Empowering Olympic and Amateur Athletes Act of 2019 This bill establishes safeguards to protect amateur athletes from abuse, including sexual abuse, by coaches and employees in U.S. Olympic and Paralympic sports. The bill establishes (1) legislative mechanisms by which Congress can dissolve the Board of Directors of the U.S. Olympic and Paralympic Committee (USOPC) and decertify national governing bodies; and (2) a duty of care that USOPC owes to amateur athletes, including protecting athletes by requiring it to ensure that any allegation of child abuse of an amateur athlete who is a minor is immediately reported to law enforcement. The bill revises duties of the Office of the Ombudsman regarding the pursuit of abuse claims by the U.S. Center for Safe Sport, confidentiality, and retaliation against an employee or member for disclosing information or seeking assistance in mediation. The USOPC and the national governing bodies shall not interfere in or attempt to influence the outcome of an investigation. The center shall report to Congress within 72 hours of an attempt to interfere in, or influence the outcome of, an investigation.

Negro Leagues Baseball Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the Negro National League, a professional baseball league that was formed in response to African-American players being banned from baseball's major leagues. The design of the coins shall be emblematic of the Negro Leagues Baseball Museum and its mission to promote tolerance, diversity, and inclusion. All surcharges from sales of these coins shall be paid to the Negro Leagues Baseball Museum for educational and outreach programs and exhibits.

Smart Building Acceleration Act of 2019 This bill assists the building sector in adopting smart building technology that increases energy efficiency. Smart buildings are buildings with energy systems that (1) are flexible and automated; (2) have extensive operational monitoring and communication connectivity, allowing remote monitoring and analysis of building functions; (3) take a systems-based approach in integrating the overall building operations for control of energy generation, consumption, and storage; (4) communicate with utilities and other third-party commercial entities, if appropriate; (5) protect the health and safety of occupants and workers; and (6) are cybersecure. Specifically, the bill requires the Department of Energy (DOE) to establish a Federal Smart Building Program. Under the program, DOE must implement smart building technology in certain federal buildings and demonstrate the costs and benefits of smart buildings. DOE may expand awards made under the Federal Energy Management Program and the Better Building Challenge to recognize specific federal agency achievements in accelerating the adoption of smart building technologies. In addition, DOE must conduct (1) a survey of privately owned smart buildings throughout the United States and evaluate their costs and benefits, and (2) research and development on barriers to the integration of advanced building technologies. As part of the Better Building Challenge, DOE must demonstrate policies and approaches that accelerate the transition to smart buildings.

Servicewomen's Health Transition Training Act of 2019 This bill requires U.S. military service departments to encourage separating and retiring female service members to participate in the Women's Health Transition Training Program, which provides information on care available from the Department of Veterans Affairs. The bill requires military installations that have specified centers for transition assistance to advertise the program.

Constitutional Amendment This joint resolution proposes a constitutional amendment authorizing Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. The amendment grants Congress and the states the power to implement and enforce this amendment by legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections.

Export-Import Bank Reauthorization Act of 2019 This bill reauthorizes the Export-Import Bank through FY2029. It also provides for a temporary board of directors of the Export-Import Bank if the existing board fails to constitute a quorum for 90 consecutive days during the term of a President.

Tribal Access to Homeless Assistance Act of 2019 This bill allows an Indian tribe or tribally designated housing entity to apply for a Homeless Assistance Grant under the Continuum of Care Program administered by the Department of Housing and Urban Development. Under current law, nonprofit and government entities may apply for and use such grants to provide shelter and other services to eligible individuals.

FHA Foreclosure Prevention Act of 2019 This bill revises foreclosure-prevention measures for single-family homes insured by the Federal Housing Administration. Specifically, the bill requires documentation from mortgage servicers of loss mitigation efforts, provides the Department of Housing and Urban Development with oversight responsibilities over mortgage servicers, establishes a complaint procedure for borrowers regarding mortgage servicers, and requires a mortgage servicer to provide notice to borrowers regarding the loss mitigation process.

