Rural Housing Opportunity Maximization for Energy Savings Act or the Rural HOMES Act This bill reauthorizes through FY2023 and revises the Farm Security and Rural Investment Act of 2002, including by expanding the rural energy savings program to include loans for replacing a manufactured home with another manufactured home if the replacement would be cost-effective in increasing energy efficiency.

Dignity for Detained Immigrants Act of 2018 This bill directs the Department of Homeland Security (DHS) to establish detention standards for each facility at which aliens in DHS custody are detained. Such standards shall provide for at least the level of detainee protections described in the American Bar Association's Civil Immigration Detention Standards. A detained individual who is injured as a result of a violation of such standards may file a claim in U.S. district court. The bill: (1) provides for facility oversight and transparency, (2) phases out the use of private detention facilities and jails for such aliens, and (3) revises procedures for detaining aliens.

Patsy T. Mink and Louise M. Slaughter Gender Equity in Education Act of 2018 This bill requires the Department of Education (ED) to establish an Office for Gender Equity to support state and local educational agencies, institutions of higher education, and elementary and secondary schools in fully implementing title IX of the Education Amendments of 1972, which prohibits discrimination on the basis of sex in federally funded education programs or activities. The office may provide grants and perform activities to reduce or prevent discrimination, bias, harassment, or violence based on actual or perceived sex, sexual orientation, gender, gender identity, pregnancy, childbirth, or related medical conditions or stereotypes in all areas of education. The office must provide technical assistance and annual training to title IX coordinators and develop a handbook for conducting self-evaluations of title IX compliance. The training must address "compound discrimination" (defined as discrimination based on sex and other characteristics, including race, ethnicity, national origin, disability status, religion, age, perceived sex, sexual orientation, gender or gender identity, and related stereotypes). The office may award grants to eligible entities and partnerships to: train students, teachers, faculty, and personnel; increase campus resources, facilities, and course offerings; support title IX coordinators in performing outreach, advocacy, and education; identify patterns or systemic problems in title IX compliance; strengthen prevention education and awareness programs; conduct campus climate and victimization surveys; identify gender inequities; and improve data collection and reporting of gender equity indicators from academic assessments, civil rights data, campus data, employment data, attendance and absenteeism data, or title IX coordinator-to-student ratios. ED must coordinate with the Institute of Education Sciences and other federal offices and entities to investigate, identify, and disseminate best practices to: (1) reduce and prevent sex stereotyping, bias, and discrimination in curricula and educational materials; (2) address sex-based harassment and violence on campuses; (3) develop counseling and career guidance training; (4) mitigate implicit bias in teaching and discipline; and (5) address the needs of students who face compound discrimination.

Designates June 2018 as National Post-Traumatic Stress Awareness Month and June 27, 2018, as National Post-Traumatic Stress Awareness Day. Expresses support for efforts of the Department of Veterans Affairs (VA) and the Department of Defense (DOD), as well as the medical community, to educate members of the U.S. Armed Forces, veterans, their families, and the public about the causes, symptoms, and treatment of post-traumatic stress. Expresses support for efforts by the VA and DOD to foster cultural change around the issue of post-traumatic stress. Welcomes the efforts of the VA's National Center for PTSD (post-traumatic stress disorder) and local Vet Centers to assist veterans suffering from the effects of this injury. Encourages U.S. Armed Forces commanders to support appropriate treatment of Armed Forces personnel who suffer from post-traumatic stress.

Workers' Freedom to Negotiate Act of 2018 This bill amends the National Labor Relations Act (NRLA) and related labor laws to extend protections to union workers. Specifically, it: revises the definition of "employee" and "supervisor" to prevent employers from removing employees from the protections of the labor laws, prohibits employers from interfering with certain rights granted to employees under the NLRA, expands unfair labor practices to include prohibitions against replacement of worker who strike or discrimination against them, imposes new penalties against employers who violate labor law requirements, allows workers to bring civil actions against employers for labor law violations and unfair labor practices, requires certain disclosures with respect to worker wages, and requires contractors seeking federal contracts over $500,000 to disclose labor law violations when applying for such contracts.

Tribal Food Sovereignty Act of 2018 This bill amends the Indian Self-Determination Act to direct the Department of Agriculture to enter into self-determination contracts upon the request of Indian tribes and tribal organizations to carry out supplemental nutrition assistance programs.

Federal Personal Property Management Act of 2018 This bill requires the executive agencies and the General Services Administration (GSA) to carry out the following activities with respect to federal personal property management. Each executive agency, in accordance with guidance from the GSA, must annually inventory and assess capitalized personal property in identifying excess property under the agency's control. Capitalized personal property items include those recorded on an agency's general ledger records as major investments or assets. Each agency must also regularly inventory and assess accountable personal property under its control. GSA may establish separate thresholds for acquisitions of personal property for which affected agencies shall capitalize and for which they shall establish and maintain property records in a centralized system.

