Reaching Every Survivor with Police and On-site Nonprofit Services Evaluations Act of 2022 or the RESPONSE Act of 2022 This bill requires the Office on Violence Against Women of the Department of Justice to establish a pilot program under which community-based organizations or victim service providers may dispatch victim advocates to crime scenes involving domestic violence, sexual assault, dating violence, or stalking.

Las Vegas Wash Program Extension Act This bill increases the authorization of appropriations for the Bureau of Reclamation to participate, in partnership with the Las Vegas Wash Coordinating Committee, in the implementation of the Las Vegas Wash wetlands restoration and Lake Mead improvement project. The Las Vegas Wash in Nevada connects the Las Vegas Valley with Lake Mead.

Facilitating Large-Scale Water Recycling and Reuse Projects Act This bill modifies the Bureau of Reclamation's Large-Scale Water Recycling Program, which provides grants to water and power delivery authorities in certain western states for the planning, design, and construction of large-scale water recycling and reuse projects that have a total cost of $500 million or more. Specifically, the bill removes the program's sunset provision and revises eligibility requirements.

Fair Housing Improvement Act of 2022 This bill prohibits discrimination against individuals based on their source of income, veteran status, or military status in the sale or rental of housing and other related real estate transactions and services.

Stop Anti-Abortion Disinformation Act or the SAD Act This bill prohibits advertisements that use deceptive or misleading statements related to the provision of abortion services. Abortion services include (1) surgical and non-surgical procedures to terminate a pregnancy, or (2) providing referrals for such procedures. The Federal Trade Commission must promulgate rules to implement the prohibition, and the bill provides for enforcement by the commission.

Fairness for Farm Workers Act This bill extends overtime pay protections to agricultural workers. The bill requires employers, beginning in 2023, to compensate agricultural workers for hours worked in excess of their regular hours (i.e., 55 hours in 2023, 50 hours in 2024, 45 hours in 2025, and 40 hours in 2026) at not less than one and one-half times the employee's regular rate. For employers with 25 or fewer employees, the overtime pay requirements begin in 2026. These overtime pay requirements do not apply, as under current law, to employees who are the parent, spouse, child, or other member of the employer's immediate family. The bill also repeals the exemption from overtime pay requirements for employers in various agriculture-related industries, including certain small farms, irrigation projects, sugar processing, and cotton ginning and compressing.

This resolution (1) recognizes the increase in educational opportunities, including in sports, for women and girls since the passage of title IX of the Education Amendments of 1972; and (2) encourages the Department of Education and the Department of Justice to ensure that students have a safe learning environment by working to ensure schools prevent and respond to discrimination and harassment on the basis of sex.

Affordable Housing Bond Enhancement Act This bill modifies the Mortgage Revenue Bond (MRB) and the Mortgage Credit Certificate (MCC) programs of state housing finance agencies to expand the supply of affordable homes and homeownership for low- and moderate-income homebuyers. The bill requires the Internal Revenue Service to annually report to the congressional banking and tax committees on the use by states of their private activity bond authority for housing investment. It also increases the MRB home improvement loan limit from $15,000 to $50,000. The bill permits states to redesignate their carryforward authority and use it for housing investment and permits MRBs to be used to refinance home loans for borrowers who have incomes below 115% of median family income. The bill modifies the recapture requirement for homeowners who receive a MRB-financed mortgage or an MCC and sell their residences within the first nine years of ownership and reduces the time in which a recapture tax may be assessed from nine to five years. The bill revises the MCC benefit calculation to a simple percentage of the original loan balance. It also extends the MCC revocation period from two to four years. The bill reduces the public notice requirement for MCC issuers from 90 days to 30 days and eliminates certain MCC reporting requirements.

Screening for Communities to Receive Early and Equitable Needed Services for Cancer Act or the SCREENS for Cancer Act of 2022 This bill reauthorizes through FY2027 and makes changes to the National Breast and Cervical Cancer Early Detection Program. This program provides funding to states for breast and cervical cancer screening, diagnostic, and treatment services for individuals who have low incomes, are uninsured, or otherwise lack access to such services.

