Hemp Farming Act of 2018 This bill legalizes industrial hemp that has a tetrahydrocannabinol (THC, the psychoactive component of marijuana) concentration of no more than 0.3% by removing it from schedule I of the Controlled Substances Act. States and Indian tribes may regulate the production of hemp by submitting a plan to the Department of Agriculture (USDA). The bill also makes hemp producers eligible for the federal crop insurance program and certain USDA research grants.

Protecting America's Workers Act This bill amends the Occupational Safety and Health Act of 1970 (OSHA) to increase the scope of the Act by applying its coverage to federal, state, and local government employees or individuals performing work for such employees. However, the bill makes OSHA inapplicable to working conditions covered by the Federal Mine Safety and Health Act of 1977. The bill revises requirements governing worker protection, including by: increasing protections for whistle-blowers as well as employees participating in or aiding inspections; directing employers to furnish a hazard-free place of employment to all individuals, not just employees; requiring the posting of employee rights concerning protection from retaliation; requiring site logs of employees' work-related injuries and illnesses, including those of employees of other employers and contractors; directing employers to report work-related deaths or hospitalizations; prohibiting employers from discouraging accurate record keeping and reporting of work-related injuries or illnesses; requiring the Department of Labor to investigate an incident in the workplace that results in the death of an employee or one that results in the hospitalization of two or more employees; establishing rights for victims, or representatives of victims, with respect to inspections or investigations of work-related bodily injuries or deaths; setting the permitted period for employers to correct serious, willful, or repeated violations while citations for the violations are being contested; increasing civil and criminal penalties for certain violations; expanding enforcement requirements relating to state occupational safety and health plans, including by allowing Labor concurrent enforcement authority in states where the state plans fail to meet minimum requirements; and expanding requirements for workplace health hazard evaluations by the National Institute for Occupational Safety and Health.

Agricultural Energy Programs Reauthorization Act of 2018 This bill amends the Farm Security Rural Investment Act of 2002 to reauthorize through FY2023 several Department of Agriculture (USDA) energy programs, including: the Biobased Markets Program; the Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance Program; the Bioenergy Program for Advanced Biofuels; the Rural Energy For America Program (REAP); the Biomass Research and Development Initiative; the Feedstock Flexibility Program; and the Community Wood Energy Program. The bill modifies and reauthorizes the Biomass Crop Assistance Program to: rename it the Biofuels and Biobased Product Feedstock and Wildland Fire Protection Program; require USDA to provide assistance under the program for hazardous woody fuel reduction projects; and expand the definition of eligible materials to include algae and animal waste byproducts, including fat, oil, grease, and manure. The bill provides mandatory funding through FY2023 for several of the reauthorized programs. The bill modifies the Biobased Markets Program to: (1) include producers of renewable chemicals in the voluntary labeling program, and (2) require USDA and the Department of Commerce to jointly develop North American Industry Classification system codes for renewable chemical manufacturers and biobased products manufacturers. The bill modifies REAP to prohibit more than 30% of the funds from being used each year for: (1) any one form of renewable energy, or (2) technologies to improve the efficiency of energy usage.

Arbitration Fairness Act of 2018 This bill prohibits a predispute arbitration agreement from being valid or enforceable if it requires arbitration of an employment dispute, consumer dispute, antitrust dispute, or civil rights dispute.

Student Non-Discrimination Act of 2018 This bill prohibits discrimination, under a federally assisted program, against public school students on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. The bill authorizes federal departments and agencies to terminate the educational assistance of recipients found to be violating this prohibition. An aggrieved individual may assert a violation of this bill in a judicial proceeding and recover reasonable attorney's fees. The Department of Justice is authorized to institute a civil action for a violation of this bill.

Every Person Counts Act This bill modifies provisions regarding population and other census information to: (1) require that there be a tabulation of the total number of persons in each state, and (2) prohibit the Bureau of the Census from including any question or otherwise eliciting any information regarding U.S citizenship or immigration status.

2020 Census Improving Data and Enhanced Accuracy Act or the 2020 Census IDEA Act This bill prohibits the Department of Commerce, in the 2020 decennial census of population and each decennial census thereafter, from: (1) implementing any major operational design that has not been researched, studied, and tested for a period of not less than three years before the date on which the applicable census occurs; or (2) including on the questionnaire for the census any subject, type of information, or question that was not submitted to Congress. The Government Accountability Office must determine that the subjects, types of information, and questions to be included in a decennial census have been adequately researched, studied, and tested to the same degree as in previous decennial censuses.

