Protect Our Kids Act of 2012 - Establishes the Commission to Eliminate Child Abuse and Neglect Fatalities to: (1) study the use of child protective services and child welfare services under titles IV and XX (Block Grants to States for Social Services) of the Social Security Act (SSA) to reduce fatalities from child abuse and neglect; (2) develop recommendations to reduce such fatalities for federal, state, and local agencies, and private sector and nonprofit organizations, including recommendations to implement a comprehensive national strategy for such purpose; and (3) develop guidelines for the type of information that should be tracked to improve interventions to prevent such fatalities. Requires any federal agency affected by a recommendation to report to Congress its response and plans to address it. Amends SSA title IV part A (Temporary Assistance for Needy Families) (TANF) to make an adjustment to the Contingency Fund for State Welfare Programs with respect to deposits for FY2013-FY2014, reserving a specified amount for Commission activities.

Honors the selfless, dedicated service of: (1) the teachers, school administrators, school support staff, medical professionals, and others in the greater Newtown community; (2) the emergency response teams and law enforcement officials who responded; and (3) the law enforcement officials who continue to investigate the attack. States that the Senate remains committed to working together to help prevent such tragedies from ever happening again.

Quality Improvement Organization Program Restoration Act - Amends the Trade Adjustment Assistance Extension Act of 2011 to repeal its revisions to requirements for contracts with Medicare Quality Improvement Organizations (QIOs). Amends title XI of the Social Security Act to specify expenditures or funding for: (1) 3-year QIO contracts for contract periods beginning on or after August 1, 2014, and ending on or before July 31, 2021, but with a certain reduction in aggregate funds payable after October 1, 2014; and (2) contracts with utilization and quality control peer review organizations for any contract period beginning on or after August 1, 2014.

Restoring Effective Environmental Protection Act of 2012 - Amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Water Pollution Control Act (commonly known as the Clean Water Act [CWA]) to prohibit the Administrator of the Environmental Protection Agency (EPA) or a state from requiring a permit under CWA for a discharge from a point source into navigable waters of: (1) a pesticide authorized for sale, distribution, or use under FIFRA; or (2) the residue of the pesticide, resulting from the application of the pesticide. Excepts: (1) a discharge resulting from the application of a pesticide in violation of a provision of FIFRA relevant to protecting water quality if the discharge would not have occurred without the violation or if the amount of pesticide or pesticide residue in the discharge is greater than would have occurred without the violation; (2) stormwater discharges regulated under the National Pollutant Discharge Elimination System (NPDES); and (3) discharges of manufacturing or industrial effluent, treatment works effluent, and discharges incidental to the normal operation of a vessel. Directs the Administrator to report to specified congressional committees on: (1) the status of intra-agency coordination between the Office of Water and the Office of Pesticide Programs of EPA regarding streamlining information collection, standards of review, and data use relating to water quality impacts from the registration and use of pesticides; (2) an analysis of the effectiveness of current regulatory actions relating to pesticide registration and use aimed at protecting water quality; and (3) recommendations on how FIFRA can be modified to better protect water quality and human health.

Amends the Internal Revenue Code, with respect to the tax credit for carbon dioxide sequestration, to: (1) establish a national limitation for such credit based upon metric tons of qualified carbon dioxide (defined as carbon dioxide captured from an industrial source that would otherwise be released into the atmosphere as industrial emission of greenhouse gas and that is measured at the source of capture and verified at the point of disposal or injection); (2) direct the Secretary of the Treasury to establish processes and procedures for allocating the national limitation and for certifying projects for which an allocation has been made; (3) impose a 10-year limitation period for such credit; (4) identify the primary taxpayer eligible to claim such credit as the taxpayer who captures the qualified carbon dioxide and disposes, through contract or otherwise, of the qualified carbon dioxide in a specified manner; and (5) provide for the transferability of such credit.

Amends the Energy Policy Act of 2005 to revise the Federal Permit Streamlining Pilot Project offices to: (1) specify Field Office for each of the Bureau of Land Management (BLM) Offices designated; and (2) replace the Miles City, Montana, field office with the Montana/Dakotas State Office, Montana (Billings).

