Christa McAuliffe Commemorative Coin Act of 2019 This bill directs the Department of the Treasury to mint and issue not more than 350,000 $1 silver coins in commemoration of Christa McAuliffe, a teacher tragically killed in the Space Shuttle Challenger Disaster. The design of the coins shall bear an image and the name of Christa McAuliffe on the obverse side and a design on the reverse side that depicts the legacy of McAuliffe as a teacher. Treasury may issue the coins from January 1-December 31, 2020. All surcharges received by Treasury from the sale of the coins shall be paid to the FIRST robotics program for the purpose of engaging and inspiring young people, through mentor-based programs, to become leaders in the fields of science, technology, engineering, and mathematics.

Savanna's Act This bill directs the Department of Justice (DOJ) to review, revise, and develop law enforcement and justice protocols to address missing and murdered Indians. The bill requires DOJ to take the following actions: provide training to law enforcement agencies on how to record tribal enrollment for victims in federal databases, develop and implement a strategy to notify citizens of the National Missing and Unidentified Persons System, conduct specific outreach to Indian tribes regarding the ability to publicly enter information through the National Missing and Unidentified Persons System or other non-law enforcement sensitive portal, develop guidelines for response to cases of missing and murdered Indians, provide training and technical assistance to Indian tribes and law enforcement agencies for implementation of the developed guidelines, and report statistics on missing and murdered Indians. Federal law enforcement agencies must modify their guidelines to incorporate the guidelines developed by DOJ. The FBI shall include gender in its annual statistics on missing and unidentified persons published on its website.

Indian Programs Advance Appropriations Act This bill authorizes advance appropriations for several covered appropriations accounts of (1) the Bureau of Indian Affairs and Bureau of Indian Education within the Department of the Interior, and (2) the Indian Health Service within the Department of Health and Human Services. The advance appropriations provide new budget authority that first becomes available for the first fiscal year after the budget year. The covered accounts within the Bureau of Indian Affairs and Bureau of Indian Education include (1) Operation of Indian Programs, (2) Contract Support Costs, and (3) the Indian Guaranteed Loan Program Account. The covered accounts within the Indian Health Service include (1) Indian Health Services, and (2) Contract Support Costs. The bill also requires the President's budget and the supporting documents submitted to Congress to include detailed estimates related to the advance appropriations.

This joint resolution eliminates the deadline for the ratification of the Equal Rights Amendment, which prohibits discrimination based on sex. The amendment was proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

Securing Urgent Resources Vital to Indian Victim Empowerment Act or the SURVIVE Act This bill requires the Department of Justice's Office for Victims of Crime to make grants to Native American tribes for programs and services for crime victims, such as domestic violence shelters, rape crisis centers, child abuse programs, child advocacy centers, elder abuse programs, medical care, legal services, relocation, and transitional housing. In addition, the bill makes 5% of the Crime Victims Fund available for these grants.

Right Rebate Act of 2019 This bill requires drug manufacturers with Medicaid rebate agreements for covered outpatient drugs to disclose drug product information. Manufacturers are subject to civil penalties for knowingly misclassifying drugs. Manufacturers are also required to compensate for rebates that were initially underpaid as a result of misclassification (whether or not such misclassification was committed knowingly).

Emergency Relief for Federal Workers Act of 2019 This bill allows federal employees who are affected by a government shutdown to make certain penalty-free withdrawals from their Thrift Savings Plan (TSP) accounts. The bill waives various penalties and requirements that would otherwise apply to TSP distributions and loans during a government shutdown.

Every Person Counts Act This bill requires the census to tabulate the total number of persons in each state and prohibits the Bureau of the Census from including any question or otherwise eliciting any information regarding U.S. citizenship or immigration status.

This resolution designates January 25, 2019, as Earned Income Tax Credit Awareness Day. The resolution also calls on federal, state, and local agencies; community organizations; nonprofit organizations; employers; and other partners to help increase awareness about the earned income tax credit, other refundable tax credits, and free tax filing assistance to ensure that all eligible workers have access to the full benefits of the credits.