Safe Schools Improvement Act of 2018 This bill amends the Elementary and Secondary Education Act of 1965 to require states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying and harassment, that is sufficiently severe, persistent, or pervasive to: (1) limit students' ability to participate in, or benefit from, school programs; or (2) create a hostile or abusive educational environment that adversely affects students' education. LEAs shall also provide: (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics shall collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Welfare Of Our Furry Friends (WOOFF) Act This bill directs the Federal Aviation Administration to promulgate regulations: (1) prohibiting the storage of a live animal in an overhead compartment of a flight in air transportation, and (2) establishing fines for a violation of such prohibition.

Know the Lowest Price Act of 2018 This bill prohibits a health-benefits plan or pharmacy-benefits manager under Medicare or Medicare Advantage from restricting a pharmacy from informing an enrollee of any difference between the price of a drug under the plan and the price of the drug without health-insurance coverage.

Native Behavioral Health Access Improvement Act of 2018 This bill amends the Public Health Service Act to require the Indian Health Service (IHS) to award grants to Indian health facilities for the prevention and treatment of mental health and substance use disorders. The IHS must establish a technical assistance center for grantees.

Ski Area Fee Retention Act This bill amends the Omnibus Parks and Public Lands Management Act of 1996 to establish the Ski Area Fee Retention Account. A specified portion of rental charges for ski area permits on a Forest Service unit shall be deposited in such account. Amounts in the fund shall be available for expenditure without further appropriation for ski area administration, improvements, and visitor services. Funds may only be reallocated if the rental charges collected exceed the reasonable needs of the unit.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends security assistance to Israel. Specifically, it extends: foreign military financing assistance to Israel through FY2028, loan guarantees through FY2023, and authority for the war reserves stockpile through FY2023. The President may: enter into a cooperative agreement with Israel for research and joint production of anti-drone defense articles; conduct a joint assessment with Israel regarding which precision guided munitions Israel needs in a sustained armed confrontation with Hezbollah, Hamas, or other groups; and transfer precision guided munitions and defense articles to such stockpile. The bill directs the Department of Defense to provide for the rapid acquisition and deployment of precision guided munitions for U.S. counterterrorism missions or to assist an ally under missile threat from a terrorist organization or a country that supports international terrorism. The President shall report to Congress describing the steps taken to include Israel in the list of countries eligible for the strategic trade authorization exception. Such exception allows a controlled item to be exported without a transaction-specific license. The National Aeronautics and Space Administration shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The bill also requires the periodic reports on Israel's qualitative military edge to include information about Israel's ability to defend itself from regional state and non-state actors and from drone, cyber, and asymmetric threats.

Military Hunger Prevention Act This bill excludes the value of a housing allowance for a member of a uniformed service from any income, assets, or resources calculation for determining eligibility for any federal program issuing benefits for nutrition assistance (including the family subsistence supplemental allowance program).

Banning Unlawful Machinegun Parts Act of 2018 or the BUMP Act This bill amends the federal criminal code to generally prohibit the import, sale, manufacture, transfer, receipt, or possession of a device that is primarily designed, or redesigned, to increase the rate of fire when attached to a semiautomatic firearm; a device, part, or combination of parts that is designed and functions to increase the rate of fire of a firearm; or a semiautomatic firearm that has been modified to increase the rate of fire. Additionally, the bill amends the Internal Revenue Code to add semiautomatic firearms to the list of firearms subject to regulation under the National Firearms Act.

Fair Day in Court for Kids Act of 2018 This bill grants aliens, including unaccompanied alien children, the right to counsel in immigration proceedings, at government expense, and the right to examine documents in their files. The Department of Homeland Security must provide access to counsel for all aliens in detention facilities.

This joint resolution nullifies the rule submitted by the Federal Communications Commission entitled "Restoring Internet Freedom." The rule published on February 22, 2018: (1) restores the classification of broadband Internet access service as a lightly-regulated "information service"; (2) reinstates private mobile service classification of mobile broadband Internet access service; (3) requires Internet service providers to disclose information about their network management practices, performance characteristics, and commercial terms of service; and (4) eliminates the Internet Conduct Standard and the bright-line rules.

National FFA Organization's Federal Charter Amendments Act This bill revises the charter of the National FFA Organization (Future Farmers of America). Such revisions include (1) making it a purpose of the organization to be an integral component of agricultural education, and (2) removing the Secretary of Education as the chair of the National FFA Board of Directors.

