This resolution (1) recognizes the increase in educational opportunities, including in sports, for women and girls since the passage of title IX of the Education Amendments of 1972; and (2) encourages the Department of Education and Department of Justice to ensure that students have a safe learning environment by working to ensure that schools prevent and respond to discrimination and harassment on the basis of sex.

Refund Equality Act of 2019 This bill amends the Internal Revenue Code to permit legally married same sex couples to amend their tax returns to file as married filing jointly for returns outside of the statute of limitations.

Moving and Fostering Innovation to Revolutionize Smarter Transportation Act or the Moving FIRST Act This bill authorizes through FY2024 the Department of Transportation to award Strengthening Mobility and Revolutionizing Transportation grants to communities of varying sizes to promote technological innovation (e.g., autonomous vehicles, electric vehicles, and roadway electrification) in transportation systems.

Police Training and Independent Review Act of 2019 This bill authorizes the Department of Justice to award grants to states that (1) require law enforcement officers to be trained on fair and impartial policing (e.g., diversity and anti-bias training), and (2) require an independent prosecutor to be appointed to investigate and prosecute an alleged offense involving the use of deadly force by a law enforcement officer that results in a death or injury.

Family Coverage Act This bill amends the Internal Revenue Code to modify the requirements for determining the affordability of employer-sponsored minimum essential health coverage that is required under the Patient Protection and Affordable Care Act (PPACA). (Under current law, the coverage is unaffordable, and an employee may be eligible for premium assistance tax credits, if the employee's required contribution for an individual plan exceeds 9.5% of household income, adjusted for inflation after 2014.) The bill specifies that, with respect to an employee's family members who are eligible to enroll in the plan, affordability must be determined using the cost of family coverage rather than individual coverage to expand the eligibility of families for premium assistance tax credits. This bill also expresses the sense of Congress that the Departments of Health and Human Service and the Treasury have the administrative authority, within their respective jurisdictions, to apply the affordability provision of PPACA so as to expand access to affordable health insurance coverage for working families without further legislation.

Homeownership for DREAMers Act This bill prohibits federal mortgage providers from limiting insurance eligibility on the basis of the mortgagor's participation in the Deferred Action for Childhood Arrivals Program.

Stop Tip-overs of Unstable, Risky Dressers on Youth Act or the STURDY Act This bill requires the Consumer Product Safety Commission to revise the safety standards for freestanding clothing storage units such as a dressers, bureaus, or chests of drawers. Such standards must include specified testing related to tip overs and new warning requirements for all such products entering the U.S. market.

Alternatives to Detention Act of 2019 This bill requires the Department of Homeland Security (DHS) to establish programs that are alternatives to detention for immigration enforcement and addresses related issues. Such programs must be available regardless of whether an alien is subject to a removal order or whether a charge of removability is pending, but shall not be available to certain aliens, such as those subject to mandatory detention. DHS or an immigration judge must determine, within 72 hours of an individual being taken into custody for immigration enforcement, the appropriate level of supervision for the individual and whether the individual may participate in such an alternative program. For a member of a vulnerable population (such as a victim of trafficking) or a caregiver (such as a parent of a minor), there must be a presumption that such an individual must be placed in a community-based supervision program. DHS must restore the Family Case Management Program as an alternative to detention. This program must provide community supervision and community support services through a contract with a nongovernmental organization. DHS must establish a Coordinator of Alternatives to Detention position. The Government Accountability Office must report on the use and effectiveness of the programs established under this bill.

Renew America’s Schools Act of 2019 This bill establishes a program under which the Department of Energy must award grants for energy improvements (e.g., renovations to install energy efficiency or renewable energy technologies, repairs to improve indoor air quality, or purchases of zero-emission vehicles) at public school facilities.

Bridging Agency Data Gaps and Ensuring Safety for Native Communities Act or the BADGES for Native Communities Act This bill modifies policies and procedures related to information sharing, reporting and investigation of missing, unidentified, and murdered Native Americans. Among other elements, the bill requires the Department of Justice to do the following: share information with the National Missing and Unidentified Persons System (NamUs) on missing persons and unidentified remains, ensure technical assistance and training are provided to the Bureau of Indian Affairs (BIA) and tribal law enforcement agencies to utilize the National Crime Information Center (NCIC) and other national databases, establish the Tribal Access Program to enhance the ability of tribal governments to access and enter information into federal criminal information databases, establish a grant program for specified entities to implement changes to enhance response to missing person and murder cases of interest to tribes, and work with the Indian Health Service and the Substance Abuse and Mental Health Services Administration to ensure resources for mental health wellness programs are available to tribal and BIA law enforcement officers experiencing occupational stress. The bill expands access to (1) the national crime information database for NamUs, and (2) the NCIC for each tribal justice official. Finally, the bill requires the Department of the Interior to establish a five-year demonstration program for the purpose of conducting or adjudicating personnel background investigations for applicants for law enforcement positions in the BIA.