Farmers Undertake Environmental Land Stewardship Act or the FUELS Act - Requires the Administrator of the Environmental Protection Agency (EPA), in implementing the Spill Prevention, Control, and Countermeasure rule with respect to any farm, to require certification of compliance with such rule by: (1) a professional engineer for a farm with an individual tank with an aboveground storage capacity greater than 10,000 gallons, an aggregate aboveground storage capacity of at least 42,000 gallons, or a history that includes a spill, as determined by the Administrator; or (2) the owner or operator of the farm (via self-certification) for a farm with an aggregate aboveground storage capacity greater than 10,000 gallons but less than 42,000 gallons and no history of spills. Directs the Administrator to exempt from all requirements of such rule any farm with an aggregate aboveground storage capacity of 10,000 gallons or less and no history of spills. Excludes from the aggregate storage capacity of a farm all containers on separate parcels that have a capacity of less than 1,320 gallons.

Coal Ash Recycling and Oversight Act of 2012 - Amends the Solid Waste Disposal Act (SWDA) to authorize states to adopt and implement coal combustion residuals permit programs. Requires states that decide to implement such a program to: (1) certify that such program meets the specifications of this Act; and (2) maintain either an approved program for the disposal of hazardous waste from households or small quantity generators or an authorized state hazardous waste program. Requires such coal combustion residuals permit programs to apply the revised criteria established by this Act to owners or operators of structures that receive such residuals, including surface impoundments. Sets forth requirements for the certification and inspection of structures under such programs. Authorizes a state agency responsible for implementing a program to require: (1) action to correct structural deficiencies according to a schedule, and (2) closure of a structure if such deficiencies are not corrected according to such schedule. Requires each structure that first receives coal combustion residuals after this Act's enactment to be constructed with a base located a minimum of two feet above the upper limit of the water table, with specified exceptions. Directs the agency to require structures to address wind dispersal of dust by requiring cover or by wetting coal combustion residuals with water to a moisture content that prevents wind dispersal, facilitates compaction, and does not result in free liquids. Authorizes structure owners or operators to propose alternative methods will provide comparable or more effective control of dust. Directs a state to require such owners or operators to comply with revised groundwater monitoring requirements prescribed by this Act. Authorizes: (1) the responsible agency to conduct or require monitoring and testing to ensure structure compliance with program requirements, and (2) an implementing state to inspect structures and enforce the program. Sets forth: (1) deadlines for compliance with the groundwater protection standard for structures subject to corrective action and for operator or owner implementation of interim measures; and (2) requirements for closure of a structure that fails to satisfy such deadlines or to meet other specified conditions. Requires an alternative management capacity for residuals of a closing structure to be developed with the structure's owner or operator. Sets forth revised criteria for program structures with respect to: (1) design, groundwater monitoring, corrective action, closure, and post-closure; (2) location restrictions in floodplains, wetlands, fault areas, seismic impact zones, and unstable areas; (3) air quality; (4) financial assurance; (5) surface water; and (6) record keeping. Sets forth revised criteria for: (1) run-on and run-off control systems for landfills and other land-based units other than surface impoundments that receive coal combustion residuals; and (2) run-off control systems for surface impoundments that receive coal combustion residuals. Requires the Administrator to provide a state with notice of, and an opportunity to remedy, deficiencies with respect to meeting program requirements. Establishes: (1) conditions under which the Administrator shall implement such a program for a state, and (2) requirements for implementation or resumption of a program by a state for which the Administrator is implementing a program. Requires the time period and method for a structure's closure to be set forth in a closure plan that establishes a deadline for completion and that takes into account the site-specific characteristics of such structure. Directs the closure plan for a surface impoundment to require the removal of liquid and the stabilization of remaining waste as necessary to support the final cover. Prohibits such a programs from applying to the utilization, placement, and storage of coal combustion residuals at surface mining and reclamation operations. Prohibits this Act from being construed to alter the EPA's regulatory determination, entitled "Notice of Regulatory Determination on Wastes from the Combustion of Fossil Fuels," that the fossil fuel combustion wastes addressed do not warrant regulation as hazardous waste under SWDA.