Protect DREAMer Confidentiality Act of 2019 This bill directs the Department of Homeland Security (DHS) to prevent disclosing information from applications to the Deferred Action for Childhood Arrivals (DACA) program to U.S. Immigration and Customs Enforcement (ICE) or U.S. Customs and Border Protection (CBP), except to implement the program. Application information may be shared only to identify or prevent fraudulent claims, for particularized national security purposes relating to the applicant, or to investigate or prosecute a felony not related to immigration status. The bill also prohibits DHS from referring any individual with deferred action status to ICE, CBP, the Department of Justice, or any law enforcement agency.

Agricultural Worker Program Act of 2019 This bill establishes a program for alien agricultural workers to obtain temporary resident status ("blue card status") and procedures to obtain permanent resident status. An alien shall qualify for the status if he or she performed the required amount of qualified agricultural work. The Department of Homeland Security may grant blue card status to qualified individuals who pass security checks and are not disqualified for various reasons, such as an aggravated felony conviction. DHS may waive certain disqualifications for humanitarian or public interest reasons. Blue card holders shall be authorized for employment in the United States and travel outside the United States. Such individuals shall be ineligible for various federal benefits, including the healthcare premium assistance tax credit. Individuals going through deportation or removal proceedings shall be given a chance to apply for blue card status if they qualify. Blue card holders may apply for permanent resident status, subject to various requirements, including work requirements over a specified time period and payment of federal taxes. Blue card status shall not last longer than eight years.

Supporting Veterans in STEM Careers Act This bill addresses the participation of veterans in STEM (science, technology, engineering, and mathematics) fields, including by making veterans eligible for certain National Science Foundation (NSF) programs. The bill directs the NSF to (1) encourage veterans to study and pursue careers in STEM and computer science in coordination with other federal agencies that serve veterans, and (2) submit a plan to Congress for enhancing veterans outreach. The National Science Board shall provide in its annual report on the state of science and engineering in the United States relevant data on veterans in science and engineering careers or education programs. The bill provides for veterans' participation and outreach in (1) the Robert Noyce Teacher Scholarship program to recruit and train mathematics and science teachers, (2) NSF fellowships and masters fellowships for mathematics and science teachers, (3) computer and network security capacity building grants, and (4) traineeship grants leading to a doctorate degree in computer and network security research. The Office of Science and Technology Policy shall establish an interagency working group to coordinate federal programs and policies for transitioning and training veterans and military spouses for STEM careers.

Telephone Robocall Abuse Criminal Enforcement and Deterrence Act or the TRACED Act This bill implements a forfeiture penalty for violations (with or without intent) of the prohibition on certain robocalls. The bill also removes an annual reporting requirement for enforcement relating to unsolicited facsimile advertisements. The bill requires voice service providers to develop call authentication technologies. The Federal Communications Commission (FCC) shall promulgate rules establishing when a provider may block a voice call based on information provided by the call authentication framework, but also must establish a process to permit a calling party adversely affected by the framework to verify the authenticity of their calls. The FCC shall also initiate a rulemaking to help protect a subscriber from receiving unwanted calls or texts from a caller using an unauthenticated number. This bill requires the Department of Justice and the FCC to assemble an interagency working group to study and report to Congress on the enforcement of the prohibition of certain robocalls. Specifically, the working group will look into how to better enforce against robocalls by examining issues like the types of laws, policies, or constraints that could be inhibiting enforcement. The bill requires the FCC to initiate a proceeding to determine whether its policies regarding access to number resources could be modified to help reduce access to numbers by potential robocall violators.