Hong Kong Human Rights and Democracy Act of 2019 This bill directs various departments to assess whether political developments in Hong Kong justify changing Hong Kong's unique treatment under U.S. law. Hong Kong is part of China but has a largely separate legal and economic system. The Department of State shall report annually to Congress as to whether Hong Kong is sufficiently autonomous from China to justify its unique treatment. The report shall assess whether China has eroded Hong Kong's civil liberties and rule of law as protected by Hong Kong's Basic Law. The Department of Commerce shall report annually to Congress on China's efforts to use Hong Kong to evade U.S. export controls and sanctions. The President shall provide Congress an assessment as to whether to withdraw from the U.S.-Hong Kong extradition treaty, and what actions are needed to protect U.S. citizens and national security interests, if Hong Kong (1) amends its laws to allow the rendition of individuals to countries that lack defendants' rights protections, or (2) passes a national security law. The State Department shall allow otherwise qualified Hong Kong residents to obtain visas to work or study in the United States, even if the applicant had been arrested for participating in certain nonviolent protests supporting human rights or the rule of law. The President shall report to Congress a list of individuals responsible for abducting and torturing people for exercising internationally recognized human rights in Hong Kong. The bill bars such individuals from entering the United States and imposes sanctions on them.

Citizenship Affordability Act This bill provides for waivers and reductions for various naturalization-related fees for individuals below certain income levels. For an individual whose income is less than 150% of the federal poverty line, no fees shall be charged for various applications, such as applications for naturalization or for a replacement citizenship document. For individuals whose income is less than 250% of the federal poverty line, not more than 50% of a naturalization-related fee shall be charged or collected.

Deter Obnoxious, Nefarious, and Outrageous Telephone Calls Act of 2019 or the DO NOT Call Act This bill increases and establishes criminal penalties, which include imprisonment for up to one year, for an intentional violation of the prohibition on automated telephone marketing and messaging. In addition, a person may be imprisoned for up to three years for an aggravated violation of such prohibition if the person (1) previously has been convicted of such an offense, (2) initiates a certain high volume of such calls during specified periods of time, (3) commits the offense in the furtherance of a felony, or (4) causes losses of at least $5,000 during any one year period to one or more persons. The bill also increases from $10,000 to $20,000 the fine for intentionally transmitting misleading or inaccurate caller identification information.

Broadband Deployment Accuracy and Technological Availability Act or the Broadband DATA Act This bill requires the Federal Communications Commission (FCC) to change the way broadband data is collected, verified, and reported. Specifically, the FCC must collect and disseminate granular broadband service availability data (broadband maps) from wired, fixed-wireless, satellite, and mobile broadband providers. To do this, the FCC is required to establish the Broadband Serviceable Location Fabric (a dataset of geocoded information for all broadband service locations, atop which broadband maps are overlaid) as the vehicle for reporting broadband service availability data. Additionally, the FCC must put forth specified requirements for service availability data collected from broadband providers, and it must create a challenge process to enable the submission of independent data challenging the accuracy of FCC broadband maps.

HUD Manufactured Housing Modernization Act of 2019 This bill requires the Department of Housing and Urban Development to issue guidelines for jurisdictions regarding the inclusion of residential manufactured homes in a jurisdiction's housing affordability strategy and community development plan.

Horseracing Integrity Act of 2019 This bill establishes the Horseracing Anti-Doping and Medication Control Authority as an independent, private non-profit corporation with responsibility for developing and administering an anti-doping and medication control program for (1) Thoroughbred, Quarter, and Standardbred horses that participate in horse races; and (2) the personnel engaged in the care, training, or racing of such horses. The Federal Trade Commission shall have oversight over the authority. An interstate compact may be established after five years to take over the authority's duties. The sale of a Thoroughbred, Quarter, or Standardbred horse shall be considered an unfair or deceptive act or practice if the seller (1) knows or has reason to know the horse has been administered a substance that the authority determines has a long-term degrading effect on the soundness of the horse, and (2) fails to disclose to the buyer the administration of such substance.