Keep Families Together Act This bill prohibits an agent or contractor of the Department of Homeland Security, the Department of Justice, or the Department of Health and Human Services from removing a child who is under the age of 18 and has no permanent immigration status from his or her parent or legal guardian at or near the port of entry or within 100 miles of the U.S. border unless: an authorized state court determines that it is in the child's best interests to be removed; a state or county child welfare official with expertise in child trauma and development determines that it is in the child's best interests to be removed because of abuse or neglect; or the Chief Patrol Agent or the Area Port Director authorizes separation based on a documented finding that the child is a trafficking victim or is at significant risk of becoming a victim, a strong likelihood exists that the adult is not the parent or legal guardian, or the child is in danger of abuse or neglect. An agency may not remove a child from a parent or legal guardian solely for the policy goals of deterring migration to the United States or of promoting immigration law compliance. The bill sets forth presumptions: (1) in favor of family and sibling unity and parental rights, and (2) that detention is not in the best interests of families and children. The Government Accountability Office shall conduct a study of the prosecution of asylum seekers.

Strengthening the Tenth Amendment Through Entrusting States Act or the STATES Act This bill eliminates regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act for marijuana-related conduct and activities that are authorized by state or tribal law, subject to specified exceptions.

Americans Giving Care to Elders (AGE) Act of 2018 This bill amends the Internal Revenue Code to allow a tax credit for a portion of a taxpayer's expenses for eldercare. The credit applies to expenses to care for certain relatives or members of the taxpayer's household who have attained the age of 65 and require assistance with activities of daily living. Eldercare expense include amounts paid for: medical care, lodging away from home, adult day care, custodial care, respite care, assistive technologies and devices (including remote health monitoring), environmental modifications (including home modifications), and counseling or training for a caregiver. The amount of eldercare expenses incurred during any year that may be taken into account for the credit may not exceed $6,000.

International Human Rights Defense Act of 2018 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTI (lesbian, gay, bisexual, transgender, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTI people and represent the United States in diplomatic matters relevant to the human rights of LGBTI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTI people. The Foreign Assistance Act of 1961 is amended to require that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.

Parity in Animal Cruelty Enforcement Act or the PACE Act This bill amends the Animal Welfare Act to prohibit the sponsoring or exhibiting of animal fights involving live birds (such as cockfights). Under current law, the fights are unlawful only if they take place in states or U.S. territories or possessions that have banned it.

Prevent All Soring Tactics Act of 2018 or the PAST Act This bill amends the Horse Protection Act to establish a new system for inspecting horses for soring, revise penalties for violations of the Act, and modify enforcement procedures. The soring of horses is any of various actions taken on a horse's limb to produce a higher gait that may cause pain, distress, inflammation, or lameness. The Department of Agriculture (USDA) must establish requirements to license, train, assign, and oversee persons hired by the management of horse shows, exhibitions, sales, or auctions to detect and diagnose sore horses. A license may not be issued to a person with conflicts of interest, and USDA must give preference to veterinarians. USDA may revoke a license for unsatisfactory performance. USDA must assign licensed inspectors after receiving notice that management intends to hire the inspectors. An inspector must issue a citation for violations and notify USDA of violations. USDA must publish information on violations of this bill and disqualify a horse that is sore. The bill prohibits a person in any horse show, exhibition, sale, or auction from causing or directing a horse to become sore for the purpose of showing, exhibiting, selling, or auctioning the horse. The bill prohibits the use of specified devices on a Tennessee Walking, a Racking, or a Spotted Saddle horse at a show, exhibition, sale, or auction. The bill increases the maximum criminal and civil liability penalties for certain violations. USDA may disqualify violators from specified activities related to horse shows, exhibitions, sales, and auctions.

Humane Enforcement and Legal Protections for Separated Children Act or the HELP Separated Children Act This bill sets forth Department of Homeland Security apprehension procedures with respect to children involved in immigration enforcement actions, including detention center access to courts, welfare agencies, and consular officials.

Justice Against Corruption on K Street Act of 2018 or the JACK Act This bill requires each lobbyist registration and lobbying quarterly report to include the date of conviction and description of the offense of any listed lobbyist convicted of an offense involving bribery, extortion, embezzlement, an illegal kickback, tax evasion, fraud, a conflict of interest, making a false statement, perjury, or money laundering.