Families of Fallen Servicemembers First Act This bill provides a permanent appropriation for the payment of death gratuities and related benefits to survivors of deceased members of the uniformed services during a period of lapsed appropriations. The bill provides the appropriations at the rate and under the conditions provided for the most recent fiscal year for which an Act making appropriations for the uniformed services has been enacted. The appropriations are provided during a period of lapsed appropriations, in which appropriations are unavailable due to the absence of the timely enactment of an Act or joint resolution providing appropriations or continuing appropriations for the death gratuity and related benefits.

Rural Reasonable and Comparable Wireless Access Act of 2018 This bill directs the Federal Communications Commission (FCC) to develop regulations that would establish a national standard for determining whether mobile service, mobile data service, and broadband Internet service in rural areas are reasonably comparable to the services provided in urban areas. The FCC shall gather data about the average signal strengths and speeds of mobile services and the average speeds of broadband Internet services from the 20 most-populated urban areas. The services provided in rural areas shall be deemed reasonably comparable to urban area if the average signal strengths and speeds meet or exceed the averages in the most-populated areas.

National Guard and Reserves Benefits Parity Act This bill makes reserve component members who are deployed to support pre-planned operations of a combatant command eligible for: (1) non-reduction in pay while serving in the uniformed services or National Guard, (2) consideration of active duty service to reduce the age for retired pay , and (3) the high-deployment allowance for lengthy or numerous deployments and frequent mobilizations.

Tribal Nutrition Improvement Act of 2018 This bill amends the Richard B. Russell National School Act to allow an Indian tribe to assume, from a nearby local educational agency (LEA) and in lieu of a state, responsibility for administration of the school breakfast program, the school lunch program, the child and adult care food program, or the summer food service program for children. The Department of Agriculture (USDA) must identify, for optional use in LEAs on or near Indian reservations, alternatives to current program requirements related to the daily counting of meals by category, the use of annual applications to determine program eligibility, and the use of universal meal service. USDA may implement such alternatives, as limited by the bill, as well as further test them in demonstration projects. The bill also amends the Child Nutrition Act of 1966 to require USDA to increase the amount of administrative funds paid to an Indian tribe that agrees to assume responsibility for the administration of one of the aforementioned food programs.

America's Natural Treasures of Immeasurable Quality Unite, Inspire, and Together Improve the Economies of States Act of 2018 or the ANTIQUITIES Act of 2018. This bill directs the National Park Service, Bureau of Land Management (BLM), U.S. Fish and Wildlife Service, Forest Service, and National Oceanic and Atmospheric Administration to administer each specified national monument under their joint or exclusive jurisdiction, including the Bears Ears, Grand Staircase-Escalante, Gold Butte, Cascade-Siskiyou National Monuments and the Rose Atoll and Pacific Remote Islands Marine National Monuments in accordance with: (1) the one or more presidential proclamations that apply to the applicable covered monument; (2) any Act of Congress enacted before December 4, 2017, that provides for an adjustment to the boundary or administration of such monument; and (3) this bill. The bill establishes the National Monument Enhancement Fund to furnish funding: (1) to such federal agencies to develop management plans for their national monuments that were designated under current federal law, (2) for federal acquisition and development of certain land and other areas, and (3) to develop and enhance recreational infrastructure on such designated lands. The bill designates: (1) specified BLM lands within the Organ Mountains-Desert Peaks and Rio Grande del Norte National Monuments in New Mexico and in the Gold Butte National Conservation Area in Nevada as wilderness and as components of the National Wilderness Preservation System; and (2) approximately 100 acres of BLM land in New Mexico as a potential wilderness area and, when specified conditions have been met, for incorporation into the Robledo Mountains Wilderness.

Justice Served Act of 2018 This bill amends the DNA Analysis Backlog Elimination Act of 2000 to add, as a purpose area under the Debbie Smith DNA Backlog Grant Program, increasing the capacity of prosecutors to address the backlog of violent crime cases involving suspects identified through DNA evidence. The Department of Justice (DOJ) must allocate a specified percentage of grant funds for such purpose, subject to limitations. Additionally, of amounts made available over FY2019-FY2022 for a DNA analysis and capacity enhancement program and for other forensic activities, DOJ must allocate at least 5% for grants to prosecute cold cases involving violent crime, where suspects have been identified through DNA evidence.