Coordinating Care for Children Affected by Immigration Enforcement Act This bill provides protections for children whose parent or caregiver has been detained for immigration enforcement purposes. The Department of Homeland Security (DHS) and entities cooperating with DHS on immigration enforcement shall determine as soon as possible whether a detained individual is a parent or caregiver of a child in the United States. Detained parents and caregivers shall (1) have the chance to make at least two phone calls to arrange for child care; and (2) receive contact information for child welfare agencies, family courts, consulates, attorneys, and other relevant entities. DHS shall not transfer the detained individual to another geographical area until child care arrangements have been made, absent extraordinary circumstances. DHS shall (1) permit detained individuals regular contact with their children, and (2) give detained individuals the opportunity to participate in all proceedings impacting custody of their children.

Butch Lewis Act of 2019 This bill establishes the Pension Rehabilitation Administration within the Department of the Treasury and a related trust fund to make loans to certain multiemployer defined benefit pension plans. To receive a loan, a plan must be either in critical and declining status (including any plan with respect to which a suspension of benefits has been approved) or insolvent, if the plan became insolvent after December 16, 2014, and has not been terminated. Treasury must issue bonds to fund the loan program and transfer amounts equal to the proceeds to the trust fund established by this bill. The Pension Rehabilitation Administration may use the funds, without a further appropriation, to make loans, pay principal and interest on the bonds, or for administrative and operating expenses. The bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to allow the sponsor of a multiemployer pension plan that is applying for a loan under this bill to also apply to the Pension Benefit Guaranty Corporation (PBGC) for financial assistance if, after receiving the loan, the plan will still become (or remain) insolvent within the 30-year period beginning on the date of the loan. The bill also appropriates to the PBGC the funds that are necessary to provide the financial assistance required by this bill.

Heroes Entering Roles Of Education Service Act or the HEROES Act This bill revises and expands the Troops-to-Teachers Program, which supports the transition of current and former military personnel to employment positions in education. The program places personnel in (1) elementary and secondary schools that serve more than a certain percentage of lower-income students or those who qualify for aid under the Individuals with Disabilities Education Act, and (2) Bureau of Indian Affairs-funded schools. The bill renames the program as the Troops-to-Support-Education Program and expands the positions covered to include a number of teaching support, administrative, and security personnel. Excluded from eligibility are positions performed outside the grounds of a school or for a contractor. For placement in non-teacher positions, the service member must obtain credentials required by the state in which the position is located. The bill increases the total number of stipends and bonuses provided. It also increases the limit on the amount of obligations for the program for each fiscal year. The Department of Defense may enter into partnership agreements with tax-exempt charitable organizations to assist with the placement of participants.

Allergy Testing Access Act of 2019 This bill requires equal coverage of two types of allergy tests under Medicaid and Medicare. Specifically, in vitro specific IgE tests (blood tests) and percutaneous tests (skin tests) must be treated equally with respect to (1) medical necessity or other coverage requirements, (2) frequency limits, and (3) allergen unit limits.

Transparency and Effective Accountability Measures for Veteran Caregivers Act or the TEAM Veteran Caregivers Act The bill revises the administration of Department of Veterans Affairs (VA) caregiver programs. Specifically, the bill requires the VA to formally recognize caregivers of veterans by identifying any caregiver in the health record of the veteran. Such caregivers covered by the bill include those participating in the Program of Comprehensive Assistance for Family Caregivers and those participating in the Program of General Caregiver Support Services. The bill requires the VA to notify veterans and their caregivers regarding any clinical determinations made relating to claims under, or eligibility for, the specified caregiver programs. The notifications must be standardized and contain specified details regarding the decisions. The bill also requires the VA to temporarily extend benefits under the Program of Comprehensive Assistance for Family Caregivers for at least 90 days after the receipt of notice that a veteran is no longer clinically eligible for the program. Such an extension shall not apply to the termination of caregiver benefits (1) for cause, (2) because the veteran died, or (3) upon request of the caregiver or veteran.

This bill nullifies a July 11, 2019, executive order (1) directing all federal agencies to share citizenship information with the Department of Commerce, (2) establishing an interagency working group to improve Commerce's access to citizenship-related records in other agencies, and (3) directing Commerce to strengthen efforts to obtain citizenship-related records from states.

Advancing Innovation and Reinvigorating Widespread Access to Viable Electromagnetic Spectrum Act or the AIRWAVES Act This bill requires the Federal Communications Commission to establish a bidding marketplace for the use of commercially licensed spectrum in lower-frequency bands and to make additional unlicensed spectrum available in higher-frequency bands. From the proceeds of transactions conducted under the bill, 10% shall be allocated for the placement of wireless infrastructure in rural areas with limited or no wireless internet service.