This bill prescribes that a peer support specialist of the Department of Veterans Affairs (VA) must not be responsible for providing assistance to a veteran regarding a claim for compensation for a covered mental health condition (e.g., post-traumatic stress disorder) based on military sexual trauma (MST) experienced during active service. Such specialists must only provide counseling services, guidance, and support and must not participate in the adjudication of the claim. As part of the forms for claims for compensation for a covered mental health condition based on MST, the VA must include an option for a veteran to elect to be referred to a MST trauma coordinator at the VA facility closest to the veteran's residence. Additionally, the VA must (1) ensure that its peer support specialists receive annual training on providing peer support regarding MST, and (2) provide annual training on the processing of claims for compensation for covered mental health conditions based on MST to its MST coordinators and peer specialists.

Advanced Border Coordination Act of 2022 This bill requires the Department of Homeland Security to establish at least two Joint Operations Centers along the U.S.-Mexico border. The centers shall provide centralized operations hubs for (1) coordinating operations between federal, state, local, and tribal agencies as needed; and (2) coordinating and supporting border operations, including detecting criminal activity, including activity related to transnational criminal organizations and illegal border crossings.

COI Elimination Act This bill limits U.S. contributions to the United Nations pertaining to the U.N. Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel. Current law imposes a cap on the annual U.S. contribution to the U.N. budget. The bill lowers that cap by 25% of the amount budgeted for the commission unless the Department of State certifies to Congress that the commission has been abolished. After such a certification, the United States shall, subject to appropriations, provide to the United Nations an amount equal to all the contributions that were withheld under this bill. The bill also states that it shall be U.S. policy to seek the abolition of the commission and combat systemic anti-Israel bias in international bodies.

Deterring Enemy Forces and Enabling National Defenses Act of 2022 or the DEFEND Act of 2022 This bill requires the Department of Defense to seek to cooperate with Middle East allies and partners (i.e., countries of the Gulf Cooperation Council, Iraq, Israel, Jordan, Egypt, and other countries in the region as appropriate) to identify and develop an approach for such allies and partners to implement an integrated air and missile defense capability to protect against attacks from Iran and groups linked to Iran.

Affordability is Access Act This bill establishes several requirements relating to health insurance coverage of, and access to, over-the-counter contraceptives. Specifically, the bill requires the Department of Health and Human Services, the Department of Labor, and the Department of the Treasury to specify that private health insurance plans must cover over-the-counter contraceptives that are approved by the Food and Drug Administration (FDA), even without a prescription. Under current law, private health insurance plans (with some exceptions) must cover FDA-approved prescription contraceptives, without cost-sharing requirements. The bill also prohibits retailers from interfering with an individual's access to oral contraceptives that are meant for routine, daily use and are FDA-approved for use without a prescription.

Reclaiming the Solar Supply Chain Act of 2022 This bill requires the Department of Energy to establish a program that awards grants and direct loans to support a solar component manufacturing supply chain. Under the program, manufacturers and other eligible entities must use grants and loans for (1) constructing new facilities that manufacture solar components; and (2) retooling, retrofitting, or expanding existing facilities that manufacture solar components.

Credit Union Board Modernization Act This bill revises the frequency of meetings required to be held by a credit union's board of directors. Specifically, the bill requires monthly meetings for new credit unions during their first five years and for credit unions with a low soundness rating. All other credit unions must hold at least six meetings annually, with at least one meeting held during each fiscal quarter. Currently, all credit union boards must meet at least once a month.

National Wildland Fire Risk Reduction Program Act of 2022 This bill directs the President to establish a National Wildland Fire Risk Reduction Program to achieve major measurable reductions in the losses of life, property, and natural resources from wildland fires. This program shall coordinate federal efforts to improve the assessment of fire environments and the understanding and prediction of wildland fires, associated smoke, and their impacts; develop and encourage the adoption of science-based and cost-effective measures to enhance community resilience to wildland fires, to prevent and mitigate wildland fire and associated smoke impacts and to restore natural fire regimes in fire-dependent ecosystems; and improve the understanding and mitigation of the impacts of climate change, drought, and climate variability on wildland fire risk, frequency, and severity and inform the other goals described here. Not later than 90 days after enactment of this bill, the National Institute of Standards and Technology (NIST) shall establish an Interagency Coordinating Committee on Wildland Fire Risk Reduction to oversee the planning, management, and coordination of the program. The committee shall submit a strategic plan for the program to Congress. The Government Accountability Office shall submit a report to Congress on the progress and performance of the program. Further, the bill sets forth the responsibilities of NIST, the National Science Foundation, the National Oceanic and Atmospheric Administration, the Federal Emergency Management Agency, the National Aeronautics and Space Administration, the Environmental Protection Agency, and the Department of Energy with respect to the program.

