Hispanic Educational Resources and Empowerment Act of 2022 This bill directs the Department of Education to (1) award grants to Hispanic-serving institutions of higher education (IHEs) to improve and expand innovative collaboration agreements between local educational agencies and IHEs to better serve Hispanic and Latino students, (2) provide technical assistance to such IHEs, and (3) contract with a third party to conduct an independent evaluation of grant activities. Such grants must be used for specific activities, such as improving school-based and institutional practices to prepare students for postsecondary education and addressing nonacademic needs of students that are barriers to college enrollment.

Law Enforcement De-Escalation Training Act of 2022 This bill directs the Department of Justice (DOJ) to develop scenario-based training curricula that includes topics such as alternatives to the use of force, de-escalation tactics, and safely responding to an individual experiencing a mental, behavioral health, or suicidal crisis. The bill also directs DOJ to make grants to states for costs associated with providing the training to law enforcement officers or mental health professionals.

Victims of Child Abuse Act Reauthorization Act of 2022 This bill reauthorizes for FY2022-FY2028 and otherwise revises grants for local and regional children's advocacy centers (CACs). CACs coordinate a multidisciplinary response to child abuse.

SEC Whistleblower Reform Act of 2022 This bill expands and revises whistleblower protections applicable to individuals who provide information to the Securities and Exchange Commission (SEC) relating to a violation of securities laws. The prohibition of retaliation against whistleblowers is expanded to include individuals who provide information regarding potential violations to supervisors or other employees in positions of authority. Additionally, the bill establishes the right to a jury trial for a person accused of violating whistleblower protection laws. The bill also requires the SEC to make an initial disposition of a whistleblower award claim within the later of (1) one year of the deadline to submit such a claim, or (2) one year after the final resolution of any litigation in the matter. Finally, the bill deems as unenforceable a predispute arbitration agreement regarding a whistleblower action.

Support Kids Not Red Tape Act of 2022 This bill extends and modifies the authority of the Department of Agriculture (USDA) to waive certain requirements related to the National School Lunch Program, the School Breakfast Program, the Child and Adult Care Food Program, and the Summer Food Service Program. Current law authorizes USDA to waive certain requirements, such as those related to nutritional content and congregate feeding, for the purpose of dealing with the COVID-19 pandemic. Under this bill, USDA shall have authority through FY2023 to grant such a waiver, with no waiver having effect past FY2023. Currently, USDA's authority to grant a waiver expires on June 30, 2022, with no waiver having effect past the 2021-2022 school year. If a state elects to receive a waiver that modifies the operation of a school breakfast or lunch program for the 2022-2023 school year, the state must provide a transition plan to USDA. USDA must provide technical assistance to help school food authorities and states meet nutritional standards and resume regular meal program operations for the 2023-2024 school year. While a waiver is in effect during the 2022-2023 school year, the state subject to the waiver must provide technical assistance in lieu of fiscal action for meal pattern violations due to supply chain disruptions. The bill also appropriates funds as necessary to carry out this bill's activities.

Affordable Loans for Any Student Act This bill addresses repayment options, loan disclosures, and loan counseling for student loans. The bill revises requirements concerning repayment options for student loan borrowers. For instance, the bill terminates interest capitalization and origination fees for Federal Direct Loans, provides assistance to low-income borrowers or borrowers who are delinquent on loan payments, and replaces the existing income-based repayment plans with two new plans. Under the new plans, borrowers may choose (1) a fixed repayment plan with equal monthly payments paid over a period of 10 years, or (2) an income-based repayment plan with monthly payments equal to 10% percent of their income above the poverty level. The income-based plan is capped at 20 years of payments. The bill also revises requirements concerning student loan disclosures and student loan counseling for borrowers. For instance, the bill requires the Department of Education to maintain online counseling tools that provide borrowers with entrance and exit student loan counseling.

The bill also requires the Department of Defense to establish and implement an initiative to deepen security cooperation with the Baltic countries.

Military Spouse Hiring Act This bill expands the Work Opportunity Tax Credit (WOTC) to include the hiring of a qualified military spouse. (The WOTC permits employers who hire individuals who are members of a targeted group such as qualified veterans, ex-felons, or long-term unemployment recipients to claim a tax credit equal to a portion of the wages paid to those individuals.) A qualified military spouse is any individual who is certified by the designated local agency as being (as of the hiring date) a spouse of a member of the Armed Forces.

Human Trafficking Online Research Act This bill directs the National Science Foundation to support merit-reviewed and competitively awarded research on the impact of online social media platforms on the maintenance or expansion of human trafficking.

Reduce Human Trafficking through Transportation Act This bill requires the Department of Transportation (DOT) to set aside $10 million each fiscal year to provide grants to certain airports and transit operators for human trafficking awareness, education, and prevention efforts. DOT must give priority in grant amounts to entities that serve regions with a higher prevalence of human trafficking and take into consideration the effect such grants would have on surrounding areas. Additionally, DOT must consult with its Advisory Committee on Human Trafficking in determining the grant amount each recipient receives.