Executive Branch Comprehensive Ethics Enforcement Act This bill expands the duties and authorities of the Office of Government Ethics (OGE). Among other things, the bill authorizes the OGE to do the following: issue subpoenas during investigations; and order corrective actions (e.g., divestiture) and issue administrative remedies (e.g., suspension or demotion).

Do No Harm Act This bill makes the Religious Freedom Restoration Act of 1993 (RFRA) inapplicable to federal laws (or implementations of laws) that: protect against discrimination or the promotion of equal opportunity, including the Civil Rights Act of 1964, the Americans with Disabilities Act, the Family Medical Leave Act, Executive Order 11246 (concerning equal employment opportunity), the Violence Against Women Act, and the Department of Housing and Urban Development's (HUD's) rules entitled "Equal Access to Housing in HUD Programs Regardless of Sexual Orientation or Gender Identity"; require employers to provide wages, other compensation, or benefits, including leave; protect collective activity in the workplace; protect against child labor, abuse, or exploitation; or provide for access to, information about, referrals for, provision of, or coverage for, any health care item or service. Under current law, RFRA prohibits the government from substantially burdening a person's exercise of religion even if the burden results from a rule of general applicability, except in furtherance of a compelling governmental interest when using the least restrictive means. The bill makes RFRA inapplicable to: (1) terms requiring goods, services, functions, or activities to be performed or provided to beneficiaries of government contracts, grants, cooperative agreements, or awards; or (2) denials of a person's full and equal enjoyment of a government-provided good, service, benefit, facility, privilege, advantage, or accommodation. To assert a RFRA claim or defense in a judicial proceeding, the government must be a party to the proceeding.

Protect Our Workers from Exploitation and Retaliation Act or the POWER Act This bill amends the Immigration and Nationality Act to expand the nonimmigrant U-visa category (crime victims and their immediate family members) to include an alien who: has suffered substantial abuse or harm resulting from a workplace violation claim; is a victim of specified criminal activity or a workplace violation and would suffer extreme hardship upon removal; has been helpful in a workplace violation investigation; or has filed, is a material witness in, or is likely to be helpful in the investigation of, a workplace claim and reasonably fears, or has been the victim of, employer retaliation. An alien who is a material witness in a workplace claim and who has been helpful in a related law enforcement action may remain and work temporarily in the United States. In a Department of Homeland Security workplace enforcement action a detained alien: (1) who is necessary as a witness shall not be removed until the appropriate law enforcement agency is notified and has an opportunity to interview such individual, and (2) who is entitled to a stay or abeyance of removal shall not be removed. An alien in removal proceedings who is a witness in a workplace claim or who has filed for U-visa status shall be entitled to a stay or abeyance of removal and permitted to work until the claim's disposition unless the alien has been convicted of a felony or filed a bad faith claim.

This bill requires the Government Accountability Office to submit to Congress a report setting forth an assessment of: (1) current plans of the U.S. Air Force to expand services for Air Force pilots and sensor operators of remotely piloted aircraft at Air Force installations for such aircraft, and (2) current plans of the Air Force to implement a combat-to-dwell ratio for Air Force pilots and sensor operators of such aircraft.

Better Military Housing Act of 2018 This bill requires the Department of Defense (DOD) to revise requirements for the monitoring and oversight of, and reporting for, the Military Housing Privatization Initiative (MHPI). Specifically, the bill requires DOD to use consistent measures for assessing the financial condition of MHPI projects and to assess the future sustainability of such projects relative to the goal of providing quality housing to members of the Armed Forces.

Congressional Accountability and Harassment Reform Act This bill amends the Congressional Accountability Act of 1995 (CAA) to revise procedures for initiating, investigating, and resolving claims by employees alleging that employing offices have violated their CAA rights and protections, including protections against discrimination and sexual harassment.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

MOBILE Act of 2018 This bill establishes requirements for the use of an individual's driver's license or personal identification card by financial institutions to open an account or obtain a financial product or service. It allows financial institutions to scan or copy personal information and store or retain it in any electronic format. Except as required to comply with federal bank secrecy laws, a financial institution may only use such information to: (1) verify the authenticity of the driver's license or personal identification card; (2) verify the identity of the individual; and (3) comply with a legal requirement to record, retain, or transmit the personal information in connection with opening an account or obtaining a financial product or service. After using the driver's license or personal information card for such purposes, the financial institution must permanently delete any image of the license or card within a reasonable amount of time. The Department of the Treasury shall report to Congress on: (1) the decrease in the unbanked or underbanked populations through the use of the technology described in this bill in rural communities and underserved populations, and (2) the increase in violations of federal or state laws relating to the disclosure and security of personal information by a financial institution.