COPS on the Beat Grant Program Parity Act of 2022 This bill makes changes to the Community Oriented Policing Services grant program. Among the changes, the bill reduces the required matching contribution for certain rural communities during the first three years of a grant and eliminates the preference for agencies that exceed the matching requirements; allows grant funds to be used to increase wages of career law enforcement officers in states or localities that have a median household income of less than 70% of the national median household income and qualify for a reduced matching contribution; and provides statutory authority for the Office of Community Oriented Policing Services within the Department of Justice. Additionally, the bill requires the Government Accountability Office to report on whether law enforcement workforces are representative of the communities they serve, the percentage of law enforcement officers who live in the community they serve, the average pay of officers compared to the cost of living in the community they serve, and recommendations for improvements.

Palliative Care and Hospice Education and Training Act This bill requires the Department of Health and Human Services (HHS) to take a series of actions relating to palliative-care training. Specifically, HHS must provide support for Palliative Care and Hospice Education Centers. The centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced-education nursing degrees, social-work degrees, or advanced degrees in physician-assistant studies in palliative care. HHS may provide support to medical schools, teaching hospitals, and graduate medical-education programs for training physicians who plan to teach palliative medicine. HHS must (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development, (2) support entities that operate a Palliative Care and Hospice Education Center, (3) support individuals in specified fields who are pursuing an advanced degree in palliative care or related fields, and (4) award grants to nursing programs to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.

Domestic Terrorism Prevention Act of 2022 This bill establishes new requirements to expand the availability of information on domestic terrorism, as well as the relationship between domestic terrorism and hate crimes. It authorizes domestic terrorism components within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI) to monitor, analyze, investigate, and prosecute domestic terrorism. The domestic terrorism components of DHS, DOJ, and the FBI must jointly report on domestic terrorism, including white-supremacist-related incidents or attempted incidents. DHS, DOJ, and the FBI must review the anti-terrorism training and resource programs of their agencies that are provided to federal, state, local, and tribal law enforcement agencies. Additionally, DOJ must make training on prosecuting domestic terrorism available to its prosecutors and to assistant U.S. attorneys. It creates an interagency task force to analyze and combat white supremacist and neo-Nazi infiltration of the uniformed services and federal law enforcement agencies. Finally, it directs the FBI to assign a special agent or hate crimes liaison to each field office to investigate hate crimes incidents with a nexus to domestic terrorism.

Veterans' Compensation Cost-of-Living Adjustment Act of 2022 This bill requires the Department of Veterans Affairs (VA) to increase the amounts payable for wartime disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Specifically, the VA must increase the amounts by the same percentage as the cost-of-living increase in benefits for Social Security recipients that is effective on December 1, 2022. The bill requires the VA to publish the amounts payable, as increased, in the Federal Register. The VA is authorized to make a similar adjustment to the rates of disability compensation payable to persons who have not received compensation for service-connected disability or death.

Transportation Fuel Market Transparency Act This bill expands prohibitions against manipulating fuel markets, establishes a body within the Federal Trade Commission (FTC) to monitor fuel markets to ensure competitiveness, and addresses related issues. Prohibitions against the manipulation of wholesale fuel markets or reporting false (or misleading) information shall apply to actions related to crude oil and transportation fuel, defined in this bill to include gasoline, distillate fuels, jet fuel, aviation gasoline, and biofuel. Currently, such prohibitions only apply to crude oil, gasoline, and petroleum distillates. The bill further expands the prohibition on reporting false information to include such information that (1) concerns the supply of, operational actions related to, or output related to wholesale fuel markets; (2) is not required to be reported by law; or (3) affects the analyses or data compiled by a private sector price-reporting agency. The bill also increases the maximum civil penalty for violating these prohibitions from $1 million to $2 million for each day of the violation. Furthermore, the bill establishes within the FTC the Transportation Fuel Monitoring and Enforcement Unit. The unit must continuously and comprehensively collect and analyze fuel market data to support competitive market practices, identify market manipulation and other unfair methods of competition, and facilitate enforcement of competition-related statutes. The Energy Information Administration within the Department of Energy must collect data to facilitate transparent and competitive transportation fuel markets, determine adherence to sanctions, and protect consumers.