Jobs and Childcare for Military Families Act of 2019 This bill amends the Internal Revenue Code to allow a work opportunity tax credit for hiring a qualified military spouse. A "qualified military spouse" is the spouse or domestic partner (as recognized under state law or by the Armed Forces) of a member of the Armed Forces. The bill also requires the Department of Defense and the Department of Homeland Security (with respect to the Coast Guard) to implement flexible spending arrangements that permit members of the Armed Forces to use basic pay and compensation to pay for childcare services for their dependent children on a pre-tax basis.

United States Call Center Worker and Consumer Protection Act of 2019 This bill establishes restrictions on businesses that relocate call centers or redirect customer service calls to locations outside the United States. Specifically, a business must notify the Department of Labor that it intends to move its customer service call center overseas and Labor must maintain a publicly available list of such businesses. Subject to narrow exceptions, a business appearing on such list is ineligible to receive federal grants or guaranteed loans for five years after the business is added to the list. Further, agencies must condition the awarding of government contracts on the requirement that any call center activity pursuant to the contract must be performed in the United States. Additionally, the bill requires call center employees to disclose their physical location at the beginning of each call initiated or received, unless all employees of the business participating in the communication are located in the United States, among other exceptions.

Every Child Deserves a Family Act This bill prohibits discrimination on the basis of sexual orientation, gender identity, marital status, or religion in the provision of child welfare programs and services by entities receiving federal funding. The Department of Health and Human Services (HHS) must provide technical assistance to help states follow this requirement, including (1) guidance for bringing state laws into compliance, (2) developing training to increase cultural competency related to social identity, and (3) training for judges and attorneys involved in child welfare cases, among other supports. Additionally, HHS must establish the National Resource Center on Safety, Well-Being, Placement Stability, and Permanency for LGBTQ Children and Youth Involved with Child Welfare Services to provide training, technical assistance, and guidance to applicable state and local agencies and service providers. Further, the Religious Freedom Restoration Act may not be the basis for challenging the application or enforcement of this bill. The Government Accountability Office must study and report on states' compliance with the requirements of the bill no later than three years after enactment.

Military Justice Improvement Act of 2019 This bill modifies the process for convening courts-martial for sexual assault cases and certain other offenses. For example, the bill authorizes independent military prosecutors to decide whether to convene courts-martial for (1) sexual assault cases and other specified crimes punishable by confinement of more than one year; and (2) other specified offenses, such as retaliation for reporting a crime, regardless of the maximum punishment authorized for the offenses. Under current law, the military's chain of command generally has sole decisionmaking authority as to whether to prosecute such cases.

Central American Women and Children Protection Act of 2019 This bill authorizes the Department of State to enter into bilateral agreements with the governments of El Salvador, Guatemala, and Honduras to assist such countries in addressing violence against women and children. Such agreements shall establish a plan to achieve certain objectives, such as (1) identifying areas of the highest incidence of violence against women and children, (2) evaluating victims' access to justice and the ability of the justice system to hold perpetrators accountable, and (3) identifying measurable goals to deter crimes against women and children. The State Department may assist the governments of El Salvador, Guatemala, or Honduras if such a government enters into an agreement with the United States, but no funds provided under this bill may be given directly to such a government.

Task Force on the Impact of the Affordable Housing Crisis Act of 2019 This bill establishes the Task Force on the Impact of the Affordable Housing Crisis and requires the task force to make recommendations on how to use affordable housing to improve the effectiveness of federal programs and improve life outcomes.

United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single gold medal to the U.S. Army Ranger veterans of World War II in recognition of their dedicated wartime service. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Ski Area Fee Retention Act This bill establishes the Ski Area Fee Retention Account. A specified portion of rental charges for ski area permits on a Forest Service unit shall be deposited in such account. Amounts in the fund shall be available to the unit for expenditure without further appropriation for ski area administration, improvements, visitor services, and leasing of administrative sites. Funds may be reallocated only if the rental charges collected exceed the reasonable needs of the unit.