Assist Socially Disadvantaged and Veteran Farmers and Ranchers Act of 2018 This bill amends the Food, Agriculture, Conservation, and Trade Act of 1990 to reauthorize through FY2023 and modify the Department of Agriculture (USDA) Outreach and Assistance for Socially Disadvantaged Farmers and Ranchers and Veteran Farmers and Ranchers Program. (The program provides funding to assist socially disadvantaged and veteran farmers and ranchers in participating in USDA programs and in owning and operating farms and ranches.) The bill includes provisions that: authorize multiyear grants, contracts, and agreements for terms of up to three years; require USDA to establish an external peer review process to use in making grants and entering into contracts and agreements; and modify reporting requirements.

Music Modernization Act This bill makes various changes to copyright law related to sound recordings, including providing protection for sound recordings fixed before February 15, 1972, creating a system for paying royalties to producers and sound engineers, and establishing a statutory blanket license for digital music services. The blanket license allows music services to distribute sound recordings covered by the license without negotiating for the rights for each individual recording, as long as the music service complies with the license's requirements, such as paying the required royalties.

National Security Commission on Artificial Intelligence Act of 2018 This bill establishes, as an independent commission within the executive branch, the National Security Commission on Artificial Intelligence to review the advances in artificial intelligence, related machine learning developments, and associated technologies. Such commission shall consider the methods and means necessary to advance the development of artificial intelligence, machine learning, and associated technologies by the United States in order to comprehensively address national and economic security needs, including economic risk, and any other associated issues.

Abuse of the Pardon Prevention Act This bill requires the Department of Justice to submit to Congress all investigative materials related to an offense for which the President pardons an individual if the offense arises from an investigation in which the President, or a relative of the President, is a target, subject, or witness.

Fair Investment Opportunities for Professional Experts Act This bill amends the Securities Act of 1933 to modify the definition of "accredited investor" for purposes of participating in private offerings to include: an individual whose net worth or joint net worth with their spouse exceeds $1 million (adjusted for inflation), excluding from the calculation of their net worth their primary residence and a mortgage secured by that residence in certain circumstances; an individual whose income over the last two years exceeded $200,000 (adjusted for inflation) or joint spousal income exceeded $300,000 (adjusted for inflation) and who has a reasonable expectation of reaching the same income level in the current year; an individual who holds previously purchased securities, if the issuer believes that the individual met such income requirements at the time of purchase and would continue to do so; an individual who is licensed as a broker or investment advisor by certain entities; and an individual determined by the Securities and Exchange Commission (SEC) to have qualifying education or experience. (Certain unregistered securities may be offered only to accredited investors.) The SEC is directed to revise the definition of "accredited investor" in Regulation D (which exempts certain offerings from SEC registration requirements) to conform to changes in this bill.

Environmental Justice Right to Know Act of 2018 This bill addresses pesticide and cosmetics regulation with respect to environmental justice concerns. Specifically, when developing policy and regulations under the Federal Insecticide, Fungicide, and Rodenticide Act, the Environmental Protection Agency must: take federal and state agency and public comments into consideration, seek to achieve environmental justice, and ensure transparency regarding pesticide ingredients. The bill establishes Spanish-language translation requirements for pesticide labels, as well as for other appropriate languages. The bill also establishes requirements relating to the safety of specified chemicals used in cosmetics, health and safety procedures in nail and hair salons, and related reports and grant programs.

FHA Foreclosure Prevention Act of 2018 This bill amends the National Housing Act to expand foreclosure-prevention measures for homes insured by the Federal Housing Administration. Specifically, the bill revises requirements concerning insurance benefits, mortgage-servicer oversight, complaint procedures, and notice to borrowers.

Inaugural Committee Transparency Act of 2018 This bill requires the presidential inaugural committee to disclose to the Federal Election Commission, by 90 days after the presidential inaugural ceremony, any disbursement made in an amount equal to or greater than $200 and the purpose of each disbursement. The committee must also disclose the name and address of the person to whom the disbursement was made, the date of the disbursement, and the total amount and purpose of the disbursement. The committee must disburse any remaining donated funds not later than 90 days after the inaugural ceremony, but may request an extension of such 90-day period.

Robocall Enforcement Enhancement Act of 2018 This bill amends the Communications Act of 1934: to lengthen the statute of limitations from two years to three years for pursuing caller identification information violations (known as "spoofing"), to lengthen the statute of limitations from one year to three years for pursing automated telephone equipment violations (known as "robocalls"), and to authorize the Federal Communications Commission (FCC) to impose forfeiture penalties without first sending a citation regarding the charged violation against persons not licensed by the FCC who violate prohibitions on the use of automated telephone equipment.