Palliative Care and Hospice Education and Training Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to award grants or contracts for the establishment or operation of Palliative Care and Hospice Education Centers that: (1) improve the training of health professionals in palliative care; (2) develop and disseminate curricula relating to the palliative treatment of the complex health problems of individuals with serious or life-threatening illnesses; (3) support the training and retraining of faculty to provide instruction in palliative care; (4) support continuing education of health professionals who provide palliative care to patients with serious or life-threatening illness; (5) provide students with clinical training in palliative care in long-term care facilities, home care, hospices, chronic and acute disease hospitals, and ambulatory care centers; (6) establish traineeships for individuals who are preparing for advanced education nursing degrees in palliative care nursing, home care, hospice, long-term care, or other nursing areas that specialize in palliative care; and (7) do not duplicate the activities of existing education centers funded under such Act. Authorizes the Secretary to make grants to, and enter into contracts with schools of medicine, schools of osteopathic medicine, teaching hospitals, and graduate medical education programs to provide support for projects that fund the training of physicians who plan to teach palliative medicine; and (2) eligible nurse practitioner, midwifery, nurse anesthesia, and advanced nurse education programs to meet the costs of palliative care and hospice career incentive awards. Directs the Secretary to: (1) establish a program to provide Palliative Medicine and Hospice Academic Career Awards to eligible individuals to promote their career development as academic hospice and palliative care physicians; (2) award grants or contracts to entities that operate a Palliative Care and Hospice Education Center; (3) award grants or contracts to advanced practice nurses, clinical social workers, pharmacists, chaplains, or students of psychology pursuing an advanced degree in palliative care or related fields to foster greater interest among a variety of health professionals in entering the field of palliative care; and (4) award grants to schools of nursing, health care facilities, or programs leading to certification as a certified nurse assistant to develop and implement programs and initiatives to train and educate individuals in providing palliative care in health-related educational, hospice, home, or long-term care settings.

Amends the Electronic Fund Transfer Act with respect to mandatory fee disclosures on automated teller machines (ATMs) operated by a person other than a financial institution holding a consumer's account. Repeals the requirement that such a fee disclosure appear in a prominent and conspicuous location on or at the ATM. Limits such requirement to appearance of a fee disclosureon the ATM screen. Amends the Federal Deposit Insurance Act to make the Consumer Financial Protection Bureau (CFPB) a "covered agency" that may share information with another covered agency or any other federal agency without waiving any privilege applicable to the information. Prohibits information submitted to the CFPB in the course of its supervisory or regulatory process from being construed as waiving, destroying, or affecting any privilege that may be claimed with respect to such information under federal or state law as to any person or entity other than the CFPB, another federal banking agency, a state bank supervisor, or a foreign banking authority.

Authorized Rural Water Projects Completion Act - Establishes in the Treasury a Reclamation Rural Water Construction Fund, into which the Secretary of the Treasury shall deposit for each of FY2013-FY2029 a specified amount of revenues that would otherwise be deposited in the reclamation fund established by the Reclamation Act of 1902. Authorizes the Secretary to use amounts from the Fund to complete construction of rural water projects: (1) that were authorized to be carried out on or before this Act's enactment, or (2) for which the Secretary completed a feasibility report by September 30, 2012, that recommends construction and for which an Act of Congress enacted after this Act's enactment has authorized construction. Prohibits the Secretary from using amounts from the Fund to pay for project operation and maintenance costs. Prohibits the Secretary from expending amounts from the Fund until the date on which the Secretary develops: (1) programmatic goals that would enable the completion of construction of the authorized rural water projects as expeditiously as possible and that reflect the goals and priorities identified in the laws authorizing the projects and the goals of the Reclamation Rural Water Supply Act; and (2) funding prioritization criteria that takes into account specified information, including an evaluation of the need for potable water supplies in the affected rural and tribal communities, the completion status of a project, and the financial needs of the affected communities. Terminates the Fund on September 30, 2034.

Supplemental Agricultural Disaster Assistance Extension Act of 2012 - Extends through FY2012: (1) the supplemental agricultural disaster assistance program; (2) the supplemental revenue assistance payments (SURE) program; (3) the livestock indemnity program; (4) the livestock forage disaster program; (5) the emergency assistance for livestock, honey bees, and farm-raised fish; (6) the tree assistance program; and (7) the Agricultural Disaster Relief Trust Fund.