Safeguard Tribal Objects of Patrimony Act of 2019 This bill prohibits the exportation of Native American cultural items, archaeological resources, and objects of antiquity that were illegally obtained; provides for the return of such items, including voluntary returns; and establishes and revises related criminal penalties. The bill requires the Department of the Interior and the Department of State to each designate a liaison to facilitate and hold trainings and workshops on the voluntary return of human remains or cultural items. Additionally, Interior must refer individuals and organizations to Indian tribes or Native Hawaiian organizations to facilitate the voluntary return of human remains or cultural items; convene an interagency working group; and convene a tribal working group consisting of representatives of Indian tribes and Native Hawaiian organizations to provide advice on issues concerning the return of, and illegal trade in, human remains or cultural items. The bill also increases from 5 years to 10 years the maximum prison term for an individual convicted of selling, purchasing, using for profit, or transporting for sale or profit human remains or cultural items that were illegally obtained.

Carbon Monoxide Alarms Leading Every Resident To Safety Act of 2019 or the CO ALERTS Act of 2019 This bill requires the installation of carbon monoxide detectors in each unit of specified federally assisted housing, in accordance with certain standards. Specifically, the requirement applies to (1) supportive housing for the elderly and for persons with disabilities, (2) public housing, (3) rental housing for which the owner receives low-income voucher assistance, and (4) certain rural housing. The Department of Housing and Urban Development (HUD) must provide guidance to public housing agencies on how to educate tenants on health hazards in the home. HUD must also report on the inclusion of carbon monoxide detectors in federally assisted housing not covered by the bill.

Trauma-Informed Modernization of Eldercare for Holocaust Survivors Act or the TIME for Holocaust Survivors Act This bill includes matters concerning Holocaust survivors in federal grants and programs that serve older adults. Specifically, the bill includes an individual's status as a Holocaust survivor within the scope of the greatest social needs for purposes of such programs. Under current law, these programs must target populations with the greatest economic and social needs. Additionally, among other activities, the Administration on Aging must establish a national center to provide resources, training, and technical assistance related to delivering services to older individuals who experience the long-term and adverse consequences of trauma. In addition, the administration may designate within it a person responsible for implementing and coordinating services for individuals who are Holocaust survivors.

Stop Cruelty to Migrant Children Act This bill establishes limitations on separating alien children from parents and on detaining families, and also addresses other immigration-related matters. A child may be separated from a parent or legal guardian at or near a port of entry or U.S. border only if (1) a state court has made a relevant ruling, such as terminating the parent's rights; (2) a qualified child welfare agency official has ruled that separation is in the child's best interest; or (3) a specified official makes certain determinations, such as concluding that a child is a trafficking victim. A child may not be separated from a parent or guardian solely to deter migration or promote compliance with immigration laws. This bill establishes presumptions (1) in favor of family unity and keeping siblings together, and (2) against detention. The Department of Homeland Security (DHS) shall (1) document all child separations, (2) develop training for officers handling separations, (3) publish guidance on how to locate a separated child, (4) periodically provide a parent or guardian information about a separated child, and (5) pay for counsel to represent unaccompanied alien children in removal proceedings. The Flores settlement (an agreement imposing conditions on the treatment of detained alien minors) and a related court holding shall apply to the detention of families. The bill also contains provisions relating to the detention of aliens, including (1) requiring medical assessments of detained children, (2) imposing health-related standards for detention facilities, and (3) requiring DHS to provide sufficient funds for alternatives to detention programs.

Small County PILT Parity Act This bill increases the maximum amount of a Payment In Lieu of Taxes (PILT) that may be made to a local government to help offset losses in property taxes due to nontaxable federal lands. The maximum PILT payment to a local government is based on the size of the population served. The bill's increase in the maximum PILT payment is greater for local governments with a population below 4,500.

Protecting Sensitive Locations Act This bill prohibits immigration enforcement actions within 1,000 feet of a sensitive location unless there are exigent circumstances or if written prior approval has been obtained from certain officials. Sensitive locations include health care facilities; schools and school bus stops; places that provide assistance for people such as children, pregnant women, and abuse victims; places that provide disaster or emergency services; places of worship; courthouses and lawyers' offices; and public assistance offices. The prohibition shall apply to Department of Homeland Security officers and agents, as well as state employees pursuing immigration enforcement actions. If an enforcement action is carried out in violation of this prohibition (1) no information resulting from the action may be entered into the record in a resulting removal proceeding, and (2) the affected alien may move to immediately terminate such a proceeding. U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection shall annually report to Congress about enforcement actions taken at sensitive locations in the preceding year.