Supporting New Entrepreneurs and Workers By Undoing and Streamlining Inhibitors to Nascent Enterprises through Supporting Successful Efficiency Solutions Act or the Supporting NEW BUSINESSES Act This bill requires the Small Business Administration to annually provide awards recognizing three state or local governments that implement innovative and effective policies or tools to streamline processes related to the formation of small business in their communities.

No Tax Breaks for Union Busting (NTBUB) Act This bill denies employers a tax deduction for any expenditures incurred for attempting to influence their employees with respect to labor organizations or labor organization activities, such as elections, labor disputes, and collective actions. The bill requires employers to report on their attempts to influence their employees with respect to labor organizations and their activities.

LIHTC Financing Enabling Long-term Investment in Neighborhood Excellence Act or the LIFELINE Act This bill permits states, territories, or tribal governments to use State and Local Fiscal Recovery Funds to finance qualified low-income housing projects (i.e., projects for residential rental property meeting certain income tests) with loans obligated by December 31, 2024, and having maturities of 30 or more years.

Federal Law Enforcement Service Weapon Purchase Act This bill generally permits a federal law enforcement officer to purchase a retired handgun from the agency that issued a handgun to the officer. The bill directs the General Services Administration to develop policies to facilitate the sale and disposition of eligible handguns.

VA Workforce Improvement, Support, and Expansion (WISE) Act of 2022 This bill modifies various policies and procedures of the Department of Veterans Affairs that are related to (1) the training, recruitment, and retention of VA employees, including in the Veterans Health Administration; (2) personnel matters, such as those related to pay and bonuses; and (3) VA assistance with national emergencies.

Childhood Cancer Survivorship, Treatment, Access, and Research Reauthorization Act of 2022 or the Childhood Cancer STAR Reauthorization Act This bill reauthorizes through FY2028 and modifies pediatric cancer research and related programs, including to expand collection of and access to relevant biospecimens and to support the transition of pediatric cancer survivors to primary care.

Supply Chain Disruptions Relief Act This bill modifies the treatment of liquidations of new motor vehicle inventory as qualified LIFO (last in first out accounting method) inventory. It allows new motor vehicle dealers to elect to wait until the end of 2025 to replace their inventory for purposes of determining income attributable to the sale of such inventory during 2020 and 2021.

RECA Extension Act of 2022 This bill extends a program that compensates individuals who were exposed to radiation from atomic weapons testing or uranium mining or processing and who subsequently developed specified cancers or other medical conditions. The bill terminates the program two years after the bill's enactment.

Lowering Federal Usage of Energy to Lessen Costs Act of 2022 or the Lowering FUEL Costs Act of 2022 This bill requires the Office of Management and Budget, the General Services Administration, and the Council on Environmental Quality to develop and publicly release short-term and long-term strategies to reduce the cost of transportation fuels for U.S. consumers through federal conservation. The short-term strategies must be implemented within three months of their public release.

Increasing our Nation's Value through Economic Support and Tourism in Our Communities Act or the INVEST in Our Communities Act This bill modifies and expands the Economic Development Administration's (EDA) public works and economic development programs. For example, the bill (1) establishes grants to support the outdoor recreation, travel, tourism, hospitality, and special event industries; and (2) establishes within the EDA the Office of Rural and Native American Economic Development to develop rural and tribal economic development strategies.

This resolution recognizes, honors, and commends the women of Ukraine who have contributed to the fight for freedom and the defense of Ukraine. The resolution acknowledges the women who have risked their lives to travel through territory controlled by Russia, break siege tactics surrounding cities, and ensure the safety of children and the elderly. The resolution acknowledges the important role women must play in resolving the conflict between Ukraine and Russia as outlined in U.N. Security Council Resolution 1325 (2016) and required by the laws of the United States and regulations of Ukraine. The resolution further calls on all countries to promote the meaningful inclusion of women in negotiations and decision-making at all levels, including security decisions. Finally, the resolution commits to supporting the women of Ukraine wherever they are as they fight back against tyranny and work for the free and democratic future of Ukraine.

Hispanic Educational Resources and Empowerment Act of 2022 This bill directs the Department of Education to (1) award grants to Hispanic-serving institutions of higher education (IHEs) to improve and expand innovative collaboration agreements between local educational agencies and IHEs to better serve Hispanic and Latino students, (2) provide technical assistance to such IHEs, and (3) contract with a third party to conduct an independent evaluation of grant activities. Such grants must be used for specific activities, such as improving school-based and institutional practices to prepare students for postsecondary education and addressing nonacademic needs of students that are barriers to college enrollment.