Fair Compensation for Low-Wage Contractor Employees Act of 2019 This bill appropriates funding to provide compensation to certain employees of contractors who lost pay or leave due to the lapse in appropriations that began on December 22, 2018. Each agency subject to such lapse shall adjust the price of any contract for which the contractor was ordered to suspend, delay, or stop work as a result of the lapse. The agency shall compensate the contractor for reasonable costs incurred to (1) provide compensation, at an employee's standard rate of compensation, to any employee who was furloughed or laid off, or who was not working, who experienced a reduction of hours, or who experienced a reduction in compensation, as a result of the lapse, for the period of the lapse; or (2) restore paid leave taken by any employee during the lapse, if the contractor required employees to use paid leave as a result of the lapse. The maximum amount of weekly compensation of an employee for which an adjustment may be made may not exceed the lesser of the employee's actual weekly compensation or $965.

Merchant Mariners of World War II Congressional Gold Medal Act of 2019 This bill provides for a Congressional Gold Medal to be awarded to the U.S. Merchant Mariners of World War II, in recognition of their service during World War II. Following the award of the medal, it shall be given to the American Merchant Marine Museum, where it shall be available for display and research.

Removing Excessive Dollars to Uproot and Cut Expensive Government Waste Act or the REDUCE Government Waste Act This bill repeals the rules for peanuts under the nonrecourse marketing assistance loan program administered by the Department of Agriculture (USDA). (Under a nonrecourse marketing assistance loan, a farmer pledges a commodity as collateral and may deliver the pledged collateral to USDA to repay the loan.) The bill also prohibits federal funds from being used for the development of (1) a beerbot or other robot bartender; or (2) insect-based foods for human consumption, including cricket farming and taste-testing of insect-based foods.

Disability Integration Act of 2019 This bill prohibits government entities and insurance providers from denying community-based services to individuals with disabilities that require long-term service or support that would enable such individuals to live in the community and lead an independent life. Specifically, these entities may not discriminate against such individuals in the provision of community-based services by such actions as imposing prohibited eligibility criteria, cost caps, or waiting lists or failing to provide a specific community-based service. Additionally, community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. The bill requires the Department of Justice and the Department of Health and Human Services (HHS) to issue regulations requiring government entities and insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. Government entities must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Regulations shall also (1) require government entities and insurance providers to perform self-evaluation on current services, policies, and practices and concerning compliance with requirements of this bill; and (2) require government entities to submit a transition plan. HHS must determine annually whether each government entity is complying with the transition plan and must increase funding for those in compliance. The bill allows civil actions by individuals subjected to, or about to be subjected to, a violation of its requirements.

Assault Weapons Ban of 2019 This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action; (2) permanently inoperable; (3) an antique; or (4) a rifle or shotgun specifically identified by make and model. The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Empowering Medicare Seniors to Negotiate Drug Prices Act of 2019 This bill allows the Centers for Medicare & Medicaid Services to (1) negotiate drug prices under the Medicare prescription drug benefit, and (2) institute a price structure for the reimbursement of drugs covered under the benefit.

Background Check Expansion Act This bill establishes new background check requirements for firearm transfers between private parties (i.e., unlicensed individuals). Specifically, it prohibits a firearm transfer between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check. The prohibition does not apply to certain firearm transfers, such as a gift between spouses in good faith.

This bill establishes in the Executive Office of the President an Office of Critical Technology and Security, which, among other things, shall serve as a centralized focal point within the Executive Office of the President for coordinating policy and actions of the federal government to stop the transfer of critical emerging, foundational, and dual-use technologies to countries that pose a national security risk, and to maintain U.S. technological leadership and ensure supply chain integrity and security for such technologies; lead messaging and outreach efforts by the government on the national security threat posed by the improper acquisition and transfer of such technologies; lead the development of a comprehensive, long-term strategic plan in coordination with U.S. allies and defense partners to protect and enforce intellectual property rights and to develop a strategy to inform the private sector about critical supply chain risks; and use measures developed to monitor and track key trends relating to transfer of such technologies, and relating to U.S. government investments in innovation and competitiveness compared to governments of other countries. The bill establishes the Council on Critical Technologies and Security to advise the President on matters relating to challenges posed by foreign powers with respect to technology acquisition and transfer.