Pay Our Military Act of 2018 This bill provides FY2018 appropriations for military pay and death benefits during any period in which interim or full-year appropriations for FY2018 are not in effect. In the event of a government shutdown, the bill provides continuing appropriations for: pay and allowances to members of the Armed Forces, including reserve components, who perform active service (including drill) during the period; payments of death benefits for individuals who die during the period; and pay and allowances to civilian personnel or contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to members of the Armed Forces and payments in connection with death benefits. The appropriations provided by this bill are available until the earlier of: (1) the enactment into law of specified appropriations legislation, or (2) September 30, 2018.

Trafficking Victims Housing Act of 2017 This bill requires the U.S. Interagency Council on Homelessness, in coordination with other agencies, to conduct a study assessing the availability and accessibility of housing and services for homeless individuals who are victims of trafficking or at risk of being trafficked.

Supports the right of all Iranian citizens to have their voices heard. Calls on the government of Iran to respect the rights of the people of Iran to freedoms of speech, press, religion, association, and assembly. Condemns Iran's human rights violations. Warns Iran against any violence or retribution targeting peaceful protestors. Objects to acts of censorship, intimidation, and other restrictions on freedoms of speech, press, and expression. Encourages the President, the Department of State, and the U.S. Ambassador to the United Nations (U.N.) to work to convene emergency sessions of the U.N. Security Council and the U.N. Human Rights Council to condemn Iran's ongoing human rights violations and establish a related Security Council monitoring mechanism. Calls on Iran to cooperate with and allow visits of the U.N. Special Rapporteurs for Human Rights and the U.N. Office of the High Commissioner for Human Rights. Urges the President and State Department to work with the international community to ensure that human rights violations are part of all multilateral or bilateral discussions with and regarding Iran.

Federal Employee Fair Treatment Act of 201 7 This bill requires federal employees furloughed or required to work during a lapse in appropriations beginning on or after December 22, 2017, to be compensated for the period of the lapse on the earliest date possible after the lapse ends, regardless of scheduled pay dates. Employees required to work during the lapse in appropriations may use leave. The bill addresses a lapse in appropriations scheduled to occur if FY2018 appropriations legislation is not enacted prior to the expiration of the continuing resolution that currently funds federal agencies through December 22, 2017.

Promoting Women in the Aviation Workforce Act This bill directs the Federal Aviation Administration to create and facilitate the Women in Aviation Advisory Board to promote organizations and programs that provide education, training, mentorship, outreach, and recruitment of women into the aviation industry.

Congressional Harassment Reform Act This bill amends the Congressional Accountability Act of 1995 (CAA) to: (1) require certain discrimination and harassment awareness and prevention training for Members of Congress, officers, employees, interns, fellows, and detailees; (2) extend CAA nondiscrimination requirements and remedies to legislative interns, fellows, and detailees; (3) revise CAA procedures for certain harassment and discrimination complaints; (4) require a Member of Congress to reimburse the Treasury if an employee receives an award or settlement for the Member's alleged act of discrimination or harassment, unless the Member's request for a nonreimbursement determination is approved; and (5) rename the Office of Compliance the Office of Congressional Workplace Rights.

Native Youth and Tribal Officer Protection Act This bill extends tribal jurisdiction over certain crimes. Specifically, the bill extends tribal jurisdiction over: violence committed against a child by a caregiver; violence against law enforcement officers involved in preventing, investigating, arresting, or prosecuting a person for domestic violence, dating violence, or child violence; attempted dating violence or domestic violence; or threatened dating violence or domestic violence. In addition, the bill reauthorizes through FY2022 grants to tribal governments to support exercising jurisdiction and conducting proceedings related to crimes of domestic violence, including the crimes added to tribal jurisdiction by this bill.

This bill directs the U.S. Postal Service to issue and sell an Alzheimer's Disease Research Semipostal Stamp. Proceeds from the sale of the stamp must be transferred to the National Institutes of Health for medical research relating to Alzheimer's disease. The stamp must be made available to the public for six years. Any limitation relating to whether more than one semipostal stamp may be offered for sale at the same time shall not apply to the stamp issued under this bill.

Ending Forced Arbitration of Sexual Harassment Act of 2017 This bill prohibits a predispute arbitration agreement from being valid or enforceable if it requires arbitration of a sex discrimination dispute. The prohibition does not apply to an arbitration provision in a contract between an employer and a labor organization or between labor organizations, subject to limitations.