Abuse of the Pardon Prevention Act This bill requires the Department of Justice to submit to Congress all investigative materials related to an offense for which the President pardons an individual if the offense arises from an investigation in which the President, or a relative of the President, is a target, subject, or witness.

Never Again Education Act This bill creates the Holocaust Education Assistance Program Fund for the Department of Education (ED) to (1) award grants to eligible entities to carry out Holocaust education programs, and (2) conduct periodic regional workshops to provide teachers with technical assistance on how to incorporate Holocaust education within state and local education standards. The fund may accept donations and in-kind contributions. ED shall (1) create and maintain a Holocaust education program website containing resources for middle grades and high schools; and (2) establish the Holocaust Education Advisory Board to advise on developing application criteria for the fund's grants, to advise on content for the Holocaust education program website, and to lead efforts to solicit donations for the fund.

Athletics Fair Pay Act of 2019 This bill addresses pay equity for amateur athletes. It requires amateur sports national governing bodies to provide equitable wages and other compensation for women where separate programs for male and female athletes are conducted on a national basis. The bill also requires a national governing body to report to Congress on the compensation of amateur athletes in the sport governed by such body for each of the two consecutive calendar years ending immediately before, and each calendar year beginning after, this bill's enactment. Each report shall include (1) the median compensation for amateur athletes, disaggregated by race and gender; and (2) the minimum and maximum compensation paid to amateur athletes, disaggregated by race and gender.

Palliative Care and Hospice Education and Training Act This bill requires the Department of Health and Human Services (HHS) to take a series of actions relating to palliative-care training. Specifically, HHS must provide support for Palliative Care and Hospice Education Centers. The centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced-education nursing degrees, social-work degrees, or advanced degrees in physician-assistant studies in palliative care. HHS may provide support to medical schools, teaching hospitals, and graduate medical-education programs for training physicians who plan to teach palliative medicine. HHS must (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development, (2) support entities that operate a Palliative Care and Hospice Education Center, (3) support individuals in specified fields who are pursuing an advanced degree in palliative care or related fields, and (4) award grants to nursing programs to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.

This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to commemorate Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith, four Americans killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya. (Stevens was the U.S. Ambassador to Libya at the time, Smith was an officer in the Foreign Service, and Doherty and Woods were both government contractors and former Navy SEALs.) After the medal has been awarded, it shall be given to the Central Intelligence Agency Museum.

National Purple Heart Hall of Honor Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the mission of the National Purple Heart Hall of Honor. The bill limits the issuance of such coins to the one-year period beginning on January 1, 2021. The bill prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to support the mission of such organization, including capital improvements to the National Purple Heart Hall of Honor facilities.

Green Spaces, Green Vehicles Act of 2019 This bill directs the Department of Energy (DOE) and appropriate agencies to collaborate on the Green Spaces, Green Vehicles Initiative to facilitate the installation and use of zero-emissions vehicle infrastructure on National Forest System lands, National Park System lands, and specified lands owned by units of local government or Indian tribes. DOE and such agencies shall facilitate such installation and use, including by acquiring zero-emissions vehicles for the fleets of the Forest Service and the National Park Service. For purposes of determining whether the acquisition of alternative-fueled vehicles is practicable for the fleet of the Forest Service or the National Park Service, DOE shall take into account the availability on National Forest System land or National Park System land, as applicable, of zero-emissions vehicle infrastructure.

Electric Transportation Commission and National Strategy Act This bill requires the Department of Transportation and the Department of Energy to jointly establish a working group to make recommendations on the development, adoption, and integration of electric vehicles into U.S. transportation and energy systems. In addition, the working group must develop, publish, and update a resource guide that provides information about electric vehicles and their charging infrastructure.

Greener Transportation for Communities Act This bill amends the Internal Revenue Code to permit the use of tax-exempt facility bonds to fund zero-emission vehicle infrastructure. The bill defines "zero emissions vehicles" as any light- or heavy-duty vehicles that conform to the regulatory zero-emission vehicles standard or vehicles that produce zero exhaust emissions of any criteria pollutant or greenhouse gas.