Clean School Bus Act of 2019 This bill directs the Department of Energy to establish in the Office of Energy Efficiency and Renewable Energy the Clean School Bus Grant Program for awarding grants to governmental and nonprofit entities responsible for providing school bus service for the replacement of existing school buses with electric buses.

Carbon Pollution Transparency Act This bill requires the heads of federal agencies, when making certain rulemaking or procurement decisions, to consider and document the cost of carbon dioxide, methane, and nitrous oxide emissions in accordance with a set of standardized amounts. The bill establishes the Interagency Working Group on the Costs of Greenhouse Gases to evaluate, at least once every five years, the method of calculating the cost of carbon dioxide, methane, and nitrous oxide. The bill also establishes the Costs of Greenhouse Gases Scientific Review Committee to make recommendations to the working group regarding revisions to the calculation method. The 10 members of the committee must be selected by the National Academies of Sciences, Engineering, and Medicine and represent relevant scientific fields.

International Climate Accountability Act This bill prohibits implementation of the U.S. withdrawal from the Paris Agreement, the United Nations agreement to address climate change adopted December 12, 2015. The President shall annually report to Congress a plan for how the United States will achieve its goals to reduce greenhouse gases under the agreement.

This bill directs the U.S. Postal Service (USPS) to continue to sell the Alzheimer's disease semipostal stamp for an additional six years. The USPS must continue to transfer proceeds from the sale of the stamp to the National Institutes of Health to fund medical research relating to Alzheimer's disease.

Affordable Housing Credit Improvement Act of 2019 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2019 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to establish a 4% minimum credit rate for certain housing projects, repeal the qualified census tract population cap, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, eliminate the basis reduction for properties that receive certain energy-related tax benefits, and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, acquisition credits, and foreclosures.

Filing Relief for Natural Disasters Act This bill authorizes the Internal Revenue Service (IRS) to postpone federal tax deadlines due to an emergency or disaster that has been declared under state law. The IRS may postpone the deadlines upon the request of the governor of the state (or the mayor, in the case of the District of Columbia) in which the emergency or disaster has been declared.

Tax Relief for Student Success Act This bill treats certain scholarship or fellowship grants received by children as earned income of the child for the purposes of the kiddie tax (the tax on the unearned income of children). This has the effect of exempting the grants from such tax. The bill applies to taxable years beginning after December 31, 2017.

Women's Health Protection Act of 2019 This bill prohibits state or local governments from imposing certain restrictions on access to abortion services. Specifically, state or local government may not require unnecessary tests or procedures in connection with the provision of abortion services, the same health care provider who provides abortion services to perform such tests or procedures, providers to offer medically inaccurate information to patients before or during abortion services, providers to refrain from prescribing certain drugs, certain hospital facility transfer agreements, one or more medically unnecessary in-person visits, or patients to disclose the reason for seeking abortion services. The bill also prohibits limitations or requirements that both single out and impede access to abortion services based on a number of factors (e.g., restrictions that are reasonably likely to decrease the availability of abortion services in a state). A state or local government also may not prohibit abortions prior to fetal viability nor prohibit abortions after fetal viability in cases where the health care provider determines that continuing the pregnancy poses a risk to the patient's life or health. Additionally, the Department of Justice, individuals, or health care providers may bring a lawsuit to prospectively enjoin a limitation or restriction that is prohibited by this bill. The bill further requires the government defending such a limitation or restriction to show that (1) it significantly advances the safety of abortion services or patient health, and (2) such advancement cannot be met by a less-restrictive measure.

Increasing Access to Mental Health in Schools Act This bill directs the Department of Education (ED) to award grants to partnerships between educational agencies and graduate institutions to increase the number of school-based mental-health services providers employed by low-income local educational agencies (LEAs). Grant funds may be used for specified purposes, including to provide student-loan forgiveness and tuition credits and to support recruitment, hiring, and training. In addition, ED shall establish a program to provide student-loan forgiveness for individuals who (1) are not, and have never been, participants in the grant program established by the bill; and (2) have been employed by low-income LEAs for five or more consecutive school years as mental-health services providers.

Better Energy Storage Technology Act or the BEST Act This bill addresses grid-scale energy storage systems. The bill requires the Department of Energy (DOE) to establish within its Office of Electricity a research, development, and demonstration program for grid-scale energy storage systems. DOE must enter into agreements to carry out not more than five demonstration projects and develop a 10-year strategic plan and cost targets for grid-scale energy storage systems.