Digital Asset Sanctions Compliance Enhancement Act of 2022 This bill allows additional sanctions against Russia and creates specified reporting requirements regarding digital assets. Specifically, the President must periodically identify foreign persons who facilitate evasion of Russian sanctions using digital assets. The bill authorizes sanctions against such persons. The bill requires a U.S. taxpayer engaged in offshore digital asset transactions greater than $10,000 to file an annual Report of Foreign Bank and Financial Accounts with the Financial Crimes Enforcement Network. The bill allows the Department of the Treasury to prohibit U.S. digital asset trading platforms and transaction facilitators from transacting with Russian digital asset addresses. Additionally, Treasury must report on its progress in implementing the bill and must annually identify foreign digital asset trading platforms that are a high risk for sanctions evasion, money laundering, and other illicit activities.

Invest to Protect Act of 2022 This bill directs the Office of Community Oriented Policing Services within the Department of Justice to award grants to local and tribal governments that employ fewer than 200 law enforcement officers. Grant funds may be used for various activities, including to purchase body cameras, provide de-escalation training, and improve recruitment and retention.

Supporting Children's Mental Health Care Access Act of 2022 This bill reauthorizes through FY2027 and makes changes to grants for states, localities, and Indian tribes to promote the integration of behavioral health in pediatric primary care through statewide or regional telehealth access programs. Specific changes include allowing grant recipients to use funds to support schools and emergency departments.

Justice and Mental Health Collaboration Reauthorization Act of 2022 This bill modifies and reauthorizes through FY2026 the Justice and Mental Health Collaboration Program. The program provides state, local, and tribal grants to improve the criminal justice system's response to people with mental health disorders. Among the modifications, the bill allows funds for diversion and alternative prosecution and sentencing programs to be used for training for state and local prosecutors related to diversion programs; allows funds for multidisciplinary teams to be used to support police officers and mental health crisis workers responding together to mental health calls; and allows grants to be awarded for additional purposes such as suicide prevention programs and services, case management services, and state and local implementation of the 988 suicide hotline. Additionally, the bill reauthorizes through FY2026 the requirement for the Department of Justice to examine and report on the prevalence of mentally ill offenders in prisons and jails.

Ban Russian Energy Imports Act This bill declares that a national emergency exists with respect to the aggression of Russia against Ukraine. During this emergency, the President must prohibit the importation of crude oil, petroleum, petroleum products, liquefied natural gas, and coal in which Russia or a Russian national has any interest. The bill exempts products that are already loaded or in transit at the time of this bill's enactment.

Resolving Extended Limbo for Immigrant Employees and Families Act or the RELIEF Act This bill revises provisions related to family- and employment-based visas. The bill (1) increases the per-country cap on family-based immigrant visas from 7% of the total number of such visas available that year to 15%, (2) eliminates the 7% cap for employment-based immigrant visas, and (3) removes an offset that reduced the number of visas for individuals from China. The annual cap for visas for the unmarried children of citizens is increased, and the formula for calculating the cap for the unmarried children of residents is revised. The bill also establishes transition rules for employment-based visas from FY2022-FY2024, by reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability), EB-3 (skilled and other workers), and EB-5 (investors) visas for individuals not from the two countries with the largest number of recipients of such visas. Of the unreserved visas, not more than 85% shall be allotted to immigrants from any single country. The Department of State shall increase allocations of family- and employment-based visas by the number of beneficiaries of such applications filed before this bill's enactment, to be allocated FY2022-FY2026 to beneficiaries of applications filed before this bill's enactment who have not yet received a visa. The minor children and spouses of permanent residents and those accompanying a qualified alien shall be treated as an immediate relative for immigration purposes. Whether an alien qualifies as a minor shall be determined according to the alien's age at the time a relevant petition is filed.

Affordable Insulin Now Act This bill limits cost-sharing for insulin under private health insurance and the Medicare prescription drug benefit. Specifically, the bill caps cost-sharing under private health insurance for a month's supply of selected insulin products at $35 or 25% of a plan's negotiated price (after any price concessions), whichever is less, beginning in 2023. The bill caps cost-sharing under the Medicare prescription drug benefit for a month's supply of covered insulin products at (1) $35 between October 1, 2022, and January 1, 2024; and (2) $35 or 25% of a plan's negotiated price, whichever is less, beginning in 2024. The bill provides funds for FY2022 for the Centers for Medicare & Medicaid Services (CMS) to implement the bill. Currently, the CMS is testing a voluntary model under the Medicare prescription drug benefit (the Part D Senior Savings Model) in which the copayment for a month's supply of insulin is capped at $35 through participating plans. The model is set to expire on December 31, 2025.