FAST Fix Act of 2019 This bill modifies provisions governing the administration of the Federal and State Technology Partnership (FAST) program. Specifically, the bill encourages FAST program grants to be awarded to small businesses in underperforming states by (1) requiring the Small Business Administration to give priority and special consideration to such applicants, and (2) authorizing the SBA to provide additional assistance to such applicants. The bill defines underperforming states as being the 18 states that receive the fewest Small Business Innovation Research and Small Business Technology Transfer awards. Additionally, the bill removes the limit on the number of proposals that may be submitted for inclusion in the FAST program to provide services in any one state. The bill also lowers the matching requirements for the bottom tier of FAST recipients, sets limits on the amount of each award, and extends the period for distribution of grants to two years.

Small Businesses Partnering with National Labs Act of 2019 This bill directs the Department of Energy to establish a program to provide qualified small business concerns with vouchers that may be used at National Laboratories and single-purpose research facilities for activities such as research and development. In addition, the bill authorizes the Department of the Treasury to locate and recover unclaimed U.S. government assets on behalf of any agency and to retain a portion thereof to cover administrative and operational costs.

Therapeutic Fraud Prevention Act of 2019 This bill prohibits commercial conversion therapy, which is a practice or treatment designed to change a person's sexual orientation or gender identity or otherwise change behaviors, thoughts, or expressions related to gender or sexual attraction. This prohibition does not apply to treatment that assists an individual undergoing a gender transition or facilitates identity exploration and development.

Ensuring Equal Access to Shelter Act of 2019 This bill prohibits the Department of Housing and Urban Development (HUD) from implementing, administering, enforcing, or in any manner making effective the proposed rule titled Revised Requirements Under Community Planning and Development Housing Programs , published by HUD in Spring 2019, or any final rule based substantially on such proposed rule. The rule allows, among other things, shelter providers under HUD programs that permit certain single-sex or sex-segregated facilities to establish a policy by which such providers may consider an individual's sex to determine accommodation within or admission to a shelter or its facility.

Willie O'Ree Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal to Willie O'Ree, in recognition of his contributions and commitment to hockey, inclusion, and recreational opportunity.

LGBTQ Data Inclusion Act This bill requires federal agencies that collect information through a survey that includes demographic data (where subjects self-report information or a proxy provides information about the subject or responds for all persons in a household) to review existing data sets to determine in which data sets information about sexual orientation and gender identity is not included, and to assess needed changes in survey methods related to asking questions on sexual orientation and gender identity. Agencies that publish reports relying on survey demographic data must include information on sexual orientation and gender identity.

Safe Freight Act of 2019 This bill prohibits the operation of a freight train or light locomotive engine used in the movement of freight unless it has a crew of at least two individuals, one of whom is certified by the Federal Railroad Administration as a locomotive operator and the other as a train conductor.

Public Service Freedom to Negotiate Act of 2019 This bill prohibits strikes by certain individuals and requires the issuance of rules that provide for federal minimum standard collective bargaining rights and procedures. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that would probably result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.

Patsy T. Mink and Louise M. Slaughter Gender Equity in Education Act of 2019 This bill requires the Department of Education (ED) to establish an Office for Gender Equity to support state and local educational agencies, institutions of higher education, and elementary and secondary schools in fully implementing title IX of the Education Amendments of 1972, which prohibits discrimination on the basis of sex in federally funded education programs or activities. The office may provide grants and perform activities to reduce or prevent sex discrimination in all areas of education. The office must provide technical assistance and annual training to title IX coordinators and develop a handbook for conducting self-evaluations of title IX compliance. The training must address discrimination based on multiple characteristics, including race, ethnicity, national origin, disability status, religion, age, actual or perceived sex, sexual orientation, or gender or gender identity. The office may award grants to eligible entities and partnerships that apply to carry out programs and activities designed to implement title IX and prevent and reduce sex discrimination, including programs that increase campus resources. ED must coordinate with the Institute of Education Sciences and other federal entities to investigate, identify, and disseminate best practices to (1) reduce and prevent sex stereotyping, bias, and discrimination in educational materials; (2) address sex-based harassment and violence on campuses; (3) develop counseling and career guidance training; (4) mitigate implicit bias in teaching and discipline; and (5) address the needs of students who face discrimination based on multiple characteristics.