Military Service Integrity Act of 2012 - Revises provisions prohibiting the unauthorized purchase, sale, or use of military medals or decorations. Repeals a prohibition against knowingly wearing such a medal when not authorized to do so. Adds the requirement that a person act with the intent of securing a tangible benefit or personal gain to the prohibition against knowingly, falsely, and materially representing oneself as having served in the U.S. Armed Forces or having been awarded any decoration, medal, ribbon, or other device authorized by Congress or pursuant to federal law for the Armed Forces. Defines "tangible benefit or personal gain" to include: (1) a benefit relating to military service provided by the federal government or a state or local government, (2) employment or professional advancement, (3) financial remuneration, (4) an effect on the outcome of a criminal or civil court proceeding, and (5) an impact on one's personal credibility in a political campaign. Repeals provisions providing for enhanced penalties for offenses involving a Congressional Medal of Honor, a distinguished-service cross, a Navy cross, an Air Force cross, a silver star, or a Purple Heart.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2012 or DISCLOSE Act of 2012 - Amends the Federal Election Campaign Act of 1971 (FECA) to redefine the term "independent expenditure" as an expenditure by a person that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate, or is the functional equivalent of express advocacy because it can be interpreted by a reasonable person only as advocating the election or defeat of a candidate, taking into account whether the communication involved mentions a candidacy, a political party, or a challenger to a candidate, or takes a position on a candidate's character, qualifications, or fitness for office. Expands the period during which certain communications are treated as electioneering communications. Prescribes disclosure requirements for corporations, labor organizations, and certain other entities, including a political committee with an account established for the purpose of accepting donations or contributions that do not comply with the contribution limits or source prohibitions under FECA (but only with respect to such accounts). Repeals the prohibition against political contributions by individuals age 17 or younger.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2012 - Amends the Public Health Service Act to require personnel who perform or plan the technical component of either medical imaging examinations or radiation therapy procedures for medical purposes to possess, effective 42 months after enactment of this Act: (1) certification in each medical imaging or radiation therapy modality and service they plan or perform from a certification organization designated under this Act; and (2) state licensure or certification where such services and modalities are within the scope of practice as defined by the state for such profession, if the state requires licensure, certification, or registration. Exempts physicians, nurse practitioners, and physician assistants from the requirements of this Act. Gives individuals who are enrolled in specified training or certification programs when the Secretary of Health and Human Services (HHS) publishes the list of approved certification organizations an additional six months from the date of completion of the training program to become fully qualified under this Act. Directs the Secretary to: (1) establish a program for designating certification organizations after consideration of specified criteria; (2) provide a process for individuals whose training or experience is determined to be equal to, or in excess of, that of a graduate of an accredited educational program in that specialty to demonstrate that their experience meets the educational standards for qualified personnel in their imaging modality or radiation therapy procedures; and (3) publish a list of designated certification organizations. Authorizes the Secretary to waive standards under this Act or to develop alternative standards for rural or health professional shortage areas as appropriate. Amends title XVIII (Medicare) of the Social Security Act to allow Medicare payment for medical imaging and radiation therapy services furnished on or after 42 months after enactment of this Act, only if the examination or procedure is planned or performed by an individual who meets this Act's requirements.

Recognizes: (1) the critical importance of the Operational Reserve as a component of the Armed Forces, particularly as a means of preserving combat power during a time of budget austerity; and (2) the dual-status, state-federal National Guard as the foundation of the Operational Reserve and of military manpower. Expresses support for making the Operational Reserve permanent. Repudiates proposals to return the Reserve Components to a diminished or purely strategic role in national security. Affirms the growth of the Operational Reserve as circumstances warrant.

Expresses support for: (1) the groundbreaking national goal of preventing and treating Alzheimer's disease by the year 2025 and the other goals of the draft National Plan to Address Alzheimer's Disease, and (2) increased assistance for people with Alzheimer's and their caregivers and families. Finds that basic science, medical research, and therapy development are necessary for reaching that goal and identifying a definitive cure. Calls for further public awareness and understanding of Alzheimer's. Encourages early diagnosis and access to high-quality care for people with Alzheimer's.

Directs the Secretary of Agriculture (USDA) to establish the Foundation for Food and Agriculture Research to: (1) advance USDA's research mission by supporting agricultural research focused on addressing key problems of national and international significance; and (2) foster collaboration with agricultural researchers from the federal government, institutions of higher education, industry, and nonprofit organizations. Directs the Foundation to: (1) award grants to, or enter into contracts or cooperative agreements with, scientists and entities to advance Foundation goals; (2) identify and coordinate existing and proposed federal research and development programs relating to Foundation purposes; (3) identify unmet and emerging agricultural research needs; (4) facilitate technology transfer and information release to the agricultural research community; and (5) promote the development of the next generation of agricultural research scientists.