Public Safety Officer Support Act of 2022 This bill extends death and disability benefits under the Public Safety Officers' Benefits Program (PSOB) to certain public safety officers and survivors of public safety officers who suffer from post-traumatic stress disorder or acute stress disorder following a stressful situation while on duty. The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who are killed or injured in the line of duty.

Violence Against Women Act Reauthorization Act of 2022 This bill modifies and reauthorizes through FY2027 programs and activities under the Violence Against Women Act that seek to prevent and respond to domestic violence, sexual assault, dating violence, and stalking. The bill also authorizes new programs, makes changes to federal criminal laws, and establishes new protections to promote housing stability and economic security for victims of domestic violence, sexual assault, dating violence, and stalking.

Gas Prices Relief Act of 2022 This bill provides for a temporary exemption through 2022 from the excise tax on gasoline (other than aviation gasoline) and from the Leaking Underground Storage Tank Trust Fund financing rate. The Department of the Treasury must transfer from the general fund to the Highway Trust Fund and the Leaking Underground Storage Tank Trust Fund amounts resulting from the exemption provided by this bill. The bill also expresses congressional policy that consumers immediately receive the benefit of this exemption.

Telehealth Extension and Evaluation Act This bill expands and otherwise modifies coverage of telehealth services under Medicare until two years after the end of the COVID-19 public health emergency. Specifically, the bill (1) allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner), (2) allows for Medicare payment of outpatient critical access hospital services consisting of telehealth behavioral therapy, (3) conditions payment for certain high-cost laboratory tests and durable medical equipment that are ordered via telehealth on at least one in-person visit during the preceding 12-month period, and (4) allows Schedule II through V controlled substances to be prescribed online if a practitioner has conducted a telehealth evaluation with video. The bill also generally extends any Medicare telehealth flexibilities that were granted during the COVID-19 public health emergency until two years after the emergency ends. The Centers for Medicare & Medicaid Services (CMS) must report on the effects of changes that were made during the emergency period with respect to the provision or availability of telehealth services under Medicare. The CMS must also award grants to state Medicaid programs to allow them to report on similar information.

Good Samaritan Remediation of Abandoned Hardrock Mines Act of 2022 This bill promotes the remediation of abandoned hardrock mine sites by Good Samaritans. A Good Samaritan means a person that is (1) not a past or current owner or operator of the abandoned site; (2) had no role in the creation of the historic mine residue; and (3) is not potentially liable under any law for the remediation, treatment, or control of the historic mine residue. The bill requires the Environmental Protection Agency (EPA) to establish a Good Samaritan pilot program. Under the program, the EPA may issue permits to allow Good Samaritans to remediate historic mine residue at abandoned hardrock mine sites without assuming liability under specified environmental laws for past, present, or future releases, threats of releases, or discharges of hazardous substances or other contaminants at or from the abandoned mine site. In addition, the bill establishes a Good Samaritan Mine Remediation Fund for land management agencies that authorize Good Samaritans to conduct remediation projects on federal land.

Ocean Shipping Reform Act of 2022 This bill revises requirements governing ocean shipping to promote the growth and development of U.S. exports. For example, the bill prohibits common ocean carriers, marine terminal operators, or ocean transportation intermediaries from refusing cargo space when available or resorting to other unfair methods.

Health Care for Burn Pit Veterans Act This bill updates policies and procedures related to Department of Veterans Affairs (VA) health care and benefits for veterans who have been exposed to toxic substances. Specifically, the bill extends the eligibility period for VA hospital care, medical services, and nursing home care for combat veterans who served after September 11, 2001, and were exposed to toxic substances, radiation, or other conditions, including those who did not enroll to receive VA care during the eligibility period. The VA must incorporate into its existing health care screening a screening to help determine potential exposures to toxic substances during military service. Among other requirements, the VA must also provide annual training to health care and benefits personnel with respect to veterans who were exposed to toxic substances; analyze total and respiratory disease mortality in veterans who served in specified locations on specified dates; conduct an epidemiological study on the health trends of veterans who served in the Armed Forces after September 11, 2001; conduct a study to determine trends in the rates of the incidence of cancer in veterans; publish a list of VA resources for veterans who were exposed to toxic substances, families and caregivers of such veterans, and survivors of such veterans who are receiving death benefits; and report on the data quality of the Individual Longitudinal Exposure Record and its usefulness in supporting veterans in receiving VA health care and benefits.

Drone Act of 2022 This bill creates a federal statutory framework to criminalize various conduct involving the misuse of drones. Among its provisions, the bill generally prohibits the operation of a drone that poses an imminent safety hazard to vessels or motor vehicles; weaponization of a drone (e.g., attaching a firearm or explosive); and operation of a drone that interferes with a law enforcement, emergency response, or military operation or activity of the federal government or of a state, local, or tribal government.