Promoting Grid Storage Act of 2019 This bill requires the Department of Energy (DOE) to establish certain programs for energy storage. DOE must establish a program for the research of energy storage systems, components, and materials. DOE must also establish a technical assistance and grant program for (1) disseminating information and providing technical assistance directly to nonprofit or for-profit entities so those entities can identify, evaluate, plan, and design energy storage systems; and (2) making grants to those entities so that they may contract to obtain technical assistance to identify, evaluate, plan, and design energy storage systems. The bill provides for the establishment of a competitive grant program for pilot energy storage systems.

Filipino Veterans Family Reunification Act of 2019 This bill exempts from worldwide or numerical limitations certain family-sponsored immigrant visas for the sons and daughters of Filipino World War II veterans who were naturalized under certain laws providing for naturalization for service during World War II.

Show Esteem and Respect for Veterans by Increasing Care and Equity Act or the SERVICE Act This bill provides eligibility for hospital care, medical services, and nursing home care for any mental illness through the Department of Veterans Affairs to veterans who served on active duty in a theater of combat operations. Specifically, combat veterans are eligible for such care regardless of (1) whether there is insufficient medical evidence to conclude such illness is service-connected, and (2) time limitations based on discharge or release from active military service.

End Mass Deportation Act This bill rescinds Executive Order 13768, dated January 25, 2017, entitled Enhancing Public Safety in the Interior of the United States . (The executive order contains various provisions relating to immigration enforcement, including ones (1) directing the Department of Homeland Security (DHS) to prioritize removal of certain criminal aliens, and (2) authorizing the Department of Justice and DHS to render a sanctuary jurisdiction ineligible for certain federal grants if the jurisdiction willfully violates any law requiring local officials to cooperate with immigration enforcement officials.)

No Junk Plans Act This bill nullifies a rule by the Department of Treasury, the Department of Labor, and the Department of Health and Human Services regarding short-term, limited-duration health insurance plans. Short-term, limited-duration health insurance plans are plans that may only offer coverage for a limited amount of time under law and that are exempt from the market requirements of the Patient Protection and Affordable Care Act (e.g., coverage of individuals with preexisting conditions). The rule increases the maximum authorized duration of such plans from less than 3 months (including renewals) to an initial maximum duration of less than 12 months (with a total duration of up to 36 months, including renewals). The rule took effect October 2, 2018.

Election Security Act of 2019 This bill addresses election security through grant programs and requirements for voting systems and paper ballots. The bill establishes requirements for voting systems, including that systems (1) use individual, durable, voter-verified paper ballots; (2) make a voter's marked ballot available for inspection and verification by the voter before the vote is cast; (3) ensure that individuals with disabilities are given an equivalent opportunity to vote, including with privacy and independence, in a manner that produces a voter-verified paper ballot; and (4) be manufactured in the United States. The Election Assistance Commission (EAC) must award grants to study, test, and develop accessible voter-verified paper ballot voting and best practices to enhance the accessibility of such voting for individuals with disabilities, for voters whose primary language is not English, and for voters with difficulties in literacy. The EAC must award grants to states to (1) replace certain voting systems, carry out voting system security improvements, and implement and model best practices for ballot design, ballot instructions, and the testing of ballots; and (2) conduct risk-limiting audits. The bill provides for information sharing with states regarding threats to election infrastructure. The Department of Homeland Security must issue a national strategy to protect against cyberattacks, influence operations, disinformation campaigns, and other activities that could undermine the security and integrity of democratic institutions. The EAC must provide for the testing of voting system hardware and software and decertify such technology that does not meet guidelines.

Better Military Housing Act of 2019 This bill requires the Department of Defense (DOD) to develop and implement a plan to address health, safety, and quality issues at privatized military housing. DOD shall provide a tenant entering into a tenancy agreement for such a housing unit information on tenant rights; expectations regarding reporting by tenants and landlords of maintenance, health, or safety issues relating to the unit; a comprehensive accounting of the rights and responsibilities relating to maintenance; and a comprehensive maintenance, repair, and remediation history of the unit. At least annually, the DOD Inspector General shall inspect the oversight of privatized military housing at no fewer than 15 randomly selected installations. Additionally, DOD shall study ways to improve privatized military housing and the oversight and execution of contracts in order to improve housing conditions for Armed Forces members and their families.