Rural Energy Investment Act of 2012 - Amends the Farm Security and Rural Investment Act of 2002 regarding the biobased markets program to: (1) extend program funding through FY2017, (2) increase the number of categories of biobased products designated and individual biobased products eligible for preferred purchasing, and (3) provide for a program of biobased product education and promotion activities. Amends the Rural Energy for America Program to: (1) extend Program funding through FY2017; (2) make nonprofit organizations eligible for assistance; (3) provide loan guarantees and grants to agricultural producers and rural small businesses for renewable energy system purchases, with a tiered loan and grant application process that reflects project size; and (4) permit the combined amount of a grant and a loan guarantee to cover all eligible activity costs. Extends funding through FY2017 for: (1) biorefinery assistance, (2) the biodiesel fuel education program, (3) biomass research and development, (4) the Rural Energy Self-Sufficiency Initiative, (5) the biomass crop assistance program, (6) the forest biomass for energy program, and (7) the community wood energy program.

Revenue Loss Assistance and Crop Insurance Enhancement Act of 2012 - Amends the Food, Conservation, and Energy Act of 2008 to direct the Secretary of Agriculture (USDA) to establish a revenue loss assistance program (program) beginning with crop year 2013 in lieu of the supplemental revenue assistance payments (SURE) and the average crop revenue election programs (ACRE). (Extends the SURE program for crop year 2012.) Provides producers with program assistance for losses between 12% and 25 % of their historic revenue. Provides counter-cyclical payments for each covered commodity through crop year 2017 on farms for which payment yields and base acres are established if the effective price for the covered commodity is less than its target price. Sets forth 2013-2017 target prices, payment rates, and payment amounts for covered commodities. Provides a special payment calculation rule for long grain and medium grain rice, and a specified four-year alternative election. Sets forth 2013-2017 commodity marketing assistance loan rates. Extends specified agricultural and livestock assistance programs. Repeals the direct payment and ACRE programs. Limits the total revenue loss assistance payments and countercyclical payments that a person or entity may receive in a crop year. Reduces the catastrophic risk protection coverage premium. Authorizes agricultural producers to purchase supplemental crop insurance coverage based on: (1) an individual yield and loss basis, or an area yield and loss basis; or (2) an individual yield and loss basis, supplemented with coverage based on an area yield and loss basis to cover a part of the deductible under the individual yield and loss policy.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2012 or DISCLOSE Act of 2012 - Amends the Federal Election Campaign Act of 1971 (FECA) to redefine the term "independent expenditure" as an expenditure by a person that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate, or is the functional equivalent of express advocacy because it can be interpreted by a reasonable person only as advocating the election or defeat of a candidate, taking into account whether the communication involved mentions a candidacy, a political party, or a challenger to a candidate, or takes a position on a candidates, qualifications, or fitness for office. Expands the period during which certain communications are treated as electioneering communications. Prescribes disclosure requirements for corporations, labor organizations, and certain other entities, including a political committee with an account established for the purpose of accepting donations or contributions that do not comply with the contribution limits or source prohibitions under FECA (but only with respect to such accounts). Prescribes disclaimer requirements for public communications that include functional equivalent of express advocacy. Requires any communication transmitted through radio or television to include an individual or organizational disclosure statement, together with: (1) the Top Two Funders List of the persons providing the largest and second largest aggregate payments of $10,000 or more for a radio communication, and (2) the Top Five Funders List of the five persons providing the largest aggregate payments of $10,000 or more for a television communication. Repeals the prohibition against political contributions by individuals age 17 or younger.

Grassroots Rural and Small Community Water Systems Assistance Act - Calls for the Environmental Protection Agency (EPA) to prioritize the types of technical assistance to enable small public water systems to comply with national primary drinking water regulations that are the most beneficial to small and rural communities, based on their input. Amends the Safe Drinking Water Act to: (1) authorize appropriations to the Administrator of EPA for FY2012-FY2017 for such assistance; and (2) allow the Administrator to use such funds to provide technical assistance to nonprofit organizations that provide to small public water systems onsite technical assistance, circuit-rider technical assistance programs, onsite and regional training, assistance with implementing source water protection plans, and assistance with implementation monitoring plans, rules, regulations, and water security enhancements. Directs the Administrator to give preference to nonprofit organizations that are determined to be the most qualified and experienced and that the small community water systems find to be the most beneficial and effective.