Government Employee Fair Treatment Act of 2019 This bill requires employees of the federal government or a District of Columbia public employer who are furloughed or required to work during a lapse in appropriations beginning on or after December 22, 2018, to be compensated for the period of the lapse. The employees must be compensated on the earliest date possible after the lapse ends, regardless of scheduled pay dates. Employees required to work during the lapse in appropriations may use leave.

Pay Our Coast Guard Act This bill provides continuing appropriations to the U.S. Coast Guard for any period during which interim or full-year appropriations for the Coast Guard are not in effect. The appropriations are provided to the Coast Guard for pay and allowances for members of the Coast Guard, civilian employees, and contractors; the payment of a death gratuity, funeral travel, and the temporary continuation of the basic allowance for housing for dependents of members of the Coast Guard dying on active duty; and retired pay. The appropriations are provided until the enactment of specified Coast Guard appropriations legislation.

Data Care Act of 2018 This bill imposes various duties on online service providers with respect to to their handling of user data, including duties to (1) reasonably secure sensitive data from unauthorized access, (2) refrain from using such data in a way that will result in reasonably foreseeable harm to the end user, and (3) not disclose individual identifying data to another party unless that party is also bound by the duties established in this bill. The bill authorizes the Federal Trade Commission and specified state officials to take enforcement actions with respect to breaches of such duties.

Community Health and Clean Transit Act of 2018 This bill authorizes the Department of Transportation to make direct loans to eligible entities (i.e., grant recipients for buses and bus facilities or state and local governmental entities that operate fixed route bus service) for the costs of acquiring electric buses (zero emission vehicles) and for technical assistance in connection with such acquisition and related infrastructure.

Families, Not Facilities Act of 2018 This bill amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 regarding the treatment of minor aliens that enter the United States unaccompanied by a guardian. When placing an unaccompanied alien child with a proposed custodian, the Department of Homeland Security (DHS) shall not consider the proposed guardian's immigration status. This bill also limits the use of information obtained for placing an unaccompanied alien child with a custodian, if such information was obtained from the child or the Department of Health and Human Services. DHS shall not use such information to apprehend, detain, or deport: the child, a proposed or current custodian or sponsor, or a person living with the proposed or current custodian or sponsor. The Office of Refugee Settlement shall provide case management services for unaccompanied alien children after they have been released and facilitate efforts to connect the children with legal representation for immigration proceedings. This bill also establishes the Office of Refugee Resettlement Advisory Committee on Shelters for Accompanied Alien Children. The advisory committee may conduct unannounced inspections of Office of Refugee Settlement shelters that hold unaccompanied alien children. The advisory committee shall issue a report on its investigations and recommendations regarding the shelters.

Restoring Justice for Workers Act This bill prohibits predispute arbitration agreements that require arbitration of an employment dispute. It allows a postdispute arbitration agreement if the employee enters into it voluntarily without coercion and is informed in writing of rights and protections under such agreement. An employer may not retaliate against an employee for refusing to enter into an agreement for arbitrating an employment dispute. The bill amends the National Labor Relations Act to make it an unfair labor practice to interfere with the right of an employee to collectively litigate employment disputes.

Affordable Loans for Any Student Act This bill amends the Higher Education Act of 1965 to revise requirements concerning repayment options for student loan borrowers. For instance, the bill terminates interest capitalization and origination fees for Federal Direct Loans, provides assistance to low-income borrowers or borrowers who are delinquent on loan payments, and replaces the existing income-based repayment plans with two new plans. Under the new plans, borrowers may choose: (1) a fixed repayment plan with equal monthly payments paid over a period of 10 years; or (2) an income-based repayment plan with monthly payments equal to 10% percent of their income above a poverty level. The income-based plan is capped at 20 years of payments. The bill also revises requirements concerning student loan disclosures and student loan counseling for borrowers.

