taking into account the patient's risk factors and desire for treatment; and (2) steps should be taken to raise awareness of, and increase public knowledge about, prostate cancer, the benefits of early detection, and the appropriateness of screening tests.

Trust But Verify Act or the PIN Act - Prohibits an American Health Benefit Exchange (established under the Patient Protection and Affordable Care Act) from offering health insurance coverage through the Exchange until the Comptroller General (GAO) certifies to Congress that the Department of Health and Human Services (HHS), and any related federal agencies involved in the administration of such Exchanges, have implemented all appropriate actions necessary to safeguard the personal health and financial information of enrollees and to protect against fraud and abuse.

Audit the Pentagon Act of 2013 - Provides that Department of Defense (DOD) financial statements shall cease to be covered by specified DOD financial reporting requirements upon the issuance of an unqualified audit opinion (UAO) on such statements. Provides that if DOD obtains a UAO on its statement of budgetary resources for any fiscal year after FY2014, the limitation on the total amount of authorizations that the Secretary of Defense may transfer pursuant to general transfer authority in the national interest in the succeeding fiscal year shall be $8 billion. Sets forth thresholds for the reprogramming of funds that shall apply to increases or decreases to the program base amount for a procurement or research program or an operation and maintenance or military personnel budget activity for a military department, defense agency, or defense field activity that obtains a UAO on its statement of budgetary resources. Requires additional qualifications and responsibilities of the Under Secretary of Defense (Comptroller) and certain other DOD financial management officials if DOD fails to obtain a UAO on its general fund statement of budgetary resources for FY2015 by December 31, 2015. Provides that if DOD fails to obtain a UAO on its general fund statement of budgetary resources for FY2018 by December 31, 2018, the reprogramming authority provided above will cease to apply. Requires, effective as of April 1, 2019, the reorganization of the position of DOD Chief Management Officer, with added qualifications and responsibilities. Transfers jurisdiction of the Defense Finance and Accounting Service from DOD to the Department of the Treasury and requires the Secretary of the Treasury to administer such Service. Provides that if a military department fails to obtain a UAO on its financial statements: (1) for FY2018 by December 31, 2018, the reprogramming authority provided above will cease to apply; and (2) for any fiscal year after 2017, amounts available to that department may not be obligated for a weapon or weapon system or platform being acquired under a major defense acquisition program for any activity beyond Milestone B approval not already obtained. Directs the Secretary of Defense to amend the acquisition guidance of DOD to place specific limits on the procurement of any enterprise resource planning business system, including a three-year limit on its total procurement time from initial obligation of funds to full deployment and sustainment.

Delays for one year the effective date of any provisions of the Patient Protection and Affordable Care Act or of any health care provisions of the Health Care and Education Reconciliation Act of 2011 that were scheduled to take effect on or after January 1, 2014. Suspends for one year, beginning January 1, 2014, any tax or tax increase imposed by such provisions if the tax or increase takes effect before that date.

IRS Abuse Protection Act of 2013 - Amends the Internal Revenue Code to require the Secretary of the Treasury to provide written notice to a taxpayer any time such taxpayer's account, tax return, or return information is accessed by the Department of the Treasury. Requires such notice to include: (1) who accessed such information, (2) the purpose for which such information was accessed, (3) how much information was accessed, (4) a copy of all information accessed, and (5) a notice of taxpayer rights. Prohibits the Secretary from providing access to or disclosing taxpayer information to a state entity conducting an investigation until such entity agrees to notify the Secretary, within one year after the investigation is closed, of the identity of who accessed such information, what was accessed, and why and how such information was accessed. Requires the Inspector General for Tax Administration of the Department of the Treasury to notify a taxpayer of an investigation by the Inspector General of any unauthorized use of a taxpayer's account, tax return, or tax information and provide full access to any report with respect to such investigation.

Fairness for American Families Act - Amends the Internal Revenue Code, as amended by the Patient Protection and Affordable Care Act (PPACA), to delay until 2015 the requirement that individuals maintain minimal essential health care coverage. Authority for Mandate Delay Act - Amends PPACA to delay until 2015 enforcement of requirements that large employers offer their full-time employees the opportunity to enroll in minimum essential coverage. Delays the effective date of related reporting requirements for such employers and for providers of minimum essential coverage.

Union Bailout Prevention Act of 2013 - Declares that no refundable premium assistance tax credits (subsidies) for coverage under a qualified health plan under the Internal Revenue Code, or reductions in cost-sharing under the Patient Protection and Affordable Care Act (PPACA), shall be permitted with respect to an individual for health insurance coverage provided pursuant to a collective bargaining agreement involving one or more employers (Taft-Hartley plan). Amends PPACA to exclude Taft-Hartley plans from the meaning of "qualified health plan."