Kidney Disease Equitable Access, Prevention, and Research Act of 2012 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS), in specified circumstances, to accept the results of a state licensure survey for purposes of determining federal certification of the compliance of a renal dialysis facility (RDF) with the conditions of Medicare participation. Allows the Secretary to assess and collect reasonable fees for the initial Medicare survey from an RDF . Revises Medicare requirements for group health plans to extend from 12 to 42 months after an individual becomes eligible for Medicare part A (Hospital Insurance Benefits for the Aged and Disabled) benefits the period during which a group health plan is a primary payer (and Medicare the secondary payer) for ESRD patients. Requires such a plan to: (1) provide adequate, advanced, written notice to patients regarding changes to dialysis service benefits, new restrictions on out-of-network access, or reductions in rates paid for out-of-network benefits; (2) allow patients to continue using their existing provider or facility for dialysis services for at least 24 months after a plan or issuer notice of any change; (3) hold patients harmless from a provider network change if the change requires unreasonable drive time or disrupts the physician-patient relationship; (4) ensure that out-of-pocket payments for such services apply to the Medicare part C (Medicare+Choice Program) out-of-pocket maximums and are treated as non-routine for copayment purposes; and (5) meet minimum network adequacy standards. Prohibits such a plan from: (1) restricting the duration or number of dialysis sessions for patients to less than the number for which payment may be made; (2) requiring assignment of benefits for such services; or (3) denying or limiting coverage for patients for such services if premiums, copayments, or other payments are made by third parties on their behalf. Directs the Secretary to study: (1) the social, behavioral, and biological factors leading to kidney disease; and (2) efforts to slow the progression of kidney disease in minority populations that are disproportionately affected by it. Directs the Secretary to report to Congress on the research gaps with respect to the development of quality metrics and care management metrics for ESRD patients. Directs the Comptroller General to evaluate the transportation barriers facing dialysis patients that result in less than 100% compliance with their plan of care under the Medicare program. Includes as a person qualified to furnish kidney disease education services an RDF with a physician or a physician assistant, nurse practitioner, or clinical nurse specialist. Declares that the mandatory single payment to an RDF or other provider of renal dialysis services shall not take into account the amount of payment for kidney disease education services. Revises the definition of “ kidney disease education services” to specify education services furnished to individuals: (1) with stage V (as well as those with stage IV) chronic kidney disease, and (2) who are not receiving dialysis services.

Amends the Farm Security and Rural Investment Act of 2002 to include facilities that convert renewable biomass into renewable chemicals in the definitions of "biomass conversion facility" and "biorefinery." Defines "renewable chemical" as a monomer, polymer, plastic, or formulated product produced from renewable biomass. Amends the biobased markets program to: (1) require federal procuring agencies to issue a certain number of biobased-only contracts; and (2) require the Secretary of Agriculture (USDA) to designate intermediate ingredients or feedstocks and assembled and finished biobased products in the program guidelines; (3) require the Secretary to issue criteria for determining which assembled and finished products may carry the USDA Certified Biobased Product label; (4) require the Secretary to assess the economic impact of the biobased products industry; (5) authorize the Secretary to carry out outreach, education, and promotion activities; and (6) authorize the Secretary to perform audits. Makes renewable chemicals and biobased product manufacturing eligible for grant and loan guarantee assistance. Eliminates feedstocks research, development, and demonstration activities from the Biomass Research and Development Initiative.

Condemns Iran's human rights violations. Urges the President, the Secretary of State, and world leaders to express support for the universal rights and freedoms of the Iranian people and to condemn elections that are not free and do not meet international standards.

Amends the Packers and Stockyards Act, 1921 to prohibit livestock packers from owning, controlling, or feeding livestock to such an extent that the producer no longer materially participates in the management of the operation, with exceptions for: (1) animals held for not more than seven days before slaughter; (2) certain cooperatives that own, control or feed livestock and provide such livestock for slaughter; (3) packers that are not required to report price and quantity information on each reporting day; or (4) packers that own one livestock processing plant.