Child Trafficking Victims Protection and Welfare Act This bill directs the Department of Homeland Security (DHS), in consultation with experts in child development and welfare and pediatric medicine, to develop guidelines for the treatment of children (under age 18 with no permanent immigration status) in the custody of the U.S. Customs and Border Protection (CBP). DHS must provide resources and trained staff to address the needs of such children, including child welfare professionals, at each port of entry and Border Patrol station. DHS may not remove a child from a parent or legal guardian solely for the purpose of deterring individuals from migrating to the United States or for promoting compliance with the immigration laws. DHS must (1) assign a family unit tracking number to each family member apprehended at the border, (2) allow humanitarian organizations and state and local child welfare agencies to monitor children in detention, (3) promulgate regulations establishing basic standards of care for the short-term custody of children by CBP, (4) ensure that children apprehended by CBP receive an interview and screening with a child welfare professional and are provided information about their rights under the immigration laws, and (5) provide each apprehended parent or legal guardian and each child with access to legal counsel.

Native American Voting Rights Act of 2018 This bill updates the voting rights of Native American and Alaska Native voters. These updates include, but are not limited to: expanding the types of facilities that can be used as voter registration agencies, increasing polling site accessibility, providing enforcement power to citizens and attorneys general, requiring approval for actions like moving a polling place, validating certain tribal identification for voting or registering, and expanding requirements for bilingual voting accessibility. The bill establishes a Native American voting task force grant program for the purpose of increasing voter outreach, education, registration, turnout, and accessibility for Native American communities.

Central America Reform and Enforcement Act This bill requires the Deaprtment of State to submit to Congress the United States Strategy for Engagement in Central America, a seven-year strategy to advance reforms in Central American countries that address the factors driving migration to the United States. The bill sets forth elements of such strategy, including strengthening the rule of law, combatting corruption, and confronting and countering violence and crime perpetrated by armed criminal gangs.

Generating Revenue for Electric and Emission-Negligible Vehicles at Airports Act or the GREEN Vehicles at Airports Act This bill abolishes the inherently low emission airport vehicle pilot program and revises the pilot program the Department of Transportation (DOT) is authorized to establish under which sponsors of public-use airports may use funds to carry out activities associated with the acquisition and operation of eligible zero-emission vehicles and equipment. DOT may establish a zero-emission technology program.

UAS Critical Infrastructure Protection Act This bill amends the FAA Extension, Safety, and Security Act of 2016 to include railroad facilities among the critical infrastructure to be considered fixed site facilities for purposes of prohibiting or restricting the operation of an unmanned aircraft (i.e., a drone) in close proximity to such facilities. Other fixed site facilities may include military installations, oil refineries and chemical facilities, or amusement parks. The Federal Aviation Administration must publish a notice of proposed rulemaking by March 31, 2019, for carrying out the the process for prohibiting or restricting the operation of drones near fixed site facilities, and then issue a final rule within 12 months after publishing the notice of proposed rulemaking.

Increased Aviation Safety through Contract Towers Act This bill authorizes the Department of Transportation to provide grants to an airport sponsor for the construction or improvement of a nonapproach control tower and for the acquisition and installation of air traffic control, communications, and related equipment to be used in that tower.

Drone Safety Enhancement Act This bill authorizes funding for FY2019-FY2024 to the Federal Aviation Administration (FAA) for the Know Before You Fly educational campaign or similar public informational efforts to broaden unmanned aircraft systems (drone) safety awareness. The FAA shall initiate a review of the process for interagency coordination of C-UAS activity and the standards for operation of a C-UAS system. A "C-UAS system" is the counter-unmanned aircraft system for detecting, tracking, and defending against drones. The bill amends the FAA Extension, Safety, and Security Act of 2016 to include railroad facilities as fixed site facilities for purposes of prohibiting or restricting the operation of a drone near such facilities.

Reaffirms the Senate's commitment to support the people of Puerto Rico and the U.S. Virgin Islands as they recover from the hurricane's devastation.
